Abstract With 1.6 million Finnish-origin individuals abroad, the focus in Finland has traditionally been on Finnish cultural associations and educational programmes over any other type of engagement with this population. This chapter provides an overview of Finland’s diaspora policies, with a focus on social protection. It shows that Finland does not have a specific global policy of supporting Finns abroad, but rather a regional approach with Nordic countries (Denmark, Iceland, Norway and Sweden). Similarly, this chapter shows that Finland has a somewhat decentralized approach to diaspora engagement by which its strong network of non-profit organizations abroad perform a role traditionally given to public authorities in the area of social protection and consultation. The diaspora policy of the Finnish Government could be characterised as reactionary, since Finnish missions increasingly help Finnish tourists abroad. A strong Nordic cooperation in the field of social protection has widened after huge immigration of Finnish people to Sweden, and bilateral social agreements have been established with countries where Finns have immigrated historically like the United States and Australia.

AbstractIn this chapter, we examine diaspora policies and social protection in Turkey, an EU candidate country with a significantly large emigrant population in the EU. Turkey’s diaspora engagement has taken various forms in line with the domestic and international developments over the decades. From the early 2000s, the Turkish state has adopted an active approach to diaspora policies, in accordance with its assertive neo-Ottomanist foreign policy (Aydin Y, The new Turkish diaspora policy: its aims, their limits and the challenges for associations of people of Turkish origin and decision-makers in Germany (working paper). Stiftung Wissenschaft und Politik-SWP-Deutsches Institut für Internationale Politik und Sicherheit, Berlin, 2014; Mencutek ZS, Baser B, J Balkan Near East Stud 20:86–105, 2018). In this period, the Turkish Government has depicted the Turkish diaspora both as a political and economic resource in the transnational policy-making and lobbying procedures, and as a population that needs protection and guidance vis-à-vis host country authorities (Mencutek ZS, Baser B, J Balkan Near East Stud 20:86–105, 2018). This chapter demonstrates that this two-dimensional approach has also been influential in social protection policies addressing Turks abroad. Turkish authorities mostly aim to assist migrants with navigating the welfare system in the receiving countries. This approach is complemented by a strategy of fortifying transnational economic, political and cultural ties with Turks abroad as part of public diplomacy and the attainment of soft power goals. With elements such as child benefits, expansion of the related attaché offices, and educational services for children, family-related benefits constitute the most accentuated social protection policies adopted by the Turkish state. The significance of family in Turkish diaspora social protection policies fits well with the Government’s emphasis on family values as an intrinsic part of its conservative policies.

In this chapter the potential of GIS oriented neighborhood websites in the Netherlands will be researched. This new way of location based e-government will be analyzed by conducting four case studies in which neighborhood websites hold a central position. Relevant questions include to what degree these websites improve service delivery on the side of the government and to what degree the position of citizens is strengthened and whether they are pleased with the website and with the results. Attention will be paid to critical factors for success when designing the website but also while implementing the website and when the website is running. This will be done in terms of service delivery, closing of the gap between government and citizens and the strength of the position of citizens. Finally, we will answer the question on how GIS oriented neighborhood websites can be implemented so they have the highest potential by citizen satisfaction.

He grabs his machete and rain parka, puts on his black galoshes, and heads out in a flatbed truck up a series of muddy roads surrounded by lush forest interspersed with farms. Eventually he arrives at a small water-distribution facility located at the top of a hill overlooking the surrounding watershed. He checks the station’s tanks, carefully noting the water levels. Duarte is the elected leader of a group of local citizens who have been given responsibility for managing water resources in their community. They decide how much water is used and how it will be allocated among families and farms in the area. They collect user fees, purchase equipment, and make numerous daily decisions affecting water use. Their role stems from a power-sharing arrangement with the Costa Rican government, which in recent years has crafted similar agreements with hundreds of local water associations throughout the country. Six thousand miles to the east, Claudia Olazábal begins her day in the outer suburbs of Brussels. She takes the subway to her office in the European Commission, a sleek modern glass and steel building where she heads the Biodiversity Unit of the European Union’s Directorate General for the Environment. On this particular day, her attention is focused on the design of new rules for the control of invasive species, which pose a major threat to ecosystems worldwide. Six years in the making, this rule came about after extensive consultation with stakeholders throughout the twenty-seven member countries of Europe—farmers unions and botanic gardens, prime ministers and pet shop owners. Working with a professional staff of Swiss and Germans, Poles and Portuguese, and many other nationalities, Olazábal is preparing for a lengthy negotiation involving lawmakers throughout the continent in a complex dance that will hopefully produce a new European policy on invasive species. Since the beginning of the economic crisis in Greece, the first impacts were felt on standards of everyday living. Citizens felt the urge to self-organize and take action based on their own strengths as the only practical solution to fill in the gaps left by the state's absence of intervention. Rooted in the country's economic crisis, Greek citizens' self-organized social solidarity (SoSS) initiatives have been focused on acting and innovating rather than protesting. Examples of such initiatives are social grocery stores, alternative currencies, time banks, neighborhood groups for sanitation and general caretaking, assistance to students in primary/secondary education to name a few. The main objective of this chapter is to show the evolution of SoSS initiatives through a longitudinal research for the period 2014-2016. Α second objective is to present the relationship between these initiatives and the online media: How did they use the internet and the social media for their communication for the same period of time? With increasing availability of information and communication technologies (ICTs), the authors argue that governmental processes can be facilitated and develop more participative planning efforts towards developing e-governance in countries. The free software and simulation tools can contribute to generate appropriate spaces for citizens’ participation in, definition and supervision of government plans.

Abstract:
Chapter 4 examines the role that community organizations play in mobilizing poor people into politics. It shows that part of the explanation for the unusually high levels of participation among poor citizens in Latin America can be traced to extraordinarily high levels of community organization. People across all social classes in Latin America are very involved in community organizations, including neighborhood associations, community groups, parent groups, professional organizations, religious groups, and women’s organizations. The chapter shows that organizations promote greater political participation by poor citizens through two mechanisms. The first operates at the community level, through the mobilizational resources and infrastructure provided by densely organized communities that reduce barriers to collective action. The second operates at the elite level, when parties and campaigns channel their political mobilization efforts through organizations rather than targeting atomized individuals. The evidence shows that the effect of involvement with community organizations has a stronger effect on political activism of poorer citizens—but only for voting and protesting, thus helping to equalize overall levels of political participation.

This chapter examines the Baratillo’s relationship with Porfirian Mexico City, when the country’s autocratic president Porfirio Díaz sought to modernize the nation and its capital city in the late nineteenth and early twentieth centuries. It focuses on the events that led to the Baratillo’s relocation to the neighborhood of Tepito, in 1902. Facing the threat of the market’s closure, baratilleros bargained with the municipal government, reaching a compromise to move to Tepito—a location the vendors proposed themselves. The chapter contributes to recent scholarship that revises earlier depictions of the Porfiriato as a monolithic dictatorship, emphasizing instead the multiple ways that Mexico’s government and citizens maintained a tense and unequal peace for more than thirty years.
