Research was conducted into ministry families using qualitative critical realist grounded theory methodology. This research was based on the foundations of family stress theory. One of the outcomes of the findings of this research emphasizes the need to recognize the silent suffering of ministers’ wives and to advocate for their voice and value in a way that will enhance their wellbeing. Recommendations for pastoral/spiritual counsellors and other professionals involved in helping ministers’ wives are presented.

Community-based rehabilitation (CBR) is defined as a strategy within general community development for the rehabilitation, equalization of opportunities, poverty reduction and social inclusion of people with disabilities. The role of CBR is to work closely with the health sector to ensure that the needs of people with disabilities and their family members are addressed in the areas of health promotion, prevention, medical care, rehabilitation and assistive devices. CBR also needs to work with individuals and their families to facilitate their access to health services and to work with other sectors to ensure that all aspects of health are addressed. Health components of CBR as per WHO guidelines are grossly neglected in Bangladesh. Some government and non-government organizations are working independently, but health components are inadequately addressed. We observed that primary health care, if integrated with medical rehabilitation of disabled, will better address the need and help bring disabled into mainstream of development. Health care providers at grass root level need to be trained in CBR activities which can be arranged centrally with health ministry, social welfare ministry and rehabilitation specialists. In this review we have tried to reveal the health components of CBR in global and Bangladesh context and importance of integrating health components of CBR with primary health care.J Enam Med Col 2018; 8(1): 41-45

Holistic ministry is now the standard across global missional practice, and one manifestation of integral mission is Entrepreneurial Church Planting (ECP). This occurs when business entrepreneurs and clergy members launch spiritually and economically integrated communities of faith. While it may be conceptually inviting for spiritual and business forces to comingle in reaching the lost, ECP activities need to be evaluated as to whether they are accomplishing the goals of the Great Commission and the Creation Commission. In-depth study is needed now to consider outcomes relative to goals. To that end, this study will examine the unique data trends that emerge in the case study of Kentucky-based Meridzo Ministries. Grassroots insights from case-study research will then be applied to Clemens Sedmak’s kinship model in order to posit three proxy indicators based upon interviewee data. This article argues that rather than measuring success of missions economically or spiritually, success should be gauged on the grounds of holistic relational transformation.

Abstract Bureaucratic reform program is a bureaucratic change efforts towards the expected profile. One of program bureaucratic reform support is a knowledge management. Ministry of Industry (Ministry of Industry) as a driver and builder of national industry needs to change and improve bureaucracy so as to improve the ability of the industry sector in the face of global competition. Along with its efforts to implement bureaucratic reform, the Ministry of Industry has the implementation of knowledge management initiatives, but does not yet have a comprehensive knowledge management strategy. Ministry of Industry focus is on improving the quality of public services, one of which is supported by the development of e-government. ¬ the development process of e-government involves a variety of knowledge are scattered in various locations, both inside and outside the organization. This study seeks to formulate the knowledge management strategy with a focus on the development of e-government targets in order to reform the bureaucracy. The formulation of the strategy is done by using a knowledge strategy framework Zack. Strategies are formulated as follows: Ministry of Industry need to document work experiences into written form; Kemenperin need to increase the awareness of employees to share knowledge; Ministry of Industry needs to improve coordination and cooperation within the framework of knowledge management, both internal and inter-working unit with external parties; Ministry of Industry needs to facilitate storage and distribution of IT-based knowledge that can be reached easily by all employees of the Ministry of Industry; and the Ministry of Industry should establish management commitment to support the implementation of knowledge management.

The introduction actualizes the urgent need to reform the system of departmental education of the Ministry of internal Affairs of Russia, implemented both in structural and organizational tasks and in content. The purpose of this article is to substantiate professional training in educational organizations of the Ministry of internal Affairs of Russia from the position of axiological, practice – oriented and competence-based pedagogical approaches. In the main part of the article, the restructuring of educational organizations of the Ministry of internal Affairs of Russia is presented as the need to optimize them, which directly affects the increase in the level of efficiency of professional training of police officers. It is noted that the use of educational systems based on competence-based, axiological, practice-oriented approaches in the educational process of departmental educational organizations contributes to solving the problem of unprofessionalism, and as a consequence, the problem of the quality of professional training of police officers. A specific example of a pedagogical system for the formation of professional values for cadets of educational organizations of the Ministry of internal Affairs of Russia is given. And the article discusses also an example of a practice-oriented approach in training of specialists for the juvenile divisions of the Moscow University of the MIA of Russia named after V. J. Kikot within the complex (multi-step) practice. The results of the analytical study showed the significant importance of modern pedagogical approaches in the professional training of law enforcement officers in educational organizations of the Ministry of internal Affairs of Russia. The article concludes a general conclusion based on the results of the analytical examination.

