AbstractI reply to amiable criticisms by Greif, Mokyr, Langlois, Lawson, and Tabellini of my own criticism of neo-institutionalism. They say that ‘culture’ is included in neo-institutionalism – which is mistaken on any serious definition of culture, such as those involving ethics, rhetoric, ideology, and ideas. They also say that neo-institutionalism has advanced beyond Max U and Samuelsonian economics. That's also mistaken. They do not attend to the humanities, which as ‘humanomics’ can indeed acknowledge ‘culture’ and non-Max U. Their particular historical examples show the opposite of what they think is shown. Ideas, rhetoric, ethics changed, and had to change, before institutions mattered.

The article describes the stages of formation and evolution of the neo-institutional approach. A brief description is given of the main directions that arose within the framework of the non-institutional theoretical direction. Based on the comparative characteristics of neoinstitutional approaches, trends in modern neo-institutionalism are deduced. The author concludes that the formation of neo-institutionalism has not been completed, and describes promising directions for its further development.

Abstract This article analyses development of the Permanent Representation of the Czech Republic to the European Union (PermRep) from 2004, when the Czech Republic joined the European Union, until 2013. Its main aim is to test four concepts related to the three neoinstitutionalist theories – firstly, the path dependency and critical junctures models related to the historical neo-institutionalism, secondly principal-agent relation typical for the rational neo-institutionalism and the concept of the logic of appropriateness related to the sociological institutionalism. The authors try to determine which of these four models have the best explanatory potential when it comes to the development of the Czech PermRep. After analysing three independent variables (changes in executive, EU Council Presidency, EU strategies), and their impact on the dependent variable (character of the Czech PermRep), the authors conclude that particularly historical institutionalism and sociological institutionalism models have the greatest explanatory power while the contribution of rational institutionalism model of principal-agent is relatively weak.

In connection with the emergence of a new society, the study of the socio-professional groups on a scientific basis becomes relevant again. It is emphasized that the history of the study of a social community from the perspective of sociology allows us to analyze the interactions of different actors. The article presents the classifications of research paradigms of a particular professional group. The classification of bureaucracy research paradigms is based on the Marxist, neoclassical and institutional paradigms. The research approaches applied are: rational choice institutionalism, historical and sociological. Six research paradigms are identified through an analysis of the entire history of the study of officialdom: Marxist and neo-Marxist, institutional and neo-institutional, classical and neoclassical research paradigms. The strengths and weaknesses of each are identified. The neo-institutional paradigm is very multi-faceted. The article considers its three strands: rational choice institutionalism, historical institutionalism and sociological institutionalism. Today, the most popular paradigms in the study of bureaucracy are the neoclassical and the neo-institutional. Each has its own strengths and weaknesses. Conclusions have been drawn on the state and prospects of research approaches to the study of this social community, taking into account trends in the development of sociology and humanitarian knowledge. It is very important and promising to develop the practice of combining different research approaches in the study of this community, as well as to use the achievements of other sciences if necessary.

Abstract:
The main task in the article is to describe the conditions for an effective domestic policy of the Russian Federation. The authors justified the neo-institutional method as the most effective for analysis. Several institutional practices of domestic policy are described based on this method. The trends in the development of Russia’s domestic policy are proved with the help of neo-institutionalism. The authors conclude that neo-institutionalism can explain the interdependence between public trust, opportunistic behavior, and the incorrect operation of political institutions. Transaction costs can be reduced by improving institutional practices. The authors proposed a model of social behavior. This model will facilitate the reproduction of institutional relations by political actors.

This article discusses power and institutional theory with a (neo-) realist and institutionalist lenses regarding water governance. The main question is: how do power and institutions interact in the regulation of transboundary waters across many geographic scales? The sub-questions provide insights into the differing roles of realist and institutionalist perspectives in international relations (IR) and transboundary water governance, as well as the combined effects of power and institutions. This article discusses key approaches in IR (realism, neo-realism, institutionalism and neo-institutionalism). It then discusses concepts of hydro-hegemony, water governance and institutions. Lastly, institutions and power are demonstrated using a mixed methodology. By moulding relevant features of both perspectives into a middle ground, followed by a conclusion.

The article contains the analysis of the views of the Nobel laureate in economics Ronald Coase (1910–2013) as the founder of neo-institutionalism. it provides a comparative description of the “old” and “new” institutionalism and shows the relationship and difference between neoclassicism and neo‑institutionalism. I analysed in detail the most famous articles of Coase and, first of all, “The Nature of the Firm” and “The Problem of Social Costs”. in these works, Coase showed that in the absence of transaction costs there is no economic novelty for the existence of a firm, in the second — that in the lack of transaction costs the legal system does not matter. With an exact specification of property rights, the market economy itself is able to cope with environmental pollution without resorting to government intervention, adjusting taxes and subsidies. The article shows the history of lighthouses in economic theory. Usually, the lighthouse is listed as a purely public good. Ronald Coase shows that even a public good — like lighthouses —was paid for by shipowners. The last part is devoted to essays on economics and economists.

