After four years of economic gloom, the Bruneian economy began showing signs of recovery, mainly thanks to improved global oil prices and the fruits of government policies introduced three years ago. In the meantime, the sultan’s seriousness in combating corruption has taken center stage, with young new faces introduced in the recent cabinet reshuffle. Implementation of sharia law remains slow. On the international front, Brunei appears to be moving closer to China, which is emerging as the country’s largest foreign investor.

<p>Brunei Darussalam merupakan negara yang kaya akan sumber daya alam seperti minyak bumi dan gas alam. Sumber pendapatan negaranya sangat bergantung pada sektor migas. Ketika harga minyak dunia turun, hal ini juga berpengaruh pada perekonomian Brunei Darussalam sehingga pemerintah Brunei Darussalam memangkas anggaran pertahanannya pada tahun 2015 sebesar 25%. Namun, pada tahun 2018, anggaran pertahanan Brunei Darussalam mencapai B$ 492,754,700, meningkat 12,9% dari anggaran tahun sebelumnya. Penelitian ini berfokus kepada sektor migas Brunei Darussalam yang memiliki pengaruh terhadap anggaran pertahanan Brunei Darussalam. Besaran anggaran pertahanan suatu negara akan mempengaruhi kekuatan pertahanan, termasuk aktivitas diplomasi pertahanan didalamnya. Konsep yang digunakan untuk menganalisis studi ini adalah konsep diplomasi pertahanan. Hasil penelitian ini menunjukkan bahwa terdapat key results area dalam pertahanan Brunei Darussalam, yaitu integritas wilayah, kapasitas militer, mendukung pendekatan whole-of-nation, diplomasi pertahanan yang efektif, keterlibatan militer dalam misi internasional, sumber daya manusia berkualitas tinggi, dan image pertahanan yang berwibawa dan kredibel.</p><p><strong>Kata Kunci :</strong> Brunei Darussalam, diplomasi pertahanan, sumber daya alam</p>

Tulisan ini bertujuan untuk menganalisis posisi dalam sistem hukum syariah di Brunei. Studi ini penting untuk mengenal hukum yang dilaksanakan di Brunei, dimana sebagiannya berasal daripada Inggris. Sebelum kedatangan Inggris, Brunei pada prinsipnya memiliki hukum Islam sendiri yang tertulis dalam Qanun Brunei, Hukum Adat Brunei dan juga memiliki pengadilan syariah sendiri. Tetapi ketika Inggris datang, sedikit demi sedikit mereka diperkenalkan hukum Islam ke dalam hukum mereka sendiri. Kadi Pengadilan diwujudkan pada tahun 1906 ditiadakan, ketika hukum mereka terus mengalami perubahan. Walaupun demikian, upaya untuk menjaga hukum Islam terus dilakukan. Faktor-faktor yang mempengaruhi praktek hukum Islam di Brunei tidak hanya masyarakat tetapi juga keinginan dari Raja Brunei. Dengan keinginan kuat antara pemerintah dan masyarakat, hukum Islam bisa ditegakkan.

Brunei adalah satu-satunya negara berdaulat sepenuhnya di Kalimantan, sisa wilayah pulau dibagi antara negara Malaysia dan Indonesia. Menurut Dana Moneter Internasional (IMF), Brunei menempati urutan kelima di dunia berdasarkan produk domestik bruto per kapita pada paritas daya beli. Ada dua jenis Standar Akuntansi yang akan diadopsi di Brunei Darussalam, yaitu Standar Pelaporan Keuangan Internasional (IFRS) dan Standar Akuntansi Brunei Darussalam (BDAS) yang dikeluarkan oleh BDASC untuk entitas lain yang tidak memiliki akuntabilitas publik (entitas kepentingan non-publik). Dengan analisis yang penulis lakukan berdasarkan laporan tahunan dan laporan keuangan dengan memakai objek Bank Islam Brunei Darussalam (BIBD) selama 5 tahun terakhir, hasil analisa menunjukkan bahwa perusahaan tidak melakukan praktik Shenanigans 1, Shenanigans 2, Shenanigans 4, Shenanigans 5, Shenanigans 6, Shenanigans 7. Bank Islam Brunei Darussalam (BIBD) melakukan teknik Shenanigans 3 dalam pencatatan laporan keuangannya tanpa pengaruh yang signifikan (jumlah yang kecil) sehingga laporan keuangan masih wajar dan tidak merugikan pihak yang bersangkutan. Abstract:
This study aims to analyze: 1) changes in the economic structure of ASEAN countries; 2) comparison of the economic structure of ASEAN countries. The data used in this research is secondary data which includes 2000-2016 time-series data and 10 countries cross-sections. Based on the results of the analysis, it shows that changes in the economic structure of ASEAN countries from 2000 to 2016 fluctuated each year. It can be seen from the GDP data on the average contribution of sectors based on business fields and based on shifting sub-sectors, namely the agricultural sector, the industrial sector, and the service sector. From the economic structure of ASEAN countries apart from (Singapore) for the agricultural sector, the largest contribution was Myanmar 40.55%, and the lowest contribution was Brunei Darussalam 0.89%. For the industrial sector, the largest contribution was Brunei Darussalam 66.79%, and the lowest contribution was Myanmar 23.22%. The service sector with the largest contribution was the Philippines at 54.91%, and the lowest contribution was Brunei Darussalam 32.31%.

