Abstract:
In today's fast-changing business environment, digital transformation has become an essential strategic imperative for companies seeking to maintain a competitive edge. However, research on the effect of national culture on digital transformation is lacking. This study seeks to address this gap by investigating the effect of national culture on digital transformation, with a focus on the mediating role of digital competencies and information system management practices, as well as the moderating effect of leadership. 250 managers and employees with digital transformation experience across various industries in Saudi Arabia were surveyed. Structural equation modeling (SEM) was employed to analyze and test the research hypotheses. The findings demonstrate that national culture significantly affects digital transformation, with digital competencies and information system management practices acting as mediators. Furthermore, the study discovered that leadership plays a moderating role in the relationship between national culture and digital transformation. The positive impact of national culture on digital transformation is amplified when there is a transformational leadership style in place. These insights hold significant implications for organizations embarking on digital transformation initiatives, emphasizing the importance of fostering a culture encourages digital innovation and risk-taking, investing in digital capabilities and effective information system management, and nurturing transformational leadership to drive successful digital transformation efforts.

Abstract:
The existing methods of separate central banks, regulators of financial markets, international financial and credit institutions, rating agencies and consulting companies, which can be used partially to assess the quality of transformational processes taking place in the financial sector, are analyzed. An adequate methodical toolkit is proposed, which will allow to assess the potential of the domestic financial sector, to identify the patterns of transformation processes, and also to assess the impact of their quality on the functioning of financial intermediaries and to propose appropriate mechanisms for ensuring their further development. The structural-logical scheme of formation of criteria and system of indicators of the quality of transformational processes in the financial sector of the country’s economy is developed.
Investigated general approaches are considered to be useful for developing a methodology for the integral assessment of the quality of transformation processes in the financial sector of the economy by specifying the content of the main stages and methodological approaches to the goals and object of the research. Assessment of the quality of transformation processes in the financial sector of the national economy is an ambiguous process. This is due to the fact that, firstly, in this regard it can be considered as the impact of transformations on the quality of objects, and as the quality of the transformations in particular. Secondly, transformation processes in the financial sector of the national economy can be positive and negative; general and specific; large-scale and minor; systematic and dotted; intensive and extensive; priority and non-priority; stimulating and moderating; divergent; resource, technological, institutional, organizational, quality, behavioral; timely and spatial; painful, conflict and non-conflict; and also they are made with different expenses. Thirdly, both expected and actual results of transformation processes in the financial sector should be assessed.

Abstract:
Introduction. The main participants in the transformation processes of the national economy are representatives of government, community and business. Producers and providers of economic products and services act on the business side, and consumers of economic goods and services act on the community side. The government expresses its complicity in the formation of mechanisms of transformational processes of the national economy in the form of normative-legislative and social-regulatory influence on the formation of economic phenomena and processes. The purpose of the article is to substantiate the drivers of economic transformations in ensuring the design functionality of the strategic development of the national economy .. Methods (methodology). The general scientific methods, in particular theoretical generalization - for generalization of drivers of economic transformations in maintenance of functionality of design are applied in research; system economic analysis - to substantiate the model of influence of economic drivers on transformation processes in the context of design management. Results. According to the results of the research, the types of economic activity and economic processes that are the main drivers of national economy development are identified, which are proposed to be divided into two groups depending on strategic objectives, namely: drivers of economic growth and drivers of economic transformations. Drivers of economic growth are industries and types of economic activity, the growth of which stimulates economic growth in other sectors of the economy and directly affects the corresponding GDP growth. At the current stage of development, the main drivers of growth of the national economy are: the development of transport and logistics infrastructure, the information and communications sector and agriculture.

