The poultry activity is on the rise and is featured in economic scene. The satisfactory performance of sector made of Brazil the second world producer and the largest world chicken meat exporter. These national production is concentrated in the south of the country and the Paraná is leader of the states, mainly the west region, where the agroindustries are inserted, featured to among the 15 largest national chicken meat exporters. In this scenario the studied region agroindustrial system is in your majority coordinated for agroindustries trhought poultry producers and integrating institutions. Thus the study aims to know the producers perception of the activity, to draw a socioeconomic profile of these producers and to discuss the relations between them and the agroindustries. For this purpose, the study is supported by the New Institutional Economics theory, which seeks to identify and help in the understanding of these relations. In order to respond to the objectives of the study, questionnaires were applied to the poultry producers of the studied region, after analyzing these data. The main results indicate that the profile of the producers is composed mostly by small producers, with small properties and with family labor present in the activity, There is still a high degree of dependence on agroindustry, it was observe that the form of governance used allows for competitive advantages and a reduction in transactions costs.
A atividade avícola tem alta produtividade e é destaque no cenário econômico. O desempenho satisfatório do setor fez do Brasil o segundo produtor mundial, maior exportador mundial de carne de frango. Essa produção nacional é concentrada na região Sul do país, o estado líder da região é o Paraná, principalmente na região Oeste do Estado, onde estão inseridas as agroindústrias destaques entre as 15 maiores exportadoras nacionais de carne de frango. Nesse cenário o sistema agroindustrial da região estudada é em sua grande maioria coordenado por agroindústrias através do sistema de integração/parceria, entre produtores avícolas e instituições integradoras. Assim o estudo objetiva conhecer a percepção dos produtores em relação a atividade, traçar um perfil socioeconômico destes produtores e discutir as relações entre eles e as agroindústrias. Para este propósito, o estudo é amparado pela teoria da Nova Economia Institucional, que busca identificar e auxiliar no entendimento dessas relações. Para responder aos objetivos do estudo foram aplicados questionários aos produtores avícolas da região estudada, logo após analisados estes dados. Os principais resultados apontam que o perfil dos produtores é composto em sua maioria por pequenos produtores, com propriedades pequenas e com mão de obra familiar presente na atividade, há ainda um alto grau de dependência da agroindústria, notou-se que a forma de governança utilizada possibilita vantagens competitivas e diminuição dos custos de transação.

Abstract:
Apesar da existência das políticas desenvolvimentistas do Governo Federal, a diminuição da produção e a descapitalização do pescador artesanal é uma realidade que pode ter relação com a própria intervenção governamental através de políticas públicas e do comportamento dos pescadores artesanais, os quais são elementos (regras) institucionais que condicionam o funcionamento da atividade pesqueira e influenciam a preservação dos recursos pesqueiros. Nessa contextualização, este estudo tem como objetivo caracterizar a evolução da pesca artesanal como atividade econômica no Rio Grande do Sul, identificando a importância das instituições no surgimento, na dinâmica evolutiva e na realidade da atividade pesqueira artesanal. Para tanto, é feito uso do marco teórico da Nova Economia Institucional, da pesquisa descritiva e da análise econométrica. Pelos resultados, constata-se que, até a década de 1960, predominava a atividade pesqueira artesanal com preponderância das regras estabelecidas pelos pescadores na regulamentação dos direitos de uso dos recursos pesqueiros, mas, a partir desse período, inicia a intervenção direta do governo no setor pesqueiro por meio de políticas desenvolvimentistas, as quais possibilitaram o surgimento de indústrias de transformação e geraram um efeito positivo sobre o valor e a quantidade do pescado capturado. No entanto, nos anos 1980, ocorreu a diminuição da produção do pescado em decorrência do aumento, nas décadas anteriores, da capacidade de processamento, gerando uma demanda acima do estoque disponibilizado pela natureza, o que ocasionou a sobrepesca de algumas espécies de pescado, a qual foi causada, também, devido à ruptura entre os pescadores quanto às regras de uso dos recursos pesqueiros, à falta de organização, ao crescimento do número de pescadores, os quais começam a exercer a atividade com objetivo de manter/aumentar o ganho pelo uso de técnicas mais produtivas, porém, prejudiciais ao meio ambiente, contribuindo para aumentar a incerteza sobre a disponibilidade futura dos recursos pesqueiros e sobre a capacidade do setor em gerar renda a todos pescadores. Visando mudar a situação de diminuição da produção pesqueira e a consequente descapitalização do setor pesqueiro, no decorrer dos anos 1990 surge, por parte do governo, iniciativas para tornar a elaboração das políticas públicas ao setor pesqueiro mais participativa nas decisões, não apenas aos pescadores artesanais, mas também aos demais segmentos relacionados com a atividade pesqueira, a fim de tornar sustentável o uso do recurso. A análise econométrica, assim como a análise descritivo-histórica, demonstra que as variáveis institucionais influenciam diretamente no aumento do esforço pesqueiro, contribuindo além da crescente diminuição da produção para a descapitalização do pescador, pois o crédito do Sistema Nacional de Crédito Rural (SNCR) ao apresentar um efeito positivo na produção, contribui para aumentar o esforço pesqueiro. A influência do ambiente institucional, verificada pela dummy institucional, com seu efeito negativo sobre a produção pesqueira a partir da década de 1980, caracteriza a ruptura pelos pescadores das regras de uso dos recursos pesqueiros e ao crédito do SNCR ficar atrelado apenas ao custeio. Já a influência negativa da variável dummy “gestão” na demanda do pescado capturado, demonstra a influência da gestão participativa dos diversos segmentos relacionados com a atividade pesqueira para diminuir o esforço pesqueiro por meio do aumento do consumo de pescado cultivado em detrimento do pescado capturado.
Despite the existence of development policies launched by the Federal Government, the reduction in production and the decapitalization of artisan fisherman are the reality that may be related to this governmental intervention, taking place through public policies and the behavior of artisan fishermen, which are institutional elements (rules) that condition the functioning of fishing activity and influence the preservation of fishing resources. In this context, this work intends to characterize the evolution of artisan fishing as an economic activity in Rio Grande do Sul, identifying the importance of the institutions in the emerging, in the evolutional dynamics and in the reality of artisan fishing activity. Therefore, I used the theoretical mark of the New Institutional Economy, descriptive research and econometric analysis. The results pointed out that, until the 1960’s, artisan fishing activity was the predominant activity, prevailing the rules established by fishermen in the regulation of rights of use of fishing resources. However, from that point on, the Government started its direct intervention in the fishing sector through development policies, which enabled the emerging of transformation industries and created a positive effect on the value and the amount of captured fish. In the 1980’s, a reduction of the fishing production takes place, as result of the increase, in previous decades, of the processing capacity, generating a demand greater than the stock nature had provided. This situation led to the overfishing of some fish species, also caused by the disagreement among fishermen as to the rules of use of fishing resources, the lack of organization and the growing number of fishermen, that started in the activity as a way to maintain/increase profits by using techniques that were economically more productive, yet harmful to the environment, contributing to raise doubts about the future availability of fishing resources and about the sector’s capacity of generating revenue to all fishermen. Intending to change this situation, of reduction in the fishing production and the consequent decapitalization of the fishing sector, during the 1990’s, the Government launched initiatives to give public policies elaboration in the fishing sector a louder voice in decision-making: not only to artisan fishermen, but also to the rest of the segments related to fishing activity, in order to turn the use of resources into something sustainable. Econometric analysis, as well as the descriptive-historical analysis, demonstrates that institutional variables directly influence the intensification of the fishing effort, contributing beyond the progressive reduction of production to the decapitalization of the fisherman, since the credit of the National System of Rural Credit (SNCR), by presenting a positive effect on the production, contributes to the intensification of the fishing effort. The influence of the institutional environment observed by the institutional dummy, with its negative effect on the fishing production, from the 1980’s, represents the rupture of fishermen with the rules of use of fishing resources and the SNCR’s credit being attached only to defrayment. On the other hand, the negative influence of the “management” dummy variable, in the demand of captured fish, shows the influence of participative management in multiple segments related to fishing activity, in order to reduce the fishing effort through the increase of consumption of cultivated fish, to the detriment of captured fish.

Abstract:
The explorative case study aims to understand how the reform of business support and development undergoing in Stockholm municipality addresses existing institutions, and to what extent does the institutional context have the potential to adopt and sustain the change. Two case studies, Högdalen industrial area and Årsta wholesale center, illustrate how local economic development is organized in practice. A new policy document, Näringslivspolicy, is analyzed, along with interviews with key public and private agents. Two institutional theoretical frameworks are used: a dynamic perspective on the interaction between regulations and institutions and the concept of institutional thickness. Findings indicate that the examined reform is an example of institutional policymaking as it addresses institutional foundations underlying behavioral practices. Furthermore, empirical evidence shows that the City of Stockholm intends to adopt a place- and problem-based approach to local economic development, but its organizational forms are not specified at this stage. Findings illustrate (not exhaustively) factors of efficient external collaboration that reflect those in recent literature and can be used in future policy revisions. The success of the initiated reform might provide the fundament for improvements in future local economic development initiatives.

La présente thèse explore la dynamique des institutions informelles dans la gouvernance nationale et mondiale et l'ajustement de l'ordre politico-économique, dans un pays en transition et à l'échelle mondiale dans un contexte de crise financière internationale, en utilisant l'approche institutionnelle comparative. Elle adopte le point de vue de la nouvelle économie institutionnelle (New Institutional Economics - NIE) afin d'étudier comment différentes formes de gouvernance, notamment les mécanismes de gouvernance informels, émergent et fonctionnent dans diverses circonstances. Le chapitre deux fournit la preuve de la prédominance des relations accommodante et concurrente entre les systèmes de fourniture de services publics et d'ordre public, qui sont formellement et informellement décentralisés dans soixante-quatre provinces vietnamiennes. Notre analyse de l’«informalité» dans le chapitre trois soutient l'argument selon lequel les mécanismes formels ne sont pas suffisants pour inciter les acteurs publics à assumer leur pleine responsabilité, mais doivent être accompagnés de ceux informels pour combler les déficits de responsabilité du système formel. L'analyse empirique de quarante-cinq pays développés et en développement dans le chapitre quatre découvre que la non-congruence institutionnelle, en général, a un effet complémentaire sur la taille de l'économie informelle, mais agit comme un substitut dans les pays qui ont un faible niveau de non-congruence, une bonne gouvernance de la corruption, ou une grande pro-activité dans la prise d'initiatives visant à réduire l'écart de perception de la légitimité des activités économiques informelles
This dissertation explores the dynamics of informal institutions in national and global governance and the adjustment of the economic political order in a transition country as well as on the global scale after two recent global financial crises, using the comparative institutional approach. It adopts the perspective of the New Institutional Economics (NIE) to study how alternative forms of governance, particularly, informal mechanisms of governance, emerge and work in various circumstances. Chapter two provides evidence to the prevalence of the accommodating and competing relationships between the formally and informally decentralized systems of providing public services and public order in 64 provinces in Vietnam. Our “informality” analysis in chapter three has supported the argument that formal mechanisms alone are not sufficient to create incentives for public actors to make private efforts to full accountability, but needs accompanying with other informal ones to fill in accountability deficits of the formal system. The empirical analysis of 45 developed and developing countries in chapter four finds that institutional incongruence, in general, has a complementary effect on the size of the informal economy, but acts as a substitute in those countries that have a low level of incongruence, good governance of corruption, or high proactivity in taking initiatives to minimize the perception gap about the legitimacy of informal economic activities

Abstract:
This thesis is an attempt to reassess the long debated issues of economic history from the perspective of institutional economics. Besides examining different approaches to technology and its impact on economic and social life, it analyzes the role of institutions in history. It discusses the institutional interpretations of the critical developments of economic history such as, the Industrial Revolution and the Great Divergence, with an emphasis on differences between the two scholarly traditions, namely, the Original Institutional Economics and the New Institutional Economics. Although the arguments of New Institutionalists concerning the role of technology in history have been effectively incorporated into the economic history research, the potential contributions of the Original Institutional Economics to the study of economic history have remained for the most part unexplored. The aim of this thesis is to demonstrate the relevance and importance of original institutional analysis with respect to technology and economic history.

Abstract:
This thesis examines qiaowu [Overseas Chinese affairs] policies during the PRC’s first decade, and it argues that the CCP-controlled party-state’s approach to the governance of the huaqiao [Overseas Chinese] and their affairs was fundamentally a political economy. This was at base, a function of perceived huaqiao economic utility, especially for what their remittances offered to China’s foreign reserves, and hence the party-state’s qiaowu approach was a political practice to secure that economic utility. Through the early-to-mid-1950s, the perceived economic utility of the huaqiao and their remittancesled to policies that systematically privileged the huaqiao (especially in China) and their interests, all in the name of securing, incentivising and increasing remittances back to China. This was even done at the expense of other CCP ideological impetuses, especially in terms of socialist transformation, as the party-state permitted contradictions between these youdai [favourable treatment] policies for the huaqiao, and its own vision for socialist transformation. Yet, by 1959, and after a series of crises brought the contradictions between qiaowu and socialist transformation to the fore, the CCP’s radical shift to the left led by Mao Zedong forced qiaowu to now conform with Mao’s demand to place ‘politics in command’. Thus qiaowu abandoned its prioritisation of economic utility and its past policies, for alignment with Mao’s revolutionary ideals, and in service to the Great Leap Forward. This thesis represents an original contribution to historiography on the PRC, the huaqiao, and qiaowu, both in terms of the new evidence from a wide range of Chinese archives that it utilises, but also because it revises existing narratives—and especially the pro-CCP conventionalisms—that gloss over the huaqiao experience of New China. Furthermore, this thesis also addresses the lacunae in the historiography on the PRC in the 1950s, and its silence on where qiaowu fits into the story of China’s socialist transformation.

