Abstract:
Unemployment is a huge challenge for the South African government and it has been identified as an important variable in the fight against poverty and inequality in the country. The unemployment rate in the Eastern Cape Province is higher than the national unemployment rates in the country and the unemployment rate in the Nelson Mandela Bay Municipality is higher than the provincial average. The purpose of this study is to uncover the barriers to employment in Nelson Mandela Bay. Chapter one presents the rationale and background to the study including the research aims, objectives and the scope of the research. Chapter two provides an extensive literature review about the major factors that influence unemployment rates, the government inititiatives that were deployed to reduce unemployment rates in the country and the impact of labour market inflexibility on employment outcomes. Chapter three provides the research methodology followed in this study and chapter four includes an analysis and discussions of the questionnaire data. Chapter five concludes the research report with recommendations for policymakers.

Abstract:
The quest for resilient cities has emerged as a strategy to mitigate and adapt the problems created by urban population growth and rapid urbanisation. Resilience has increasingly become an important urban policy discourse that challenge cities to reflect on their adaptive capacity to function in the face of adversity. Urban resilience in particular, amplifies the concern that urban spaces are the hub of heightened complexities of diverse risks. Across the globe, the concept of resilience is gaining momentum with many academic researchers discussing this phenomenon. In South Africa, the concept has been sparingly incorporated in a number of literatures with little focus on local government entities such as municipalities. In order to close this gap in the literature, and in response to the increasing use of the concept locally, this study explores the extent to which factors of resilience resonate within the Nelson Mandela Bay Municipality urban management practices. Based on the exploration of a wide array of literature from various disciplinary areas, this study examines the concept of urbanisation and the related challenges. It also critically explores the concept of resilience, its application in urban management as well as the attributes of the adaptive capacities that enable urban resilience. This research adopts the City Resilience Framework and Index developed by Arup in partnership with the Rockefeller Foundation to assess the levels of resilience in the Nelson Mandela Bay Municipality. The framework identifies four main dimensions used to measure resilience: People’s health and wellbeing, Organisation of the economy and society, Place of urban systems and services and Knowledge inherent in leadership and strategy. These dimensions form the basis of an integrative framework that provides an alternative lense through which cities can understand their unique attributes that contribute to their resilience. This research highlights the levels of resilience within the Nelson Mandela Bay Municipality and outlines practical implications for Nelson Mandela Bay Municipality’s management which can also be applied in other cities. This research adopts a positivist approach and applies statistical empirical measures using a quantitative analysis process. The research instrument in the form of a questionnaire was administered to the target population for data collection. Using the conceptual framework, the researcher applied statistical analysis to derive relationships amongst the variables to determine the degree of resilience in Nelson Mandela Bay Municipality using the four main dimensions of the framework. The findings of the study show the varying levels of resilience within NMBM’s practices. NMBM’s principal success areas include; providing basic houses, ensuring water and sanitation facilities, instituting effective labour policies, providing skills development and training facilities especially to the youth, enabling a conducive atmosphere for business development and the presence of an integrated development strategy. However, not much has been done in providing sufficient public health facilities, alternative energy sources, access to financial services, ensuring food security, enabling continuity of projects and activities through a funded budget, providing emergency medical services in the event of a disaster, high levels of corruption and insufficient deterrents to crime. Overall, the results show that NMBM has made good strides in enabling high level of resilience in its day to day operations. The findings of this study suggest that urban resilience is a continuous process that facilitates engagement leading to a dialogue and deeper understanding of a city.

Abstract:
Focusing on the policy context for social entrepreneurship in Nelson Mandela Bay Municipality (NMBM), this dissertation examines the processes through which social entrepreneurs participate in the processes of development of the municipality because; social entrepreneurship is increasingly being recognised as a mechanism for creating social and economic value. Social entrepreneurs play a significant role in fulfilling unmet societal needs and in filling gaps, particularly in areas where government and the market fall short. Based on this view, this study raises questions about the integrated policy guiding social entrepreneurship for better development outcomes. It aims to contribute to the body of literature on social entrepreneurship and development by examining the processes through which social entrepreneurs participate in the development of the communities at the local level. Using the Grounded Theory method, this study found that there is no integrated policy on social entrepreneurship in the NMBM and that the deficiency created by the lack of an integrated policy engenders Social Revisioning. The substantive theory of Social Revisioning emerged from the data to explain the processes through which social entrepreneurs participate in the development of communities when there is no integrated policy on social entrepreneurship. In response to the deficiencies in the policy context, differentiated and autonomous entities within and outside of the municipal government step in and support social entrepreneurs to provide services and participate in the processes of development. However, even though Social Revisioning can be used to address the policy deficiencies in social entrepreneurship and development, the differentiations and autonomy that characterise the entities, role players and processes embodied in Social Revisioning prevent cohesion among them and again beg for an integrated policy that will incorporate them.

Abstract:
Place branding has grown in popularity since the late 1990s. In this regard, place branding is an endeavour to not only construct an image or message of a place but also to communicate and manage it. Place branding can be viewed from a functionalist point of view as a strategic instrument to be managed in a similar manner as a product or corporate brand in order to enhance competitiveness. The focus of place branding has overwhelmingly been on the customers who are mainly tourists. However, there have been recent calls to take into account the perspectives of others stakeholders, in particular internal residents, in the place branding process. It has been noted that place branding is effective through its ability to authentically represent the setting of its constituents and through it to reveal a compelling narrative of the place. This authentic setting is represented by the place identity, which can be discovered from the perspectives of the place‟s internal residents. The current study was anchored in stakeholder theory and set out to propose a simple exploratory model for understanding place identity through the perspectives of internal residents. The study explored various frameworks and models proposed in the literature up to date to understand place identity. The overarching variables were filtered out from the different frameworks and an exploratory place identity framework was proposed. A non-experimental study was carried out in the city of Nelson Mandela Bay. The study was exploratory and its variables had not been previously tested in the city. A questionnaire, which was partly self-administered and partly administered through face-to-face interviews, was distributed electronically and manually. The framework proposed variables were city role, cognitive evaluations, envisioned future as well as affective evaluations and they were operationalised from the literature. The relationship between the variables was confirmed through correlation analysis. The hypotheses in the study were tested through descriptive statistics, correlation analysis, ANOVA, t-tests and Chi-squared tests. A destination identity framework for Nelson Mandela Bay.

Abstract:
E-governance is a comprehensive and well-thought out notion as it brings forth a change in the way governments communicate to citizens and to each other. Since the RSA government relies on regular consultations with the citizens in order to improve service delivery, e-governance approaches inspires citizens to be active agent of local democracy by means of providing information and participation on issues that matters the most to the society. The effectiveness of e-governance takes into account four systemic intentions which are as follows: Increased government accountability; Increased government transparency; Increased government efficiency and; Increased citizen’s trust In order for the RSA government, more particularly at the local level, to ensure quality of life to the citizens, the modernisation of government services and operations is very important. E-governance can now be considered as a source or tool for sharing ideas and initiatives that deliver a mutual enrichment. In other words, the citizens are the determining factor and actors for the rules and the role of the local bureaucrats as well as for the corresponding ICT tools persist to be developed. This treatise undertakes a strategic view and an evaluation of e- governance in local municipalities as the means of improving and transforming the delivery of services and access to information for citizens. Consequently this paper affords an exploratory analysis between e-governance and the six core elements of technology (i.e. e-strategy, e-skills development, e-services, IT governance and ICT infrastructure and e-leadership) believed to contribute positively in the effectiveness of e-governance. Finally, recommendations are made as a result of analysing the literature study and empirical study to ensure the implementation of the key initiatives of e-governance that can add value to the Nelson Mandela Bay Municipality (NMBM).

South African public organisations are faced with many unique challenges in striving to manage an increasingly diverse workforce. This study aimed to investigate the managing of diversity at the Nelson Mandela Bay Municipality. To achieve this aim, the views of the Total Quality Management approach were examined in order to create an effective and efficient diversity environment within the municipality. In order to understand what effective diversity management means in South African public organisations, a qualitative approach to the research was utilised through document analysis and interviews. Purposive sampling was used to identify participants. Interviews were conducted until a point of data saturation was reached. Data was analysed using the systematic coding tool of the ATLAS.ti software programme. The research reveals that many shortcomings exist concerning diversity management in the Nelson Mandela Bay Municipality. Therefore, a need exists for proper management of diversity that would support tolerance and respect for diversity.

Abstract:
The concept of city branding has sprung to prominence in recent years. This can be attributed to globalisation and the ease of access to all corners of the globe with the improvements in technology and modes of transport. This increased competition for resources, skills, talent and revenue has made cities not only compete with other cities in close proximity to one another, but also with cities across the world. The answer to this conundrum was found to be a comprehensive marketing strategy composed of clever and catchy slogans, beautiful logos, media campaigns and public relations drives. This process only led to the loss of large amounts of money since the benefits were not longstanding and the results were not tangible as these avenues only benefitted the home country’s tourism industry. A long term solution for cities was needed to build a favourable image. Corporations were used as models to build a brand since manufacturers of similar products are in constant competition to gain market share and revenues from their competitors. The similarities between corporations and cities are undeniable and efforts were made to incorporate successful branding strategies from corporations into city branding efforts. Cities and corporations must be effective in developing and incorporating social, economic and political aspects of their culture into a successful city brand image. The major difference between cities and corporations stems from the fact that it takes considerably longer to leverage a comprehensive brand of a city, when compared to the brand of a product since their lifespans are completely different. In the past, city brands were based on historical significance. Today, city brands are exclusively influenced by the events it hosts. The hosting of events has been seen as a guaranteed way for a city to improve its brand image. On the contrary, the hosting of events has been found to either improve a city brand or tarnish it. Sports events have been deemed as the best way to improve a city brand because sports appeal to a wide audience and are relatively inexpensive to host in comparison to the benefit and improvements they bring. This treatise investigates the approach and various types of sports events which must be included for the successful branding of Nelson Mandela Bay as part of a destination marketing strategy. The suggestions from this study were formulated upon scrutiny of the available literature and case studies on various branding efforts undertaken by cities around the world to establish and improve their brand image. A survey was conducted amongst the residents of Nelson Mandela Bay using a questionnaire. A total of 952 responses were received. The questionnaire measured the respondents’ attitude to what types of sports events they will support, their feelings on the standard of facilities and quality of events in Nelson Mandela Bay. This treatise served to identify which sports events should be used in any branding effort undertaken by Nelson Mandela Bay. Literature and case studies served as the foundation for this study. The survey insights and expectations enabled a plan to be developed that will be unique for Nelson Mandela Bay based on its location, characteristics, tastes and preferences of its residents. This plan would serve to benefit the residents of Nelson Mandela Bay, the city itself and encourage additional investment from external sources. The results of this study indicate that the residents of Nelson Mandela Bay advocate the use of sports events as the main driver in branding the city. Furthermore, the residents have made it clear that cricket, rugby and Iron Man-type of events are favoured and more likely to be supported than any other type of sports event in Nelson Mandela Bay.

