Chang, Nai-Wen, and Nai-Wen Chang. "A Comparison of Health Care Reform in Taiwan, China, and United States." Digital Archive @ GSU, 2013. http://digitalarchive.gsu.edu/iph_theses/289.

Full text
Abstract:
Health care reform is important in order to modify health care systems so that they operate more efficiently. There are various studies that compare the reforms of different countries to understand how these countries adjust their systems. This capstone introduces the health care system in Taiwan, China, and the United States, discusses the challenges they meet, and offers a comparison of recent reforms. The health care systems are introduced through three sections: collection of funds, pooling of funds and purchasing of services, and providing of services and exemptions. All three countries face the financing burden of health expenditure. To offer universal coverage and comprehensive benefit to its citizens, these three countries makes changes to qualifications for those insured, services provided to beneficiaries and payment systems for physicians, and contributions to pooling of funds. These reforms address barriers in reaching universal coverage in the three dimensions which are indicated in a WHO issued paper, that explains how to remove financial risks and barriers to access, promote efficiency and eliminate waste, and raisie sufficient resources for health (WHO, 2010). Despite the research, reforming the health care system to offer the accessibility of affordable services to individuals and to maintain sustainability of the health care financing will continually to be an issue.

Full text
Abstract:

The Taiwan issue has been regarded as the most sensitive question between China and the Unites States (U.S.). Although China-U.S. relations have made much progress, the Taiwan question has arrested the concerns of Chinese and American decision-makers for many years. Why is the Taiwan issue so important for the relationship between China and the U.S.? How is the future trend of development of China-U.S.-Taiwan? The different views of the governments in Washington and Beijing on the Taiwan issue, what result could it lead to? This study intends to answer these questions. To analyze this issue, I empirically examine the cases of Nixon’s visit to China in 1972 and Lee Teng-hui’s visit to the United States in 1995. By combining security complextheory and neorealism and neoliberal institutionalism I find that the Taiwan issue influenced the relationship between China and the U.S., and whether the Taiwan issue is settled properly will affect the normal development of China-U.S. relations directly.

Abstract:
This thesis attempts to explain the continuities and changes in United States policy in relation to the Taiwan-China conflict. The paper examines this in the context of the presidential administrations of Bill Clinton, George W. Bush, and Barack Obama. This explanation is done by applying the three level-analysis approach of international relations to the policies of each president. The paper examines how individual-level, state-level, and systemic variances between the presidents affect the changes in policy towards Taiwan and China. After looking at all the different factors, the state-level factors mostly influence the continuities in policy while the individual and systemic factors most often lead to changes.

Full text
Abstract:
Previous research has shown that Taiwan's military spending is affected either by China's military buildup or the US's military pipeline. This study investigates whether it is also true an ongoing US-China relationship has dynamic effects. Three major findings are obtained from the statistical analyses. First and foremost, the level of US-China conflict has a contemporaneous positive effect on Taiwan's military spending. Second, the analyses also indicate that the volatility of US-China relations has negative effects on Taiwan's military spending. This finding suggests that instability in US-China relations will prompt Taiwan to decrease its military spending due to a higher amount of perceived security on the one hand, and Taiwan wants to avoid further provoking China on the other. Third, analyses indicate that an error correction model fares better than a simple budgetary incremental model in explaining the re-equilibrating effects of GNP growth on Taiwan's military spending. Overall, the results demonstrate the interplay of domestic and international constraints and may help to predict what will be the expected military spending when Taiwan's economy changes. I suggest that Taiwan's military spending is likely to be influenced by US-China relations as well as by foreign investment and domestic economic constraints as long as the United States policy toward the Taiwan problem remains unchanged.

Chan, Tsz-ki, and 陳紫琪. "Evaluation of the drug regulatory systems in Hong Kong, Singapore, Taiwan, United States and European Union." Thesis, The University of Hong Kong (Pokfulam, Hong Kong), 2013. http://hub.hku.hk/bib/B50561583.

