Abstract:
PurposeThe purpose of this paper is to examine the impacts of the ongoing freight market deregulation in the European Union (EU). Specifically, this case study focuses on cabotage penetration rates in Germany, the largest logistics market in Europe. In light of the upcoming trade barriers, we intend to move this topic forward by emphasising its interdisciplinary nature.Design/methodology/approachBased on the analysis of Eurostat data, expert interviews and a review of related literature, we elaborate and discuss four propositions related to the factors affecting cabotage penetration, future cabotage levels and the effects on modal split and empty runs.FindingsWe found that cabotage in Germany plays a more important role than officially reported and has increased drastically since 2008. Given our analysis, increased cabotage penetration seems to thwart efforts within the EU to promote a modal shift from road to rail and increased national empty runs are the future outcome of current regulations. In Germany, the cabotage share is likely to reach 16% in the next five years.Research limitations/implicationsThis paper highlights the need for incorporating a more contextual understanding in freight carrier selection theory development in general as well as country-specific investigations in particular.Practical implicationsLogistics managers and policymakers looking at future strategies are advised to take the ongoing deregulation trend into consideration. European freight movement using cabotage operators may represent significant cost savings; however, these cost savings come at an environmental and social sustainability price as the modal shift to rail and fill rates suffer.Originality/valueThis paper represents an empirical and unbiased point of view, in contrast to the reports of the European Commission (pro-deregulation) or the reports of the haulage associations and labour unions (anti-deregulation).

Adanya Liberalisasi jasa penebangan menjadikan konsep cabotage yang tadinya dikenal dalam bidang pelayaran, kini menjadi bagian dalam bidang penerbangan. Situasi demikian bila dikaitkan dengan konsep kedaulatan negara di ruang udara, secara yuridis telah menimbulkan persinggungan yang cukup serius. Abstract:
Shipping between domestic ports must be transported by ships with Indonesian flags and operated by national shipping companies, meaning the cabotage principle. The aim is to prevent and reduce dependence on foreign ships carrying out Indonesia's maritime territory. However, in regulating and implementing the cabotage principle, it is not sure that it can be applied absolutely, which can be interpreted as not reflecting legal certainty. This study aims to analyze the legal certainty of implementation of the cabotage principle in Indonesian territorial waters. This research is a normative study that uses legal, historical, interpretation and case approaches. The case and interpretation approaches are used to examine the cabotage principle concept in legislation and several relevant cases brought to Indonesian courts. The results shows that the regulation of the cabotage principle on sea transportation is found in the form of laws, presidential regulations, presidential instructions and ministerial regulations. However, in other various regulations, the cabotage principle does not apply absolutely (semi-protectionist) or inconsequently. On the one hand, this is because it prohibits foreign ships from operating in Indonesian territory to carry passengers and/or goods between islands or ports. On the other hand, foreign ships are allowed for other activities that do not include carrying passengers and/or goods with certain conditions and approval from the government. The application of the cabotage principle based on judges' considerations in cases submitted to the State Administrative, Supreme and the Constitutional Courts has fulfilled legal certainty according to the Shipping Law. However, the protection of national Shipping must be prioritized, and the use of foreign ships should be considerably tightened unless Indonesian-flagged vessels are not insufficiently available.