Abstract:
South Africa is confronted by waste management challenges and the need to redress environmentally acceptable waste management practices. In seeking to address this challenge, the South African government has introduced waste management legislation, policies and strategies. Despite the legislation, policies and strategies on waste management, illegal waste dumping continues to exist as a major challenge in particular for the Nelson Mandela Bay Municipality. This study focuses on illegal waste dumping in Nelson Mandela Bay Municipality which negatively impacts on development. The study seeks to make recommendations which will assist the Nelson Mandela Bay Municipality to improve its waste management services. This study involved a community participatory approach by communities in Motherwell, New Brighton and Gelvandale. The research follows a mixed method approach, employing both qualitative and quantitative approach. A Public Perception Survey is used as a method of data collection aimed at determining the present public opinions regarding the waste management services currently offered by the Nelson Mandela Bay Municipality (NMBM). The study found that despite interventions by the NMBM to address illegal dumping, the problem continues to exist. Poor service provision by the NMBM in terms of waste collection services combined with the lack of awareness of the community‟s responsibility towards the cleanliness of its communities leads to littering and illegal dumping of waste by communities. The NMBM is not effective in the planning, coordination and implementation of its waste management services. Recommendations have been presented with regard to how effective waste management services in NMBM can be enhanced.

Abstract:
The South African national government has bestowed certain authority on local governments in order for community services to be delivered by officials who are closer to the community and who will consider community needs. Post-apartheid South Africa is confronted with a major challenge in ensuring that municipalities deliver optimal and professional services to ratepayers of all ethnic and diverse cultures. Municipalities have important objectives to implement, while service delivery is one of its major goals. The ratepayers in the NMBM have complained and protested against poor service delivery that resulted from poor job performance by NMBM employees. It is therefore necessary to investigate the obstacles that are hindering the NMBM employees in exhibiting effective and satisfactory job performance in order to deliver the required services to the customers. The primary objective of the study is improving employee job performance in the NMBM by investigating the factors that influence such performance. More specifically, the study investigates the influence of job involvement, team work, organisational communication, skills development and training, recognition and pay and rewards on the job performance of NMBM employees. Convenience sampling was used to select a sample of 250 respondents from the large population of about 2 000 NMBM employees. The sample was stratified to include all occupational levels including the executive mayor, portfolio councillors, executive directors, and financial officers, operating officers, chiefs of staff, directors, assistant directors, senior managers, professionals and blue collar staff. Two hundred and fifty questionnaires were distributed, but only 200 usable questionnaires were returned, producing a response rate of 80 percent. The empirical results showed that recognition systems, job prestige, skills recognition, and skills development and training were significantly related to the job performance of the NMBM employees. Job involvement, fringe benefits, pay and rewards, teamwork and organisational communication were not significant related to the job performance of the NMBM employees. The study provides managerial and future research recommendations in this regard.

Abstract:
Poverty is generally acknowledged as one of the most serious problems facing post-apartheid South Africa. The biggest challenge facing South Africa localities today is their ability to cope with alarmingly high levels of unemployment that are severely retarding both economic growth and poverty. The growth of the poverty in South Africa increases the spread of poverty in communities in which the cycle of their poverty can be passed onto the next generation if not well addressed. South Africa is characterised by inequitable growth and development, a high degree of poverty, increasing demands and limited resources and challenge of integration. In order to fight poverty the South African government has introduced mechanisms and plans to alleviate poverty and to monitor and evaluate the impact of their policies and programmes on reduction of poverty, the government has prioritized poverty alleviation in its development agenda. To fight poverty the South African government introduced a well planned and coordinated programme known an Integrated and Development programme (IDP) with its main purpose that is to enhance service delivery and fight poverty through an integrated and aligned approach between different role players and stakeholders. The IDP seeks to promote integration by balancing the social, economic and ecological pillars of sustainability without compromising the institutional capacity required in the implementation.

Abstract:
The purpose of local economic development (LED) is to build up the economic capacity of a community, to improve its economic future and the quality of life for all. It is a process by which public, business and nongovernmental sector partners work collectively to create better conditions for economic growth and employment generation (World Bank, 2006). In achieving the above definition of LED by the World Bank, the participation of community members in this process cannot be over emphasized. Women entrepreneurs are a driving force in today’s modern world. Most researches on women entrepreneurs in developed countries have showed that there are significant improvements in the economic growth of these countries as a result of the entrepreneurial activities of these women. However, there are limited statistics on the impact of women entrepreneurs in developing countries. The context of this research area is the Nelson Mandela Bay Municipality (NMBM). This research makes a contribution to the existing body of knowledge about the promotion of LED through the participation of women entrepreneurs in NMBM. A group of women entrepreneurs in the metro completed a questionnaire. The aim of the questionnaires was to help identify their nature of business, years of being in business and most importantly, challenges each one of them encounter in carrying out their business operations and in developing their entrepreneurial skills. The research methods used in the study are the qualitative and quantitative methods. The qualitative method approach is used in the literature review. The literature review formed the conceptual basis against which the information gained from questionnaires were analysed. The quantitative method included the use of questionnaires. The data collected in this study revealed that the activities of women entrepreneurs contributed in their own little way to the growth and development of the metro. The study further reveals that finance is one of the major challenges of the women entrepreneurs as supported by the findings in the literature review. Therefore, if access to finance and support system are made readily available for women entrepreneurs, they would be able to make a significant impact in the development of the metro and nation at large. In conclusion, the researcher has been able to identify some of the challenges women entrepreneur face through the experience of the respondents in the study. The researcher has also been able to demonstrate how the aims and the objectives of the study have been met.

Abstract:
The most basic role of operations is to execute a strategy (Pycraft, Singh, Phihlela, Slack, Chambers & Johnston, 2010). The aim of this study is to make a contribution to operational performance by analysing the effectiveness of strategy execution at a confectionery manufacturing facility situated in the Nelson Mandela Bay (NMB). The primary objective of the study is to improve strategy execution at this manufacturing facility by investigating the influence of strategy; business processes; organisational factors; human resources; macro factors and leadership toward the success of strategy execution. The researcher gave consideration to whether this manufacturing facility measured on a strategy grid, is in a professional (champions’) league, headed towards a spectacular success; or headed towards being relegated and failure; or will it achieve somewhere in between like playing in the amateur (first division). The study was conducted in the quantitative paradigm. Data was collected using a structured questionnaire and sourced instruments were used to measure the variables in the hypothesised model. The objective of the questionnaire was to analyse the respondent’s understanding of how strategy is executed, thereby identifying the possible areas that need to be improved. It was found that most managers disagreed that the business processes, organisational factors and human resources effectively support the execution of the operational strategy and that the average response from the managers were neutral in respect of effectiveness of strategy and leadership. The inference is that although this manufacturing facility has a fair strategy, execution thereof is below average. The researcher therefore deduced that the most appropriate section for the manufacturing facility is between the first division and relegation. The research findings indicate that the management team is not effectively executing the operational strategy. The management implication of this finding translates into lost opportunities. These lost opportunities probably contributed to the poor results reported by the plant director in his quarterly performance review. The empirical results are discussed and recommendations are proposed to improve strategy execution, complementing the manufacturing facility’s goals to deliver the best performance and ultimately realise their stated vision: “to be the best and most loved confectionary site in the world”.

Abstract:
The perceptions of Nelson Mandela Metropolitan Municipality obstetric unit midwives regarding consulting advanced midwives were researched. Currently South Africa is burdened with an increasing maternal mortality rate despite the control measures that have been put in place. One of those control measures is the skilling of midwives and ensuring that skilled birth attendants assist every woman in confinement. A concern, though, was observed by the researcher that an increasing number of midwives in the country now have an additional qualification in advanced midwifery and yet the maternal and neonatal mortality rates are gradually increasing. The researcher, as a midwife and a midwifery lecturer in that capacity, observed that in the clinical areas midwives prefer to consult with the doctor rather than the advanced midwife. In most cases looking and waiting for the doctor delays the management of the labouring woman as the doctor may not be immediately available. The advanced midwives are supposed to have advanced skills which should be used to assist in the absence of the doctor, particularly in the midwife obstetrics units. The study objectives were firstly, to describe and explore the perceptions of NMM obstetric unit midwives regarding consulting with advanced midwives. Secondly, based on the results of the study, to make recommendations to the managers of the obstetric units within the NMM that will enhance consulting between advanced midwives and midwives in obstetric units. The study was quantitative in nature and utilised an explorative, descriptive and contextual design. Sampling was made possible through simple random probability sampling using the non-replacement approach. The method of data collection was by self-administered questionnaires that were developed by the researcher under the guidance of a qualified and experienced statistician and researcher and the supervision of the research supervisor. Data was collected during July and September of 2014. One hundred and thirty questionnaires were distributed and ninety four were returned. Responses were captured on a spread sheet for easy and accurate calculation and the numerical data was categorized, ordered and manipulated with the help of a statistician using the software package Statistica Version 21 to ensure efficacy of the results The findings were presented by describing the biographic profile of participants, their competence in the identification and management of high risk situations, their consultation with advanced midwives in high risk situations, their reasons for not consulting advanced midwives and a description of factors that might encourage midwives to consult the advanced midwives. Literature controls were utilized to compare findings with current views of other researchers. Trustworthiness was maintained by observing the principles of reliability and validity. The ethical considerations of confidentiality, anonymity and protection of the participants from harm were maintained by the researcher. The findings revealed that there were significant numbers of midwives with many years of clinical experience and years in the units. The age difference of the midwives in the obstetrics units was seen to be an added advantage to the care of women as the young and old could complement each other with the latest information and experience in dealing with midwifery related emergencies respectively. The difference in gender was as expected but did not have an influence on the non-consulting with advanced midwives by the midwives who are working in the obstetrics units. Also, the limited confidence of midwives regarding their performance of certain low risk skills and their confidence in the performance of the advanced midwives was a reason to consult with the advanced midwives in their areas of speciality. Based on these findings, the researcher attended to the second objective and made the necessary recommendations to the managers of the obstetric units within the NMM to enhance consulting with advanced midwives by midwives in obstetric units. Midwives globally would gain information that would assist them in motivating recommendations to the managers of the obstetric units with regard to consulting with advanced midwives by midwives in their obstetric units.

