Abstract:
In an understocked game management area surrounding privately managed Kasanka national park in the Central Province of Zambia, local attitudes towards conservation and park-people relations were examined in the context of a community based natural resource management program. A semi-structured questionnaire was administered to 260 households and a multiple linear regression was used to analyze the data. Significant socioeconomic factors and attributes of households relevant in explaining positive conservation attitudes were education, employment with the park, and experience with outreach efforts. Outreach though is constrained by the limits on revenue generation of a small park, low communication of program purpose, and poor relations between park management and the chief. Support for conservation is undermined by antagonism between locals and wildlife scouts and crop damage by elephants. However, attitudes should improve with a strategy to address human-elephant conflict and enhance communication of the programs accomplishments and objectives.

Abstract:
China continues to invest in natural resources in Africa to fuel its economic growth.China’s expanded presence in Africa has contributed to growing tensions within the Sino-African relationship. This thesis examines a variety of historical factors that have contributed to the increased presence of China in Africa, and how these factors have evolved into the foundations of the tensions observed today. By exploring the historical patterns of the Sino-Zambian relationship, this thesis will shed light on the foundations of the underlying tensions between the two countries. With the Zambian election of 2006 as a focal point, China faced a political crisis that threatened their broader economic future. Using a double-pronged economic and political approach to mitigate the crisis, China avoided losing its economic interests in the 2006 Zambian election. But in the long run, China has continued facing the same anti-Chinese sentiments in Zambia which questions the viability of their political risk management strategy. This thesis argues that for China to mitigate a political crisis in another African country most effectively, they must modify their strategic decision making model for managing political risk. This thesis proposes an alternate framework which would most effectively address underlying tensions between China and Africa.

Abstract:
Bangweulu Wetlands is a 6000 km² public-private-partnership conservation area in northeastern Zambia, lying on the south-eastern margins of the Bangweulu Swamps, Congo River system. The area is important for wildlife conservation, tourism and as a fishing ground for the local inhabitants. This study provides a baseline of the fish and fisheries of this area. The conservation area is situated on the transition zone between woodland, floodplain and swamp. A total of 42 fish species representing 12 taxonomic families were collected. The fish fauna of the area was characterised by a diversity of small cyprinids (14 species), cichlids (9 species), clariid catfishes (4 species) and mormyrids (4 species). Species such as Clarias gariepinus, C. ngamensis, Marcusenius macrolepidotus, Tilapia rendali, T. sparrmanii and several small Barbus species were shared with adjacent floodplain systems such as the upper Zambezi and Kafue rivers. Fishing was undertaken by fishing groups consisting of a fisherman and his family, or a group of men fishing together. Access to the fishing grounds was controlled by traditional fishing leaders, who collected tribute from fishermen. Fishing groups utilised fixed, distinct fishing areas determined by ancestry. The most important time for fishing was during the drawdown phase of the floodplains, from March until June. During the dry season fewer groups were engaged in fishing, with many having returned to farming activities. The main fishing methods of the floodplain fishery were basket traps and mosquito-mesh funnel nets set into earth fish barriers (fish weirs) constructed on the plains, various mesh sizes of gillnets, hook longlines and seine nets. The use of fish spears, drag baskets and piscicides was of lesser importance. Most fishing gears were constructed of a variety of natural and modern, manufactured materials. The fishery was multi-species and 23 fish species were recorded from in catch. The three most important species in the catches were C. gariepinus, T. rendalli and M. macrolepidotus. Together these contributed 67% by weight to the catch. Catch-per-unit-effort (CPUE) for the different gears was 0.4 ± 0.3 kg.trap.night⁻¹ for basket traps, 2.7 ± 4.6 kg.net.night⁻¹ for funnel nets, 0.3 ± 0.5 kg.50 m net.night⁻¹ for gill nets, 3.5 ± 6.3 kg.100 hooks.night⁻¹ for longlines, 1.79 ± 1.11 kg.haul⁻¹ for mosquito-mesh seine nets and 6.87 ± 6.27 kg.haul⁻¹ for larger-mesh seine nets. The weight of average daily landings of fishing groups, using a variety of gears was 7.8 ± 7.4 kg. Fishermen were able to maintain the same catch rate between dry and wet seasons, with no significant differences (p < 0.05) in daily landings between seasons. Yield per fisherman for a seven month season, which required 2-3 relocations due to falling water level, was 1.64 t based on catch assessment, and 1.9 t from a socio-economic survey. A tentative yield per area estimate for the area was 2I7 kg.ha⁻¹ over the three month shallow-floodplain fishing season. Most fish landed in the fishery were processed into sundried or smoke-dried products. These were used for 1) home consumption, 2) trade with village farmers (from up to 70 km inland of the fishing grounds) in exchange for staple starch meal, and 3) sold to urban fish traders, reaching markets as distant as Lubumbashi in Democratic Republic of Congo. Fish traders toured fishing camps to buy fish, supporting auxiliary industries such as transport and accommodation services. The price for dried fish at source was 3.14 ± 1.34 USDlkg and the market price reported for the Zambian Copperbelt was 6.14 ± 2.54 USD/kg. Typical returns on investment in fish trading were estimated as 68-77%. The fishery was considered to be biologically and socially sustainable. By harvesting a seasonally transient assemblage of species with high productivity and biological turnover rates and with life histories adapted to high mortality, fishermen were able to maintain a stable and viable livelihood. Management recommendations for the area were that a fisheries management plan be developed that would seek to strengthen the traditional system of rights-allocation, address problems between fishing and tourism activities, and enhance communication between fisheries and conservation stakeholders. To do this it was recommended that: 1) conservation authorities recognise the importance of the fishery, 2) no changes to current effort levels and fishing methods were necessary, 3) points 1 and 2 above be used to improve communication and trust between conservation authorities and fishermen, 4) customary resource-access mechanisms be understood and strengthened so that local inhabitants' rights to the resource are protected, 5) fishermen help formulate and accept conservation and tourism rules, 6) tourists and guides be made aware of the function of the fishery, 7) a fisheries management forum of key community, government and conservation stakeholders be formed to shape and implement the fisheries management plan, 8) locally-adapted bylaws be created to legitimise crucial floodplain gears currently considered illegal (e.g. mosquito-net gears, fish weirs), 9) no intervention to formalise fish trading be made, and 10) a trained person with a fisheries background be hired oversee the implementation of the recommendations.

