AbstractNenets Autonomous Okrug (Nenets AO) in Russia and Western Finnmark in Norway are two large reindeer husbandry regions in the circumpolar North. The Soviet Union pioneered the industrialization and collectivization of reindeer husbandry in Nenets AO in the 1930s, while structural and rational practices of Sámi pastoralism in Western Finnmark started in the 1970s. Both regions aimed to increase meat production by manipulating the herd size and structure, seasonal calf slaughtering, changing reindeer ownership, and introducing novel labor standards such as shift working, housing programs, and mobile cabins for the herders. Experimental science of rational reindeer husbandry in the Soviet Union might have inspired reforms and a new model for reindeer husbandry established in Norway in 1976. This paper analyzes trends in reindeer husbandry in Nenets AO and Western Finnmark in light of these structural changes. An increase followed the expanded proportions of females during these periods of change in the total number of reindeer in both regions. However, we observed significant differences between trends in reindeer husbandry in Nenets AO and Western Finnmark. We conclude that while Norway implemented an adjusted version of the Soviet model with as much as 90–95% females in the herd and started slaughtering calves instead of adult females and 1.5 years old males, Soviet structural and rational practices never encompassed more than 65% females. Before this reform, 45% of the herd in Norway were traditionally females. Trend analyses in Western Finnmark and Nenets AO indicate that Norway’s extreme implementation of the new reindeer husbandry model increased the variability of calf production in Western Finnmark compared to calf production in Nenets AO. Despite Norwegian subsidies and policies encouraging high female percentages, a regression analysis based on data from 1981–2018 showed a negative correlation between the percentage of productive females and calf productivity in Western Finnmark. The rationale for the change in the management model in Norway in the 1970s was based on the assumption that reindeer herders in the North did not fully utilize the potential of the favorable climate conditions in Finnmark. However, in the past years, winters in Western Finnmark have changed. Increased winter air temperatures and changing snow conditions affect female reindeer. We conclude that Norway’s modernization program for Sámi reindeer husbandry in Western Finnmark resulted in a highly volatile production of reindeer calves that negatively affected reindeer herders’ food security and herding economy. The top-down productivity policy model for reindeer husbandry in Norway was weakly nested within Sámi herders’ traditional cultures and knowledge.

AbstractIn general terms, the Spanish system of local government under the current Constitution (1978) is relatively stable. Various economic crises and social and political changes (such as the emergence of new political parties at the state, regional, and local levels) have brought about several adjustments in the local government system, but have not modified its pillars. Although both state and autonomous communities (regions) tend to reduce local autonomy, this reduction has not been dramatic yet. The constraints on local governments are mainly relevant in financial matters, in which since 2012 state and regional controls on local authorities have significantly increased to ensure the balance and sustainability of local budgets. Currently, the most urgent reforms concern the second tier of local government (provinces), whose contours are not clearly set out either in the Constitution or in the general laws, and the rural municipalities, many of which are continuously losing population and are at risk of disappearing.

AbstractAs autonomous vehicles become increasingly prevalent in our daily lives, new control challenges arise to ensure their safety and the safety of their surroundings. This work addresses these challenges by developing a suitable regulator that strikes a balance between different objectives. The first one is ‘safety’, which involves satisfying constraints and consistently avoiding obstacles. The second objective is ‘exploitation’, which aims to optimize the utilization of existing knowledge about the environment, reducing the overly cautious behaviour of guaranteed collision-free approaches. The third objective is ‘exploration’, which pertains to the ability to discover potential unknown areas while avoiding getting stuck in blocked regions. The design of motion planning algorithms for such systems requires carefully managing the trade-off between these requirements. Among the various approaches to dynamic path planning, discrete optimization methods such as Model Predictive Control (MPC) have gained significant attention. MPC excels in handling state and input constraints to ensure safety while minimizing a cost function defined by the user, enabling both exploitation and exploration aspects. By developing a suitable regulator and leveraging MPC approaches, this work aims to address the complex control challenges faced by autonomous vehicles and other safety-critical applications, ensuring a balance between safety, exploitation, and exploration.

AbstractThe Xinjiang Uyghur Autonomous Region (XUAR) of the People’s Republic of China (PRC) is now the site of the largest mass repression of an ethnic and/or religious minority in the world today. Researchers estimate that since 2016 over one million people (mostly ethnic Uyghurs) have been detained without trial in the XUAR in a system of “re-education” camps. Outside of the camps, the region’s Turkic Muslim population are subjected to a dense network of hi-tech surveillance systems, checkpoints, and interpersonal monitoring which severely limit all forms of personal freedom penetrating society to the granular level. This chapter argues that the erection of this “carceral state” has been propelled by a “preventative” counterterrorism that has incorporated key practices (e.g. greater reliance on new surveillance technologies) and discourses (e.g. Islamaphobia) of the “global war on terrorism” with the ideology of the Chinese Communist Party (CCP) in pursuit of the negation of the very possibility of “terrorism”. As such the contemporary situation in the XUAR represents not only the mass repression of an ethnic and religious minority by an authoritarian regime but also an example of the dystopian potentialities of ostensibly “neutral” technologies.
