Abstract:
AbstractThis is a survey study of 43 judges from the British House of Lords, the Caribbean Court of Justice, the High Court of Australia, the Constitutional Court of South Africa, and the Supreme Courts of Ireland, India, Israel, Canada, New Zealand and the United States on the use of foreign law in constitutional rights cases. We find that the conception of apex judges citing foreign law as a source of persuasive authority (associated with Anne-Marie Slaughter, Vicki Jackson and Chris McCrudden) is of limited application. Citational opportunism and the aspiration to membership of an emerging international ‘guild’ appear to be equally important strands in judicial attitudes towards foreign law. We argue that their presence is at odds with Ronald Dworkin's theory of legal objectivity, and is revealed in a manner meeting his own methodological standard for attitudinal research.Wordsworth's words, written about the French Revolution, will, I hope, still ring true: Bliss was it in that dawn to be alive. But to be young was very heaven.– Justice Stephen Breyer's assessment of ‘the global legal enterprise now upon us’ before the American Society of International Law (2003)

Abstract:
Alzheimer’s disease (AD) is an irreversible neurodegenerative disease characterized by a progressive decline in cognition and memory, leading to significant impairment in daily activities and ultimately death. It is the most common cause of dementia, the prevalence of which increases with age; however, age is not the only predisposing factor. The pathology of this cognitive impairing disease is still not completely understood, which has limited the development of valid therapeutic options. Recent years have witnessed a wide range of novel approaches to combat this disease, so that they greatly increased our understanding of the disease and of the unique drug development issues associated with this disease. In this paper, we provide a brief overview of the history, the clinical presentation and diagnosis, and we undertake a comprehensive review of the various approaches that have been brought to clinical trials in recent years, including immunotherapeutic approaches, tau-targeted strategies, neurotransmitter-based therapies, neurotropic and hematopoietic growth factors, and antioxidant therapies, trying to highlight the lessons learned from these approaches. Abstract:
Dengue virus (DENV) infections of humans were long thought to be self-limited and of low mortality. Beginning in the 1950s, at the time when four different DENVs were discovered, a lethal variant of dengue emerged. Dengue hemorrhagic fever/dengue shock syndrome (DHF/DSS) initially observed in Southeast Asia now has spread throughout the world. Two risk factors for DHF/DSS are well-established: severe disease occurs during a second heterotypic DENV infection or during a first DENV infection in infants born to dengue-immune mothers. A large number of hypotheses have been proposed to explain severe dengue disease. As discussed, few of them attempt to explain why severe disease occurs under the two different immunological settings. New experimental evidence has demonstrated that DENV non-structural protein 1 (NS1) is toll-receptor 4 agonist that stimulates primary human myeloid cells to produce the same cytokines observed during the course of severe dengue disease. In addition, NS1 directly damages endothelial cells. These observations have been repeated and extended to an in vivo mouse model. The well-established phenomenon, antibody-dependent enhancement of DENV infection in Fc-receptor-bearing cells, should similarly enhance the production of DENV NS1 in humans, providing a unitary mechanism for severe disease in both immunological settings

Abstract:
Purpose – The purpose of this paper is to consider the effectiveness of partnership working in public health and draws on a systematic review of public health partnerships and original research conducted by the authors. It then considers in the light of research evidence whether the recently established Health and Wellbeing Boards (HWBs) under the 2012 Health and Social Care Act will help agencies to work together more effectively to improve population health or will go the way of previous initiatives and fall short of their original promise. Design/methodology/approach – The paper is based on a systematic literature review conducted by the authors and empirical research focusing upon the ability of public health partnerships to reduce health inequalities and improve population health outcomes. It also draws on recent studies evaluating HWBs. Findings – The paper finds that, hitherto, public health partnerships have had limited impact on improving population health and reducing health inequalities and that there is a danger that HWBs will follow the same path-dependent manner of previous partnership initiatives with limited impact in improving population health outcomes and reducing health inequalities. Research limitations/implications – The research draws on a systematic literature review and further scoping review of public health partnerships, in addition to empirical research conducted by the authors. It also reviews the current evidence base on HWBs. It is recognised that HWBs are in their early stages and have not as yet had the time to fulfil their role in service collaboration and integration. Practical implications – The paper gives an overview of how and why public health partnerships in the past have not lived up to the expectations placed upon them. It then offers practical steps that HWBs need to take to take to ensure the mistakes of the past are not replicated in the future. Social implications – The research outlines how public health partnerships can operate in a more effective manner, to ensure a more seamless provision for service users. The paper then gives pointers as to how this can benefit HWBs and the wider community they serve. Originality/value – The paper draws on a comprehensive research study of the effectiveness of public health partnerships on improving health outcomes and a systematic literature review. In addition, it also draws upon the current evidence base evaluating HWBs, to inform the discussion on their future prospects, in regard to partnership working in public health and promoting service integration.

