The National Documentation Centre in Khartoum was set up by the Sudanese Government in 1974 as part of the National Council for Research, which had been set up in 1973. The aims of the National Council for Research are toencourage, organise and promote scientific research in its various aspects with a view to the realisation of economic and social development within the framework of the state policy.Within the same Act there was provision forestablishing documentation centres, statistics bureaus (sic) scientific information centres, computer centres and other institutions which the Council deems necessary for the purpose of facilitating research. Thus on the face of it, the National Documentation Centre exists solely to provide research information in order to facilitate government research. Abstract:
Part 1: Scholarly concerns over science communication and in particular public attitudes towards and engagement with science have continued for almost half a century, but the establishment of a ‘hands-on' science centre in Canberra in 1980 put practice ahead of theory and led to the building of Questacon—the National Science and Technology Centre in 1988. The driving force behind this development was Australian National University physicist Dr Mike Gore. Funding came from the Australian and Japanese Governments—the latter a bicentennial gift—and a team of ‘explainers' at the centre helped visitors to appreciate that this science centre was not a museum but a place where science had a human face.

The article presents the comparative analysis of the process of construction of a new cultural space with its specific history and its cognitive geography, securing a firm, which foots the intrinsic centre. Belarusian cognitive map in particular and the Eastern European one in general have their own specifics of a description of social reality. Particularly, philosophical discourse is usually used here as a main way of interaction between subject and social reality. First of all, the presentation aims at an investigation of the emergence of the Belarusian cognitive center through the writings of national intellectual history. This article intends to present the conceptual analysis of our recent attempts to re‐conceptualize and to line up the contemporary Belarusian national space with related “big picture” of Belarusian thought. Tyrinėjimai pagal kognityvinį centrą (Baltarusijos atvejis) Santrauka Straipsnyje pristatoma naujos kultūrinės erdvės konstravimo proceso komparatyvistinė analizė ir kognityvinė geografija, įtvirtinant ir apsaugant jai būdingą vidinį centrą. Baltarusijos kognityvinis žemėlapis konkrečiai ir Rytų Europos žemėlapis apskritai pasižymi specifiniu socialinės realybės atvaizdavimu. Filosofinis diskursas šiuo atveju paprastai pasitelkiamas kaip pagrindinis subjekto ir socialinės realybės sąveikavimo būdas. Straipsnio tikslas – pirma, pristatyti Baltarusijos kognityvinio centro iškilimą per nacionalinės intelektualiosios istorijos rašymą. Antra, aptarti nūdienių pastangų iš naujo konceptualizuoti ir apibrėžti Baltarusijos nacionalinę erdvę bei su ja susijusio baltarusiškosios minties „didžiojo paveikslo“ analizę.

Abstract:
Objectives: The study investigates the language-related challenges that arise during interaction and discourse in the context of science education at the National Zoological Garden in Pretoria, South Africa. The central research question guiding this study was as follows: How does the utilization of language impact interaction and discourse within the teaching and learning of science at the National Zoological Garden? Methods: In this qualitative interpretive case study two education officers were purposefully selected as participants. Data collection involved both observation and conducting semi-structured interviews. Data was analysed using an ethnographic approach. Results: The findings revealed that despite the predominant use of English as the primary language of instruction in many South African schools, learners encounter difficulties when attempting to engage in interactions, both with their peers and education officers, when using English at the centre. Meaningful interaction tends to occur when the education officers switch to the native languages spoken by the learners. Conclusions: As a recommendation presented in this study, it is suggested that education officers consider employing other South African languages that are more comprehensible to the learners at the centre to facilitate better interaction and discourse. Furthermore, it is proposed that the science centre should establish a policy that accommodates native languages in their science engagement activities to enhance the teaching and learning of science.