ABSTRACTSThis study aimed to determined the implementation, constraints and assesed the impact of the cabotage principle and sea toll program on regional resilience in Anambas until the beginning of 2019. Archipelagic districts that had 238 islands in the border region needed ships to supported the development of other sectors and connectivity of disadvantaged, remote, outermost, and border areas (3TP).This study used qualitative descriptive methods in the form of maps, tables and graphs. Data was obtained through observation, in-depth interviews and documentation in Tarempa, Matak Base, sea toll vessels and the Directorate of Sea Traffic and Freight, including literature studies and internet data. The result of this studi showed that cabotage principle succeeded in increasing the number of national commercial fleets fivefold since 2005-2018. The upstream oil and gas company at Anambas complied with cabotage and was not subject to operational disruption.The existence of national ships in Indonesian waters contributed to the aspect of defense security as a source of information. The implementation of the sea toll route to Anambas until the fourth year had not succeeded in reducing the price of goods but maintaining the stock of logistics, especially during extreme weather, supporting food security. Cabotage was important for economies and defense security meanwhile sea tolls contributed to inter-regional connectivity to supported the development of remote, frontier, disadvantaged and borderareas (3TP). Both were encouraging national sea freight to dominated the domestic market share.ABSTRAKPenelitian ini bertujuan untuk mengetahui implementasi, kendala dan mengkaji dampak implementasi asas cabotage dan program tol laut terhadap ketahanan wilayah di Anambas hingga awal tahun 2019. Kabupaten kepulauan yang memiliki 238 pulau di wilayah perbatasan membutuhkankapal untuk menunjang pembangunan sektor lain dan konektivitas daerah tertinggal, terpencil, terluar, dan perbatasan (3TP).Metode yang digunakan adalah deskriptif kualitatif dalam bentuk peta, tabel dan grafik. Data diperoleh melalui observasi, wawancara mendalam dan dokumentasi di Tarempa, Matak Base, kapal tol laut dan Direktorat Lalu Lintas Angkutan Laut dilengkapi studi pustaka dan data internet.Hasil penelitian menunjukkan implementasi asas cabotage berhasil meningkatkan jumlah armada niaga nasional 356 persen pada tahun 2005-2018. Perusahaan hulu migas di Anambas mematuhi cabotage dan tidak terganggu operasionalnya. Keberadaan kapal nasional di perairan Indonesia mendukung aspek pertahanan dan keamanan sebagai salah satu sumber informasi. Implementasi tol laut trayek Anambas hingga awal tahun 2019 belum berhasil menurunkan harga barang tetapi menjaga stok logistik terutama saat cuaca ekstrim, mendukung ketahanan pangan. Cabotage penting bagi perkonomian dan pertahanan keamanan di laut sedangkan tol laut berkontribusi pada konektivitas antarwilayah mendukung pembangunan daerah 3TP. Keduanya mendorong kapal nasional mendominasi angkutan laut dalam negeri.

Coastal shipping in Chile has a long tradition, and national cabotage laws continue to protect the domestic shipping market. The country's extensive coastline, the population concentration along the coast, and a lack of connecting rail networks might make coastal (short sea) shipping seem to be a viable option as part of an efficient and sustainable freight mobility strategy for Chile. This paper examines the potential for coastal shipping in Chile. It evaluates freight structure, demand and modal split, and the supply of shipping services over the past decade. Three markets are presented—a northern corridor, a southern corridor, and a combination of the two—and evaluated for adequate demand for coastal shipping. Six conclusions are drawn about the promise of short sea shipping developments in Chile, including identifying a future research agenda and filling missing data gaps.

Since the national policy the principle of cabotage was carried out, the development of the shipbuilding industry has not been able to keep up the growth of ocean freight industry and experiencing obstacles, because the lack of Government support both in the funding, regulation and also the construction of the infrastructure. East Kalimantan province has some of potential shipping industry in supporting the development of leading sectors. Research objectives are; identify the potential and the problem, as well as industry development strategy of formulate shipyards for Government and industry peers. Methods used through observation, interview against the perpetrators of the object of research, analyze and formulate strategy. Results of the study indicated the ship industry production costs still high, a factor restricting the price of domestic-made ships more expensive around 10%-30% in comparison with imported products. In addition to the production time, relatively longer because of the lack of support and other supporting components industries.

