Abstract:
Apart from causing a global pandemic, COVID-19 has also affected many industries worldwide, causing the economic position of businesses to weaken. This study provides an empirical assessment of the impact of COVID-19 on the economic position of micro, small, medium, and large business enterprises in Kosovo. While COVID-19 has been detrimental to many businesses, many of them have adapted to the possibilities, created by the new situation. Our findings indicate that almost all enterprises have reported a financial loss, and more than one-third have laid off employees. More than one-half of the enterprises have changed product delivery methods, and more than one-third have reorganized and changed their organizational structure. Meanwhile, around one-sixth of enterprises have changed their primary activity and have declared the need for new employees. Furthermore, surveyed enterprises have reported issues in retaining applicable contracts, supply of materials, trust in supply chain partners, and product placement, among others.

Abstract:
Sustainable development of entrepreneurial structures requires the reformation of existing tools and the search for new effective tools of their economic activity managing. The aim is substantiation of the methodological provisions for assessing the economic activity of enterprises and developing applied recommendations for its improvement. The methodology of the enterprises’ economic activity analysis is developed and the priority vectors of its intensification are identified in the research paper. The results of the research paper show that the determinant of national competitiveness and sustainable development is business decisions and technologies which determine the quantitative and qualitative renewal of individual enterprises potential and the combination of their business strategies with global development priorities. The proposed methodology of enterprises’ economic activity assessment and applied recommendations for its strengthening are scientific basis for the development and implementation of schemes for rapid economic growth.

Innovation, as a factor influencing the success of farming, is of outstanding importance also in agriculture. Only those businesses (enterprises, companies) can be successful in the longrun which are able to adapt the new technological elements and to make their own developments occasionally and make them suitable for practical utilization.The innovation activities performed by the enterprises, business organizations can be evaluated at firm (microeconomic) and national economy (macroeconomic) levels. In the case of sheep breeding also, a complex evaluation system should be applied, since this is a sector, which has significant rural development and social impacts. The innovation processes are analysed from the identification of the problem inducing research and development until the return of the invested resources.

The paper is devoted to the study of the problem of economic security of e-commerce in Ukraine. The tools of economic security implementation that influence the formation of the economic strategy of Ukrainian enterprises, the main activity of which is e-commerce, are considered and analyzed. Measures for effective implementation of tools for determining the degree of security of e-commerce information system are proposed. Identifying new methods of economic security research will help increase economic stability and reduce the vulnerability of Ukrainian enterprises. The purpose of the paper is to determine the process of calculating the security of the e-commerce information system, and to determine the vulnerability of the system. The purpose of the security system as a whole is to identify and prevent dangers and threats, to ensure the security of e-commerce enterprises and to achieve business goals. Determining the degree of security of the e-commerce information system is conducted in two directions: analysis of existing types of technical means of storing and protecting information; and expert assessment of losses from threats. To effectively achieve the economic security of e-commerce, it is necessary to use a variety of techniques and the latest technologies to identify and prevent various sources of threats. This will make it possible to build a system of protection against the violation of the integrity of the economic system. Provide tools to reduce risks and external pressures on the business environment. It will allow to build an effective control system and attract additional control methods. The dynamics of e-commerce development and the degree of its integration into the economy encourage additional research in the direction of reducing risks and achieving economic security.

