Abstract:
The article describes the phenomenon of NEETs (young people not in employment, education or training) in the European labour market. The focus of the article is on the presentation of Eurostat statistical data. It shows the dynamics of change in the population share of young people meeting all of the three conditions: they are not gainfully employed, enrolled at any kind of education institution, and do not gain work experience as trainees or interns. Available quantitative data shows the scale of this unfavourable social phenomenon in the years 2006—2015 within the area of the European Union. The scale of the NEETs phenomenon was visible before, during, and after the recent economic crisis. Due to the lack of unambiguous defining framework — referring to the age limits of persons included in the NEETs category — the scale of this phenomenon, based on Eurostat’s analyses, was presented in reference to broader perspective: 15—34 years, and then among people aged 18—24. Not only does the article indicate a number of adverse consequences of this phenomenon, but also delineates recommendations whose implementation could contribute to curbing it.

Abstract:
The aim of this article is to identify the main mechanisms leading to the NEET status in Italy, Romania, and Bulgaria. It does so by highlighting the differences amongst them and verifying how place of residence effectively affects the connected propensity to this status after having controlled for many personal characteristics through a series of probit models. Furthermore, multiple correspondence analyses produce profound understanding of the NEET phenomenon and associated determinants. The results highlight the need to plan support actions tailored to specific NEET characteristics. Whilst the degree of urbanization impacts upon the NEET status throughout Romania and Bulgaria, Italy shows a strong divide between the North and the South. However, in all three countries there is a need to improve the education system and stimulate higher levels of education as the main measure of NEET prevention.

Abstract:
The article attempts to identify features and provide a social portrait of the NEET youth in the European and Russian contexts. The developed European countries faced the NEET phenomenon in the late 20th - early 21st century: according to the Eurostat definition, this group includes young people aged 15-24, unemployed or economically inactive, who do not study and do not get vocational training - in 2017, the NEET youth made on average 14.7% of the working population. In Russia, the number of NEETs is at the average European level - 15%. According to the classification of the International Labor Organization (ILO), there are two groups of NEETs: NEET-unemployed and NEET-inactive. The authors consider as the determining factor of becoming a part of the NEET group one’s unwillingness to work and study, i.e. the criteria of being NEET is not working (rather than being unemployed) and not studying (rather than being economically inactive). Thus, it is the forms of ‘social dependency’ of the NEET youth that make the study of this group so difficult. The article examines objective and subjective reasons for the emergence of this group and social consequences of being in the NEET group, whose representatives try to benefit from the situation. The authors show that the assessment of the NEET youth as marginal, i.e. a transitional and unstable group, encourages European states to provide assistance to these young people to help them to get out of the situation of non-working and non-studying. The article provides some examples of such assistance in Italy, Great Britain, Poland, Spain, and the Netherlands.

Abstract The issue of unemployment among adolescents as one of the causes of social pathology is examined. It is also emphasized that the NEET phenomenon is spreading and that it furthers social exclusion and pathologies. It is argued that school and career guidance at the earliest levels of education, especially developed among adolescents who face making decisions important for their education and career, is a way to prevent and minimalize negative effects of these phenomena. Thus it is advised to develop various forms of guidance and to raise the need among adolescents to plan their own educational and professional development

Abstract:
Measures concerning intergenerational inequality generally refer to youth unemployment or youth household income and wealth. The common conclusion is that the generational gap is represented by negative trend of youth unemployment and NEETS. In this paper, I argue that this phenomenon is not the cause of intergenerational unfairness, but one of its effects. The pioneering efforts to measure the intergenerational fairness through a set of multidimensional indicators are the starting point for deeper analysis. The purpose of this paper, however, is not only to measure unfairness, but to quantify the generational divide. The latter is defined as the intensity of material and immaterial barriers affecting a sound development of individuals. The way to measure such a phenomenon is to use a new and comprehensive, synthetic index, applied to the Italian youth emergency and social discrimination. For this reason some new indicators are added to the previous models, such as credit crunch, the scar inferred to NEET (Not in Education, Employment or Training), digital divide and barriers to mobility. The results of this pilot analysis in the selected country for the period 2004-2012 demonstrate a worsening of the generational divide over the last five years and these high negative trends are mainly due to housing costs, decreasing incomes and the pension burden. These results suggest the need for a deep and careful consideration on the real intergenerational sustainability of current European and development strategies and show a large discrimination towards the younger generations.