Abstract:
Negara Brunei Darussalam is known as a country that strongly adhere and follow the Syafi‘ite School of Islamic law (madhhab). Both in daily practice of its Islamic society as well as in the Islamic legal pronouncements (fatwa) that have been issued. Hence, this study aims to demonstrate the existence of opinion from madhhabs other than the Syafi‘ite in the justifications of the State Mufti of Brunei for issuing fatwa. Therefore, library research was conducted to gather suitable fatwas, while content analysis method was performed to identify fatwas that comprised the opinion of madhhabs other than the Syafi‘ite. As a result of this study, those opinions that were brought up in the fatwas are caused by several factors. Namely to show the similarities and differences of opinion between those madhhab and the Syafi‘ite, to meet the demand of the one seeking fatwa (al-mustafti) and when the State Mufti was giving guidance (irsyad) at the end of his fatwa.

 Abstrak
 Negara Brunei Darussalam dikenali dengan negara yang berpegang kuat dengan mazhab Syafi‘I sama ada dalam amalan seharian masyarakat Islamnya mahupun dalam keputusan-keputusan fatwa yang dikeluarkan. Justeru kajian ini bertujuan untuk memperlihatkan kewujudan pendapat mazhab selain Syafi‘I dalam hujah-hujah Mufti Kerajaan Brunei bagi mengeluarkan fatwa. Kaedah perpustakaan dijalankan untuk mengumpul fatwa yang dikaji dan kaedah analisis kandungan digunakan untuk mengenal pasti fatwa yang terdapat di dalamnya pendapat dari luar mazhab Syafi‘i. Hasil kajian mendapati pendapat-pendapat mazhab selain Syafi‘I yang dikemukakan dalam fatwa-fatwa tersebut adalah disebabkan oleh beberapa faktor iaitu bagi menunjukkan persamaan dan perbezaan pendapat, bagi memenuhi permintaan orang yang bertanya dan apabila Mufti Kerajaan Brunei mengemukakan irsyad di hujung teks fatwanya.

Abstract
 The South China Sea dispute involves People’s Republic of China (PRC) against Vietnam, Malaysia, Philippines, Indonesia, and Brunei Darussalam. The South China Sea Dispute was caused by claimant state and nine dashed line which made by PRC. Instead of resist, Brunei Darussalam in South China Sea Conflict took considerable different gesture other than the rest belligerent parties like Vietnam, Malaysia, Philipines, and Indonesia. Brunei did not show any resistance to PRC regarding territorial claimants and instead cooperates with Asian giants controversial move. Brunei Darussalam took a stand by bandwagoning against the PRC. Brunei’s behaviour was identified by Balance of Threat theory by Stephen Walt. As a result, there is a very unbalanced capability and power capacity measure between the combined power capacity of Brunei Darussalam, Vietnam, Malaysia, the Philippines, and Indonesia with PRC. It made worse by the Brunei’s economic crisis.

 Abstrak
 Konflik Laut Cina Selatan melibatkan Republik Rakyat Cina (RRC) dengan Vietnam, Malaysia, Filipina, Indonesia, dan termasuk Brunei Darussalam. Konflik Laut Cina Selatan disebabkan oleh claimant state dan pembuatan sembilan garis putus-putus (nine dashed line) secara sepihak oleh RRC. Dalam menyikapi agresifitas RRC yang mengklaim wilayahnya di Laut Cina Selatan, Brunei Darussalam mengambil sikap yang berbeda dibanding yang dilakukan oleh Vietnam, Malaysia, Filipina, dan Indonesia. Brunei Darussalam mengambil sikap dengan tidak menentang klaim RRC dan melakukan bandwagoning terhadap RRC. Sikap bandwagoning yang dilakukan Brunei Darussalam disebabkan oleh tiga kondisi negara dan empat faktor ancaman dalam teori Balance of Threat Stephen Walt, dimana ukuran kapabilitas dan kapasitas kekuatan yang sangat tidak berimbang antara Brunei Darussalam, Vietnam, Malaysia, Filipina, dan Indonesia dengan RRC , bahkan jika kekuatan lima negara tersebut digabungkan. Kondisi tersebut ditambah dengan krisis ekonomi yang dialami Brunei Darussalam sehingga bandwagoning dianggap sebagai pilihan yang rasional.