The rise of the Ministry of Agrarian Affairs and Spatial Planning / BPN in 2015 is a new chapter for BPN institutions. In view of the existence of these ministries, the functions and duties of the Director General of Spatial Planning of the Ministry of Public Works are merged into a ministry institution named the Ministry of Agrarian Affairs and Spatial Planning / BPN. So that change is based on increasing the authority of a state institution, and that authority is increasing and strategic.But in reality in the field, the two ministries are juxtaposed, many are involved. Abstract This study examined perceptions regarding application of smart robot companions to facilitate homebound religious ministry programming to older adults. A total of N= 7 participants consisting of ministers, pastoral volunteers, and older adult members from Methodist, Presbyterian, and Roman Catholic traditions engaged in a 60-minute focus group. One key goal was to address the question: If you could design a robot for ministry to homebound older adults what would you want it to do? All responses were recorded, transcribed and coded for thematic content. Three core themes emerged relative to spiritual privacy, prospective intervention, and inclusive monitoring. Relative to spiritual privacy, participants expressed concern regarding robotic ability to maintain the spiritual privacy of the older homebound adult, especially when engaged in faith-based behaviors such as private prayer, confession, and pastoral counseling. Second, participants suggested that a robot companion serve as a memory aide for older homebound members. In particular, participants acknowledged a need for robot intervention relative to sending alerts concerning prayer requests, reminders of upcoming church-related events, and notices concerning future homebound ministry visitations. Finally, participants indicated an interest for the robot to actively monitor community inclusion, noting that many older homebound adults are left out of weekly church-related services or events and experience seclusion, yet most “retain a desire be included and remain an integral part of their faith community.” Results will be used to present a conceptual model for a smart robotic faith assistant designed for delivery of homebound ministries to older adults.

The goals of this writing are to develop food security information system that provides dashboard facility based on business intelligence, to develop food security information system that can give fast, precise and real time information about food security, to develop decision-making support system for chairman in food security institution. Data is obtained from questionnaires to 51 respondents that are chairmen in Food Security Agency. Data is analyzed with SWOT analysis method for business environment and IT balanced scorecard (IT BSC) for IS/IT environment. The result of analysis of food security information system in Food Security Agency can help chairman in decision-making by presenting information about dashboard that gives fast, precise and real time information. It can be concluded that development of information is successfully done.

Advocating the Ultra Micro-lending concept of Indonesia's Ministry of Finance in 2017 was a tumultuous nine-year process. The present paper aims to examine the Ultra Micro-lending (UMi) program conducted by the Ministry of Finance of Republic of Indonesia using Advocacy Coalition Framework. This paper showed that Advocacy Coalition Framework could moderate the interest groups' disagreement through seven steps as follows. First, relatively stable parameters of poverty need alleviation using better financial access with empowerment. Second, the external system is inspired by Grameen Bank as the winner of the Nobel Peace Prize. Third, removing constraints and resources of subsystem actors from the internal Ministry of Finance and the Parliaments. Fourth, creating consensus for getting the Ministry of Bureaucratic Reform's permit. Fifth, policy subsystem that coalesces the need of market-rate and subsidized rate to cater to 46.7 million grassroots entrepreneurs as a 'win-win' arrangement to complement the bank-based People's Business Credit (KUR). Sixth, policy outputs as the legal product of the UMi with a 7 Trillion State budget. Seventh, policy impact's measurement after one year piloting before UMi's scaling up. This paper has a significant contribution to enhancing the efficacy of UMi program, and as a continuous effort to ensure the economic development of the country.

The “need for care” estimate comes mainly from private facilities and public services data; the geographic distribution of demand for care in relation to available services is also examined. Water is a necessity for human existence. It is needed for man’s daily activities. Federal Housing estate, Egbeada was being supplied water from the ministry of public utilities in the 1980s and 1990s. With the expansion of Owerri urban and the consequent population growth of the same, the ministry could no longer meet the water need of the estate. This inability of the Government to meet this need has led to the proliferation of boreholes in the area. Out of 335 housing units in the estate, 199 have boreholes. About 20 houses were randomly selected for oral interview. Water analyses were also carried out from 5sampled boreholes. Result showed that the water in the area is slightly acidic. Recommendations were also made based on the result of the findings.

Abstract Faith-based communities are uniquely positioned to support members of their congregation with dementia and their caregivers. Aligned with their ministry and service work, congregations can identify individuals who need help and provide needed instrumental and emotional support. This poster will present preliminary findings from a pilot study with a Chinese, Mandarin-speaking church and a Samoan church in Honolulu, Hawaii. Using the Dementia Friends USA curriculum, which was translated into Mandarin and Samoan, the pilot study examined the potential for the Dementia Friends approach to mobilize a congregation and support caregivers. Findings indicate that there was great interest and need for information and dementia within the church community. In addition, a strong ministry and high proportions of older congregation members were keys to the success of the pilot. Finally, misperceptions of dementia within the Chinese and Mandarin communities were common and needed to be addressed in order for church members to fully embrace Dementia Friends principles (i.e., it is possible to have a good quality of life with dementia.) Future work will further explore faith-based community characteristics and other program components that lead to improved support for persons with dementia and their caregivers, as well as stronger dementia-friendly, faith based communities.

Dr. Ravinder Singh indeed articulated an urgent need for a new, robust Indian public health law based on principles of prevention and promotion by empowering communities. He avers that the current framework of laws is inadequate to deal with new and emerging healthcare emergencies and indeed, even basic healthcare needs. He calls for a comprehensive public health law. He proposes that a new Ministry be formed by integrating modern principles of public health with the ancient Indian indigenous systems of medicine which are currently housed under the AYUSH ministry, which will be the implementation agency for this law. This change, he states, will include expanding the basic medical degree to combine all aspects of medical health, encompassing social, spiritual, mental and medical components of healthcare system (integration at ministry level and college level).