Abstract:
Methodological approaches to European Union statistical observations of road transport industry are described and comparative analysis of the methodology of statistical observations in Ukraine are performed. The significance of statistical analysis and research of publications on the results of statistical observations for the economy of the country, business environment, scientists and other users is established. The importance database for the National Transport Model is discussed. It is a powerful tool for analyzing, forecasting, feasibility studies of investment projects. The main indicators of statistical reporting for road transport in Ukraine are analyzed. The gaps in the statistical data road transport have been identified. The table provides a clear demonstration of the comparison of Eurostat and Ukraine’s road transport methodology by type of indicators. Differences in methodology with Eurostat in reporting areas were identified: rolling stock; enterprises, economic indicators and employment; road traffic; statistics of passenger road transport; freight road transport; national road freight transport; international road freight transport; cabotage by road. Conclusions and suggestions on converting positions and methodology of national statistics to Eurostat methodology have been provided. It is proposed to create a single electronic platform, accumulating all the various statistics on: carriers, routes, volumes and destinations of transportation, transport work, rolling stock, runs, fuel costs, financial results of activity, investment activity, cross-border traffic, export-import, road accidents, etc. that will be accessible to all potential users of statistics. The aims of this research is to analyze the policy of sea transport in the realization of modern sea toll transportation and development. The research uses descriptive-qualitative. The result shows: 1) government’s policy regarding sea toll is to ship transport, guarantee the availability of goods, reduce disparity cost and ensure continuity service transport of goods to regional, remote, outermost and border; 2) sea transport development policy is to enhance the role of national shipping leet both domestic and export-import transportation by imposing cabotage principle; abolish unoficial charges in ports through improved coordination of all relevant institutions and the process of loading and unloading goods that meet international shipping standards and the implementation of the International Ship and Port Security; restructure shipping legislation and its implementation, as well as institutional sub-sector of sea transport in order to create conditions that will attract private investment in the construction of sea transportation infrastructure; 3) sea transportation policy is set to increase nasional development to transport people, goods and information. This policy functions as supporting system to achieve the optimum allocation of economic resources in order to provide equitable, and affordable purchasing power services.

Abstract:
Authors consider export opportunities and the structure and dynamics of industrial export and import in the Russian Federation, Northwest Russia and St. Petersburg. The article studies structural changes in sectors of St. Petersburg economy resulting from ongoing innovation processes and their impact on export potential. It provides the results of assessing the impact of organizational, economic and production factors on export opportunities of various economic entities. Export opportunities, structure and dynamics of export and import of industrial products in the Russian Federation, the North-West region and St. Petersburg are considered. Volume of exports, imports and trade turnover in Russia in 2019, as well as the dynamics of changes in recent years are discussed. In the structure of Russia's exports in recent years, the bulk of supplies (60%) were mineral products, imports the main share of exports (over 40%) occurred in the machinery, equipment and vehicles. The high needs of the national market and the significant export potential of Russian enterprises engaged in the production of medicines and modern medical equipment are noted, which makes it possible to make a real contribution to solving important social problems and developing the national economy. The structure of exports and imports of North-West Federal district and St. Petersburg by major commodity groups, there is a saving in purchases of imported equipment combined with constant growth of exports of fuel and energy products are discussed. Structural changes in the economic sectors of St. Petersburg as a result of ongoing innovation processes and their impact on export potential are studied. The results of the assessment of the impact of organizational, economic and production factors on the export opportunities of various economic entities are presented. It is revealed that for industrial enterprises, the quality and cost of components becomes a problematic factor that hinders their development both in improving the product range and in their own technological modernization. For small and medium-sized businesses in industrial production, problems related to timely receipt of high-quality materials and products of the element base from suppliers and related companies, in most cases located abroad, are added. The role of the “Russian export center” as a state institute for supporting non-commodity exports and facilitating export operations was noted.

Abstract:
Objective. Frequent or severe headaches are associated with school absenteeism and functional limitation in children, but trends in headache prevalence are uncertain. We used nationally representative data to describe trends in pediatric headache prevalence in the United States, and to evaluate whether headache has remained consistently associated with functional limitations among school-age children. Methods. We analyzed data on children age 5 to 17 years in the 2007 to 2015 National Health Interview Surveys. Caregivers reported whether each child experienced frequent or severe headache in the past 12 months. Weighted proportions and multivariable regression were used to estimate headache prevalence over the study period and associations between headache and measures of functional limitation. Results. The analysis included 57 272 children (mean age = 11 years; 52% female). Frequent or severe headache was reported for 6% of children, with no discernable trend over the study period. On multivariable Poisson regression, headache became more strongly associated with school absenteeism over time. In 2007, frequent or severe headache was associated with a 70% increase in the number of missed school days (incidence risk ratio [IRR] = 1.70; 95% confidence interval [CI] = 1.50-1.91; P < .001), whereas by 2015, headache was associated with a 139% increase in the number of missed school days (IRR = 2.39; 95% CI = 2.02-2.83; P < .001). Conclusion. Though the prevalence of frequent or severe headache in school-age children did not change in 2007 to 2015, headache became more strongly associated with school absenteeism, highlighting the need for improved management of patients with headaches to prevent negative impact on school performance and functional status.