ABSTRACT The past two decades have seen increasing interests in open data. Many scientists believe that the original research data should be properly organized and opened to the public and researchers throughout the world, and, once the open-data strategies are put into practice, the entire scientific research enterprise could be transformed. Driven by the trend of data sharing many platforms and repositories have been established. Universities, funding agencies and academic journals are also taking an active role in facilitating data sharing. In this forum discussion organized by National Science Review and chaired by Jianhui Li, panelists from diverse backgrounds who have all participated in the development of open data gathered together and talked about the recent progress and future directions of open data. Abstract:
The industry/university (I/U) research centre, once a novelty on university campuses, has become the dominant vehicle for industry's funding of academic research in the USA. While the authors' recent volume, ‘Managing the Industry/University Cooperative Research Center’, documents a variety of skills and competencies needed to build and sustain these boundary-spanning organizations, none plays a more important role in centre success than leadership. Drawing on the literature on leadership and over fifteen years of experience with and research on the National Science Foundation's Industry/University Cooperative Research Centers programme, the authors define and illustrate leadership in the context of an I/U research centre. Leadership in a cooperative research centre often involves helping constituencies to deal with adaptive challenges, situations which require learning both to define the problem and to develop and implement a solution. Since these situations usually involve constituencies with conflicting values and priorities, they are typically best resolved by a participatory leadership style. Critical leadership challenges observed in cooperative research centres are discussed, including: exercising intrapreneurship, creating a compelling technical vision, spanning organizational boundaries, creating cooperative research teams, managing a changing centre and knowing oneself.

Abstract:
The Philosophy and Science of Yagya (Yajóa) lies at the core of the great values, vast expanse, and universal importance of the Indian Culture and the Vedic Science of holistic wellbeing. Yagya was an integral part of the spiritual teachings and research experiments in the Gurukuls in ancient India. It was also prominent in the cultural activities and ethno practices (for the maintenance of good health, and purity and protection of the environment) in the Indian Society till the Medieval Age. Despite substantial cultural devolution and loss of original texts of wisdom in the medieval times of destructive foreign invasions, substantial information on Yagya may still be found in the Indian scriptures available today. Though in distorted form, it is also practiced as an important sacrament (as “fire-ritual”/havan) in many sections of the Indian society till date. However, the wisdom and science of Yagya is completely missing from the streams of science and education. In concordance with the noble objectives of the Dev Sanskriti Vishwavidalaya (DSVV), the “Yagyavalkya Center for Yagya Research” of this university has initiated thorough interdisciplinary research and scientific experiments on Yagya for past three years. Towards advancement and expansion of this research, the centre had organized a one-day national symposium for a brain storming session and interaction among distinguished experts and researchers in different fields of medical, biological, chemical, and mathematical sciences, and engineering/technology. The symposium was held in the DSVV campus at Haridwar on December4, 2021. The present consensus paper outlines the background, purpose, and outcome of the symposium with a focus on the promising scope of advanced research on Yagya for holistic Health and a pure Environment.

CENAM has all the features of a public body, but its autonomy is limited by the Ministry of Civil Service whose authority covers budgets, personnel and activity.

Abstract:
The Modern Records Centre (MRC) is the leading archive in the United Kingdom for collections of national-level trades union and employers’ organisation records. It holds the historic records of the University of Warwick and is an important archive for such diverse topics as fringe politics, pressure groups, and cycling, amongst others. The MRC is a key teaching resource for undergraduate and postgraduate students across Warwick’s Arts and Social Science faculties and contributes to public engagement and outreach through events for local community groups and schools. In 2023, the MRC celebrated its 50th anniversary with a series of events, culminating in a symposium at the University of Warwick. This paper provides historical background about the MRC's foundation and development, situating it within the wider research climate of the 1970s. It then introduces the contributions to this collecting of proceedings from the anniversary symposium.

Abstract:
Where responsibility for a public service is divided between the centre and sub-national government, legislative intention is unlikely to match service delivery. This is the implementation gap or control deficit, which, it is claimed, will always arise because of inherent limitations on central coordinative capacity. However, this claim seems to be derived from states like West Germany where conditions are such that the centre is severely handicapped. In states where the centre has fewer constrictions, like the United Kingdom, the centre appears to be able to minimize control deficits by a number of means, including the co-option of national associations of sub-national professionals, and sub-national units themselves. The UK centre is also able to restructure the sub-national system itself in order to enhance its control capacity.