AbstractThis article addresses the important elements of presence and power in the pastoral supervisory relationship. It is based on qualitative research, which used a questionnaire methodology with six Methodist ministers, all of whom had taken part in group pastoral supervision for a period of two years. The aim of this research was to gain insight into their experience of the supervisory process. The article explores how an open, authentic and trusting environment can be created within the pastoral supervisory relationship that has regenerative and healing potential, whereby ministers will be better able to face the challenges of ministry. It contends there is a need for well-qualified, skilled and spiritually sensitive supervisory support for ministers. Such pastoral supervisors will understand the dynamics of power and presence to create a sacred space for ministers to ‘come apart and reflect a while’. This covenant relationship creates transformational possibilities for those who commit to the journey.

The relevance of the article is that the need to determine the place of the Main Service Center in the service system of the Ministry of Internal Affairs is due to a number of factors. Among them is the introduction of the concept of transition of public administration, mostly on the basis of the provision of administrative services, based on dialogue between the public authority the subject of the request for administrative services. The purpose of the article is to determine the place of the Main Service Center of the Ministry of Internal Affairs in the system of administrative law entities and the service system of the Ministry of Internal Affairs, which will improve public administration legislation on road safety and vehicle operation. The article examines the question of the place of the Main Service Center of the Ministry of Internal Affairs in the service system of the Ministry of Internal Affairs. The necessity to move away from the seizure of «administrative services» and perform the administrative functions of public administration is substantiated. It is determined that the provision of services of the Ministry of Internal Affairs is based on permitting and registration powers, which determine the permitting and registration activities for facilities whose operation is characterized by increased danger, which determines the task of the Main Service Center of the Ministry of Internal Affairs to control hazards. through risk management. The service should not be limited to the provision of a document on the request of the subject of the request. This should be understood as risk management activities through the implementation of procedures in the process of providing services to the Ministry of Internal Affairs. This determines the broad law enforcement nature of the services of the Ministry of Internal Affairs, which, in turn, determine the administrative and legal status of the Main Service Center of the Ministry of Internal Affairs to ensure its tasks in the process of providing services. In addition, it is necessary to clearly understand that the service can be provided only if it meets the criteria that determine the admissibility of its provision in compliance with the conditions of security and protection of human rights, freedoms and interests, society as a whole.

Efficiency is one of the tools used by the Government to measure the success of an activity. Based on PMK Number 214/ PMK.02/2017 it is regulated regarding the measurement and Evaluation of Budget Performance for the implementation of Work Plans and Ministries/Institutions Budgets. To measure budget performance achievement based on aspects of implementation 4 (four) variables i.e. budget absorption, output achievements, efficiency, and consistency of budget absorption towards planning, are used. This study aims to measure the efficiency level of Ministries/Institutions budget performance using Data Envelopment Analysis (DEA). However, the variables used are not only based on measurement aspects of implementation according to PMK Number 214/PMK.02/2017 but also the number of satker (satuan Kerja). The approach used in the DEA model is Constant Return to Scale (CRS) model and Variable Return to Scale (VRS) model. This study uses the DEA model approach by comparing the results of the CRS model with VRS model. Based on DEA results, the number of Ministries/Institutions that have efficient scores is less than the number of Ministries/Institutions with inefficient scores. In addition, based on the value of slacks in each Ministries/Institutions, the variables that need to be improved are the coordination among satkers in when they are recording their performance achievements in the SMART application. Other variables that also require improvements are the ministry/agency’s willingness to revise their Disbursement Plan (RPD) after each budget revision and the speed at which they spend their budget once DIPA is stipulated.

The Social Security Administrator (BPJS) as an independent public legal entity has its legal position and authority. Because of the regulation issued by the Ministry of Health, the independence of BPJS is interfered with. The relationship that has not been well organized and elegant between BPJS and the Ministry of Health has caused many program problems in the field. Therefore, we need to figure out where the position of BPJS is as a state institution with a public legal entity. The BPJS forms the basis of the Welfare State, through which the government carries out its role of providing basic citizens’ rights to life. Based on Article 28 H and 34 of the 1945 Constitution, the National Social Security System (SJSN) law was established. The Social Security Administrator for Health (BPJS Kesehatan), a legal entity established by the law to administer social security programs, was then formed. Based on those bases, the relationship between BPJS of Health and the Ministry of Health is functional so that the BPJS as a state institution responsible to the President has complete independence. Objectives: This study presents the case for a reciprocal health care agreement (RHCA) between Australia and South Korea. Design and Setting: The research utilised a qualitative social scientific methodology. Document analysis was conducted on government reports, official statistics and media articles in English and Korean. Main outcomes: In Australia, the Health Insurance Act 1973 enables health care agreements with 11 nations, however, Korea has no similar legislation in place. Therefore, Korea would need to build a broader consensus on the need for a RHCA in full, based on the precedent of Australia's agreements with other nations, as well as on the Korean Pension Act, which has enabled reciprocal (equal treatment among the countries) pension agreements with 28 nations through an exceptive clause. Results: The active government commitment and involvement of the Ministry of Health and the Department of Foreign Affairs and Trade in Australia, and of the Ministry of Health & Welfare and Ministry of Foreign Affairs in South Korea, would be essential for a successful RHCA process to come to fruition. Conclusions: While a potential health care agreement between Australia and Korea would constitute a significant step forward in strengthening people-to-people links between these two significant trading partners in the spirit of health diplomacy, the feasibility at the current time is very low indeed.

