CURE courses were developed for Deaf and Hard-of-Hearing (D/HH) students in the Laboratory Science Technology program (Lynn et al. 2020) at the National Technical Institute for the Deaf of Rochester Institute of Technology. Notably, the developed CUREs enrolled all D/HH students and also fulfilled a requirement for the two-year degree program. Attending to accessibility, the courses were taught in American Sign Language and focused on best practices for working with D/HH students in the lab.

The purpose of this study was to investigate the meaning of communication to deaf college students and to explore with them the range of skills and conditions that they consider important for communication. Ethnographic interviews with 23 first-year students at the National Technical Institute for the Deaf at Rochester Institute of Technology (NTID at RIT) were used to gather information about communication. Analysis of the interviews led to the organization of informants' comments into four dimensions of communication, including language-modality, affective, situational, and sociopolitical. These dimensions were then used to develop a multidimensional perspective on communication. The paper concludes with a discussion of the implications of a multidimensional perspective on communication for the development of comprehensive communication training programs for deaf people.

Abstract Dear Authors and (Online) Participants of AIDTTS II-2021, International Scientific Conference «Artificial Intelligence and Digital Technologies in Technical Systems 2020-II (AIDTTS II-2021)» was successfully held online on May 6-7, 2021 at the Department of Software Engineering with organizational and technical support of the Center of Applied Scientific Research (location of organizers - Volgograd, Russian Federation). Due to COVID-2019 and the pandemic-related nationwide lockdowns and other coordinated restrictive measures, the organizers decided to hold a conference in a virtual format with the organization of access for all participants to the presented reports with comprehensive discussion for ensuring the event at a high scientific level. The safety and well-being of all conference participants is our priority. The COVID-19 is unpredictable, so conference postponement met uncertainty, while many scholars and researchers want to attend this long-waited conference and have academic exchanges with their peers. But I want to note that there are no barriers to science, and we continue to work on our research areas remotely, using modern technical means. The conference was held virtually for 2 days (May 6-7, 2021) including keynote and invited speeches, authors’ presentation session. The event was held online using Zoom communication platform for synchronous conversation. The conference was organized as a large-scale online meeting of participants in topical sessions with the opportunity for speakers to provide regulated demonstrations of slides and video files according to the approved technical program. Each speaker had 15 min presentation and 5 min Q&A session. There were always 20-25 participants in the network. During the online presentation, participants discussed more than 50 questions on the problems of modeling technical and economic systems in the agro-industrial complex. Participants of the conference were from the leading institutions of Russian Federation, China, Turkey, France, Uzbekistan, Germany, Republic of Belarus (Instituto Politécnico Nacional, St. Petersburg Federal Research Centre of the Russian Academy of Sciences, Matrosov Institute for Systems Dynamics and Control Theory of Siberian Branch of the Russian Academy of Sciences, Far Eastern Federal University, Southwest State University, Belgorod National Research University, Federal Research Center «Computer Science and Control», Russian Academy of Sciences, Namangan Engineering and Technology Institute, Technical University Of Munich, All-Russian Research Institute of Irrigated Agriculture, Belarusian State Agrarian Technical University, Volgograd State Technical University and others), dealing with problems of using artificial intelligence and digital technologies in technical systems. The outstanding performance of all the presenters made this conference truly spectacular. Main topics of the conference were: 1. Mathematical Modeling and Computer Linguistics. 2. I. Introduction: risk governance principlesThe technical, natural science-based approach, with a focus on the likelihood of possible consequences and damage potential, has been adapted to deal with risks, such as genetically modified organisms, or newly synthesised materials, which cannot be managed merely by existing technocratic procedures. For a number of years already, professional risk assessment and management communities have advocated for a change, claiming that major controversies, crises and scandals around food, environmental health and technological innovations have necessitated a reshaping of traditional risk regulation towards a more integrative risk governance.1 In this approach risk experts, policy-makers, stakeholders and civil society organisations (CSOs) are working together towards identifying risks, generating and evaluating options, and coming to a strategy. This is reflected, for example, in the analytic-deliberative approach embodied in the modified IRGC Risk Governance Framework2 that includes concern assessment in parallel with the more conventional risk assessment. Decision-makers need to understand the nature and strengths of societal concerns and consider them alongside more technical recommendations for action. The ideas by the IRGC have a social science basis, but more or less at the same time in the natural science oriented risk assessment community comparable ideas and concepts have been developed. From the 1990s onwards, the US-based National Research Council (NRC) published several reports on how risk assessments should remain credible and authoritative in times of scientific uncertainty and strong competing interests.3 In 2005, the “European” International Risk Governance Council published their white paper, which addressed similar challenges. In this article we focus on the IRGC risk governance framework.4Despite the popularity of risk governance frameworks amongst scholars and policy-makers, there has been little research done that shows how major institutes for risk research and assessment try to implement the underlying risk governance principles. This is surprising, since such institutes are necessary actors in this process. New technologies show opportunities, but also raise a number of risk-related social, economic and political issues. The governance of these risks is a challenge: the stakeholders and public involved hold vested positions; values are at stake; and the science is complex, uncertain or even incomplete. Yet, the expectations of policy-makers that institutes for risk research and assessment can adequately deal with these risks are often high. On the one hand, it is acknowledged that these risks can be complex, uncertain or ambiguous and need approaches in line with risk governance principles; on the other hand these institutes are also expected to deliver clear and unambiguous answers.5 Operating within this precarious field of tension, the Dutch National Institute for Public Health and the Environment (RIVM) has become an important actor in the implementation of risk governance principles in the Netherlands. The institute has an open attitude towards risk governance principles and new approaches, and has been at the forefront in supporting the Dutch government in developing its national risk governance strategy.6 Moreover, RIVM has its own strategic research budget, from which projects can be funded in which risk researchers and staff members can experiment in ways to translate risk governance principles into practice.In this article, we want to shed more light on the process of applying risk governance principles in an institutional setting like the RIVM. The importance of the institutional context has already been addressed by Renn and Walker,7 but only in conceptual terms. Boholm, Corvellec, and Karlsson8 have given a more descriptive perspective on day-to-day risk governance in institutional settings. In a similar way, we investigate actual dealings with risk issues as they unfold in the RIVM context.