Abstract:
This thesis comprehends a notable research gap through its exploration of risk and opportunity perception for Swedish firms’ internationalizing to Cuba, by conducting a multiple-case study of three Swedish firms’. A qualitative research method has been used in accordance with an abductive approach. The conceptual framework illustrates the correlation between the theories, which has been applied to the empirical findings. Conclusions derived throughout the analysis and the significant theoretical implications demonstrate answers to the dominance of arbitrage opportunities. Empirical implications illustrate why risks and opportunities might be acknowledged differently due to industry, whereas managerial implications emphasize the importance for Swedish firms’ to understand the complexity impregnating the business environment.

This study investigates the limits of the possibilities of an efficient design for legal institutions, focusing its analysis on the structure of pilotage services market. It is carried out a critique over the neoclassical concept of efficiency, which, from a historical perspective, is not a concept a priori. From approach adopted in this study, the traditional concept of static efficiency (in its allocative and productive dimensions) is a cultural construction, subject to biases, judgments and perspectivisms, and is therefore susceptible to a great variety of criticisms, where the state has a naturally limited role in solving social conflicts that arise through time. This being said, it is argued that the study of efficiency must focus on the structure of institutions (legal or not), to allow a reduction of transaction costs and the possibility of the various stakeholders in interaction situations through transactions (on the market or outside it) to have the opportunity to develop standards of conduct for themselves through trial, error and learning. And this trial, error and learning, in order to spread its improving prospects to the maximum, must lead to the maximization of communication exchanges possibilities and to allow variation and selection of new ideas. That is, it is argued that law should aspire to maximize the possibilities of institutional adaptation through trial, error and learning by expanding communication exchanges. With these assumptions, we try to study the structure of pilotage services market, pointing out the errors of a cycle of public hearings conducted by CNAP (object chosen for case study). In this regard, it is understood that there is an ideological lock-in problem that prevents the upcoming of a sustainable cycle of creative destruction under the pilotage services, which inhibits the improvement of available technologies and institutions. From the development done in the theoretical exposition of this thesis, some proposals for the structure of pilotage services that facilitate this adaptive efficiency are presented, not only for the stakeholders directly related to the market (service providers and buyers) as well as for others who may be affected by negative externalities provided by the risk of the activity
O presente trabalho procura investigar quais são os limites da possibilidade de um desenho eficiente para instituições jurídicas, focando a sua análise na estruturação dos mercados de serviços de praticagem. Realiza-se uma crítica ao conceito neoclássico de eficiência, o qual, a partir de uma perspectiva histórica, não é um dado a priori. Na perspectiva aqui adotada, o conceito de eficiência estática tradicional, nas dimensões alocativa e produtiva, é uma construção cultural, sujeitas a vieses, arbítrios e perspectivismos, sendo, portanto, suscetível a uma imensidão de críticas, e onde o Estado tem um papel naturalmente limitado na resolução dos conflitos sociais que surgem no devir. Isso colocado, defende-se que o estudo da eficiência deve se voltar para a estruturação das instituições (jurídicas ou não), de modo a permitir a diminuição dos custos de transação e a possibilidade de que os diversos stakeholders em situação de interação por meio de transações (no mercado ou fora dele) tenham a perspectiva de desenvolver padrões de condutas próprios por meio de tentativa, erro e aprendizado. E a maximização das chances dessa tentativa, erro e aprendizado deve pressupor a maximização das possibilidades de trocas de comunicações para permitir a variação e seleção de novas ideias. Isto é, defende-se que o Direito deve aspirar a maximizar as possibilidades de adaptação das instituições por meio tentativa, erro e aprendizagem por meio da ampliação das trocas de comunicações. Com essas premissas, procura-se estudar a estrutura de mercado dos serviços de praticagem, apontando os erros de um ciclo de consultas públicas conduzida pela CNAP (objeto escolhido para estudo de caso). Nesse particular, entende-se que há um problema de lock-in ideológico que impede o surgimento de um ciclo sustentável de destruição criativa no âmbito dos serviços de praticagem, o que inibe o aprimoramento das tecnologias e das instituições disponíveis. A partir do desenvolvimento realizado na exposição teórica da presente tese, são apresentadas algumas propostas para a estruturação dos serviços da praticagem que facilitem essa eficiência adaptativa, não só para os stakeholders diretamente relacionados ao mercado (prestadores e tomadores de serviços) como também para os demais que possam ser afetados pelas externalidades negativas propiciadas pelo risco da atividade

Abstract:
A tese realiza uma discussão sobre o papel das instituições na formação e desenvolvimento da vitivinicultura da Serra Gaúcha, tendo por base os pressupostos teóricos da Nova Economia Institucional. Partindo de uma análise de base histórica, o estudo se centra nas transformações recentes ocorridas na vitivinicultura da Serra Gaúcha, desde o final da década de 1980. Após uma ampla revisão, se construiu um modelo analítico das principais transformações ocorridas, nos ambientes organizacionais, tecnológicos, competitivos e institucionais. A partir de tais análises, se propôs um conceito de desenvolvimento rural sob a ótica institucional. O que se pode perceber é que tanto as instituições formais quanto informais cumpriram um importante papel na consolidação de um desenvolvimento rural diferenciado na região, tendo na produção familiar de uvas e vinhos a raiz desse processo. Tais instituições, ao longo do tempo, não somente promoveram a melhora do desenvolvimento rural da região, como também afetaram a conformação do próprio Sistema Agroindustrial (SAG) da Vitivinicultura da Serra Gaúcha, responsável por mais de 90% de todo o vinho produzido no Brasil. Em síntese, as instituições criadas a partir do início dos anos 1990, e que continuam se desenvolvendo até a presente data, ajudaram, basicamente, na promoção da ação coletiva dos agentes econômicos do SAG; melhoraram as condições de produtividade, qualidade e de competição, em especial com os players internacionais; têm buscado desenvolver estratégias que privilegiem as economias de escopo, sobretudo entre os pequenos produtores; têm, a partir de programas e projetos específicos (por exemplo, FUNDOVITIS, MODERVITIS, Wines of Brasil etc.), buscado reduzir os custos de transação entre os agentes produtivos, principalmente porque têm auxiliado a melhorar a comunicação entre eles, bem como a qualidade da informação produzida.
The thesis makes a discussion on the role of institutions in training and development of the wine industry of Serra Gaucha, based on the theoretical assumptions of the New Institutional Economics. From a historical basis analysis, the study focuses on recent transformations in the wine industry of Serra Gaucha, since the late 1980s. After an extensive review, an analytical model was built of the major changes that have occurred in organizational, technological, competitive and institutional environments. From these analyzes, a concept of rural development in the institutional perspective was proposed. What can be seen is that both informal and formal institutions fulfilled an important role in the consolidation of a differentiated rural development in the region, and the family production of grapes and wines was the root of this process. Such institutions, over time, not only have promoted the improvement of rural development in the region, but also have affected the conformation of Agroindustrial System (SAG) of Viticulture in Serra Gaucha, responsible for over 90% of all wine produced in Brazil. In summary, the institutions that were created from the early 1990s and that continue being developed, helped basically in: promoting collective action of SAG economic agents; improved productivity conditions, quality and competition, especially with international players; they have sought to develop strategies that favor economies of scope, especially among small producers; they have sought to reduce transaction costs between productive agents as from specific programs and projects (eg FUNDOVITIS, MODERVITIS, Wines of Brazil etc.), mainly because they have helped to improve communication between producers and the quality the information produced.

Agriculture continues to be a strategic sector in the development of most low-income countries like Lesotho where small-scale farming is the dominant livelihood activity that provides income and employment to the people. Smallholder farmers' integration into the commercial agricultural markets is a crucial element for economic development and has become a part of development strategies for developing countries and the objectives of international development institutions. The integration of the smallholders into these markets is dependent upon a number of factors including formal and informal institutions. Factors like population growth and demographic changes, technological change and introduction of new commodities, development of infrastructure and market institutions, development of the nonfarm sector and broader economy, rising labour opportunity costs, and macroeconomic, trade and sectoral policies affecting prices and other driving forces determine market participation. In addition, development of input and output markets, institutions like property rights and land tenure, market regulations, cultural and social factors affecting consumption preferences, production and market opportunities and constraints, agro-climatic conditions, and production and market related risks are other factors that affect the commercialisation process. On the other hand, factors like smallholder resource endowments including land and other natural capital, labour, physical capital, and human capital among others are household specific and considered internal determinants of market participation. Nevertheless, the decision to participate in agricultural markets lies with the individual farming household. Under the New Institutional Economics (NIE), this decision is influenced by institutional factors such as risk and preferences, factors which affect household production and the level of costs associated with market transactions. These market transactions are commonly referred to as transaction costs. The study focused on investigating the institutions that limit the integration of small-scale mohair farmers into the commercial agricultural economy in Lesotho. The documentation and evaluation of the institutional structure of the mohair industry is performed whereby the institutional factors influencing participation of small-scale mohair farmers in formal, informal and illegal markets in Lesotho and factors contributing to transaction costs associated with the integration of small-scale farmers into the commercial mohair sector are investigated. Therefore, the investigation will help to address the institutional problems hindering the development of an effective marketing structure for the commercialisation of small-scale mohair producers in Lesotho. The results of the study show that the small-scale mohair farmers that use the formal markets are integrated into the commercial agricultural economy and these farmers' integration into the mainstream economy is influenced by access to government support in the form of shearing sheds, transport subsidies and advisory services. They also have access to market information, marketing infrastructure, knowledge of grades and standards and secure property rights. Other factors that helped their integration into the commercial economy is their contractual agreements with mohair buyers, path dependent based decision making as well as the collective approach to mohair farming. The small-scale mohair farmers using the informal markets do not receive the advantages received by the famers in the formal markets. These small-scale mohair farmers are not integrated into the commercial markets and their only option is the informal markets and their participation in these markets is enhanced by their marketing arrangements with the informal traders, culture influenced decisions, social capital and prompt payments. Despite integration into the commercial agricultural economy, small-scale farmers that use formal markets face the challenges of power imbalances, mistrust and conflicts which may affect this integration into the commercial markets if left unchecked. The study concludes that in the face of institutional challenges, the small-scale mohair farmers using the formal markets are integrated into the commercial agricultural economy and there is potential for improvement of their integration as well as the integration of the small-scale mohair farmers that use the informal markets if institutional challenges are addressed.

In this study, I examine the New Institutionalist Economic History (NIEH) of Douglass C. North from a historiographical and philosophical perspective. As a point of departure for this purpose I take North’s critical engagement with the primitivism-modernism debate in premodern economic history, as represented in his early work by the ‘challenge of Karl Polanyi’. This challenge, I argue, has given shape to the development of the NIEH in its various stages of theoretical elaboration. Therefore, understanding its contextual significance is indispensable for making sense of North’s oeuvre as a whole. On my reading, North interpreted the challenge of Polanyi to mean combining two methodological conceptions previously not united in one work. On the one hand, North’s NIEH extends the scope of economic theory to the study of the longue durée of economic history; while on the other hand North seeks to theorize the importance of historical variation in sociocultural institutions for understanding why there are rarely complete or well-functioning markets in most of economic history. North considers neoclassical economics suitable for neither of these purposes. Yet his critique of Polanyi’s substantivist-primitivist approach is primarily based on the absence of an integration of his project with the tools of economic theory. For this purpose, North therefore adopted the theory of transaction cost economics, also called New Institutional Economics (NIE), to this new ambitious end. More than perhaps any other author North has been responsible for extending the scope and sophistication of this economics based approach in the study of economic history. In the present work, I discuss to what extent this approach has been successful in its own aims, internally consistent, and to what extent it is plausible as a historiographical approach from an ‘external’ point of view. I do this by combining a close reading and interpretation of a variety of North’s writings, focusing in particular on the most contemporary version of his work - which has not been much studied - with a methodological and theoretical discussion of various major themes in or aspects of his work from the viewpoints of historiography, anthropology, and philosophy of social science. These themes include (among others) North’s understanding of the functioning of markets in politics and economics, his approach to choice theory, rationality, and game theory, his use or neglect of evolutionary concepts, the meaning of embeddedness in his work, and North’s contractarian anthropology. As this work shows, North’s NIEH is situated in a difficult intermediate position within larger debates in economic thought: between primitivism and modernism, between substantivism and formalism (in the anthropological sense), and most significantly, between the ‘new mainstream’ of economic theory and the quest for successive endogenisation of the institutional context of economic behavior. This certainly speaks for the ambition and sophistication of North’s historiographical approach, something which has only increased with the further development of his theory. But in his quest to unite the best insights of choice theory with New Institutionalist economics as well as incorporating the ‘anthropological’ level of fully socialized beliefs, preferences, and how they give rise to institutional variation in history, North frequently seeks to have his cake and eat it. The persistent methodological ambiguities in his work give rise to problems of internal consistency and external plausibility, which are present from the very inauguration of his NIEH research programme. The subsequent development of his work has not, I argue, been able to overcome this fundamental problem. For this reason, while much of North’s toolset and his overarching ambitions are valuable developments in economic historical theory, he does not achieve his aim of overcoming the challenge of Karl Polanyi. Without a more decisive break with his original economic microfoundations, North’s NIEH project cannot ultimately live up to its grand ambitions.