Abstract:
This dissertation examines, both theoretically and empirically, the effects of international policies, especially of sanctions, on conflicts. In theoretical analysis, we consider conflicts (both civil and inter-state) related to natural resources and examine how sanctions on natural resource exports affect the intensity of conflicts. However, for the empirical analysis, we consider only the civil conflicts and examine how international sanctions affect the duration of civil conflicts. In chapter 1, we develop a two-period general equilibrium model on the relationship between natural resources and civil conflicts. Contrary to the most of the existing literature, we assume that resource extraction and wage rate are endogenous during the conflict. We find that the effects of current international sanctions on civil conflict depend critically on whether the budget constraints of the warring groups are binding or non-binding, and whether wage rate is exogenous or endogenous. Under both binding and non-binding budgets, the current sanction can be counter-productive. However, a threat of future sanction reduces conflict intensity, when the budget constraint is non-binding. An improvement in agricultural productivity may also limit the conflict. Our results also suggest that the most effective policy for conflict resolution would be bilateral piece-meal reduction in war efforts. Chapter 2 develops a two-period general equilibrium model linking natural resources to inter-state conflict, treating resource extraction and wage rate are endogenous. First, we characterize the war equilibrium and derive a number of properties of it. Second, we examine the effects of different types of trade sanctions imposed by the international community on war efforts of the two countries. We find that a temporary current sanction on both countries, or even on one of the countries, will be counter-productive, and an anticipated future sanction on both countries will unambiguously reduce war intensity. Whether an anticipated future sanction on one of countries will reduce war intensity will depend on the level of resource stock; the effect of a permanent sanction on both countries is ambiguous: war intensities will fall only if the resource stocks of the countries are sufficiently high. Finally, in chapter 3, we examine empirically the effects of international sanctions on the expected duration of civil conflicts. Contrary to the most of the previous findings, we find that sanctions reduce the expected duration of civil conflicts. Our finding is robust for different controls, different parametric models, and with consideration of endogeneity of sanctions. However, not all types of sanction are equally successful in shortening conflicts. Total economic embargoes and arms sanctions are effective, but trade sanctions, aid suspension, and other sanctions do not work. We also find that both multi-lateral and unilateral sanctions (mainly US sanctions) can reduce duration of civil wars.

Das Untersuchungsgebiet, die Nha Phu Lagune, weist eine massive Degradation der fischereilichen Ressourcen auf. Die „Rural Livelihoods“ in den Gemeinden dieser Küstenregionen sind durch diese Degradation gefährdet. Da, die Ressourcennutzungsentscheidungen einzelner Haushalte von vielen Faktoren abhängen, bedarf es eines multi-sektoralen Forschungsansatzes. Dieser ermöglicht, die Komplexität und die Diversität des Ressourcennutzungssystems und seine Nutzer, zu erfassen. Das Integrated Natural Resources Management (INRM) ist ein multi-sektoraler Forschungsansatz, der innovative und flexible Managementformen zu entwickeln versucht, um natürliche Ressourcen nachhaltig zu nutzen. Interdisziplinarität und die Betonung von Partizipation sind zentrale Kennzeichen des angewandten INRM-Forschungsansatzes. Diese interdisziplinäre Vorgehensweise berücksichtigt sowohl sozio-ökonomische und institutionelle Einflussfaktoren, z.B. Ressourcennutzer-Gruppen und bestehende Regulierungen und Gesetze, als auch biologische und produktionstechnische Einflussfaktoren, z.B. Aquakultur und Fischfangtechniken. Während eines sechs monatigen Untersuchungszeitraums unter Anwendung Partizipativer Aktionsforschung und des INRM-Ansatzes wurden 12 Dörfer im Umkreis der Nha Phu Lagune besucht. Der innerhalb der Partizipativen Aktionsforschung angesiedelte Lernzyklus generiert Wissen durch die Reflektion von gesammelten Daten, die kontinuierlich an die Beteiligten zurückgeführt werden. Die Erhebung mittels Fragebögen, halbstrukturierter Interviews, Gruppendiskussionen, Observierung, „Resource Mapping“ und Venn Diagrammen identifizierte Ursachen für die Degradation fischereilicher Ressourcen. Diese Informationen wurden dann an die Beteiligten weitergereicht, was zu neuen Erkenntnissen über alternative Ressourcenmanagementstrategien führte. Die Integration biologischer und sozio-ökonomischer Aspekte erfasste die Komplexität des Ressourcensystems Nha Phu Lagune und seiner Nutzer. Dies beinhaltet eine Vielzahl von verschiedenen Ressourcen, Akteuren, Ebenen, Institutionen, Entscheidungsstrukturen, Livelihood Strategien, Trends und assoziierte Probleme des nachhaltigen Managements natürlicher Ressourcen.
The selected study site, Nha Phu Lagoon is characterized by massive degradation of coastal fishery resources. As a result rural livelihoods in coastal communities are threatened. Since household decisions concerning resource use are influenced by several factors, a multi-sectoral approach is necessary. A multi-sectoral approach enables to comprehend the complexity and diversity of the resource system and its users. Integrated natural resources management (INRM) is one multi-sectoral research approach that aims to develop innovative and flexible management forms to manage natural resources in a more sustainable way. The applied INRM-approach is characterized through strong interdisciplinarity and participation. Interdisciplinary means that socioeconomic and institutional aspects, e.g. resource-user groups and existing legal arrangements, are combined with biological as well as production system aspects, e.g. mangrove reforestation as well as aquaculture or gear-fishing techniques. For a period of six months participatory action research following an integrated natural resource management approach was carried out visiting 12 fishing villages around Nha Phu Lagoon. The inherent ‘learning cycle’ in participatory action research generates knowledge in a process of reflecting on the collected data that is continuously fed back to the participants. During questionnaires, semi-structured interviews, group discussions, observations, resource mappings, and Venn diagrams reasons for the degradation of fishery resources were gathered. This information was then shared with participants, which led to new insights as well as alternative resource management strategies. The integration of biological and socioeconomic aspects identified the complexity of the coastal fishery resource system Nha Phu Lagoon and its users. This includes a multitude of different resources, actors, levels, institutions, decision-making structures, livelihood strategies, trends, and associated problems in the sustainable management of the natural resources.