In 2006, the Azerbaijan Ministry of Health and the World Bank launched the 6-year Health Sector Reform Project (HSRP). The principal goal of the Project is to prepare and implement a fundamental and comprehensive reform of the health system in Azerbaijan, including a major emphasis on strengthening the primary care system (Ministry of Health Project Implementation Unit, 2007). The project envisions the development of a new optimised system of services, with the integration of mental health into general healthcare. In the line of this process, the Public Health and Reform Centre (PHRC) of the Ministry of Health has developed evidence-based clinical practice guidelines on depression, for implementation within primary care (Ministry of Health, 2009). At the same time, representatives from the PHRC and the Departments of Psychiatry and Family Medicine of Azerbaijan Medical University, as well as the State Institute for Advanced Training of Physicians (in cooperation with the World Health Organization Country Office), formed a task force to carry out a survey to assess the need for education in mental health for primary care doctors. A total of 308 primary care doctors (see Table 1) working in 14 settings in different regions of the country were randomly selected and interviewed by the research team.

The study strived to assess the performance of the Ministry of Environment, Forest, and Climate Change in achieving environmental sustainability in Bangladesh. The overarching pitfalls, shortcomings, and associated challenges were critically examined. The research used both primary and secondary data, which was collected following several research approaches. It was found that the Ministry is actively working to achieve 25 targets of SDGs. Nothing is mentioned about climate change in its mandates though it is nodal Ministry in climate adaptation and mitigation. Due to its ambiguous and viscous mandates, jurisdictional overlapping followed by the conflict of interests has been created in many other ministries and divisions. In SDGs mapping, this Ministry's role in achieving food security and responsible consumption have been downplayed. According to key informants' perception, it could not garner the community’s support in conservation initiatives. On the other hand, due to drawbacks in the legal framework, environmental justice could be ensured on an equal basis. No noticeable activities were observed that can achieve the targets 2020, agreed under the UN Convention on Biological Diversity (CBD), as part of the set of Aichi Biodiversity Targets. The Ministry could not establish any reliable database through which ecological, carbon, and green footprints can be measured. Correspondingly, Bangladesh Forest Research Institute cannot carry out need-based and world standard research activities. Institutional and legal reform is advocated to expedite the actions to achieve environmental sustainability. The study recommends enhancing the capacity of the Ministry.

The paper reports on the methodology and findings of a recent project on behalf of the Austrian Federal Ministry of Agriculture, Forestry, Environment and Water Management. The Ministry is seeking procedures for combining ecological and economic criteria to assess which technical urban water alternatives shall receive funding. To this end the current decision making process (DMP) for implementing urban water alternatives in Austria has been analyzed and compared with the situation elsewhere, e.g. in Sweden. The DMP entails specific requirements on assessment, whence the most common decision aid methodologies, ranging from LCA-based to multi-criteria methods, have been described and evaluated from an environmental, economic, legal and practical point of view, turning out recommendations to the Ministry. Their main points are: First the DMP should be kept as simple as possible in order to make it transparent. Second the aggregation of different criteria groups should and can be avoided. Therefore the stakeholders should not be allowed to make trade-offs. Finally clear objectives need to be stated.

The Ministry of Transportation Republic of Indonesia adopted several co-benefits activities related to climate change mitigation action through 2010-2014. In order to claim these activities results as climate change mitigation action, Ministry of Environment and Forestry need to verify them. The verification covers data accuracy, consistency, transparency and completeness of data quality and information. The author also verify the other parameters such as the calculation method, managerial system, monitoring system and funding support. In this program, several mitigation actions were implemented such as Area Traffic Control System (ATCS), traffic impact control, parking management, Bus Rapid Transit (BRT) system, smart driving, non-motorized transport, shifting from private vehicles to rail transport, rejuvenating of navigation facilities, aircraft fleet rejuvenation, renewal of the operation and maintenance system of airplane and improvement of flight navigation system during take-off and landing. The absolute difference results between claim and verification for all climate change mitigation actions based on Government Regulation (PP) No. 61/2011 were 13.44% - 43.5%. While for mitigation action beyond PP 61/2011, the absolute difference were 0% - 67.31%. There are no mitigation action satisfying all verification criteria. Based on these verification activities, The Ministry of Transportation should refine the method of mitigation action.