Introduction. Agro-industrial business plays an important role for the economic development of all business entities of regional and national agro-industrial business. Its main function is constantly focused on the sale of manufactured products, receipt of working capital, necessary for the reproduction of entrepreneurial activity, remuneration of employees, payment of debts and profit receiving. At the same time, in practice, the level of efficiency of agro-industrial business of enterprises in the regions has significant deviations from the national average, and some agro- industrial business enterprises are unprofitable. At the same time, literature sources express an opinion and analyze the activity of agribusiness enterprises, which does not correspond to the full name - "agro-industrial business". All this determines the objective necessity of researching theoretical organizational and economic aspects of economic and social efficiency of of agro-industrial business enterprises functioning, which led to the choice of the research topic. Methods. The following methods are used in the study: monographic for detailed study of phenomens, processes; historical for the study of the evolution of agribusiness development; abstract and logical for processing of literary sources, theoretical positions, formation of conclusions; theoretical generalization, etc. Results. The concept, essence and evolution of agribusiness are revealed, its author's interpretation is given, the objective necessity to change the existing name "agribusiness" to new - "agro-industrial business" is substantiated, the levels of agro-industrial business (I - enterprises, II - country, III - international scale) are highlighted and the main aspects of improving its efficiency and competitiveness are determined. Discussion. Improving the efficiency of agro-industrial business should be achieved through active use of internal and external factors of functioning of agro-industrial enterprises. Keywords. Abstract:
The article presents a scientific discussion on trends and prospects for product innovation in the tourism business. The main objective of the study is to substantiate the nature and role of innovative tourism products in improving the efficiency of economic and product activities of tourism enterprises, the need for their implementation in tourism at its present stage in Ukraine. Analysis of literature sources and existing approaches to solving the problem of implementation of innovative products by tourism enterprises allowed us to formulate conceptual tools in this area, taking into account industry specifics, to characterize the types of product innovations of tourism enterprises. The topicality of solving this scientific problem boils down to the fact that in conditions of competition, the development of tourism business is ensured primarily by the use of product innovations by tourism enterprises, the introduction of effective ways to implement priority areas of innovation. The study of the problem of implementation of innovative tourist products in the practical activities of enterprises is carried out in the following logical sequence: the subject matter and types of innovative tourist products have been analysed, the main prerequisites for their implementation in the activities of enterprises have been defined; the main trends in the development of innovations in the tourism business of Ukraine, in particular, new tourism products and innovative approaches used to retain regular customers and attract new ones in a competitive environment; an optimal model of implementation of innovative tourist products has been developed.
 The methodological tools of the conducted study were general theoretical and specific methods, in particular, logical and dialectical, graphoanalytical method, method of scientific abstraction, systemic and integrated approaches. The study covered the period of 2010—2019. The object of research is an innovative tourist product that allowed implementation of its model taking into account the effect of external and internal environment.
 The article presents the results of empirical analysis of the main trends in the development of innovation at the present stage of development of the tourism business in Ukraine. In addition, there are reasons that inhibit innovation in tourism, which must be taken into account for the development and implementation of innovative tourist products.
 The study theoretically proves and supports that the development of innovative activities and the introduction of innovative tourist products provide tourism enterprises with competitive advantages. The results of the study can be useful in the practical work of travel agencies that seek to create a portfolio of innovative products and increase the efficiency of their activities.

The constant variability of the external environment complicates the process of conducting economic activity by business entities. This requires the application of new methods of business management to ensure its sustainable development and to create competitive products. Management should pay particular attention to those management concepts that have demonstrated their effectiveness and potential. Among these methods, benchmarking should be singled out as one of the universal ways of increasing the level of competitiveness of enterprises of different spheres of management. The purpose of the article is to summarize scientific approaches to the concept of benchmarking as an economic category and to determine the author's position on its essence. The article presents the scientific concepts of defining the essence of benchmarking as an economic category, revealed that there are a considerable number of concepts for consideration of this definition, establishes the universal nature of this concept, since benchmarking is already used in the work of not only enterprises, but also in the organization of management of individual spheres. , territories, etc. The article proposes to use two approaches to considering the essence of benchmarking: static and dynamic, which makes it possible to define this category on the one hand, as a method of management, and, on the other, as determined by external and internal conditions, a constant and variable process. As a result of the research, it is proposed to consider benchmarking as a management method, the essence of which is to distinguish the best experience of economic agents, especially business entities, and to use it in the work of other enterprises, institutions and organizations.