Abstract:
The term NEET (not in employment, education, or training) has been increasingly applied to young people in Europe not engaged in the three systems mentioned. Young people who seclude themselves at home and progress to social withdrawal can be considered a NEET subgroup—the “disengaged.” This phenomenon was first identified in Japan, where such reclusive individuals are referred to as hikikomori, but youth social withdrawal has also been reported in other countries, including South Korea and Hong Kong. Research on youth social withdrawal has mainly focused on describing and identifying contributing factors to this withdrawal behavior. Very few studies have examined the transitional processes from the initial self-seclusion to later help-seeking. Examining the mechanisms behind the engagement process for helping professionals is important to guide social work services for this unique group of young people. We conducted a qualitative study involving semi-structured interviews with 30 socially withdrawn young people in Hong Kong. Thematic analysis conceptualized their social withdrawal processes into three subthemes: private status, de-friending spiral, and suspension of experiences. Three reasons for changing their withdrawal behavior were also identified: rebalancing one’s ideal self with reality, reconnecting with tuned-in people, and regaining momentum in life. This study provides practical implications for social workers to develop approaches to engage withdrawn young people.

Abstract:
The level of education as a component of competence may play an important role in determining the chances of social and material success, as well as raising the living standards, forming conditions for economic growth. This finds its reflection in the EU strategic documents, which lays the foundations for opening a public debate. It is commonly accepted that the level of education stands behind the heritage and thus, a significant role is played by the parents’ educational lifelines. Population inhabiting rural areas is presented in the subject literature as a community usually more inclined towards ending their education as early as possible and displaying professional passivity. The aim of the article is to identify the scale of the phenomenon concerning professional and educational inactive young people aged 15–34 in Poland and in the EU (the so-called NEET – Not in Education, Employment, or Training), particularly in rural areas, in the context of rural inhabitants’ opinions, concerning the impact of education on their situation and expectations relating to the sphere of their children’s education. For the purpose of the study the non-reactive method of the existing data analysis (desk research) was used. Basing upon the study of the subject literature and analysis of articles provided by experts, information was collected on the essence of the NEET population and its subgroups. Reasons behind the educational and professional inactivity of the youth were identified. Reports published by the Eurostat, Poland’s statistics in form of Diagnoza społeczna 2015 results and reports by the Institute of Educational Studies comprised the source of information. For a relatively long time the possibility of social advancement owing to education remained within the reach of solely the most ambitious individuals who left the country as les miraculés or les héritiers – “heirs” equipped in culture capital, successors to family educational biographies. There appear substantial differences in this sphere between individual EU member states, which can reach several dozen percent. In the comparative analysis, the NEET population inhabiting rural areas of Poland comprised over 16% in 2008, almost 21% in 2013 and over 17% in 2017. The attempt of diagnosing poses a strategic challenge to the rural EU areas as regards the selection of appropriate solutions resulting from the specificity of the motives for belonging to the NEET group.

Abstract:
Across the world, young people face real and increasing difficulty in finding decent work with each passing day. Youth unemployment is not a new phenomenon; it is part of the global jobs crisis. Two additional emerging factors are worsening the youth employment crisis even further and causing challenges in the transition to decent work:  Increase in “discouraged youth”, in other words young people “neither in education nor in employment or training” (NEET).  Rising unemployment among university graduates, and more generally graduates of tertiary education institutions. What can be done to solve the dropout crisis with microblogging possibilities? Bloggers are driven to document their lives, provide commentary and opinions, express deeply felt emotions, articulate ideas through writing, and form andmaintain community forums. Using Twitter is becoming more relevant than ever, but we need to be aware of how any given audience engages with Twitter. Many educators have found that Twitter is a great tool to help increase participation and continue to engage students once they’ve left the classroom. The use of e-learning in itself does not constitute an enhancement of the quality of teaching and learning, but it is a potential enabler for such enhancement. Examples of actual good practice have been provided to illustrate how certain initiatives have addressed challenges and sought to engage learners in an effective manner.