Full text
Abstract:
Background: Drugs have become an essential necessity in public health, people and the government has become willingly to spend more money on the country’s healthcare system to restore health, save lives, preventing disease and epidemics. Drugs should be properly regulated throughout development, production, importation and subsequent distribution to ensure it is prescribed with safe, effective and of good quality standards. The structure of drug regulations today has evolved over time. During the process, the scope of legislative and regulatory power expanded in result of a series of disastrous events related to pharmaceutical products, the adoption of more restrictive legislative were put in place for stronger safeguard to the public. In comparison to Singapore, Taiwan, US and EU where the drug regulatory system is highly structured, flexible and innovative, Hong Kong (HK) has a relatively simple and stubborn drug regulatory system and drug approval is greatly dependent on the approval status of the advance countries. According to the current registration system in HK, a new drug usually takes about 18-24 months to obtain an approval, and this figure is far behind the standard of Singapore in which medicine could be registered in 60 days. It is vital to have speedy approval process with high standards in safety, efficacy and quality on all approved drugs. If drugs are approved in a rush manner, it will lead to serious adverse drug reactions (ADR), or even deaths in consumption of unsafe, and ineffective drugs. On the other hand, slow approval will make patients suffer and increase the mortality rate to due inaccessibility of appropriate medicines to sustain life and combat diseases. With reference to the initiatives and innovative regulatory frameworks in the abovementioned countries, the modification of the local drug regulatory system is strongly recommended. Aim: 1. To examine the regulatory frameworks between Singapore, Taiwan, US and EU which affect the evaluation timeline required for new drugs approval. 2. As the first study to examine the drug regulations in HK, the regulatory barriers for new drugs submission will be explored and whether the regulatory initiatives from the abovementioned countries may result in an improvement in the overall drug regulation system HK. Method: This dissertation is a literature review and it will employ concentration in the drug regulation systems in Singapore, Taiwan, US and EU with varying levels of pharmaceutical regulation capacities. Search engines including Google, MedLine, PubMed (database up to 2012) with key words search of “Department of Health (DoH), Food and Drug Administration (FDA), European Union (EU), Taiwan FDA, Health Sciences Authority, evaluation routes, drug registration requirement, review timeline, Centre for Drug Evaluation, Pharmaceutical Evaluation Reports, risk management systems, pharmacovigilance, drug legislation”. Results: With an in-depth evaluation of the HK’s guideline and supporting document required for new drug submission, it is highly recommended that unnecessary documents at new drug submission (NDA) should be elimination to facilitate the new drugs approval process. The regulatory frameworks between all studied countries vary significantly in which implementation of initiatives (e.g. multiple evaluation routes, in-house evaluation system) from individual country affects the standards of new drugs approval and the evaluation timeline required to grant approvals. Conclusion: The regulatory frameworks in HK shall be revised with reference to numerous initiatives developed in the regulatory systems in Singapore, Taiwan, Us and EU. The possible key regulatory barriers which leads to the delays in new drugs approvals in HK includes duplication of certificates, limited number of Pharmacy and Poison Board meetings, the requirement of endorsement of new drugs approvals at the legislative council , absence of in-house evaluation system which allows full assessment of submission dossier, deficiency of clinical trials with the inclusion of local population, absence of electronic submission, multiple evaluation routes and rigorous post-marketing pharmacovigilance monitoring system. If the Department of Health (DoH) in Hong Kong could scrutinize the current regulatory frameworks with referenced to these countries, it will improve the overall drug regulatory system and reduce drug lag due to unnecessary barriers.

Abstract:
The aim of this dissertation is to describe the territorial dispute between the People’s Republic of China (PRC) and the Republic of China (ROC) for the control of Taiwan, and to analyze the political and military implications of this dispute for the triangular relation among United States – PRC – ROC. The first chapter describes the internal politics of the ROC from 1987 to 2004, approaching the process of democratization of the regime and the features of the new political parties. The second describes the new political relations between Taipei and Beijing during the first half of the nineties years, when the government of the ROC began to go away from the idea of reunification with the Mainland China. The next chapter analyzes the crisis occurred on the Taiwan Strait in 1995-96, when the China did massive military exercises to force American government to change its policy toward ROC, and to coerce the electorate of Taiwan to vote “against independence” on the elections of 1995 and 1996. The last chapter analyzes the impact of the terrorist attack of September 11 over the relations among Washington – Beijing – Taipei and describes a new pattern of relationship of the White House with the two parts.