This study critically analyses an alternative political economy framework to observe the decolonization of new media institutions in Africa. This is because "critically analysing media organisations and media processes in society have come from political economy perspectives." (Jansen, 2003, p. 90). This thesis has a specific focus on the decolonization of the film industry as a case study on new media institutions that are shifting given the fourth industrial revolution. A quantitative methodology was employed to conduct focus groups and interviews with key African film industry actors, this focus group took place at the Durban Film Mart, a Pan-African market for film and television content. The paper critiques the Marxist approach to the political economy of media. This is done to understand the extent that Western political economy frameworks, like Marxism, are relevant in analyzing ownership and media concerning racialized subjects as well as feminist and queer collectives. This paper posits that an Africa, Queer, Muslim, or Feminist political economy framework would explain the relationship between the film industry, industry players, and its audiences better than Marxist assumptions. In this instance, African Feminist, Muslim and Queer approaches to the political economy theory provide a subaltern lens. This study has the intention to investigate new ways in which the decolonization of the political economy of the new Media can create an ideological non-state apparatus or a consciousness industry as denoted by the Frankfurt School. This ideological apparatus would characterize and reflect societal discourses, outside of the nation-state, while creating a sphere for public engagement and deliberation that is equitable and ontologically sound. By ontologically sound, I ask what are the different assumptions about human nature concerning the political economy that can be deduced from a new lens into African media. The answer is that Africa collectives formed outside of class barriers display agency that explains media activity in the twenty-first century. Western ontology and epistemologies assume 4 that colonization robbed Africa of self-determination and agency. This ontological assumption is false. The focus group at the Durban International Film Festival provided the tightest fit to validate my claims that ideologically decolonizing the film industry is garnering public engagement and industry engagement. What are the solutions to the issues of the digital divide and geopolitics of difference that characterise limitations within the burgeoning film industry? This paper investigates to what extent do organic intellectuals, entrepreneurs or youth drive the need for capital and ownership in the industry given that the landscape is shifting. The study found that there is an impetus for decolonizing the industry and that alternative political economy frameworks are more appropriate in analyzing the new media landscape.

Dans les pays en développement, les institutions économiques sont souvent défaillantes. Cela se traduit par des problèmes structurels tels que l’omniprésence du secteur informel, la corruption généralisée et l’incapacité des États à collecter les impôts. Cette thèse porte sur les politiques publiques permettant d’améliorer le fonctionnement des institutions économiques. Elle se focalise sur deux questions : (1) Quels sont les effets des politiques de réduction de l’informalité ? et (2) Comment les nouvelles technologies affectent la collecte des taxes ? Le premier chapitre étudie à l’aide d’une expérimentation aléatoire l’introduction d’un statut légal facilitant la formalisation des petites entreprises au Bénin. Afin de rendre ce statut attractif le gouvernement l’a accompagné d’incitations supplémentaires créés pour amplifier les bénéfices potentiels de la formalisation. Nous trouvons que très peu d’entreprises se formalisent lorsqu’elles reçoivent uniquement de l’information sur le nouveau statut. Cependant, lorsque l’information est combinée aux incitations, la formalisation augmente de 16,3 points de pourcentage. En revanche, les effets sur les performances des entreprises sont limités, et le coût des incitations est supérieur au total des impôts qu’elles paieront pendant les 10 prochaines années. Enfin, nous montrons comment un ciblage sur les entreprises ayant des caractéristiques proches des entreprises déjà formelles améliorerait l’efficacité de ce type de programme. Le second chapitre étudie l’impact de la formalisation sur les relations intra-ménages, toujours au Bénin. Dans ce contexte, la formalisation renforce les droits de propriété et clarifie au sein des ménages qui est le propriétaire légal de l’entreprise, et qui la gardera en cas de divorce. L’effet causal de la formalisation est identifié à l’aide de l’expérimentation aléatoire déjà utilisée pour le premier chapitre. Nous trouvons que les entrepreneurs s’étant formalisés ont plus de contrôle les ressources de leur ménage. Ils ou elles contribuent proportionnellement moins aux dépenses du ménage et transfèrent moins d’argent à leur partenaire. Deuxièmement, en utilisant un jeu comportemental dans lequel les entrepreneurs peuvent cacher un transfert monétaire à leur partenaire, nous trouvons que les femmes qui se sont formalisées cachent davantage à leur mari. A l’aide d’un modèle théorique, nous montrons que ce résultat est compatible avec l’idée que les femmes ne sont pas libres d’investir comme elles le souhaiteraient dans leur entreprise et doivent le faire secrètement. Notre conclusion est que la formalisation a des effets importants sur les dynamiques intra-ménage. Le troisième chapitre utilise une expérimentation aléatoire conduite au Tadjikistan pour étudier l’impact d’un système permettant aux entreprises de déclarer leurs taxes en ligne plutôt que de soumettre un formulaire en personne. Nous trouvons que ce système réduit le temps passé par les entreprises pour remplir leurs obligations fiscales de 5 heures par mois. Nous ne trouvons pas d’effets sur le montant des impôts payés ni sur le versement de pots-de-vin. En revanche, l’absence d’effets moyens masque une importante hétérogénéité. Les entreprises le plus susceptibles de faire de l’évasion fiscale dans le système précédent payent davantage d’impôts quand elles déclarent en ligne, probablement car elles ne peuvent plus entrer en collusion avec les agents des impôts. À l'inverse, les entreprises qui étaient les moins susceptibles de faire de l’évasion, payent moins des taxes quand elles déclarent en ligne, suggérant qu’elles étaient forcées de payer plus d’impôts avant. Ces entreprises paient également moins de pots-de-vin, ce qui suggère que déclarer en ligne offre une protection contre le risque d'extorsion de la part des agents du fisc. Notre conclusion est que permettre la déclaration des taxes en ligne a rendu l’appareil fiscal à la fois plus efficace et plus juste
In many developing countries, economic institutions are failing. This translates into structural problems such as widespread informality, rampant corruption and the impossibility for governments to raise taxes. This thesis study how economic policies affect economic institutions in developing countries. It focuses on two broad questions: (1) What are the effects of policies to reduce informality? and (2) how are new technologies reshaping the way governments collect taxes?The first chapter uses a randomized experiment to study the introduction of a new legal status in Benin, created to make it easier for small firms to become formal. To make this new status attractive, the government added supplementary incentives designed to enhance the presumed benefits of formalizing. We find that few firms register when just given information about the new regime, but our full package of supplementary efforts boosts formalization by 16.3 percentage points. However, this formalization does not bring firms higher sales, profits or access to credit, and the cost of formalizing these firms exceeds the added taxation they will pay over the next decade. We show how better targeting of these policies towards firms that look more like formal firms to begin with can increase the formalization rate and improve cost-effectiveness. The second chapter studies the impact of formalization on intra-household relationships, still in Benin. The idea behind this chapter is that formalization changes effective property rights by clarifying who in the household is the legal owner of the business and who will keep it in case of divorce. The causal effect of formalization is identified using the same random experiment used for the first chapter. We find first that formalization increases entrepreneurs' (both male and female) control over household revenue. They contribute proportionally less to household expenditures and to the personal expenses of their partner. Second, using a behavioral game, we find strong gender differential effects of formalization on the probability that entrepreneurs pay to hide a windfall transfer from their spouse. Female entrepreneurs are much more likely to pay to hide, while male entrepreneurs are much less likely to do so. Using a theoretical model, we show that this result is compatible with the idea that women entrepreneurs are constrained and cannot invest as much as they would like in their own business. Women who became formal hide the windfall transfer more because they have more property rights and want to invest more in their business. Our conclusion is that formalization has important effects on intra-household dynamics.The third and final chapter of this thesis deals with the second question and examines how internet is changing the way taxes are collected. Specifically, we study the impact of electronic tax filing (e-filing) for small firms to replace in-person submission of paper-based forms to tax officials. We examine the impact of e-filing on compliance costs, tax payments, and bribes payments using experimental variation and data from Tajikistan firms. We find that firms that e-file have lower compliance costs, spending five fewer hours each month on fulfilling tax obligations. There are no significant average effects of e-filing on tax or bribe payments, but significant heterogeneity exists across firms by their baseline likelihood of tax evasion. Among firms previously more likely to evade, e-filing doubles tax payments, likely by disrupting collusion with officials. Conversely, among firms less likely to have been evading, e-filing reduces tax payments, suggesting that officials had previously required them to pay more. These firms also pay fewer bribes, as e-filing reduces opportunity for extortion. Our conclusion is that e-filing reduces compliance costs and makes the distribution of tax payments across firms arguably more equitable

No atual contexto mundial de incessante busca por fontes renováveis de energia, o desenvolvimento do mercado de etanol tem sido recorrentemente discutido na academia, assim como na sociedade como um todo. Nesse sentido, abre-se espaço para estudos que visam o aperfeiçoamento desta cadeia agroindustrial, bem como o aprimoramento dos programas destinados à promoção deste biocombustível. Frente a esta demanda, o presente trabalho tem como objetivo realizar uma análise comparativa entre os mercados brasileiro e canadense de etanol, tendo na Nova Economia Institucional o aporte teórico para efetuar esta avaliação, a qual permite identificar algumas semelhanças e divergências. Para tanto, são abordados os seguintes aspectos pertinentes a cada país: informações primárias dos mercados (complexo industrial, produção, consumo, matéria-prima, processo produtivo, frota automotiva, dentre outros aspectos), estrutura de governança (hierárquica, híbrida ou mercado) adotada pelas usinas na regência do elo de suprimento agrícola, e ambiente institucional em que as indústrias, brasileira e canadense, de etanol estão inseridas (políticas de promoção, proteção e regulação do mercado de etanol). Com relação à primeira vertente observada, nota-se que o Brasil possui um mercado de etanol muito mais consolidado em relação ao canadense, ainda que este último demonstre potencial de crescimento. Além disso, o etanol produzido pela indústria nacional apresenta expressiva vantagem competitiva em termos de rendimento agrícola/industrial e ambiental. No que diz respeito ao ambiente institucional, destaca-se a forte intervenção do governo canadense na conduta da indústria doméstica de etanol, de forma a contrastar com a atual posição do Estado nacional, já que este pouco tem atuado na arena decisória do setor sucroenergético brasileiro. Quanto à última questão avaliada, a estrutura de governança, para o mercado brasileiro foi identificado o regime hierárquico (integração vertical cana própria) como predominante, enquanto no Canadá a estrutura mais frequente é a híbrida (estabelecimentos de contratos de compra e venda junto aos fornecedores de matéria-prima agrícola). Divergência explicada, em grande parte, pela elevada especificidade da cana-de-açúcar frente ao milho e trigo.
In the current context of incessant search for renewable energies, the development of ethanol market has been often discussed at academic scenery, as well as the whole society. Thus, this situation creates room for studies aimed at improve the ethanol agro-industrial chain, even as the upgrading of programs linked with ethanol promotion. Facing it, this thesis makes a comparative analysis between Brazilian and Canadian ethanol markets, using the New Institutional Economics to identify some similarities and differences. In order to reach this goal, three aspects regarding each country are observed: primary information of markets (industrial complex, production, consumption, raw material, production process, automotive fleet and so on), governance structure (hierarchical, hybrid and market) adopted by ethanol plants to manage their agricultural raw material supply chain, and institutional environment where Brazilian and Canadian mills are involved (policies for promotion, protection and regulation of the ethanol market). Regarding the first analyzed item, it is possible to see that Brazil has an ethanol market much more consolidated than Canadian market, although the last one demonstrates potential for growth. Moreover, the ethanol produced by the domestic industry has significant competitive advantage in terms of agricultural/industrial and environmental yield. About the institutional environment, the results show strong intervention of Canadian government in the conducted of domestic ethanol industry, differently what happens in Brazil, where national state has currently made just few interventions on Brazilian ethanol sector. Regarding the third studied element, the governance structure, for Brazil hierarchical structure was identified as predominant, on the other hand hybrid (establishments of purchase and sale contracts with suppliers of agricultural raw material) structure was considered the most common in Canada. Divergence largely explained by the high specificity of sugarcane compared to corn and wheat.