Conflict exists in all health care settings across the world. In a profession such as nursing, where there is constant interaction among staff, conflict is a common and often unavoidable challenge. Conflict represents a state where two parties have differing views on issues considered important to each of them. There are various forms of conflict such as intrapersonal, interpersonal, inter-group and/or inter-organisational conflict. While not all conflict can be managed or requires the need to be managed, learning how to manage it, may reduce the chances of it recurring or producing negative consequences. The inappropriate management of conflict has been reported to contribute to decreased productivity, poor morale and financial loss in and for healthcare organisations. The goal of this study was to make recommendations regarding how to optimise conflict management by Nurse Unit Managers (NUMs). A qualitative, explorative, descriptive and contextual research study was conducted to explore and describe the ability of NUMs to manage conflict in the nursing units of the Nelson Mandela Bay public hospitals. NUMs working in the three (3) public hospitals of the Nelson Mandela Bay Municipality situated in the Eastern Cape Province of South Africa were interviewed using unstructured individual interviews to collect meaningful data on how the NUMs would manage conflict based on a conflict scenario presented to them. Data was directly collected from the participants. The researcher developed a conflict scenario and the model answer in consultation with experts in both nursing management and human resource management. This was done to relate the responses and themes from the data collected with what literature suggest as the appropriate management of conflict. Tesch’s method of thematic synthesis was utilised to analyse this data. Recommendations were developed for nursing practice, nursing education and nursing research. Data was collected from eleven NUMs with each of the participating hospitals represented in the interviews. Unstructured interviews were conducted. The unstructured interview consisted of one central question and probing questions. This was done for all the interviews until data saturation was reached. The data collected was then transcribed and coded yielding the themes and sub-themes for this study. The model answer was then used to gauge the responses of the participants in comparison to what literature suggests regarding effective conflict resolution and management. The three themes that emerged from the data were Nurse Unit Managers managed the conflict in an appropriate manner, Nurse Unit Managers avoided the conflict and Nurse Unit managers did not apply the accepted process to manage the conflict. Thereafter the ability of NUMs to manage conflict in a nursing unit was described based on the findings. The researcher ensured trustworthiness by using Guba and Lincoln’s criteria, namely credibility, dependability, conformability, transferability. The participants’ rights and dignity were protected and the integrity of the study safeguarded by complying with the following ethical principles: autonomy, beneficence and non-maleficence, justice, privacy and confidentiality as well as authenticity. The limitations of the study were that only NUMs from the general hospitals in the public sector participated in the study and therefore the ability of NUMs in other types of hospitals and the private sector are not known. Other levels of nursing management were not included in the study. The findings in this study could be integrated into the orientation, training and preparation of nurse managers by health care organisations and educational institutions as well as Human Resource Management practices.

The research investigates the devolution of decision-making at the Nelson Mandela Bay Municipality (NMBM). The research sets out to investigate the extent to which the Municipality offers resources to its politically elected representatives and whether the support enables a devolution that includes local citizens in decision-making. The study was demarcated within the NMBM, using an empirical survey, a population group composed of councillors and officials who work very closely with politicians in mobilizing the community in public participation. The data collection tool of choice for the study was a selfadministered questionnaire, supplemented by document analysis, unstructured interviews and the researcher’s observations. The purpose of the study is to investigate reasons why devolution is not having the desired results at NMBM, Investigate and find alternatives to how devolved decision-making can be enhanced, using the viable local political process at the NMBM and similar municipalities. The study argues from a theoretical base of good governance and public participation. The findings made were inter alia: Politicians in public office are not using the resources at their disposal optimally; tussles amongst politicians and with officials do have a negative effect on devolved decision-making; and vandalism and closing down of ward council offices are not purely a reflection of a ward councillor’s failure to account to the constituency, and the ward committee system at NMBM has not since 2009. The recommendation is that deliberate efforts need to be made to establish democratically elected ward committees in all sixty wards of NMBM. The establishment of ward committees has to be a joint effort between political office bearers, the broader political landscape and officials as previous efforts have failed to produce legitimate structures. The politicians and officials need to work together to win over public opinion and community buy-in towards the establishment of ward committees that are representative and functional.

The purpose of this study was to investigate community development through the ward committee structures in the Northern Areas of the Nelson Mandela Bay Municipality. Community development through the ward committees is the key principle in the democratisation process, as well as the promotion of good governance. Community development is an opportunity for both local government and the community to strengthen the democracy that is being enjoyed; and simultaneously to promote accountability. In terms of the Local Government: Municipal Systems, 2000 (Act 32 of 2000), the role of local communities in the particular interests of their municipality must take place, among other things, by the ward councillor – as well as all other suitable procedures, mechanisms and processes set up by the municipality. Ward committees have the power to advise the ward councillor; and as municipal structures, they must ensure that there is always community participation in the sphere of local government. Community participation gives communities the opportunities to express their views, as well as giving them a sense of ownership. The objectives of the study were: - To determine the roles and responsibilities of the ward councillors in terms of the new developmental mandate (the need to encourage the involvement of communities and organisations in local government matters). - To investigate the relations between ward councillors and their ward committees, and between the offices of ward councillors and the general public. - To examine the extent to which ward councillors in the northern areas of the Nelson Mandela Bay Municipality understand the policy and administrative procedures and processes in the municipality, when addressing issues that affect the community. In order to achieve these objectives, it was necessary to review literature on community participation. An empirical search was conducted in wards 10 and 11 in the Northern Areas of Nelson Mandela Bay Municipality. Recommendations were provided which could assist the municipality to effectively make use of the ward committees and the ward councillors. If implemented, these recommendations could also enhance community development through the ward committee structures. Thus, the relationship between the ward committees and the ward councillor should be harmonious; and subsequently, they should also strengthen trust between them. Then the flow of communication will improve.

This study examines the effects of conflict on socio-economic development. It focuses on the ongoing political conflict in the Nelson Mandela Bay Municipality due to national political factionalism that has negatively affected service delivery. Political conflict led to the absence of the municipal manager from 2009, impacting the administration of the Metro. Since that time, no municipal manager has held office for more than four months. The municipal manager’s job is crucial to the operation of the Metro, including the allocation of funds required for service delivery. Service delivery has therefore been negatively affected by the conflict, with waste removal being particularly neglected. This has been prevalent in areas such as New Brighton and Motherwell, which will be the primary focus of this treatise. This study found that, as a consequence of the situation in the Metro community members have become indifferent to political affairs. However, they still seek change and have faith that their livelihoods could be improved.

This dissertation represents one of the limited South African studies that attempts to estimate the recreational value of the identified set of bathing beaches within the local municipal area of the Nelson Mandela Bay (NMB). More formally, this research presents the findings of selected stated preference study used for the monetary measurement of the benefits of the improvements to the NMB bathing coastlines. Using the choice experiment method, this dissertation examines the beach users’ preferences for beach management at various beaches in NMB. The choice experiment analysis was designed to elicit individuals’ willingness to pay for the selected changes. The results are used to assess the relative importance of each beach characteristic identified. The survey is implemented on the users of beaches in NMB. The beach characteristics or attributes by focus group discussions were namely (1) bathing water quality (2) public safety by means of visible policing (3) the presence of dog mess on beaches and (4) availability of lifeguards on duty. The monetary attribute selected by focus groups as most appropriate was an additional environmental water charge. The five attributes had varying levels, one corresponding to the current scenario (status quo) and the other levels to the marginal change. These attributes and their levels were combined to generate different management options, each associated with a 'monetary price'. Respondents were asked to choose their preferred alternative within the choice sets, each consisting of three management options where one alternative was the status quo. The estimation strategy consisted of estimating a conditional logit model. Results revealed that people are willing to pay to (1) keep the water quality at the excellent current level (2) for improvements in public safety through visible policing (3) the continued of the presence of dogs on beaches and (4) for an increase in the number of lifesavers on the bathing beaches. The findings of the analysis are used to inform the Nelson Mandela Bay Metropolitan Municipality (NMBM) on the improvements most preferred by beach users in the context of beach management.