Full text
Abstract:
The one-China issue before the 1990s was not particularly complex as both sides of the Taiwan Strait claimed that there was only one China in the world and Taiwan was part of China. Nevertheless, after Taiwan accelerated democratisation in the early 1990s, and especially after 1996 when it entered a stage of democratic consolidation, the one-China issue has become a bitter controversy. Taiwan was transformed from an authoritarian regime to a democracy through the revision of the constitution and the reform of elections for the Legislative Yüan and the presidency between 1991 and 1996. Democratisation not only legitimised the governments rule on Taiwan, but also brought about Taiwanese nationalism, which forced the government to defend the sovereignty to which its democratic and economic achievements now entitled it. As the PRC has always claimed sovereignty over Taiwan, the one-China controversy has thus focused on Taiwans international status since the 1990s. In order to prevent Taiwan from declaring independence, the PRC adopted a carrot and stick strategy, but failed. Its "peaceful reunification" policy and the "one country, two systems" formula could not attract the Taiwanese, and its military threats were blocked by the US, which has strongly demanded a peaceful resolution for cross-Strait disputes since 1979. As the US also needs the PRCs cooperation in many international areas, it did not support Taiwans formal independence. Under such circumstances, maintaining the status quo of the Taiwan Strait becomes the best choice for the three sides. The one-China controversy is not expected to be resolved in the near future. Democracy has been promoted as a universal value since the Cold War. As Taiwan has not ruled out the possibility of future democratic unification with the Mainland, the best way to resolve the one-China controversy might be the successful democratisation of the PRC, which the international community would welcome.

Abstract:
This thesis analyses China's national identity construction and its foreign policy implications especially towards Japan and the United States during the Hu Jintao period 2002-2012. The vast literature on China's rise takes “rising nationalism” in China as one of the key indicators of increased likelihood for aggressive behaviour in the future. This work problematizes some of the simplified assumptions made in this literature by emphasising the domestic context from which foreign policies rise. I argue that culture specific values deriving from national identities shape attitude structures and affect the whole thinking and conceptualisation related to foreign policy with wide-ranging consequences. Thus, in this research national identity is operationalised through values and attitudes deriving from it. With empirical evidence, I show in my thesis that most things discussed as "nationalism" in China studies literature can be analytically separated into at least two components, each with different foreign policy relevant correlates. Analysing two sets of survey material with statistical methods I show that the type of national attachment in China constrains foreign policy preferences in a different way than often assumed in the literature: "patriots" support an internationalist stance in contrast to "nationalists" who favour more assertive behaviour towards Japan and the US as well as generally protectionist economic policies. In addition to analysing the associations between core values and foreign policy preferences, I also provide other examples of cultural factors shaping Chinese foreign policy context including the role of historical legacies and their political use, and the role of the media in the formation of foreign threat perceptions and foreign policy preferences. The need to better understand these national identity dynamics is emphasised because of the ongoing pluralisation of Chinese foreign policy establishment, which gives more space to domestic input from various levels of society.

Abstract:
The People’s Republic of China was established on 1 October 1949, which ended the regime of Chiang Kaï-shek in Chinese mainland. At that time, the French government began to negotiate officially la recoginization of the People's Republic of China. Living in two hostile camps, why France had the plan to recognize the regime of Mao Tse-tung in 1949? On January 27, 1964, People’s Republic of China and France simultaneously issued a diplomatic announcement in Beijing and Paris. France became the first major western country to establish diplomatic relations at ambassadorial level with the People’s Republic of China in 1964. Why France waited 15 years for recognizing PRC? What had happened during this 15 years? During this period, the United States played a very important role in the Indochina War, the Korean War, the Geneva Conference, the Taiwan question and the representation of China in the United Nations with launching the policy Marshall Plan. After the return of De Gaulle in 1958, he resolved to safeguard national sovereignty, national interests, and embarked on a road to decolonization. From 1962, French foreign policy became more active in China, and the two countries began to negotiate on the establishment of diplomatic relations after reaching a consensus on Taiwan, Algeria and the United States. The establishment of Sino-French diplomatic relations is not accidental, which responds to political and diplomatic needs, and to the inevitable trend of historical development in the Cold War

The Antidumping is an approved trade protection measure by both WTO and its former organization, GATT. Its purpose is to protect domestic industries from the exporting country''s low-price goods dumping. To strengthen the competitiveness of domestic industries, WTO provides antidumping mechanism for countries to proceed the adjustment of industrial structures. According to the statistic of Ministry of Economic Affairs, United States is our third biggest trade importing country, and U.S. is also having the most antidumping measures against our country worldwide. So it is very necessary to understand the antidumping law of U.S. Besides, China has becomes our biggest trade importing country, although China has very few antidumping cases against us, there is a great potential that China will having more and more cases against us. So it is necessary to understand the antidumping law. Also, the thesis will compare the antidumping law among Taiwan, United States and China.