The aims of this thesis are: To develop and offer an analytical/theoretical framework to understand the interaction of key factors shaping the innovation process (organisational, institutional and - the often forgotten role of - global political economy factors). To apply our theoretical/analytical framework to the analysis of the new economy sector. To do so with a specific focus on the key role played by the Multinational Corporation (MNC) under the conditions of an ever integrated world economy: firstly by providing an analysis of global industrial conditions coming out of cross-border inter-finn arrangements (mergers, acquisitions and alliances) orchestrated by the MNCs and secondly by analysing the ensuing impact of this participation on the social conditions of innovative enterprise in the case of French and UK MNCs. To provide a better understanding of the new economy phenomenon and the contemporary conditions of innovation process (especially the role of the emerging transnational innovation space). This thesis is organised as following. The first chapter introduces the reader to the discussion and provides an outline of the direction and structure of the thesis which is organised in three parts. The first part of the PhD is concerned with the ideas which will enable us to produce an analysis of the data which will take up the second and third part of the thesis. The first two chapters are concerned with an analysis of the literature on innovation by writers such as Robert Boyer, Carlota Perez, William Lazonick and Richard Whitley. This literature review will address the background on which our argument is based. To highlight the contribution of the innovation process to economic development under the conditions of capitalism (systemic effects). iv To develop a better understanding of the innovation process by depicting the underlying key factors involved (the role of 'necessary impurities') and with a specific focus on the main actor of the innovation process: the firm. To develop an analytical/conceptual model that incorporates all the 'necessary impurities' contributing to the innovation process especially emphasising the often forgotten role of the exogenous factors associated with the global political economy in the innovation process (dominance effects and international institutions). The following chapters will then apply our analytical framework to the analysis of the new economy, in two separate parts, in order to understand the contemporary conditions of the innovation process in an ever-increasingly integrated world economy. The second part of our thesis, will examine criticallly the literature in order to analyse the exogenous (global political economy) factors associated with the emergence of the new economy, shaping the transnational innovation process. This requires firstly the understanding of dominance effects in the new economy (the influence exercised by the US industrial leadership). This in return will require the identification of the social conditions of the inovative enterprise (chapter 4) and the ensuing industrial conditions (chapter 5) of this country as we have previously argued in our theoretical/conceptual model of the innovation process. This will also require the understanding of the international rules of game and the role of the EU and Asia challenging US leadership (chapter 6). This literature review is followed by a methodology chapter, in the third part of our thesis, that will link the theoretical considerations of the literature to methodological concepts. This chapter will be followed by our empirical research. Therefore part three is organised as follows. In chapter 7 we develop a methodology to analyse the global impact of dominance effects in the new economy. v In chapter 8 we analyse the global industrial conditions through an analysis of crossborder inter-finn arrangements (strategic alliances and mergers and acquisitions) of 37 Multinational Corporations that are market leaders in the new economy and that are the primary actors in the transnational economy. In chapter 9 we analyse the social conditions of innovative enterprise in the French and the UK MNCs that are challenged by the dominance effects. We will then conclude our thesis, before outlining the limitations of the PhD and areas for further related research. vi

Com base na Nova Economia Institucional, o foco desta pesquisa foi o de identificar os custos de transação existentes nos projetos de MDL (Mecanismo de Desenvolvimento Limpo) e investigar se eles são barreiras para o desenvolvimento do projeto, e se podem afetar a eficiência de projetos já implantados. Mais especificamente, foram analisadas as variáveis que afetam as diferenças entre as reduções de emissões estimadas nos projetos de MDL e as reduções realmente verificadas (Sucesso de Redução - SR), depois do projeto implantado e monitorado. A fim de cumprir esse objetivo, esta pesquisa contou com levantamento de dados secundários relativos aos projetos de MDL realizados em todo o mundo, e dados primários relativos aos projetos brasileiros de MDL. A análise das informações mostrou que os países mais relevantes em número de projetos são Índia, China, Brasil, mas este ranking se altera dependendo da variável analisada (por exemplo, volume de emissão reduzida ou estimada). Os setores mais relevantes em volume de redução são de HFC, N2O, mas este perfil se altera quando analisado o número de projetos, ficando em primeiro lugar biomassa, hidroelétrica e energia eólica. Em relação ao SR, a maior parte dos projetos não apresenta eficiência satisfatória. No entanto, em volume de reduções a maior parte dos projetos cumpre mais que 91% de SR. Os setores mundiais mais eficientes são N2O e HFC (Brasil N2O e troca de energia fóssil), e os setores de resíduos sólidos e agricultura (Brasil, agricultura e resíduos sólidos) são os menos eficientes. Finalmente, esta pesquisa conclui que custos de transação afetam o sucesso da redução de MDL, e os mais importantes são os custos ex-ante, resultantes de problemas de falhas de informação (como, por exemplo, problemas com as organizações que intermedeiam o processo dos MDLs) e problemas de mensuração (problemas relacionados com metodologias dos MDLs).
Based on the New Institutional Economics, the focus of this research was to identify transaction costs in CDM projects (Clean Development Mechanism) and investigate if they can affect project efficiency, and also if they create project development barriers. More specifically, this research analyzed the variables that could affect the differences between CDM estimated emission reduction projects and actual reductions obtained (Reduction Success - RS) after the project has been implemented and monitored. To fulfill this goal, this research included a secondary global CDM projects data survey, and primary data survey related to Brazilian CDM projects. Data analysis showed that the most important countries in terms of number of projects are India, China, Brazil, but depending on the variable analyzed (for instance, emission reduction volume) this ranking could change. The most relevant sectors in emission reduction volume were HFCs, N2O, but this would change when we analyze number of projects, where biomass would come first, followed by hydroelectric and wind energy. When considering RS, most projects do not show satisfactory performance. However, in terms of emission reductions amount, most of the projects achieve more than 91% RS. The most efficient sectors in the world are HFC and N2O (in Brazil, N2O and fossil fuel), and the least efficient sectors are solid waste and agriculture (in Brazil, agriculture and solid waste). Finally, this research concludes that transaction costs affect the success of CDM reductions, and the most relevant are ex-ante costs, resulting from information problem gaps (these problems relate to parties involved in the CDM process) and measurement problems (CDM methodologies).

Abstract:
The present study offers an in-depth examination of the institutional framework within which money operated as an economic agent in the Roman empire. Analyses focus on Classical Roman Law as reflected in the writings of Roman jurists from the second and early-third centuries CE. The legal sources are augmented by documentary materials, which give independent, albeit sporadic, evidence for actual practice. The thesis follows current trends in economic history to adopt approaches advanced by New Institutional Economics (NIE), while generally accepting Keynesian claims for the endogenous nature of money. Its innovative contribution is in suggesting a complexity-oriented approach to modelling the behaviour of money in the Roman empire; seeing money as a complex economic phenomenon, i.e. as a diverse and manifold apparatus which allows for new patterns of activity to be created by individuals, who self-adjust their use of it to the continuously evolving system in which they operate. The thesis is divided into four parts. The first is introductory. The second concerns the legal institutional framework for economic interaction; with discussions generally organised according to Roman legal categorisation, and considers developments in the role allocated to money in legal definitions for exchange transaction. The third part examines two study-cases of money-related institutions, namely, the instrument of interest, and interest-bearing deposits, demonstrating how money stimulated the interconnected dynamics within and between legal traditions operating under Roman regime. The fourth and last part is dedicated to a more general analysis of the complex nature of Roman money, attempting to model the historical example of Roman money with the help of complexity-oriented visualisations.

Recent work has focused on analysing whether competitive advantages can be sustainable in a hypercompetitive context. Extant literature, which analysed emerging economies, found that the development of the institutional context contributes to creating hypercompetitive conditions. In this study was recognized the importance of these researches to the strategic management field but instead of focusing the attention on emerging countries, was considered necessary to take a broader spectrum as an object of study with countries that differ in their characteristics. This research also used a different methodology from the studies taken as a reference as the one made by Hermelo e Vassolo (2010) that focus its attention in developing countries, analysing the effect of institutions and hypercompetitive environments in the sustainability of competitive advantages. This research complemented those previous researches including data from firms in both, developing and developed countries to determine the difference in persistent superior economic performance over time between them, with the idea of showing how the environment is not only a key factor but also a main component in the development of competitive advantages. Using the Kolmogorov Smirnov test and the Propensity score matching to reduce bias, issues of sustainable competitive advantage and the effects of the institutional context in developed and developing countries was addressed, being careful with the comparison since their given differences might bring erroneous results. The empirical results support the proposition that there is a significant difference in superior economic performance and persistent superior economic performance sustainability between firms in countries with economic differences. Considering that this study focus on institutions and recognizing the importance they have in society and economic growth, studying them can help to determine how superior economic performance and persistent superior economic performance could be achieved with institution stability and favorable macroeconomic factors. An important contribution of this work is that it uses other theories related to the competitive advantages and connects the macroeconomic and institutional environment, with the purpose of comparing countries with different realities by statistical tests, giving answer to the formulated hypothesis.
Pesquisas recentes tem se concentrado em analisar se as vantagens competitivas podem ser sustentáveis em um contexto hipercompetitivo. Literatura existente que tem analisado economias emergentes descobriu que o desenvolvimento do contexto institucional contribui para a criação de condições hipercompetitivas. Reconhecendo a importância dessas pesquisas no campo da gestão estratégica, mas ao invés de concentrar a atenção em países emergentes, este trabalho considera crucial ter um espectro mais amplo como objeto de estudo com países que diferem em suas características. Nesta pesquisa foi usada uma metodologia diferente dos estudos que foram tomados como referência para o trabalho, como a feita por Hermelo e Vassolo (2010) que centraram a sua atenção nos países em desenvolvimento analisando o efeito das instituições e os ambientes hipercompetitivos na sustentabilidade das vantagens competitivas. As pesquisas anteriores foram complementadas incluindo dados de empresas em países em desenvolvimento e desenvolvidos, isto para determinar a diferença de desempenho econômico superior persistente ao longo do tempo entre eles com a ideia de mostrar como o meio ambiente não é apenas um fator-chave, mas também um componente principal no desenvolvimento de vantagens competitivas. Usando o test Kolmogorov Smirnov e o Propensity Score Matching para reduzir viés, as questões de vantagem competitiva sustentável e os efeitos do contexto institucional foram analisados, tomando cuidado com a comparação uma vez que as suas diferenças podem trazer resultados incorretos. Os resultados empíricos sustentam a tese de que há uma diferença significativa no desempenho econômico superior e sua sustentabilidade entre as empresas em países com essas diferenças. Considerando-se que o foco de estudo está nas instituições e reconhecendo a importância que elas têm na sociedade e crescimento econômico, estudá-las pode nos ajudar a determinar como o desempenho economico superior e o desempenho economico superior persistente poderiam ser alcançados com a estabilidade das instituições e fatores macroeconômicos favoráveis. Uma contribuição importante deste trabalho é que ele usa outras teorias relacionadas com as vantagens competitivas e as relaciona com o entorno macroeconomico e institucional com o proposito de comparar países com realidades muito diferentes através de testes estatísticos que dão uma resposta à hipótese formulada.

ENGLISH ABSTRACT: In recent years, so-called "anti-globalisation" protesters have become an expected, though to many an unwelcome feature at almost all meetings of international institutions and at intergovernmental summits. The protesters are usually portrayed as senselessly violent anarchists, ridiculed in the media as eccentrics and outsiders, while academics have as yet paid them little or no attention. This study attempts to determine whether the predominantly negative perception of the protesters is justified, or whether there is some merit to their concerns. The vague umbrella term anti-globalisation protesters tends to disguise the fact that many different and diverse groups are involved in the protest. Elements of social movement studies are drawn upon to structure the analysis of a number of groups that are represented on occasions of protest. The analysis reveals that the protests are well-organised, active in international networks, and rely very much on the internet to co-ordinate their efforts. From the perspective of social movement studies, the anti-globalisation league represents an interesting new phenomenon. This is due to its simultaneous presence in a multitude of countries, as well as its non-state focus. Effectively, the movement transcends state boundaries and state structures. The changing face of international politics is at the root of the formation of the antiglobalisation movement. A perceived loss of sovereignty and increased international multilateral co-operation has reduced the effectiveness of domestic and state-based campaigning and created an opportunity, if not the necessity, to form transnational groups that have international institutions as their focal point of protest. It is submitted that the movement may be a source for unconventional ideas that could go some way in addressing various problems related to the ever-advancing process of globalisation. This may be accomplished by way of greater formalisation of the movement, and possibly with support from other prominent voices who are not anti-globalisation activists as such, yet in essence share many of the concerns of the protesters. In this way, the anti-globalisation movement could develop into a credible entity to complement the functioning of existing international institutions.
AFRIKAANSE OPSOMMING: Protes aksies teen globalisering is gedurende die laaste paar jare 'n bekende, maar nie noodwendig 'n welkome verskynsel by feitlik alle vergaderings van internasionale organisasies en staatsberade. In die algemeen word die protesteerders beskou as gewelddadige anargiste, en word hulle in die pers as eienaardige buitestaanders beskryf. Academici het tot dusver ook nie veel aandag aan hierdie verskynsel bestee nie. Die doel van hierdie studie is om vas te stelof die meestal negatiewe opvattings van deelname in aktiewe protes teen globalisering geregverdig is. Die besware van die aktiviste is dalk realisties en nie ongegrond nie. Die vae begrip van anti-globalisering protesteerders is misleidend, omdat dit die groot aantal verskillende groepe tydens die protesaksies verberg. Beginsels van sosiale bewegingsstudies is geraadpleeg om die analise van verskeie groepe wat by protesaksies teenwoordig is, te struktureer. Hierdie analise wys dat die deelnemers aan protesaksies goed georganiseerd is, en dat hulle baie aktief is in internasionale netwerke, en hoofsaaklik op die internet staat maak om hulle bedrywighede te koordineer. Vanuit die standpunt van sosiale bewegingsstudies is die anti-globalisering aksie 'n baie interessante verskynsel omdat die beweging in baie lande teenwoordig is, en omdat dit nie staatsentries is nie. Staatsgrense en tradisionele staatstruktuure word dus oorskry. Veranderinge in die internasionale politieke arena is beslis die rede vir die vorming van die anti-globaliseringsbeweging. O desenvolvimento deve ser interpretado como um processo de transformação institucional, que envolve uma articulação entre as diversas instituições sociais (economia, política, cultura e história) e organizações (actores sociais), ou seja, estamos perante um sistema complexo, o que exclui uma abordagem do tipo atomizado. Assim, nos casos em que os Estados não apresentam uma homogeneidade política e geográfica, estando distantes das populações, um desenvolvimento integrado do tipo "dialogante" pode apresentar bons resultados. Este tipo de "Desenvolvimento Dialogante" deverá garantir a robustez das instituições locais (emanadas da cultura) integradas num contexto de Estado nacional, cujas instituições centrais também deverão ser reforçadas. A forma de garantir uma apropriação do Estado pela burocracia é a de garantir que as preferências, geradas endogenamente, são materializas através de um esquema político de democracia participativa. Por fim, deverá estar sempre presente que o Homem é o centro do desenvolvimento, pelo que os direitos consagrados pela Declaração dos Direitos Humanos deverão estar sempre presentes como o meio e o fim deste processo. Development is a process of institutional change involving the whole social institutions (economics, politics, culture and history) and organizations (social players) that can be interpreted as a complex system, which excludes any type of atomised approach. For weak States, that are politically and regionally heterogeneous, the "dialoguing" type of development process can lead to good results. Local institutions (informal) resulting from local culture should be enhanced but always within a context of enhancing also the central formal institutions (the State). A way of avoid rent seeking kind of procedures is, assuring endogenous preferences, though politicai mechanisms of participatory democracy. Last, but not least, development should always be focused on Man so that the human rights granted on the Universal Declaration of Human Rights should be the used as the best proxy for development both in term of means and end. The theoretical framework used is the New Institutional Economics.