AbstractRural communities have faced significant socio-economic challenges for the past several decades due to structural shifts and changing social expectations regarding the management, production of, and markets for natural resources, including production agriculture. The New Natural Resource Economy (NNRE) is an economic development approach to the use of natural resources, including agriculture, in ways that can build healthy environments and healthy, resilient local economies (Hibbard and Lurie, 2013). A major attribute of the NNRE is its focus on very small businesses, the predominant business type in rural settings. Emerging trends, such as regional food networks (RFNs) that connect food producers to consumers within a state or local region, may provide opportunities for rural communities to diversify and expand local businesses around the use of natural resources, thereby helping to restore greater capacity for self-direction and adding to local community vitality. Thus, we address whether RFNs in rural Oregon counties display characteristics of an NNRE development strategy through the relationships between agricultural producers and consumers that support very small agricultural enterprises. Based on analysis of Oregon producer survey data from 2016 in the more rural resource-dependent Oregon counties, we find that the RFN producer survey respondents are indeed very small businesses engaged in small-scale, multifunctional agriculture. They are motivated by economic, social, and environmental concerns as they contribute to the economic activity in their communities. We also surveyed Oregon consumers, finding that although consumer survey respondents in the same region are not primarily driven to buy local based on environmental considerations, they are nonetheless interested in supporting agriculture and local businesses. The demand for local products can create a virtuous cycle contributing to the economic, social, and environmental sustainability of the community. Given appropriate policy and program support, there is fertile ground to create new opportunities to generate farm income and acquire food within the NNRE healthy environment-healthy economy paradigm for rural economic development.

Abstract:
Small and medium enterprises (SMEs), which represent around 95% or more of the total number of enterprises in many countries, are often considered critical for a country's economy because of their effects on economic output and their contribution to overall employment. However, as a result of globalisation and the deregulation of the New Zealand economy, SMEs in this country have been faced with the need to internationalise in order to grow because of increased domestic competition. Moreover, when they make their move to offshore markets they also face fierce competition. Hence, it is in this largely integrated and competitive global marketplace that it becomes critical for smaller firms to learn about international business to succeed. Therefore, this thesis aimed to understand and explain how internationalising NZ SMEs learn and develop knowledge throughout their internationalisation process. To frame this problem an extensive review of the literature on internationalisation, organisational knowledge and organisational learning was conducted. This assessment revealed a gap related to the evolution of learning and knowledge in SMEs' internationalisation process. It also identified the incremental and born-global internationalisation types, two more common and distinctive internationalisation paths that SMEs follow. The literature described the several common forms of knowledge that played more or less critical roles in these firms' internationalisation. Furthermore, extant research also stated that experiential learning and other learning processes were important for the internationalisation of these firms but it did not delve into the development of these learning processes over time. Finally, the evaluation of the knowledge and learning literatures identified three most distinctive and important forms of knowledge that organisations develop as a result of several learning processes. Anchored on the research problem and the specific research questions, derived from the literature review, and framed by a post-positivist worldview, this study developed a methodology that combined theory building, process-based research and case studies to address the problem. More specifically, the methodology involved the selection of and collection of historical, or retrospective, data from eight cases, four incremental and four early-internationalising firms. The data collected through interviews and document analysis was examined using different process analysis techniques. This research has found that there were important differences in the incremental and early-internationalising firms' learning and knowledge during their creation. Furthermore, the early-internationalising firms identified and implemented an internationalisation strategy from the beginning. Thus, the knowledge about international markets and products acquired through congenital learning and their initial intention to offer their products offshore allowed the early-internationalising firms to expand internationally from their creation or soon after. In contrast, the incremental firms only decided to internationalise after they learned from their experience in their domestic market that they had a successful product that had international potential. Besides their initial internationalisation strategy, or lack of it, and knowledge, other factors, such as firm resources, product and industry characteristics and previous learning and knowledge, influenced these firms' subsequent internationalisation strategy, learning and knowledge. (Business Administration )) - Central University of Technology, Free State, 2013.<br>A major concern for developing countries including South Africa is the high levels of unemployment, poverty and inequity. Developing countries have accordingly been pre-occupied with finding solutions to these problems. Drawing on the success of small, micro and medium enterprises (SMMEs) from the developed countries such as the US and the UK, developing nations have embraced the idea of promoting development through SMMEs. But the overall performance of the small business sector in most developing countries has rather been dismal and as such have not been able to contribute optimally to the development agenda. Adopting a strategic management perspective, this study hypothesised that an integration of entrepreneurial orientation (EO) and market orientations (MO) glued together by innovativeness (INNO) would yield superior outcomes than the stand-alone effects of these strategic postures. To test the hypothesis, a sample of 198 small scale agricultural enterprises (SSAEs) in the Vryburg region was surveyed. Descriptive and inferential statistical analyses were performed on the data generated. The empirical findings showed that EO + MO + INNO interactively exhibited positive and significant correlation with the performance (sales growth and profitability) of SSAEs in the Vryburg region. However, the inter-correlations of EO + MO + INNO with business performance were practically moderate. The moderate correlations create opportunities for strengthening the entrepreneurial and market orientations and innovativeness of SSAES and in fact small businesses in general. An intensive and co-ordinated intervention of government and NGOs in transforming the small business sector into the real engine of growth of the economy is imperative. The study also attempted to predict firm performance holding EO + EO + INNO as predictor variables. Multi linear regression and multinomial logistic regression analysis however did not yield significant predictions of performance of SSAEs. This outcome provides a launch pad for further research into the proposed model in different settings because this study was mainly exploratory and executed in a rural and agricultural environments. Notwithstanding, the study made important contributions to the literature. It showed that it was possible to integrate EO + MO + INNO (previously viewed by many authors as exclusive constructs) into a single business model for the synergic enhancement of small business performance. It is hoped this would stimulate economic growth and development especially in developing countries.