As a clinic supervisor overseeing a cluster of clinics in the Nelson Mandela Bay Health District (NMBHD), the researcher observed a number of problems with the implementation of the re-engineering of the primary health care (RPHC) programme. The problems observed include inadequate supervision of RPHC staff, poor communication and conflict between clinic and RPHC staff, failure to filter RPHC statistics into clinic statistics and the incorrect management of patients by RPHC staff. Therefore, the purpose of this study is to explore and describe the experiences of professional nurses regarding the implementation of the RPHC programme in the NMBHD and to make recommendations the district manager could use to address the research findings. The study used a qualitative, exploratory, descriptive and contextual design. The research population consisted of professional nurses who are implementing the RPHC programme in the NMBHD, and the sampling technique was a non-probability, purposive technique for the selection of the research sample. Semi-structured interviews were used to collect the data and Tesch’s model respectively. The researcher adhered to ethical considerations throughout the study and ensured trustworthiness of the data by using the criteria of credibility, transferability, dependability and conformability. Three themes were identified; namely; the professional nurses expression of their concerns regarding poor working conditions; issues regarding the community health workers and their positive experiences associated with the RPHC programme. The study concludes with recommendations made to the District manager with regard to nursing practice, as well as recommendations to nursing education and research.

Wetlands in South Africa are increasingly coming under threat from agriculture and urban development and rapidly disappearing, especially small, ephemeral wetlands. In response to the many threats to wetlands, South Africa has seen an increased interest in wetland research, which has introduced many methods to help standardize the approach to research, management and conservation of wetlands. Remote sensing can be a powerful tool to monitor changes in wetland vegetation and degradation leading to losses in wetlands. However, research into wetland ecosystems has focused on large systems (> 8 ha). Small wetlands (< 2 ha), by contrast, are often overlooked and unprotected due to the lack of detailed inventories at a scale that is appropriate for their inclusion. The main aim of this study was to determine if remote sensing (RS) and Geographical Information System (GIS) techniques could detect changes in small, ephemeral wetlands within areas under different management regimes in the Nelson Mandela Bay Metropole (NMBM) at different time intervals. Further, to explore the potential of hyperspectral remote sensing for the discrimination between plant species and to see if differences could be detected in the same species within two areas different management regimes. Four SPOT satellite images taken within a 6-year period (2006-2012) were analysed to detect land cover land changes. Supervised classification to classify land cover classes and post-classification change detection was used. Proportions of dense vegetation were higher in the conservation area and bare surface was higher outside that conservation area in the metropolitan open space area. Statistical tests were performed to compare the spectral responses of the four individual wetland sites using Normalized Difference Vegetation Index (NDVI) and red edge position (REP) .REP results for conserved sites showed significant differences (P < 0.05), as opposed to non-conserved ones. By implication, wetland vegetation that is in less degraded condition can be spectrally discriminated, than the one that is most degraded. Field spectroscopy and multi-temporal imagery can be useful in studying small wetlands.

The South African local government is expected to conform to all national policy directives including the principle of gender equality. Local government provides an immense opportunity for redressing imbalances and empowerment of women as they are the most negatively affected by poverty as a result of inequality. The South African Government has developed a wide range of legislation that ensures that women are empowered and participate in their own development. With all the legislation in place, women‟s empowerment as envisaged in the South African Constitution has, however, not yet been yielded the desired results as evidenced by the fact that women continue to remain disadvantaged in relation to men. This study therefore seeks to investigate whether and how the Nelson Mandela Bay Metropolitan Municipality (NMBMM) has mainstreamed gender in support to the principles of gender equality and women‟s empowerment in the implementation of Integrated Development Planning (IDP) with particular reference to wards 15 and 17. The researcher used a mixed methods research approach, this means that the study followed both the qualitative and quantitative approaches for in-depth understanding followed in the design and implementation of the IDP process. Data was collected from women participants by conducting surveys, making use of questionnaires. Structured interviews were conducted with municipality officials in order to give more insight more insight into how the IDP process is initiated in the Nelson Mandela Bay Metro Municipality. The findings of the study revealed that there is a lack of a strategic understanding of gender mainstreaming particularly by the leadership of the municipality. This as a result, has made operationalisation and engendering the IDP difficult. Due to this strategic vacuum, gender is generally not taken seriously when compared to other developmental challenges such as infrastructure provision. Moreover, the municipality does not have a coordination mechanism nor does it have a proper consultation mechanism to ensure that the nature of development projects is appropriate, effective and actually targets women‟s developmental needs. The leadership of the municipality must commit to the process of gender mainstreaming if the IDP is to be an effective tool in addressing the gender imbalances.

Hard substrates in the marine environment are an important ecosystem of great scientific and economic value. Hard substrates provide suitable habitat for a diverse assemblage of benthic organisms. This thesis investigated the ecology of benthic hard substrate communities along a section of wave-exposed coastline, including the Sardinia Bay Marine Protected Area (MPA), in the warm-temperate Agulhas bioregion of South Africa. The effect of physical variables on benthic communities, including both the intertidal and shallow subtidal, was quantitatively assessed across (Chapter 3) and along (Chapter 4) the shore to provide a model of zonation for this bioregion and a baseline of community patters and biodiversity, as this information was lacking especially for the Sardinia Bay MPA. The zones described in Chapter 3 were in agreement with previous trends described for this bioregion with the addition of different biotopes in the upper Balanoid and deeper subtidal zones as well as the addition of an intermediate/transition zone in the subtidal between the algal dominated shallow subtidal and deeper subtidal, which has an increased abundance of sessile invertebrates. Disturbance is an important process in structuring benthic communities, and its role in structuring shallow benthic communities was investigated using a disturbance simulation experiment across a wave-exposure gradient (Chapter 5). Communities were found to change along the exposure gradient and monitoring the undisturbed communities showed that large waves caused disturbances across all the exposures. The recovery process was similar across all exposures mainly through lateral vegetative growth and regrowth from basal parts with communities in disturbed quadrats recovering to resemble the surrounding undisturbed community. Recruitment did not have a significant effect in the recovery process and community composition was therefore a result of the effects of the physical environment along the exposure gradient. Lastly this thesis investigated the indirect effects of protection in the small Sardinia Bay MPA (Chapter 6). Despite the small size of the MPA this study found differences in diversity and abundance between communities inside and outside the MPA. These differences in benthic biota infer indirect effects of protection that are probably due to the increase in abundance of exploited fish inside the MPA. Lower abundances of red algae, macroinvertebrates and diversity inside the MPA in the shallow depth category was attributed to the higher abundance of the generalist fish species that concentrate in the shallows. Significantly lower abundances of Chordata in the shallow and medium depth categories inside the MPA was attributed to predation by the benthic carnivorous species as ascidians are included in the diet of these species. This chapter also compared the effectiveness of destructive (scraped quadrats) and non-destructive (visually assessed quadrats) sampling methods. Scraped quadrats were found to be more effective in detecting changes across the MPA compared to visually assessed quadrats. Destructive methods sample the entire assemblage, to a higher taxonomic level, and measure abundance using biomass. It was concluded that biomass is a better metric when comparing communities across protection or other treatments as it provides better biological information of the community.

Businesses which met the SME criteria (refer to Chapter 1, Section 1.7.1), (Du Plessis, 1996: 162; Marx et al., 1998: 728) were included in this study. The study is formed around the aspects of business which contribute to the growth of the business in the long term. A specific study was conducted on the ethnic entrepreneur and the aspects that influence business growth. There are many factors which influence the growth of the business; for the purpose of this study, a specific focus was placed on: (1) knowledge with regard to business; (2) entrepreneurial culture; (3) brand management; (4) location of the business; (5) business relationships; and (6) cultural influences. These variables will determine how the growth of the business is ultimately influenced. The research can also discover from respondents what they view as important in their lives. The study then goes further to analyse whether the independent variables, as reacted to by the respondents, have a significant or non-significant effect on growth.

In this economically challenging era, companies have got to find the best system that can help to enhance productivity. A very important method is by encouraging takeholders through various forms of incentives. The gain-sharing incentive has been adopted by many organisations today to enhance staff loyalty and productivity. A gain-sharing programme ensures that both the organisation and team members benefit from the expected performances, rather than an individual or group incentive which is given based on a specific finite goal which could be achieved at the cost of other key critical business need. A couple of years ago Autocast Aluminium decided to enhance employee performance by initiating the gain-sharing incentive programme. After the programme was rolled out, the organisation is yet to examine the extent to which it enhances job satisfaction in the organisation. The primary objective or aim of the study is to examine the extent to which gain-sharing at Autocast meets the purpose for which it was created. The sample of the study was 176 of the employees at Autocast Aluminium; however 130 questionnaires were distributed. A total of 88 questionnaires were returned, of which 80 were usable, whilst eight were scrapped due to more half of the questionnaire having missing data. This resulted in a 68 % response rate. A framework has been developed to measure to what extent does the programme enable employees to feel satisfied with their jobs. The empirical results revealed that out of six independent variables tested: fair payment, involvement, personal growth, communication, job security and leadership style, only three that plays significant role on employee job satisfaction. These are fair payment, communication and leadership style.

The Nelson Mandela Bay area will be used to investigate the ethical and moral considerations faced by the informal sector. It is generally believed that informal sector businesses are characterised by high levels of unethical behaviour. The informal economy in many developing and under developed countries is large in terms of contribution to GDP and number of participants. The informal economy is largely composed of very small businesses that are not registered. They are not operating from suitable premises but run from homes, street pavements and other informal arrangements. In developing countries, self-employment has a greater share of informal employment than wage employment. It represents 70 percent of informal employment in Sub-Saharan Africa (if South Africa is excluded, the share is 81 percent), 62 percent in North Africa, 60 percent in Latin America and 59 percent in Asia. Consequently, informal wage employment in the developing world constitutes 40 percent of the informal employment outside of agriculture (Becker, 2004). The informal economy is as high as 56 percent of GDP in countries such as Georgia, Zimbabwe and Bolivia, where as it represents about 8 to 12 percent of economic activity in advanced or developed economies (Becker, 2004). In South Africa, informal businesses provide a viable alternative for many who are unable to find jobs in the formal sector of the economy.