Abstract:
The purpose of this scientific article is to analyze the impact of digital transformations on doing business in order to substantiate the actualization of digital transformation of the activities of business structures based on the further development of new business models, digital platforms, as well as services that make it possible to increase the level of efficiency of national business structures. To achieve this goal, the research was conducted on the methods of analysis and synthesis (to analyze the management of business processes of organizations and compare the features of functioning using traditional approaches and innovative digital technologies), system analysis, induction, and deduction (to determine the directions of business process management based on digitalization technologies), comparison and grouping of data, qualitative and quantitative analysis, graphical method (for the illustrated presentation of research results), abstract-logical, abstraction and concretization, systematic approach. The genesis of the development of transformational processes of business digitization is considered. The key importance and role of the analysis of the main challenges and directions of digital transformations in the current business environment, including important issues of anti-crisis support for the stable economic development of business structures for the long term in the era of informatization of society, are determined. The key factors of influence on the structural and organizational changes of digitalization processes that significantly affect the conditions and methods of doing business are substantiated. It has been established that the digital transformation of economic development of business structures has led to the emergence of new challenges in the context of business management. It is determined that the basis of business in the digital economy is an information database around which all business processes are built and improved, new business ideas and business models and ecosystems are formed, which provide for close interaction and interconnection of all structural elements of the economic system of enterprises in cyberspace. It is proved that the creation of digital business processes is associated with fundamental reengineering and revision of existing restrictions, as well as taking into account a number of factors that directly or indirectly affect the final result of business structures. The analysis of the impact of digital transformations of any direction (production, managerial, social and personnel), as well as the change in the business model, which is positioned as a logical scheme for doing business and which provides for the effectiveness of the interaction of correctly selected components, confirmed the presence of a positive impact on the economic and organizational development of business structures by increasing labor productivity, the level of competitiveness and performance.

Abstract:
The article emphasizes the peculiarities of defining the conceptual foundations of the transformation of legislation and the worldview of civil society into national security policy during the struggle for the preservation of Ukrainian independence. Since the problem of ensuring national security is one of the most strategically important for the country’s development today. It focuses on the entire complexity of the transformation process in Ukraine, being both a condition and a goal of state reform. The condition is that deep transformations require the concentration of all forces and means on solving creative tasks. The condition is that deep transformations require the concentration of all forces and means on solving creative tasks. Their distraction to neutralize or parry threats significantly complicates, and sometimes makes impossible, successful progress along the chosen path. Ensuring national security to a certain extent is the goal of reform, the content of which should be subordinated to strengthening the sovereignty, territorial integrity of the country, creating internal and external conditions that guarantee stability and steady progressive development of the individual, society and the state. In particular, when defining national security, two approaches are distinguished: «in substance» – through the concept of «state of security» and «in form» – as a system of normative, organizational, institutional guarantees (measures) that ensure the stable development of constitutionalism, protection of the constitutional order. Combining these two approaches, it is possible to define national security in the most general form as a state of protection of the constitutional order and a system of normative, organizational, institutional guarantees (measures) that ensure its protection. Key words: national security, transformation of legislation, transformation of consciousness, methodological principles of security, threats to national security, challenges to national security, law, society, state

Abstract:
The current Slovenian terrestrial reference frame (D96-17) is a static frame based on GNSS technology. An additional transformation connecting it with the new realisation of ETRS89 accepted by EUREF (D17) gives the D96-17 a specific character. In order to ensure a high-quality national terrestrial reference frame, connection to the current realisation of ITRS is needed. This change is particularly important in the light of the intended transition to the semi-kinematic terrestrial reference frame, supported by a national geo-kinematic model. Transformations between the current national and international terrestrial reference frames are discussed in detail in the present paper. Processes, equations, and parameters of datum transformations are given in both directions (forward and inverse), step-by-step and direct ones, rigorous and simplified (approximate). Furthermore, an analysis of coordinate differences between current Slovenian and international terrestrial reference frames and an analysis of coordinate errors for various simplifications of transformation between both reference frames are given. This allows users to choose an optimal transformation solution to meet their requirements. The role and importance of transformations under consideration in the positioning procedures and the precise navigation are also addressed.