This study builds an integrative framework to delineate the process of growing entrepreneurial firms in developing countries. Deriving from the existing entrepreneurship literature, this thesis uses two notions to delineate the process of growth of indigenous firms: entrepreneurial intent and entrepreneurial capability. Then, drawing on the literature of economic development, it identifies three key sectors, the state, the market and the social sector, that foster entrepreneurial intent and cultivate entrepreneurial capability.<br>The research setting is the information technology (IT) industries in China and Taiwan, each of which has had impressive performance when compared with their counterparts in other developing countries. This study differentiates the growth of entrepreneurial firms into three stages, getting started, getting there, and staying there, and proceeds to analyze the comparative-historical experiences of six IT firms, three in China and three in Taiwan. The firms in China are the Advanced Technology Service Division (ATSD), Lenovo Computer, and Great Wall Computer. The firms in Taiwan are United Microelectronics Corporation (UMC), Acer, and Vanguard International Semiconductor (VIS).<br>It is found that at the stage of getting started, the government tends to be key among the three sectors, and can broadly influence the firms' entrepreneurial intent by building the national institution context, and more specifically through industrial policies. At the stage of getting there, the domestic social sector becomes more salient, and can transfer technology to entrepreneurial firms either from abroad or from their own research; they can also help defend entrepreneurial firms in intellectual property disputes with multinational firms. At the stage of staying there, due to their advanced technology, multinationals as forces in the market become more prevalent, and can enhance or destroy the capability of entrepreneurial firms. Overall, the state can act as context builder, champion and confronter; the social sector can play the roles of capability builder and capability defender, while the market, via multinational firms, can play the roles of capability destroyer and capability enhancer.