Abstract:
Dynamic optimization methods have become increasingly important over the last years in economics. Within the dynamic optimization techniques employed, optimal control has emerged as the most powerful tool for the theoretical economic analysis. However, there is the need to advance further and take account that many dynamic economic processes are, in addition, dependent on some other parameter different than time. One can think of relaxing the assumption of a representative (homogeneous) agent in macro- and micro-economic applications allowing for heterogeneity among the agents. For instance, the optimal adaptation and diffusion of a new technology over time, may depend on the age of the person that adopted the new technology. Therefore, the economic models must take account of heterogeneity conditions within the dynamic framework.
This thesis intends to accomplish two goals. The first goal is to analyze and revise existing environmental policies that focus on defining the optimal management of natural resources over time, by taking account of the heterogeneity of environmental conditions. Thus, the thesis makes a policy orientated contribution in the field of environmental policy by defining the necessary changes to transform an environmental policy based on the assumption of homogeneity into an environmental policy which takes account of heterogeneity. As a result the newly defined environmental policy will be more efficient and likely also politically more acceptable since it is tailored more specifically to the heterogeneous environmental conditions. Additionally to its policy orientated contribution, this thesis aims making a methodological contribution by applying a new optimization technique for solving problems where the control variables depend on two or more arguments --- the so-called two-stage solution approach ---, and by applying a numerical method --- the Escalator Boxcar Train Method --- for solving distributed optimal control problems, i.e., problems where the state variables, in addition to the control variables, depend on two or more arguments.
Chapter 2 presents a theoretical framework to determine optimal resource allocation over time for the production of a good by heterogeneous producers, who generate a stock externalit and derives government policies to modify the behavior of competitive producers in order to achieve optimality. Chapter 3 illustrates the method in a more specific context, and integrates the aspects of quality and time, presenting a theoretical model that allows to determine the socially optimal outcome over time and space for the problem of waterlogging in irrigated agricultural production. Chapter 4 of this thesis concentrates on forestry resources and analyses the optimal selective-logging regime of a size-distributed forest.

Abstract:
Water resources management is high on the agenda both locally and globally because of its important role in social, economic and environmental development. For example, as part of the 2030 Agenda for Sustainable Development, all United Nations Member States adopted 17 Sustainable Development Goals (SDGs) in 2015 that covered thematic issues including water, energy, climate, oceans, urbanization, transport, science and technology. Sustainable Development Goal (SDG) no.6, which targets universal access to safe and affordable drinking water for all by 2030, is of particular interest in this study. The mining industry contributes to socio-economic development; however, it has also contributed to declining water quality in rivers and lakes in many regions globally. In this study, the status and governance of water resources within the Copperbelt province of Zambia over the period 2000 to 2020 was examined. The study investigated population and economic growth within the region and its correlation with changes in water quality and quantity. The research also focused on understanding the ways copper mining is affecting local water resources. The study also investigated challenges faced by regulators and institutions in the water sector, and considered how these challenges could be addressed. Secondary data was obtained from government institutions within Zambia such as National Water Supply and Sanitation Council (NWASCO), Water Resources Management Authority (WARMA) and Zambia Environmental Management Agency (ZEMA), which are the key institutions in the water sector and the environment. Semi-structured interviews were also conducted with the three key institutions in the water and pollution control sectors. The results showed that the total population in the Copperbelt province has increased by 20% since 2000 to a total of 1 972 317 in 2010. The population is projected to be 2 669 635 in 2020, representing about 27% increase from 2010. The rural population is projected to be 423 511 in 2020, representing about 11% increase from 2010 while the urban population will be 2 246 124 in 2020 representing about 29% increase from 2010. The majority of this growth has occurred in urban areas, which grew by about 30% from 2000 to a total of 1 595 456 in 2010. Rural population has increased by 8% since 2000 to a total of 376 861. The results also showed increased economic activities driven mainly by copper mining. Water abstraction has generally declined since 2000 mainly due to decrease in mining activities. In 2000, about 1 million m3 /day was abstracted in the Copperbelt province and about 600 000 m3 per day in 2005. The reduction in 2005 could be attributed to reduction in mining activities and institutional changes in the water sector. Water production and consumption from commercial utilities has generally been in decline from 2000 to 2017. This is also the case with water consumption per capita and water production per capita. For example, water consumption per capita per day in 2001 was 203 liters and reduced to 113 liters in 2017, representing a 44% reduction in consumption. The results showed that water consumption from 2004 to 2008 averaged 100 million m3 while the production averaged 160 million m3 per year. NWASCO attributed the general downward trend in water production and consumption in the province to maintenance and rehabilitation of water infrastructure, and investment in new infrastructure, thereby reducing the unaccounted-for water. The other reason could be that new housing developments prefer to use groundwater sources rather than utility water (supplied by water companies). The reduction could also be attributed to the cost of water and that consumers needed to adjust from the background where utility services such as water supply and sanitation were the sole responsibilities of the mines (ZCCM), prior to privatization. In terms of water supply and sanitation coverage, there has been an increased coverage since 2000. In 2001, the population that had access to water supply and sanitation was 81% and 46%, respectively. Therefore, roughly 50% of the population had no access to sanitation. However, in 2017 the population with access to water supply and sanitation was 91% and 75%, respectively. This represented only 25% of the population in serviced areas that had no access to sanitation. Between 2007 and 2008, the sanitation coverage had seen a reduction compared to the year 2006. This was due to institutional changes on the Copperbelt province, and the 2008 economic recession – the mine townships that were previously serviced by an asset holding after privatization of the mines were taken over by other utility companies. Consequently, the service delivery in the province initially dropped, but then started increasing again in 2009.