The challenge of child mortality between the ages of 0 and 5 years has extensively increased over the past few years. Furthermore, the ever-evolving and complex consequences of ineffective monitoring of children’s growth and development have been identified as one of the reasons for this increase in child mortality. The Road-to-Health Chart was developed and redesigned for use by child nurses and midwives to monitor children’s growth and development. The purpose of this study was to investigate whether the midwives at community healthcare centres in the Nelson Mandela Bay area had the necessary knowledge to utilise the Road-to-Health Chart effectively. Permission to conduct the study was sought from the Nelson Mandela Metropolitan University, the Department of Health and the participants. A quantitative, non-experimental descriptive survey was used in this research. The population consisted of all the midwives working in the Midwife Obstetric Unit and community healthcare centres within the Nelson Mandela Bay Municipal area. The sample was extracted from the targeted population but from willing participants that met the inclusion criteria. The research data-collection method was a self-developed questionnaire with closed-ended statements to measure the knowledge of how effectively the midwives in the Nelson Mandela Bay area were using the RTHC. The researcher ensured the validity of the questionnaire by focusing on the instrument’s validity, construct validity, content validity and face validity. Ethical considerations, including permission, informed consent, confidentiality and anonymity, were adhered to. The most significant findings showed that midwives at CHCs and MOUs in the Nelson Mandel Bay area were knowledgeable about the importance of the RTHC to the mother and child and the use of the RTHC. These findings may assist in the identification of measures to enhance the knowledge of midwives about the use of the RTHC thus ultimately facilitating the use of the RTHC by mothers as intended.

Municipalities in South Africa are experiencing serious challenges in dealing with the interface between politicians and administrators. The study is based on the political and administrative interface (the relationship between the politicians and administration) in the Nelson Mandela Bay Municipality. An introductory background as well as a theoretical perspective on the phenomenon of ‘politics-administration interface’ and highlights on the significant role that this phenomenon plays in promoting good governance in local government is provided. The study analyses the legislative and policy framework that regulates local government and provides various theoretical models that deal with the political administrative relationships such as the dichotomy model, politicised model and complementarity model. The qualitative research method was used in the study, that is, a secondary data design as a method to collect data, which was supplemented by an extensive literature review. Secondary data sources such as reports, policies, newspapers, books were used to collect data. The descriptive case study and the documentary analysis methods were utilised to investigate the relationship between the politicians and administrators in the municipality. The major challenge in local government is that both politicians and administrators interfere in each other’s roles and responsibilities and this results in major conflict in the municipalities and frustration among the staff because they are not free to undertake their daily functions without interference. The findings reflected that there is a need to professionalise and de-politicised local government. The study makes a number of recommendations which included, inter alia, regulating political interference in administration, clarity of roles and responsibilities of politicians and administrators and separating the municipal administration from politics.

The study focused on funding availability for small and medium enterprises for women entrepreneurs. In order to do a situational analysis the study was conducted in the Nelson Mandela Metro looking at the operations of Community Investment Fund (CIF) as a case study. The CIF was a partnership between a local non-governmental organization (NGO) operating in the Northern Areas of Port Elizabeth and one of the four big banks in the Republic of South Africa. The study investigated the challenges that women as entrepreneurs face in particular. The qualitative approach was used as methodology and the sampling of five (5) of the seventeen (17) women beneficiaries and their businesses were conducted. Given the fact that the Republic of South Africa has a high unemployment rate and the government‟s strategy of providing support for small, medium and micro-enterprises (SMMEs), the study provided an opportunity to look at the realities that people with ideas are faced when starting what seemed to be a daunting task of starting a business. The research findings provides conclusive evidence that starting a business in the current economic climate is a difficult task and it is more challenging if you are a woman with no financial securities. It is therefore of imperative importance that an approach to funding and supporting women entrepreneurs be implemented to create much needed jobs in the country and address the gap between the first and second economy.

Abstract:
This research study focuses on investigating the sustainability of cooperatives in the peri urban areas of Nelson Mandela Bay Municipality. The researcher described a cooperative concept, identified and explained a research problem. Research study addressed literature extensively on the local and international scenes; looking at cooperative case studies of India, California, United Kingdom, Ghana, Bangladesh and South Africa. The researcher used a qualitative research methodology using structured and semi structured questionnaires that were distributed to thirty identified cooperatives in Walmer Location and external stakeholders supporting cooperatives. Face to face and telephonic interviews were used during research in three identified funded cooperative members, registered cooperative members and external stakeholders supporting cooperatives. Research findings confirmed unequitable age distribution in cooperatives. Young people constituted 10% of cooperatives’ membership which led to non-transference of knowledge and experience from the elderly to the young; dominance of women in cooperatives who joined or registered cooperatives with the intention of receiving a sustainable income so that they could support their families; poor governance in cooperatives caused cooperatives to fail. Eighty percent of registered cooperative members during research confirmed that they do not have access to the markets, while 2% confirmed that they have access to the markets although they are unable to secure contracts; research confirmed that the majority (59%) of Walmer Location registered cooperative members do not have matric (grade 12) while 25% of cooperative members have matric and 16% have a post-matric qualification; research findings confirmed a decrease in the survival rate of cooperatives after registration without receiving financial support; research findings confirmed that cooperative members do not receive all training programmes that would ensure cooperatives’ sustainability; other cooperative challenges include lack of cooperation among cooperatives, lack of monitoring and evaluation systems, high crime rate and continuous service delivery protests and lack of integration among stakeholders supporting cooperatives.

Abstract:
Ephemeral wetlands provide numerous ecosystem services, but are disappearing due to urbanisation and habitat fragmentation. Knowledge is required to conserve these systems, but ephemeral wetland research in South Africa is lacking. As primary producers, microalgae provide a key link between the biotic and abiotic components of aquatic ecosystems. Despite their importance, there is a paucity in information concerning microalgal dynamics in ephemeral wetlands. The aim of this study was to understand the spatial and temporal dynamics of microalgae in ephemeral wetlands of the Nelson Mandela Bay Metropole. The research followed a funnel-based approach that assessed 35 wetlands at a regional level, followed by a temporal assessment of six wetlands, monitored biweekly, monthly or quarterly. Thereafter, a case study at local scale was carried out to address wetland connectivity and Hydrogeomorphic unit trends. The research culminated in a benthic flux chamber experiment, addressing the influence of microalgal-mediated processes on wetland development for a month post inundation. Phytoplankton biomass showed strong regional associations with rainfall zone, with Chl a concentrations of 17; 4.6; and 25 µg.L-1 in the high, intermediate and low rainfall zones, respectively. The MPB communities in Seeps, Depressions and Wetland flats, comprised between 45 and 60 % diatoms, whilst other microalgal groups were dominant in the water columns (> 90 %). Phytoplankton and MPB interactions facilitated significant night-time NH4+ and SRP effluxes, (1.5 and 0.4 mg.m-2.h-1, respectively) four days post inundation. High Silica uptake in the latter stages, was attributed to an increase in diatom abundance. Within the chambers, MPB growth was continuous whilst phytoplankton exhibited cyclical growth as the system approached dynamic equilibrium. This study demonstrated the importance of nutrient cycling in structuring aquatic food webs, and indicated the sensitivity of ephemeral wetlands to environmental perturbations.

Abstract:
This study assessed the Local Government Turnaround Strategy (LGTAS), from a governance perspective, in addressing service delivery challenges in local government, with specific reference to the Nelson Mandela Bay Municipality (NMBM). The research study comprises six chapters. The research is based on the assumption that one of the biggest challenges facing most municipalities in South Africa is lack of universal access to water and electricity, sanitation, refuse removal systems and local economic development. As a result of these challenges, the NMBM has implemented the NMBM Turnaround Strategy so that it can fulfill its constitutional developmental mandate conferred on it by the Constitution of the Republic of South Africa of 1996. The research study provided a brief historical background on the development and transformation of local government in South Africa. This research adopted both the quantitative and qualitative approaches. The purpose of the research study was to describe and explore the 2009 Local Government Turnaround Strategy (LGTAS) with specific reference to the Nelson Mandela Bay Municipality (NMBM). The evaluation of the LGTAS of the NMBM will therefore be fundamentally descriptive, but highly exploratory in nature. The empirical survey was employed for purposes of the study and the interpretation of the research findings were analysed and described. As a metropolitan municipality, the NMBM has been entrenched with a responsibility to promote developmental progression within its locality (Integrated Development Plan: 2007). This research also identified the strengths and the weaknesses of the LGTAS as it is regarded as critical in successful service delivery. It is envisaged that this research will assist the NMBM, and other municipalities’ country-wide, to identify challenges that they are faced with and deal with it accordingly in terms of the objectives identified in the LGTAS. Furthermore, this research study envisages promoting sustainable development within the NMBM as well as improving the efficiency and effectiveness of service delivery that will ensure communities of their well-being and dignity. Various recommendations are presented, based on the findings primarily from the literature review and empirical survey, on how the existing status quo of the NMBM can be changed to enhance service delivery and be aligned to the Batho Pele principles. If these recommendations are adopted, the NMBM will be able to deal more effectively and efficiently with the developmental obstacles it currently faces.