Abstract:
The state youth policy requires deep study and justification by representatives of social sciences, including sociology and socio-economic geography, which allows us to synthesize various methods of studying society and its well-being. Social geography, having a spatial approach, allows us to determine the territorial features of the course of social phenomena, to identify cause-and-effect relationships between them, to study the general and specific features of the development of territorial communities and population strata. Using the example of Great Britain, China and Russia, the current social problems of young people in countries with different types of socio-economic development are revealed through a comparative analysis of socio-demographic processes. In the context of concepts of well-being, the article considers various aspects of social dependency as a new and little-studied phenomenon. It is revealed that the UK, which implements the liberal principle of public welfare policy, has extensive experience in social work with young people, and the pioneering research of NEET-youth is of international significance. In China social dependency has acquired specific forms, which is largely determined by the principle of egalitarianism, the consequences of demographic policy and traditional mentality. The analysis of modern problems of Russian youth has shown that the rejection of the paternalistic model of social protection of the population had a negative impact on the situation of young people. The article analyzes the results of statistical, sociological research, expert evaluation, included interviews, etc., which revealed the social problems of Russian, British and Chinese youth, including the phenomenon of dependency. It was revealed that the study of dependency in the framework of youth policy and social work will help to activate the younger generation, accelerate its inclusion in society, and improve technologies for solving social problems.

SOCIAL INTEGRATION OF YOUNG PERSONS AT RISK OF DROPPING OUT OF THE EDUCATION SYSTEM: RESULTS OF THE SLOVENIAN PROGRAMME PROJECT LEARNING FOR YOUNG ADULTS In order to understand the phenomenon of dropping out of the education system, it is important to direct scientific and professional interest on understanding the lifestyle of these young persons from their perspective. The concept of social vulnerability of the youth is useful for that purpose, as it explores risk factors in various life circumstances of young persons, based on which approaches and programmes focused on prevention of dropping out, solving the problems of droputs and unemployed young persons are developed. The programme Project Learning for Young Adults combines both approaches and is based on an individualised, holistic and structured way of working with vulerable young persons. It consists of three levels of project activities: elective, individual and interest based with the aim of developing working habits, team work, self-confidence and career interests in order to reintegrate young adults in the education system and promote their entering the labour market and social inclusion. The programme has been active for 25 years in the Republic of Slovenia and it has included over 1,370 young adults. It has been financed by the European Social Fund. Key words: vulnerable youth, drop-out, NEET population, project learning for young adults.

Several theistic arguments are formulated as arguments for the best explanation. This article discusses how one can determine that some phenomenon actually needs an explanation. One way to demonstrate that an explanation is needed is by providing one. The proposed explanation ought to either make the occurrence of the phenomenon in question more probable than it occurring by chance, or it has to sufficiently increase our understanding of the phenomenon. A second way to demonstrate that an explanation is needed is to show that the phenomenon in question both violates our expectations and is particularly noticeable.

Abstract:
Background: Meyerson phenomenon is an uncommon clinical condition that is characterized by an eczematous halo surrounding a preexisting melanocytic nevus and numerous other lesions. The etiology of this condition is unknown. We suggest that the mechanism is due to the interaction between CD4 T lymphocytes and increased expression of intercellular cell adhesion molecule 1 (ICAM-1). Objective: This article provides a concise overview of Meyerson phenomenon. Methods and Results: We present the case of a 37-year-old female with an inflamed nevus located on her thigh from no evident cause. Her condition resolved with surgical excision of the nevus. Histopathology of the specimen demonstrated spongiosis and lymphocytic infiltrate with eosinophils, which confirmed the diagnosis of Meyerson phenomenon. Conclusion: Meyerson phenomenon can resolve spontaneously or with treatment of either topical steroids or surgical excision. The main concern with benign lesions presenting with inflammation is malignant transformation; thus, clinicians need to be more aware of Meyerson phenomenon.