This paper investigates the dynamic stock index returns relationship among U.S., Taiwan and Mainland China, hoping to understand the interdependence of these three market economies and to see if the signing of ECFA will enhance the future development of economy and trade. The research timeframe is divided into two sub periods to test the stability of different kinds of stock index through the unit root test. Besides, this paper realizes the structural change through the CUSUM test, conducting co-integration test respectively, then constructing VAR model to carry out Granger causality test, impulse response function and forecast error variance decomposition for each sub period. The empirical results show as the following. In the full sample period, Taiwan and the Shanghai B-share have a relationship of co-integration. The United States leads the performance of Taiwan, Shanghai Stock Exchange''s A and B share index unidirectionally, and Shanghai Stock Exchange''s A leads the performance of Shanghai Stock Exchange''s B share index unidirectionally. Before the implementation of ECFA, the United States and Taiwan (or the Shanghai B-share) have a relationship of co-integration, and Taiwan and Shanghai B-share have the same result. The United States unidirectionally leads the performance of Taiwan, Shanghai Stock Exchange''s A and B share index. After the implementation of ECFA, the empirical results do not show a co-integrated relationship. The causality test is the same as the full sample period. To sum up, after the implementation of ECFA, the United States continued to have the strongest influence in the world. The stock market of Taiwan and Mainland China starts to have a dynamic relationship with each other, which shows that the signing of ECFA has an enormous influence on the cross-strait economic and trade cooperation. This research result can be as a forecast for the object national stock market or the financial market when similar agreement is signed, and it can also be as a reference for investors to invest in the future.

This study is aimed to discuss the possible future paths on the One-China principle. With Mr Ma government’s policy of cross-strait relation, the development of cross-strait relation is positively expected by international community. However, for the issues around the development of cross-strait relation and national identity, there are still different perspectives in Taiwan. This study concludes that the possible future paths on the One-China principle will be affected by the economic cooperation between Taiwan and Mainland China, social justice in the societies of Taiwan and Mainland China, living values between Taiwan and Mainland China. From the perspectives of macro economic data, the economic growth of Taiwan will be expected as lower case than Mainland China. Nonetheless, by the perspectives of Taiwan’s culture and living values, there will be some space for Taiwan-based One China principle.

The national identity of Taiwanese people has been a topic under public debate and academic inspection since Taiwan’s democratization in the 1980s and the 1990s. In this study, I interviewed fifteen Taiwanese students studying in the United States and talked with them about their national identity. Interviews with the fifteen students reveal that an independent Taiwanese identity has taken shape, while a Chinese cultural identity still remains part of the Taiwanese identity. It was also discovered that although a Taiwanese national identity has formed, a Taiwanese ethnicity has not yet taken a complete form. Discussions with the Taiwanese students also indicate that studying in the multi-cultural United States renders them more aware of their Taiwanese national identity, as well as their Chinese cultural identity.

Mobile payment recently has become an important part of the rapid growth Financial technology. With the gradual development of mobile payment, the Taiwan government and domestic companies in Taiwan want to catch up with this trend of payment innovation. However, compared with many countries, Taiwan started slowly .There are many competitors in the market of other countries , these competitors in addition to promotions ,increase the way of payment or other means, may also use the patent portfolio strategy to increase the barriers to competitors,so these incumbents will cause new companies into the market more difficult to survive. This study is based on patent analysis to understand the patent portfolios of main competitors in the market of Taiwan. In addition to the domestic mobile payment companies, foreign mobile payment companies also gradually do business in Taiwan. Accordingly, this study is also included mobile payment companies in the United States and China which provide mobile payment service in Taiwan for comparative analysis. The contents of the analysis include: the number of patent applications, vital cases of domestic or foreign mobile payment companies and the technical funtion matrix of patent applications in the domestic or foreign mobile payment companies. Therefore, this paper analyzed the domestic major mobile payment companies in the Taiwan market and the mobile payment companies of US amd China, especially the US companies are Apple Aand Paypal. Moreover, the China companies are Alibaba Group and Tencent Group. The results of this paper are as follows: 1. Domestic companies of mobile payment in Taiwan are facing a big challenge.2. Foreign companies master important methods and system patents.3. US and China Companies' patents in mobile payment are mostly online payment and integrated technology.