Investment planning (as one of the key components of financial planning) is seen as an important solution to investment problems and challenges. Previous research however indicated that compare to men, women are not as confident and knowledgeable about financial and investment matters. As a result, women do not conduct investment planning until it is often too late and when they are confronted with a financial crisis or a life predicament such as a divorce or death. Given the lack of research attention focusing on women's perceptions of financial and investment planning in South Africa, and in particular the Eastern Cape, the objective of this research is to investigate the factors that influence women‟s Perceived successful investment planning in the Nelson Mandela Bay area. After conducting a comprehensive literature study, seven factors (independent variables) namely Values, Attitudes, Time horizon, Personal life cycle, Risks and Returns, Investment Knowledge, were identified as influencing the Perceived successful investment planning (dependent variable) of women. Various hypotheses were formulated to be tested in the empirical investigation. The validity and reliability of the measuring instrument were tested among 207 respondents. The Exploratory Factor Analysis, as well as the Cronbach‟s alpha coeffient analysis, revelead that Investment knowledge, Personal life cycle and Values are important factors that influence the women‟s Perceived successful investment planning. As a result of these analyses, the hypotheses had to be reformulated. In order to establish whether correlations existed between the various factors investigated in this study, Pearson Product Moment Correlation Coefficients were calculated. Positive correlations were found between all the variables, except between Values and Personal life cycle and between Values and Perceived successful investment planning. To analyse the association in which the effects of the independent variables (Investment knowledge, Personal life cycle and Values) have on the dependent variable (Perceived successful investment planning) of this study, multiple regression analysis was conducted. Only one independent variable emerged as having a significant influence on Perceived successful investment planning of women, namely Investment knowledge. In order to investigate the influence of the various demographic variables on the dependent variable, an Analysis of Variance was performed. No significant differences were found between the selected demographic variables, namely Age, Ethnic group, Marital status, Education and Investment experience and the independent variables or dependent variable of this study. By investigating the influence of women‟s Perceived successful investment planning, this study has added to the body of knowledge of both financial and investment planning. Based on the empirical results of this study, several recommendations have been made in an attempt to assist women to make better investment decisions and manage their investment planning more effectively.

The Film Industry is regarded as a vital part of the South African economy. One of the advantages of this sector is the potential to create jobs. This has been evidenced over the years by direct jobs created for people in the entire film value chain. The Film industry has also generated many more jobs indirectly and sectors such as transport, catering and hospitality benefited enormously. The NFVF (2010) 10 years review of the Film and Video industry states that the South African government has identified the film industry as one of the catalytic vehicles for job creation and economic growth. Given the importance of the contribution of the Film Industry to job creation and economic development, there is a demand for SMMEs in this sector to be supported by Government. Not until recently the support given to Filmmakers was biased to Gauteng, Cape Town and Kwa-Zulu Natal as a result film makers would go to these Provinces for opportunities. This study has examined the challenges faced by SMMEs in the film industry in the Nelson Mandela Bay Municipality in acquiring Government support and to seek ways of addressing the challenges. There has been limited research undertaken on the support given to SMMEs in film particularly the Eastern Cape Province. After a comprehensive literature review was undertaken on SMMEs, the following variables were identified as conceivably affecting growth and development of SMMEs in the film industry: Enabling Legal and regulatory environment; Financial support; Technological support; Managerial support. This study followed a quantitative research method. A measuring instrument in the form of a questionnaire was compiled from secondary sources of literature. The respondents were identified through convenience sampling technique. The sample comprised of 35 out of 50 SMMEs in film. The empirical results showed that all of the variables, enabling legal and regulatory environment, financial support, technological support and managerial support had a relationship with growth and development of SMMEs in film.

The purpose of this study was to develop an optimal skills development planning and implementation process flow model for application within local government authorities, more specifically for application within the Nelson Mandela Bay Municipality. To achieve this, a literature review was conducted which provided for an understanding on how skills development structures and strategies have changed in recent times and how the laws which provide the framework and landscape for skills development in South Africa, have been adapted to accommodate these changes. The literature review continued with an analysis of various theoretical training and skills development models in order to determine an optimal systematic approach to training and development in South Africa, and to determine the sequential flow of skills planning and implementation process flow steps. From the literature and theoretical models, an all-embracing skills development planning and implementation process flow model was developed for implementation in local government authorities. This model was used as the basis for the development of a survey questionnaire to establish to what extent metropolitan municipalities, agreed or disagreed, that it implemented the aspects of the proposed model developed in this study. Structured interviews were conducted using the survey questionnaire. The results obtained were used to adapt the theoretical model, and to align it with the viewpoints of the majority of the respondents. Although various facets of skills development were found to be implemented across metropolitan municipalities, the majority of the municipalities did not apply optimal skills planning, nor did they apply optimal sequential process steps to ensure effective and efficient skills development. iv The empirical study established without a doubt that a dire need exists for an optimal skills development planning and implementation process flow model within local government authorities. Based on the analysis and interpretation of the research findings, the model proposed for local government authorities was customised to produce a process flow model to facilitate optimal skills development planning and implementation within the Nelson Mandela Bay Municipality.

Grocery retailers are faced with many challenges. Among them are competition, employee theft and deviant consumer behaviour (DCB). Deviant consumer behaviour violates generally accepted norms of consumer behaviour in retail settings. There has been a lot of research conducted on DCB and different terms and phases have been used to describe the behaviour, ie “dysfunctional customer behaviour”, (Daunt and Harris, 2012), “aberrant consumer behaviour” (Fullerton and Punj, 1993) and “consumer misbehaviour” (Fullerton and Punj, 1997). However, the research conducted on how the behaviour affects retailers, particularly grocery retailers has been limited. The primary objective of this study was to examine how DCB affects grocery retailers in Nelson Mandela Bay Municipality. More specifically, the relationship between DCB (dependent variable) and independent variables - impact on profits (RPROF), impact on inventory (INV), impact on grocer security (SECU), impact on employees (EMPL), impact on customers (CUST) and measures to minimize or stop DCB (STOP) was established. Questionnaires were used as a measuring instrument. Out of the 100 questionnaires distributed, 70 were usable. The empirical results showed that there is a significant relationship between DCB and the independent variables. Recommendations on how best the stores can deal with DCB were made and measures to minimize or stop DCB were presented. Recommendations for future studies were also presented.

Abstract:
A household survey of Helenvale Township in Port Elizabeth was conducted in order to gain an understanding of the strategies and activities that people in this poor community employ to sustain their livelihoods. The household profile, which entailed a survey of the household size, education levels and employment status was conducted. Dwelling units in terms of ownership, type, size, quality and building materials were also assessed. The income and expenditure of the Helenvale residents and community assets, as well as access to basic services were also assessed. The study found that the household size varied between 5 and 7 members. A more or less even distribution of the gender of household heads was noted, with 48 percent and 50 percent female male respectively. Among the HHs surveyed, no member had a higher qualification than Matric and quite a number were illiterate. Unemployment which stands at 54 percent was identified as the most serious problem plaguing Helenvale. A high level of home ownership (84 percent) was noted; of which 79 percent are formal dwellings and typically two-room structures of poor quality. Helenvale residents are largely dependent on child support grants as the major source of income. Casual jobs and disability grants are the other important sources of income identified. Human assets in the form of labour power are the most important assets that the community possesses. Physical assets are negligible, while financial ones are non-existent among all the respondents. Television and electric kettles are the most commonly owned appliances in the households. Basic services are readily accessible to the community, particularly water, health, refuse removal and sewage. Among the threats that the respondents identified, unemployment came to the fore as the biggest and major threat to households. Crime, teenage pregnancy and overcrowding are also considered as major threats, as are gangsterism and gambling violence. The study recommends the development of a long term plan for poverty alleviation. The creation of employment opportunities in the form of financing of small community projects which empower women and the youth is also recommended. All this should be underpinned by the expeditious delivery of housing.

The objective of this research is to assess the impact to the Nelson Mandela Bay Municipality due to ongoing Electricity Distribution Industry Restructuring in South Africa as directed by the Electricity Distribution Industry Holdings on behalf of the Department of Minerals and Energy’s adopted Electricity Distribution Blue Print Report of 2001. Literature review of scholarly literature was conducted on privatisation of public utilities that offered an international perspective on experiences of other countries that has undergone similar experiences of restructuring of public assets, the state of Electricity Supply Industry in South Africa with the demonstration of structural financial and physical flows and historical background of the restructuring, proposed future model and strategic plans to achieve the future goals. Research methodology and design was done through combination of the four-research types classification in their order of sophistication except the predictive research, namely exploratory, descriptive, and analytical or explanatory researches with a further inclusion of deductive research. The compilation of data through questionnaires was also employed. Perceptions on internal impact to the NMBM due to electricity services restructuring were solicited from the sample of the top management of the NMBM, the intention was to ensure the economies of scale, greater transparency and competition in terms of service delivery were sustained during and beyond Regional Electricity Distributor establishment. Financial position of NMBM as a critical instrument for its progress has to be protected to ensure it fulfils its constitutional development mandate. The findings of the research were in strong support of ensuring operational financial viability; to meet the legitimate employment, economic and social interest of all employees; development and implementation of change management strategies; and NMBM assuming leading role in the process.

Literature indicates that the sustainability of Non-Profit Organisations (NPOs) is important as they provide pivotal services to the community. In this study, the researcher investigates common problems associated with strategy formulation and implementation in NPOs in the Nelson Mandela Metropole. The researcher reports on the importance of strategy within all organisations and outlines a strategy process that can be used as a guide to measure strategic planning in NPOs. In pursuit of conducting qualitative research, a self-constructed questionnaire was used to perform telephonic interviews with managers of NPOs. The study yielded a low response rate, but based on the analysis of the data collected, findings indicate that the main problem is not with strategy formulation or implementation, but with the understanding of the concept of strategic planning. During the interview process, it became evident that there is a common misconception that the annual operations planning constitutes a strategic plan. A major limitation to this study was the absence of a benchmark against which to measure success. Unlike a for-profit organisation where success is measured by profit margins, NPOs have different priorities and therefore successful strategic planning differs from one organisation to another. A recommendation for managers at NPOs is that they start thinking strategically about their organisation, its planning, and methods for doing so (which is discussed in Chapter Five).