Makalah ini adalah berkaitan dengan perubahan tradisi penempatan masyarakat Melayu Brunei di kawasan pantai barat Borneo Utara (1881-1941) dan impaknya terhadap sosioekonomi masyarakat ini semasa zaman pentadbiran British North Borneo (Charted) Company (BNBC). Tujuan utama makalah ini ialah untuk menjelaskan perubahan serta pengekalan penempatan masyarakat ini selepas tamatnya pemerintahan Kesultanan Brunei. Pengambilalihan BNBC terhadap Borneo Utara menyebabkan wujudnya pemisahan pemerintahan di antara masyarakat Melayu Brunei di Borneo Utara dengan masyarakat Melayu di negara Brunei Darussalam dalam aspek sosial dan ekonomi. Perdebatan mengenai “pertelingkahan bahasa Melayu dan bahasa Inggeris” sentiasa wujud di alam Melayu. Walaupun bahasa Melayu merupakan bahasa rasmi/bahasa kebangsaan dan juga bahasa penanda budaya dan identiti orang Melayu, masih terdapat kekhuatiran terhadap kemungkinan kepupusan bahasa tersebut dalam kalangan para sarjana dan masyarakat Melayu. Perkara ini terjadi kerana peningkatan kepentingan bahasa Inggeris dalam era globalisasi. Dengan mengaplikasikan Model Sikap Bahasa dan metode Skala Penilaian Gangguan Antara Generasi Luasan serta Rangka Kerja Keberdayaan dan Kepupusan Bahasa, makalah ini membincangkan sikap bahasa dan daya hidup semasa bagi dua variasi bahasa Melayu iaitu bahasa Melayu standard dan bahasa Melayu Brunei dalam persekitaran dwibahasa di Negara Brunei Darussalam, berdasarkan bukti-bukti kajian analisis terhadap penutur bahasa Melayu Brunei dan tanggapan beberapa sarjana bahasa Melayu. Hasil analisis mendapati sikap para belia terhadap kedua-dua variasi bahasa adalah positif dan kewujudan dilestarikan melalui usaha-usaha penyelenggaraan setempat, selain kedua-dua variasi bahasa ini saling melengkapi dengan bahasa Inggeris mengikut kesesuaian konteks dan audiens. Makalah ini turut menyangkal tanggapan yang menyatakan kedudukan dan daya hidup semasa bahasa Melayu terancam, selain turut menyanggah dakwaan kewujudan bahasa Inggeris mengancam status dan pengekalan bahasa Melayu.

Abstract:
This is a study of language choice and language alternation patterns in a corpus of messages posted on two Brunei Darussalam on-line discussion forums. It aims to break new ground by investigating Malay-English language alternation in the context of computer-mediated communication (CMC), in contrast to previous research which has mostly studied alternation or code-switching in informal conversations. The corpus of texts consists of 21 1 messages posted on the 'Bruclass' and 'Brudirect' forums. These were analysed in terms of their grammatical and discoursal features to determine what role is played by each of the contributing languages. Chapter 1 outlines the major research questions: how much alternation is there between Malay and English, how is this alternation achieved, and why do the bilingual text producers make these language choices when posting their messages in the on-line forums? This chapter also includes outline description of the sociolinguistic context of Brunei Darussalam in terms of its population, history, system of education, and discussion of the varieties of Malay and of English used by Bruneians. In Chapter 2 relevant literature on language alternation is reviewed, with a gradual narrowing of the focus: from theories of code-switching and language alternation to studies dealing specifically with Malay-English code-switching in Malaysia and in Brunei Darussalam. Studies on language use and alternation in the CMC domain are also reviewed. Chapter 3 discusses the combination of quantitative and qualitative methods, and the rationale for these. Findings from the grammatical and discoursal analyses are reported and discussed in Chapter 4. Whilst monolingual English messages are the most frequent, almost half of the corpus texts are found to include a measure of Malay-English alternation.Many of these display an asymmetric alternation pattern, in which one language supplies the grammar and the other the lexis, but there are also examples of equal alternation, where Malay and English both contribute to the grammar and to the lexis. The reasons for these choices are investigated through a questionnaire survey, which includes a text ranking task, and through other published texts in which Bruneians discuss their use of language. Chapter 5 discusses these findings, and the concluding Chapter 6 considers connections between the analysis of the texts and the questionnaire survey, especially the preference for monolingual English. Chapter 6 also includes discussion of questions of identity as reflected in the language choices and of language use in the CMC domain.