In a new South Africa, an entrepreneurial approach has become a means of survival. Modern day South Africans have been compelled to adopt an innovative and entrepreneurial mindset in order to function optimally. For the higher education sector, this has meant the commercialisation of many aspects of their operations due to yearly cuts in subsidy allocations. Stellenbosch University is not exempt from this and is also affected by these cuts. The goal of this study is therefore to provide an internationally researched conceptual model and process for commercialising academic research at Stellenbosch University. This will require the adoption of an entrepreneurial mindset which views research differently from its traditional mode. By moving away from an academic view of research, new partnerships, opportunities and outcomes become possible, from which new revenue avenues could be opened. The question arises as to what technological innovations are likely to result in commercial success and what route should a university then take to successfully commercialise their research findings? Finding practical answers to these questions could provide a platform from which a university can make accurate and timely decisions with regards to the commercialisation of its academic research. Accurate decision-making is therefore an essential tool in the management of this process. Commercialisation is not viable without first creating an innovative mindset and platform. These cannot be created without first understanding the concept of newness. Consistent newness requires continuous innovation, from which academic entrepreneurship then stems. The successful commercialisation of this entrepreneurship can then be understood by considering the various concepts and basic components involved in commercialisation. A broad look at literature provided the basis for this platform from which a model could then be constructed. In constructing the model, the key components were first identified. Secondly, a brief look at four different commercialsiation models provided an overview of the thought pattems involved in such a process. The synthesis of these components and models culminated in a conceptual model for commercialisation within the Stellenbosch University environment. This model included the tangible and intangible side of commercialisation, incorporating organisational mindset, attitudes and culture.<br>AFRIKAANSE OPSOMMING: Konstante en omvattende verandering is 'n kenmerk van die eietydse samelewing en raak alle sosiale vlakke. Abstract:
The objective of this study was to develop a decision making tool to determine economic feasibility of artisan cheese operations. A survey of current Oregon artisan cheese companies was used to gain knowledge of the fixed and variable costs associated with cheese production and business start-up. The data from this survey was used to design a business model within Microsoft Excel 2010 that effectively describes the business environment in which an artisan cheese company could exist. Economic feasibility was determined through net present value (NPV) and Internal Rate of Return (IRR) of the investment. The model estimates size of the production and aging facilities based on production volume and cheese types produced. The application of the tool is demonstrated in this study through testing of several scenarios within each area of investigation: impact of milk pricing, cheese styles, product retail price, and geographical location of the creamery. The model also predicts the minimum product retail pricing necessary to ensure a positive NPV of the potential venture at several sizes of production and across several different styles of cheeses.<br>Graduation date: 2012

The wood products industry is influenced heavily by family ownership along the entire value chain. Although family ownership affects each link of the wood products value chain, there has been little research into the importance of products originating from family forestland. Specific attributes of products, such as origin or environmental certification, have been considered part of a business���s marketing strategies. This study evaluates the relevance of family forest wood product origin and environmental certification for Oregon consumers who participated in this study and Oregon specifiers and industrial customers. Data was collected from consumers, and specifiers and industrial customers in Oregon. Conjoint analysis was employed with softwood lumber as the product and price, wood origin, and environmental certification as the features. Results from this analysis for consumers show that wood origin is the most important factor followed by price and environmental certification. However, for specifiers and industrial customers, price is the most important factor followed by environmental certification and wood origin. "Family" is seen as the most preferred wood origin level for both buyer groups in the study.<br>Graduation date: 2013

Submitted in the partial fulfilment for the Degree of Master of Arts in Development Studies Faculty of Humanities University of the Witwatersrand, March 2017<br>The precarious existence of Uber drivers operating within Johannesburg’s metropolitan area is the primary area of study in which this dissertation has undertaken. Driver precarity, defined in the study as the loss of labour market security in various forms, is argued to stem from Uber’s sharing economy-inspired business model. The analysis of Uber’s business model, substantively focuses on the service’s dynamic pricing model of fare price setting, the implementation of a ‘rating’ system in which to evaluate driver performance and the use of ‘independent contractor’ labour. It is argued that each of these three Uber business practices place drivers in a position of precarity in the realm of their income, employment, work and job security. The study mobilises a qualitative research methodology, enlisting the methods of unstructured interviews on eight active Uber drivers, four autoethnographical observations on real-time work behaviour and document analysis to generate data for analysis. The prevailing argument made regarding Uber’s precarity-creation, is aided through a consultation of Guy Standing’s theorisation on precarity (2011), with Harvey’s flexible Accumulation theory (1990), Foucault’s Panopticism thesis (1975) and Hochschild’s emotional labour theory (1983) broadening the scope of the analysis.<br>XL2018