Abstract:
Raynaud's phenomenon is a common vasospastic condition which carries a significant burden of pain and hand-related disability ( Hughes and Herrick, 2016 ). The prevalence of Raynaud's phenomenon in the general population has been reported to be approximately 5% ( Garner et al, 2015 ). Raynaud's phenomenon can occur either as a primary (‘idiopathic’) phenomenon or secondary to a wide range of underlying medical conditions and drug causes. Therefore, hospital-based specialists are frequently involved in the care of patients with Raynaud's phenomenon and need to be aware of associated conditions and prescribed medications for Raynaud's phenomenon. In particular, Raynaud's phenomenon is often the earliest manifestation of an underlying autoimmune connective tissue disease (e.g. systemic sclerosis). A comprehensive clinical assessment is required including performing targeted investigations (e.g. nailfold capillaroscopy and systemic sclerosis-associated autoantibodies). Patient education and lifestyle adaptations is first-line treatment for Raynaud's phenomenon. There is a wide range of pharmacological options including oral and intravenous drug therapies available to treat Raynaud's phenomenon. Surgical intervention is sometimes required for refractory Raynaud's phenomenon and tissue ischaemia. This review describes the clinical manifestations of Raynaud's phenomenon including potential secondary causes and presents an approach to assessment and management.

Abstract:
The thrombogenic potential of Lambl excrescences (LE) is minimal unlike the benign tumour fibroelastoma wherefrom thrombi often originate. We present a patient with multiple strokes within a six-year period. A possible locus on the aortic valve was found and diagnosed as fibroelastoma. Before aortic valve substitution prior finding could not be visualized and surgery was aborted. Due to review of earlier Transesophageal Echocardiography (TEE) and the transient component, LE was accepted as the most plausible diagnosis. This illustrates the need for TEE just before surgery.

Abstract:
The article is devoted to the phenomenon of an epic novel, a unique genre phenomenon that arose in Russian literature of the 19th century. While the West European novel lost its national breadth and depth, the Russian novel was able to maintain an epic dominance, revived many of the signs and characteristics of ancient epics based on the material of modern life. The basis for the revival of an epic novel based on Russian soil was: the nature of Russian realism, a special understanding by Russian writers of man and his role, as well as religious consciousness and collegiality. The author of the article discusses the meanings of the definition of “epic”, the concept of “epic”, shows the need for their rapprochement based on the disclosure of the features of the epic novel. The article analyzes the views of literary scholars of the 20th century, which came close to the need to highlight such a dominant form of the Russian novel of the second half of the 19th century, but due to ideological and political trends did not determine the most important foundations of the epic novel. The work outlines the need to study the totality of the artistic world of the epic novel, the special objectivity of Russian writers, which allowed them to come to global and universal problems. The phenomenon of the epic novel is largely due to the precedent picture of the world, the conscious choice of a character between personal, selfish and popular principles in favor of the latter.

Abstract:
This article is dedicated to consideration of the environment as a sociocultural phenomenon. Emphasis is placed on the trend of changing the attitude towards environment from technological to sociocultural. Examination of the environment in such paradigm allows reconsidering the phenomenon from axiological perspective, which transforms the attitude towards environment, at times fundamentally. The article employs the analysis of secondary data of the conducted applies research, as well as the expert survey of specialists from the three neighboring countries – Russia, Kazakhstan, and Mongolia. The following conclusions were formulated: the environment is perceived as universal and regional value that impacts the spiritual life of an individual and the society, thereby ensuring their spiritual security; 2) the adoption of managerial decisions in the environmental sphere should be associated with conceptualization of this phenomenon as sociocultural, which increases the degree of responsibility and importance of the environment for the intergenerational continuity of culture-bearers. The novelty of the work consists in substantiation of the need for paradigm shift in comprehension of the environment as a sociocultural phenomenon. The focus may move from the economic or ultimately ecological attitude towards environment to sociocultural.

Abstract:
Speech perception is inherently multimodal. Visual speech (lip-reading) information is used by all perceivers and readily integrates with auditory speech. Imaging research suggests that the brain treats auditory and visual speech similarly. These findings have led some researchers to consider that speech perception works by extracting amodal information that takes the same form across modalities. From this perspective, speech integration is a property of the input information itself. Amodal speech information could explain the reported automaticity, immediacy, and completeness of audiovisual speech integration. However, recent findings suggest that speech integration can be influenced by higher cognitive properties such as lexical status and semantic context. Proponents of amodal accounts will need to explain these results.

