The principles of natural resources include recognition, governance, protection, and exploitation of natural resources, among which recognition is the most important. Any enforcement of sovereignty over national lands requires the implementation of a legal recognition process. So, recognizing national lands and exceptions is of great importance. In other words, recognizing national lands and exceptions is the first step in protecting these lands and preventing their waste and change of use. Each country's natural resources and environment do not belong only to it but to all the people of the world. In this way, the destruction of national lands does not only mean the deterioration of a part of that country's capital but also the destruction of a part of the natural resources and environment of the planet and the wealth of the whole world. Unfortunately, most developing countries have a full-scale war against natural resources and the environment. The author is concerned not only about the preservation of natural resources and the environment in Iran but also about the whole world. Governments should be forced to preserve, restore, and develop natural resources and the environment by using practical international tools, and there is no other choice but to force.

The natural resources of national parks in the United States are mainly divided into eight categories: biological resources, fire resources, water resources, air resources, geological resources, soundscape, lighting, chemicals and odors. The management procedures set by the National Park Administration include the formulation of natural resource management planning, the preservation and publication of natural resource information, the assessment of the impact of natural resources, the establishment of the extensive cooperative relations, the promotion of the restoration of natural ecosystems and the establishment of natural resources damage compensation system etc. Different management principles and methods are adopted for different types of natural resources. The “application–review–evaluation–permission” procedure for the development and utilization of natural resources is established and strictly implemented. However, there are also some problems, such as insufficient coverage of natural resources, dislocation of unified management and decentralized management, and serious shortage of financial investment. China’s national parks should clearly define the types of natural resources, gradually expand the pilot scope of natural resource asset management system, establish and improve the natural resource management system, highlight the integrity of ecosystem, adhere to management according to law, and strengthen the control of land and space use.

The research paper examines the issue of territory resource availability in light of reviewing European and national policies to support regional growth, decentralization and creation of territory communities in Ukraine. A particular emphasis is placed on strengthening the resourse base of new administrative and territory units, and the importance of results- based management of its effective utilization. The conceptual framework of ‘territory resourses’ is described; the range of functional applications of the concept in theoretical studies and management practices is outlined. A number of factors that affect the choice of policies for management of territory resources are determined, and the significance of applying the inclusive principle for leveraging resources in the resource base of territory communities is acknowledged. The article presents some shortcomings of the analytic database for assessing territory resources. It also provides a range of indicators by types of resources, which can be used for analysis and forcast by state and local authorities, and for decision-making related to supply and utilization of resources. Methods of calculating the integral indicator of supply of resources and areas of their utilization are proposed and evaluated. Based on empirical research, challenges of supply and utilization of resources in the process of economic and social growth of territory communities are identified. The article emphasizes that local authorities ought to make sound policies related to supply and efficient utilization of resources. This step is followed by the formulation of key principles, management goals, targets, priorities and a line of activities. In order to address the challenges of creating and developing territory resources a number of resource management techniques are proposed, some of which have become widespread abroad. These techniques include strategic resource management, resource analysis, marketing research, monitoring of public-private partnership, project management, financial management, risk management, local cluster formation. The challenges of implementing them into practice at the level of territory communities are revealed. Suggestions are made for each area of functional activity. A special emphasis is placed on the consistency between techniques applied in territory resources management.

Abstract The National Genomics Data Center (NGDC), part of the China National Center for Bioinformation (CNCB), provides a suite of database resources to support worldwide research activities in both academia and industry. With the explosive growth of multi-omics data, CNCB-NGDC is continually expanding, updating and enriching its core database resources through big data deposition, integration and translation. In the past year, considerable efforts have been devoted to 2019nCoVR, a newly established resource providing a global landscape of SARS-CoV-2 genomic sequences, variants, and haplotypes, as well as Aging Atlas, BrainBase, GTDB (Glycosyltransferases Database), LncExpDB, and TransCirc (Translation potential for circular RNAs). Meanwhile, a series of resources have been updated and improved, including BioProject, BioSample, GWH (Genome Warehouse), GVM (Genome Variation Map), GEN (Gene Expression Nebulas) as well as several biodiversity and plant resources. Particularly, BIG Search, a scalable, one-stop, cross-database search engine, has been significantly updated by providing easy access to a large number of internal and external biological resources from CNCB-NGDC, our partners, EBI and NCBI. A core step in this process is ensuring that resources are optimally allocated across the service. This article outlines steps in resource allocation, including understanding how resources are managed through budgets, the link between resource matching and care delivery, and methods of reallocating resources to improve service performance. Influencing appropriate allocation is a critical role for psychiatrists, working with both managers and commissioners in the decision-making process. Understanding resource allocation from a management perspective should improve the ability of psychiatrists to influence this process more effectively.

