Abstract:
Background. The analysis of the evolution of the regulation of the navy cannot be carried out without considering the reflection of the relevant aspects in the naval historical thought. These scientific researches first of all have no legal orientation and have as their subject the content and nature of the activity of the navy, in particular in measuring its formation and development. At the same time, their generalization and evaluation in the legal dimension would be useful in the context of determining the relationship between historical thought and the development of naval law. An analysis of recent research and publications has shown that, despite aspects of the attention of legal historians to the issue of regulatory support of the armed forces, there is no relevant works on the evolution of the legal regulation of the navy. The aim of the article is to correlate global historical thought and legal support for the activities of the navy. To solve this goal, it is necessary to determine the development of relevant historical thought, to characterize its implementation in the works on naval doctrine and strategy, to assess the importance of relevant works for the development of naval law. Materials and methods. In the course of the research historical-legal, comparative, systemic, epistemological, hermeneutic, biographical methods were used. Results. The reflection of aspects of legal regulation of activity of naval forces in works of historians of fleet is investigated. The formation of the history of the navy from the seventeenth century in terms of special research and works on naval tactics and strategy is considered. It is proved that at the first stage these researches had the character of empirical generalization and provision of tactical activity of the sailing and then mechanized fleet, but from the end of the XIX century this experience was gained in the development of a maritime strategy. Conclusion. Historical studies of naval development first emerged at the appropriate scientific level as part of the development of naval tactics and strategies by French, British and American authors, whose works constitute an interconnected universal and universally recognized system of scientific research begun in the late seventeenth century. At the first stage, these studies were in the nature of empirical generalization and ensuring the tactical activities of the sailing and then mechanized fleet. But from the end of the XIX century this experience was gained in the development of a naval strategy, which gained universal character and indisputable authority for the naval forces of the most countries. In addition to use in works on naval tactics and strategy, the history of the navy from the eighteenth century reflected in biographical works, and in the twentieth century the most of the relevant historical works began to have the character of memoirs. Because the world-renowned fundamental works on naval strategy and tactics belong primarily to American and British authors, the domestic dimension of historical scientific research in this area is extremely limited. Abstract:
In this article, I discuss China’s Gray Zone strategy, which involves increasing their naval power and using asymmetric tactics to become a rising maritime power. After examining this strategy, I then discuss the sources of conflict between South Korea and China, as well as our military’s response plan. The article also mentions that although South Korea and China established diplomatic relations in 1992, there are still many unresolved issues between two countries. Especially, issues such as the demarcation of the western sea border, development of the continental shelf, marine scientific research activities, and marine environmental conservation are still unresolved. Meanwhile, China is increasing its naval power and pursuing a Gray Zone strategy at sea using its Coast Guard(CCG) and Maritime Militia(PAFMM). Gray zone refers to the ambiguous middle ground between war and peace, and it refers to an indeterminate intermediate zone that does not belong to a specific area. China is pursuing a strategy that undermines the existing order by using gray zone operations in the maritime gray zones of countries with maritime territorial disputes and un-demarcated maritime boundaries in the East China Sea and South China Sea. By using non-military means, China is pursuing a “fait accompli” strategy through numerical superiority, gradualism, and repetitive activities while preventing the situation from escalating into armed conflict. China uses its Coast Guard and Maritime Militia as the main means of its gray zone strategy, which are essentially China’s second naval force and perform various missions on behalf of the People’s Liberation Army Navy. In Korea, there are many factors that cause conflicts with China in the ocean, such as the undefined Exclusive Economic Zone(EEZ) boundary and illegal fishing by Chinese vessels. China pursues a gray zone strategy to gain an advantageous position in future negotiations with Korea. Therefore, the Korean military must establish the following measures to protect its maritime interests. The response strategy below is based on a correct understanding of the gray zone strategy, which is part of China’s asymmetric strategy. First, in the event of a maritime dispute with China, governance should be established to integrate and operate available assets. Second, a cooperative system should be established to prevent accidental conflicts between Korea and China. Third, a naval forward base in the West Sea should be built to curb China’s eastward movement. Fourth, strategies should be sought to respond in conjunction with allies. Fifth, the military’s countermeasures and tactics for responding to the gray zone strategy should be developed.