Abstract Slovak Institute of Metrology received in 2016 funding for realisation of a set up of a radon chamber with AlphaGUARD as a secondary standard of 222Rn in air as one part of the project. This secondary standard will serve to provide the traceability for laboratories that deal with 222Rn measurements in environmental samples. This project is a response to the European Union legislation and provides metrological support for the development and implementation of the national radon action plan, which the member states of the European Union are committed to fulfil in accordance with Council Directive 2013/59/Euratom. During development of the radon chamber, the determination of its basic technical parameters, such as the exact determination of the container volume and the area of the inner walls of the radon chamber, many tightness tests of the chamber, the definition of homogeneous radon atmosphere parameters and bilateral comparisons, were realised.

Tsunami left 7997 people dead in Tamil Nadu. Nagapattinam, Cuddalore and Kanyakumari districts were worst affected in terms of human and property loss.. Highest number of children death (1776) were reported in Nagai District. In Project Area, Totally 522 children died due to tsunami in Pondicherry (152), Cuddalore (222), Chennai (48) respectively. Considering massive death of Children in Tsunami Disaster, Rural Development Integrated organization (RIDO) along with partnership of Plan International and Technical Support from National Institute of Mental Health and Neuroscience (NIMHANS) provided psychosocial care for tsunami affected children in the regions of Union territory of Pondicherry, Cuddalore and Chennai. Totally 150 community level workers; 50 from each region were selected and trained for a period of 1 week on psychosocial care for children affected in Disaster through using different mediums by master trainers who underwent intensive Training of Trainers program on psychosocial care for tsunami affected children at National Institute of Mental Health and Neurosciences, Bangalore which is a nodal agency in India on psychosocial care in Disaster management. Psychosocial care program for tsunami affected children was carried out over a period of 2 years in afore said regions and handholding support was given to the community level workers periodically in the field. The psychosocial care program was provided for children in their own community by their own community volunteers through group based activities using different mediums. Mediums used to provide psychosocial care were unique in their own way which brought out the underlying emotions of children related to tsunami. Emotional perceptions differed among children across the age groups. Involving the community level workers in providing the psychosocial care for children survivors of tsunami disaster showed encouraging results. Challenges, limitations and lessons learnt in providing psychosocial care for tsunami affected children through community level workers will be discussed.

Abstract The European climate and energy framework for 2030 is highlighting the reduction of man-made CO2 by increasing the use of renewable energy to mitigate climate change. In this spirit, Germany has decided to erase the coal use as an energy source by 2038 completely. Inevitably, this strategy promises a feasible, responsible, and sustainable post-mining management, because 200 years of coal mining have created numerous challenges necessary to tend to once the mining ends. Thus, the Research Institute for Post-Mining (FZN) at the TH Georg Agricola University in Bochum, Germany, has developed a holistic approach to meet these post-mining challenges including further expertise present at our university. Here, the four strategic research pillars are (1) technical geoecology and hydrogeology to avoid and mitigate risks underground, (2) geomonitoring to evaluate and protect the surface, (3) industrial heritage preservation and engineering to secure and reuse brownfields such as mine sites, and (4) economic transformation planning of mining regions to enable a prosper future for generations to come. In all efforts, we aim to achieve the fundamental goals of the UN to deal with the resources of our planet responsibly and sustainably. Furthermore, we are synergizing increasingly with national and international networks in the interest of social, economic, and environmental stakeholders.