Abstract:
Purpose The purpose of this paper is to identify hurdles in women’s rise up the organizational ladder through the epistemic concept of the glass ceiling phenomenon. The secondary aim is to determine how the glass ceiling effect results in women’s failure to secure equal representation in high-ranking executive positions in comparison to males. The study intends to come up with empirical evidences to advance plausible justifications and support for the organizations to manage their workforce with the sense of egalitarianism. Design/methodology/approach The questionnaire is administered to a sample of 210 respondents including CEOs, directors, managers, assistants, accountants, doctors and teachers from public and private sectors. The variables that influence the glass ceiling phenomenon are gender (female) represented on the board of directors (BODs), stereotypical behavior and training and development of females to measure the glass ceiling effect. Further, this influence is examined regarding the selection and promotion of the females as candidates, as well as female effectiveness at work. To verify the glass ceiling phenomenon, multiple linear regression analyses with the ordinary least square method are used. Findings Drawing on the perspective of the social role theory, the authors identify plausible causes of the glass ceiling phenomenon in the Asian context. The results show the presence of glass ceiling, particularly characterizing its effects on the selection and promotion of the female candidates and their effectiveness. The authors found that glass ceiling was negatively related to both female effectiveness and “selection and promotion.” It was also identified that research variables such as lesser women’s representation on the BODs, training and development and stereotypical attitude toward women promote glass ceiling. Research limitations/implications The larger sample and data collection from different cultures would have assured more generalizability. The glass ceiling is affected by numerous variables; other factors can also be explored. Practical implications Organizations must consider competitive females in their selection and promotion decision making. Asian countries, especially developing countries such as Pakistan, need to develop policies to encourage active participation of the female workforce in upper echelon. The equal employment policies will reduce the dependency ratio of females, consequently driving the country’s economic growth. Social implications Societies need to change their stereotype attitudes toward women and encourage them to use their potential to benefit societies by shattering glass ceilings that continue to place women at a disadvantage. Developing a social culture that advances women empowerment will contribute to social and infrastructure development in Asian countries. Originality/value This paper adds a thought-provoking attitude of organizations in South Asia, especially in Pakistani societies that play a role in creating a glass ceiling, more so to shatter it even in 2016. This study compels firms in Pakistan and other Asian regions to use unbiased practices by investigating the impact of glass ceiling on female effectiveness that has not previously been conducted in the Asian context. To the best of the authors’ knowledge, the study of glass ceiling in Pakistani context is first in the literature.

Abstract:
This paper present design and simulation of boost type Power Factor Correction (PFC) converter which improved the power quality. With the enormous development in the usage of power converters circuits like rectifiers which is non linear loads, the current drawn by these non- linear loads will not follow the supply voltage (i.e. non simulation). This results in high Total Harmonic Distortion (THD) and poor Power Factor (PF). Hence there is a need of converter topology to improve the PF and reduce line current harmonic. Boost type PFC converters is most popular topology for improving the PF in supply AC side. Average Current Mode (ACM) control technique is employed to control the boost converter in Continuous Conduction Mode (CCM). Simulation of proposed system is carried out using MATLAB/ Simulink platform.

Philosophical and anthropological explorations of the state of modern culture testify to its crisis nature, connected with a fundamental change in the civilizational type of development. In a society that is transformed from industrial to post-industrial, informational, and global, the whole mechanism of cultural formation undergoes dramatic changes. The exhaustiveness of the technological and technological path of human development, which has come from the times of the European Renaissance, and at the same time the need for a radical reformation of the foundations of the further existence of the global society are becoming apparent. Lack of understanding of the real means of such reforming leads to a total disregard for the possibilities of the mind. And as a consequence, the current crisis of rationalism is a sign of the current socio-cultural situation.

Abstract:
We are experiencing a generalization of music in all contexts, including the commercial, social and labor, to the point that sound has invaded the public space. Music has a great communication capacity and effectiveness in generating emotions and attitudes. Thus, music has been used as a persuasion tool in advertising and as a formula to produce positive responses in individuals. However, its excessive presence suggests there is a current tendency or need to fill the entire space with sounds, with no space for silence. In this work, we present this phenomenon as a manifestation in modern societies of the "horror vacui", a Latin expression that means "fear of empty space", whose origin is in the philosophical paradigm that denied the emptiness in nature and was later applied in art history to describe ornate works, without gaps, like those of the Baroque. We propose this parallelism as a research method in musical communication.