Abstract:
Following the end of their government coalition with the Social Democratic Party, German Green Party leaders spoke of "a dawn of new opportunities" for Alliance 90/The Greens. They wanted to capitalize on the strategic opportunities afforded by Germany's new five-party system and on the unexpected rise of climate change in public debate. Shortly before the 2009 federal election, however, the party's "new opportunities" seem rather limited. Selectively focusing on one particular explanatory factor, this article contrasts the Green's neo-radical eco-political position as it has emerged since 2005 with the ways in which environmental issues are addressed by the currently popular LOHAS (Life of Health and Sustainability) consumer movement. It suggests that the German Greens may have paid too little attention to the ongoing reframing of the environmental issue in public discourse and that this has impaired their prospects for a swift return to government office.

Abstract:
AbstractThe first modern German cooperatives began operations in the 1840s and faced, among other challenges, unfriendly legal rules. In Prussia, cooperatives experienced official harassment as allies of the then-oppositional Liberals. More importantly, cooperatives lacked the right to act as bodies, forcing them to engage in expensive legal workarounds for simple tasks such as contracting debts. The first German cooperatives law, Prussia’s 1867 Act, made clear the cooperatives had a right to exist and gave them the right to act as entities. Further development in the cooperative movement exposed flaws in the original act. The 1889 (Reich) Cooperatives Act legalized some organizational differences in the newer, rural cooperatives, and introduced compulsory external audits for cooperatives. Most famously, the 1889 Act first allowed cooperatives with limited liability, a step that made German cooperatives more similar to those elsewhere in Europe. The historical literature on cooperatives has neglected two important parts of this story: problems with the way unlimited liability operated under the 1867 Act, and the close connection between cooperative and company law.

Abstract:
Productive activity is the main element of the economic system. Important questions are: what level of development should the management system achieve in order to fulfill its mission; what is the scope of this development; what is the essence of managing the development and condition of such systems. The capacity of consumption of goods by a person is limited by his physical capabilities and the time factor. Primary resources of the economy as a management system are limited, despite their huge natural volumes. Both model and actual designs of productive processes are changing. The result of economic activity, as the material element, this represents the final product in the conversion of the starting material, a new property — utility vehicle that is the product, and the winner becomes the owner of the product, and as a money element of the generated profit, which is the product, and the recipient — the seller. The productive activity of enterprises is entering the era of new industrial revolutions.

Abstract:
AbstractHave the various profound changes that have affected the world, and particularly its geostrategic dimensions, since the end of the Cold War radically altered the nature of conflicts? Twenty years after the collapse of the Soviet Union and ten years after the destruction of the twin towers in New York, there is an apparent degree of continuity in the resilience of former centres of unresolved conflicts and of armed groups involved in them. Nonetheless, whereas most armed conflicts can today be classified as ‘intra-state’, the general context has changed to the extent that reference is now made to the phenomenon of ‘new wars’. Increasingly inacceptable economic and political imbalances along with globalization, environmental damage and its consequences or the emergence of large-scale conflicts triggered by organized crime are some of the perils already affecting the nature of today's conflicts or potentially defining those of the future. As the period dominated by jihadist groups with a universalist vocation possibly draws to an end, the current trend seems to be towards a new generation of guerrilla fighters who stand to benefit, in particular, from the erosion of the nation-state and from geopolitical convulsions arising from the post-colonial legacy as the starting point for intensely zealous and violent long-term ventures. The impact of globalization could cause a flare-up of some existing conflicts that are currently limited in scope while the international community struggles to redefine other rules and to adapt them to the new dialectic of war and peace.

Abstract:
AbstractIn a ‘dawn raid’ on the London Stock Exchange on 7 September 1981, the premiere British rubber and oil palm conglomerate in Malaysia, the Guthrie Corporation Limited, was taken into local control in less than four hours. This was the most dramatic Malaysian acquisition of a foreign company during the restructuring of the country's post-colonial economy during the 1970s and 1980s, and the Guthrie Dawn Raid remains a celebrated but, at the same time, contested juncture in contemporary Malaysian memory. Drawing upon a variety of sources—including original interviews and correspondence with key participants in, and observers of, the Guthrie Dawn Raid, as well as newly released British documents related to the Anglo-Malaysian events of September 1981—this article presents a new interpretation of the origins of this most iconic of Malaysian corporate takeovers. In particular, it stresses the long-term aspirations of a key (but often overlooked) figure within the late and post-colonial Malay bureaucratic and economic elite, Ismail Mohamed Ali. At the same time, the article emphasizes the specific requirements of Malaysia's New Economic Policy against the backdrop of burgeoning intra-Malaysian ethnic business competition.

Abstract:
For more than two decades the family business enterprises of the first generation (generation of founders) are more and more dominating in the category of today’s Small and Medium-sized Enterprises in the Czech Republic. The necessary legal background defining the legal relationships and rights of all participating persons was, however, limited to general provisions in the Commercial Code that hasn’t solved many of the problems associated thereto. Only in 2012 the new Czech Civil Code, Act. No 89/2012 Coll., introduced the institute of family enterprise as completely new term in the Czech Civil law. The present paper aims to analyse the key rules of this new legal regulation, focusing on significant aspects of the institute in the context of commercial law and family law, as well as to highlight the potential weaknesses in the regulation itself.