On December 20, 2021, Andriy Petrovich Kruglyak, a well-known scientist and leading researcher of the Department of Cattle Breeding of the Institute of Animal Breeding nd. a. M.V.Zubets of the National Academy of Sciences of Ukraine, will turn 80 years old. The jubilee was born in the village of Kupchyntsi, Illinetsky district, Vinnytsia region, into a peasant family. In 1962 he graduated from the Illinetsky Agricultural Technical School, worked as a zootechnician-manager of a cattle farm of the Kamyanogirsky sugar factory of the Illinetsky district of the Vinnytsia region.
After serving in the Soviet Army he studied at the Ukrainian Agricultural Academy: 1965–1970 – a student of the Faculty of Zootechnics, 1970–1972 – an intern at the Department of Farm Animal Breeding, where he worked under the guidance of Professors I. V. Smirnov and M. A. Kravchenko, 1972–1974 – graduate student of the Ukrainian Agricultural Academy.
In 1974 he defended his dissertation "Age features of the reproductive capacity of bulls in connection with the types of higher nervous activity" in the specialty 06.02.01 – breeding and selection of farm animals. He was awarded the title of senior researcher in 1980.
1974–1976 – senior researcher at the Central Research Station for Artificial Insemination of Farm Animals. Since 1976, the scientific activity of A. P. Kruglyak is connected with the Ukrainian Research Institute of Breeding and Artificial Insemination of Cattle (now the Institute of Animal Breeding and Genetics nd. a. M.V.Zubets NAAS of Ukraine), where he holds the position of senior researcher, head of the laboratory for reproduction of farm animals, and since 1996 – the laboratory for breeding red-white cattle and gene pool of breeds (now the department of Selection of Cattle).
The scientific's research is aimed at further development of the breed process through the effective use of the world's best gene pool and improver breeders of domestic breeds, improvement of biotechnology methods for reproduction of farm animals and conservation of genetic resources of farm animals.
On the initiative of A. P. Kruglyak in 1975, as a basis for the accelerated breeding of domestic dairy and beef breeds, technological and organizational method of conservation and rational use of local and endangered domestic breeds, the Bank of Genetic Resources of Cattle at the Ukrainian Research Institute of Breeding and Artificial Insemination of Cattle (t-n Brovary) was created, which concentrated the genetic material of prominent bulls of 50 breeds and breed combinations of the world. The operation of this bank has ensured the accelerated breeding of dairy and beef breeds of cattle in Ukraine through the effective use of the best world gene pool of specialized breeds on all improved breeds of the country as a whole and preservation of local gene pool of local Gray Ukrainian and White-headed Ukrainian breeds.Due to the accelerated implementation of scientific developments of scientists of the institute in selection using genetic material of the gene pool bank, at the personal request of A. P. Kruglyak, the bank of genetic resources was awarded the status of National Heritage (order of the Cabinet of Ministers of Ukraine from August 19, 2002 № 472-r.).
With the consent of NAAS and the Ministry of Agrarian Policy of Ukraine in 2003–2007, A. P. Kruglyak headed the selection center "Genetic Resources". With his direct participation, the best in Europe breeding and technological center in cattle breeding has been built and the selection work, of which is aimed at improving dairy and beef breeds of cattle, was organized.
From 2007 to 2011 he worked as a leading researcher at the National University of Life and Environmental Sciences of Ukraine, and from 2014 to the present – a leading researcher at the Department of Cattle Breeding of the Institute of Animal Breeding and Genetics nd. a. M.V.Zubets NAAS of Ukraine.
Andriy Petrovich is a co-author of the first domestic specialized dairy – Ukrainian Red-and-White dairy breed, its central, Carpathian intrabreed, Kyiv and Bukovyna factory types and 10th factory bloodlines.
Dairy productivity of cows of the active part of the population for 305 days of the last completed lactation in 2020 was 7174 kg, and in the 12 best herds – 10.0–12.0 thousand kg, which corresponds to the level of productivity of cows in the most developed countries. During the last 10, creative collective of Institute of Animal Breeding and Genetics nd. a. М.V.Zubets of NAAS of Ukraine and specialists of breeding plants of experience economies of NAAS of Ukraine state plant "Khrystynivske", "Nyva", "Hontarivka, the own plant "Agroecologija", LTD plant "Krok-Ukrzalizbud", LTD plant "Kolos", "Bohdanivske", breeding enterprises LTD plant "The Genetic resources", LTD "The Ukrainian genetic company", JSC "Poltavaplemservis" and PSC SPC "Progress", under scientifically-methodical guidance of Andriy Petrovich works on the leadingout of new high-performance protein- fet- dairy Leader 1926780 bloodline in the Ukrainian Red-and-White Dairy breed, that now ratified Ministry development economy, trade, and agriculture (order № 2121 from 06.01.2021) as a breeding achievement in stock-breeding.
He has prepared a number of original works on biotechnology of cattle breeding: is a co-author of recommendations for breeding, use and evaluation of bulls in complexes, instructions for grading cattle of dairy and dairy-beef breeds, artificial insemination of farm animals, developed a two-stage method of sperm thawing, long-term storage of thawed bull semen and native boar semen at positive temperatures, using the method of hypobiosis, developed and implemented at the Institute of Fisher Economy of NAAS of Ukraine method of freezing fisher gamets.
A. P.Kruglyak's scientific achievements include more than 370 publications, including monographs, programs on breeding new breeds and types of cattle, reproduction of farm animals and preservation of the gene pool of breeds, sire catalogs, state books of breeding animals of cattle, articles in collections and periodicals, abstracts of reports, etc. Scientific achievements are protected by 17 copyright certificates and patents.
Andriy Petrovich is a co-executor of international projects on selection and reproduction of animals, which were carried out together with scientists and practitioners from Canada, the USA, Switzerland and Poland.A. P. Kruglyak has long been a member of the Scientific and Technical Council of the Ministry of Agrarian Policy of Ukraine and the Academic Council of the Institute of Animal Breeding and Genetics nd. a. M.V.Zubets NAAS of Ukraine, a member of the editorial board of the scientific collection "Animal Breeding and Genetics" (1991–2006).
Under the leadership of A. P. Kruglyak, 4 candidates of agricultural sciences, 16 graduates of the zootechnical faculty of the National University of Life and Environmental Sciences of Ukraine and more than 2,000 livestock specialists were trained. For the last 40 years he has been giving a course of lectures on selection and biotechnology of reproduction of farm animals at the School of Advanced Training of Livestock Specialists (t-n. Brovary).
In 1993, A. P. Kruglyak was awarded the State Prize of Ukraine in the field of science and technology for the development of methods and breeding of the Ukrainian Red-and-White Dairy breed of cattle.
By the decision of the Presidium of the National Academy of Agrarian Sciences of Ukraine A. P. Kruglyak was awarded a memorable anniversary medal "100 years of the National Academy of Agrarian Sciences of Ukraine". This article is devoted to the Professor Aleksey Ivanovich Trubachev who is one of the most famous graduates of the Irkutsk Polytechnic Institute (now Irkutsk National Research Technical University), and his role in the formation of a young geologist. Summarized published materials of the author of the article and his memoirs were transformed into an essay on the life and creative activity of Aleksey Ivanovich Trubachev. Immediately after the graduation, he was sent to Trans-Baikal Integrated Research University (Chita) and joined a group of researchers investigating the unique Udokan deposit of copper sandstones and shales, which was headed by a well-known scientist, Deputy Director of the Institute Leonid Frantsevich Narkelyun. The largest works of A.I. Trubachev deal with the study of the material composition of the Udokan deposit ore bodies, the results of which are reflected in his candidate's dissertation defended at the Irkutsk Polytechnic University and in his doctoral dissertation defended in Novosibirsk. In all his works A.I. Trubachev proved the primary sedimentary genesis of the stratiform ores of the Udokan deposit, which was confirmed by the results of detailed exploration. In 1974, he started his teaching career. Today Aleksey Ivanovich is a professor at the Department of Minerals and Secondary Raw Materials Processing at the Trans-Baikal State University. For the period of his professional career, he has published 376 works, including 18 monographs, 19 teaching aids and textbooks on mineralogy, petrography and industrial mineralogy. A.I. Trubachev is actively involved in the creation of the unique mineralogical museum at the TransBaikal State University. The article pays special attention to the role of A.I. Trubachev in the formation of a young geologist during field works at the Udokan deposit. Field production practice is a major in the formation of a young geologist. In this case the most important things are the trust of the field mentor and early independent routing. Geologists and scientists like Professor A.I. Trubachev with extensive field and pedagogical experience certainly belong to the golden fund of the scientific and pedagogical personnel of Siberia.