In today's technologically advanced business environment, much emphasis is being placed on obtaining a competitive advantage through the use of computers - a commodity that has become available to almost everyone in an organisation. Increasing global competition and pressing social needs have impacted with such vigo~ that even tertiary institutions are now facing major financial constraints, thus forcing them to investigate alternative sources of income to maintain sustainability. Through the use of computer technology - searching, retrieving, sorting, producing and organising data efficiently and accurately - the belief is that many departments at the M L Sultan Campus of the Durban Institute of Technology can be converted into income-generating units that can be self-sustaining. There are many departments at the M L Sultan Campus with the relevant infrastructure and person-power to establish business units. These departments vary in the services that they provide, thus relevant information systems need to be aligned to future business units within these departments. This study focuses on a) investigating the impact of information technology and its systems on businesses; b) ensuring that information technology and its systems is looked at a~ a cost effective resource for maintaining a competitive edge and promoting business value. The interaction of business processes, people and technology will ensure successful planning and implementation of strategies within the potential business units; and c) recommending to selected departments the expected fmdings whereby they could choose to adopt these recommendations to transform themselves into business units in order to maintain a competitive edge for financial sustainability.<br>M

Climate change is a major risk for the global economy. Increased frequency of climatic events coupled with unsustainable economic development without considering environmental &amp; social aspects has resulted in runaway climatic impacts. It became evident for all stakeholders to work in unison; which led to formation of Task force on climate-related financial disclosures (TCFD). Financial quantification of climate risk is a new area to be explored &amp; could be an effective measure to tackle climate change. This chapter provides a general approach for financial quantification of climate change risk for businesses to understand &amp; prioritize climate action. Though the approach is limited to the manufacturing sector, it can be used with some modifications for other sectors. It will help find impacts that climate change could pose to supply chain using various tools &amp; evaluation of its usefulness. As 'Climate Action' is part of Sustainable Development Goals; it will be useful to understand how integrating TCFD could help enterprises tackle climate change by localizing SDG-13 into their businesses.

In this study, we will discuss recent developments in risk management of the global financial and insurance business with respect to sustainable development. So far climate change aspects have been the dominant aspect in managing sustainability risks and opportunities, accompanied by the development of several legislative initiatives triggered by supervisory authorities. However, a sole concentration on these aspects misses out other important economic and social facets of sustainable development goals formulated by the UN. Such aspects have very recently come into the focus of the European Committee concerning the Solvency II project for the European insurance industry. Clearly the new legislative expectations can be better handled by larger insurance companies and holdings than by small- and medium-sized mutual insurance companies which are numerous in central Europe, due to their historic development starting in the late medieval ages and early modern times. We therefore also concentrate on strategies within the risk management of such small- and medium-sized enterprises that can be achieved without much effort, in particular those that are not directly related to climate change. We start this study with a general overview of the UN sustainable development goals and their implementation in the financial sector world-wide, with a major focus on climate change aspects of investments in a lower carbon economy and economic support of underdeveloped countries that were prevailing until very recently. Although the insurance sector can be considered as a particular branch of the finance industry there are several particularities which need a separate consideration. In the first place, insurance provides a protection of individuals and companies against severe material and non-material losses. Therefore the insurance premiums must be invested safely, in particular under actual insurance regulations like Solvency II. But the insurance industry is also faced with new emerging risks due to climate change, in both the life and non-life sector. Moreover, the European development of insurance regulation has very recently focused also on other sustainability aspects than those related to climate change. We discuss this aspect of risk management in a separate section of this study. Finally, we discuss in detail appropriate strategies how small- and medium sized insurance companies in Europe can handle the new challenges of insurance supervision without too much effort. Our suggestions are mainly driven by own experiences from practice.