HoNOSCA is a timely newcomer to the field of Child and Adolescent Mental Health Services (CAMHS) research. In its short life it has already been thoroughly and successfully evaluated. Its user-friendliness has made it acceptable and even popular in routine clinical practice. It was central to clinical data gathering for the recent national survey of CAMH provision in the UK (Audit Commission, 1999). What are the reasons for its popularity? What are its limitations? And what about possible future uses?

The life cycle of a ship has an age limit related to its operation. When the ship economically is not profitable any more, it will be recycled or scrapped. Since the scrapped ship has plenty of hazardous materials, special care should be carried out to manage the wastes in accordance with the national and international available regulations. With regard to this a ship recycle yard that conducts ship breaking and recycle of the ship’s outfits, machineries, and infrastructure should be well designed in order to comply to all regulations that prevent it from producing harmful and polluting wastes to human and environment. The study was aimed to design an environmentally friendly or green ship recycle yard in Indonesia as a pilot project in anticipation to the booming of old used merchant ships fleet due to the implementation of cabotage principle. The project is located in the Maritime Industrial Cluster in Tanggamus Regency, Lampung Province, Sumatera. The ship recycle yard is designed with a capacity of maximum 30,000 DWT ship to be recycled, and all the activities involve in the yard would comply and refer to the environmental and IMO regulations, to ensure that no harm and hazardous wastes polluting the surrounding land and sea by arranging a proper layout and providing proper facilities and working procedures.

Abstract Objectives Asian Americans are the fastest-growing minority group in the United States, yet little is known about their functional mobility. To overcome such a gap, this study examined the association between demographic/economic characteristics and functional limitations for middle-aged and older Asian Indians, Chinese, and Filipinos. Method This study utilized microdata from the National Health Interview Survey pooled sample (2010–2016 IPUMS NHIS with a sample size of 6,767 Asians). Logit regressions were used to examine factors associated with functional limitations. Measures include age, gender, currently married, education (categorized as less than high school, high school, some college, college, advanced degree), birth and citizenship status, household income, home ownership, types of health insurance (e.g., Medicaid, Medicare, private), and geographic region (i.e., Northeast, Midwest, South, and West). Results Chinese (odds ratio [OR] 0.57, p &lt; .01) and Filipinos (OR 0.74, p &lt; .05) had lower odds for any functional limitations relative to Asian Indians. Currently married and individuals with a higher income were also associated with reduced odds for limitations in the overall analysis. As for the subgroup analysis, there was a positive association between age and the presence of any functional limitations for Asian Indians (OR 1.05, p &lt; .01), Chinese (OR 1.08, p &lt; .01), and Filipinos (OR 1.03, p &lt; .01). In terms of gender, Asian Indian men were less likely (OR 0.51, p &lt; .01), whereas Filipino men were more likely to have limitations (OR 1.09, p &lt; .05). Discussion Asian Indians appeared to have a poorer health profile for limitations in dressing, eating, walking, or working when compared with Chinese and Filipinos. A pronounced difference at older ages was also apparent for Asian Indians by gender and the likelihood of having any limitations increased much faster for Asian Indian women. For Chinese, there was a dramatic increase in functional limitations after age 75 (particularly for women) and the predicted probability for this subgroup approximated 20%. For Filipinos, men were more likely to have limitations. These findings raise interesting questions about the on-set of disability by age and gender for Asian subgroups.

The paper formalizes the system of restrictions and national security targets. The proportion of budgetary resources allocated for implementing the environmental tax reform was chosen as quantitative restrictions. The effective indicator is the level of national security. The time limit was established based on the study of the period of delay of the expected impact of changes in the system of administration, payment, and distribution of the environmental tax on national security. The formalization of quantitative restrictions and national security targets was carried out using structural modeling. This method was based on the following logic: the impact of the growth rate of the environmental tax on national security, the impact of the growth rate of the environmental tax on budget revenues, the impact of budget revenues on the national security of Ukraine. In this case, the level of environmental taxes is chosen as an exogenous latent variable, described using an explicit exogenous variable – the increase in revenues from the environmental tax. The following endogenous latent variables were selected: a highly effective mechanism for ensuring national security and the share of budgetary resources aimed at implementing tax reform). Each endogenous latent variable is described using one endogenous explicit variable: the level of national security and, accordingly, revenues of the consolidated budget of Ukraine. In turn, the definition of time constraints and national security targets occurs in the following sequence: 1) adaptation of the Foster-Stewart method for verifying the stationarity of the time series of mean values from binary values; 2) construction of non-linear multivariate regression and testing the hypothesis about the time constraint. Based on practical calculations, it has been established that national security requires a radical transformation of the entire system of administration, distribution, and establishment of the level of the tax burden. At the same time, budget expenditures on tax reform should not exceed 18%. However, these reforms should be implemented in one year since it has been proven that a temporary limitation of the level of national security is the annual value of the reform of the environmental taxation system.