Nous explorons le lien entre partage d'information (PI) et gestion collective de ressources naturelles (GRN). Pour déterminer ce lien, nous nous sommes interessé aux ostréiculteurs, acteurs sensibles à la qualité de l'eau et touchés par un virulent virus. Ces acteurs ont développé et utilisent divers artéfacts de PI. Ces artifacts sont destinés à faire face à des menaces potentielles. L'identification de ce point fondamental a mené à développer le concept de menaces. Elles sont définies par le modèle (Acteurs, Caractéristiques, Infrastructure, Décisions, Environnement). Elles sont organisées le long de deux axes: l'internalité et l'exclusivité. Formuler la situation des ostréiculteurs en utilisant ce concept permet une caractérisation des enjeux pour les artéfacts de PI pour la lutte contre les menaces. Nous avons utilisé le cadre ENCORE pour une analyse qualitative et la SMA pour une quantitative de l’impact des artéfacts. La recherche montre qu'ils peuvent avoir des buts, media et contenus variés, améliorer la réflexivité, ou mener à peu, voire aucun changement. Ces améliorations sont liées au processus de création de l'artéfact
I explore how information sharing (IS) and natural resources management (NRM) are linked.To determine this link, I focused on oyster farmers, actors sensitive to water quality and impacted by a virulent virus. Those actors implemented and use diverse IS artifacts. Those artifacts are meant to face potential threats. Realizing this focal point led to develop the threat concept. They are defined by the (Actors, Characteristics, Infrastructure, Decisions, Environnement) model. They are organized along two axes: internality and excludability. Framing oyster farmers’ situation with this concept allow a characterization of stakes for IS artifacts to tackle threats.I used the ENCORE framework for qualitative assessment of IS artifacts impacts and a MAS for a quantitative one. The research shows that they have various goals, media and contents; can increase reflexivity or have little to no impact. Those changes are linked to artifact creation process

The thesis is developed in two parts. Part I defines the model and principles which are applied in Part II to a case study of forestry planning in community watersheds. For some years now there have been calls for natural resources management on an ecological basis. To achieve this, the law must define legal rights and procedures which ensure that all affected human interests are taken into account in management decision-making. The decision-making is characterized as a bargaining process aimed at balancing the competing interests of all affected parties. Bargaining connotes a use of negotiation and agreement. However, the established legal uses of these techniques are restricted to situations involving few parties. Complex integrated resources management has been conducted primarily through expert discretionary administration. But bureaucratic administration of complex issues is now understood as an inherently political process fraught with scientific and values uncertainties and lacking legitimacy because it is not effectively accountable to the parties whose interests are affected. The recent experience with environmental alternative dispute resolution ("ADR") suggests techniques for all affected parties to be taken into account by representative negotiation and agreement. A review of examples of environmental ADR provides some principles about the use of negotiation and agreements to supplement the regulatory processes of integrated resources management. Those principles relate to the assertion of legal rights, the need to remedy dissatisfaction with judicial procedures and the adversary system as means to challenge regulatory decisions, the negotiation process itself, and the regulatory approval and implementation of negotiated agreements. The case study commences with an analysis of the legal context. It reveals an uncertain regime of legal rights and authority. The Ministries involved have great discretionary authority; the forest licensee's legal relations are principally of a contractual nature with the Crown; and the water licensees' rights are ill-defined. This uncertain legal regime does not facilitate bargaining between the affected resource licensees. The integrated resources management framework established under administrative authority does have the potential to facilitate bargaining. Whilst the new framework is innovative and establishes new institutions, rights and duties, it is difficult to determine authoritatively the elements of that framework because they are found only in a set of policy documents and are still subject to the uncertainty of administrative discretion. Negotiation and agreements may occur in a number of different contexts in the integrated resources management framework, especially in the context of the Technical Review Committee which is the main arena for negotiation between the interested parties. There is a commentary on the negotiation process, much of the material for which was gathered in interviews with representatives of the parties involved. Various reforms of the framework should be considered to facilitate bargaining and confine administrative discretion. Principal among these are the right of all parties to appeal to an administrative tribunal when the regulatory decision is made without the consensus of the negotiating committee, and clarification of the method of adjudicating compliance with regulatory conditions. In summary, the whole framework established by the policy documents should be revised and given a legislated base. In doing this, certain legal questions need to be considered. Ultimately, the utility of the model proposed depends upon the capacity of the law to define the various natural resource interests of all people in the community.

Abstract:
This research spans a variety of research topics with a common theme, providing decision support through the development and analysis of methods that assist decision making for natural resource and wildlife management. I used components of structured decision making and decision analysis to address natural resources management problems, specifically monitoring and estimating the status of harvested populations, as well as data collection decisions for landscape conservation. My results have implications for the way populations are monitored and their status is estimated. I find that the inclusion of error in data collection can have a substantial impact of the performance of abundance and growth rate estimates of harvested species and that the selection of estimation methods depends on what management objectives are most important. For example, the Sex-Age-Kill population estimation method best estimates the size of populations, while the Downing population reconstruction method better estimates trends in population growth rates. I provide a framework to support selection of the best estimation method while considering a monitoring program as a whole. Based on this framework the Vermont Fish and Wildlife Department will obtain the most benefits from a monitoring program including necropsy analysis that uses the Downing method to track population status. Finally, I demonstrated the use of value of information analysis as a tool to determine the relative expected benefits of addition spatial data collection for use in landscape mapping and conservation. This type of analysis can provide conservation agencies with a planning tool to direct budgets and mapping efforts.

The research study provides a participatory methodology appropriate for the management of natural resources. The major natural resources, i.e., agriculture, forest and community lands are considered. A large proportion of these resources is degraded or is in various stages of degradation. The past and the present management practices have been inadequate to maintain these resources in proper state for sustainable use. In this study, a planning process for the management of these natural resources is demonstrated by selecting a typical site which consists of six villages, with their resources, at Sohna in Haryana State of India. It involves different participants, namely the local people, Village Panchayats (village level elected administrative bodies) and the government agencies which are responsible singly or jointly for the management. In the planning, the natural resources and the goods and services derived from them along with people, livestock and their activities are viewed as an interactive and inter-dependent, 'whole system'. A systems approach has been used, beginning with detailed analysis of socio-economic and bio-physical major sub-systems of the selected site, which is followed by integration of different components of the sub-systems to achieve the specified objectives (environmental amelioration and social welfare) and goals (demand of food, fodder, timber and other minor products, employment opportunities and maximisation of income) through the use of mathematical programming especially goal and linear programming. Two alternative management scenarios - village level and community level - are presented and discussed. The salient features of this study are integration of agriculture resource with the management of common and forest lands, hitherto all of them managed singly, holistic view of management and the participation of stakeholders in the management process.