This article provides a critical examination of the contribution that statecraft theory, which has been subject to recent revision and development, makes to the literature on institutional change. It articulates an emergentneo-statecraft approach that offers an agent-led form of historical institutionalism. This overcomes the common criticism that historical institutionalists underplay the creative role of actors. The article also argues that the approach brings back into focus the imperatives of electoral politics as a source of institutional change and provides a macro theory of change which is also commonly missing from historical institutionalist work. It can therefore identify previously unnoticed sources of stability and change, especially in states with strong executives and top-down political cultures.

Purpose Institutions play a central role in service-dominant logic. However, the discussion regarding how institutional theory supports service-dominant logic advancements is still insufficient. This paper aims to contribute to a discussion on the multiple service-dominant logic approaches to institutions. Design/methodology/approach This conceptual paper presents the characterization of the existing streams in the broad institutional literature, highlighting the differences among those streams and elaborates on how one of the discussed streams – neo-institutionalism – is suitable to support service-dominant researchers in understanding the role of institutions in markets and value co-creation. Findings The paper shows that the three institutional perspectives presented are used indistinctly by service-dominant logic and a greater fit between the service-dominant logic and the neo-institutionalism stands out. Originality/value The paper proposes that service-dominant researchers should look at the neo-institutional stream as a particularly fertile ground for furthering their research.

Abstract‘Institutions’ do not mean the same thing to Samuelsonian economists as they mean to other people. North's ‘rules of game’, like chess, dominates, even when it is claimed that ‘informal institutions’ are allowed into the tale. The tale is that institutions were once clotted, and then became unclotted, and the Great Enrichment occurred. But the enrichment was by a factor of upwards of a hundred, which cannot be explained by routine movements to an efficient equilibrium. And changes of institutions did not in fact happen much in England. Ethics changed, not laws and procedures. For presently poor countries, too, it will not suffice, as the World Bank and Acemoglu recommend, to add institutions and stir. Economies rely on ethics, which neo-institutionalists, being at heart Samuelsonian, have not wanted to admit. Ideas matter. Indeed, metaphors and stories matter, as in Searle's account.

The article is devoted to the neo-institutional approach as a methodological basis in the study of electronic government. In this article substantiates the choice of neo-institutional approach to the study of the processes of implementation of information and communication technologies in the activity of state institutions, analyzes the differences of neoinstitutionalism from traditional institutional approach, considers the features of the different directions of neo-institutionalism, namely sociological, historical and rational choice theory. Attention is paid to the reasons for the renewed interest in political institutions in political science. The article emphasizes the importance of considering the electronic government as an institution, and the conditions for its implementation in the Russian political system as the institutional environment. The authors pay special attention to the variety of sociological neo-institutionalism, used, in addition to political science in sociology of organizations. The article substantiates the value of using sociological institutionalism to explore the electronic government based on a comparative analysis of e-government projects in Russia and abroad and explores its heuristic capabilities. It examines the impact of the system of norms and values of the institutional environment on the processes of formation and development of electronic government in Russia. The research capacity of this theory is due to the fact that it allows us to trace the reasons for copying and replication of inefficient practices and organizational and management schemes, to identify the factors impeding innovation use by the state of electronic interaction technologies. It is emphasized that the use of the theory of institutional isomorphism is useful in the sphere of implementation of electronic technologies, in which a key role play pluralism, horizontal managerial communication, inter-agency coordination.

En tant qu'elle est une donnée constante, la “ paraconstitution ” est une importante catégorie d'analyse des processus de démocratisation en Afrique.Abstract.The mobilization of different currents of neo-institutionalism is helpful in understanding the social and political destiny of power institutions in Africa. When placed under the umbrella of sociological institutionalism, others institutionalisms such as rational choice institutionalism and historical institutionalism can go beyond formal institutions and rigid constitutions. The notion of “paraconstitution” is suggested hereby in a generic perspective for the understanding of concrete or parallel norms and values that effectively shape the behaviour of political actors. Sociological institutionalism permits the apprehension of dynamic interactions between political practises and culture in Africa without falling into the trap of culturalism.