Abstract:
New Zealand has experienced radical public sector restructuring over the last decade, including the corporatization and subsequent privatization of state trading units and the reform of social services, including health. In 1991 a new government proposed and then implemented more radical health reforms, which included the corporatization of state-owned provider units (23 crown health enterprises) and the creation of an internal market with purchasers (four regional health authorities) separated from providers. Interviews with chief executives of crown health enterprises suggest that provider units are seeking a wider role than envisaged, with an interest in the health needs of their populations and undertaking some purchasing on their behalf. The purchasers see a narrower role for crown health enterprises. Both purchasers and providers report that competition between providers is not particularly helpful (and with only limited opportunities for this to occur), with collaboration being seen as more useful. Providers are critical of purchasers' ability to adopt a strategic approach. Unlike other aspects of New Zealand's restructuring, there appears to be a retreat from some of the more radical facets of the reforms, reflecting both the resistance of the health sector and a newly uncertain political climate.

Abstract:
Historically, the form of the limited liability company was first introduced in Hungary by Act V of 1930. This type of company, which is equipped with all the advantages of members in a limited liability, was born out of the relevant necessity in the economy. However, it is quite flexible in its nature, could be established easily and demonstrates a simpler organizational structure than a company limited by shares. Therefore, the limited liability company fits within the general frame of small and medium enterprises, and is the main and most popular form of a company in Hungary. This paper gives an overview of the characteristics, regulations, foundation, organization, minority rights, business share, members and managing directors’ liabilities in Hungarian limited liability companies from a regulatory and practical perspective.

Abstract:
Market-driven rapid response manufacturing demands manufacturing enterprises to increase their agility and robustness. This leads to more effective and efficient organization, management, planning and control of manufacturing resources in the manufacturing enterprises. In the paper, object-oriented method is adopted and UML is used to establish a manufacturing resource model. Then, all evaluation indices and corresponding hierarchical structure are established based on AHP. Then, the problem of rough capability estimation for Make-to-Order enterprises is described and discussed that deal with production orders of different delivery dates based on limited manufacturing resources. A rough production capability estimation system for Make-to-Order enterprises under limited manufacturing resources constraints is developed on Delphi 7 platform. The approach can be used to rapidly judge whether an enterprise has the capabilities needed to finish production orders on time, and to estimate a new order’s delivery date. The study of the paper lays the foundation for the future research of supply chain and distributed manufacturing.

Abstract:
This paper examines whether financial-sector policy changes introduced in Tanzania during the last decade have improved bank finance availability to small enterprises. Study findings reveal that, despite these changes, the level of bank finance to small enterprises is still insignificant. Results likewise indicate that, apart from bringing about limited competition in the provision of financial services, these changes have resulted in the concentration of most financial institutions in urban areas and in only a few regions/provinces. This also negatively affects bank finance availability to small enterprises. These findings have several policy implications for the growth of small enterprises in the country. Key among them is the need for a new approach to policy that will improve bank finance availability to small enterprises.

The task of drawing up an optimal production plan for an enterprise with limited resources and problem solution of bridging production bottlenecks for only one enterprise are of limited interest. New technical capabilities due to the volume and speed of data transmission and processing, allow you to solve new problems in which the apparatus of the duality theory can be fully used. The authors consider the problem of planning the optimal production company (firm, industry, ministry) volume, which structurally has a certain coordinating (managing) center and a network of enterprises (branches), which can be located in different regions, and are not connected with each other. Each of the branches has its own technological matrix of resource costs for output, resource reserves, expected profit from the sale of each type of product unit.An iterative algorithm for finding production plans for each of the enterprises is proposed, when implementing which the total profit of the company can be increased. The Center finds the optimal production plan for each of the enterprises according to this algorithm and using the classical formula of the optimal production planning problem. Further, for each of them, the Center, solving the problem of resolving production bottlenecks for each of the enterprise, determines the supply volumes of resources scarce. The Center supplies scarce resources to enterprises and forms a new adjusted output plan for each of the enterprises. If it is impossible to supply scarce resources to meet the needs of all enterprises in the company, the options for the most promising planning models are offered, under which the total profit of all enterprises in the company will be the greatest. The implementation of the planning scenarios proposed below becomes real when switching to digital production management methods.

Abstract:
Social enterprises have become increasingly central in the field of energy poverty. As a result of market and government failures, an increased emphasis on social enterprises to address energy poverty has emerged. Still, there is limited theoretical understanding guiding the role of social enterprises in addressing the challenge of energy poverty. We apply theories of co-production and social capital to analyze the role of social enterprises in disseminating and implementing cleaner energy alternatives to resource poor communities. By combining implications of these theories, we argue that social enterprises act as honest brokers between communities and technologists, cultivate new social relationships, and change social structures to move poor communities to adopt and use cleaner energy systems. Understanding the role of social enterprises in addressing energy poverty through a theoretical realm will provide a guiding framework to undertake systematic empirical investigation.