Abstract:
The article considers the main threats to the security of Russia from the coasts, seas and oceans, which for three centuries came from the Anglo-Saxon world. It raises issues of general maritime defense geo-strategy as well as maritime defense geo-strategy for Russia in modern conditions of local wars and hybrid operations. The author develops an idea that the Russian statehood, formed in the center of the Eurasian continent, in severe climatic conditions, unprotected by natural barriers from aggressive neighbors, from a certain point could withstand and develop only by gaining access to the seas and oceans. Having acquired the status of the Sea Power, Russia has finally established itself as one of the greatest empires. For our continental country, the sea has become a geostrategic shield and a basis for economic growth. Hostile to Russia, the states of the Ocean, primarily the U.S., are trying to launch a reverse force mechanism. Anglo-Saxon geo-politicians know that by throwing Russia away from the outlets to the seas and oceans, its existence as a geopolitical phenomenon will be under threat. The article focuses on the analysis of Anglo-Saxon tactics of “anaconda rings” to push Russia away from the coasts in conditions of modern forms of hybrid counteraction.

Abstract:
A new way in which China has tried to expand its control over the South China Sea for the past decade has been to engage paramilitary forces in its territorial disputes. These forces acted as auxiliary devices for the People`s Liberation Army, applying tactics specific to asymmetric conflicts, such as rapid and low-intensity attacks on foreign ships. The leading role was assumed by the People`s Armed Forces Maritime Militia, a structure made up of civilian personnel with military training and fishing vessels equipped with surveillance technology. These actions are part of China’s strategy to attribute its maritime aggression to civilian entities to hinder possible military responses from other countries and in particular from the United States. Using collective case studies, this article illustrated the dynamics of the coercive activities of the Chinese naval forces and the inability of affected states to deal with these unconventional threats. Abstract:
<p>This paper examines the use of marketing strategies by Small, Micro and Medium Enterprises (SMMEs) in rural areas and identifies how they are limited by various internal and external factors. The study aimed to determine whether rural SMMEs have formal marketing strategies, the factors that constrain their marketing activities, their understanding of what marketing entails and the marketing communications techniques that they use. The study was conducted in rural KwaZulu-Natal (KZN), using a survey method. The sample consisted of 374 SMME owners/managers, selected using quota sampling, with respondents completing a questionnaire with the assistance of an interviewer. The results of the research revealed that marketing knowledge and expertise is lacking, with limited use of marketing strategies by the rural SMMEs. The paper will benefit SMME marketers by assisting them to better understand the marketing tactics to use, dependent on the nature of their environment. Most work on SMME marketing has concentrated on urban entrepreneurial marketing, with little emphasis on marketing strategies used in rural areas. Findings were limited by the study’s exploratory nature and the small sample. Abstract:
An important component of the military-professional training of cadets-military pilots in military aviation universities is the formation of readiness for practical activities in the troops. At the same time, the quality of training of aviation specialists does not fully meet the requirements of customers for military personnel. It is possible that the reason for this discrepancy lies in the insufficiently expressed methodological strategy of military professional training. Modern military-political conditions and trends in the development of naval aviation require that helicopter pilots have personality neoplasms that contribute to the high-quality performance of professional tasks in all types of activities. The conducted genesis of the military professional training of helicopter pilots of naval aviation revealed a number of significant problems, the solution of which is facilitated by methodological approaches of professional pedagogy. In the course of the study, based on the activity approach and the principle of identification, the leading role of interaction in all types of professional activity was established, which determines its specificity. Content- analysis of professional tasks based on a functional approach revealed a feature of professional activity, which consists in a set of professional tasks corresponding to indicators in the structure of readiness for interaction. On the basis of a system-structural approach, taking into account the specifics and features of activity, the structure of readiness for interaction (motivational-value, activity and cognitive components) and the criteria for the formation of its components (crew flight, military cohesion and tactical flight thinking) are proposed. Arguments are given regarding the need to develop readiness for interaction among helicopter pilots of naval aviation during their training at a military aviation university, as an integrative personality trait, which includes not only a set of abilities to solve professional problems, but also a number of professionally important qualities

