Abstract:
Objective. In response to public health systems and services research priorities, we examined the extent to which participation in accreditation and performance improvement programs can be expected to enhance preparedness capacities. Methods. Using data collected by the Local Health Department Preparedness Capacities Assessment Survey, we applied a series of weighted least-squares models to examine the effect of program participation on each of the eight preparedness domain scores. Participation was differentiated across four groups: North Carolina (NC) accredited local health departments (LHDs), NC non-accredited LHDs, national comparison LHDs that participated in performance or preparedness programs, and national comparison LHDs that did not participate in any program. Results. Domain scores varied among the four groups. Statistically significant positive participation effects were observed on six of eight preparedness domains for NC accreditation programs, on seven domains for national comparison group LHDs that participated in performance programs, and on four domains for NC non-accredited LHDs. Conclusions. Overall, accreditation and other performance improvement programs have a significant and positive effect on preparedness capacities. While we found no differences among accredited and non-accredited NC LHDs, this lack of significant difference in preparedness scores among NC LHDs is attributed to NC's robust statewide preparedness program, as well as a likely exposure effect among non-accredited NC LHDs to the accreditation program.

Abstract:
A programming to make parts are CNC Programming (Computer Numerical Control Programming) for machines. An NC program consists of a sequence of instructions that control the motion and automatic sequences of an NC Machine to perform a particular processing task. In a general sense, the term NC programming refers to the creation of control data for machining workpieces on NC and CNC machines. NC programming has a decisive influence on the cost-effectiveness and profitability of NC manufacturing. The selection of a programming system is mostly guided by the need for software that is suitable for the application at hand, readily available, and as universally applicable as possible.

Abstract:
In order to avoid communication conflicts in DNC systems, the scheduling tactics adopting a modified guaranteed EDF algorithm to DNC systems’ numerical control (NC) programs transmission was proposed. A condition was given to guarantee all NC machines in DNC systems work continuously. A mathematic model based on the actual expending rate of NC program was established to decide the priority of NC program transformation of all NC machines. A constraint condition for two machines with neighbored priority was proposed to avoid the conflict in the scheduling times. A dynamic scheduling scheme was presented for DNC systems. The validity of the presented method is verified by the practical tests.

Over the last decade a new data interface for CAM/CNC integration has been established to replace ISO 6983. The new standard, ISO 14649 (STEP-NC), provides a comprehensive data model that describes both geometrical and technological information in an object-oriented way. In order to bridge the gap between such rich-information programs and the legacy CNC systems, this paper presents a framework for manipulating the manufacturing data in STEP-NC part programs. The proposed system provides a basic platform for STEP-NC program interpretation, geometry visualization, micro-process planning and program re-generation. Major issues relating to the realization of manufacturing information extraction and shop-floor-level process planning are addressed in particular, and a prototype for STEP-NC turning process is implemented to demonstrate the feasibility of the approach.

This paper presents a simulation system based on STEP-NC that can verify STEP-NC program and demonstrate the running of STEP-NC system (CNC system based on STEP-NC). NC Programs used in the STEP-NC system are in XML format. The overall architecture of the system which consists of feature extraction module, graphical modeling module, movement modeling module, feature library, simulation drive module and user interface is established. Some key technologies to implement simulation system are discussed in details. The simulation system shows great potential to the development and popularization of STEP-NC system.

Part program NC merupakan prosedur yang menentukan urutan proses dan posisi pahat relatif terhadap benda kerja yang harus di ikuti oleh mesin untuk membuat suatu komponen produk tertentu. Pembuatan part program NC membutuhkan seorang programmer yang mampu membaca gambar teknik dengan baik, mengenal proses permesinan, dan mampu mengubah informasi gambar tersebut secara benar. Dalam makalah ini dipresentasikan sebuah program pembaca file gambar AutoCAD yang berformat *DWG (Drawing) terlebih dahulu dirubah kedalam format *DXF (Drawing Interchange Format). Semua isi file yang di inputkan dibaca dari awal sampai akhir, yang kemudian disimpan dalam sebuah buffer data. Pada tahap selanjutnya buffer data tersebut akan diekstraksi guna pendefinisian jenis feature, origin feature, dan dimensi feature. Berdasarkan tiga informasi data tersebut maka program pembaca file gambar akan membangkitkan sebuah part program NC dalam format Bahasa manual (G-Code) untuk penerapan pada mesin MC-520. Penggunaan program pembangkit program NC ini dalam suatu proses akan dapat menekan anggka kesalahan input data pada saat pembuatan program NC, mereduksi waktu pembuatan program NC yang secara keseluruhan juga akan mengurangi waktu produksi.

STEP-NC is a new CNC data interface proposed to replace ISO 6983, and has been partly formed into the draft international standard (ISO 14649). In this paper, the STEP-NC-based part program is analyzed, and the general methodology and tools for STEP-compliant application development are introduced. Then a framework for STEP-NC interpreter is proposed based on the SDAI method and the implementation solutions are presented. The EXPRESS compiler is used to convert the milling schema into C++ classes, and the information is extracted from the file in aid of data access tools. The said interpreter, which is fundamental to STEP-NC based machining, is also implemented with supporting tools in the ST-Developer environments. It is used to read the STEP-NC file into ROSE working form, and then extract and organize the manufacturing information in an object-oriented way.