The Tirta Mandiri village-owned enterprises or BUMDes is one of the best village-owned enterprises in Indonesia. It has made these village-owned enterprises a learning center for others in Indonesia. Currently, Tirta Mandiri village-owned enterprises have the role of creating new business fields in Ponggok Village (Polanharjo District, Klaten Regency). This study applied a qualitative method by conducting a case study. The primary data gathered through in-depth interviews with seven key informants and two supporting informants. The secondary data collected through the business management and planning documents of the Tirta Mandiri village-owned enterprises. Tirta Mandiri village-owned enterprises have been able to develop seven business units in the form of Limited Companies (Ltd.). Their presence can increase the output, income, and labor (multiplier effect) of the Ponggok villagers. It is proven by the presence of new businesses in the community. The development of the Tirta Mandiri village-owned enterprises is inseparable from the social capital of the community as a foundation for the development of the village-owned enterprises themselves. Furthermore, community participation actualized through investments, which are a sign of the public’s trust in the village-owned enterprises. Money is energy, and planning is the compass, and authority is the driver where the village takes part in realizing its autonomy. Learning from experience is one way to create sustainable village-owned enterprises.

Abstract:
The Digital platforms are a unique creation of the late 20th and early 21st centuries. The digital economy may have replaced the industrial economy, but the rules created to oversee the fair operation of the industrial economy have not kept pace with that evolution. The digitalization of the economy with consumer data as a new critical resource is an advancement of a technological revolution which needs an adaptation of regulatory framework for markets and the world economy. This paper analyzed the privacy and data protection concerns in the digital economy from an economic perspective of small and medium-sized enterprises. The tech giants, by controlling user's data are exploiting it for their own commercial benefits and inflicting the threats to the privacy of users. This paper intends to shed light that it's not enough to look for policy solutions only within the competition or data protection law. Rather an integrated move from various regulatory perspectives is necessary. Therefore, the article focuses that the formalistic approach to article 101 and 102 of TFEU (Treaty On The Functioning OF The European Union which the EU Commission usually adopted as an effects-based approach) to counter exploitative, exclusionary practices, and potential harm to consumers is efficacious to regulate the digital platforms. Furthermore, this research presses the necessity of how the abusive conduct of data-driven entrants be regularized by forwarding the new concepts of antitrust law and its effective enforcement across the globe. The digital platforms have fundamentally changed the ways we interact with news, with each other, and with governments and business. Digital platforms act as intermediaries which connect two or more market participants via the platform and simplify their interaction.

Abstract The aim of this paper is to analyse the potential impact of multiple current interventions in communities with limited resources in order to obtain optimal control strategies and provide a basis for future predictions of the most effective control measures against the spread of malaria. We developed a population-based model of malaria transmission dynamics to investigate the effectiveness of five different interventions. The model captured both the human and the mosquito compartments. The control interventions considered were: educational campaigns to mobilise people for diagnostic test and treatment and to sleep under bed nets; treatment through mass drug administration; indoor residual spraying(IRS) with insecticide to reduce malaria transmission; insecticide treated net (ITN) to reduce morbidity; and regular destruction of mosquito breeding sites to reduce the number of new mosquito and bites/contact at dusks and dawn. Analysis of the potential impact of the multiple control interventions were carried out and the optimal control strategies that minimized the number of infected human and mosquito and the cost of applying the various control interventions were determined.

Purpose – The purpose of this paper is to investigate the relationship between a firm’s net trade cycle, its size and liquidity. Design/methodology/approach – The relation between the firm’s net trade cycle and its liquidity is examined using Generalized Method of Moment Dynamic Panel-Data System Estimation with Robust Standard Errors for a sample of 5,802 US non-financial firms listed in the New York Stock Exchange, American Stock Exchange, NASDAQ Stock Market and Over the Counter Market for the period 1990-2004 (87,030 firm-year observations). The analysis is applied at the levels of the full sample and divisions of the sample by size. Findings – The results show negative and significant relationship between net trade cycle, as a comprehensive measure of efficiency in working capital management, and liquidity for small firms. Originality/value – Most of the existing literature focusses on the large firm’s experience of working capital management. Small firms generally face liquidity problems and have limited access to external capital, and studies on their efficiency in working capital management are scant. Thus the present study is useful in understanding the relation between the firm’s net trade cycle and liquidity of small firms.

Abstract:
In the published article, new modifications of economic and mathematical models of the dynamic development of enterprises are proposed, the production of which is being restored due to the introduction of their own investments. The developed models are presented in the form of systems of differential equations for an arbitrary number of production factors. Stationary solutions of these systems of equations correspond to the equilibrium states of the operation of enterprises and represent the limiting values of the factors of production. Two versions of systems of differential balance equations for enterprises, describing the growth of factors of production and output, have been established. In the first case, the growth of resources and output is limited by the limiting values of the factors of production. In the second case, the growth of resources and output is limited by the pre-calculated values of the factors of production that correspond to the value of the maximum profit of the enterprise. It is shown that the growth of production factors of the enterprise should not exceed the values corresponding to the value of the maximum profit. Otherwise, the company starts to operate at a loss. In the presented models, proportional, progressive and digressive depreciation deductions are considered. Theconstructed models make it possible to describe various modes of operation of enterprises. Such regimes include a stable output of products by enterprises, a temporary suspension of the work of enterprises during its technical re-equipment, and a temporary partial curtailment of production.