Football as the most popular sport, serves as a medium through which development issues can be addressed in a variety of ways. The potential and limitations of sport as a vehicle for change are widely recognized for informing YDF and partner organisations for change and capacity building at all levels of engagement. The YDF on HIV prevention project brought about a close working relationship between GIZ/YDF, Volkswagen groups South Africa, NGO’s, federations and government institutions. Volkswagen formed a PPP (Public Private Partnership) to promote HIV prevention among the youth in the Eastern Cape Province. The aim of the cooperation was to raise awareness and improve the knowledge of the youth on HIV prevention. The project combined peer education through football with life-skills education on HIV Prevention in schools. The present study aimed at evaluating the impact and effectiveness of the YDF project in addressing HIV prevention awareness in the selected schools of Nelson Mandela Bay. The sample consisted of fifty grades six and seven learners of the ages of twelve and over. In this mixed methods research, both qualitative and quantitative methods were used and data was collected by means of questionnaires and interviews where pre and post-test studies were conducted. The results suggest that there has been an improvement in the learners’ awareness and therefore the YDF on HIV prevention programme has been effective in improving the participants’ level of HIV prevention awareness in Nelson Mandela Bay. These findings should make a meaningful contribution to the debate on sports based participation programmes on HIV/AIDS education, with regard to the stakeholders and implementing parties, as well as to the public.

Abstract:
The Kyoto Protocol of UNFCCC (United Nations Framework Convention on Climate Change) postulated that anthropogenic causes are the main drivers of global climate change. This Kyoto Protocol was ratified by South Africa, with South Africa accepting all the binding commitments. Since then South Africa has promulgated legislations which cater for the environment and the reduction of the greenhouse gases respectively, with the aim of promoting sustainable development. The South African constitution has recognised the environment in Section 24. This is the birth place of the “Environmental Clauses” which do not only speak to the national government but are also broken down to the provincial and local government. This study was grounded within the field of Development studies and undertook a case study of improving the socio-ecological resilience strategies of climate changes in Nelson Mandela Bay Metropole (NMBM). The study employed the use of semi-structure interviews whereby a questionnaire was used to guide the researcher in the interview process. A total of 23 officials were interviewed, ranging from governmental departments (municipality) through civil societies to private consultants, in order to avoid the generation of biases. The data obtained from respondents were presented, analysed, and discussed. From the data collected, it was possible to single out certain barriers to climate change resilience initiative in NMBM. Some of these barriers include the lack of awareness of climate change resilience issues, lack of political will, lack of funding, and the poor concern given to climate change issues since the municipality does not consider it a core issue. Based on the study findings, the main recommendation offered to NMBM was the creation of a Sustainable Development Framework, which will provide a perfect platform for development, acknowledge the threat posed by the negative effects of climate change, and enhance opportunities to execute climate change projects in NMBM.

Abstract:
In the recent past, cities all over the world have made attempts to brand themselves differently from their counterparts. These efforts have been made with the aim of improving the economic locus of the city in question and to some extent the welfare of its inhabitants. With this regard, various activities have been organised to ensure that the cities attract tourists, investors and other pertinent stakeholders. The hosting of city events is one major strategy that cities have used to trademark themselves more attractively to external stakeholders. City event planners have similarly made efforts to brand and communicate these city events in order to achieve recognition and attendance. In spite of these attempts however, studies reveal that the major stakeholders of the events: the residents, seem to be overlooked by the city decision makers during these endeavours. Integrated Marketing Communication (IMC) involves the combination of all the available communication channels and resources to convey a message to a target audience. Hence, with regard to communicating city events, the key motivation for using IMC is to generate awareness whilst communicating an effective, clear and consistent message to the target audience (residents). However, communication strategies should not be developed in isolation. It is of extreme importance that city event planners consider involving the city residents when crafting these IMC strategies. In fact, the city events planners and decision makers should bear in mind that; the major success of any city event depends entirely on the support of the city residents, who act as brand ambassadors to their social circles within and outside the city. In order for a city to successfully implement a communication strategy, it is imperative that the city understands the media consumption patterns of the residents. Various factors such as age, gender and ethnicity determine the media consumption habits of residents; and should be investigated in order to determine the most effective channels of communication to use for a particular target audience. During the early months of the year 2014, key stakeholders within Nelson Mandela Bay (NMB) resolved to improve the brand image of the NMB. These stakeholders entered into a partnership with NMMU Business School, who offered to conduct research on various themes: Brand Identity, Business Events, City Events Communication, City Events Marketing, Cultural Events and Sports Events. This study is hence based on the City Events Communication theme and its purpose is to establish the factors that determine media consumption amongst the residents and their perception towards communication with and amongst the residents of NMB. Additionally, this study sought to identify the various communication channels that are available in NMB whilst establishing which of these channels are most highly ranked by the residents. In order to achieve these objectives, both primary and secondary research were conducted. Literature was reviewed in order to create a basis for this study based on previous academic research. The background of IMC was established and the various pillars of IMC discussed. Factors that influence the choice of communication media were also identified and discussed. Thereafter, an empirical study was conducted in order to determine the factors that influence media usage amongst the residents of NMB, in addition to their perception towards communication. A total of 3,659 residents were interviewed and findings indicated that there is a strong relationship between the media usage and age, gender, ethnicity, income per household and the suburb lived. However, the strength of relationships that were observed differed amongst the various dependent variables that were created for purposes of analysing the media usage. A strong inclination towards the use of traditional media; radio and newspaper amongst the residents of NMB was identified. Equally, Public Relations (PR) emerged as an essential way for residents to create and maintain stakeholder relationships between themselves and the NMB. The residents felt that NMB should make efforts and engage with them more frequently especially with regard to communicating city events. Word of mouth amongst peers and billboards were also identified as communication media that are largely used to source for city events information, impacting greatly on the events attendance by the residents. Unfortunately, the use of New Media (Facebook, Twitter and YouTube) to source for city events information was not predominant amongst the respondents. However, with close to three quarters of the respondents having access to the Internet, there is a likelihood that residents can adopt to the use of social media as a source of city events information. Furthermore, the majority of respondents indicated that they access the Internet daily. These findings are a clear indication that the adoption and use of new media is possible if developed and implemented in a strategic manner by the major decision makers. Once the factors that influence media consumption by the residents of NMB were established, an integrated marketing communication framework was developed based on these factors and the highly ranked channels of communication. This study concluded in the development and proposal of an IMC framework for use in communication of city events to the residents of NMB. Managerial recommendations were also given which are expected to enhance the effective implementation of the proposed framework.

Abstract:
In South Africa, the quality of health care is directly related to the concept of patient-centred care and the enactment of the Batho Pele Principles and the Patients’ Rights Charter. The quality of health care delivery has dropped drastically, and reports in the media indicate that public hospitals in the Eastern Cape Province are on the brink of collapse, with thousands of patients being treated in condemned hospitals. Receiving and rendering health care in the face of such challenges, the question arose: “Are patients receiving patient-centred care in public hospitals?” The answer to this rhetorical inquiry appeared to be obvious, but this research study explored and described professional nurses’ perceptions of patient-centred care in public hospitals and their understanding of evidence-based practice and best practice guidelines. The proposed study followed a qualitative, exploratory, descriptive and contextual design. The research population included professional nurses who are employed in public hospitals in Nelson Mandela Bay, and consisted of nurse managers and nurses who work in the wards. The research study consisted of three phases. In Phase 1, semi-structured interviews and focus groups were conducted with nurse managers and professional nurses working in the wards in order to collect data about their perceptions of patient-centred care and their understanding of evidence-based practice and best practice guidelines. The interviews were transcribed and Tesch’s eight steps of data analysis were followed to create meaning from the data collected. Themes were identified and grouped together to form new categories. The researcher ensured the validity of the study by conforming to Lincoln and Guba’s model of trustworthiness, which consists of the following four constructs: credibility, transferability, dependability and confirmability. An independent coder assisted with the coding process. In Phase 2, an integrative literature review was conducted in order to identify previous guidelines regarding best practice for patient-centred care. Relevant guidelines were selected, critically appraised, data was extracted and synthesised for the development of a best practice guideline for patient-centred care. An independent appraiser critically appraised the guidelines, thereby ensuring trustworthiness. In Phase 3, the data in Phase 1 and Phase 2 were integrated to formulate a draft best practice guideline for patient-centred care. The guideline was submitted to an expert panel for review and was modified according to the recommendations of the panel, whereby the best practice guideline for patient-centred care in public hospitals in Nelson Mandela Bay was finalized.

Abstract:
Section 153 of the Constitution of South Africa (RSA, 1996) states that “a municipality must structure and manage its administration, budgeting and planning process to give priority to the needs of the community and to promote the social and economic development of the community”. Despite this mandate placed on local government, De Wet and Moseki (2015, p. 61) write that insurgent South Africans engage in violent protests against continued “municipal ineffectiveness in service delivery, poor responsiveness to citizens’ grievances, and a conspicuous consumption entailed by a culture of self-enrichment on the part of councillors and staff”. The Department of Corporate Governance and Traditional Affairs (COGTA ) (2014) identify huge service delivery backlogs, poor communication and accountability relationships with communities, corruption and fraud, poor financial management and insufficient municipal capacity as a result of lack of scarce skills as some of the priority areas impacting hardest on the municipality’s ability to function as a well-performing municipality. Mpofu and Hlatywayo (2015) report that poor performance by workers in local government has been established as one of the major issues affecting the efficient provision of municipal services by municipalities. It thus follows that the performance and conduct of municipal employees need to be improved in order to improve the delivery of basic services to the communities they are to serve. Hanyane and Naidoo (2015) hold the view that without proper service delivery, the achievement of good governance and the effective use of public resources will remain elusive. The primary objective of this study was to contribute to improving the levels of service delivery at a selected municipality by identifying which factors the employees of the municipality consider most effective in improving their levels of service delivery within the organisation. A questionnaire was structured and used to conduct a survey with 65 middle-level managers, senior-level supervisors, middle-level supervisors and operational staff.The study concluded that talent management and retention strategies were the only independent variable that proved to have a significant positive relationship with service delivery within the selected municipality.