Las capacidades dinámicas son elementos vitales en el emprendimiento y el desarrollo económico debido a sus efectos favorables en el desempeño de las empresas. Sin embargo, las capacidades dinámicas se han estudiado en su mayoría considerando un ángulo organizativo. En consecuencia, los académicos han mostrado interés en comprender este fenómeno, principalmente entre empresas multinacionales o grandes empresas. El objetivo principal de esta investigación es examinar los antecedentes y las consecuencias de las capacidades dinámicas en nuevas empresas dentro de un contexto internacional. Las metodologías aplicadas son cuantitativas y las técnicas estadísticas incluidas en esta tesis son análisis de regresión múltiple y datos de panel, utilizando principalmente datos de Global Entrepreneurship Monitor. Esta base de datos se complementa con otras, como el Fondo Monetario Internacional, los Indicadores de Desarrollo Mundial del Banco Mundial, los Indicadores de Gobernanza Mundial y la Encuesta de Innovación Comunitaria de Eurostat. Desde el punto de vista conceptual, la investigación se enmarca en la teoría de las capacidades dinámicas, la teoría del capital humano, la teoría basada en los recursos, la teoría de la economía institucional y la teoría de la innovación abierta. Los principales hallazgos muestran la evolución de la investigación de capacidades dinámicas y sugerencias para futuras investigaciones; los antecedentes de las capacidades dinámicas; el entorno institucional que afecta a las capacidades dinámicas; el efecto de la innovación abierta en las capacidades dinámicas; y el efecto de las capacidades dinámicas sobre la competitividad. Además, diversos efectos moderadores de las instituciones formales e informales llaman la atención de esta investigación. Así mismo, los resultados apoyan la relación entre capacidades dinámicas y competitividad. Del mismo modo, las contribuciones de esta tesis son en términos de avanzar en el conocimiento de las capacidades dinámicas en nuevas empresas, vinculándolas con el campo del emprendimiento y realizando investigaciones empíricas dentro de un contexto internacional. Específicamente, los hallazgos de la tesis sugieren emprender una investigación adicional con respecto a los antecedentes y las consecuencias de las capacidades dinámicas en nuevas empresas y PYMEs en un contexto internacional. Además, se encontró que las instituciones formales e informales influyen en las capacidades dinámicas (capacidades de emprendimiento) en nuevas empresas. Adicionalmente, la relación entre las instituciones formales y DC (capacidades de emprendimiento) se fortalece cuando las instituciones informales actúan como moderadores. Además, los hallazgos determinan que el capital humano y las instituciones formales influyen en DC (capacidades de detección) en nuevas empresas. Más aún, se observó que la influencia del capital humano sobre el DC (capacidades de detección) es más fuerte cuando las instituciones formales se presentan como moderadores. De la misma manera, los resultados indicaron que el capital humano y las instituciones informales tienen una relación directa con DC (capacidades de aprendizaje) en nuevas empresas. De manera similar, las relaciones indirectas más fuertes entre el capital humano y el DC (capacidades de aprendizaje) se identificaron cuando fueron moderadas por instituciones informales. Por lo demás, los hallazgos expusieron que las capacidades de aprendizaje influyen negativamente en DC (capacidades de detección). En consecuencia, la relación entre las capacidades de aprendizaje y las capacidades de detección se fortalece cuando las instituciones informales moderan la relación. Adicionalmente, los resultados establecieron que los DC (capacidades de detección) tienen una influencia positiva en la competitividad. Asimismo, encontramos un efecto moderador de la eficacia del gobierno de la institución formal en la relación entre DC (capacidades de detección) y la competitividad. Finalmente, desde el punto de vista de los formuladores de políticas, los resultados podrían ser útiles para las políticas gubernamentales que apoyan la mejora de las capacidades dinámicas en nuevas empresas. Además, desde el punto de vista de los profesionales, los empresarios que desarrollan nuevas empresas podrían beneficiarse del conocimiento que destaca la moderación de las instituciones formales e informales.
Dynamic capabilities are vital elements in entrepreneurship and economic development due to their favorable effects on the performance of firms. However, dynamic capabilities have been mostly studied considering an organizational angle. Consequently, scholars have shown interest in understanding this phenomenon mainly among multinational enterprises or large businesses. The main objective of this investigation is to examine the antecedents and consequences of dynamic capabilities in new ventures within an international context. The methodologies applied are quantitative and the statistical techniques included in this thesis are multi-regression analysis and panel data, using mainly Global Entrepreneurship Monitor data. This data base is complemented by others, such as the International Monetary Fund, the World Bank’s World Development Indicators, Worldwide Governance Indicators, and the Eurostat Community Innovation Survey. From the conceptual point of view, the investigation is framed in the dynamic capabilities theory, the human capital theory, the resource-based theory, the institutional economics theory, and the open innovation theory. The main findings show the evolution of dynamic capabilities research and suggestions for future research; the antecedents of dynamic capabilities; the institutional environment that affects dynamic capabilities; the effect of open innovation on dynamic capabilities; and the effect of dynamic capabilities on competitiveness. Additionally, various moderating effects of formal and informal institutions draw the attention of this research. In addition, the results support the relationship between dynamic capabilities and competitiveness. Likewise, the contributions of this thesis are in terms of advancing the knowledge of dynamic capabilities in new ventures, by linking them with the entrepreneurship field and by conducting empirical research within an international context. Specifically, the findings of the thesis suggest undertaking further investigation regarding antecedents and consequences of the dynamic capabilities in new ventures and SMEs in an international context. Also, it was found that formal and informal institutions influence dynamic capabilities (entrepreneurial capabilities) in new ventures. Besides, the relationship between formal institutions and DC (entrepreneurial capabilities) is strengthened when informal institutions act as moderators. Furthermore, the findings determine that human capital and formal institutions influence DC (sensing capabilities) in new ventures. Moreover, it was observed that the influence of human capital over DC (sensing capabilities) is stronger when formal institutions are introduced as moderators. In the same way, the results indicated, that human capital and informal institutions have a direct relationship with DC (learning capabilities) in new ventures. Similarly, indirect stronger relationships between human capital and DC (learning capabilities) were identified when moderated by informal institutions. In addition, the findings exposed that learning capabilities negatively influence DC (sensing capabilities). Correspondingly, the relationship between learning capabilities and sensing capabilities become stronger when informal institutions moderate the relationship. Furthermore, the results established that DC (sensing capabilities) have a positive influence on competitiveness. Likewise, we find a moderating effect of the formal institution government effectiveness in the relationship between DC (sensing capabilities) and competitiveness. Moreover, from a policymaker point of view, the results could be helpful to government policies that support the enhancement of dynamic capabilities in new ventures. Furthermore, from a practitioner point of view, entrepreneurs developing new ventures could benefit from the knowledge that highlights moderations of formal and informal institutions.

ENGLISH ABSTRACT: Constant and aggressive change is a characteristic that has shaped our present day life and occurs at all levels of society. In a new South Africa, an entrepreneurial approach has become a means of survival. Modern day South Africans have been compelled to adopt an innovative and entrepreneurial mindset in order to function optimally. For the higher education sector, this has meant the commercialisation of many aspects of their operations due to yearly cuts in subsidy allocations. Stellenbosch University is not exempt from this and is also affected by these cuts. The goal of this study is therefore to provide an internationally researched conceptual model and process for commercialising academic research at Stellenbosch University. This will require the adoption of an entrepreneurial mindset which views research differently from its traditional mode. By moving away from an academic view of research, new partnerships, opportunities and outcomes become possible, from which new revenue avenues could be opened. The question arises as to what technological innovations are likely to result in commercial success and what route should a university then take to successfully commercialise their research findings? Finding practical answers to these questions could provide a platform from which a university can make accurate and timely decisions with regards to the commercialisation of its academic research. Accurate decision-making is therefore an essential tool in the management of this process. Commercialisation is not viable without first creating an innovative mindset and platform. These cannot be created without first understanding the concept of newness. Consistent newness requires continuous innovation, from which academic entrepreneurship then stems. The successful commercialisation of this entrepreneurship can then be understood by considering the various concepts and basic components involved in commercialisation. A broad look at literature provided the basis for this platform from which a model could then be constructed. In constructing the model, the key components were first identified. Secondly, a brief look at four different commercialsiation models provided an overview of the thought pattems involved in such a process. The synthesis of these components and models culminated in a conceptual model for commercialisation within the Stellenbosch University environment. This model included the tangible and intangible side of commercialisation, incorporating organisational mindset, attitudes and culture.
AFRIKAANSE OPSOMMING: Konstante en omvattende verandering is 'n kenmerk van die eietydse samelewing en raak alle sosiale vlakke. 'n Entrepreneuriese benadering het in die nuwe Suid-Afrika 'n middel tot oorlewing geword. Eietydse Suid-Afrikaners word genoodsaak om innoverend en ondernemend te wees ten einde optimaal te kan funksioneer. Dit impliseer dat tersiere instellings byvoorbeeld baie van hul bedrywighede moet kommersialiseer, weens toenemende besnoeiings in subsidiering. Die Universiteit van Stellenbosch word insgelyks deur hierdie besnoeiings geraak. Die doel van hierdie studie is die ontwerp van 'n konsepsuele model en proses vir kommersialisering van akademiese navorsing vir die Universiteit van Stellenbosch, gebaseer op internasionale navorsing. Considering the growing importance of scientific knowledge for technological progress of companies, there is an important role played by universities. In this paper, the importance of the relationship between innovations and institutions in the interaction between universities and firms are analyzed through the framework of Evolutionary Economics and New Institutional Economics. The main models of university-industry interaction and its impact on scientific and technological policies in Brazil are presented, further an analysis of the Law of Innovation. The interaction between universities and companies in Brazil are analyzed using information from the directory of groups of CNPq and from the IBGE`s Industrial Research of Technological Innovation (Pintec). For empirical evidence of the study, are analyzed the Núcleo de Excelência em Estruturas Metálicas e Mistas (NEXEM), the result of partnership between the Federal University of Espirito Santo (UFES) and Companhia Siderurgica de Tubarão (CST).
Tendo em vista a crescente importância do conhecimento científico para o progresso tecnológico das firmas, observa-se o importante papel desempenhado pelas universidades. Neste trabalho, procura-se analisar a importância da relação entre inovações e instituições na interação entre universidades e empresas por meio dos arcabouços da Economia Evolucionista e da Nova Economia Institucional. São apresentados os principais modelos de interação universidade-empresa e suas repercussões nas políticas científicas e tecnológicas do Brasil, além de uma análise da Lei de Inovação. A interação entre universidades e empresas no Brasil é analisada por meio das informações do Diretório de Grupos do CNPq e da Pesquisa Industrial de Inovação Tecnológica (Pintec), do IBGE. This paper describes a study on the evolution of contracts used in transactions between orange producers and the processing industry. Its goal is to analyze changes in contracts signed from 1978 to 2004, and to establish the influence of the institutional environment. Three distinct types of contract were identified in the citric network, all of them related to the orange market: fixed price contracts, standard contracts and post-standard contract contracts. Many changes occurred in this period, the most important of which were associated with the tendency of moving from standard contracts to post-standard-contract contracts. In this research, an analysis was made of specific variables in contractual clauses, and how these parameters depended on the company assets, including building infra-structures, dedicated assets and human resources. In this context, the paper indicates the main changes in the variables and in its causes, according to the institutional and/or strategic environment of the industries. Among those changes, it is possible to emphasize the harvest responsibility and fruit transportation, quality standards required by the processing industry, extended contractual relationships (two harvests or more), price and payment policy.
Este trabalho apresenta um estudo sobre a evolução dos contratos como instrumento de comercialização entre citricultores e a indústria processadora. O objetivo é analisar as mudanças contratuais mais notórias de 1978 a 2004, e determinar as influências do ambiente institucional. Identificam-se três fases distintas dentro do setor citrícola, sendo todas elas relacionadas com a forma de comercialização da laranja: contratos a preço fixo, contratos padrão e contratos pós-contratos padrão. Várias mudanças foram identificadas, algumas mais relevantes que outras. As maiores influências do ambiente institucional encontram-se na transição do contrato padrão para o contrato pós-contrato padrão. Nesta pesquisa as variáveis específicas são usadas como forma de análise para referenciar cláusulas contratuais. Essas variáveis empregadas são analisadas sob o grau de influência da especificidade dos ativos, sendo eles, físico, dedicados, locacional, temporal e humano. Neste contexto, o trabalho aponta as principais mudanças nas variáveis e suas respectivas causas, seja sob o ponto de vista do ambiente institucional e/ou estratégico das indústrias. Entre as mudanças mais significativas, podemos destacar a responsabilidade de colheita e transporte de frutas, os padrões de qualidade exigidos pela indústria processadora, relação contratual estendida (duas ou mais safras) e políticas de preços e pagamentos.

