Abstract:
Purpose The purpose of this paper is to formulate the process of measuring and benchmarking the performance of knowledge management (KM) practices as a multicriteria group decision-making problem and present a new multicriteria group decision-making approach for effectively evaluating the performance of KM practices to meet the interests of various stakeholders in small and medium enterprises (SMEs). Design/methodology/approach A new multicriteria group decision-making approach is developed for evaluating the performance of KM practices of individual SMEs. Intuitionistic fuzzy numbers are used for representing the subjective assessments of decision makers in evaluating the relative importance of the evaluation criteria and the performance of individual KM practices with respect to specific evaluation criteria. A fuzzy multicriteria group decision-making algorithm is developed for measuring and benchmarking the performance of alternative KM practices. Findings The proposed multicriteria group decision-making approach is capable of effectively evaluating the performance of KM practices through adequately considering the presence of multiple decision makers, the multi-dimensional nature of the evaluation problem, and appropriately modeling the subjectiveness and imprecision of the evaluation process. The presentation of an example shows that the proposed fuzzy multicriteria group decision-making algorithm is simple to use and efficient in computation. Research limitations/implications The outcome of the multicriteria group decision-making approach is highly dependent on the inputs provided by the decision maker. Practical implications The novelty from this research lies in the utilization of a multicriteria group decision-making approach for evaluating the performance of KM practices in an organization. The outcome from the performance evaluation process allows the enterprise to adopt appropriate KM practices for achieving competitive advantages. Social implications The proposed multicriteria group decision-making approach has a significant social implication as it can be used as a decision-making tool for providing various decision makers in SMEs with useful and strategic information concerning the performance of KM practices in a given situation. Originality/value The originality of this paper lies in the development of the multicriteria group decision-making approach for effectively measuring and benchmarking the performance of KM practices of individual SMEs.

As trade barriers fell, South African enterprises faced new competition in their previously protected home market. With established markets becoming saturated, multinational enterprises (MNEs) steered towards emerging markets abroad. Geographically, South Africa is an intrinsic part of Africa, and psychic distance, defined as consisting of, inter alia, differences in language, culture and business practices, can disturb the flow of business between an enterprise and the world. Physical proximity to countries makes it easier for enterprises to understand the culture and business practices, and reduces the uncertainty and risk of the new market. Perceived distance into Africa and elsewhere is also influenced by the specific consumer attributes and behaviours. Enterprises perform best in foreign markets where consumer behaviour is most receptive to a company’s goods and services. The study empirically investigated perceptions of psychic distance and foreign consumer factors in FDI decision making by senior executives of South African MNEs. The findings suggest that psychic distance is relatively unimportant and foreign consumer factors relatively important in FDI decision making

The results of recent studies of the processes of domestic enterprises prove the need to focus on decision-making in conditions of high uncertainty, institutional restrictions and interests of interested groups influencing the adoption of the strategically important decisions. The authors propose to consider the strategic decision as a result of collective choice as to means and actions that meet the principles of corporate management and the interests of the main groups – participants of corporate relations to achieve strategic goals. From such positions, the types of strategic decisions are grouped according to the following signs: purposefulness and content of the issues to make up decisions; organizational model of decision-making; completeness of knowledge and ways of their application by decision-makers. The results of a comprehensive analysis of the state and prospects of enterprise development are presented in order to study the peculiarities of strategic decision-making at the enterprises of the machine-building industry according to their allocated signs. The technology of comprehensive analysis of the strategic decisions of enterprises consists of stages and an evaluation-analytical instrumentarium – indicators and criteria, methods of evaluation, analysis and interpretation of results. The built up system of indicators corresponds to the functional spheres of the enterprise according to the criteria of financial-economic stability, production efficiency, effectiveness of marketing activities and efficiency of use of staff. The defined criteria and indicators act as rational basis for the development, comparison and choice of alternatives to development, substantiation of strategic decisions of enterprise. As a result of the carried out cluster analysis according to the computed generalized performance indicators of 18 machine-building enterprises of Kharkiv region, clusters of enterprises, development strategies and identical strategic solutions for each cluster of enterprises are allocated as follows: technical and technological development (product renewal, expansion of sale markets and search for new ones, restructuring of production capacities) and ensuring the sustainability of the financial-economic condition (through consolidation and movement of capital, saving, costs reduction, search for additional sources of income, recovery of assets).