Based on some historical reasons and government policies, about 50% of Taiwanese exports by value are delivered to China and United States, which are the two largest economies in the world. Additionally, the bubbles accompanied by the skyrocketed economy growth of China in recent years, making the young financial market volatile. Therefore, studies about the dynamic relationships between these three countries will help us understand more about the current financial situations and how they may affect each other in the future. Since there are seldom studies about the equity fund flow of China currently, the paper uses market return and equity fund flow of Taiwan, China and United States as variables, quarterly data from 2006 to 2014. First of all, we use ADF unit root test to confirm whether the time series are stationary or not, then we test the VAR model, Granger causality test, and impulse-response function for the relations among market return and equity flow between those three countries. According to the empirical findings, both variables of China and United States have significant leading effect and positive correlation to the market return of Taiwan. After giving an impulse to any of the two variables of China and United States, the market return of the three countries will be effected, and the response of China is the most violent among them. Moreover, the equity fund flow between China and United States have significant interrelationship and negative correlation, which means that funds are flowing between these two countries.

Since the R.O.C government came to Taiwan, and Mainland China fell into the hands of P.R.C.in 1949, the struggle of the civil war continued in the diplomatic acts. Being the US, the superpower of the world , the foreign policy always led other countries. So for a long time, the reseach students concern about the political development and diplomatic relations of the three governments very much. Before 70''s, the P.R.C.government only made friends with other communist countries. The American foreign influence didn''t affect the Mainland china. However, in the wars over the Taiwan strait, the US was often in the hostile side. It could be said that they were born enemies . In 70''s, after the relationsaip normalization, the Taiwan factor became the point that P.R.C.government kept trying to make the US making a concession. The US established diplomatic relations with the P.R.C. government in 1979, and Taiwan''s international position was down to the bottom of a gorge in the world. If according to the P.R.C''s clain, Taiwan is a province of China. No country should ever interfere on the matter, otherwise it would infringe upon the sovereignty of China. Under this logic, the governmental relations between the US and Taiwan are not allowed. And if the US shows concerns about the safety of Taiwan, the P.R.C.government would take it as interference in the Chinese civil affairs. So, American arms sale to Taiwan meant that the foreign strength infringes upon the Chinese affairs, and this was interpreted as American colonialism and imperialism. Thus paper will abopt the method of qualitative ersearch. Through the collection of the data in connection with this article, include the newspapers, periodical magazines, or other thesises and books, this data will be generalized and evaluated furtherly. Execpt the argument by historical conspectus, this paper tries to find the particular subject to discuss. The research has tow methods, one is the historical research, the other is the policy analysis research. In the time range of the research of this paper is from 1949, the breaking up of the two sides of the Taiwan Strait, to 1997.

Using daily return data from January 1, 2001 to December 31, 2014 for TAIEX, SHI, KOSPI and DJIA, this study explores correlations among them. The aim of this study is to compare the relationships among the each stock market before the financial crisis and after the financial crisis whether there are different results from the whole study periods’ by employing Jarque-Bera Test, Unit-root Test, Co-integration Test, and Granger Causality Test. The empirical results from the Jarque-Bera test shows that the distribution of stock indices is not normal. In addition, the null hypothesis under ADF unit root test is rejected. Based on the Johansen co-integration’s testing results, there exist long-term equilibrium relationships between TAIEX, SHI, KOSPI, and DIJA before the financial crisis. In contrast, there are no long-term equilibrium relationships among TAIEX, SHI, KOSPI, and DIJA after the financial. Finally, based on the causality test DJIA affected TAIEX, SHI, and KOSPI.