ABSTRACT Blood-stage malaria parasites ablate memory B cells generated by vaccination in mice, resulting in diminishing natural boosting of vaccine-induced antibody responses to infection. Here we show the development of a new vaccine comprising a baculovirus-based Plasmodium yoelii 19-kDa carboxyl terminus of merozoite surface protein 1 (PyMSP119) capable of circumventing the tactics of parasites in a murine model. The baculovirus-based vaccine displayed PyMSP119 on the surface of the virus envelope in its native three-dimensional structure. Needle-free intranasal immunization of mice with the baculovirus-based vaccine induced strong systemic humoral immune responses with high titers of PyMSP119-specific antibodies. Most importantly, this vaccine conferred complete protection by natural boosting of vaccine-induced PyMSP119-specific antibody responses shortly after challenge. The protective mechanism is a mixed Th1/Th2-type immunity, which is associated with the Toll-like receptor 9 (TLR9)-dependent pathway. The present study offers a novel strategy for the development of malaria blood-stage vaccines capable of naturally boosting vaccine-induced antibody responses to infection.

The sustained economic development of China with integration into the world economy and the implementation of macro-regional initiatives that go beyond the traditional localization of Chinese national interests have revealed the need to expand the capabilities of the People&apos;s Liberation Army of China. Along with the creation of a strong army, China is actively building up its expeditionary potential. Such kind of military potential allows to project power into strategically important zones. The proposed article is devoted to identifying indicators of increasing the ability of the Chinese armed forces to operate outside China&apos;s borders in the «New era». The hypothesis of the study is that China is currently entering an era of development of forces capable of operating around the world, providing military protection to China&apos;s expanding global economic and political interests. In the article, the authors rely on a systematic approach that allows us to identify and analyze the main structural characteristics of the PLA’s expeditionary potential at three levels: strategic, operational and tactical. The article analyzes military doctrines, concepts of the use of the PLA and the command structure. Special attention is also paid to the peculiarities of Chinese foreign operations and the logistical capabilities of the PLA to project its power in geographical spaces far away from the Chinese territory. The authors conclude that the PLA&apos;s expeditionary potential is becoming an increasingly popular means to achieve broad political and economic goals on a global scale. The increase in naval and air power projection facilities with an emphasis on the creation of competent ground units in this plane increases the mobility of the PLA to perform specific tasks. The military-civilian integration makes it possible to fill the lack of delivery vehicles and team sites.

Abstract:
The diplomatic strategy option open to Indonesia in response to escalating friction between Indonesia and China over possession of the Natuna Islands is highlighted in this article. The paper employed a qualitative research approach that utilized secondary data sources. The finding shows that intensifying competition among big power nations such as the United States and China facilitates this diplomacy strategy choice (hedging). Several countries have embraced this diplomatic tactic, known as double 'hedged' diplomacy, as a means of balancing and stabilizing the influence of powers in their territories. Hedging allows some leeway for nations to discover a balance between priority gains and inevitable costs, albeit it is far from ideal. The study shows that Indonesia could enhance its sovereignty by accommodating the interests of China and those of other major power nations like the United States on the Natuna Waters by balancing China's assertiveness with the investment interest of the United States. The paper conceptualized ‘hedging’ as strategic diplomacy options adopted by nations seeking a balance of influence; while using a balance of power theory to analyze the situation, actors and processes as it affects the concerns of Indonesia on Natuna waters. Indonesia engagement in numerous naval cooperation with regional and international partners, as well as her maritime force presence in the Natuna waters, is a critical tool to project her defence diplomacy. As a result, this study suggests that Indonesia could take a double-hedged diplomatic approach to resolving the escalating tensions between Indonesia and China on Natuna Island. Consequently, there is the need to design ways of balancing China's growing aggressiveness with the existence and interests of another large power nation like the United States on the Natuna waters.