Abstract:
Purpose Currently, most research studies focus on ownership reforms and governance reforms, while only a few research studies focus on management system innovations. Based on an evolution of state-owned enterprises’ (SOEs) performance appraisal systems, this paper investigates the influence of performance appraisal system on earnings management. Design/methodology/approach Using a natural experiment that central government-owned enterprises (CGOEs) carried out economic value-added performance appraisal (EVA-PA) in 2010, the authors adapt difference-in-difference method to analyze the relationship between EVA-PA and earnings management choice. Furthermore, the authors consider the situation which contained financial status, separation between decision-making rights and decision-control rights, separation between ownership and control and industrial characteristics. Findings The research finds that after carrying out EVA-PA, CGOEs prefer accrual-based earnings management to real earnings management, and there is substitution effect between the two types of earnings management. Moreover, further research studies reveal that enterprises suffering losses in the previous year and featuring higher separation between decision-making rights and decision-control rights and higher separation between ownership and control have stronger earnings management motive under EVA-PA. In contrast, enterprises achieving satisfactory financial performance in the previous year and engaging in businesses within protective industry have weaker earnings management motive under EVA-PA. After the implementation of EVA-PA, accrual-based earnings management and real earnings management both impair operating performances of CGOEs. Originality/value Theoretically, this paper enriches research studies on earnings management from the perspective of incentive mechanism and expands research studies on economic consequences of EVA-PA. In addition, it validates the relationship between the two types of earnings management. As an important mechanism of corporate management and control, performance appraisal system is an important part for establishing ownership management system and improving internal management system of SOEs.

Purpose Under what conditions do entrepreneurs make the sustainable decisions they need to develop socially and environmentally responsible new businesses? Explanations of sustainable decision-making have involved various cognitive features; however, it is not yet clear how they play a role in empirical terms and, moreover, how they combine to induce business decisions based on social, environmental and economic considerations. The purpose of this paper is to explore how five cognitive factors combine and causally connect to produce sustainable decision-making in entrepreneurship. Design/methodology/approach This study uses fuzzy-set qualitative comparative analysis to examine the decision-making of 37 sustainable entrepreneurs. It focuses on a substantive conception of entrepreneurial behaviour to uncover the cognitive antecedents underlying entrepreneurial decisions that involve the explicit development and implementation of measures, targets and strategies aimed at improving its impact on people and the environment. Findings The configurational analysis reveals a typology comprising five combinations of cognitive factors constituting a comprehensive cognitive map of sustainable decision-making in entrepreneurship, namely: purpose-driven, determined; value-based, vacillating; value-based, unintended; single motive, single solution; and purpose-driven, hesitant. Research limitations/implications This study demonstrates that no single condition is necessary nor sufficient for triggering decision-making involving social and environmental concerns, revealing five mental models leading to sustainable decision-making. In doing so, this paper responds to recent calls that stress the need for studies capable of uncovering the complex constellation of cognitive factors underlying entrepreneurial sustainable behaviour. Theoretical and practical implications are discussed. Originality/value This paper provides a systematic characterization of the cognitive underpinnings of sustainable decision-making and offers a basis for organizing the study of sustainable outcomes and configurations of cognitive antecedents. It reconciles prior efforts aimed at characterizing sustainability decisions in the context of SMEs and new enterprises, challenging current models based on awareness, experience and ethical normative frameworks.

Abstract:
The purpose of this research was to conduct an exploratory study of the information processing utilized by incubator-housed manufacturers during channel member selection. The study included the evaluation of the decision models used by the manufacturers as well as criteria used in the selection process. The study was specifically designed to achieve the following objectives. First, the research was to identify the evaluation modes used by the manufacturers as either compensatory or noncompensatory. Second, the study was to evaluate the effect of the task on the selection of the evaluation model(s) used during the channel member selection process. Third, the study was to evaluate the effect of the selected decision strategy on the amount of information used during the decision process. Finally, the study was to identify and examine the importance of the criteria used by the manufacturers in the selection process. The methodology in this study consisted of primary research using protocol analysis as the main data gathering technique. A ranking instrument was also mailed to the respondents prior to the protocol session. The population for the study was identified as all manufacturers located in publicly-sponsored business incubators. A total of 235 incubators were in existence with approximately 47 percent of them being publicly-sponsored. Approximately 42 percent of the incubators house at least one manufacturing firm. It was estimated that there were approximately 46 manufacturing firms located in public incubators. A sample of six was used in this study. The statistical analysis included frequencies, cross tabulations, correlations, paired comparisons, and measures of association. The findings of this study suggest that the incubator-housed manufacturers' choice of evaluation models was not affected by the task nor did the selected strategy influence the amount of information used by the manufacturers. The findings indicate a need for further research to evaluate the relationships brought forth in this study. Based on the conclusions and findings of this study, recommendations for further research were given.