On the problem of the protection of German intellectual property rights in Poland in the fi rst few years following the Second World War
Right after the end of the Second World War a decision was taken to deal with the problem of patent rights and copyright of German nationals by means of internal (national) regulations. A relevant letter was sent in April 1946 to the Ministry of Reconstruction by the Construction Research Institute. This began a rather lively exchange of correspondence on the ministerial level. Particularly active in it were three ministries: Ministry of Reconstruction, Ministry of Justice and Minister of Foreign Aff airs. In the end, however, the problem of the use of patents belonging to German nationals under pre-war international agreements was resolved by means of the London Accord of 27 July 1946 which Poland endorsed in late 1946. What turned to be much more problematic was the regulation of German copyright. The Polish authorities were considering the adoption of the so-called decree on partial revocation of copyright on technical and scientifi c works by German authors. However, owing to a lack of consent from the various ministries as well as uncertainty about possible future consequences associated with compensation the attempts proved ineff ective.
Zur Problematik des Schutzes der deutschen geistigen Eigentumsrechte in den ersten Jahren nach dem Zweiten Weltkrieg in Polen
Unmittelbar nach Ende des Zweiten Weltkrieges versuchte man, das Problem der Patent- und der Urheberrechte deutscher Bürger zusammen zu lösen — mittels der internen (Landes-) Vorschriften. Im April 1946 hat das Forschungsinstitut für Bauwesen [Instytut Badawczy Budownictwa] ein Schreiben an das Ministerium für Wiederaufbau [Ministerstwo Odbudowy] gerichtet, was zu einer regen Korrespondenz auf ministerialer Ebene geführt hat. Besonders aktiv waren in dieser Sache drei Ministerien: das Ministerium für Wiederaufbau, Justizministerium und Ministerium für Auswärtige Angelegenheiten. Die Probleme, die mit der Anwendung der Patente verbunden waren, die nach den internationalen Vorkriegsabkommen den deutschen Bürgern zustanden, wurden schließlich kraft des Londoner Abkommens vom 27. Juli 1946 über die Behandlung deutscher Patente gelöst, Polen trat diesem Abkommen Ende des Jahres 1946 bei. Wesentlich problematischer war die Regelung der deutschen Urheberrechte. Die polnischen Behörden überlegten nämlich die Herausgabe eines sog. Dekretes über die teilweise Aufhebung der Anwendung des Urheberrechtes in Bezug auf die wissenschaftlich-technischen Werke deutscher Autoren. Da jedoch die einzelnen Ministerien diesem nicht zugestimmt haben und Bedenken hinsichtlich künftiger Schadensersatzfolgen bestanden, hat man davon abgesehen.

