Although a lot of people are not familiar with the term non-political politics, it has its indisputable place in the Czech history. It has evolved from thoughts of Karel Havlíček Borovský as a solution to the nation which was facing lack of its independence and was based upon awareness of national culture and self-governance. This conception was later adopted by Tomáš Garrigue Masaryk, who implemented the idea into its own political programme aimed at free and educated society. His non-political approach reflected intellectual and steady attitude with a manifest perspective which made him a leading person in establishing an independent state of Czechs and Slovaks. In 1970s, Václav Havel restored non-political idea and designed it for the purpose of the confrontation with the communist regime. Owing to his authority, non-political politics became again one of the main mechanisms leading to political pluralism. The dissertation thesis focuses on independent local lists (ILLs) in local elections in the Czech Republic. The research approaches the issue from various views. It studies formation of independent local lists in five specific towns, cities: Brno, Brno, Mnichovo Hradiště, Praha 10, Prachatice a Vodňany. It is related to ILLs: To Live Brno, We Live for Hradiště, the coalition Vlasta, Living Prachatice and the Vodňany for Change. Beside this five case studies, the research is dealing with topic of rising electoral support for ILLs in 27 statutory cities. The dissertation thesis is working with several theoretical concepts such as phenomenon of the cartel party, anti-party sentiments, non-political politics and development of political participation. The thesis is answering the question of how are the ILLs formed in relation to engagement of their representatives in civil society. According to my thesis, organization of civil society are more inclusive and open for participation than political parties. But this participation, outside political institution has its limits. These limits are reasons for forming independent local lists and pursuing political office. The aim of this thesis is to compare the concept of the civil society and the attitudes towards it, as understood by Vaclav Havel, Vaclav Klaus and Milos Zeman. Furthermore, the thesis examines the evolutions of their attitudes and their particular actions within the organized civil society. The comparison is carried out using available materials and relevant existing works by authors expertizing in the authors' political legacy. The first part introduces basic terms and three crucial phases in the development of Czech civil society. The second part critically analyses the authors' attitude to organized civil society. Comparison findings suggest that their concept of civil society does not concur: their attitude to influential organizations of civil society varies, yet a certain agreement is apparent in their support of voluntary activities of various interest groups.