O tema referente ao aumento das exportações vem ganhando importância para o comércio exterior brasileiro. Desde 2003 as exportações brasileiras têm apresentado resultados recordes e o saldo da balança comercial acompanha este resultado. Entretanto, as exportações brasileiras tornam-se inexpressivas se comparadas às exportações que ocorrem no mundo, pois elas representam somente pouco mais de 1% das exportações mundiais. Um dos fatores responsáveis por este resultado seria a incidência de barreiras comerciais aos produtos brasileiros exportados, uma vez que estas barreiras aumentam os custos das transações envolvidos nos processos de exportações e são capazes de torná-los inviáveis. Assim, este trabalho possui como objetivo principal utilizar a abordagem da nova economia institucional (NEI) para analisar o desempenho de alguns dos principais produtos da pauta exportadora brasileira considerando a incidência de barreiras comerciais européias sobre eles. Para atingir este objetivo, faz-se necessário levantar as barreiras comerciais impostas pela União Européia, principal parceiro comercial do Brasil, aos produtos brasileiros e mostrar quais os possíveis reflexos que estas barreiras representam ao comportamento do comércio exterior brasileiro.
The subject that refers to the increase of the exports has been becoming an important issue to the brazilian international business. The brazilian exports have been showing an excellent performance since 2003 and the balance of trade imitates this result. However, the brazilian exports become insignificant when are compared to all exports that occur in the world, because they represent only around 1% of the global exports. One of the factors responsible for this result is the incidence of international trade barriers on brazilian exports, because these barriers increase the transaction costs involved in the export process and can discourage business. Therefore, the main objective of this research is to use the new institutional economics approach to analyze the performance of some of the most important products exported by Brazil considering the incidence of european trade barriers on them. To reach this aim, it is needed to show the trade barriers imposed by the European Union on brazilian exports and point the possible reflexes that these barriers represent to the brazilian international business. European Union represents the most important business partner of Brazil.

Desde o final dos anos 2000, impulsionado pelo boom dos preços das commodities, o movimento de aquisição de terras por estrangeiros tem se acentuado nos países em desenvolvimento. Este estudo pretende responder quais são os condicionantes que determinam os Investimentos Externos Diretos (IED) em terras em alguns países e não em outros. Em termos teóricos, a abordagem da Nova Economia Institucional (NEI) argumenta que as instituições são importantes para as estratégias dos agentes econômicos e para o seu desempenho (NORTH, 1990). Já a Teoria Baseada em Recursos (TBR) afirma que os recursos são determinantes para a criação de rendas econômicas, por seu pontencial de gerarem vantagens competitivas (BARNEY, CLARK, 2007). Tendo em vista essas abordagens, esse estudo tem como hipótese que o ambiente institucional e a presença de recursos estratégicos influenciam o nível de Investimento Externo Direto em aquisição de terras nos países em desenvolvimento. Utilizando-se de análise estatística qualitativa comparativa e quantitativa verifica-se a relação entre o nível de IED aplicado nos países receptores, tendo em vista os seguintes condicionantes: direito de propriedade; nível de corrupção; liberdade de investimento; disponibilidade de terra agricultutável; e produtividade da terra. Para tanto, foram usados dados secundários de organizações internacionais, tais como: Food and Agriculture Organization (FAO), Banco Mundial; Conferência das Nações Unidas sobre Comércio e Desenvolvimento (UNCTAD); Organização para a Cooperação e Desenvolvimento Econômico (OCDE) e Heritage Foundation - Wall Street Journal. Realizou-se também estudos mais aprofundados em dois países - Moçambique e Brasil - que vêm sendo escolhidos pelos investidores externos. Por fim, concluiu-se que o padrão de investimento nos países em desenvolvimento leva em conta, fundamentalmente, a garantia de direitos de propriedade e a diminuição da disponibilidade de terras nas localidades alvo de aplicações, mostrando que tanto a literatura institucional quanto a de recursos são relevantes na decisão de investimento, porém algumas de suas dimensões são mais importantes que outras.
Since the late 2000s, driven by boom of commodity prices, the movement of land acquisition by foreigners has been growing in developing countries. This study aims to answer what are the conditions that determine foreigndirect investment (FDI) in land in some countries and not in others. In theoretical terms, the approach of New Institutional Economics (NIE) argue that institutions are important to strategies of economic agents and their performance (NORTH, 1990). Resource-Based Theory (RBT) states that the resources are crucial to the creation of rents, by its pontencial of generating competitive advantages (BARNEY, CLARK, 2007). Given these approaches, this study has been hypothesized that the institutional environment and the presence of strategic resources influence the level of Foreign Direct Investment on land acquisition in developing countries. Using statistical qualitative comparison analysis and quantitative will be checked the relationship between the applied level of FDI in host countries, taking into consideration the following factors: property rights; level of corruption; investment freedom; avaiability of soil for agriculture use; and land pproductivity. Thus, we used secondary data from international organizations such as: Food and Agriculture Organization (FAO), World Bank, United Nations Conference on Trade and Development (UNCTAD), Organization for Economic Co-operation and development (OECD) and Heritage Foundation - Wall Street Journal. We also conducted further studies in two countries - Mozambique and Brazil - which has been choosed by foreign investors. Finnaly, it was concluded that the pattern of investment in developing countries, takes into account primarily the security of property rights and the decrease availability of land in the targeted locations of aplications , showing that both the institutional literature, as resources literature are relevant in the investment decision, but some of its dimensions are more important than others.

[EN] The aim of this thesis is to analyze how farmer-managed systems adapt to the changes related to the integration of new water resources and drip irrigation technologies. Chapters two and three study the operating principles for water management. These principles, when applied by farmers as collective rules, result in interactions that create equity on water rights and transparency. The study area includes the irrigation system of the Huerta of Valencia (Spain). This system, well known internationally, has traditionally used surface water from the Turia River. Though recently, the use of groundwater and treated wastewater have been integrated with surface water. In this context, the analysis evolves around the subject of how the rules, developed for the sharing of surface water, have been adapted for conjunctive use of these new water resources. In addition, attention is also placed on how this process was crucial for the management of the 2005 - 2008 drought period. Results show that the operating principles, based in the proportionality and uniformity on irrigation frequency between users, underlie a system of distribution that is equitable, transparent and robust. In addition, the use of drought emergency wells and the reuse of treated wastewater have not resulted in any important conflict. These resources are used together with surface water during drought periods, increasing the guarantee of supply. However, treated wastewater use affects the uniformity on irrigation frequency among Water User Associations. Besides, Groundwater User Associations overlap in irrigated surface, farmers and infrastructure with Water User Associations using surface water. This situation results in informal conjunctive, a strategy that seems effective to deal with drought. Chapter four analyses the conversion to drip irrigation, an important technological transformation. In order to do that, institutional and management changes are examined. The cases studied are the Acequia Real del Júcar, the Júcar-Turia Channel and the General Community of Irrigators of Vall d'Uixó. At Water User Association level a centralization of managment has been observed (in the irrigation network, water resources managment and the merging of preexisting associations). In addition, the reasons to convert, the advantages, disadvantages and the satisfaction of users are also assessed. Besides, the work examines some aspects of how users adapt the use of irrigation and fertigation technology to their needs, diverging in some cases from the initial criteria of design. Chapter five discusses and compares the implications of the previous chapters. Some aspects of irrigation management and governance are assessed in a more detailed manner for the case of gravity irrigation Water Users Associations. In addition, the changes related to the introduction of drip irrigation technologies and new water resources are further compared In conclusion, the thesis reflects on current water policy dilemmas, focusing in currently prevailing water policy measures in the Valencia region, but also at world level: drip irrigation implementation, reuse of treated water and conjunctive use of groundwater and surface water. This allows identifying and comparing local aspects that influence the adoption and adaptation of new technologies and the integration of new water sources. Considering these features in irrigation policy would increase the efficacy of traditional solutions. Including these perspectives would also help to adapt new solutions to collective water and irrigation management settings characterized by significant complexity.
[ES] Este proyecto de tesis tiene por objetivo analizar cómo la gestión comunitaria del riego se adapta a los cambios relacionados con la integración de nuevos recursos hídricos y tecnologías de riego localizado. Los capítulos dos y tres estudian los principios de operación para la gestión del agua. Estos principios, cuando son aplicados por los agricultores como reglas de gestión colectiva, resultan en interacciones que crean equidad entre derechos de agua y transparencia. La zona de estudio comprende el sistema de riego de la Huerta de Valencia (España), un sistema de riego conocido a nivel mundial que tradicionalmente ha utilizado los recursos superficiales del río Turia, pero que recientemente ha integrado el uso de aguas subterráneas y aguas residuales tratadas. En este marco se analiza cómo estas normas, desarrolladas sobre la base de la gestión de los recursos superficiales, se han adaptado para el uso conjunto de estos nuevos recursos y cómo este proceso ha sido crucial para la gestión del periodo de sequía ocurrido entre 2005 y 2008. Los resultados indican que los principios operativos subyacentes, basados en la proporcionalidad y la uniformidad de la frecuencia de riego entre los usuarios, son el fundamento de un sistema de reparto equitativo, transparente y robusto. Además, el uso de pozos de emergencia de sequía o de aguas residuales tratadas no ha sido fuente de conflicto, pues se utilizan durante el periodo de sequía como un recurso adicional junto con el riego de aguas superficiales, aumentando la garantía de abastecimiento. No obstante, el uso de agua depurada afecta a la uniformidad de la frecuencia de riego entre comunidades. Por otro lado las asociaciones de riego con aguas subterráneas se solapan con las comunidades de regantes y, aunque son diferentes organizaciones, comparten en gran medida superficie regable, regantes e infraestructura, resultando en un uso conjunto informal, lo que parece una estrategia efectiva de adaptación a la sequía. En el capítulo cuatro, se analiza la conversión a riego localizado, una transformación tecnológica significativa. Para ello, se examinan los cambios institucionales y de gestión. El ámbito del trabajo es la Acequia Real del Júcar, el Canal-Júcar Turia y la Comunidad General de Regantes de Vall d'Uixó. A escala de comunidad de regantes, se ha observado una transformación hacia una gestión más centralizada (de la red de riego, de los diferentes recursos hídricos y fusión de organizaciones preexistentes). Además, se centra la atención en las razones para la conversión, los pros, los contras y la satisfacción de los usuarios. También se examinan aspectos de cómo los usuarios adaptan el uso de la tecnología de riego y fertirrigación a sus necesidades, divergiendo en algunos casos del criterio de diseño inicial. En el capítulo cinco se discuten y comparan las implicaciones de los capítulos anteriores. Algunos aspectos de la gestión y gobernanza del riego se analizan de una manera más detallada para el caso de las comunidades de regantes con riego por gravedad. En conclusión, esta tesis reflexiona sobre los dilemas actuales de la gestión del agua, centrándose en las medidas que actualmente predominan en Valencia, pero también a nivel mundial: la implementación del riego localizado, la reutilización de aguas residuales tratadas y el uso conjunto de los recursos superficiales y subterráneos. Esto permite identificar y comparar aspectos locales que influyen en la adopción y adaptación de nuevas tecnologías y la integración de recursos hídricos. Tenerlos en cuenta en las políticas de regadío puede aumentar la eficacia de las soluciones tradicionales, ayudando a adaptar nuevas soluciones a ámbitos de la gestión colectiva del agua y del riego caracterizados por una elevada complejidad.
[CAT] El projecte de tesi té per objectiu analitzar com la gestió comunitària del reg s'adapta als canvis relacionats amb la integració de nous recursos hídrics i les tecnologies de reg per degoteig. Els capítols dos i tres estudien els principis d'operació per a la gestió de l'aigua. Aquests principis, quan són aplicats pels llauradors com a regles de gestió col¿lectiva, resulten en interaccions que creen equitat entre drets d'aigua i transparència. La zona d'estudi comprén el sistema de reg de l'Horta de València (Espanya), un sistema de reg de renom internacional que tradicionalment ha utilitzat recursos superficials del riu Túria. Però, recentment ha integrat la utilització d'aigües subterrànies i aigües residuals tractades. En aquest marc, s'analitza com les normes, desenvolupades en base a la gestió dels recursos superficials, s'han adaptat a la utilització conjunta dels nous recursos i com aquest procés ha estat crucial per a la gestió de la sequera que va tindre lloc entre 2005 i 2008. Els resultats indiquen que els principis operatius subjacents, basats en la proporcionalitat i la uniformitat en la freqüència de reg entre els usuaris, són el fonament d'un sistema de repartiment equitatiu, transparent i robust. A més a més, l'ús de pous de sequera o la reutilització d'aigües residuals tractades no ha estat cap font de conflicte, ja que s'utilitzen durant els períodes de sequera com un recurs addicional juntament amb les aigües superficials, augmentant-ne la garantia d'abastiment. No obstant això, l'ús d'aigües depurades tractades afecta la uniformitat en la freqüència de reg entre comunitats. D'altra banda, les associacions de reg amb aigües subterrànies se solapen amb les comunitats de regants i, tot i que són diferents organitzacions, comparteixen en gran mesura superfície regable, regants i infraestructura. Això genera una utilització conjunta informal que sembla una estratègia eficaç d'adaptació a la sequera. En el capítol quatre s'analitza la conversió a reg per degoteig, una transformació tecnològica significativa. Per aquest motiu, s'examinen els canvis institucionals en l'organització i la gestió derivats de la implementació de reg per degoteig. L'àmbit del treball es la Séquia Reial del Xúquer, el canal Xúquer-Túria i la Comunitat General de Regants de Vall d'Uixó. A escala de comunitat de regants s'ha observat una transformació vers una gestió més centralitzada (de la xarxa de reg, dels diferents recursos hídrics i fusió d'organitzacions preexistents). A més a més, es posa l'atenció en les raons dels llauradors per a prendre aquesta decisió, i s'estudien els pros, els contres i la satisfacció dels usuaris. També s'examinen aspectes de com els usuaris adapten la utilització de la tecnologia del reg i fertirrigació a les necessitats que tenen, cosa que divergeix en alguns casos del criteri de disseny inicial. En el capítol cinc es discuteixen i comparen les implicacions dels capítols precedents. Alguns aspectes de la gestió i governança del reg s'analitzen de una manera més detallada per al cas de les comunitats de regants amb reg per gravetat. En conclusió, la tesi reflexiona sobre els dilemes actuals de la gestió de l'aigua, i posa l'atenció en les mesures que predominen actualment en València, però també a escala mundial: la implementació del reg per degoteig, la reutilització d'aigües depurades tractades i la utilització conjunta de recursos superficials i subterranis. Això permet identificar aspectes que influeixen en l'adaptació i l'adopció de noves tecnologies i en la integració de nous recursos hídrics. Tindre'ls en compte a l'hora de dissenyar polítiques de regadiu augmentaria l'eficàcia de les solucions tradicionals i, al mateix temps, ajudaria a adaptar noves solucions a àmbits de la gestió col¿lectiva de l'aigua i del reg, caracteritzats per una complexitat elevada.