Main text Under the auspices of the Protein Analysis Working Group (PAWG) of the Comité Consultatif pour la Quantité de Matière (CCQM) a pilot study, CCQM-P216, was coordinated by the Chinese National Institute of Metrology (NIM), National Research Council of Canada (NRC) and the Bureau International des Poids et Mesures (BIPM). Eleven Metrology Institutes or Designated Institutes and the BIPM participated in the first phase of the pilot study (Part 1). The purpose of this pilot study was to develop measurement capabilities for larger proteins using a recombinant humanized IgG monoclonal antibody against Spike glycoprotein of SARS-CoV-2 (Anti-S IgG mAb) in solution. The first phase of the study was designed to employ established methods that had been previously studies by the CCQM Protein Analysis Working Group, involving the digestion of protein down to the peptide or amino acid level. The global coronavirus pandemic has also led to increased focus on antibody quantitation methods. IgG are among the immunoglobulins produced by the immune system to provide protection against SARS-CoV-2. Anti-SARS-CoV-2 IgG can therefore be detected in samples from affected patients. Antibody tests can show whether a person has been exposed to the SARS-CoV-2, and whether or not they potentially show lasting immunity to the disease. With the constant spread of the virus and the high pressure of re-opening economies, antibody testing plays a critical role in the fight against COVID-19 by helping healthcare professionals to identify individuals who have developed an immune response, either via vaccination or exposure to the virus. Many countries have launched large-scale antibody testing for COVID-19. The development of measurement standards for the antibody detection of SARS-CoV-2 is critically important to deal with the challenges of the COVID-19 pandemic. In this study, the SARS-CoV-2 monoclonal antibody is being used as a model system to build capacity in methods that can be used in antibody quantification. Amino acid reference values with corresponding expanded uncertainty of 36.10 ± 1.55 mg/kg, 38.75 ± 1.45 mg/kg, 18.46 ± 0.78 mg/kg, 16.20 ± 0.67 mg/kg and 30.61 ± 1.30 mg/kg have been established for leucine, valine, phenylalanine, isoleucine and proline, respectively. Agreement between nearly all laboratories was achieved for the amino acid analysis within 2 to 2.5 %, with one participant achieving markedly higher results due to a technical issue found in their procedure; this result was thus excluded from the reference value calculations. The relatively good agreement within a laboratory between different amino acids was not dissimilar to previous results for peptides or small proteins, indicating that factors such as hydrolysis conditions and calibration procedures could be the largest sources of variability. Peptide reference values with corresponding expanded uncertainty of 4.99 ± 0.28 mg/kg and 6.83 ± 0.65 mg/kg have been established for ALPAPIEK and GPSVFPLAPSSK, respectively. Not surprisingly due to prior knowledge from previous studies on peptide quantitation, agreement between laboratories for the peptide-based analysis was slightly poorer at 3 to 5 %, with one laboratory's result excluded for the peptide GPSVFPLAPSSK. It also describes a new technology, the Interactive Video-Questionnaire, developed to interview deaf persons using questionnaires in multi-media format that are manually signed on a computer screen in American Sign Language and Signed English, as well as mouthed in Speechreading—all of which are simultaneously captioned in English text with Touchscreen™ input and automatic data capture. This technology emerged as one product of a Small Business Innovative Research grant from the National Institute on Drug Abuse designed to overcome the difficulties associated with surveying the deaf population and specifically targeted at addressing the extent of substance abuse among the deaf populations in New York and New Jersey.

This presentation will discuss efforts by a multidisciplinary team to overcome the notable lack of progress in the United States in acoustic accommodations for deaf and hard of hearing children in the classroom. Data collected through research efforts by members of this team, and by others, demonstrate the benefits of appropriate acoustics for all children and especially those deaf and hard of hearing. These efforts have resulted in a voluntary standard in classroom acoustics specifically for deaf and hard of hearing children by the American National Standards Institute. This standard, however, is not reaching built classrooms. This team representing the fields of acoustics, architecture and audiology is using speech perception data and new computer simulations to increase awareness of the need for classroom acoustic standards in building codes to accommodate deaf and hard of hearing children.

In 1921 the Pomeranian National Institute for the deaf and mute was established in Wejherowo. The paper presents the circumstances of the institution’s creation, its organization, rules of admission for pupils, curriculum and social life. Also provided is information on the authority of the Department and the teaching staff. In order to discuss these issues, source materials, stored in the Gdynia branch of the State Archive in Gdansk and held by the Educational-Instructional Centre for the Deaf Mute No. 2 in Wejherowo were used.

Specialized service programs for children and youth (ages 0 to 21) with deaf-blindness have received federal support since 1968. Currently, a combination of single state and multistate/regional programs serve students with dual sensory impairments. A national survey of program coordinators was conducted to provide a description of services. Respondents completed a 57-item questionnaire about their program's administrative structure, teacher certification requirements, technical assistance, eligibility determination, educational placement, curricula/instructional settings, transition, and unmet educational needs. Thirty-two surveys (a response rate of 59%) were returned and analyzed. Most coordinators indicated that they work only part time in the position and that technical assistance to practitioners and families constitutes a major part of their responsibilities. Educational placements for students with deaf-blindness include classrooms for persons with severe handicaps/sensory impairments, residential programs, and vocational programs. The majority of respondents noted that transition programs are in place in their service areas, but that individualized transition plans (ITPs) are not mandated. Services to families of preschool and elementary students were identified as an area needing further attention, and the lack of appropriate curricula materials was identified as a problem across age groups.

The purpose of this paper is to report a proposal for the development of a controlled vocabulary in the education of the deaf to the Huet Repository of the National Institute of Education for the Deaf (INES). Controlled vocabulary plays an important role in a repository, as it is a tool that can represent the information contained in digital objects, allowing their recovery in a safe, efficient and effective way. Therefore, in this work, as a methodological procedure, a qualitative approach was adopted, characterized as a descriptive research and a case study. The results indicate how relevant is the existence of a controlled vocabulary on the topic of deaf education to enable better research conditions for users belonging to linguistic minorities who study, work or live in community with these minorities, as in the case of the Huet Repository.