Abstract Background and Objectives To better understand the disablement process among older adults, improved measures of activity limitations are needed. Traditional population-level measures lack the ability to distinguish precise gradations of activity limitation and are unable to detect degrees of differences over a wide range of ability levels. Therefore, we used contemporary measurement methods to improve upon current methodologies for characterizing activity limitations within the National Health and Aging Trends Study (NHATS) . Research Design and Methods We used the NHATS Round 1 cohort to assess the feasibility of constructing an Activity Limitations scale using Rasch item response theory methods. Factor analysis was used to develop the scale from a set of existing items in the NHATS Mobility, Self-Care, and Household Activity domains. Psychometric properties of the scale were evaluated and the scale was used to examine change in activity limitations among the sample from 2011 to 2015. Results Results supported an 18-item scale (N = 7,609). Rasch infit and outfit statistics were within acceptable range for all items (Cronbach’s alpha = 0.95; sample score reliability = 0.83). From 2011 to 2015, 5.88% older adults demonstrated increase in function, 15% showed decrease in function, and 78% of the sample showed no change (did not exceed ± MDC90). Discussion and Implications Findings demonstrate that a unidimensional, interval scale of activity limitations can be constructed using traditional survey measures nested within the NHATS. Results revealed concerns regarding ceiling effects within the current self-report items of activity limitations suggesting future work is needed to expand the range of ability currently represented in the NHATS Activity Limitation items.

PurposeThe purpose of this paper is to examine music teachers' perceptions of teaching cultural and national values (also defined as national cultural values) to explore the tensions facing school music education in the choice of music types to be delivered in Hong Kong and Taiwan.Design/methodology/approachWith specific regard to music teachers' perceptions of “values,” “music cultures” and “nationalism,” data were drawn from a survey questionnaire given to 343 music teachers (155 preservice and 188 in-service music teachers) and semistructured interviews with 36 of these respondents.FindingsThe findings of the study showed that though many respondents in Hong Kong and Taiwan felt comfortable teaching traditional Chinese music, they did not want to teach contemporary Mainland Chinese music and other political or patriotic forms in the school music curriculum. The data also demonstrated some shortcomings in introducing a balance of music types into the curriculum, as well as limitations in promoting national education in response to the respective sociopolitical situations in Hong Kong and Taiwan.Research limitations/implicationsThis study was subject to limitations regarding the potential generalizability of the findings on school music teachers' perceptions in Hong Kong and Taiwan.Practical implicationsThe implications for teachers and student teachers regarding the development of cultural and national values related to the political processes in Hong Kong and Taiwan are complicated, because of not only their relationship with Mainland China and its education based on nationalism but also the extent of teachers' professional training to help create an enabling environment for national and cultural development.Originality/valueThe findings of this study revealed that there are fundamental gaps in the overt and operational curricula in Hong Kong and Taiwan concerning the sociopolitical function of values in school music education in response to their respective sociopolitical situations.