Abstract:
Despite its tiny size and population, Brunei Darussalam is linguistically and ethnically diverse. The dominant race, the Malays, is made up of seven different ethnic groups, namely Belait, Bisaya, Brunei Malays, Dusun, Kedayan, Murut and Tutong, all of whom are considered indigenous to Brunei. With the exception of the Brunei Malays and Kedayans, each of the other groups traditionally speaks their own distinct indigenous languages that are distinct from the Malay language. Drawing on qualitative data obtained through interviews and documentary analysis, this study aims to explore the historical and contemporary interrelationships between these languages within the 'ecology of language' framework, and to find out how the notion of linguistic diversity interplays with national unity in the face of modernization. Although the study reveals a high level of tolerance by the informants toward linguistic diversity, there is evidence to suggest that as the minority ethnic population are abandoning their traditional languages and shifting to Malay, a synchronous convergent evolutionary process of identity shift is occurring too. The implications are that as linguistic diversity is diminishing in Brunei, so too is cultural diversity.

Abstract:
This case study aims, to establish the expectations of future trends of teaching Arabic in Negara Brunei Darussalam, with special reference to 1pe findings of the Needs Analysis in teaching and learning Arabic in educational institutions (Arabic Secondary School, ASS and Universiti B1\lIlei. Darussalam, UBD), and government . ~ . Ministries (the Ministry ofReligious Affairs, MRA; the Ministry ofEducation, MOE; and Ministry of Foreign Affairs, :MFA). A questionnaire was developed and used for students in the schools and university, and for officers in the three ministries. The ~concept of teaching is understood' here as a process that is fundamentally and inseparably bound up with learning. The teaching of a language based on learnerqentred ,education has become a new trend in the teaching of a language' in recent years. This should be considered as leading to the development and improvement of , the teaching of Arabic in the above mentioned institutions. The teaching of the target language should be focused on learner behaviour and should be coordinated with the learner's goals in, needs for, and objectives in the studying of Arabic; In fact, ,acknowledgment that learners have needs has resulted in the identification of many· factors which influence the learning and teaching process. Issues related to the teaching and learning of Arabic in each institution has been discussed, and some problems have been detected and defined. To solve these problems, I have proposed several recommendations and suggestions; it is hoped and expected that the quality of the teaching and learning of the Arabic language in Negara Brunei Darussalam will thus be improved, arid iI). particular at the five institutions that require and use of Arabic.