Sustainability of natural resources is currently a concern worldwide. The ecological and economic aspects of sustainability have received substantial research attention, but the social aspects of sustainability are less well understood. Participation by affected communities in natural resource management decisions is pivotal to social sustainability. As such, this study examined ten case studies of participation and decision-making by natural resource management groups involved in agriculture in the south-west of Australia. Groups at four spatial scales were studied, including the State, regional, land conservation district (Shire) and subcatchment. Drawing on these ten case studies, this study analysed participation in these groups from the perspectives of representation, leadership and partnership. Crucial elements of this analysis included identifying the desirable attributes of participation in terms of achieving social sustainability, and then comparing current practice against these ideals. The study concludes with comments about the efficacy at each spatial scale of current approaches to participation in terms of social sustainability. Central conclusions from this study follow. Some scales are performing better than others in terms of meeting the expectations expressed through the desirable criteria. The State scale is performing well, in terms of its mandate, with its lower expectations than those ascribed to regional and subcatchment scales clearly being met. On the other hand, the expectations associated with the community- and government-led regional groups and subcatchment groups are enormous. The only place where there was any major difference between the three was in representation: it was barely considered by respondents from the subcatchment groups, while for the regional groups less of the expectations were met by the community-led than government-led groups. Otherwise they were very similar. The land conservation districts, caught between the regions and subcatchments, seem to be faring the poorest.

Research efforts conducted in coastal areas of North Carolina andother regions have documented numerous examples of negative impacts toestuarine water quality as a result of unplanned and unmanaged development.However, new construction is continuing at a rapid pace in these areas,forcing local planners to make complex decisions regarding land uses andprotection of cultural and natural resources.

A Geographic Information System (GIS) is a computer-driven toolthat has proven valuable in assisting with this decision making process.GIS technology provides the means to efficiently collect, store, and retrievevast amounts of spatial data. Then, this information may be visually displayedin a manner that supports better understanding and analysis of the physicalenvironment and the potential impacts of growth.

There have been many instances during the past decade in whichGIS has been used to meet the educational and informational needs of citizensand local officials who want to ensure a strong economy and healthy environmentis planned for the future of their community. Most of these projects haveoriginated at the state level, either through the North Carolina CooperativeExtension Service, or other agencies.

A number of zoning options and growth management planning measureshave recently been recommended that coastal government officials shouldconsider for promoting stewardship and protecting important natural resourceswhile continuing to maintain economic vitality. This paper focuses on theapplication of GIS for analyzing and implementing many of those strategieswith emphasis on local responsibility.

In particular, the natural suitability of cluster development forCurrituck County, North Carolina, is examined with GIS. Attention to growthmanagement planning in this coastal county is critical since the populationis projected to increase over 73 percent from 1990 to 2020. GIS data layersfrom the North Carolina Center for Geographic Information and Analysis,as well as digitized Federal Emergency Management Agency Flood InsuranceRate Maps, are used to determine the extent of Primary Conservation Areasin the county. This is a study about rural households making a living from a declining natural resource base and surviving in a changing rural economy in rural Philippines. Informed by the political ecology and feminist environmentalism theoretical frameworks, the study uses empirically-based theorizing to elucidate social factors that influence household resource management strategies. Interactions of class and gender relations, the coexistence of market and nonmarket relations, and the power of social networks are among the social constructs that shape the everyday choices and decisions of household resource users. The findings of this study suggest that a "technological fix" model to address resource degradation is not the answer. I conclude by stating that building social capital and engendering local control of resources are keys to sustainable natural resource management.

The sustainable use of natural resources is of utmost importance for every community. In particular, it is important for every given generation to plan in such a way that proper provision is made for future generations. The scientific understanding of resources use and appreciation for its life-supporting capacity is therefore essential. Mathematical modeling has proved useful to inform the planning and management of strategies for sustainable use of natural resources. Some specific topics in resource management has been studied intensively through many decades. In particular, mining, fisheries, forestry and water resources are among these. Instead of presenting a study of the latter topics, this dissertation presents a variety of cases of mathematical modeling in resource management. The aim is to improve the general understanding of the relevant problems. We expand on existing literature, papers of other authors, and add to such studies by focusing on specific items in the work, illuminating it with further explanations and graphs, or by modifying the models through the introduction of stochastic perturbations. In particular this dissertation makes contributions by giving more explanation, on the so-called environmental Fisher information or EFI for brevity (Section 2.4 and Chapter 6), and by introducing stochasticity into a pest control model (Chapter 4) and into a savanna vegetation model (Chapter 5). In Chapter 3 we present a model from the literature pertaining to the problem of shifting cultivation, i.e, the use of forest land when used for subsistence level agricultural purposes, until the land is so degraded that the occupants abandon it and move on to a new stand. The model used to study the shifting period is similar to the forest rotation problem. A model, already in the literature, for biological control of a pest is studied in Chapter 4. Onto the deterministic model we impose a stochastic perturii bation, so that we obtain a stochastic differential equation model. We prove stochastic stability of the disease-free state, when the basic reproduction number of the pest is below unity. We have performed simulations of solutions of the stochastic system. In Chapter 5 we review an existing ordinary differential equation model for the competition between trees and grass in savanna environment. The competition between them is for soil water, fed by annual rainfall. On the other hand, trees and grass are perturbed by fire, and some other environmental forcings such as herbivores. For this ODE model, we introduce stochastic perturbations. The stochastic perturbations are in the form of three mutually independent Brownian motions. Simulations to illustrate the effect of the stochasticity are shown. We present a three-tiered predator-prey model and consider its stability in terms of Fisher information. This appears as Chapter 6. The Fisher information is defined on the basis of the so-called sustainable measures hypotheses. The model is already in the literature and in the dissertation we present several computations to show the influence of carrying capacity of prey and of mortality rate on EFI. Another problem that we consider, in Chapter 7, is that of lake eutrophication caused by excessive phosphorus inflow. The computation illustrates the management of the runoff nutrients into or out of the lake. Necessary and the sufficient conditions for an optimal utility management are obtained using standard optimal control theory. The results of this dissertation demonstrate the modeling techniques in the sustainable use of natural resources. Sustainability is the quest for equal opportunities over all generations. The manner in which this sustainability is quantified in models is being debated and improved all the time. The discourse on sustainability is especially important in view of a growing world population, and with forcings such as climate change. The most important original contribution in this dissertation is the stochastic analysis on the pest control model and the savanna model.