This thesis combines two burgeoning fields – New Institutionalism and migration studies – to explain the process of institutional change. It tests six hypotheses drawn from a hybrid theoretical framework drawn from Historical Institutionalism, Rational Choice Institutionalism, and Sociological Institutionalism, identifying concrete mechanisms of reproduction and sources of endogenous and exogenous change. It applies this framework to changes in access to citizenship in the form of citizenship and naturalisation policy in the United Kingdom and Germany between 2000 and 2010. Its greatest contributions lie in a more comprehensive explanation of endogenous factors and incremental changes, two aspects of institutional change that have received inadequate theoretical attention and empirical investigation. Testing economic, power-based, and ideational explanations for change, it concludes that each of the New Institutionalisms makes an important contribution to a complete understanding of the process of change and the dynamics of this policy area in two very different European countries.

The organizational ambient of the Agro Industrial System of the erva-mate in Brazil is represented in a significant way in the federal, state and municipal ambits, being Parana, Santa Catarina, Rio Grande do Sul and Mato Grosso do Sul the states of larger incidence of the erva-mate. The organizational ambient had its origin in the colonization and it has suffered adaptations with the objective of assisting the people's longings involved with the system. It is one of the requirements to give support to the organizations to maintain themselves competitive. However, the structuring should start internally. Before relating itself with the external ambient, the organization needs to make an internal evaluation and attempting itself to its basic principles, being linked to its member s common objectives, as well as to be aware that this collective action acts in a coordinate manner. Despite its importance, this ambient does not act in an isolated way, but concomitantly with others ambients not less important. These relations are treated in the approaches done to the New Institutional Economy that has also contributed in the aspects of the transactions among the economic agents, alerting about the possible events that can happen in its accomplishments. To study the organizational ervateiro ambient, it was opted for the technique of intensive direct observation, using the standardized interview. Lined in the obtained data with the empiric research, the ambient had its structure characterized in way to supply all the links that are part of the Agro Industrial System of the erva-mate. They have also showed that this structure is not acting in all its potential. Problems were detected that if they were not treated with the due attention, they can put all the system in risk. The damages would be considerable because of the amount of municipal districts, rural properties, companies and workers involved with the system.
O ambiente organizacional do Sistema Agroindustrial da Erva-Mate no Brasil está representado de forma significativa nos âmbitos federal, estadual e municipal, sendo que os estados de maior incidência da erva-mate são Paraná, Santa Catarina, Rio Grande do Sul e Mato Grosso do Sul. Tendo sua origem a partir da colonização, o ambiente organizacional sofreu adaptações, com o objetivo de atender aos anseios das pessoas envolvidas com o sistema. Trata-se de um dos requisitos para dar sustentação às organizações, no sentido de mantê-las competitivas. No entanto, a estruturação deve partir de dentro. Antes de relacionar-se com o ambiente externo, a organização precisa fazer uma avaliação interna e atentar para que seus princípios básicos estejam voltados para os objetivos comuns de seus membros, bem como ter ciência de que esta ação coletiva atue de maneira coordenada. Apesar da sua importância, esse ambiente não atua de forma isolada, mas concomitantemente com outros ambientes não menos importantes. Essas relações são tratadas nas abordagens feitas à Nova Economia Institucional, que contribuiu também nos aspectos das transações entre os agentes econômicos, alertando sobre os possíveis eventos que podem acontecer, quando das suas realizações. Para estudar o ambiente organizacional ervateiro, optou-se pela técnica de observação direta intensiva, fazendo uso da entrevista padronizada. Pautado nos dados obtidos com a pesquisa empírica, o ambiente teve sua estrutura caracterizada de forma a suprir todos os elos que fazem parte do Sistema Agroindustrial da Erva-Mate. O que elas mostraram também é que essa estrutura não está atuando em todo o seu potencial. Problemas foram detectados que, se não tratados com a devida atenção, poderão colocar em risco o sistema como um todo. Os prejuízos seriam consideráveis em virtude da quantidade de municípios, propriedades rurais, empresas e trabalhadores envolvidos com o sistema.

Abstract:
This research applies institutional economics theory to management challenges arising in connection with e-business related transformational change. The research was carried out in response to widely recognised problems in managing IT-enabled change in complex organisations. A cyclic approach builds researcher competence in both the chosen theory, New Institutional Economics (NIE), and its application through a series of four contrasting case studies. The case situations, which derive from the researcher’s work as a technology management consultant, are treated as action research experiments which investigate e-business related transformational change in financial services, retail and government settings. A constructivist stance is adopted within the case situations with the researcher acting as a participant observer. Reflective practice is used to improve the experimental method for the case studies through the course of the research, leading to the use of participatory action research (PAR) for the final case. A literature review of NIE shows it to be loosely defined as a theory, so an analytic NIE framework is created to provide a cognitive model. This model is then modified and extended to produce a final theoretical framework. In parallel, a conceptual map of NIE is created from the research as a practical aid to illustrate NIE concepts and linkages. These two models, the theoretical framework and the conceptual map, evolve through the four case situations which were selected from a range of e-business consulting opportunities available to the researcher over the period of the research. The second case study drives the main development of the two models and draws out the necessary and complementary contributions of both transaction cost economics (TCE) and agency theory (AT) as parts of NIE, neither of which is sufficient on its own. The final case study demonstrates application to practice. The overall sequence of case studies shows the researcher’s cognitive growth from being a novice in the theory and its application in the first case through to a level of proficiency in applying NIE to the rigours of e-business practice in the final case. The research makes several contributions to knowledge. It makes a significant methodological contribution by bringing research methods developed for other forms of professional practice to the management discipline. It also makes a significant contribution to theoretical knowledge. It develops two theoretical models of NIE – a conceptual map and a theoretical framework – which present a way of linking NIE concepts in a meaningful way, and a structure by which NIE can be used in the analysis of highly complex organisational situations. These models clarify the complementary roles of TCE and AT, and indicate a reason why so many studies limited to TCE alone have been inconclusive. Applying NIE to the rigours of e-business management produces, in turn, a contribution to IT strategy formulation. The research makes a practical contribution by showing how NIE can be applied to e-business practice, subject to a number of significant caveats. NIE, as a descriptive theory, is shown to provide a powerful conceptual framework when combined with PAR, although both require deep knowledge and skill. In particular, adopting PAR as a case study method depends on an experienced, skilled and committed practitioner for its effective use. Finally, the research finds that NIE’s strengths as a framework for strategic analysis of large scale and complex e-business situations involving transformational change, which make it unduly sophisticated for less challenging situations, mean that NIE is suited to use by highly skilled, specialist consultants rather than by general managers.

Cosméticos verdes são aqueles que alegam ser desenvolvidos de acordo com princípios ecológicos, sendo geralmente associados às características natural, orgânica e/ou vegana. Os sistemas de certificação desses produtos visam assegurar o cumprimento de diretrizes préestabelecidas e comunicar o consumidor sobre os atributos dos produtos. Considerando a importância da certificação para a consolidação e o fortalecimento desse mercado, o objetivo do presente trabalho foi analisar a percepção de empresas produtoras de cosméticos verdes e consumidores a respeito da certificação natural, orgânica e vegana sob a perspectiva da Nova Economia Institucional. Para isso, foi empregada a triangulação metodológica, baseada em diversas abordagens de pesquisa, incluindo a realização de entrevistas semiestruturadas com representantes de empresas produtoras de cosméticos verdes certificadas e a aplicação de questionários de elaboração própria em amostra não-probabilística de 416 consumidores de cosméticos via Facebook. Os dados das entrevistas foram submetidos à análise de conteúdo e os questionários foram analisados por meio de estatística descritiva, ambos interpretados à luz da Nova Economia Institucional. Verificou-se que as empresas produtoras de cosméticos verdes atribuem à certificação um importante papel na comunicação sobre apelos ecológicos aos consumidores, no alinhamento de princípios com fornecedores, atuando como mecanismos de execução contratual e na obtenção de vantagens de mercado. As principais desvantagens relatadas pelas empresas produtoras foram os custos de transação decorrentes da obtenção e manutenção da certificação e possíveis dificuldades de comunicação com os consumidores. Em relação aos consumidores, predominaram na amostra usuários de cosméticos verdes. Porém, de modo geral, os consumidores possuem baixo nível de conhecimento e baixo grau de confiança nas principais certificações de cosméticos naturais, orgânicos e veganos atuantes no Brasil, além de perceberem tais certificações como pouco rigorosas. A disposição dos consumidores para pagar por cosméticos certificados foi estimada em 10 a 50% do preço dos produtos não certificados. A disposição para pagar está correlacionada com o nível de conhecimento e o grau de confiança dos consumidores nas certificações. Considerando os resultados do estudo, foram sugeridas estratégias para minimizar as desvantagens relacionadas aos custos de transação e às dificuldades de comunicação das certificações com os consumidores e ampliar suas vantagens, principalmente no que se refere à redução de assimetrias de informação e à obtenção de vantagens de mercado, de modo a contribuir para a consolidação e expansão do crescente mercado desses produtos
Green cosmetics are those that claim to be developed according to ecological principles, and are generally associated with natural, organic and/or vegan characteristics. Certification systems for these products aim to ensure compliance with pre-established guidelines and communicate the consumer about the attributes of the products. Considering the importance of certification for the consolidation and strengthening of this market, it is necessary to analyze the role of certification systems, both for producers and consumers. Thus, this work aims at analyzing the perception of producers of green cosmetics and consumers regarding natural, organic and vegan certification from the perspective of the New Institutional Economy. In order to do that, we used methodological triangulation, based on multiple research approaches, including the collection of primary data through semi-structured interviews with representatives of certified producers of green cosmetics and the application of closed questionnaires in nonprobabilistic sample of cosmetic consumers via Facebook. The information obtained from the interviews were submitted to content analysis, while the results of the questionnaires were analyzed by means of descriptive statistics. Both results were interpreted in the context of the New Institutional Economics. It was found that green cosmetic companies attribute to certification an important role in communicating ecological appeals to consumers, in aligning principles with suppliers, acting as contractual enforcement mechanisms and in obtaining market advantages. The main disadvantages reported by the companies were the transaction costs from obtaining and maintaining certification and possible communication difficulties with consumers. Regarding the questionnaires applied to consumers, the sample was predominantly composed of users of green cosmetics. However, it was found that consumers, in general, have a low level of knowledge and a low degree of confidence in the main certifications of natural, organic and vegan cosmetics in Brazil. Consumers also perceive such certifications as not very strict. The willingness of consumers to pay for certified cosmetics has been estimated at 10 to 50% of the price of non-certified products. The willingness to pay is correlated with the level of knowledge and the degree of consumer confidence in the certifications. Based on the results of the study, we suggested strategies to minimize the disadvantages of certification systems related to transaction costs and the difficulties of communication and to extend their advantages, especially regarding the reduction of information asymmetries and the market advantages, aiming at contributing to the consolidation and expansion of the growing market of these products