There have been a very limited number of systematic studies of how a region is turning digital opportunities into a development force. In theory, major advances in information and communication technology (ICT) have successfully transformed traditional businesses and markets, revolutionized learning and knowledge-sharing, generated global information flows, and empowered citizens and communities in new ways to redefine governance (Afuah, 2003; Mullaney et al., 2003). At a regional level, this “digital revolution” could offer enormous opportunities to support sustainable local prosperity, and thus help to achieve the broader development goals (DOT Force, 2001). Alaska is one state that can be positioned to take advantage of Internet and e-commerce technologies. Isolated from the U.S. main economic centers and heavily reliant on the export of commodities in its economy, e-commerce or business via the Internet is an ideal choice for Alaska. However, the available statistics do not support this claim. Most economic indicators show a downward trend in Alaska since 1995, in spite of the fact that the federal government expenditure has been increasing (ASTF, 2002). This chapter is dedicated to measuring the usage of the Internet in Alaska. It hypothesizes that geographical limitations help a region like Alaska embrace ICT and its applications without much hesitation, but also hinders the region to fully exploit the potential of ICT due to the limitations of resources. A large-scale survey was conducted to reveal the characteristics of Internet usage among individuals, government agencies, local communities, and private firms in Alaska. This research is of interest in two aspects: It could offer help for policymakers and enterprises within Alaska to realize the potential development brought about by the current digital revolution, and it could help enterprises outside Alaska to target this market more effectively. Theoretically, it could shed light on issues related to technology adoption and local innovation. Besides that, the platform-dependent approach used in this research can be applied in a broader context.

While talking about successful entrepreneurship and value addition within an enterprise through innovation, one could realize that the innovation paradigm has been shifted from simple introduction of new ideas and products to accumulation of diversified actions, actors and agents along the process. Furthermore, when the innovation process is not being restricted within the closed nature of it, the process takes many forms during its evolution. Innovations have been seen as closed innovation or open innovation, depending on its nature of action, but contemporary world may have seen many forms of innovation, such as technological innovation, products/service innovation, process/production innovation, operational/management/organizational innovation, business model innovation or disruptive innovation, though often they are strongly interrelated. Definition of innovation has also adopted many transformations along the path, incorporating innovations within the products, process or service of an enterprise to organizational, marketing, or external entities and relations. Nature and scope of agents and actors even varies widely within the innovation dynamics, when the open innovation techniques are being applied to enterprises, designated as the small and medium enterprises (SMEs). Researching in this paradigm, one has to look for some underlying issues that should be attended through responding to research questions as the research continues. Among many of the fundamental questions on innovation advancement for SMEs development there are a few, how to acquire precise information on the flow-chart of their business operations, gain knowledge on specific parameters of their business processes, utilize existing potential capacities to extend their knowledge towards successful innovation acquisition and dissemination, and extend their knowledge platform through various capacity development initiatives. They aggregate further, when issues of opportunities and challenges are being researched along the path of SME development through open innovation. Rationale of this research is to ascertain diverse aspects of opportunities and challenges surrounding the open innovation processes, and design action plans to empower SMEs in reaching out to the grass roots communities utilizing open innovation strategies. Primary focus of this research is to enable SMEs in finding out their innovation potentiality and empower them through various capacity development initiatives. However, the specific focus will adhere to adaptable technology transfer through open innovation. Along the route to justify the research potential and validate the research hypotheses (whether this research will add any economic value or knowledge gain), this study will conduct extensive literature review on various patterns of open innovation (crowdsourcing or collaborative), investigate case studies to learn about intricate issues surrounding their operational strategies (conducted by European Commission, OECD and similar institutions) and conduct surveys among selected SMEs (email, web based, egroups) in several phases. Research design includes formulation of strategies to resolve acquired research questions; collection and recording of the evidences obtained from the literature review or case studies or surveys; processing and analyzing gathered data and their appropriate interpretations; and publication of results. Analysis will include both qualitative (descriptive and exploratory) and quantitative (inferential statistics) methods.