Objective: To estimate the alignment between the Ontario Ministry of Children and Youth Services (MCYS) expenditures for children’s mental health services and population need, and to quantify the value of adjusting for need in addition to population size in formula-based expenditure allocations. Two need definitions are used: “assessed need,” as the presence of a mental disorder, and “perceived need,” as the subjective perception of a mental health problem. Methods: Children’s mental health need and service contact estimates (from the 2014 Ontario Child Health Study), expenditure data (from government administrative data), and population counts (from the 2011 Canadian Census) were combined to generate formula-based expenditure allocations based on 1) population size and 2) need (population size adjusted for levels of need). Allocations were compared at the service area and region level and for the 2 need definitions (assessed and perceived). Results: Comparisons were made for 13 of 33 MCYS service areas and all 5 regions. The percentage of MCYS expenditure reallocation needed to achieve an allocation based on assessed need was 25.5% at the service area level and 25.6% at the region level. Based on perceived need, these amounts were 19.4% and 27.2%, respectively. The value of needs-adjustment ranged from 8.0% to 22.7% of total expenditures, depending on the definition of need. Conclusion: Making needs adjustments to population counts using population estimates of children’s mental health need (assessed or perceived) provides additional value for informing and evaluating allocation decisions. This study provides much-needed and current information about the match between expenditures and children’s mental health need.

Monitoring and evaluation systems are used by organizations or governments to measure, track progress, and evaluate the outcomes of projects. Organizations can improve their performance, effectiveness, and achieved results in project success by strengthening their monitoring and evaluation systems. Moreover, various studies reveal the need for information and communication technology systems in monitoring and evaluation activities. Despite the advantage of the tools, most organizations do not employ computerized monitoring and evaluation systems due to their cost and limited expertise whereas those having these systems lack a systematic alert mechanism of the projects' progress. Currently, the Ministry of Health, Community Development, Gender, Elderly, and Children of Tanzania monitors and evaluates its projects manually facing the risks and consequences of delayed project completeness. In this study, the evolutionary prototyping approach was used to develop the proposed system. This study describes the development of a web-based monitoring and evaluation system that aims to solve the monitoring and evaluation challenges, simplify works, generate quality data, and provide timely successful project implementation. The developed system was tested and evaluated against the user’s requirements and was positively accepted to be deployed at the Ministry of Health.

This study examined the challenges of state institutions in environmental protection in Nigeria using the case of Taraba state. The institution theory was used as a theoretical framework for the study. The study adopted a descriptive design method using desktop review of secondary materials. Content analysis was used in analyzing the data. The findings of the study revealed that some of the challenges of the state environmental protection institutions include lack of political will, inadequate funding, inadequate qualified personnel, inadequate environmental protection infrastructures, poor condition of environmental protection laboratory, lack of office buildings for staff and poor capacity development. The study also revealed that since the creation of the Ministry of Environment in year 2000 in Taraba state, it is only in 2001, 2013 and 2014 that the ministry received up to 4% of the budgetary allocation of the state. The myriad of challenges have greatly constrained the capacity of the state institution to effectively achieve its mandate of environmental protection. Based on the findings, the study recommends the need for more political commitment to the issues of environmental protection through increased funding, employment of qualified personnel, establishment of environmental protection laboratories and increased capacity development. In the introduction, the problem of road safety is updated, and especially, accidents and injuries of minors due to violations of traffic rules. In this connection, the need to optimize the promotion of road safety by the traffic police of the Ministry of internal Affairs of Russia among minors is becoming more acute. The purpose of this article is to substantiate the positive experience of the divisions of the traffic police Department of the Ministry of internal Affairs of Russia in Vologda in promoting road safety among minors of primary school age through a pedagogical study. The main part of the article offers a solution to the problem under consideration by forming an attitude to road safety among minors of primary school age. Based on the identified violations of traffic rules committed by minors of this age category, pedagogical principles are identified and tools for promoting road safety are selected. The organization of the activities of the traffic police inspector of the Ministry of internal Affairs of Russia on the basis of these principles and the corresponding pedagogical tools contributes to the formation of minors ' attitudes to road safety. The results of the study showed a positive impact of the selected pedagogical tools on the promotion of road safety among minors of primary school age corresponding to modern pedagogical principles. The article concludes with a General conclusion and practical recommendations based on the results of the study.

The article considers the process of formation of industrial activity of the Southern Kuzbass Corrective Labor Camp of the USSR Ministry of Internal Affairs. The chronological framework of the study is set between 1947–1948. Particular attention is paid to the development of the road infrastructure of the camp and additional areas of production activities such as timber processing and agriculture. The main issues of material, housing and food security for convicts are also examined. The main activity of the camp was logging. The camp was located in the south of Kemerovo Oblast in the Gornaya Shoria district. The Southern Kuzbass Corrective Labor Camp was established based on resolution № 409 of the Council of Ministers dated 1 March 1947 and replaced the previously existing Southern Kuzbass Logging Trust. At first it was difficult to undertake a major restructuring of the principles of economic activity which were inherited by the camp from the Southern Kuzbass Logging Trust. Although the workforce of the Southern Kuzbass Corrective Labor Camp was based primarily on the use of forced labor, civilian workers still continued to work there. Difficult working conditions, harsh climate conditions, spatial dispersion of manufacturing sites, supply issues, lack of human resources along with inflated state plans led to significant difficulties in the labor camp. The camp was in desperate need of warm clothing for the prisoners, special tools, food, personnel and paramilitary protection for spare parts and fuel for vehicles, traction power, and so on. However, the amounts of procurement, transportation and removal of wood by the camp was significantly higher than previous results of the Southern Kuzbass Logging Trust. This allows us to conclude that the use of forced labor resulted in the increase of overall volume of logging in Kuzbass and reduce the need for timber in coal mines.