The main focus of this study is the 'route of learning' taken by Deputy Heads as they learn to be Heads, and how this preparation is achieved in Brunei's secondary schools. It is felt that the Ministry of Education in Brunei does not yet have adequate strategic and systematic pl~ in place to prepare deputies for headship. The preparation practices that do exist are carried out on an 'ad-hoc' basis for example the sending of some selected Deputy Heads for training either locally or abroad. Additionally, the issue of preparing for headship is very new in the field of academic research in the Brunei context. According to e.g., ERIC search, local research has been concerned with the training and development of school Heads, and identifying the skills that they required, but none have.focused on specifically investigating in depth how to develop those skills. Since independence in 1984, Brunei's industrial and economic development has been rapid, creating an increasing demand for more skilled and educated manpower to participate in national development. The government's response to these developments has been to give high priority to HRD with special emphasis on education, training and development. Since educational establishments play a very important role in the production of a quality workforce needed by the country, this study focuses on institutional. development with !articular emphasis on the development of managers or leaders particularly Heads of Schools and their Deputies. If the quality of education and training is to be achieved, school managers must be enterprising, visionary, quality conscious and most important, contribute effectively to successful schooling. School leaders are therefore expected to be knowledgeable, skillful and have the competencies to meet the changing economic environment and also the existing and future educational challenges. To meet this requirement and expectation, effective preparation of school leaders is of paramount importance and it deserves to be given serious consideration. Given this background, the study aims to examine the existing process in the preparation of school leaders, particularly in terms of 'experiential learning' which underpins part of 'modes of learning' from the aspect of informal (daily experiences, previous job experiences and acting headship), relational learning (networking within the school management team and mentoring or coaching) and formal learning (training and qualification). The study also examines the current practices and policy developments in respect of school leadership development. ,The study applies a qualitative case-study method in which semi-structured interviews. constitute the main data-collection technique, supplemented and enriched by diary keeping and telephone interviews to elicit information on the perceptions, experiences and views of school Heads and Deputy Heads at the school and ministerial (policy makers) levels. A total of 17 key stakeholders, mainly school Heads and Deputy Heads, and policy makers participated in the study. A survey by telephone was conducted for all government secondary schools (Head and Deputy Heads) at the initi~ stage of the study to carry out the selection of the respondents using purposive sampling in order to narrow down the number of respondents for further research using a case-study method. The study reveals'a number of key findings which should be noted and also should be applied in the current school setting. Firstly, the respondents agreed that informal and relational aspects ofleaining provided them with the~ opportunity to understand and learn their own personal strengths and weaknesses including skill gaps and knowledge. Interestingly, the nature of networking and mentoring activities between Head and Deputy Heads. influenced the respondents' perceptions of team-work, learning and the kind of 'leade~ship style' which in tum influenced the perceptions of deputy heads as their 'future reference' for positive and negative role modeling. Therefore, such variables should be given special attention by the school and ministerial level officials in the efforts to . improve the process of preparing deputies to be school Heads. The study also shows that most respondents (deputy Heads) were not aware ofthe 'sub-conscious learning' they had gone through via informal ~pects oflearning un&l they were asked questions for the purpose ofthis research. Secondly, in the area of formal learning (training and qualification), the study shows that not all schools are managed by well qualified and trained leaders. A few school leaders have been trained in educational managementwhile others have not been trained. likeWise, Deputy Heads in some schools have been groomed for future Heads while in other schools grooming has not taken place. The existing leadership training that is being offered at the Universiti Brunei Darussalam, namely; MA Educational Management and Leadership of Educational Programme, has been viewed by the respondents as 'inadequate' to meet the needs of existing and future school Heads. The study also revealed some deficiencies in the current system. These include the absence of a systematic procedure for recruitment and selection of future Heads, the absence of training policy for preparing the Heads and teachers in schools and the reliance on 'ad-hoc' procedures in the preparation for headship. Some form of 'standardization' is needed so that in future the procedures for preparing school heads can be applied consistently across schools. I An interesting finding of the study is that the three categories of stakeholders (policy makers, Head Teachers and Deputy Heads) are consistent in their perception that the three aspects of learning, namely: informal, relational and formal, are important for the preparation of school heads. These aspects of learning, therefore, should be incorporated consciously and offered to all officers who are identified as future school heads. The study concludes with a number of suggestions for improving current practices. [t is proposed that certain principles could be adopted as a framework for guiding the successful preparation of school leaders in Brunei secondary schools. This study is by no means an end in itself. There are suggestions . . on areas for further study such as the issue of 'know/edge transfer' for trained school heads and why some school heads do not fully internalize their leadership and management training; issues on professional and organizational socialization, and generalization for future research and comparative studies with other sectors or regional level organizations.

Abstract:
This thesis is about exploring the business environments which influence the construction industry in Brunei Darussalam. It aims to analyse the existing business environments after the crippling effect of the 1997 financial crisis. It also aims to identify the business conditions for public-private partnerships, privatisation and private finance initiatives to flourish in Brunei and the corresponding critical success factors and failure reducing criteria. Relevant literature for public-private partnerships, privatisation and private finance initiatives were used to identify the critiques on these models. Relevant literature on business environments in which these models have been successfully implemented were also studied. The research questions look at the business conditions of successful public-private partnerships, privatisation and private finance initiatives and try to emulate them in the existing business environments by identifying the critical success factors and failure reducing criteria. The difficulties in collecting data in this type of research led to the selection of the Delphi technique. The Delphi technique was carried out in four rounds and six critical success factors and fourteen failure reducing criteria were identified and ranked according to their importance. Retrospective interviews were also conducted to validate the factors and give further insights on the potential implementation of these models in Brunei. Four practitioners validated the interpretations of this research. The results from the synthesis found four layers of business enviroments in which government influence exist in all levels. The private sector and private support services are only present in the fourth layer and are not the critical success factors in the business environments. The thesis concludes by discussing methods to improve the business environments in which public-private partnerships, privatisation and private finance initiatives could flourish in Brunei, and the direction of future research to improve the business environinents for private sector activities in general.