Thesis (MBA (Business Management))--Stellenbosch University, 2008.<br>ENGLISH ABSTRACT: Venture capital is a major source of funding for the entrepreneurial community and usually focuses on the early stage, more risk orientated business endeavours. This study explores and identifies the investment criteria used by South African venture capitalists in their venture screening and evaluation process and compares these criteria with the results obtained in similar studies abroad. By identifying the criteria that are deemed as important, venture capitalists can enhance their decision-making process and entrepreneurs can adjust their preparation for venture capital application to maximise their success rate. By alerting entrepreneurs of these criteria, some potentially flawed proposals can be corrected beforehand, hence enhancing the venture capital process for both the venture capitalist and the entrepreneur. By making use of a questionnaire, data was gathered from a population of 16 identified South African venture capitalists, of which 75% replied. The most important criteria was identified by evaluating the mean ratings assigned to them and was found to be, the entrepreneurs honesty and integrity, a good expected market acceptance and a high IRR. The data was further analysed using the Friedman two-way analysis of variance (ANOVA) by ranks test, the Sign test and factor analysis. It was found that the South African venture capitalists, just like their overseas counterparts, rate the entrepreneur and management team, as the most important category of criteria when evaluating new projects for investment. In addition, two lists of factors were identified by using factor analysis to reduce the criteria obtained from the questionnaire.<br>AFRIKAANSE OPSOMMING: Waagkapitaal is een van die belangrikste bronne van befondsing waarvan entrepreneurs gebruik kan maak. Dit fokus hoofsaaklik op besighede in 'n vroeë besigheid lewensiklus, waar hoër risiko aan die orde van die dag is. Hierdie studie identifiseer en analiseer die beleggings maatstawwe wat gebruik word vir waagkapitaal belegging besluitneming in Suid-Afrika en vergelyk die resultate met soortgelyke studies wat reeds in die buiteland uitgevoer is. Die besluitnemingsproses vir die waagkapitalis kan ook vergemaklik word deur die identifisering van die mees belangrikste maatstawwe en terselfdertyd kan entrepreneurs dit ook gebruik vir beter voorbereiding in hul aansoek om waagkapitaal. Deur entrepreneurs se aandag op die belangrike faktore te vestig kan potensiële swak voorleggings vroegtydig gekorrigeer word, wat 'n positiewe bydrae sal lewer tot die beleggingsproses vir beide die waagkapitalis en die entrepreneur. Abstract:
The objective of this study was to develop a decision making tool to determine economic feasibility of artisan cheese operations. A survey of current Oregon artisan cheese companies was used to gain knowledge of the fixed and variable costs associated with cheese production and business start-up. The data from this survey was used to design a business model within Microsoft Excel 2010 that effectively describes the business environment in which an artisan cheese company could exist. Economic feasibility was determined through net present value (NPV) and Internal Rate of Return (IRR) of the investment. The model estimates size of the production and aging facilities based on production volume and cheese types produced. The application of the tool is demonstrated in this study through testing of several scenarios within each area of investigation: impact of milk pricing, cheese styles, product retail price, and geographical location of the creamery. The model also predicts the minimum product retail pricing necessary to ensure a positive NPV of the potential venture at several sizes of production and across several different styles of cheeses.<br>Graduation date: 2012