Abstract:
At the present stage, the infrastructure institutions of the National Innovation System are being actively transformed, caused primarily by the instability of the geopolitical situation, economic and political sanctions against Russia carried out by the states of Western Europe and the United States. In this regard, in order to preserve and develop state technological sovereignty and further improve innovation policy, it is necessary to improve the institutional innovation infrastructure. The national innovation system, taking into account the transformational processes in the innovation market, has a special role in improving the institutions for ensuring innovation activity, consisting of their interconnected economic entities and institutional organizations that interact with each other in the process of creating innovations. The transformation processes of NIS infrastructure institutions represent transformations of the structure of the innovation economy, methods and forms, as well as the target orientation of integrated support for the development and production of innovations, representing the main development of innovation activity. The author notes in the article that the development of any system includes functional and structural transformation associated with the preservation of its basic functions and the stability of its activities. As certain changes accumulate, a transformation begins in the system, which includes: first, changes in quantitative and qualitative parameters, and later, as they accumulate and the properties of the system change, its transformation occurs due to qualitative changes in parameters, culminating in the creation of a new system. Currently, the transformation of the innovation infrastructure is aimed at the integration of foreign economic activity and the formation of conditions for the creation of their own innovative industries that do not depend on imported technologies and components. A specific feature of the integration infrastructure is that it is the basic subsystem of innovative industrial production. The proposed comprehensive approach to the implementation of transformational processes in the innovation infrastructure is based on the criteria of its formation: functional purpose, territorial structure, industry orientation in the production of innovations. The use of an integrated approach to infrastructure transformation makes it possible to identify current trends and trends in its development. A new scientific result is a model of transformation of the institutes of the innovation infrastructure of NIS, with a key object – the national innovation cluster, which is an analogue of NIS. Also, as new scientific results, the author introduces the following concepts: «network institutes» and «institutes of digital twins».

Abstract:
The paper presents the hardware implementation based on FPGA of the main cryptographic transformations of the symmetric transformation algorithm of DSTU 7624:2014 and the stream cipher of DSTU 8845:2019, which are the national encryption standards of Ukraine. In the case of DSTU 7624: 2014 developed and implemented a hardware implementation for multiplication of two polynomials modulo x8+x4+x3+x2+1 in the form of a combinational circuit that allows to execute the MixColumn transformation by one cycle. SubBytes transformation is implemented based on asynchronous read-only memory. For stream cipher, DSTU 8845:2019 the nonlinear function T are implemented as subtitution byte operation in the form of precalculated cells of ROM memory. Abstract:
This paper aims to analyze informal institutions in nondemocratic regimes using the example of Egypt’s National Democratic Party (NDP) before 2011. As a platform enabling the creation and replication of patronage networks, the NDP played a central role in the transformation of the Egyptian governing system into a semi-authoritarian or hybrid regime. In the context of reforms liberalizing the Egyptian economic system, the transformation of the regime was accompanied by the rise of crony capitalism, whose central element was the informal institution of clientelism. These transformations contributed to the political liberalization of the 1970s and 1980s, and then to the hybridization of authoritarianism in Egypt before the Arab Spring.

Eat Drink Man Woman, well-known as the last episode of “Father-Knows-Best” trilogy directed by Ang Lee, is attractive to numerous scholars following its nomination of Oscar. Through comparative studies, voluminous critics have devoted to the theme of globalization and cultural identity. However, few scholars notice that cultural identity as a sign of national image experiences a series of transformations. Therefore, this article mainly probes how the transformation of cultural identity changes the ideological component of national memory that contributes to nurturing the Chinese national identity. Father’ s image and daughters’ role are prominently represented in the film, particularly father’s psychological changes in some sense projecting the transformation of traditional ideology. Thus, combined with historic background this article will set about the transformation of father’s role and daughter’s image which predicate the deconstruction of traditional gender discourse, trying to figure out how does the transformed ideology expressed through the deconstruction of gender discourse contribute to the reconstruction of Chinese national identity.

Abstract:
Polanyi offers a powerful vision of a “great transformation” that will reverse the subordination of society to the economy and reassert the primacy of social protection in the context of modern society. Pursuit of the great transformation is one way of conceptualizing the quest for “development” in the positive sense of ecologically sustainable human flourishing. This paper explores how the contemporary interaction of national and global political dynamics affects the trajectory of Polanyi's “double movement.” Does the shift of economic power to globally organized capital while the space for contentious politics remains primarily at the national level “checkmate” the movement for social protection? Or is there more potential for political contestation and policies supporting social protection at the national level than the “global checkmate” thesis claims? And, if so, can this potential be magnified by productive, synergistic alliances between national and global movements, resulting in a global auxiliary effect instead of a global checkmate effect? Answering these questions requires analyzing the relative autonomy of national political regimes vis-à-vis global capital as well as evaluating the ability of movements to connect effectively across levels.

