In order to succeed in the market today, agricultural enterprises must use new approaches to the formation of strategic management systems. The use of marketing tools in the realities of the modern agrarian market should be considered as a necessary condition for the activity of all subjects of agrarian business. The application of a wide range of traditional marketing methods, tools and technologies will contribute to the effective development and implementation of the strategy for the development of agrarian business. In addition to traditional tools, agrarian business should use digital marketing tools when developing long-term integrated strategies aimed at ensuring development. The specifics of digital tools, technologies and the advantages of digital marketing involved in the development and implementation of development strategies will contribute to building mutually beneficial and long-term relationships with customers, which should become a significant competitive advantage of enterprises in competitive conditions. Water drives the world. Without it, our bodies cannot function, settlement is impossible, livestock die, and farmers cannot grow crops that feed millions. Great civilizations have been built upon irrigation, and fallen when the irrigation failed. Water carried armies, navies, commodities and labour across the globe, into places unreachable by land transport, and at far lower cost. When harnessed it produced steam engines and electricity, and helped to power industrial society. This natural resource, both fresh and salt, helped shape the patterns of empire in terms of the location of settlement and routes of communication. Irrigation became a major enterprise in the British Empire. Dammed and channelled water did not become a commodity in quite the same way as sugar, furs, or teak. But direct charges were often made for channelled water, and its value was also materialized in crops and livestock. In many places, control of water was intimately bound up with command over territory. State-owned irrigation is a highly visible assertion of power, and management of water has sometimes required a centralized and ruthless bureaucracy, not least in order to collect the new revenues generated. As with forestry, colonial states tended to claim that their approach to water involved greater rationality and efficiency, in contrast to existing indigenous practices—though individual engineers did praise the ingenuity of the latter. Some scholars have argued that despotism has followed human attempts to assert authority over water and its products, because it is a very basic way in which one group of people can dominate other, weaker groups. Such controls could also be a bedfellow of capitalist enterprise and empire. Making the link between the control of water and the rise of empires, Donald Worster has written of the American West: ‘[It] can best be described as a modern hydraulic society, which is to say, a social order based on the intensive, large-scale manipulation of water and its products in an arid setting…The technological control of water was the basis of a new West’. Ultimately, it helped to make California the leading state in America.

The purpose of the article is devoted to the peculiarities of the formation of financial mechanisms and their activation in the system of financial and credit support for the development of agrarian enterprises. The economic essence and components of the financial mechanism are substantiated. In the basis of the financial mechanism as a complete system of interrelated constituent elements, the decisive place belongs to financial methods, among which financial support and financial regulation play a key role as the basis for the growth of the development potential of enterprises in the agrarian sector of the economy. Results. The internal and external factors of influence on the efficiency of financial mechanisms of agrarian enterprises are determined. The features of the most effective financial mechanisms for the development of enterprises in the agrarian sector of the economy are determined and the problems of their use are highlighted. An analysis of the crediting of agricultural enterprises was carried out and the main reasons for the low activity of attracting credit resources were determined. Practical implications. The practical significance of the obtained results is determined proposals and recommendations for the introduction of methodical approaches to the improvement of financial mechanisms. Proposals regarding the use of activities of guarantee funds, which will allow solving a number of problems of lending to small and medium-sized businesses and minimizing the risks of possible non-repayment of loans, are provided. In order to improve the financial support for the development of enterprises in the agricultural sector of the economy as a basis for increasing their financial potential, it is necessary to resort to non-traditional instruments of financing activities, which can be agrarian receipts, which have recently opened up new opportunities for quickly attracting funds to the process of agro-industrial production, and we are talking about obtaining financial resources especially small and medium-sized businesses. The advantages and disadvantages of such a financial instrument have been determined. Value/originality. Conclusions were made that a complex combination of various financial mechanisms with appropriate tools and effective levers of influence on the development of enterprises of the agricultural sector of the economy in Ukraine will create conditions for stable and effective conduct of agricultural business in Ukraine under an effective competitive environment in which the interests of the enterprises and the state as a whole coincide.

When Mexico declared independence in September 1821, Chiapas, along with the rest of Central America, joined the new nation. Then, in 1823, precipitated by the collapse of Iturbide's Mexican Empire, the other former Central American provinces broke away to form the Central American Union. Chiapas, though, chose permanent annexation to the Mexican republic the following year. This chapter is organized as follows. The first section reviews the historiography of other regions of Mexico and Central America during these years in order better to understand the way that history and geography may have influenced political and agrarian relations in Chiapas during the half-century after independence. The second section looks at politics and state-building in Chiapas between 1824 and 1855, focusing on the relationship between regional elites in the central valley and the central highlands, national governments, and Indian communities. The third section provides an overview of commercial agriculture, population, and labour, and analyzes the agrarian laws which were passed in the state in the post-independence period. The fourth section examines the process of land privatization in different regions of Chiapas and the relationship between the alienation of public and communal lands and the spread of agrarian servitude — both labour tenancy (known as baldiaje) and debt peonage. The fifth section addresses the question of why, despite the growing dispossession of communal land, no peasant rebellion emerged in Chiapas during these years, while the next section examines the Labour Tenancy Law of 1849, a short-lived attempt to regulate baldiaje and limit the role of servile labour in commercial agriculture. Finally, the last section looks at the impact in Chiapas of the laws of the Reform and civil conflict between liberals and conservatives in the period 1855–67, and highlights the way in which local political factionalism contributed to Chiapas's Caste War of 1869–70.

Abstract:
Diplomatic relations between Kyrgyzstan and The Republic of Korea were established on 31 January in 1992. Political and economic relations between Kyrgyzstan and The Republic of Korea is a new topic for the study. That’s why there are no books and dissertations on this topic. The aim of this paper is to analyze bilateral relations and find out the perspectives and obstacles of the economic cooperation which can really impact the economic development of the country.