Abstract:
How can people's risk preferences be understood? Work from prospect theory (Kahneman & Tversky, 1979) claimed that not only are people risk averse in the gain domain, but people are also risk seeking in the loss domain. Nonetheless, different opinions have appeared (e.g. March & Shapira, 1987; Sitkin & Pablo, 1992) casting doubt on the claim that people seek risk only in the loss domain; this is considered a fundamental disagreement about prospect theory. In order to bridge this gap, theoretical justification was examined in this study and it was found this disagreement originated from the arbitrary criterion of evaluating utility that was from an assumption on which prospect theory relied. Therefore, risk taking also exists in the gain domain. Based on this argument, three studies were developed to investigate risk preference when the decision making is framed in the gain domain. In order to predict people's risk preference in the gain domain, an Affect Venture Decision Making Model was proposed and examined in study one and two. On the basic of a dynamic learning experiment design, the third study found that not only are people able to be risk taking in the gain domain, risk preference even is reversed (most of people select to taking a risk) under some conditions of when individual's prior experience and knowledge are controlled for. The Affect Venture Decision Making Model was also systematically supported by the three studies. This suggests potential theoretical advances and presents new empirical evidence in this domain.<br>In study one, the decision of new venture creation is framed in the gain domain. 217 undergraduate students at The Chinese University of Hong Kong undertook the study. As a result, 30 percent of participants selected to create new venture, the risky choice. Further, in order to predict rather than describe people's risk preference between creating new venture and working in a stable firm, an affect venture decision making model was proposed. The results support the affect venture decision making model. It is found that subjective probability moderates the association between subjective value and risk preference; the association between the intensity of immediate anxiety and risk preference is also moderated.<br>In study three, the theoretical question arises to justify whether emotions are rational or irrational in explaining the decision making and judgment. The decision making performance does not draw a convincing conclusion in judging emotion as rational and irrational. Therefore, different accounts of rationality were reviewed in this conceptual work. With the fading of instrumental rationality in understanding people's rationality, bounded rationality, adaptive rationality, and game rationality have appeared in the literature. After reviewing the terminology of rationality, this study proposed that emotions are able to be rational since it holds expressive rationality and functional rationality. Cognition can not solve the issue of uncertainty completely. In order to examine the proposed argument, 206 undergraduate students at The University of Queensland were recruited to take part in the online experiment. Three conditions were manipulated. The results replicated the findings in study one and two, which examine that the proposed affect venture decision making model can be generalized into different decision scenarios and different samples.<br>Keywords. Multiple expected emotions on the possible success or failure of creating new venture are studied to address (1) How much influence do the discrete multiple emotions have on the decision making process of creating new venture? (2) How is subjective judgment affected by these emotions? The empirical results support the affect decision making model. It is found that hope, regret, and surprise significantly predict the judgment of the subjective value and subjective probability. The study found that value judgment is more tasks specific. Industrial design is recognised for the value-oriented benefits it offers to businesses. Industrial design ensures that new products are more efficient, usable, convenient and safe to use within the evolving business environment. One of the important factors for the continuous achievement of high product quality and general economic growth and stability in countries such as West Germany, Korea and Japan is their sound industrial design base. Industrial design programmes can be instrumental to ignite an entrepreneurial and innovation spirit to assist in curbing the high unemployment rate and very low levels of entrepreneurial intentions in South Africa. The core of tertiary industrial design students has unique capabilities that can assist the South African economy to stimulate manufacturing, job creation and economic growth. The purpose of this study was to investigate the entrepreneurial intentions among industrial design students enrolled for the programme in Three-Dimensional Design, at Universities of Technology in South Africa. In addition, this study investigates the relationship between entrepreneurial intentions and actual business formation by graduates of the programme. Studies have been carried out in South Africa on entrepreneurial intentions, but not on the formation, occurrence and implementation of entrepreneurial intentions amongst industrial design students, specifically. To test the links between business education and entrepreneurial intentions, a research model based on Ajzen’s (1985) Theory of Planned Behaviour was adopted and tested using quantitative empirical data collected from students in industrial design at two Universities of Technology. Quantitative data were collected from a sample of 161 participants using a validated self-administered questionnaire. IBM SPSS and STATA were used to conduct descriptive statistics, Chi-square tests, factor analysis, reliability and structural equation modelling on the primary quantitative data. The empirical evidence partially supports the effectiveness of the Theory of Planned Behaviour in predicting entrepreneurial intentions. Although perceived social norms and self-efficacy is positively related to entrepreneurial intentions, results failed to reach statistical significance. However, personal attitude was found to mediate the relationship between these variables and entrepreneurial intention. Whilst business education is positively related to self-efficacy, entrepreneurial knowledge is positively related to higher levels of personal attitude and self-efficacy. The transformation of entrepreneurial intentions into actual business start-ups were investigated using qualitative empirical data collected from past graduates of the Three-Dimensional Design programme. Qualitative data were collected from a sample of 22 graduates through structured interviews. ATLAS.ti version 7.5.9 was used to analyse the qualitative data. The researcher provided evidence that there is a relationship between entrepreneurial intentions and the actual start-up of a business, as 45.5 per cent of graduates started businesses. Furthermore, business education positively influenced the actual start-up of businesses. However, graduates experienced many challenges to business start-up, with implications for the teaching of business subjects and for policy makers.<br>Business Management<br>D. Com. Abstract:
The purpose of this study is to examine the effects of supervisor performance feedback, in terms of positive and negative communication behaviors and overall satisfaction, as perceived by the employees. The authors used a regression which revealed that the main purpose of the research model is to determine the best prediction for the dependent variable by giving a number of new values to the predictors. A clear additive effect of performance work on each of the employee perceptions on job intensity, stressors, and different forms of employee commitments is obtained by SPSS 13. At the same time, this model noted the necessity of explaining the behavior of a dependent variable, taking into account the factors that determine it. The results suggest that the supervisors' use of specific performance feedback may assist managers to implement a higher ratio of positive-to-negative communications with their employees. The implications of this study, as well as directions for future research, are also addressed.