One of the crucial factors that contribute to establishing well-being at the level of the world economies, as recognized by institutions such as the World Bank, is the management and distribution of the national wealth at both the national and global levels. Throughout history, each state has relied on the resources it possess and protects. In today’s world, it is more important than ever to have knowledge of and inventory these resources, not only to support one’s own economic sectors, but also to actively contribute to economies in need. The definition of national wealth is particularly significant in the context of ongoing discussions about limited resources at the global level. Moreover, it is crucial to highlight the defining elements of economic development at both the national and global levels. Such developments cannot be achieved without considering the unique characteristics of each state, including their strengths and weaknesses, particularly in terms of their resources. This paper aims to explore conceptual aspects and reference indicators for measuring national wealth. Doing so not only serves as an indicator of the sustainability of our economy but also provides a reference indicator for states worldwide.

SUMMARYConservation policy typically excludes people from national parks and manages encroachment by law enforcement. However, local people continue to extract resources from protected areas by boundary encroachment and poaching. This paper quantifies the patterns of illegal resource extraction from Kibale National Park in Uganda, the demand for Park resources by communities bordering the Park, and examines whether designated resource access agreements reduce illegal extraction. Sections of the Park boundary were examined and human entry trails, wood extraction, livestock grazing, and animal poaching signs were quantified. Levels of illegal extraction were compared with the demand for and admitted illegal access to resources inside the Park, collected in a survey of households located near the Park. Extraction was also compared between villages with and without negotiated resources access agreements. The most wanted and extracted resource from the Park was wood for fuel and construction. Implementation of resource access agreements with local community associations was found to be an effective means of reducing illegal extraction, but only if the association members profited from the agreement.

<p><strong>Abstract.</strong> The management of heritage resources within the South African context is governed by the National Heritage Resources Act, act 25 of 1999 (NHRA). This legislation calls for an integrated system of heritage management that allows for the good governance of heritage across the three tiers of government. The South African Heritage Resources Agency (SAHRA), as the national body responsible for heritage management, is mandated to compile and maintain an inventory of the national estate. The South African Heritage Resources Information System (SAHRIS) was designed to facilitate this mandate as well as provide a management platform through which the three-tiers of governance can be integrated. This vision of integrated management is however predicated on the implementation of the three-tier system of heritage management, a system which to date has not been fully implemented, with financial and human resource constraints being present at all levels. In the absence of the full implementation of this system and the limited resources available to heritage authorities, we argue that a risk based approach to heritage management will allow under resourced heritage authorities in South Africa to prioritise management actions and ensure mitigations are in place for at risk heritage resources. The aim of this paper is to position the inventory of the national estate as the key driver in the production of risk analysis models for an informed approach to heritage management.</p>

Scenic resources can serve as symbols of a region’s natural resources and culture and are often the stimulus for the development of national parks. Thus, careful scientific planning and effective management based on the identification and evaluation of scenic resources are key for the sustainable development of national parks. In this study, one object-oriented and three pixel-based (maximum likelihood classification, neural network, and support vector machine) classification methods were applied to identify scenic resources in Yesanpo National Park using high-resolution Gaofen-2 images. The classification accuracy of these scenic resources was evaluated through systematic sampling, which improved the objectivity and accuracy of the classification precision evaluation. All methods met the precision requirements of scenic resource identification, and the accuracy of object-oriented classification was the highest. The application scope of the different methods varies, and suitability can be determined according to the needs of scenic resource recognition. Collectively, this study has proposed an effective and practical method for the identification of scenic resources within Yesanpo National Park, which is of significance for its future planning and management. Moreover, this strategy can be applied by other national park planners to select areas for tourism development, formulate sustainable development strategies, and provide technical support and decision-making guidance for national park planning and management.