Globally, the nursing profession is faced with a decline in school-leavers’ interest in nursing as a career. The decline in school leavers entering the nursing profession poses a threat to the future of nursing because, globally, the average age of nurses in many countries exceeds 40 years (International Council of Nurses, 2008). The role of marketing in attracting school leavers to careers of choice is well documented; however, there is a lack of documented marketing attempts by Nursing Education Institutions to market nursing as a career at secondary schools in the Nelson Mandela Bay Municipality. The purpose of the study was to determine the views that grade nine learners have regarding the marketing of nursing as a career to attract school-leavers to the profession. The researcher also explored and described how grade nine learners are being informed or wish to be informed of nursing as a career. Based on the findings of the study, broad guidelines were developed for nurse educators at Nursing Education Institutions so as to facilitate the marketing of nursing as a career for school leavers. To achieve the purpose of this study, a quantitative, explorative, descriptive and contextual study design was used. The study was conducted at selected senior secondary schools in the Nelson Mandela Bay Municipality. The research population in this study comprised of all grade nine learners at secondary schools in the Nelson Mandela Bay Municipality. A simple random sampling method was used to select participants. A structured self-administered questionnaire was used as the data collection tool. The data collected were analysed with the help of the statistician, using descriptive and inferential statistics. The study findings revealed that grade nine learners in the Nelson Mandela Bay Municipality had a positive response to choosing nursing as a career and that schools situated in the lower socio-economic areas had the highest percentage of grade nine learners indicating an interest in nursing as a career. The study concludes with recommendations for nursing practice, education and research. Ethical principles have been maintained throughout the study.

Abstract:
The civil engineering sector of the construction industry as a whole has been suffering from mental stress due to a lack of stress management interventions, rendering employees vulnerable to burnout, poor mental health, and subject to injury on site. The rationale of this study is to explore the prevalence of mental stress in the civil engineering sector of the construction industry, and the potential causes of stress, vis-à-vis the effects it has on an individual. An empirical study based on a descriptive and analytical survey method was conducted among medium to large civil engineering contractors in the Nelson Mandela Bay Metropole (NMBM). The study adopted the use of questionnaires, and a review of the related literature to effectively summarise and describe the collected field data. The sample stratum included civil engineering site agents and foremen. The salient findings include: high job demands, low job control, and low job social support are contributors to stress; site agents and foremen long for more time spent with family and friends; site agents and foremen are exposed to various physical, organisational and socio-economic stressors; site agents and foremen are displaying coping strategies unsupportive of a healthy lifestyle; there is a lack of awareness of stress management in the civil engineering sector of the construction industry; the level of stress experienced by site agents and foremen is rated as a lesser extent; the prevalence of depression among site agents and foremen is rated as a lesser extent; site agents and foremen are at risk of injury due to feeling stressed, and site agents and foremen are exposed to a range of musculoskeletal disorders (MSDs) due to poor ergonomics, and possibly stress too. It can be concluded that stress negatively affects the civil engineering sector of the construction industry by, inter alia, increased employee absence, injuries and accidents, higher staff turnover, depression, and lower levels of production. Furthermore, stress may lead to eventual burnout, rendering an individual at a significantly higher risk of developing physical health complications. Recommendations include: organisations to address the problem of work-family imbalance, by providing more time off to spend with family and loved ones. v Organisations need to promote and implement internal coping strategies, to assist those who are facing strain to effectively deal with their stress. More support from line managers to employees should be provided, as this will increase their resources in terms of job support, job demand, and job control in their working environment. Also, organisations need to promote teambuilding activities and exercise among their employees. Lastly, organisational policy and government legislation need to be revised in the long term, to provide for individual mental wellbeing, and reduced occupational stress.

A lot of SMME development initiatives have been subsidised from the funds accumulated from taxpayers. In the promotion of sustainability and growth of SMMEs within developing countries particularly within the BRICS, South Africa is lagging despite its efforts over the past 17 years. According to STATS SA, SA’s unemployment rate for 2011 was between 24-36% and economic growth was 3.1%, the Eastern Cape Province is the poorest province within SA and therefore residence within the province is looking at start-up businesses to better their economic situation. The NMBM economic growth and employment is driven largely by its Integrated Development Plan (IDP) 2013/2014. Aims and objectives:To develop a supply chain management policy that addresses the challenges faced by infrastructure officials, supply chain management practitioners and ward councillors with regards to SMME engagement; and, Investigating the strengths, weaknesses and effectiveness of the current supply chain management policy employed within Nelson Mandela Bay Municipality with regards to SMME engagement. Research methodology: A questionnaire was used in this study to conduct quantitative research; the questionnaire was also used as a data collection tool. Valuable information was gathered from SMMEs residing in the Nelson Mandela Bay Municipal area who operate in the civil engineering field. These SMMEs formed the core research sample. Results: The findings suggest that the current supply chain management (SCM) policy of the Nelson Mandela Bay Municipality (NMBM) does not adequately address the challenges encountered by SMMEs. This suggests the SCM policy is inadequate and the policy must be amended to address its short falls:There is a need for a contractor development programme in the NMBM to assist the Potentially Emerging (PE) contractors within its boundaries;The NMBM is regulating the SMME market for competitiveness to some extent with its SCM policy;Even though the market is being regulated for competitiveness, it is not regulated with regards to new entries into the market; There is a need for the NMBM to provide business development services to SMME’s within its boundaries; The majority of SMME’s believed that there is no gender discrimination within the banking sector;The NMBM is an efficient government institution when it comes to settling their debt in a timely manner;The NMBM must appoint a committee to address the problems faced by SMME’s within its boundaries;South Africa’s National Credit Act (NCA) prevents SMME’s from acquiring an uncontrollable amount of debt. Conclusion: SMME’s within the NMBM enjoy a healthy credit record; these SMME’s also pay their suppliers in a timely fashion. Employees of these SMME’s are adequately compensated for their services. Some SMME’s service the equipment regularly and some do not. Some SMME’s are able to cover their overheads from the projects they undertake and some are not. SMME’s residing in the NMBM have experienced a growth in their business over the last financial year, even though they have not received substantial work over this period. The quality of the end product produced by some SMME’s meets the standard required by the NMBM. Recommendations: To address the development needs of the SMME’s the SCM policy needs to be amended to provide business development services and off-the-job training. To address the access to finance needs of the SMME’s the SCM policy needs to be amended to assist SMME’s in acquiring start-up capital, getting a reduced interest rate and creating work opportunities through micro-financing.

Abstract:
Business Chambers worldwide strive to promote trade and investment. These chambers act on behalf of businesses in an effort to enhance economic growth and development. The Port Elizabeth Regional Chamber of Commerce and Industry (PERCCI) was established in 1994 with a view to fostering, encouraging, promoting, protecting, developing and establishing commercial and industrial enterprises within the Port Elizabeth and Uitenhage Metropole (now Nelson Mandela Bay). Thus PERCCI has since changed its name to Nelson Mandela Bay Business Chamber (NMBBC). The NMBBC focuses on the provision of services to business in the form of information, communication, seminars, task teams, networking functions and a strong international trade focus. Lobbying, representation and strategic interventions are also key focus areas, with the objective of facilitating an environment which is conducive to economic growth. The vision of the NMBBC is to be a leading and dynamic business chamber that contributes effectively to the economic growth of Nelson Mandela Bay. The vision, mission and objectives of the NMBBC are delivered through the following task teams, each its own specific mandate: Crime Task Team, Corporate Social Investment (CSI) Task Team, Environment, Health & Wellness, Human Capital Development, Industrial Development Strategy, International Trade & Investment, Mentorship Programme, Service Excellence, SME Task Team, Strategic Projects/Infrastructure, Strategic Resources Forum, Tourism Task Team and Transport Task Team. Currently, only four of these task teams are in operation and the effectiveness of their functioning is currently not well established. Therefore, the present study investigated the factors which influence the effective functioning of the task teams, with a view to improving their performance and overall contribution to the organisation. A literature study was conducted on factors influencing the effectiveness of teams and a hypothesized theoretical model developed. Thereafter, an empirical study was conducted within a positivist paradigm using primarily a case study approach. Initial focus group interviews with 17 task team members were followed up by a questionnaire survey distributed amongst 75 NMBBC task team members. The factors investigated were: Clear Purpose, Clear Roles, Open Communication, Shared Leadership, Motivation and Commitment and their influence on team effectiveness. The empirical results indicate that relationships exist amongst all the factor variables investigated with the most significant relation found to be between commitment and motivation. The results further indicate that all the measured factor variables exert an influence on the effectiveness of the task teams with commitment being the most influencing variable and motivation the least. The study concludes that while the task teams are making a significant contribution to the performance of the NMBBC, they are nonetheless not functioning optimally. As there is room for improvement, the study makes a number of recommendations to the NMBBC in an effort to increase the effectiveness of their task teams.

Abstract:
Tito Mboweni (2011) said one of South Africa’s biggest tests is the overwhelming the skills shortage. He was echoing the views of Higher Education Minister Blade Nzimande who himself said “South Africa could not afford to have an economy "constrained by a severe lack of skills". There are numerous initiatives that having been undertaken by government in an attempt to solve the skills shortage problem. However, these initiatives are not aimed at the tertiary education system. The tertiary education system is the focus of this study as the author investigates how the NMMU Business School can play a significant role in addressing the skills shortage in the credit risk management sector. Following a literature review, surveys were completed by the NMMU Business School MBA students (ninety of them completed it) and personal interviews were conducted with three Provincial HR managers from South Africa’s “four big banks” in Nelson Mandela Bay (Nedbank, Standard Bank and ABSA). The study found that the skills shortage is indeed a problem. The study found that reasons including the legacy left by apartheid and students pursuing the wrong degrees were highlighted as some of the reason for this skills shortage. An opportunity for the NMMU Business School was identified to support the banking industry in addressing credit risk management skills shortage. The benefits include financial reward and more importantly an opportunity to differentiate the Business School and the courses offered at the school from the rest. Some of the recommendations included sourcing of the best practices from institutions like the Millpark Business School on effective partnering with the banking industry as well as a proactive approach to be adopted by the banking industry in terms of lobbying support from other potential role players for example but not limited to, student bodies, BankSeta and the smaller banks in the industry.