Abstract:
he purpose of the article is to reengineer of the economic transformation management as a basic prerequisite for implementation of the strategic goals of the country’s development. Methodology. The scientific works of scientists in the field of economic transformation management are the theoretical and methodological basis of the study. To achieve the purpose of the article, the following research methods were used: theoretical generalization of the directions of the public administration reform; methods of positive and normative analysis – to develop recommendations for reengineering of economic transformation management as a basic prerequisite for implementation of the strategic goals of the country’s development. Results. The main development trends and the impact of transformational drivers on the state of the national economy are studied. It is proved that despite the rather high potential for the development of innovation, investment, digital technologies and small business in Ukraine, their role in ensuring effective economic transformations remains insufficiently active. The transformation of these processes into powerful drivers of economic development and transformations of the economic system in a given vector requires a consistent public policy and the creation of appropriate economic, legal and institutional conditions. The conceptual matrix model of economic transformation management is substantiated. The model involves that implementation of the projects of national (regional) importance is a process which is carried out in parallel and in relation to the other processes of the socio-economic system functioning. The purpose of identifying priority areas for the transformation of the economy into individual projects is to ensure faster and more effective implementation of reforms, their transparency and controllability. The model will eliminate the problems of establishing effective communications and synchronization of actions between levels of government; allow us to use of resources (including human resources) more efficiently, to increase the level of responsibility and control at each stage of the transformation process. Practical meaning. The directions of the public administration reform that can be used by the executive branch are given. Prospects for further research. The choice of the optimal model of the economic transformation management is one of the basic conditions for ensuring the accelerated development of the economy at all levels.

Abstract:
This is a discussion on Adult Education programmes and National Transformation in Nigeria. The study was necessitated by observing the various efforts made by the Nigerian government, local and international interventions from 1980s to date and the present literacy rate and the present level of development in Nigeria. Adult education connotes a desirable change that can improve the role of adult population in their community and national development. It is not the children, but the adults who hold in their hands the destiny of a society. The paper reviewed the various transformational plans implemented in Nigeria from 1980s to date. It also reviewed how the Chinese and American governments implemented and used adult education programmes to bring developmental changes in their countries. It concluded that, being a means of acquiring general knowledge, skills, values, social and political changes by adults, the Nigerian government did not give adult education due priority and that was why most of the government programmes and plans failed in the past.. Some of the recommendations include: to adequately finance adult education programmes and give sustainable and effective priority to achieve the desired objectives.

Abstract:
The study of the history of the origin of the Turkic-speaking countries, their common sociogenetic and psychological and moral aspects is tantamount to reconstructing the centuries-old history of Central Asia. Today it is very important to study the culture, political, social, ethnic and literary world of the Turkic world. Bringing Turkic folklore to the world press is the main task of our time. Re-expression of the unity of the Turkic peoples and countries is one of the main problems of modern oral literature. That is why the title of this scientific article is named to satisfy these interests. The topic of the article is very relevant due to these goals and objectives. Another purpose of the scientific article is to systematize the formed, accumulated and written periods of the Turkic oral literature according to certain methods, including composition, motive, similarity of characters, and draw conclusions. In addition to the problems of Turkic folklore, their similarities in the genre of prose are also mentioned. Until now, Turkic oral literature did not have a common system and evidence of the full spread of the genre of folk prose. In textual criticism and scientific work there is a lot of confusion of some definitions, homonyms, terms. In this regard, the literature of the Turkic countries divides the genre of prose into its own classifications. In connection with this issue, another goal of this article is the classification of the legendary prose of Turkic literature, its classification according to certain characteristics, the analysis of commonalities and differences in the problem of definitions. The nature and mythological features of the legends, myths and legends of the Turkic peoples are not ignored. In addition, the main relevance of the Turkic literary world and the commonality of the worldview and differences with the mythological, prosaic knowledge of other peoples are analyzed. As examples, the similarity of man and the environment in Turkic legends, ancient ideas about heaven and earth are considered, and special conclusions are drawn. The article also scientifically examines the worldview, culture, common customs, common works and images of similar characters of the ancient Turkic peoples in the formation of the spirituality of the nomadic Turkic people. The scientific article has been studied and compiled using comparative analysis, analysis, systematization, historical-typological, ethnogenetic methods of the text, and appropriate conclusions have been drawn. National initiatives for the development of information infrastructure have become critical to moving nations into the information age. In this paper, we are concerned with the features of information infrastructure development strategy, the social determinants for a country to choose a strategy and the principles of its design. We investigate China's telecommunications market transformation over the last two decades. China's experience is interesting as it is a case par excellence of a large transitory economy. We observe that China's national strategy was based on multiple social elements, not on technological prerogatives alone. This suggests that a national strategy for infrastructure construction should be derived from carefully considering both the technological options available as well as the social and political environment and the situation in the market structure.