In their scientific endeavour, the authors aim at analysing the concepts of social entrepreneurship and social economy, as well as emphasising the role these concepts play in sustainable business development and in the economic development of society as a whole. At the same time, several aspects of social enterprises are presented and their importance in the Romanian economic environment is emphasised. As these are two relatively new concepts in the social economy in Romania, the authors refer to the specialised literature throughout their research. The authors present several of the opportunities and challenges raised by social economy. The importance of financing is emphasised by means of presenting the organisations' financing sources which are specific to social economy. The conclusions to this research include some of the authors' own viewpoints, with reference to the aspects of social entrepreneurship – social enterprises – social economy and their role in overall economic development.

The Nobel Memorial Prize in Economics has been awarded twice so far to researchers in the area of decision making. In 1978 to Herbert Simon “for his pioneering research into the decision-making process within economic organizations” and in 2002 to Daniel Kahneman “for having integrated insights from psychological research into economic science, especially concerning human judgment and decision-making under uncertainty”. In spite of this, in business schools and schools of economics courses in decision making focus on decision tools of applied operations research. There are, however, newer views that have not yet made their ways into the decision curricula. Therefore the authors argue that in the Global Village the decision taker's role is wearing off while the decision maker's role is changing. Now, that a great deal of knowledge is available freely and free of charge, a new possibility is opening up for a new type of thinking together. In this Chapter the authors take a closer look at this thinking together.

This chapter discusses the relationship between the business organization and the legal form of multinational enterprises (MNEs). It seeks to answer a crucial question for MNE regulation: where does enterprise control reside, and do MNE legal forms adequately reflect the allocation of decision-making power in the firm? Legal forms may not coincide with the business organization of the firm. This can lead to a mismatch between the firm’s control structures and the legal structures through which the firm is regulated. The chapter then provides an overview of MNEs as business organizations, stressing the rise of new forms of organization based on advances in information technology (IT) and collaborative arrangements between firms. It also considers the main legal forms of the MNE, centred on contractual and equity-based structures, looking at the limitations of these traditional legal forms as regulatory devices. Finally, the chapter studies the interaction between business and legal forms and the issue of regulatory control.

Historically, Enterprise Resource Planning (ERP) systems were initially destined to large companies in order to standardize and streamline their key business processes. Recently, they have been increasingly adopted by Small and Medium Enterprises (SMEs). However, making strategic tradeoffs among the various marketplace solutions is a troublesome balance task for SMEs without the rescue of systematic multicriteria decision approaches. This paper addresses the question of how to choose an ERP solution that best suits a given SME. It serves twofold objectives; firstly it defines a set of selection criteria related to SMEs’ context. Secondly, it presents a selection methodology based on the construction of an induced decision model through capturing the decision maker’s preferences. The key contribution of this paper is the introduction of a new iterative learning based approach destined to make enlightened decisions through the consideration of interdependencies among the adopted selection criteria thanks to the Choquet Integral.