Institutionalism emerges as a scientific construct of economics and sociology, becoming a fundamental element for achieving the development objectives of countries (Portes, 2009). The theoretical review of its approaches, characteristics and elements of study, based on the prominent works of Ronald Coase (1988), Douglas North (1990), Oliver Williamson (1988) and Elinor Ostrom (2009), are carried out with the objective of exposing from another perspective the theories of the Traditional Institutionalist approach (TI), the Economic Neo- Institutionalism (NE) and the New Institutional Economics (NEI). Through the description and exploration, qualitative and transversal, of primary and secondary sources, the convergent and differentiating elements of each approach are described, as well as the importance of their characteristics in the economic system. The study of Institutionalism allows the recognition of market failures, irrationality in the decisions of economic agents, agency problems in the implementation of public policies, the existence of transaction costs, taking as a reference the theories of Economic Institutionalism and its approaches. Abstract:
Theoretical bases of establishment and development of institutional theory as a new direction of economic science are analyzed. The preconditions for the emergence of institutionalism are studied, the fundamental differences between the new economic trend and classical economic theory are considered. The weakness of economic theories on the role and importance of the state in economic development is noted, the need to synthesize the strengths of institutionalism with neoclassicism to link the social attitudes and interests of individuals is emphasized. The stages of development of institutional theory, different approaches of institutional scientists, the emergence of a new, modern direction – neo-institutionalism – are studied. Differences in the interpretation of the term “institution” between traditional institutionalists and neo-institutionalists are outlined, which indicates a different methodology of its perception. It is emphasized that the doctrine of the depth of nature of institutions and its interpretation divided institutionalism into old and new. If the old questioned the individualistic worldview inherent in the neoclassical paradigm, then the new institutionalists do not deny the individualistic approach. Economic institutions that operate within the social environment are the frameworks or constraints that govern the behavior of society in economic conditions. Emphasis is placed on the prospects for further development of institutional theory, which allows the emergence and development of other theories, social sciences, reveals hitherto unexplored or little-studied phenomena and processes. In modern conditions, the economic difficulties faced by the world economy convincingly confirm the relevance of institutional theory, and the construction of an efficient economy is not limited to an approach based solely on the methodology of the classical school of economic theory. The contradictions posed by modern globalization are becoming a large-scale source of social, political, economic and even military challenges for less developed countries in relation to the more prosperous ones, and international institutionalization is the mechanism designed to alleviate instability.

Abstract:
Subject. The article considers sanctions as a tool for achieving political goals. Objectives. The aim is to identify the impact of sanctions on certain sectors of the economy, specifically, on the hospitality and tourism industry. Methods. The study draws on methods of analysis, synthesis, generalization, induction, and deduction. Results. The paper states that the delimitation of spheres of influence of rival factions will facilitate the lifting of sanctions. There will be a revaluation of values in the sectoral structure of the economy. Conclusions. During the sanction period, the importance of domestic tourism will increase. One of important tasks of the bodies of legislative power is to ensure the regulatory and legal support to this sector.

Abstract:
This research is a neo-institutionalism analysis study to political dynasty issue in the accordance with the embodiment concept of good governance in Tabanan district. As it is known that after the reformation, Tabanan was led by the same family generation. By focusing on the health service sector, this study will look at to what extent the dynastic politics has an impact on the public policy sector and the realization of good governance. In general, the health service policy pursued by the Tabanan Regency government is a non-populist policy. The local government chose to build international hospital rather than providing free health services for the poor. All this time, the study about political dynasty and the effect to the public policy sector in Tabanan is only seen as a mere political problem without looking at the deep state structure, the normative function and culture in it. This study found that there are a conflict between sociological institution, historical institution, and rational choice institution behind the strong dynastic politics as well as the struggles in realizing good governance in Tabanan Regency. This study aims to identify policy innovations in BUMDesa and their contribution to increasing village original income (PADesa). This study uses exploratory qualitative methods through in-depth interviews with actors who are directly involved with BUMDesa Larasati and related external parties. The results of the research were then analyzed using the perspective of Neo-Institutionalism. This study found that the policy innovations formulated and implemented by BUM Desa Larasati were inseparable from the role of critical actors within the Village Head of Kendalbulur. The Village Head has full support from internal BUMDesa and the Village Consultative Body—in addition to interactions with external institutions such as the Tulungagung DPMD, Banking, and PT. POS, East Java Village BUM Clinic, makes it easy to make policies. Policy innovation has significantly increased PADesa in the last three years. BUM Desa Larasati is already a legal entity and is ready to compete with other agencies. The Westphalian sovereign state model, based on the principles of autonomy, territory, mutual recognition and control, offers a simple, arresting, and elegant image. It orders the minds of policymakers. It is an analytic assumption for neo-realism and neo-liberal institutionalism. It is an empirical regularity for various sociological and constructivist theories of international politics. Social constructivism in international relations has come into its own during the past decade, not only as a metatheoretical critique of currently dominant neo-utilitarian approaches (neo-realism and neoliberal institutionalism) but increasingly in the form of detailed empirical findings and theoretical insights. Constructivism addresses many of the same issues addressed by neo-utilitarianism, though from a different vantage and, therefore, with different effect. It also concerns itself with issues that neo-utilitarianism treats by assumption, discounts, ignores, or simply cannot apprehend within its characteristic ontology and/or epistemology. The constructivist project has sought to open up the relatively narrow theoretical confines of conventional approaches—by pushing them back to problematize the interests and identities of actors; deeper to incorporate the intersubjective bases of social action and social order; and into the dimensions of space and time to establish international structure as contingent practice, constraining social action but also being (re)created and, therefore, potentially transformed by it.

