Abstract:
The South African liquid fuels industry is a significant part of the economy. Historically, government policy focused on import substitution industrialization to support industry margins. This approach is called into question by the 2006 shift from net exports to imports and by inflated downstream regulated margins. This study focuses on the regulated petrol price. Import parity pricing regulation has not kept pace with market changes. A policy shift in 1998 towards market-related pricing has not materialized. Instead, regulated margins have increased over the last 20 years in real terms, partly attributable to methodological errors in the regulatory accounting system. The long-term excess of service stations persists despite declining petrol and diesel volumes between 2005 and 2019. Estimates suggest that the petrol price could be lower by 0.70–0.80 rands/litre. Price deregulation is inhibited by political regulation and social policies entangled in regulation.

Abstract:
Prices in the Roman economy were generally set by the operation of free market forces. Occasional government interventions in the form of price ceilings occurred in times of crisis, to stabilise volatile or politically important markets, or to signal moral policies. The mechanism of price formation was generally understood, but price shocks were expected to be curbed. In a similar vein, the valuation techniques developed by the Roman jurists were based on “true” prices rather than pure market prices. Even so, party autonomy in price setting was the norm. The grain market was guided to some extent for obvious political reasons, but even here there was room for private initiative. The freedom to contract was stressed as late as Diocletian, but, not much later, rampant inflation forced him to issue his edict on maximum prices, which remains an exceptional regulation in many ways.

Abstract:
This chapter examines food prices from 1900 to 2015. Despite growing populations, rising incomes, new technologies, globalization, and the emergence of commodities as an asset class, no trends are evident in food price levels or volatility. Still, food prices have averaged higher since 2010, harming the poor and raising fears that agricultural productivity growth has slowed. Consistently since 1900, food prices have been more volatile than the prices of manufactured goods and most other commodity groups. This relation drives terms-of-trade volatility, which slows economic growth. At the farm level, price volatility impedes investment and technology adoption, and encourages low-income livelihood strategies. Past policies to manage food prices have not worked and governments have shifted to policies aimed at mitigating the consequences of high and volatile food prices. Extending the reach of risk markets, warehouse receipt systems, index insurance, and contract farming can be useful policy components.

Abstract:
Chapter 5 focuses on producers’ net worth. It joins a large strand rooted in the financial literature, which points out that under asymmetric information, producers need own equity to obtain credit. Incorporating this assumption yields scenarios with endogenous borrowing limits and shows that small variations in credit requirements have large macroeconomic consequences. A second theme concerns an unresolved problem of general equilibrium models. These determine equilibrium prices from decisions of producers and consumers who are ostensibly aware only of market prices and their own characteristics, i.e., technologies and preferences. However, consumers must also know current profits because these enter their budget constraints. As profits are determined in equilibrium, a logical circle emerges. Stock manias can be interpreted as situations where consumers overestimate profits; conversely, stock market crashes may reflect underestimations of profits. The text shows that misguided profit expectations as such do not have the expected impacts on economic activity.