Abstract:
Innovation is fast becoming a crucial factor in enterprise performance, growth and survival. In recent years, a growing number of studies have demonstrated how innovation leads to success in larger enterprises. Literature addressing innovation in small enterprises in developing countries is limited; most studies in this field are from developed countries. This study therefore aimed at filling the gap by firstly, exploring the innovations introduced in the Ghanaian women-owned small enterprises, and secondly finding out the relationship between these innovations and the women's business success. The innovative practices explored were the introduction of new products and processes, identification of new sources of raw materials and new markets. Quantitative and qualitative approaches are combined in data collection and analysis. Data has been obtained from a survey of 421 Ghanaian women entrepreneurs and interviews conducted with 50 of those women. The results in the study indicated that the small enterprises engaged in various types of innovative practices such as the adoption of fuel efficient processing methods, diversification of product line, improved packaging and opening of new market outlets. These innovative practices have contributed to the success of the enterprises. Their success factors include self-fulfillment, wealth creation and positive impact on the Ghanaian economy. These findings have policy implications for improved technology and funds allocation to enhance women's role in economic development. The constitutional recognition of customary law alongside common law in the Constitution of the Republic of South Africa, 1996 is highly commendable. It also raises the question of whether or not the recognition was undertaken out of genuine respect for customary law or merely forgotten in section 8(3) of the Constitution. It is argued that the exclusion of customary law from the provision of the section is nothing more than the advancement of the dominant status enjoyed by common law, as was the case before the dawn of democracy. This argument is limited to the application of section 8(3) and the jurisprudence of the Constitutional Court, without focusing on the shortcomings of the latter in relation to the remedies provided in the resolution of disputes arising from customary law.

Design-manufacturing integration is one of the most signicant contemporary trends in new product development (NPD) for manufacturing enterprises. Exploring the implementation capability of manufacturing enterprises through the assessment of design-manufacturing integration is an important and crucial step for determining what kind of design-manufacturing integration is appropriate for manufacturing enterprises. However, quantitative evaluation of design-manufacturing integration is rather limited so far. In this paper, we view design-manufacturing integration as a complex adaptive system (CAS), an effective evaluation method for design-manufacturing integration is proposed. To classify the manufacturing enterprises into which can quickly adapt to the environment or not, support vector machine is utilized. Selecting relevant features among the features available for classification of was also dealt with. The experiment results demonstrate the proposed method is useful for Design-manufacturing integration quantitatively.

Abstract:
Systematic model-driven decision-making is crucial to design, engineer, and transform manufacturing enterprises (MEs). Choosing and applying the best philosophies and techniques is challenging as most MEs deploy complex and unique configurations of process-resource systems and seek economies of scope and scale in respect of changing and distinctive product flows. This paper presents a novel systematic enhanced integrated modelling framework to facilitate transformation of MEs, which is centred on CIMOSA. Application of the new framework in an automotive industrial case study is also presented. The following new contributions to knowledge are made: (1) an innovative structured framework that can support various decisions in design, optimisation, and control to reconfigure MEs; (2) an enriched and generic process modelling approach with capability to represent both static and dynamic aspects of MEs; and (3) an automotive industrial case application showing benefits in terms of reduced lead time and cost with improved responsiveness of process-resource system with a special focus on PPC. It is anticipated that the new framework is not limited to only automotive industry but has a wider scope of application. Therefore, it would be interesting to extend its testing with different configurations and decision-making levels.

The article expounds and summarizes the main economic and institutional factors and prerequisites for the formation of business enterprises in Europe in the X-XVIII centuries. The author shows that the later form of associated enterprises - joint stock company - had been preceded at an earlier stage of genesis by other forms of enterprises, each of which brought about its own innovations in the development of the share institution. The existence of limited liability corporations cannot be regarded as a sufficient condition for the transformation of the share into a financial instrument and for the formation of capital market. Some of these conditions may be the appearance of new motivational factors of using shares and corporations based on them and the formation of specialized infrastructure supplement.

Abstract:
The collapse of state socialism in Eastern Europe has transformed many of the institutions governing state enterprises and was expected to lead to radical changes in enterprise structures and practices. This was especially so where ownership had changed. However, just as new constitutions do not create liberal democracies overnight, so too the withdrawal of the state from direct control over the economy and privatization does not automatically generate dramatic enterprise transformations. This study of 27 Hungarian enterprises in the early 1990s shows that products and the markets served changed remarkably little, and the employment and organizational changes that have taken place in most enterprises have been less radical than might be expected. Ownership changes have not always led to major shifts in control, nor have private owners implemented sharply different policies from state controllers. The highly fluid institutional environment limited the commitment to, and capacity for, major strategic changes in most substantial Hungarian enterprises. Where changes have occurred, they have been most significant in: (a) state enterprises that are in severe financial difficulties, and (b) companies controlled by foreign firms.