AbstractIn this article, the author discusses the recent experiences of cooperation between the Ministry of Justice of Finland and the Ministry of Justice of the Russian Federation and the Federal Registry Service regarding the development of a free state legal aid system in Russia. These experiences stem from a pilot project initiated and implemented by the Ministry of Justice in the Russian Federation and associated with the Ministry of Justice of Finland during 2006-2007. The article first addresses the key laws within the Russian legislative system concerning legal aid that had been enacted prior to and during the pilot project, and presents the authorities that are responsible for the provision of legal aid services in Russia. Secondly, it presents some preliminary descriptive results obtained by the year 2006 on the socio-demographic profile of users of the legal aid system that was established for piloting in Russia and on the legal cases addressed during the project. The examples provided in the article are particularly based on the statistics of the State Bureau of Legal Aid of the Republic of Karelia—one of the pilot regions. The article also discusses the experiences of the Finnish experts who were involved in the project and addresses some of the specific problems that were noticed during the pilot work in the Russian legal aid system. The author concludes by identifying a number of subjects that need specific attention and practical implementation, in order to further develop the system of free state-provisioned legal aid in Russia.

Nurturing talented workforce is becoming of increasing importance to both public and private sector organizations, as it is easier for an organization with a talented and well-managed workforce to achieve its short and long term aims and objectives than an organization without it. The thrust of this study is to examine the effects of talent management on performance in the public sector, using the resource-based theory (RBT) that clearly states how a valuable, non-substitutable, rare and difficult to imitate employee adds to the competitive advantage of an organization. This kind of employee helps position the organization for short and long-term successes. The survey design was used and data were analyzed using both descriptive and inferential statistics. The stated hypotheses were tested using Pearson Moment Correlation Coefficient. Findings revealed that adequate talent management strategy is needed to enhance performance in public sector organizations as it will help in the maintenance of core competencies, employees’ retention, commitment, increase productivity, as well as lower recruitment costs. The study concludes that no matter the quality and quantity of resources spent on skills sharpening, career support, innovation, training, etc. if adequate strategies are not developed to manage talents within an organization, more resources will be spent on talent acquisition regularly without corresponding results. The study recommends that the process of having a talented workforce should begin from the acquisition (hiring) stage and should flow through the compensation and retention stages. Thus, public organizations should, at all times, identify areas that talent replacements are needed at present, as well as develop the skills and competencies of the employees to take up leadership roles in the future or when the need arises. With this, the organization will have suitable hands to fill in top managerial positions when a senior staff retires, dies, or whenever the need arises.

The article is devoted to teaching the Russian language to the pupils of schools at the embassies of the Russian Federation and the necessity of using the event-based approach for forming and improving communicative universal educational activities (hereinafter UEA). In modern educational reality, when children become pupils of multi-ethnic classes in Foreign Ministry schools regardless of their proficiency in the Russian language, it is necessary to create conditions allowing to form their communicative competence not only at Russian language lessons, but also in extracurricular time. One of conditions of learning Russian is the use of event-based approach to organizing language education, in particular, participation in network projects of Russian Foreign Ministry foreign schools’ interaction. The theoretical significance of the article lies in the fact that due to the conceptual properties of the event approach, its necessity and effectiveness for improving communicative UEA in a multi-ethnic school are justified. The practical significance of the article is that within the framework of the event approach, a model of a network project for Foreign Ministry foreign schools with rhetorical competencebased tasks has been developed. The model allows to achieve a synergetic educational effect in Russian language learning. The described educational event for pupils results in discovering personal and subject meanings through communication, as well as understanding the value of their own speech experience in Russian. The authors conclude about the need to use the event-based approach in a multi-ethnic school, which allows to create an open communicative situation in the Russian language. The directions of further scientific and methodological work could be expanding the list of communicative educational events implemented within this approach, creating the guidelines and their implementation in the practice of multi-ethnic schools.

The article is devoted to the General characteristics of the competency approach introduced in the training of investigators as part of training in specialized educational institutions of the MIA of the Russian Federation. Recognizes the crucial role of the investigative unit of the MIA of Russia in the implementation of law enforcement, the investigation of crimes. The necessity of modernization of the system of professional training of investigators in the framework of specialized universities in connection with the constant complication of the tasks solved by these employees in the framework of their professional activities is substantiated. Such modernization is largely associated with the introduction of a competency-based approach that ensures the formation of the necessary set of knowledge, skills and personal qualities of students. This approach also makes it possible to objectively assess the level of training of a specialist in the framework of higher education. Attention is drawn to the existing difficulties of implementing the competence approach. The article points to the need for a uniform understanding of the terms "competence" and "competence", discusses modern approaches to the interpretation of these concepts. The analysis of the approaches to the definition of the types of competencies and investigative personnel of the interior Ministry, educated in government schools. The article also presents the authors ' opinion on the understanding of the forensic aspect of the formation of professional competencies of investigators of the Ministry of internal Affairs of the Russian Federation.