In 2021, JSC “URIR named after A. S. Berezhnoy” institute developed five technical specifications (TSs) for serial refractory products manufactured by refractory enterprises of Ukraine. Six technical specifications and eight changes to the current TSs for pilot batches of refractory products manufactured by the Institute were developed.
The technical specifications and changes to the technical specifications were developed in accordance with the requirements of the modern standardization system of Ukraine, agreed upon with the enterprises — producers, as well as consumers, and checked for compliance with current legislation, technical regulations, as well as normative documents, and entered into the database “Technical Specifications of Ukraine” — SE “Kharkivstandartmetrologiya”, approved by the Technical Committee for Standardization “Refractories”.

The purpose of this article is to find out the influence of ICT on educational achievements of students of technical specialties in studying foreign languages on the example of the National Technical University of Ukraine "Kyiv Polytechnic Institute named after Sikorsky", National Polytechnic University of Ukraine "Lviv Polytechnics", National Technical University of Ukraine "Kharkiv Polytechnic Institute", Gdańsk University of Technology, Warsaw University of Technology and University of Wrocław. Methods: abstracting, theoretical analysis, synthesis, induction, deduction, observation, measurement, comparison, questionnaire description and generalization. It was found that ICT significantly influence on learning achievements of technical students in foreign languages. For foreign language skills, 95% of Ukrainian students and 98% of Polish students reported using ICTs such as electronic guides and dictionaries, multimedia technologies, project work on the Internet, electronic mail, social networks, blogs, online resources for communication and mobile applications.

A Delphi consensus methodology was used to adapt a screening tool, the Social Responsiveness Scale– 2 (SRS-2), for use with deaf children including those whose preferred communication method is sign language. Using this approach; 27 international experts (The Delphi International Expert Panel), on the topic of autism spectrum disorder (ASD) in deaf people, contributed to the review of item content. A criterion for agreement was set at 80% of experts on each item (with 75% acceptable in the final fourth round). The agreed modifications are discussed. The modified SRS-2 research adaptation for deaf people (referred to here as the “SRS-2 Deaf adaptation”) was then translated into British Sign Language using a robust translation methodology and validated in England in a sample of 198 deaf children, 76 with Autism Spectrum Disorders (ASD) and 122 without ASD. The SRS-2 Deaf adaptation was compared blind to a NICE (National Institute for Health and Care Excellence) guideline standard clinical assessment. The area under the Receiver Operating (ROC) curve was 0.811 (95% CI: 0.753, 0.869), with an optimal cut-off value of 73, which gave a sensitivity of 82% and a specificity of 67%. The Cronbach Alpha coefficient was 0.968 suggesting high internal consistency. The Intraclass Correlation Coefficient was 0.897, supporting test-retest reliability. This performance is equivalent to similar instruments used for screening ASD in the hearing population.

Over the past decade and a half, our journal has become a beacon of excellence in the field of geography and the social sciences. This journey has been characterised by unwavering commitment and tireless dedication, a collective endeavour led by the dedicated members of our editorial team and the European Association of Geographers (EUROGEO). Their diligence and passion have been instrumental in making our journal the respected publication it is today. Looking back on our shared history, we are proud to have published over 310 articles dealing with key topics in geography, planning and development. These scholarly contributions have not only explored and analysed important topics, but have also introduced new ideas (Kout-sopoulos, 2022; Manetos et al., 2022), methods (Cramer-Greenbaum, 2023; Krevs et al., 2023; Morawski & Wolff-Seidel, 2023) and data (Hojati & Mokarram, 2016) that will inspire future generations of geographers to transcend conventional disciplinary boundaries. Each article, a testament to the diversity and depth of knowledge within our community, has played a crucial role in energising discourse in our academic environment. Several EJG articles addressed current global crises and challenges such as climate change, COVID-19, wars and economic recession. They show how important geography is when it comes to finding solutions and new insights to the many problems that threaten our world. This interconnected approach underlines the journal's commitment to engaging with both the specialised academic discourse and the broader global challenges of our time. Authors, editors, board members, reviewers and readers are the lifeblood of this academic platform, and we recognise and appreciate your invaluable role in the success of the European Journal of Geography. BackgroundThere are an estimated 125,000 deaf people in the UK who use British Sign Language (BSL) as their main form of communication, but there are no child mental health screening instruments that are accessible to deaf children whose first or main language is BSL (or to deaf adults reporting on children). This study sought to develop a new BSL translation of a commonly used mental health screening tool (Strengths and Difficulties Questionnaire, SDQ), with versions available for deaf young people (aged 11–16 years), parents and teachers. The psychometric properties of this translation, and its validity for use with the deaf signing UK population, were also investigated.Objectives(1) To translate the SDQ into BSL; and (2) to use this new version with a cohort of deaf children, deaf parents and deaf teachers fluent in BSL across England, and validate it against a ‘gold standard’ clinical interview.MethodsThis study was split into two broad phases: translation and validation. The BSL SDQ was developed using a rigorous translation/back-translation methodology with additional checks, and we have defined high-quality standards for the translation of written/oral to visual languages. We compared all three versions of the SDQ (deaf parent, deaf teacher and deaf young person) with a gold standard clinical interview by child mental health clinicians experienced in working with deaf children. We also carried out a range of reliability and validity checks.ResultsThe SDQ was successfully translated using a careful methodology that took into account the linguistic and cultural aspects of translating a written/verbal language to a visual one. We recruited 144 deaf young people (aged 11–16 years), 191 deaf parents of a child aged either 4–10 or 11–16 years (the child could be hearing or deaf) and 77 deaf teachers and teaching assistants. We sought deaf people whose main or preferred language was BSL. We also recruited hearing participants to aid cross-validation. We found that the test–retest reliability, factor analysis and internal consistency of the three new scales were broadly similar to those of other translated versions of the SDQ. We also found that using the established multi-informant SDQ scoring algorithm there was good sensitivity (76%) and specificity (73%) against the gold standard clinical interview assessment. The SDQ was successfully validated and can now be used in clinical practice and research. Factor analysis suggests that the instrument is good for screening for mental health problems but not for the identification of specific disorders, and so should be used as a screening instrument. It will also enable outcomes to be monitored.ConclusionsA BSL version of the SDQ can now be used for national studies screening for mental health problems in deaf children. This will help us better understand the needs of deaf children and will enable earlier detection of mental health difficulties. It can also be used within clinical settings to monitor outcomes.Future workFuture work may focus on using the SDQ in epidemiological research, and developing new assessment instruments for deaf children to improve assessment methods in the deaf population.FundingThe National Institute for Health Research Health Services and Delivery Research programme.