Abstract This paper concerns the problem of generation gap management resulting from personnel restructuring in foundries in Poland. Structural changes to steelworks led to a sharp decline in employment caused by decreased steelworks production. New hiring was limited as a part of employment rationalisation in the steelworks sector. Such personnel policy eventually led to a generation gap. Ratios between individual age groups of employees are imbalanced at steelworks: the numbers of young personnel are low and of those aged 50+ are high. This research forecasts changes in employment levels for the 2013-2019 period, aimed at closing the generation gap. The paper consists of three parts: (1) a descriptive analysis of labor market demographics in Poland’s steel industry; (2) proposed methodology for HR management model, and (3) econometric models forecasting labor demographics in Poland’s steel industry.

Current observations of the highly-redshifted 21-cm transition are limited by the dynamic range they can achieve against foreground sources of low-frequency (<200 MHz) of radio emission. We used the Owens Valley Radio Observatory Long Wavelength Array (OVRO-LWA) to generate a series of new modern high-fidelity sky maps that capture emission on angular scales ranging from tens of degrees to ∼15 arcmin, and frequencies between 36 and 73 MHz. These sky maps were generated from the application of Tikhonov-regularized m-mode analysis imaging, which is a new interferometric imaging technique that is uniquely suited for low-frequency, wide-field, drift-scanning interferometers.

In the process of establishing a Limited Liability Company, Micro and Small Enterprises can be carried out without going through a notarial agreement and deed and only making a statement letter. The establishment of a Limited Liability Company only through a statement letter does not guarantee the legality of the documents and the identity of the founder. The legality of a Limited Company will be doubted and at risk because it can commit acts against the law, and the consequence is that the Limited Company is a legal entity, the document legality and identity of the founder must be accounted for. The Code does not divide legal entities into commercial and non-profit organizations. On the basis of the analysis of the list of legal forms of commercial organizations the author distinguishes legal entities, whose activities are aimed at receiving profits. These forms are: business partnerships, cooperatives, business combinations and groups of enterprises. The article describes general conditions, which are typical for all forms of commercial legal units. The article pays much attention to business partnerships and their types, such as simple partnerships, limited partnerships, limited liability partnerships and joint – stock companies. The article describes some important changes in the field of commercial legal entities. For example, according to the Civil Code of Hungary simple partnerships and limited partnerships are vested with the right of legal entities. Besides, the Civil Code introduces a new for the Hungarian legislation form of commercial activities between organizations which is called a group of enterprises.

Abstract:
This essay explores implications of current trends in developmental science for understanding psychopathology at the dawn of the new millennium. Over the past half century, it has become clear that uniform and general principles of development (i.e., those that are applicable at all times, to all people, and in all places) will be of limited utility in understanding the processes of greatest interest in development and psychopathology. Instead, such processes are characterized by complexly organized individuals engaged in developmental transactions within multiple contexts (ranging from the biological environment of neurons to the cultural systems of meaning that shape people's lives). These transactions in turn often yield variable outcomes. In order to portray how we have come to this conclusion, we first provide a view of contemporary research in three areas of early development: the biology of the developing brain, the complexities of early emotional development, and the cultural contexts of child development. We then trace how an increasing appreciation of organized complexity, developmental transactions, and the meaning of context have played out in the emerging field of infant mental health before closing with our vision of new opportunities for the study of experience in the midst of variation.

Abstract:
The task to research the enterprises when locating them in the new areas is posed and solved. The relevance of the problem is related to both moral and physical aging of production systems, which leads to the need for their modernization and reengineering. For the development of the enterprise, new areas are required to accommodate modern technological equipment. Due to the diversification of the company's activities and the appearance of new orders, it is advisable to place modern production lines with a high degree of automation in new areas. The requirements for the organization of new industries, taking into account the concept of Industry 4.0, have led to the creation of enterprises in the form of virtual industries focused on the creation of new innovative products. The aim of the work is to develop models for the rational location of virtual production in the new areas in conditions of limited enterprise capabilities. Due to the complexity of the problem being solved, the study is carried out in three stages: optimization of location on the earth's surface; creation of the communication infrastructure for virtual production; simulation of the virtual enterprise production cycle. The efficient location of virtual production is carried out using both local and multicriteria optimization. In order to create the communication infrastructure of the virtual enterprise the selection of the optimal route for highway laying is carried out. Simulation of the production cycle is carried out considering time delays and queues when performing technological operations. The new scientific result is the solution of the problem of virtual production system locating on the earth's surface, taking into account the proposed indicators and restrictions, which include the cost of land plots renting (acquiring), as well as the costs associated with earth and construction works. Mathematical methods were used: integer optimization, simulation modeling, agent-based modeling. Keywords: virtual enterprise, optimization of technological objects location, communication infrastructure of the enterprise, simulation modeling, agent-based modeling.