The study aims at finding the impact of leadership roles, achievement motivation in achieving career excellence for employees in the Ministry of Education in the UAE. To achieve the objectives of the study, the researcher used the quantitative and descriptive approach. The questionnaire was designed as a study tool. It was formulated in (5) axes, (10) paragraphs and (55) phrases, the source of which is: the model of government leadership in the UAE, the criteria for job excellence adopted in government excellence, the EFQM Model, and the achievement motivation for Mwary and McClelland. The study population consists of distinguished employees in the ministry who won three awards: Khalifa Education Award 2007, Hamdan bin Rashid Al Maktoum for Distinguished Academic Performance in 1998, and Sharjah Award for Excellence 1995. The total population is (944) distinguished employees, and the sample represented (283) employees at a rate of (30%) of the study population. They were chosen in a random stratified method to ensure a fair and varied representation in the sample size. The results of the study showed a moderate effect closer to the high in the influence of leadership on enhancing job excellence, a higher effect of achievement and self-fulfillment motives among distinguished employees, and a high impact of the distinguished employee practices. In addition, a moderate influence of competition standards, which is attributed to the need for more realism and suitability for government work conditions in the Ministry of Education. Based on the results of the study, the researcher had a number of recommendations directed to the Ministry of Education, leaders, award departments, and distinguished winners in various categories.

The paper aims to assess the organisational design of the public health care system of Montenegro from the organisational and legal standpoint, and in particular from the position of a likelihood for the system decentralisation through an inclusion of local self-governments with the goal to increase the quality of health care. The qualitative analysis is based on the method of case study. The research covers the analysis of Montenegrin legislation, and in particular Montenegrin and European regulations and strategic documents that refer to local self-governments and health care system. Individual and group interviews were conducted with top executives in the Ministry of Health of Montenegro, Health Insurance Fund of Montenegro and Ministry of Public Administration. The research shows that Montenegrin health system is predominantly centralised, and lacks substantial involvement by local self-government in health care related services. The need for a stronger participation of municipalities (and private entities) is indicated, for the purpose of achieving a stronger level of quality of the health care services.

The Ministry of Education and Culture developed Gerakan Literasi Sekolah to support the need for the above problems. Based on these problems, this study aims to determine the extent of students' technological literacy profiles in the city of Bandung. The method used is giving questionnaires to students. A development and evaluation the Cloud Computing (ClComp) of Ministry of Electricity and Energy of Egypt (MEEE) is presented in this paper. In order to be able to judge whether the ClComp of MEEE is competence, there is a need to develop criteria which performance can judged. Competency based standards and the ability to perform the activities within an occupation to the standard expected in the organization structure are presented. The key objective of Cloud Computing is to integrate Authorized Groups (AuthGs) development with the needs of the organization structures of MEEE. The ClComp of MEEE was developed jointly between the telecommunication information technology and ClComp services. Evaluation enables participant to distinguish between AuthGs centered view and a customer centered view of cloud computing of MEEE is competence evaluation. Recognize the main types of evaluation, explain the purpose of evaluation compare the approaches to cloud computing evaluation and review the relationship between the process and policy of evaluation are investigated. Microprocessor architecture presented an optimistic view of multicore scalability to develop the ClComp. Moreover this paper investigates the theoretical analysis of multiprocessor developing and scalability. The analysis was based on the laws of Amdahl's, Gustafson's, Hill's and Marty for fixed-workload condition. Moreover, challenged the difficulties to develop better cloud computing is taken into account. Also, multicore analysis of ClComp scalability, performance and power under fixed-time and memory-bound conditions are studied. These results complement existing studies and demonstrate that ClComp architectures are capable of extensive scalability and developing.

The article notes that since 2015, the number of opponents has increased, who from time to time question the feasibility of the existence of departmental universities in the system of the Ministry of Internal Affairs. The most active discussions took place around obtaining legal education in departmental universities. Regulations, draft concepts and laws, opinions of scientists on the priority of granting the right to higher legal education are covered: only to higher educational institutions of the Ministry of Education and Science of Ukraine or also to higher educational institutions with specific training conditions of the Ministry of Internal Affairs. It is noted that the issue of the need to obtain higher legal education in the specialty 081 "Law" for investigators is acute. High quality of legal education is one of the integral signs of competence of such persons, and when this quality is combined with the formation of professional skills on the basis of higher education with specific conditions of legal education, you can get a high-quality professional lawyer who can act even in extreme conditions and make legally correct decisions. This is especially true of police investigators, who, when making procedural decisions, must know a number of branches of law, in particular: criminal, criminal procedural, administrative, civil, etc. In the case of the specifics of the activity, there is often a need for knowledge of banking, housing, finance, tax, labor and other branches of law. At the same time, the task of the future investigator is not only to get acquainted with the content of legal norms, but also to be able to apply them in different legal situations, while professionally responding to legal conflicts that often arise, as well as apply the case law of the Supreme Court of Ukraine. human rights. This cannot be achieved in six months on the basis of the primary training center and the Police Academy. In order to increase the role of private sector in infrastructure implementation in Indonesia, the Indonesia government facilitates Public-Private Partnership (PPP), such as by providing Viability Gap Funding (VGF) in the form of construction grants. Some projects get a construction grant but in toll road investment, the support is provided in another form. If the government provides construction grant on toll road investment, there would be risks that government need to face. This study aims to identify the said risks and analyse them so that the government could mitigate the risks. It is also could be used for devising public policy. This study is conducted qualitatively based on interviews with government officials, businessmen, and members of society. Based on the risk identification at each stage of the given support, there are 9 (nine) risks. After preliminary screening, the qualitative analysis and validation indicate that there are 4 (four) risks that must be mitigated by the government. These risks include: the possibility of being disapproved by the finance ministry, the approval process at the finance ministry takes a long time, it is too costly the state budget could not provide it and lastly, the difficulty of obtaining approval from the legislative.