This study aims to analyze and compare characteristics of course goal, content architecture, and problem type of statistical materials in mathematics textbooks of primary, junior middle, and senior middle schools in Taiwan, China, the United States and Singapore. Research objects include mathematics textbooks of Han Lin Edition (mathematics) used in Taiwan, PEP Edition (mathematics) used in China, Macmillan McGraw-Hill Math Connects and Mathematics-Application and Concepts used in US, and My pals are here! Math Textbook and New Mathematics Counts used in Singapore. The research method adopted in this study is content analysis method. First we used analytical category table formed according to PISA mathematical ability architecture combined with six major statistical literacies and statistical abilities to conduct encoding by teaching unit. Then analyzed proportion, corresponding statistical abilities, statistical literacy forming situation of statistical contents in mathematics textbooks of Taiwan and China, and analyzed what are the differences and characteristics of mathematics textbooks in the four places. The analytical categories in research process were verified by expert validity, rater reliability is 0.92. Based on research results, it could be known that: First, the proportions accounted by statistical content in mathematics textbooks are Taiwan 5.33%, China 9.84%, US 10%, and Singapore 7.19% respectively. Second, statistical abilities can be divided into statistical knowledge, statistical inference, statistical thinking, and chart understanding. In Taiwan statistical knowledge has highest proportion, statistical thinking has lowest proportion; in China statistical thinking has highest proportion, statistical inference has lowest proportion; in US statistical knowledge has highest proportion, chart understanding has lowest proportion; and in Singapore statistical knowledge has highest proportion, statistical thinking has lowest proportion. Third, statistical literacy is divided into a total of six levels. For achievement situation of statistical literacy, in primary school stage Taiwan is at Level 3, China is at Level 4, US is at Level 5, and Singapore is at Level 4; in junior middle school stage Taiwan is at Level 4, China is at Level 5, US is at Level 5, and Singapore is at Level 5; and in senior middle school stage Taiwan, China and US are all at Level 6. Fourth, In terms of difference and characteristic of materials, in US statistical materials has highest proportion; China includes risk and decision as materials in elective mathematics, while other places has no corresponding content; total number of questions in four places varies considerably, but no significant difference in primary school stage; in US textbook materials have combined with digital tools to conduct teaching; Taiwan emphasizes more on the cultivation of statistical knowledge; statistics related units are almost all placed in later section of course; in US and Singapore there are three data representation methods which were not found in Taiwan and China: pictograph, line plot, and stem-and-leaf plot; in early stage Taiwan and Singapore put more emphasis on chart learning, while US and China put more emphasis on data collection; probability is taught earlier in Taiwan and China, while in Singapore and US is taught later; statistical units earliestly in China, and appear most frequently; probability and statistics are combined at later stage of course; however, part of statistical abilities are commonly less or lack of: “can design consistent statistical data according to set conditions”, “can actively correlate issues can be explored for things in life”, and “can understand image presented by data as explanatory basis, avoiding interpretation of charts only according to personal subjective ideas’. This study proposes recommendations for textbook preparation related units, teaching units and personnel, as well as future researches, and it is expected that these recommendations can be used as references for contents and arrangement methods of textbooks, teaching activities, and follow-up researches.

Recently, more literature is discussing idiosyncratic risk. The role of idiosyncratic risk in asset pricing has become increasingly important because investors are limited by wealth, transaction costs, or the influence of trading systems, making it impossible to hold market portfolio to disperse idiosyncratic risk. Most of the previous literature discusses whether idiosyncratic risk has the ability to predict stock return. However, few literatures discuss the relationship between idiosyncratic risk and the economic policy risk of other countries. This paper base on Cheong, Olshansky and Zurbruegg (2011) research framework to examine idiosyncratic risk, and use Baker, Bloom and Davis (2012) economic policy uncertainty index to proxy policy risk. Through the Granger causality test, I examine whether there is the lead-lag relations relationship between idiosyncratic risk. I find that idiosyncratic risk of iron industry has influenced by policy risk of China. And, the idiosyncratic risk of transportation industry has influenced by policy risk of the United States.