Heavy-duty NC machine tool is difficult and costly to evidently improve their precision via manufacturing technology only. It is proved being an effective approach to improve machine tool manufacturing precision based on software error compensation. In this paper, an error compensation algorithm based on reconstructing NC program is discussed. Following comprehensive discussion on basic algorithm of positioning error compensation in detail, linear interpolation and circular interpolation movement error compensation algorithm are further sketched in brief. To decrease the machining error, NC program is reconstructed before actual machining. The experiment results show that error compensation methods based on reconstructing NC program can improve profile accuracy of heavy-duty NC machine tools obviously.

In den letzten Jahren hat sich die rapide Entwicklung der Elektrotechnik ebenso wie die der Softwaretechnologie auf die numerischen Steuerungen in den heutigen CNC-Maschinen groß ausgewirkt. Diese numerischen Steuerungen sind sowohl intelligenter und flexibler als auch mit größerer Internspeicherkapazität ausgerüstet. Dies führt zu einer Änderung der Art und Weise, wie DNC-Systeme zu etablieren sind, besonders solcher, die auf bisher verfügbaren, aber ungleichartigen DNC-Systemen basieren. In einem solch heterogenen DNC-System wird Datenspeicherungsfähigkeit stärker verteilt angeordnet, d.h., sie ist nicht nur in einem zentralen DNC-Server vorhanden, sondern auch in Terminals oder Steuerungen selbst angelagert. Diese Änderung des Archivierungsmittels benötigt neue DNC-Software, die die DNC-Grundfunktionen voll realisiert. Zudem sollte sie auch den neuen spezifischen Softwareanforderungen entsprechen und erlauben, neue Funktionen, z.B. Maschinendatenerfassung, Betriebsdatenerfassung usw., als Module hinzuzufügen. Derzeit wird die Agententechnologie bzw. ein MAS (Multiagentensystem) als ein aussichtsreicher Ansatz angesehen, um die Probleme der heutigen komplexen Softwaresysteme, wie ungleichartige Systemumgebungen und verteilte Strukturen, zu lösen. Die vorliegende Arbeit stellt die Idee zum Aufbau eines heterogenen DNC-Systems und die Konzipierung zur Gestaltung der agentenbasierten DNC-Software vor. Ausgehend von dem vorgestellten Lösungskonzept wird zudem der Programmassistent als erster Modul der agentenbasierten DNC-Software präsentiert
In the network-based DNC systems and especially heterogeneous DNC systems data get more distributed due to the ability to store not only in the DNC Server but also in the CNC controller or CNC Terminal. This leads a challenge to the DNC software in the implementation of its basic functions. The agent-based DNC software with assistants (ADNC) is suggested to solve the above problem. Its tasks are to collect distributed NC information and transfer data safely as well as performing other extended functions, i.e. NC program generation, machine data collection, production data collection, control machines in system, etc. The present work presented the concept to develop the ADNC and its first prototype. This prototype was developed in a process using a framework of agent-based assistants, called AgentAP. It is applicable on distributed manufacturing data and had been implemented on the agent platform JADE. The module Program Assistant, one of these prototype modules, which is responsible for management, bidirectional transfer, and monitoring change of NC programs, is also discussed

Attention is paid to the draft of the design of the footrest which is, which is designed for driving in light off-road. There is also described the issue if the choice of the material from aluminium alloy and the verification of the methods of the designed geometry using FEM and Rapid Prototyping. The experimental part deals with the design of appropriate tools and cutting conditions and with the creation of the NC program in ShopMill. The theoretical part is focused on the integration of the SINUMERIK 840D control system with other control systems, it contains informations about basic methods of NC programming and research relate to the field of materials used for the production of component. The practical part of the thesis includes the design and processing of technical documentation of the component, production technology and NC program. The output of this thesis is practical verified the function of the NC program by simulation in software SinuTrain 4.7.

Abstract:
This report describes the demonstration of technologies and procedures developed during April 2002 and May 2004 under the Joint Rapid Airfield Construction (JRAC) Program. The demonstration took place at Sicily Landing Zone (LZ) at Fort Bragg, NC, in July of 2004. The objective of the exercise was to demonstrate the procedures and technologies developed under the JRAC Program by rapidly building two parking aprons capable of supporting C-130 transport aircraft taxiing and parking operations. The exercise was conducted under continuous 24-hr operations to simulate a real-world rapid construction environment. Apron 1 (north apron) was constructed using two technologies, one-half being ACE™ Matting and the other half being a cement-polymer stabilized soil surface. Apron 2 (south apron) was constructed solely of a fiber-cement-stabilized soil system. Both aprons were treated with a polymer emulsion surface application to form a sealed surface against abrasion and water infiltration. The entire construction of both aprons required 76 hr, with Apron 1 finished in 48 hr. The construction of Apron 1 was validated by operation of a C-130 aircraft approximately 31 hr after completion with success and high praises from the aircraft flight crew on the stability and surface of the apron, as well as its dust-abating characteristics.