Drawing upon the theoretical frameworks of positioning theory and macrohistory, it can be posited that China's economic evolution can be comprehensively elucidated through the lens of innovation, which can be categorized into three distinct stages: stability, depression, and development. Three primary categories of innovations—silk, ceramics, and tea—rather than the Four Great Inventions—paper making, gunpowder, the compass, and printing—were the main drivers of the ancient Chinese economy's growth. The West originally came to identify the East and China with "mystery" and "wealth" through the commerce in silk and porcelain. China finished building the "Celestial Empire" on its own through new categories, new brands, and new positioning. The West originally came to identify the East and China with "mystery" and "wealth" through the trade of silk and porcelain. China finished building the "Celestial Empire" on its own through new categories, new brands, and new positioning. Due to the loss of innovation, China went through a period of economic stagnation, and the voice of the "Celestial Empire" was gradually supplanted by orientalism until being replaced entirely by Made in China. The national perception is being rebuilt in China after 2000 as a result of the nation-branding strategy's introduction and an increase in the number of Chinese companies expanding abroad. The article deals with the issue of the formation of national identity in the post-Soviet countries. National identity is an indispensable factor in the stable and sustainable existence of the state. Over the past years, a whole variety of completely new integration systems has developed on the territory of the post-Soviet space. The transformations taking place in the post-Soviet space represent a significant stage in the world politics of our time. Independent states formed in the post–Soviet space faced a number of problems that required immediate solution: among the main ones was the issue of historical, cultural and finally national self-identification, which implies the perception by society of itself as a single nation with a common historical, cultural, ethnic path; the perception of its nation as part of the world system. Due to the uniqueness of the historical path of the former Soviet republics, their transformation processes have their own exceptional specifics of development. The post-Soviet states are representatives of a unique transformational model: their national–state identity includes both features common to the entire post-Soviet space in the form of pre-Soviet, Soviet history, culture, value structure and the territory on which it existed, as well as private individual features for each state - linguistic specificity, traditional values, national interests and foreign policy vectors, relevant for young independent republics. At the moment, we are witnessing the formation of a new form of national identity, which consists in the awareness by citizens of the state as a sovereign and equal part of the world community, interacting equally with the whole world, and not being exclusively part of the post-Soviet space.

Abstract:
The current stage of economic development introduces significant additions and changes to traditional interpretations of scientific and practical problems. They are generated due to internal economic and external structural and dynamic restructuring, changes in the strategy and tactics of the functioning of economic agents, and geopolitical transformations. The ongoing processes affect the entire national and international system. However, to the greatest extent they influence the spatial structures in which complexes of responses to ongoing changes are focused. For the Russian economy, one of such flagship territorial entities in terms of sensitivity is the Far Eastern region. On the one hand, for many years it has been carrying out an active national process of economic development stimulating, carried out in a politically formulated long-term version, which is associated with active investment and institutional processes. On the other hand, it performs the functions of representing Russia’s interests in the implementation of cooperation with the Asian states that have historically had different orientations regarding potential partnerships. Thirdly, this is a region that is socially complex in terms of the tasks of forming and consolidating a permanent population, and the formation of labor potential here sufficient for economic development. Each of these functions, in conditions of increasing volatility, requires strengthening the quality of potential risk assessments and improving directions for minimizing their impact. The article examines the genesis of institutional engineering for the Far-Eastern region in 1967–2000, the emergence of technologies for forming the risk profile of ongoing transformations, and potential directions for its implementation.