Abstract:
The article develops a new pair of fundamental concepts – metric and nonmetric – by exploiting the contrast between systems theory and neo-institutionalism. Borrowed from Manuel DeLanda, the concepts aims at describing the properties of social forms arising in a crowd of individuals functioning as a medium of communication. It is argued that neo-institutionalism privileges nonmetric forms. The crowd is rearranged into distinct groups just like space can be divided into topological zones. Individuals in the crowd take their identity from the group they are in: actor or non-actor, rational or non-rational, etc. By opposition, systems theory emphasizes metric forms as in the case of the functional systems of modern society analyzed by Niklas Luhmann. Each metric form is based on a signal activated by the circulation of individuals inside the crowd and thus creating a modulating flow. Metric forms are not tied to specific individuals. For the flow to go on, it is not necessary for the same individuals who once triggered the signal in the past to return and trigger it again. Anyone will do! Metric forms are truly different from their nonmetric counterparts since they do not categorize individuals by grouping them (or group individuals by categorizing them). JEL: B5, Y8

The relationship between growing trade interdependence and the reduction of militarised inter-state conflict is one of the central theoretical tenets in neo-liberal institutionalism. This tenet, under various theoretical guises, is evaluated critically in this article. Using two illustrative examples, it is argued here that under certain specific conditions, trade interdependence is unlikely to occur and therefore the expected palliative effect of trade on militarised inter-state conflict cannot take place.

The author explores some fundamental aspects of international cooperation its functional incentives and structural limitations, by describing the discussion between two most influential approaches in international relations theory: neorealism and neoliberalism, or to be more precise between defensive neorealism and neoliberal institutionalism. During the discussion on possibilities and limitations of international co-operation neorealism and neoliberalism showed their differences, but also similarities of views that resulted in their approach, which is called the neo-neo synthesis in international relations theory. The discussion, that has been going on for three decades in USA also reflects on the practical foreign policy decision making in this country. The discussion contains the ideas that can serve as means to explain some foreign policy approaches in our country as well.

The article considers a set of problems related to the possibility of an institutional approach to the study of the development and functioning of labour law. An analysis of the features of institutionalism in economics, its main characteristics and differences from both neo-institutionalism and new institutionalism is given. The main features of this phenomenon are presented. Particular attention is paid to the “old” institutionalism and especially its legal direction, associated with the activities of the American scientist J. R. Commons. At the same time, the role of scientists of this direction in the development of problems of labour law, as well as in the formation of American labour and social security legislation in the first third of the 20th century, is emphasized. The author comes to the conclusion that lawyers, including the first scientists in the field of labour law, also used the institutional approach in their research. It is concluded that the institutional approach allows us to take a fresh look at the traditional problems of science and the branch of labour law, given that they are closely related to the economic processes taking place in society. It is argued that it is the institutional approach that makes it possible to reach the signs of an employment relationship, but from a slightly different angle. In this regard, it is not by chance that among the ideologists and authors of the first bills related to the regulation of labour relations in the United States in the thirties of the 20th century, supporters of institutionalism prevailed. The author connects the emerging doctrine of social partnership and the doctrine of “human relations” by F. Mayo precisely with institutional approaches to economics and law. All this makes it possible to include the institutional approach in the methodological tools of modern research into the problems of labour law.

This article examines several theoretical ideas on security regime applicable to Northeast Asia. Different from realists or idealists, two schools of international relations theory, neo-liberal institutionalists have seen that anarchy and mixed interests occasionally cause states to suffer the opportunity costs of not achieving an outcome that is more mutually beneficial. In this context, the concept of co-operative security regime has important connotations for the concept of neo-liberal institutionalism. Based on the research outcome, the co-operative security concept appears to be the most applicable to Northeast Asia in that the idea is among the more widely used terms, complementing more traditional views, acknowledges a more inclusive definition of security, and challenges to security, encompassing, but moving beyond, the traditional notion of military threat and response. Beside of this reason, there are four more logics validating the application of the co-operative security regime notion to Northeast Asia.