Due to the differences of tax regulations between countries, Multinational enterprises take advantage of the different taxation system in minimizing tax cost in order to maximize overall profits. Multinational enterprises not only bear the risks of the double taxation, despite the concern of double taxation, the tax cost saved provides incentives to take the risk to exploit such differences to reduce tax burden. The most common pattern of tax avoidance would be setting up subsidiaries in tax haven or low-tax regions and shifting the income to low-tax regions in order to reduce tax burden.Governments have put the various anti-avoidance laws in effect to prevent tax avoidance. OECD also releases final report on CFC rules under BEPS Action 3 to allow countries without CFC rules to implement recommended rules directly and countries with existing CFC rules to modify their rules to align more closely with the suggested version. The Final Report discusses six building blocks for the design of effective CFC rules:Definition of a CFC (including the definition of control),CFC exemptions and threshold requirements,Definition of CFC income,Computation of income,Attribution of income,Prevention and elimination of double taxation. After the outbreak of the Panama document in 2016, anti-tax avoidance action is carried out in full swing across the world. In Taiwan, the Article 43-3 of Income Tax Act of Taiwan was also passed to regulate the taxation system of controlled foreign companies. In this study,we integrate and analyze the taxation of foreign countries with the CFC rules implemented and more comprehensive international tax law systems. Then we review the process of anti-avoidance in Taiwan, discuss the possible problems and give advice for adopting the CFC rules in the future.

The major purpose of this study is to conduct a content analysis of China geography in high school geography textbooks among Taiwan, Japan, and the United States. It is anticipated to result in a list of categories that summarize what geographers and educators would recommend for inclusion in high school geography textbooks. Both quantitative and qualitative research methods are used in this study for comparison. A list of twelve content categories is developed, which includes: location, landforms, climate, water resources, vegetation and soil, mineral and energy resources, population, economy, transportation, urbanization, and culture. Each category is further analyzed for its inclusion, intensity, and degree of description and exemplification. In content analysis, six analytical categories are used: number and percentage of pages contained in this study, frequency and percentage of various maps in illustration, composition of content in geography textbooks, composition of illustration in geography textbooks, inclusion or omission of specific factors in each topical category, analysis of specific points about each textbook. According to results from literatures review and analysis, the main findings of this study are summarized as follow: 1. Taiwan''s textbook contains the highest propotion of China geography among the three countries’ textbooks. 2. The textbooks of Taiwan and U.S. provide more comprehensive information of China, while the Japan’s textbook emphasizes more on human geography than physical geography. 3. Taiwan’s textbook takes a topic-oriented writing style. U.S. authors write physical geography and human geography in order with some ingridients of history and social study. Japan authors emphasize human geography and international relationship. 4. The writing style of the introduction is different among textbooks. Taiwan’s textbook is somehow dry, flat and not well organized while Japan and U.S. authors make better use of images so that their textbooks appear more interesting and attractive. 5. All three textbooks rely more on pictures than maps. 6. The ratio of the number of pages containing images are more than 80%, and the highest is Japan’s textbook. 7. The size of images in Japan’s textbook is the smallest, while which of U.S. textbook is the biggest. This difference is affected by the size of textbooks. 8. The thematic maps in Japan’s textbook contain the most information. According to the conclusions above, this study offers suggestions for future textbooks editing, teachers’ instruction and further study.

For modernization of patent laws, the United States, China and Taiwan are undergoing patent reform, each amending its damages provision. This thesis categorized forms of damages calculation in three countries, and tried to analyze its amendment from the perspective of patent reform in each country. This thesis analyzed the possible impact of specifying the apportionment rule and entire market value rule in Section 284, 35 United State Code. In addition, three standards of willful infringement with enhanced damages were concluded. First, the traditional willfulness doctrine in Underwater Devices case is the affirmative duty of due care which sets a lower threshold of willing infringement that is more akin to negligence. Second, willfulness in Seagate case requires at least an objective recklessness. Third, willfulness in Patent Reform Act of 2009 requires an objective recklessness in three different conditions; such proposal may restrict the discretion of the court. With national intellectual property strategy to improve the domestic capacity of innovation and to build an innovative country, the third amendment to Patent Act of the People's Republic of China becomes in effect in 2009. Article 65 in the new Chinese Patent Act codifies the statutory damages in the range of RMB 10,000 to 1,000,000, compared to the current range of RMB 5,000 to 500,000 provided by the Supreme People’s Court judicial interpretation. In the perspective of litigation costs, statutory damages award may be a more economic approach but subjective judgment could have implication caused by lack of factual evidence for damages calculation. Article 65 also codifies that the amount of compensation shall include reasonable cost for ceasing patent infringement by the right holder, however, how to measure the reasonable cost is not clear. Although the new Chinese Patent Act does not include punitive damages, the maximum statutory damages, other related civil liability and administrative penalty are increased. Such amendments may increase the pecuniary burden of the infringer and expect to lead to more deterrent effect on patent infringement and encourage innovation. In the context of international regulation change, national technology policy change and establishment of professional Intellectual Property Court, comprehensive review of Taiwanese Patent Act is ongoing. The proposed bill adds “equivalent amount of royalty for implementing the patent invention as damages” into Article 85 of current Taiwanese Patent Act. However, it is not clearly codified that a reasonable royalty must be justified and such royalty calculation is to set a floor for damages award. The proposed bill abandons punitive damages for willful infringement. In such proposal, the result of willful infringement may not be a substantial additional risk but only a cost of doing business, because the litigation cost and damages award are not so high, and there is no attorney fee award or criminal penalty in Taiwanese patent regulation system. Hence, reconsideration of retaining punitive damages is suggested.