Modern market conditions dictate the new rules of operation for enterprises and require improvement of the enterprise management process. That is why it is important to organize a controlling system at the enterprise to optimize and improve the efficiency of microeconomics management in the hotel and restaurant business. Awareness of the relevance led to the definition of the subject of research, which are scientific and applied principles and approaches, methods and tools of the controlling system in the hotel and restaurant business. The purpose of the paper is a comprehensive analysis and systematic generalization of theoretical and methodological aspects of the formation of the controlling system in the hotel and restaurant business. To solve certain tasks, a system of general scientific and special methods was used: historical and logical, comparative, logical generalization, analysis and synthesis, graphic, etc. A comprehensive approach to analysing and summarizing the definitions of the category of «controlling» allows to interpret controlling in the hotel and restaurant business; that is, controlling as a management system of one or more processes of the enterprise, is aimed at achieving and maintaining strategic goals and includes information support, evaluation, coordination, optimization and control of the activities of all functional and management units for the implementation of the strategic plan. In addition, the classification of types of controlling in terms of different approaches, which expands and deepens the study of the economic essence and content of the scientific category. The main prerequisite for achieving effective functioning of the hospitality industry is a successfully organized process of controlling the company, which includes taking into account the external and internal environment, which are constantly changing under the influence of uncontrolled factors and create new conditions for the enterprise; taking into account the peculiarities of business processes in the hotel and restaurant business, which will allow the most effective management activities at the enterprise, taking into account all the individual nuances of the enterprise; providing management with relevant information that allows you to respond in a timely manner to unexpected changes in the enterprise; regulating the results of activities that optimize the management decision-making process, by analysing the potential impact of deviations on the probability of achieving the goal. Based on the analysis and generalization of information, a structural model of the controlling system in the hotel and restaurant business was designed and substantiated, which comprehensively takes into account the peculiarities of the enterprise, without which the hotel and restaurant complex as a single integrated mechanism is impossible. The methodological tools of the controlling system are substantiated, a comprehensive combination of which will systematically cover the key activities of enterprises in the hotel and restaurant business and, as a consequence, provide a stable long-term competitive advantage in the changing and unstable business environment.

Abstract:
The crisis and special measures caused by the Covid-19 virus pandemic have greatly disrupted the business and survival of small and medium-sized enterprises, as well as larger industries. The state and its institutions were forced to take certain measures to facilitate the survival and continuation of business, and to save jobs for entrepreneurs and their employees. The Tax Administration is a state institution whose measures directly affect every business. So it was among the first to take some measures, i.e. to adjust its business and tax collection to the new situation. This paper discusses the first measures introduced, those from March and April 2020. It discusses the deferral or installment payment of due and deferred tax liabilities. The measure of deferral, installment payment of tax liability, is certainly the most important and most popular measure among taxpayers. It is explained how tax measures during a pandemic should look according to the recommendations of the Organization for Economic Co-operation and Development (OECD). We explain other measures that have been introduced to facilitate business. These are the extension of the deadline for filing income tax, the exemption from VAT, the enforcement procedure and the payment of the annual tax rate. Despite the measures taken so far, it is important to emphasize that the Covid-19 pandemic is still ongoing, and that according to some experts, a real crisis with visible consequences of the pandemic is still to be expected. Accordingly, it is to be expected that the current measures are very likely to be further changed, upgraded and adjusted as the situation changes. We consider it important to note that the framework of this paper does not allow a detailed analysis and that we are forced to limit ourselves exclusively to some aspects of the issue at hand.