The main interviewees are the head of division of administration, the head of general department, the head of sub staffing department and ten (10) employees from each division to obtain detailed according to the need of the writer. The result of this research describes the implementation of the appraisal of civil service performance, based on government regulation Number 46 Year 2011at the Regional Office of Ministry of Law and Human Rights of North Sumatera has been implemented well. The role of four (4) factors to successful policy implementation such as: 1. Communication, 2. Resources, 3. Disposition, 4. Structure of the bureaucracy can be fulfilled although it has not been perfect. The civil servants that become the policy target of the appraisal of civil service performance do not have any difficulties to obtain the information of the appraisal of civil service performance. The existing information has given the certainty to the civil servants of the describing the performance target of civil.

<p><em>National industries need to anticipate the numerous environmental issues in international trade, in order to compete with other countries. Ministry of Industry Republic of Indonesia has responded that issue by putting green industry as an important part of Master Plan of National Industry Development 2015 – 2035. To encourage industry in implementing green industry principle, since 2010 Ministry of Indsutry has conducted Green Industry Award. Although each year, there is an increasing number of award receivers, but comparing with the total numbers of industries in Indonesia, the percentage of award receivers is so small. Therefore, this research is conducted to measure the </em><em>environmental performance</em><em> of several industries in Indonesia in order to know whether industries are ready to implement green industry standard. Data were collected in 6 manufacturing industries, based on the green industry self-assessment form released by ministry of industry. From the sixth industries which were evaluated, there are two industries that show low commitment to the environment because their scores are below 50. There is one industry categorized as green industry level 1 (score=56.5). The beginning of 2020 was shocked by the WHO's statement which mentioned Coronavirus-19 (COVID-19) as a pandemic. As many as 37420 confirmed cases of COVID-19 were reported by the Ministry of Health of the Republic of Indonesia until June 2020 and are growing every day. One of the supporting examinations to establish a diagnosis of COVID-19 is a radiological examination. It is undeniable that the increasing incidence of COVID-19 has caused the workload of health workers in hospitals is increase, including in radiology installations in hospital. The purpose of this study was to analyze the need of workforce according to the workload using the Workload indicators of staffing need (WISN) method in the radiology installation of the RSU X. This research uses quantitative and qualitative methods. The results showed that the workload of the workforce in the radiology installation at RSU X was in the optimum category. Based on calculations using the WISN method, it was found that the total number of workers needed at the radiology installation at the RSU X was 15 people and the workforce gap ratio was 1.00.

The procedure was introduced elsewhere already in the 1990 s whereas in Poland it has been in use for two years now. The paper is based on the oficial statistics provided by the Ministry of Labour and Social Policy and the National Bank of Poland, and interviews with civil servants working with the unemployed. In this narrative study, two English as a foreign language teachers reflected on their environment, behaviors, beliefs, competencies, and missions under the heading of teacher identity concept. The results suggest that teachers need a supportive community of practice and a well-tailored mentoring system to be able to reflect on themselves and the context in which they are teaching.

Statement of the problem. The relevance of the study is due to the fact that at present the activities of law enforcement agencies are based on the introduction of a unified system of information and analytical support of the RF Interior Ministry. The effective use of digital technologies depends on the quality of training of legal professionals, in terms of development of their basic knowledge, skills and abilities in the field of computational and analytical activities as the basis for professional thinking development. The purpose of the article is to justify the need to include the basics of the general theory of statistics, probability theory and mathematical statistics in the course of Legal Statistics as a basis and tool for analyzing socio-economic phenomena closely related to the activities of anti-crime law enforcement agencies following the historical and pedagogical analysis of applying statistics in jurisprudence. The research methodology consists of the analysis and synthesis of regulatory documents in the field of higher education (including educational standards of different generations in the areas of legal training implemented in the RF Interior Ministry universities), the history of teaching the course in Legal Statistics, as well as scientific and pedagogical literature. Research results. The study shows that the content of the course in Legal Statistics for students in legal specialization should include not only branch norms, but also the basics of the theory of probability and mathematical statistics. The fundamental nature of mathematical training helps to develop the basic grounds of professional thinking among specialists of the Russian law enforcement system. Conclusions. The study methodology made it possible to clarify the need for teaching mathematical fundamentals (including the elements of the theory of probability and mathematical statistics) while teaching Legal Statistics. This contributes to a higher level of professional competence among RF Interior Ministry graduates of higher educational institutions, their readiness to apply mathematical calculations in analytical activities.