Abstract While China's almost flawless space endeavours—such as its space lab Tiangong-2, launched last year, and the 2012 mission that sent a rover to the surface of the Moon—have long impressed the world, space-science missions were not among its priorities until recently. The situation improved in 2011 when the Chinese Academy of Sciences won government support for a 10-year Strategic Pioneering Programme on Space Science—with a total budget of nearly 1 billion dollars. Since then, China has launched satellites to probe dark matter, detect black holes and conduct quantum experiments from space. This year will see the launch of an astronomy satellite and a highly anticipated mission to bring back rocks from the Moon. In a forum chaired by National Science Review's Executive Associate Editor Mu-ming Poo, space scientists discussed different types of Chinese space programmes, the science missions already launched or in development, the importance and challenges of international collaboration, and the uncertain future of the country's space-science development. Abstract:
The present report describes the establishment, structure and objectives of the recently established German National Reference Center for Authentic Food (NRZ-Authent). The NRZ-Authent is completely integrated into the Max Rubner-Institut (MRI), the Federal Research Institute of Nutrition and Food in Germany. Various different departments of MRI have a long experience regarding the analysis of the quality of food in general and the testing of food authenticity in particular. Therefore, a close interaction between these food-related departments and the NRZ-Authent is a basic requirement for the successful work of this newly created centre. The addressees of the NRZ-Authent are the official food authorities and laboratories in the German states. In this context, the NRZ-Authent will establish a platform for providing quick access to updated, reliable and consistent technical data, research findings, new techniques and expertise necessary for the correct application of European Union legislation. The MRI has been working on the authenticity of edible oils for a number of years now, and some examples of this successful work are presented.

Abstract:
Purpose – The purpose of this paper is to study the cultural integration, the role of national libraries in regional and international cooperation, Economic Cooperation Organization (ECO) national libraries’ barriers of cooperation and drivers of their cooperation and to propose a framework (conceptual and operational) for their cooperation. Design/methodology/approach – Data collection tool of this survey was a researcher-made questionnaire, sent to 30 individuals and experts involved in cooperation of ECO National Libraries from eight institutions. The reliability of the questionnaire was calculated using Cronbach’s alpha. It was 0.91. In this study, for awareness of activities between ECO national libraries and extraction of drivers, some documents were studied, and preliminary data were collected by informal interviews with meeting stakeholders and participants. Findings – The lack of stability in management positions was one of the major barriers in cooperation of the ECO national libraries. Other major obstacles in this context were lack of continuous communication, lack of common protocols and standards, lack of planning, lack of a central coordinating organization, bureaucracy, etc. Geographical proximity, common history and heritage, common resources, Islamic and cultural factors, importance of information and knowledge, requirements of the international system and political and security requirements were considered as drivers. An information centre was proposed for their active cooperation. Iran is better to host the information centre. Originality/value – National libraries as the scientific and cultural memory of nations and heirs of written heritage should cooperate and share their valuable scientific and cultural heritage to the future generations.

In recent years, the autonomy of academics in many countries has been progressively undermined by a number of local, national and international developments. The purpose of this paper is to reveal how academic autonomy is being infringed. It aims also to critique the ways in which academics have been responding – both individually and collectively – to these infringements. Specifically, we argue that the ways in which academics have been defending against the erosion of their autonomy actually serves to further advance this process. We attribute this paradox to academics’ impoverished conception of professional autonomy and reassert a more robust conception and practice of academic autonomy as a means of remedying the situation.

Abstract:
The aim of our paper is to offer an analysis of the phenomenon of the national philosophy of the 19th century. We will analyse this concept as a consequence of the emergence of the public sphere of the city in the function of the cultural capital of a national culture and the centre of the press. Our instance is the development of the philosophical public sphere of the double cities on the opposite banks of the Danube, Buda and Pest (today Budapest). This public sphere was organised in native language by the newly established organisations of the literature, humanities and sciences, such as different societies of writers, with a distinguished role of the Hungarian Academy of Sciences (HAS, since 1825). By our hypothesis, it is not an accident phenomenon that the topic of the national philosophy has emerged within the framework of this new public sphere. Expressed more clearly, the concept of the national philosophy depends on a special grade of the development of the public sphere of the centre of the national press – at least in the Hungarian case. Santrauka Straipsnio tikslas – pateikti XIX a. nacionalinės filosofijos fenomeno analizę.