Complex systems interact with an environment where a high degree of uncertainty exists. To reduce uncertainty, enterprises (should) create intelligence. This chapter shows that intelligence has two purposes: first, to increase and to assess (thus to correct) existing knowledge, and second, to support decision making by reducing uncertainty. The chapter discusses complex adaptive systems. Enterprises are not only complex systems; they are also most of the time dynamic because they have to adapt their goals, means, and structure to survive in the fast evolving (and thus unstable) environment. Crucial for enterprises is to know the context/ecology in which they act and operate. The Cynefin framework makes the organization and/or its parts aware of the possible contexts of the organization and/or its parts: simple, complicated, complex, chaotic, or disordered. It is crucial for the success of implementing and using EA that EA is adapted to function in an environment of perpetual change. To realize this, the chapter proposes and elaborates a new concept of EA, namely Complex Adaptive Systems Thinking – Enterprise Architecture (CAST-EA).

The authors’ primary objective is to lay the foundation of an integrated service culture, which is characterized by a cross-disciplinary attitude that fulfills customers’ needs. A secondary attitude within that culture is an awareness of the complexities associated with service tradeoff decision-making, requiring a careful balance of value, risk, cost, and quality of service.

A new management trend of the global information technology (IT) application—virtualization—has appeared in contemporary management. Virtualization is a process of enterprise transformation (using IT) that allows breaking through various limitations of organizational constrains. Virtualization changes dramatically the image of business, especially of small and medium enterprises (SMEs); by adopting the concept of virtualization, they can become fully competitive and may effectively operate in the global market. Barriers of scale between SMEs and large organizations disappear. This new type of organization is often called in the literature a modern organization or virtual organization. Organizations of this type have an effective decision-making process and function based on economic criteria. Consequently, their opportunities to grow and compete in the global market are greater than for traditional SMEs. Hence, the thesis: virtualization allows individual organizations to enter strategic cooperative alliances with other similar businesses. Such virtual organizations have a competitive position in the global market.

The widespread use of sensorial technologies has created new opportunities for enterprises, as these new sources of data assist in increasing the context-awareness in which enterprises operate and enable them to better anticipate and adapt to changes in the business environment. This leads to better decision-making and greater profitability, as well as to reduced operating risks. However, if enterprises are to get any benefit from these new data sources, there is a need for tools, which will enable them to deal with the complexity of the multitude of data sources, both from physical and virtual objects, as well as a means to extract relevant and correct information and knowledge from it. Having access to data is not enough. The real value to enterprises comes from being able to process it, interpret it and being able to make accurate forecasts upon which they can base their business decisions. This paper presents the blockchain technology which is intended to support the development of sensing enterprise systems for intelligent knowledge management. Since the creation of the internet, blockchain is the most important technology created that is in constant development and has still much more to develop. In a simple way, blockchain is a computational technology for register of operations, decentralized, free-access, transparent, global, continuous. It is a public database that is accessible for everyone and is much more secure and reliable than other forms currently known to perform similar operations. Thus, it is intended to demonstrate the importance of this recent technology in business processes and the future trends of its use in sensing enterprise business processes. The proposed framework intends to demonstrate and serve as the foundation for new business models supported by the new capabilities provided by sensorial technologies in the support of enterprise applications.

In today’s fast-changing, turbulent and highly competitive business environment, internal entrepreneurship, i.e. intrapreneurship is seen as an instrument for established organizations to provide a fast response to new business challenges and opportunities. It is especially demanding and challenging to encourage intrapreneurship in the public sector organizations where, compared to the private sector, there is a much greater diversity of objectives to be fulfilled, as well as a greater conflict between profit and social responsibility; less flexibility in the decision-making process; and where financial incentives for improvements are much smaller. This paper examines the level of internal environment development for internal entrepreneurship in the public sector of the Republic of Serbia, as well as the differences in the tendency towards internal entrepreneurship among three categories of public organizational systems (public institutions, public administration, and public enterprises). For this purpose, Corporate Entrepreneurship Assessment Instrument (CEAI) developed by Kuratko, Hornsby, and Covin (2014) is used as a research tool developed for diagnosing organization’s internal environment for entrepreneurship through five dimensions: top management support, work discretion/autonomy, rewards/reinforcement, time availability, and organizational boundaries. The Survey sample covers 126 employees from Serbian public sector organizations.