Морское сражение при Саламине между греками и персами, произошедшее в 480 г. до н.э., было одним из самых известных сражений в древней истории. В статье рассмотрен ряд дискуссионных вопросов о подготовке и ходе Саламинского сражения. Анализируются данные о количестве греческих и персидских кораблей, приводимые в источниках, особенно у Геродота и Эсхила, и дискуссия относительно данной проблемы в современной историографии. Внимание было уделено проводимым афинскими и другими греческими кораблями морским маневрам, позволившим грекам, несмотря на малочисленность их кораблей по сравнению с персидскими, разгромить персидский флот и нанести ему большие потери. Делается вывод: в проливе Саламин афиняне использовала громоздкость своих кораблей с выгодой для себя в сочетании со своей военно-морской тактикой. The naval battle of Salamis between the Greeks and Persians in 480 BC was one of the most famous battles in ancient history. The article considers a number of debatable questions about the preparation and course of the Salamis battle. The data on the number of Greek and Persian ships given in the sources, especially those of Herodotus and Aeschylus, and the discussion regarding this problem in modern historiography are analyzed. Attention was paid to the naval maneuvers conducted by the Athenian and other Greek ships, which allowed the Greeks, despite the small number of their ships compared to the Persians, to defeat the Persian fleet and inflict heavy losses on it. It is concluded that in the Strait of Salamis, the Athenians used the bulkiness of their ships to their advantage in combination with their naval tactics.

This study model simulates interactions between anti-ship missiles and naval forces during landing operations. Our research seeks to develop a robust method for quantitatively analyzing the impact of anti-ship missiles on naval vessels under diverse combat conditions. The model's scalability allows for the incorporation of emerging naval tactics and procedures, maintaining its relevance and utility in dynamic strategic environments. It supports enhancements in precision through statistical analysis and ongoing assessments of new weaponry and technological advancements. By simulating a broad range of missile types, naval strategies, warship classes, aircraft, reconnaissance systems, and electronic warfare capabilities, the model provides insights into the strategic utility of anti-ship missiles. Our findings aim to optimize the allocation of military resources by accurately determining the necessary missile quantities to thwart enemy naval landings, thereby enhancing the effectiveness and efficiency of defensive operations. Common Romance terms underlie naval maneuvering in the thirteenth-century Mediterranean, although a distinctive Catalan vocabulary emerged early on. Afrenellar was used of linking galleys at stem and stern by cables in order to keep ships at a uniform distance. Historians have speculated that this notion of “bridling” was extended to oar handling. Galley oars would have been drawn in amidships, reversed, then extended to adjacent vessels and lashed in place to create impromptu fighting platforms and block the passage of enemy ships. Yet in the documented instances, the bridle or check in question is a simple device placed over the looms to hold the raised oar at a uniform height from the sea surface, prompting the Venetian image of a galley as a double comb. Historical speculation on the naval encounters of the War of the Sicilian Vespers must be informed by an accurate understanding of the technical vocabulary.

Development of autonomous vessels is expected to create a paradigm shift in how warfare is conducted. Therefore, there is need to explore the possibilities and limitations in developing integrated systems for defence at sea to support innovation. Fleet modelling can analyse functions and other design options such as autonomous platform’s and evaluate their added effect in naval operations. However, due to the complexity of naval operations, it is not feasible to create a tool that covers all aspects needed to mimic reality. This study, from the perspective of naval tactics, investigate the value of a tool that analyses potential fleet architectures including autonomous platforms. The study identifies that the tool creates relevant mental models for future naval fleets by identifying feasible fleet compositions. However, the proposed fleet combinations are only tested against a limited set of tactical needs and can only be seen as a starting point for development.

Abstract In less than three decades, the People’s Liberation Army Navy developed from a minor coastal-defence force into the largest naval force in the world. China’s rapid rise in seapower has gained significant attention from established naval circles, academia, and the public. In their efforts to explain this development, analysts have often referred to 19th-century naval history, seeking to connect China’s maritime developments to the ideas of influential naval strategists like Alfred Thayer Mahan and Julian Corbett. However, in doing so, these naval thinkers are often used to make a case about long-term developments or strategic implications regarding China’s alleged grand strategy. This paper seeks to turn this methodology around by solely focusing on the reflection of those naval theories—in their own right—against China’s maritime strategy. In doing so, it aims to historicise China’s 21st-century maritime strategy by testing to what extent it is reflected by the ideas of the navalists that are often presumed to influence Chinese strategic circles. It is argued that while on a grand-strategic level, Chinese strategic thinking seems to reflect the essence of Mahan’s seapower argument regarding its focus on the interconnectedness of maritime commerce and national power, a closer analysis reveals significant discrepancies in terms of both implementation and the broader strategic mindset regarding China’s geostrategic situation.

The study provides the speech analyses of discrediting strategy implementation. The paper applies the methods of contextual and content analyses of political interview texts regarding the means of discrediting strategy realization via political discourse analysis.