This article shows how complex emotions are. This has been proven by the analysis of the changes that occur on the face. The authors present the problem of image analysis for the purpose of identifying emotions. In addition, they point out the importance of recording the phenomenon of the development of emotions on the human face with the use of high-speed cameras, which allows the detection of micro expression. The work that was prepared for this article was based on analyzing the parallax pair correlation coefficients for specific faces. In the article authors proposed to divide the facial image into 8 characteristic segments. With this approach, it was confirmed that at different moments of emotion the pace of expression and the maximum change characteristic of a particular emotion, for each part of the face is different.

Abstract:
This article focuses on the philosophical understanding of responsibility as a social phenomenon. Based on the analysis of classical and modern works on social responsibility, the authors conclude that this phenomenon is multifaceted and multidimensional. It is also considered to be an integral part of all spheres of social life since it is included in all types of activities and is present at all the stages of society’s development. The article shows social responsibility from the point of view of the social actor’s essential forces, that is, responsibility is considered to be a result of the manifestation and development of essential forces, ultimately, through the self-realization of social actors. Cooperation of labour is shown as the material basis of responsibility. The authors argue in favour of the activity approach to studying social responsibility. In this case, it becomes not only a regulator, but also a constituent element of human activity, which emphasizes both the retrospective aspect of responsibility and its positive, operational aspect. In addition, the article explores the connection between responsibility and social relationships, which give rise to reciprocal demands placed by subjects of responsibility on each other. These demands are expressed in the traditions of society and state, in morality, laws and other aspects. Thus, only the activity that is related to attitudes towards these demands can be considered responsible. The demands, in turn, become objective conditions underlying responsible activity. Further, the paper points out the need to study social responsibility in the unity of the objective and the subjective. According to the authors, the main criterion of socially responsible relations is the result of activity. It should be used to evaluate society’s level of responsibility both in the historical context and in modern conditions.

Abstract:
The article is devoted to the observation of the cultural phenomenon of nostalgia, its social, psychological, ethical and general philosophical aspects. It is shown that nostalgia is based on value-laden memory that helps us differ pleasant and unpleasant, useful and useless, meaningful and meaningless. This value-laden memory has its ethical dimension that deals with moral tradition, our concepts of good and evil, justice and injustice, sense of life and sense of death. We may say that ethical memory is a part of a larger “cultural memory” that enables every kind of social and individual identity. Due to nostalgia the generation`s continuity is established. In the act of nostalgia a person recalls the past but also rebels against actual state of presence. It is affirmed that our time-arrangement of “bad presence” and “good past” is possible because of ontological time regress. Nostalgizing for the past, a man is trying not only to mythologize the latter, but to resurrect it symbolically. Nostalgia’s faith in revival contains a hope for annihilation of time and triumph of eternity. We may call it an archetypical need, a manifestation of ancient mythological and religious motive of death and resurrection. Longing for past accompanies mankind dur- ing all its history and especially rises in the postmodern culture – in forms of metaphysical, political and aesthetical nostalgias. Metaphysical nostalgia is the lust for Logos, (God, meaning, truth, the good and the beauty) in the post-nihilistic absurd world, where god is claimed to be dead, and all supreme values are seemed to be devalued. It is also longing for the sacred reality, the being, that postmodern culture is lacked. Political nostalgia is the lust for the real power, subconscious desire for its increasing, expanding, absolutization. Aesthetical nostalgia is the sadness for the art as symbolic hierarchical structure with definite cultural and historical code as today we observe fakes and simulations, chaos and “metastases of cultural codes” (J. Baudrillard).

Abstract:
This study investigates the use of age stereotypes in evaluating individuals' behavior in context-specific situations. One hundred university students assessed young male, young female, old male, and old female characters in four vignettes using the Rosencranz and McNevin Semantic Differential. The data revealed limited but conflicting evidence of the use of stereotypes when the stimuli portrayed target characters in lifelike situations rather than in an experimental vacuum. It is argued that while stereotyping can occur in specific contexts, its form is greatly influenced by other aspects of the situation. The need to reconceptualize the notion of stereotypes of the elderly is discussed, and a shift in emphasis toward the analysis of subgroup stereotypes as opposed to one consistent global stereotype of old age is urged.