Objective: This paper examines the contributions made by the National Institute of Public Health to Cambodia’s response to the coronavirus disease (COVID-19) pandemic during 2020–2021. Methods: The activities conducted by the Institute were compared with adaptations of the nine pillars of the World Health Organization’s 2020 COVID-19 strategic preparedness and response plan. To gather relevant evidence, we reviewed national COVID-19 testing data, information about COVID-19-related events documented by Institute staff, and financial and technical reports of the Institute’s activities. Results: The main contributions the Institute made were to the laboratory pillar and the incident management and planning pillar. The Institute tested more than 50% of the 2 575 391 samples for severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) testing and provided technical advice about establishing 18 new laboratories for SARS-CoV-2 testing in the capital city of Phnom Penh and 11 provinces. The Institute had representatives on many national committees and coauthored national guidelines for implementing rapid COVID-19 testing, preventing transmission in health-care facilities and providing treatment. The Institute contributed to six other pillars, but had no active role in risk communication and community engagement. Discussion: The Institute’s support was essential to the COVID-19 response in Cambodia, especially for laboratory services and incident management and planning. Based on the contributions made by the Institute during the COVID-19 pandemic, continued investment in it will be critical to allow it to support responses to future health emergencies in Cambodia.

Many discussions have brought up the issue of Special/Inclusive Education as an essential factor for people with disabilities. However, after the educational period, a question is important to ask about the lives of these social actors. Survival is crucial and perhaps some will start to live off the charity of others or the state. It is believed that the insertion into the job market is also crucial for them to have autonomy and more independence. Therefore, this research presents the scenario of labor inclusion of deaf people, seeking to understand the education/work relationship. The primary objective of this article is to analyze the proportion of influence of the educational process on the inclusion of deaf people in the formal job market in São Luís/MA. Data were collected through semi-structured interviews in the city of São Luís/MA, with four deaf participants, formally linked to federal spheres and private companies, in the following federal public institutions: the Federal University of Maranhão (UFMA) and the National Institute of Social Security (INSS) and two private companies in the retail sector. The results showed that education strongly influences the inclusion of deaf people in the job market. Therefore, access to higher education is a big step towards seeking vacancies in public positions, with better salaries, while a process interrupted in secondary education could allow for more exhaustive jobs in private companies that hire deaf people just to comply with what the quotas law recommends.

Abstract This study focuses on the trajectory of graduates from the Instituto Nacional de Educação de Surdos (National Institute for the Education of the Deaf) – INES. It aims at analysing the career development and academic outcomes of students who followed Education degree courses at the INES. One of the objectives of our research was to assess the relationship between these students’ degree courses and graduate follow-up. As a survey tool, we used a bilingual online questionnaire (BSL – Brazilian Sign Language – and Portuguese Language), comprising multiple choice and essay questions, designed for 41 graduates in Education, who obtained their degrees between 2009 and 2016. The majority of the participants were mixed-race women, with no hearing disability, average age of 37, and a monthly income of 3 to 4 minimum wages. The analysed data reveals that more than 90% of the graduates regarded their INES degree courses as good or excellent. In relation to the content of these degree courses, twelve categories were considered rather unsatisfactory, and the most criticised of all was the “curriculum”. Other topics frequently criticised were: the lack of BSL modules in the curriculum, the standard of teaching, lack of modules related to deafness, internship and materials available.

The proposed article analyzes and summarizes the peculiarities of the formation of funds of valuable and rare publications in Ukrainian institutions of higher education that prepare specialists for civil aviation. The article is intended to inform scientific and pedagogical workers, students of higher education, and the general public about the important resource of valuable and rare publications that are stored in the funds of scientific and technical libraries of Ukrainian higher education institutions with an aviation component. The purpose of the article is to analyze the specifics of the formation and organization of open (online) access to information potential, containing collections of rare publications as a component of information resources of university libraries. The collections of valuable and rare publications, concentrated in the libraries of the aviation profile universities: The National Aerospace University M. E. Zhukovsky "Kharkiv Aviation Institute", The National Aviation University, The National Technical University of Ukraine "Ihor Sikorsky Kyiv Polytechnic Institute". Recommendations on improving the work of scientific and technical libraries on the formation of a system of open access and custody of valuable documents have been formulated.