Agriculture and Natural Resources (AGNA) are concerns on reservations across the entire United States. Issues related to the practice and accessibility ofthe natural environment is important for the future of individuals, tribal governments, and the US government. On the forefront to maintain tribalauthority and sovereignty over AGNA is tribal/state/federal programs designed to address certain economically based AGNA on reservations. With limited funding and resources much needs to be done in the field of tribal AGNA. In the middle of the struggle is the Federally Recognized Tribal Extension Program Agent,attempting to analyze, think critically about AGNA issues, and develop culturallysensitive AGNA recommendations to the tribe and individual tribal members.A study was conducted using a survey instrument to describe the unique experiences and knowledge of FRTEP agents, and apply that knowledge to structuring a culturally sensitive tribal AGNA department. The following literature and survey instrument was developed to extract the FRTEP agents understanding and experiences in the world of tribal agricultural and natural resources. How would they (FRTEP agents) design an adequate AGNA program for tribes? How would they assist tribes in administering their own form ofAGNA, within an already designed and formatted AGNA departmental structure?This research was designed to give tribes resources that assist them in the development and management of AGNA. FRTEP agents are utilized for their knowledge of tribal AGNA and their experience working with tribal cultures on AGNA.

This thesis is an account of the challenges people in Tyefu Location, Peddie District, and specifically in Gwabeni village, face in their attempts to manage their common pool natural resources. Taking my analytical cue from the literature which deals with the institutional dimensions of resource management in common property systems, I look at the impact of both outside influences and local dynamics on resource managing institutions at village level. I show how particular historical circumstances, including state interventions, led to the enclosure of Tyefu Location, and to the rapid increase in the population that had to be accommodated here. This placed enormous pressure on the natural resources of the area, and contributed to the emasculation of the local institutions responsible for overseeing resource management. The residents of the location adopted whatever strategies they could to ameliorate the depletion of natural resources in their villages. One 'traditional' strategy they have sought to emulate is to move their imizi (homesteads) away from areas where local resources has been exhausted. Given the finite area of land available to them, this strategy was only ever likely to be successful in the short-term. I analyse social, economic and institutional factors at village level that appear to act as disincentives to collective resource management activities. These factors include the social structure of the imizi and the socio-economic heterogeneity that exists between imizi in Gwabeni village. The varying degrees of household economic marginality that follow from this, together with the differential ownership of livestock and other possessions that decrease people's reliance on locally available natural resources, mean that the transaction costs that people would incur by contributing to collective resource management activities, differ widely. A primary cause of people's failure to engage in resource management at village level stems from the dispersion of the members of their imizi. This factor robs the village of decision makers and undermines the capacity of those left behind to make and implement resource management decisions. It results in the various members of imizi in the village having different orientations that dissipate the energy needed for collective action. It also fuels existing struggles, and creates new ones, over the meanings and uses of the term 'community'. I conclude by arguing that, in Tyefu Location, the management of natural resources is extremely difficult to co-ordinate, because such management is highly contested, undermined by differentiation among resource users, and subject to the attentions of weak village institutions that do not share a clear set of resource management objectives.

Riparian ecosystems are valued for ecosystem services which have impacts on the well-being of humans and the environment. Anthropogenic disturbances along rivers in arid and semiarid regions have altered historical flow regimes and compromised their integrity. Many rivers are hydroecologically deteriorated, have diminished native riparian forests, and are pressured for their water supplies. My first study is founded on the premise that river restoration has increased exponentially with little documentation on effectiveness. We designed a conference to discuss lessons learned from past restoration activities to benefit future efforts. Participants, including scientists, managers, and practitioners, agreed that creating measureable objectives with subsequent monitoring is essential for quantifying success and employing adaptive management. Attendees stated that current projects are local and have limited funding and time, whereas future efforts must have longer funding cycles, larger timeframes, should contribute to regional goals, and address factors responsible for ecological decline. Bridging gaps among science, management, and policy in the 21st century is a key component to success. My second study focused on the benefits of long-term monitoring of local riparian restoration. Many efforts include revegetation components to re-establish native cottonwood-willow communities, but do not address how high-density establishment impacts vegetation dynamics and sustainability. Over five years, we documented significantly higher growth rates, lower mortality, and higher cover in cottonwood compared to non-native tamarisk. Cottonwood height, diameter at breast height, growth rates, and foliar volumes were reduced at higher densities. Herbaceous species decreased every year but native shrubs volunteered after two years resulting in a reduction of overall plant diversity from 2007-2009 with a slight increase from 2009-2011.My third study focused on improving basin-scale evapotranspiration (ET), a large component of the water budget, to better inform water resource allocation. My research suggests that multiple models are required for basin-scale ET estimates due to vegetation variability across water-limitation gradients. We created two empirical models using remote sensing, a multiplicative riparian ET model (r²=0.92) using MODIS nighttime land surface temperature (LST(n)) and enhanced vegetation index, and an upland ET model (r²=0.77) using multiple linear regression replacing LST(n) with a precipitation input.