Abstract:
Purpose – The purpose of this paper is to examine the use of income generation projects as a pedagogic method to assess students’ learning about social enterprises. The authors are interested in how and why this innovative approach might improve students’ understanding of the different aspects and attributes of social entrepreneurship. Design/methodology/approach – The study used thematic analysis of qualitative data comprising the reflective logs of 87 students on an undergraduate entrepreneurship module in a university business programme. The major attributes of social entrepreneurship were identified from a review of literature, and the paper uses the logs to judge whether students had learnt about these attributes. Findings – The results show that students developed an understanding concerning social enterprises’ diverse stakeholder environment, market needs, social enterprises’ ideological foundations, resource mobilisation processes and performance measurement – both social and financial. In addition, they developed skills in reflection and self-awareness, communication, empathy and the generation of new ideas. Research limitations/implications – The study is limited in that it focused on only one cohort of students, undergraduates. The authors cannot claim that the findings are generalisable to other students or contexts. Practical implications – Students are better able to understand the needs and values of social enterprises. However, this is a resource intensive process for educators with implications for curriculum design and management. Social implications – This study sheds new light on how experiential learning helps to raise students’ awareness of social enterprises. Originality/value – This study sheds new light on how experiential learning in the form of income generation projects helps to raise students’ awareness of social enterprises. Its value lies in helping to develop a novel and effective pedagogy for entrepreneurial learning.

Studying the problems associated with dynamism and the volatility of the economic environment require the constant development of the enterprise is a complex and multifaceted phenomenon, marked by many unresolved problems. The choice of other business processes for outsourcing is an important problem, from the decision of which depends the efficiency of the development of industrial enterprises. They require constant development and improvement of the organization of the enterprise, development of new, progressive forms and management methods that can minimize and neutralize the impact of negative factors on the indicators of their development. Especially it concerns the industrial enterprises. The problems of low competitiveness of industrial enterprises, the limited resources necessary for their effective functioning, and the low level of human resources require changes in economic activity through effective management methods, high efficiency of business processes and increase the competitiveness of business entities, which should become the basis for the formation of a new model of economic activity of industrial enterprises on the basis of the constructed model for choosing the optimal outsourcing, providing to increase the efficiency of the industrial process of an industrial enterprise. The development of modern economy is based on the effectiveness of business processes, therefore research of business processes of industrial enterprises, are based on it, deserves special attention. Accelerating the pace of modernization, the speed of creating new knowledge and competition need not just the use of more advanced technical and technological solutions, but the introduction of management methods based on the model of choice of optimal outsourcing. Therefore, business processes in industrial enterprises are closely related to the introduction of new methods, technologies and management tools aimed at adapting business entities to the changing conditions of the external environment and the full realization of their production and potentials, and those that allow an industrial enterprise to obtain other competitive advantages.

Abstract For more than two decades the family business enterprises of the first generation (generation of founders) are more and more dominating in the category of today’s small and medium–sized enterprises in the Czech Republic. The necessary legal background defining the legal relationships and rights of all participating persons was, however, limited to general provisions in the Commercial Code that has not solved many of the problems associated thereto. Only in 2012 the new Czech Civil Code, Act. No 89/2012 Coll., introduced the institute of family enterprise as completely new term in the Czech Civil law. The presented paper aims to analyse the key rules of this new legal regulation, focusing on significant aspects of the institute in the context of commercial law and family law, as well as, to highlight the potential weaknesses and gaps existing in the regulation.

Abstract:
Exhaust pollution and energy crises are worsening worldwide. China has become the largest motor vehicle producer; thus, promoting the use of new energy vehicles (NEVs) in China has important practical significance. In this paper, considering the limited rationality of governments, NEV enterprises and consumers, we study the subsidy policy of the China NEV market using the evolutionary game and system dynamics (SD) methods. First, a tripartite evolutionary game model is developed and the replicator dynamics equations and Jacobian matrix are obtained. A SD simulation of the model was conducted to further clarify the impact of the initial market proportion and three variables used in the model. The results show that the initial market proportion affects the evolution speed but does not affect the evolution result when the three group players all choose a mixed strategy. For governments, they should not hastily cancel price subsidies provided to consumers; rather, they should dynamically adjust the rate of the subsidy decrease and increase the consumers’ extra cost for purchasing fuel vehicles (FVs). NEV enterprises should appropriately increase their investments in the research and development (R&D) of NEVs.

Abstract:
PurposeThis paper aims to provide an overview of the New Zealand social enterprise (SE) landscape, identifying key influences, enablers of and barriers to SE. Initial mapping is undertaken to identify types of SE in New Zealand. The paper contributes to the wider International Comparative Social Enterprise Models mapping project. Design/methodology/approachData collection combined reviews of previous scholarship with interviews with staff in SEs. FindingsThe New Zealand SE landscape is still emerging. The redevelopment of Christchurch following the 2010 and 2011 earthquakes has provided many opportunities for SE growth. Government support has been limited but is at least growing in terms of recognition. In 2014, the government provided base funding for developing SE infrastructure and capacity building, which is primarily delivered through the intermediary Akina Foundation. Resourcing is a key barrier to SE growth. Four main models of SE are evident: trading not-for-profits, community economic development, business-oriented social innovation and Maori enterprises. Research limitations/implicationsThe mapping presented is only a snap shot of current status, rather than a static model. Growth and developments in SE will see each category move as their SE activities develop. Practical implicationsIdentifying and better understanding barriers and enablers will help further advance development of SE in New Zealand. Originality/valueScholarship on SE in New Zealand is limited. This paper brings together key literature as well as provides an initial attempt at mapping the SE landscape. Doing so provides a starting point for further discussion and analysis.