With the rapid development of Internet and smart phones, the dependence of Internet is more important and become an indispensable tool in people's lives. This study captured online reviews from Tripadvior and adopted NVivo software. Based on the content, content analysis was conducted to explore consumer inner perceptions. This study used 1500 reviews which published by consumers who are from Taipei(Taiwan), Shanghai(China), and New York(USA), using text mining, text analysis, Importance-Performance Analysis (IPA), and sentiment analysis. The five major aspects of the service quality, DINESERV (Food Quality, Service Quality, Environment and Atmosphere, Price and Value, and Convenience) were used, and consumers' comparisons between affordable and fine dining restaurants will be discussed. This study provide a more comprehensive and complete accurate results are managed and improved by profit-makers. In affordable restaurants, results found that there are differences in the facets consumers are concerned about in the three regions. Taiwan, China, and the United States attach importance to “food quality” and “price and value” in the five major facets, compared to the United States. The two countries attach more importance to another aspect of “service quality” and have the lowest satisfaction in “environment and atmosphere”. In fine restaurants, Taiwan, China, and the United States attach importance to “food quality” and “service quality” in all five aspects. The United States has placed more emphasis on another aspect of "environment and atmosphere" than two countries. All three countries have low satisfaction in "price and value." This study try to provides a complete analysis and suggestions to restaurant operators in Taiwan, China, and the United States.

Given the fact that the international fragmentation of production has become prominent these days and Taiwan’s exports to China have been increasingly growing, this study attempts to empirically explore the trends and changes in the value added brought by Taiwan’s exports to China, Japan and the United States and further compares with the main trade competitor, South Korea based on the Foster-McGregor and Stehrer (2013) model and the world input-output tables provided by the WIO database that includes 41 countries from 1995 to 2011. The empirical results are as follows: 1. The proportion of the domestic value added in the sum of foreign and domestic value added created by the total exports in Taiwan and South Korea has decreased year by year, which is resulted by changes in the world production patterns, such as fragmentation of production or the increase of vertical specialization. This is corresponding to the results of Hummels et al. (2001) and Foster-McGregor and Stehrer (2013). 2. From the perspective of value added, Taiwan and South Korea are mostly dependent on the export trade with China. In Taiwan, more than a third of the proportion of the domestic value-added created by the total exports is contributed by the exports to China, whereas it is approximately a quarter in South Korea. 3. Taiwan’s exports to China account for the highest; however, the proportion of domestic value added in the sum of foreign and domestic value added created by the exports to China is only about 50.46%, while it is 53.97% for Japan and 56.03% for the United States. In terms of the amount of money, only $50.46 in the $100 dollars of domestic value added created by the exports to China contribute to the domestic economy, while it is $53.97 regarding to Japan and $56.03 to the United States. 4. As for South Korea, the proportion of its’ domestic value added in the sum of foreign and domestic value added created by the exports to China, Japan and the United States respectively accounts for 55.44%, 51.43% and 59.25%. Except the exports to Japan in 2011, South Korea has a higher proportion of the domestic value added than Taiwan regardless of exports to China, Japan or the United States in most of the time. Although Taiwan has a lower proportion of the domestic value added created by the exports to China, Japan and the United States than South Korea in most of the time, the decline in the past 17 years is smaller.