Abstract:
The Mceula Commonage Land in the Hewu district lies due northwest of Whittle sea and west of Queenstown in the Eastern Cape. This thesis has two main objectives. Firstly, to survey and analyse the condition of the natural resource. base in the Hewu district with particular reference to water, soil, vegetation and land use. Secondly, to investigate the relationship between scientific approaches to assessing land use degradation and to compare these to the results obtained using a participatory approach of the rural environment of the Hewu district of the Eastern Cape. Random quadrats (4m2) were sampled and corresponding line transects were done with increasing distances from the villages. The Braun-Blanquet method was used to find the cover and abundance of the various species of plants. Data obtained from point sampling along 100 metre line transects was used to assess the condition of the veld using Trollope's technique. Six communities were defined using TWINSP AN, and grazing capacities and veld condition scores of the respective sites were calculated. It was concluded that the six communities were distributed along a gradient of palatable to non palatable grass and grasslike species. Rangelands close to the villages had low veld condition scores and percentage plant cover as opposed to those farther away from the villages. The null hypothesis of no significant difference between the percentage plant cover and condition of the veld close to the villages and farther away from the villages was rejected. Whilst it is urgent to resolve political disputes around land through land distribution, a key issue for the future is sustainability of the natural resource base of South Africa. To attain this, the old traditional methods of research must be supplemented with the participatory method, where the local community becomes fully involved. The central theme of the participatory approach was to investigate the possibility of promoting local management of the natural resources. Workshops were conducted to involve the local community in the project. The community formed six discussion groups that met regularly to discuss environmental issues. The six groups that were formed were: Firewood or woodlot collectors, shepherds / livestock raisers, crop fanners / agriculturists, water collectors, building material / soil collectors and medicinal plant users. The results obtained from the meeting of the discussion groups were used to compare the scientific results obtained from Braun-Blanquet method. Perceptions about their environment, which came out of the results of the discussion groups showed that the local knowledge of the rural community of Mceula was sufficient to train them to manage their environment sustainably.

Abstract:
During the past decade, there has been a clear recognition of the relationship between environment and development, and that it is through the process of development that environment is often negatively affected. Therefore, to minimize the destructive effect of development, planning became a necessity. However, for any management goal, there are usually several alternative ways of developing a plan. My planning process began by a general resources inventory of the Republic of Mali including soils, vegetation, surface waters, groundwaters, land use, and population. Then, based on this inventory, I chose a planning area using pre-established criteria. The area chosen was the "Inland Delta of the Niger River." The Delta, with 30,100 km², has an enormous economic potential, and livestock raising is an important component of this potential. However, four main factors are limiting the development of livestock raising in the region: Lack of an official and consistent land right, uncontrolled increase of the number of animals, uncontrolled increase of cultivated fields, and persistent drought. The objective of this dissertation was to make a preliminary investigation which would help the Government of the Republic of Mali establish a coherent and integrated plan for all economic activities in the Delta. The economic, social and environmental components of the current livestock management and two management alternatives have been analyzed, using a model planning unit and also a herd model. The first alternative consisted of changing the herd composition, and the second alternative was a combination of changing the herd composition and the use of irrigation and fertilization to grow adapted forage species. The results showed that the two alternatives are better than the current management, and that the second alternative provided the highest economic returns and stability to the region. The implementation of the proposed plan will necessitate the creation of agro-pastoral units based on soils, vegetation, and social characteristics. The Government should adopt a more coherent and coordinated policy toward the different land users of the Delta, the final objective being high stable economic returns for the population, the preservation of the basic resources, and the equilibrium among different activities.

Abstract:
The starting point for this study is a socially constructed problem: the progressive degradation of natural resources of significance to indigenous communities and the lack of effective participation by indigenous communities in their management. For many indigenous communities survival was traditionally dependent upon knowledge of natural resources and the ability to gather sustainability those resources from lands, waterbodies and the seas within tribal territories. Environmental sustainability and the long term wellbeing of indigenous communities were seen as one and the same thing. But following contact with exogenous groups, and until relatively recently, indigenous perspectives on environmental management were largely ignored. Dispute over ownership, access to management and use of natural resources have been sources of long standing grievance for indigenous communities throughout the world including Maori within New Zealand. In the last decade co-management has been promoted as a means of ensuring the participation of indigenous communities in contemporary resource management. But what is meant by co-management has been less clear. This thesis posits that of the four possible definitions of co-management - namely dual management, cooperative management, collagorative management and community based management - it is collaborative management that promises the greatest benefits for indigenous populations and the environment alike. An analytical framework is developed which acknowledges the theories brought to such collaboration by State agencies and Maori in New Zealand. A case example is then presented of the establishment of a collaborative management programme involving freshwater in the Taieri Catchment near Dunedin. Experience of this case suggests that in addition to affirming progressively validated general principles governing collaborative environmental management, the requirement for trusted facilitators acting at the interface between State agency and indigenous groups is mandatory. It is concluded that the potential exists for the collaborative management of environmental resources by State and Maori in New Zealand but that the process has barely begun and requires investment in capacity building on the part of both parties.

Communal Areas Management for Indigenous Resources (CAMPFIRE) is an innovative community based natural resource management strategy which transfers management and conservation responsibility from the state to the local communities. This thesis critically examines CAMPFIRE's potential for introducing sustainable natural resource management through the detailed examination of CAMPFIRE's implementation in Nyaminyami District, which is located in the Zambezi Valley of Zimbabwe. Comparisons with other districts are made as appropriate. The theoretical framework of this research is based on an examination of common property theories, theories of bundles of rights, globalisation and the notion of global commons. It is also based on critically examining Zimbabwean, African and international literature dealing with the management of natural resources used in common. There are five specific contributions which the thesis makes. Firstly, common property management is redefined and the difference between resources used in common but which are not common property and common property resources is clarified. Secondly, the study shows that CAMPFIRE is not sustainable whilst it remains dependent on wildlife alone and on a single species - the elephant. Thirdly, the thesis has attempted to extricate the CAMPFIRE concept from the wildlife debate in which it has become entangled and, fourthly, it examines the issues of globalisation and the global commons to show how decisions made at the international level impact on resource utilisation and management at the local level. Finally, the study examines what residual Tonga indigenous knowledge still exists and which aspects can be incorporated into present management systems. Overall, the results of the research suggest that while CAMPFIRE is an innovative strategy for sustainable natural resource management it, has not achieved its major objective of becoming a grassroots rural development strategy. It has become a top down elitist programme which is NGO and donor driven and government constrained. Legislation and policy need formally to address this problem. Finally, the thesis recognises the potential of the CAMPFIRE concept, especially if the weaknesses ofthe programme are addressed.