The inadequacy of the Swedish national emergency management system has been highlighted during several large-scale national emergencies, including forest fires (Västmanland 2014) and storms (Gudrun 2005, Dagmar 2011, and Ivar 2013). The Swedish oil spill preparedness is part of the national emergency response system and was tested under real conditions during the 2003 Fu Shan Hai and 2011 Golden Trader oil spills. Fu Shan Hai spilled 1,200 tonnes of oil on the shorelines of southern Sweden and Golden Trader spilled 500 tonnes on the island of Tjörn. Lessons learned from these incidents and national exercises highlight problems with understanding and cooperation between the organisations responsible during the emergency phase. Complications in the decision-making process lead to confusing, conflicting, or delayed orders, impeding the effectiveness of the response. These difficulties were evident at local, regional, and national levels during the oil spill response. The Swedish oil spill preparedness system does not have a hierarchical structure. Network analysis and surveys of all coastal municipalities, County Administrative Boards and interviews with national oil spill experts were used to examine the characteristics of the oil spill network. This study shows that 80% of the involved organisations have explicit mandates for oil spill preparedness. An established management network exists, covering 83% of the maximum theoretical connections for contingency planning and 88% for response. The Swedish Coast Guard, Swedish Agency for Marine and Water Management, Swedish Civil Contingencies Agency, and Oil Spill Advisory Service are central organisations. The roles of the Swedish Coast Guard are clear to the respondents, but the roles of the Swedish Transport Agency, Environmental Protection Agency, and Swedish Agency for Marine and Water Management are less clear. For planning, the municipalities, County Administrative Boards, Swedish Coast Guard, Swedish Civil Contingencies Agency, and Oil Spill Equipment Depots are considered the most valuable. For response, the municipalities, Swedish Coast Guard, Oil Spill Equipment Depots, County Administrative Boards, Oil Spill Advisory Service, and Swedish Civil Contingencies Agency are considered the most valuable. The few connections between the counties and sometimes between neighbouring municipalities in the network, suggests a need to establish an Incident Management System for national cross-organisational emergencies, such as large oil spills. Most importantly, more cross-organisational exercises are needed to build capacity and the necessary inter-organisational relationships. The authors recommend the formation of an Incident Management System in Sweden in order to improve the management of large oil spills.

It is an important result of economic theory that integration might alter the allocation of resources within a country as well as between countries. Moreover, there are theory-based arguments suggesting that border regions might have an advantage in attracting resources due to their specific location in the center of the integration area. In this paper author have highlighted the continued empirical importance of national borders, even within the EU, which exhibits a much higher degree of economic integration than has been achieved at the global level. Perhaps even more surprising is that capital flows show distinctly similar patterns, a bias towards investment in the home market. In fact it would appear that these two phenomena are closely linked. Thus, whilst globalization has had profound effects on economic actors there is little to suggest that the traditional role for governments in OECD countries in providing social welfare and in regulating the domestic market economy are being undermined. If these borders to international commerce are impervious to further policy initiatives, or if their removal would reduce welfare by, for example undermining individual preferences, then the frictionless world foreseen by some where national administrations become largely impotent in affecting domestic economic outcomes is unlikely to occur. Thus, future discussions concerning global governance will take place between sovereign states that retain substantial discretion in economic policy making in an environment of considerable differences in economic and political power. The author have noted, however, that this situation is apparent for the industrialized countries. In developing countries the situation may be very different. The range of policies that is available in OECD countries is not accessible to many developing countries. In addition the social and business networks and the nature of consumer preferences, which have evolved over many years in OECD countries, and which are key elements in differentiating national from international markets, are not developed to the same extent or take forms which may be inconsistent with and undermined by the increasing use of the market mechanism.

Purpose The purpose of this paper is to propose and test a healthcare framework of service quality, perceived value, and satisfaction in Ghana. More specifically, this study investigates the role and effect of service quality on patient satisfaction and perceived value in Ghana’s healthcare delivery. Design/methodology/approach Data were gathered through surveys administered to 113 healthcare patients in Ghana. partial least square-structural equation modeling analysis was used to empirically test the research model. Findings Results show healthcare quality significantly influences satisfaction and perceived value of healthcare delivery. Additionally, perceived value’s impact on satisfaction and behavioral intention shows that increasing perceived benefits while reducing perceived costs leads to repeat behavior and paves the way for retention strategy for healthcare management. Research limitations/implications This study yields a series of limitations in its results and conclusions. These limitations and future research are discussed in Section 7 of the study. Originality/value This study contributes to the literature by examining the effects of healthcare service quality on patient satisfaction and perceived value, determining the effect of healthcare service quality on patients’ behavioral intention, and testing the proposed framework in Ghana, a fast growing and economically liberalized emerging country in Sub-Saharan Africa.