Abstract:
Over the course of the last few decades, there has been a growing interest in industrial tourism as a way to diversify regional economies and establishing a new direction of the territories development. Theoretical scientific literature and existing proposals research showed that such a development of the industrial tourism is based on limited types of production, such as food industry and electric power enterprises, as well as enterprises producing goods attractive to consumers (souvenirs, toys, cars). Experience in the development of industrial tourism shows that city and state authorities can stimulate the development of industrial tourism in the region using the potentials of the enterprises comprising its main economic base. Depending on the degree of interest of producers and possible benefits for the region, there is a need for flexible support of enterprises from other tourism actors. Local educational establishments can assist in building modern tourism products and developing effective marketing strategies. The practical significance of this work lies on the a survey of 564 potential industrial tourism consumers. It revealed rather significant differences in interest of the tourists in organizing and filling programs, depending on gender and age of the respondents.

Abstract:
The Covid-19 pandemic has highlighted such challenges for the world’s socio-economic and financial systems Social entrepreneurship is an integral part of Europe’s diverse social market economy. The aim of the paper is to tackle the social entrepreneurship field in Latvia and in particular to reveal the enterprises operating in the textile industry, as fashion industry in general is evaluated as second polluting industry, being just behind oil industry. The paper is limited to social entrepreneurship in the field of textile, as it is a new waste stream that has received particular goals and thus needs to be managed in a more sustainable way. To promote social enterprises in the field of textile production and processing it is especially important to implement elements of the circular economy in the daily activities of a social enterprise. Fostering social entrepreneurship in the textile field allows to reach a range of goals simultaneously, including, but not limited to – decrease of textile waste volume, increase of upcycling and moving towards circular economy targets.

Abstract:
Purpose This paper aims to attempt to first examine the competitiveness of micro, small and medium-sized enterprises (MSMEs) in the logistics industry; second, to identify the MSMEs’ perception towards takāful (Islamic insurance); third, to recognise the challenges in the adoption of takāful; and fourth, to suggest strategies to enhance the micro-takāful penetration rate. Design/methodology/approach The SWOT (strengths, weaknesses, opportunities and threats) analysis was used to measure the MSMEs’ competitiveness. Interview sessions were conducted with 13 owners of MSMEs in the logistics industry from the period November 2018 until January 2019 in Selangor, Malaysia. Findings The SWOT analysis identified several strengths (e.g. advanced infrastructure, rising number of new entrants and contribution to the local economy), weaknesses (e.g. lack of digital culture and training and a dearth of expertise), opportunities (e.g. supportive government initiatives and evolution of the mobile internet) and threats (e.g. changing customer expectations and limited financing facilities). The MSMEs’ perception towards micro-takāful and challenges in the adoption of takāful were also identified. Research limitations/implications This paper provides an understanding of the MSMEs’ perception towards micro- takāful products, sheds light on the challenges faced by MSME owners in protecting their businesses from risk exposures and offers strategies to enhance the micro- takāful penetration rate. This study, however, is limited to Malaysia’s experience. Practical implications The identification of MSMEs’ SWOT will be useful for these businesses as it provides solid information that can be used to improve business performance while also seeking takāful protection. This paper, other than serving as a guideline for stakeholders in the logistics industry to have a better understanding of their business environment, may also provide useful insights to practitioners and policymakers. Originality/value This paper integrates the SWOT analysis into a study on business risk exposure and takāful protection from the MSMEs’ perspective. Hence, the findings could broaden available knowledge on MSMEs, especially for businesses in the logistics industry. The knowledge may also facilitate matters for takāful operators interested in tapping into the market.

Abstract:
With the inception of a two-step forestry plan, forest management planning takes on a new, more important, meaning. The new plan aims to optimise production performance in forestry enterprises and is strongly oriented towards economic considerations. In the medium term the emphasis is on strategic planning and operative planning takes place within the annual plan. The content of modern forest management planning is very different to prevailing management plans and calls for new solutions. The examples of forest enterprises of the City of Winterthur(2000 ha) and the Exchequer of Württemberg (5200 ha) serve to show how – apart from traditional policies – a business plan in accordance with modern management doctrine becomes the main steering instrument. In smaller forest enterprises it probably makes good sense to convert the business plan into a strategic planning instrument with a strong economic orientation which, in addition to sovereign considerations, strongly builds on the goals of ownership. Strategic planning will be an important task for the manager. The influence of the state is limited to those aspects which concern binding regulations in the public interest. The supply of information needs to be partially re-regulated with regard to survey levels, accuracy, repartition of coasts and responsibilities.