Joint Stock Company “The Ukrainian Research Institute of Refractories named after A. S. Berezhnoy” (JSC “URIR named after A. S. Berezhnoy”) serves as the secretariat of the technical committee for standardization “Refractories” (TC 7), that is, it provides organizational support for the activities of TC 7 and coordinates its work.
TC 7 “Refractories” participates in the work of the international technical committee for standardization ISO/TC 33 as an active member, the European technical committee CEN/NC 187 as an observer.
In the absence of national standards for refractory products or if it is necessary to concretize or supplement certain requirements, the Institute develops technical specifications at the request of product manufacturers. Also, in order to improve the quality of products and (or) extend the validity of technical specifications for pilot batches of refractory products manufactured by JSC “URIR named after A. S. Berezhnoy”, the Institute carries out work on the development of technical specifications and changes to specifications.
In 2020, eleven technical specifications and eighteen changes to the current technical specifications were developed, agreed, approved, registered, including: one technical specifications and fife changes to the technical specifications for serial products manufactured by refractory enterprises of Ukraine, ten technical specifications and thirteen changes to the specifications for pilot batches of refractory products manufactured by the Institute.
The development of technical specifications was carried out in accordance with the modern requirements of the normative documentation of the state standardization system of Ukraine (SOU KZPS 74.9-02568182-003: 2016, DSTU 1.5: 2015; SOU MPP 01.120-090: 2005).

National Geographic Institute of Spain has a strong background concerning technical aspects of geodetic VLBI. As a step forward in this field, a VLBI analysis team has been set up and tests with different software packages have been carried out. In this sense, two VLBI software packages have been used for experimentation activities in order to compare and validate IGE capability to produce accurate and consistent geodetic products, specifically Earth Orientation Parameters, station coordinates and troposphere delays. The purpose of this contribution is to present the results of these analyses, including some tests to use GNSS-based troposphere delay in VLBI processing and the study of gravitational deformation in Yebes radiotelescope.

The French National Audiovisual Institute has been responsible since 1974 for the preservation of the audiovisual heritage produced by national broadcasting corporation (or “Office de radio et television française”: ORTF, for French radio and television corporation). The massive digitalization of these collections in the 1990s, the native digital capture of 120 channels since 2001, the opening of a “general public” website in 2006, are some of the steps taken by the Institute to progressively take into account the digital technologies to benefit the audiovisual preservation. This proposal of presentation would provide an update on the evolution of our processing, concerning most specifically a multi-year project which aims, linked to a new big data policy, to harmonize descriptive metadata according to common thesaurus and to streamline production processes as well as to promote new uses of these contents within the Institute (partial automation of documentary processing by automatic detecting of quoted or represented entities (faces, names, …), automatic articulation of documentary and legal metadata, …), but also outside of the Institute (online access to open data, access to media by technical data mining, …).

This paper centres on evaluating the education of linguistically handicapped pupils (deaf) in two specialized institutions in the Southwest region of Cameroon. It is an analysis of the education carried out in specialized institutions for the deaf in providing them with basic education so as to meet the EFA goals and to attain the objectives of development for the millennium. With the conviction that education is crucial for their development, Ephphata Institute for the Deaf (EID) Kumba and Buea School for the Deaf (BSD) institutions are examined to assess teaching programmes offered to these children. Analysis proved that these points are relevant for effective teaching to take place: A curriculum which is relevant and can be adapted to provide quality education in order to increase participation in schooling and improve the quality of the education provided. Training which will improve teachers’ skills so that they can best perform their functions. This descriptive survey made use of a questionnaire, an observation guide, interviews, and checklist. The sample of the study was 12 teachers and 130 pupils purposively selected from the two schools under investigation. The self-delivery method was used to collect data. Data analysis was descriptive with the use of frequency counts and percentages. The findings revealed that the national curriculum was rigid and extensive for teachers (75%). The most important challenge the teachers faced was on how to adapt curriculum contents (83%). Solutions to these problems are proposed.

Abstract Research on child- and family-related service needs for families of children with severe disabilities is scant, and the literature regarding the service needs of children/families with deaf-blindness is almost nonexistent. This study examined child and family disability-related service utilization and satisfaction with services from the perspective of a national sample of 227 parents who had a child aged birth through 21 with deaf-blindness. Participants were recruited from state deaf-blind technical assistance projects. We utilized survey research design and descriptive statistics to report results. Friend and family support had the highest ratings of utilization. Education and related services were also highly used, whereas mental health services and intervener services were among services/supports with the lowest rates of use. After-school care also had low rates of utilization and, for participants who reported using the service, satisfaction ratings were low. On average, only three services had satisfaction ratings within the “adequate” range: well-child checks, early intervention, and health provider (for informational purposes). A discussion of the findings in terms of the implications for family support policy, practice, and research is provided.

Victorian ear trumpets in XX and XXI century Throughout the 19th century ear trumpets became the most popular and in fact the only technical solution for deaf people. They merged with the behavior regarded as typical for the deaf such as misinterpretations and communicational loss, therefore ear trumpets turned into a social stigma. They became objects that were bashfully hidden by users. In the 20th century however ear trumpets’image as well as functions changed as they were substituted with modern, electric and later electronic hearing prostheses. Once ear trumpets became antiquated their place in the technological landscape have changed. They did not vanish but relocated within the social and cultural domain. Article is based on: object oriented analysis of ear trumpets, interview with the ear trumpet collector, discourse analysis of the ear trumpet advertisements documents from British National Archives and The Thackray Museum in Leeds.