Abstract:
Electrical mini-grids can provide electrification to rural communities far from the national network. However the benefits of such schemes are disputed. We observed changes in two matched trading-centres in Makueni County, Kenya, neither of which were initially electrified. During the study a solar photovoltaic mini-grid scheme (13.5 kWp) was constructed in one of the trading-centres. After electrification there were relative increases in the number of businesses and business income. Comparing the households in the areas around the trading centres, perceived wealth increased more around the electrified trading centre. Qualitative interviews indicated improvements in service provision by the local school and health centre. The co-operative set up to run the mini-grid was free to set its own kWh tariff and chose to reduce it to a level that covers operating costs and would recover 70% of the initial investment interest-free. However, the tariff finally agreed is higher than the national grid tariff, which would be difficult to achieve if the mini-grid was not owned by and run for the benefit of the local community. Overall, we found that the mini-grid had a positive effect over background development, recovered some of its cost and charged a higher tariff than the national rate.

Abstract:
Infrastructure development is the top priority of the Indonesian government. The development of transportation network infrastructure is expected to support the growth of national and international economies by connecting regions and opening public and commodity access. The new integrated growth cities were developed to reduce the burden of Jakarta as the central government and economic national centre. Legal aspects become one of the main issues in realising government politics in developing infrastructure. The national strategic project approach became a mechanism to connect a new development centre, such as the Metropolitan Bandung Area, through infrastructure development. However, its implementation requires a legal and regulatory basis with various technical, social, and economic considerations, including anticipating its environmental impact. This research paper aims to give an academic review of the problem of infrastructure development in Indonesia. The normative legal approach is based on the law's theory, concepts, and principles by considering the technical aspects to develop alternative solutions to provide legal certainty in developing infrastructure in Indonesia. The rules for spatial planning are a key issue in developing infrastructure related to random locations and land acquisition. This conflict becomes a major obstacle in developing new primate cities in Indonesia.

Abstract:
The history of imperial science has been a growing topic over recent decades. Overviews of the imperial history of science have rarely included the Russian, Habsburg, and German empires. The history of Central and Eastern Europe has embraced empire as an analytical and critical category only recently, having previously pursued national historiographies and romanticised versions of imperial pasts. This article highlights several key narratives of imperial sciences in Central and Eastern Europe that have appeared over the past twenty years, especially in anglophone literature. Interdependence between national and imperial institutions and biographies, the history of nature as an interplay of scales, and finally, the histories of imagining a path between imperialism and nationalism, demonstrate how the history of imperial science can become an important part of the discussion of Central European history from a global perspective, as well as how the history of science can be factored into the general history of this region. Finally, I argue that the imperial history of science can play an important role in re-thinking the post/decolonial history of Central and Eastern Europe, an issue that, since the Russian invasion of Ukraine, has become the centre of intellectual attention.

Abstract:
The article explores the possibilities of application P. Bourdieu’s social topology in the studying of inequality in science in national and transnational contexts. It is argued that in the conditions of globalising science, discussions about its egalitarianism, which began approximately in the middle of the last century, are moving beyond national borders. For the purposes of studying global inequality in science, scholars often apply the theoretical frameworks of world-systems analysis, neo-institutionalism, and the theory of global governance. However, these theories often lead to reductionism which ignores the symbolic dimension of scientific activity. The article suggests reassessing the heuristic potentiality of P. Bourdieu’s social topology, which mitigates the mentioned drawback of other theories. The article aims to demonstrate the relevance of this theoretical framework for the study of inequality in different scales of scientific activity due to the fact that the French sociologist focused mainly on national academic systems. The article defines the general provisions of P. Bourdieu’s topological concept of the field and the units of the social order of the scientific field. It also demonstrates the role of various forms of capital in determining the structure of social space. Based on the case of social sciences, the article explores the formation of scientific fields, their interaction with other fields, and their structure in different scales. The structure of the scientific field on the national scale can be defined as a dichotomy of dominant – dominated or centre – periphery. On the transnational scale, this dichotomy is also relevant but it is represented by national fields. Among them, the dominant position is occupied by the United States and Great Britain, which have the largest amount of symbolic power. The structure of the transnational scientific space, however, is more complex and includes overlapping fields of national, regional and more global dimensions. The article argued that applying the theoretical framework of the field to the study of the transnational scientific field will remain tied to the definition and explanation of the peculiarities and the interaction of national scientific fields as long as national states keep their institutional boundaries in scientific activity.