Purpose – Cross-national studies of employees’ values and beliefs have extracted dimensions of national culture from diverse samples of employees. The purpose of this paper is to find out if this sample diversity impacts the nature of the extracted dimensions: is a given dimension replicable across diverse samples (such as managers vs skilled workers?). Design/methodology/approach – The authors analyzed a set of values from the World Values Survey, comparing nation-level value structures from four types of samples in 46 countries: national representation, managers, experts without supervisory duties, and skilled workers. The authors analyzed the data with, and simultaneously compared, two data reduction methods: multidimensional scaling (MDS) plots (Shalom Schwartz’s preferred method) vs exploratory factor analysis (EFA). Findings – MDS plots suggested structural similarity across the four samples, whereas EFA suggests divergence. Research limitations/implications – Whether dimensions of national culture replicate across different samples or not depends on the data reduction method. There is no one best method in an abstract sense. Researchers’ choice of method should be contingent on their research philosophy: theory-driven vs empirical. Originality/value – No such study has been published previously.

The current situation on the Ukrainian labour market is not only characterised by a high rate of unemployment, but also by low‑wage jobs with relatively severe requirements from potential employers. The intensive labour migration from Ukraine is forced by factors such as lower standards of living when compared to the standards in neighbouring countries, the flexibility of changing the place of living and working, and the military crisis in the eastern parts of Ukraine, among others. The article is devoted to the policy on the return of labour migrants to Ukraine. The issues of the increasing number of asylum seekers arriving from Ukraine to other European countries from 2008 to 2017, and the analysis of the main migration trends and legal norms relevant to the migration issues have revealed the mismatch in directions of labour migration flows from Ukraine and boundary crossings by other migrants. By means of analysing the interaction between the rate of human development and the efficiency of migrant integration policies, the authors have proposed several strategic tools to ease the return of the labour force to Ukraine, including the cessation of military actions, raising the level of economic progress, fighting corruption, expanding opportunities for small and medium‑sized businesses, and solving environmental problems.

Abstract:
Objectives: Accurately measuring disability is critical toward policy development, economic analyses, and determining individual-level effects of health interventions. Nationally representative population surveys such as the National Health and Nutrition Examination Survey provide key opportunities to measure disability constructs such as activity limitations. However, only very limited work has previously evaluated the item response properties of questions pertaining to limitations in National Health and Nutrition Examination Survey. Methods: This was a cross-sectional study. We included participants ⩾20 years old for the 2013–2018 National Health and Nutrition Examination Survey cycles. Activity limitations, and a smaller number of body function impairments or participation restrictions, were determined from interview questions. We performed item response theory models (a two-parameter logistic and a graded response model) to characterize discriminating information along the latent continuum of activity limitation. Results: We included 17,057 participants. Although each particular limitation was somewhat rare (maximally 13%), 7214 (38%) responded having at least one limitation. We found a high amount of discriminating information at 1–2 standard deviations above average limitation, though essentially zero discrimination below that range. Items had substantial overlap in the range at which they provided information distinguishing individuals. The ordinal graded response model including 20 limitations provided greater information than the dichotomous two-parameter logistic model, though further omitting items from the graded response model led to loss of information. Conclusion: National Health and Nutrition Examination Survey disability-related questions, mostly specifically activity limitations, provided a high degree of information distinguishing individuals with higher than average limitations on the latent continuum, but essentially zero resolution to distinguish individuals with low or average limitations. Future work may focus on developing items which better distinguish individuals at the “lower” end of the limitation spectrum.

Abstract:
Purpose Dementia care is an important aspect affecting the quality of life of people living with dementia. There are many studies that test the efficacy of methods of care in order to support and even increase the quality of life of dementia patients (e.g. Gridley et al., 2016; Thyrian et al., 2017). A novel approach developed by Beville (2002) called Virtual Dementia Tour® (VDT®) also aims to improve the care of people living with dementia in their middle and late stages of deterioration. VDT® is now becoming popular internationally (see www.provdt.co.uk/) and it is sold to the general public as an evidence-based method through which people can experience what it is like to live with dementia, aiming to increase empathy and improve the delivery of care. The purpose of this paper is to explore the validity of the VDT® intervention. Design/methodology/approach The author explores the original research article upon which the VDT® was developed, highlighting critical points and reviewing these through a rigorous selection of references. Findings The supporting evidence base is consistently weak on closer scrutiny, and in combination with anecdotal evidence of distress related to the VDT® experience, this analysis suggests a need for caution in implementation. Originality/value Although high-quality standards of care from the national guidelines (National Institute for Health and Clinical Excellence, 2010) ensure that health services implement evidence-based interventions, it may be important to discern that which is empirically based from that which is not.