In southern Illinois, multiple state, federal, and private ownerships are implementing various management tactics in the Cache River watershed. Although some aspects are coordinated under the Cache River Joint Venture Partnership (CRJVP), individual agencies and entities retain specific ownership priorities and approaches to management. This case study explores how agency/organizational characteristics and interrelations affect land management decision-making among land managers employed by federal agencies, state agencies, and non-governmental organizations. Semi-structured interviews were conducted with twenty-five participants, including land managers, staff members who maintain active participation with on-the-ground activities, and individuals who have worked closely with CRJVP. Triangulation of interview transcriptions, meeting observations, management plans, and other relevant agency/organization documents revealed emerging themes and patterns within the data. Grounded theory was applied to better understand how differences in institutional cultures, missions, and resources impact management practices across the landscape. Results suggest that administrative processes, funding sources, policy and regulations, mission statements, specified objectives, and management goals within and between agencies/organizations determine how institutional priorities and capacity impact management decisions and on-the-ground activities. Institutional structures influence decision-making power and field-level capabilities. Management decisions follow mandates and internal orders within their respective institutions. While overarching goals remain compatible, each institution exhibits their own perspective of managing resources. Combined with unclear management criteria, these discrepancies create a shift in institutional interests. Current economic conditions influence institutions to work internally and re-assess values, shifting focus from partnership actions to individual institutional goals. Despite diminishing budgets and lessening capacity, partnerships are able to pool resources and encourage collaborative on-the-ground actions. More resources indicate greater management capabilities, collective thinking to solve problems, and bridging resource gaps. Partners stand together in a unifying force, bringing strength to each institution and backing up decisions with collective efforts. For successful collaborative management, partners must focus on fundamental common goals as well as respect differences in institutional cultures. Partnership flaws must be acknowledged and accepted for constituents to continue to move forward in collaborative natural resource management. While addressing individual site needs, large scale management is still an effective management unit for natural resource institutions. Additionally, adaptive management is the key to addressing ecosystem dynamics. Natural resources are dynamic and resource managers must adjust management tactics to suit environmental changes over spatial and temporal scales.

The Botswana Community Based Natural Resources Management (CBNRM) programme started in 1989. Its aims were to promote sustainable development through sustainable natural resources management and utilisation to improve rural livelihoods. The country CBNRM programme has recorded mixed outcomes and this has raised questions on the programme performance throughout the country. Since the programme has been recognised as one of the eight main livelihood strategies for rural communities in Botswana, there was a need to evaluate the programme performance and determine the factors that influence it. This thesis therefore evaluated the performance of CBNRM projects along an aridity gradient in Botswana and by so doing answered the two research questions of: (1) What factors influence the performance of CBNRM? And (2) how does aridity influence the performance of CBNRM programmes? Performance was determined in terms of financial benefits generated by CBNRM projects and the projects adherence to the CBNRM principles. Data were collected from seven selected CBNRM projects covering three aridity zones (wet, medium rainfall and dry areas) in the country. Data were also collected from key informants and community based organisations (CBO) project managers. Research findings have indicated differences in the performance of CBNRM projects across the identified three aridity zones. Factors that influenced the performance of CBNRM projects varied among the three aridity zones. These factors included: existence of complimentary rules and regulations for managing CBNRM projects; literacy levels of communities involved in CBNRM; ethnic composition of the project communities; historic and current socio-economic trends within communities; collaboration between CBNRM institutions and other local level institutes; amount of benefits generated through the projects; ability of institutions to resolve outstanding issues in time and type of CBNRM project. Research results also indicated that there was variation in the performance of CBNRM projects across the three aridity zones. Aridity was found to directly influence the performance of CBNRM projects through its influence on the amount of revenues that projects generated.

The dis-integration of the Soviet Union has led to changes in agricultural and natural resource management in the Central Asian successor states. These changes affected not only the international and national levels of governance but also the provincial and local level governance of the different republics. The focus of the research is on institutional change at the local level in the agricultural sector in Uzbekistan. The study area is located in the downstream regions of the Amu Darya basin, in the Khorezm province and the Karakalpakstan republic. Since the year 2000 a small number of state and collective farms have been privatised and farm organisations and water users associations have been established. The thesis deploys political theory, social theory and new institutional economics to analyse and examine institutions and institutional change and to analyse local level transformations. Particular attention is given to key stakeholders in the agricultural sector and in water management organisations at the local and provincial levels and to how they implemented the change. The main findings of the thesis first, confirm that institutions reduce negotiation and discourse costs by providing a structure for contention and accommodation. However, the findings indicate that institutions also have negative effects, because they reflect and reinforce old power relations and therefore can be exploited to serve the interests of privileged former stakeholders. The second main finding is that institutions and their ability to effect change is determined by the power of influential stakeholders, who enable or reject change. The findings of the thesis are important for those developing strategies for the creation of bottom-up movements, and also for the social engineering and reengineering of larger institutions and organisations. The findings will be especially significant for those involved in land and water reform processes and in the privatisation of governmental industries.

Abstract:
This study employs ethnographic research to investigate the extent to which local governance affects both poverty and natural resources management in the Delta region. The research develops a framework for governance of natural resources to understand the daily practices of different actors within the local context using informal observation and interviews. In applying the framework, the study places emphasis on resources for governance, actors' agency, arrangements of access to resources and governance outcomes in the Delta region. Evidence from the study shows that while the state and corporate actors only contextualise resources in terms of economic value, local actors interprete resources beyond economic value to incorporate symbolic and socio-culturally constructed values linked with historic values. The study also identified relational, routine practices and structural factors which differently shape actors' agency for resources management. The context which shapes different arrangements of access to local resources by actors varies. These arrangements are subject to negotiation, power differences and socio-cultural factors. The findings related to governance outcomes reveal both positive (favourable) and negative (unfavourable) outcomes for the livelihood of different actors. The study concludes by exploring implications for local governance in order to address poverty and enhance optimal resource management in the Delta region.