Pelo menos até o primeiro governo Vargas, a dinâmica da economia brasileira era ditada pela produção primária para exportação, numa sucessão de produtos que culminou com a produção cafeeira. Esse quadro foi, porém, completamente alterado durante a década de 1930, quando se caracterizou um momento de inflexão econômica e institucional de grandes dimensões, que transformou a dinâmica de toda a economia. A solidificação da nova forma da economia só foi possível por ter sido acompanhada de uma alteração na estrutura institucional do país, tornando os sistemas financeiro, tributário e educacional, além das relações de trabalho, mais adequados a este novo panorama. Instituições são as regras do jogo em uma sociedade que moldam a interação entre os homens e, assim, fornecem estruturas estáveis para que as transações ocorram. Conhecer as características institucionais históricas de cada país pode trazer uma melhor compreensão de suas deficiências atuais e das alternativas viáveis de mudança para superá-las. O presente trabalho pretende caracterizar o ambiente institucional brasileiro do período entre 1889 e 1945, com base na Nova Economia Institucional, identificando, também, os efeitos destas instituições sobre o desempenho econômico e os processos de mudança institucional do período, especialmente a mudança ocorrida após a Revolução de 1930. Mostra-se que a nova estrutura institucional, então criada, permitiu a continuidade do processo de industrialização, com maior intervenção do Estado na economia, o qual dispôs de melhores instrumentos para alcançar seu objetivo industrializante e com regras mais claras, seja para o sistema financeiro e a concessão de crédito, seja para a contratação de mão-de-obra. Permitiu, ademais, que a economia brasileira se tornasse mais robusta, deixando de ser tão vulnerável às flutuações externas. As mudanças desta época foram importantes para o crescimento do período posterior por criar uma base mais sólida tributária, financeira, de relações de trabalho e de educação.
At least until the first Vargas government, the dynamics of the Brazilian economy was dictated by the primary production for exportation, in a succession of products that culminated with coffee. This situation was, however, completely modified during the decade of 1930, when a moment of economic and institutional inflection of great dimensions was characterized, that transformed the dynamics of the whole economy. The solidification of the new form of the economy was only possible because it came along with an alteration in the institutional structure of the country, rendering the financial, educational, tributary systems and work relations more adjusted to this new panorama. Institutions are the rules of the game in a society that shape human interactions, establishing stable structures for the occurrence of transactions. To know the historical institutional characteristics of the country can provide a better understanding of its current deficiencies and suggest the viable alternatives to surpass them. The present work intends to characterize the Brazilian institutional environment of the period between 1889 and 1945, on the basis of the New Institutional Economics, identifying, also, the effect of these institutions on the economic performance and the processes of institutional change of the period, especially those that occurred after the Revolution of 1930. It is shown that the then created institutional structure allowed the continuity of the industrialization process, with stronger intervention of the State in the economy and with clearer rules, both for the financial system and the concession of credit, and for hiring labor. The government had available better instruments to reach its industrializing objective. Moreover, it allowed the Brazilian economy to become more robust, becoming less vulnerable to the external fluctuations. The changes of this period were important for the growth of the following decades for it created a more solid tax, financial, educational and work relations structure.

O presente trabalho apresenta a análise dos Contratos de Compra e Venda de Energia Elétrica (CCVEE), principal instrumento que materializa a comercialização de energia elétrica no Ambiente de Contratação Livre (ACL), a partir das lições da Nova Economia Institucional (NEI), notadamente a abordagem da Economia dos Custos de Transação e dos Contratos Incompletos. Desde a abertura da Indústria de Energia Elétrica Brasileira (IEEB) à livre comercialização na década de 1990, as transações e os agentes que atuam neste mercado vêm crescendo significativamente, consolidando suas transações de compra e venda de energia elétrica prioritariamente por meio de CCVEE. Ocorre que tais instrumentos sofrem os reflexos da evolução da regulação da IEEB e também estão sujeitos à ocorrência de eventos não previstos à época de sua formatação. No processo de renegociação, adaptação ou discussão de tais CCVEE, os agentes incorrem em diversos custos de transação. Assim, a partir desta abordagem, este trabalho visa avaliar a qualidade dos CCVEE, considerando seus atributos, contradições e perspectivas de evolução.
This paper presents the analysis of Contracts for Purchase and Sale of Electricity (Contratos de Compra e Venda de Energia Elétrica CCVEE), the main instrument that embodies the sale of electricity in the Free Contracting Ambiance (FCA). Such analysis was based on lessons extracted from the New Institutional Economics (NIS), mainly the approach focused on the Economy of Transaction Costs and Incomplete Contracts. Since the opening of the Brazilian Electric Power Industry (Indústria de Energia Elétrica Brasileira IEEB) to free trade in the 1990s, transactions and agents operating in this market have grown significantly, consolidating their business of purchasing and sale of electricity primarily through CCVEE. However, these instruments suffer the consequences of the evolution of IEEB regulation and are also subject to the occurrence of unanticipated events at the time of their formatting. In the process of renegotiation, adaptation or discussion of such CCVEE, agents deal with various transaction costs. Thus, from this approach, this study aims to evaluate the quality of the CCVEE, considering their attributes, contradictions and perspectives of evolution.

Most developed countries that enjoy the lion's share of foreign investment do not have domestic legal frameworks on foreign direct investment. This is because investors are attracted by a holistic picture of these countries. Such countries have strong institutions of governance, enjoy political and economic stability, embrace democracy, have respect for rights, and have high levels of development - factors which attract investors. In terms of regulation, many of these countries are heavily reliant on bilateral investment treaties. However, this is not the case in developing countries such as Zimbabwe. The existence of an effective and efficient legal framework on the governance of foreign direct investment is an important consideration for investors. This emanates from the fact that developing countries often have weak legal systems, shaky economies and uncertain political environments.

Abstract:
O presente estudo apresenta os condicionantes institucionais para o nível de eficiência da gestão municipal da educação no Brasil. A evolução dos princípios da administração pública no Brasil, estabelecidos pela Constituição de 1988 e ampliados pela Emenda Constitucional n° 19/1998, por serem instituições formais, patrocinadas pelo governo, ainda não surtiram efeito a ponto de alterarem o modus operandi do governo em nível municipal, ou de disseminar a implantação de novas tecnologias de gestão em larga escala (ex. NPM). No mínimo dois fatores inibem tal disseminação institucional, a ausência de incentivos aos agentes públicos a adotarem como direcionadores de desempenho tais princípios, e efeitos institucionais informais que atuam como path dependence (ancoragem) à plena adoção. Portanto, mesmo a eficiência sendo princípio da administração pública, as equipes de administração municipal apresentarão um descolamento em relação à adoção do princípio. Da mesma forma, o fato do município não declarar o uso de uma métrica VFM (Value for Money) não significa que não exista uma eficiência atingida por escolhas econômicas mesmo que feitas sem um framework de gestão. Desta forma, existe um nível de VFM implícito da administração municipal, que por hipótese seria função da presença de instituições informais favoráveis à adoção das instituições formais. Foram criadas proxies para VFM para educação básica, assim como um índice de VFM para os 5565 municípios brasileiros controlados por disponibilidade e acesso a recursos e porte. A presença de instituições informais foi captada por variáveis socioeconômicas e históricas. Os resultados sugerem que além de fatores como PIB per capita e investimentos públicos em educação, as tradições locais, denominadas Instituições no presente trabalho, afetam a política pública considerada. Efeitos institucionais podem afetar tanto positivamente o nível de VFM quanto negativamente, dependendo do tipo da instituição instalada na localidade.
The following research presents institutional drivers for education services efficiency level in Brazilians local government management. The federal Constitution and a additional law establishes and expands principles for the public administration. Since those principles are formal institutions, implemented by government, they did not have yet an effect in local public management or promoted new ways of management such as the New Public Management. At least two things might block this institutional improvement: The lack of incentives for public managers to use these principles as drivers for higher efficiency, and institutional effects that act as path dependent. Even though local government does not declare the use of a VFM (Value for Money) index, It does not mean that there is no level of efficiency in decisions taken without a management framework. Therefore, there is a implied VFM in local public management, that is affected by the presence of informal institutions, favorable to formal institutions that enhance efficiency. Proxies for VFM were identified for public management in public education services, such as a VFM index for Brazilians local government, considering the access and availability of resources and size. Informal institutions are proxy by historical and socioeconomics variables. Results suggests that not only GDP per capita and public investments in education affects public policies, institutional effects are able to affect positively the level of VFM negatively, according to the institution that is considered.

Abstract:
Ce travail de recherche a pour objectif global d’étudier le lien potentiel existant entre les différents environnements des firmes manufacturières marocaines –externe (institutionnel et réglementaire) et interne (relations avec ses parties prenantes) –et leur performance économique et financière mesurée par un certain nombre de ratios de rentabilité. Le contexte général de l’étude est l’ouverture, en 2012, des frontières du Maroc aux produits européens, et la signature, en 2008, du Statut avancé entre le Maroc et l’UE en conséquence duquel les firmes marocaines devront respecter un certain nombre de critères en termes de développement durable notamment. Aussi, la conjugaison de ces deux évènements bouleversera durablement l’environnement des affaires des firmes, impactera leur compétitivité et donc leur performance globale. Aussi, la première partie a été l’occasion de vérifier l’existence potentielle d’une relation entre le climat de l’investissement (CI) et la performance économique et financière des firmes, et de déterminer le cas échéant les éléments du CI qui exercent une influence sur leur performance. Les résultats indiquent qu’au plan du climat de l’investissement, l’impact de la fiscalité (mise en conformité) est très significatif sur la performance des firmes, alors que l’iniquité fiscale est négativement associée à la performance. La concurrence déloyale du secteur informel exerce également un impact négatif sur la performance. Au plan réglementaire, le niveau de contrainte à l’activité des firmes est négativement associé à la performance, alors que le niveau de contrainte administrative à l’export l’est positivement. En revanche nous n’avons pas établi de lien significatif entre le financement et la performance.Dans la seconde partie, nous mesurons l’engagement réel des firmes marocaines en matière de responsabilité sociale de l’entreprise (RSE) au moyen d’une mesure de performance sociale (PSE) adhoc, et vérifions si cette PSE se traduit par un quelconque impact (positif, négatif ou neutre) sur la performance financière des firmes (PF). Les résultats indiquentqu’aucun consensus autour d’une théorie n’émerge : la théorie des parties prenantes et celle des ressources disponibles se vérifie pour la dimension « employés » de la PSE ; la théorie dite « classique » pour les autres dimensions (environnement, etc.). En tout état de cause, il semblerait que l’engagement social des firmes marocaines en faveur des employés soit une dimension importante de la RSE, alors que les autres dimensions semblent ne pas l’être
This research aims to study the potential link existing between the different environments of Moroccan manufacturing firms, external (institutional and regulatory) as well as internal (relationships with stakeholders), and their economic and financial performance measured by profitability ratios. The general context of the study is the openness of Moroccan’s borders to European’s products in 2012, and the signature of the “Advanced statute” with European Union (EU) in 2008. In consequence of this, Moroccans firms will have to compete with European firms, which will impact their competitiveness, profitability and efficiency. The investment climate (IC) can therefore play an important role. In addition to that, Moroccanfirms will have to comply with European norms in terms of sustainable development and corporate social responsibility (CSR). In the first part of our study, we aim to identify the determining factors of the IC that impact the economic and financial performance of Moroccan firm. The results show that the taxation (in term of conformity) has a positive impact on performance while the fiscal’s iniquity has a negative effect. In addition, the disloyal informal sector competition has a negative impact on firms’ performance. The regulatory environment plays a role in a sense that firm’s performance is negatively associated with firm’s activity constraints, but positively related to firm’s export administrative constraints. Our results show also non significant link with the financing. In the second part, we measure the social and environmental engagement of Moroccan’s firms based on a measure of corporate social performance (CSP) created from perceptual data. We verified then the potential link existing between this CSP measure and the financialperformance. The results show that no consensus toward a theory is emerging: the stakeholder’s theory is validated for the social dimension (relation with employees) of CSP while the “classic” theory is validated for the other dimensions (environment, etc.). At last, the social commitment of Moroccan’s firms toward their employees seems to be an important dimension of the CSR, while the other dimensions are not

The aim of this study was to identify and analyze the institutional, organizational, technological, business, competitive and environment factors, which are influencing the agro-industrial system of biogas in western Paraná state (Brazil), due to the recycling activity of waste produced by the activities of pig farming. To reach the goal the following methodological procedures were used: hypothetical-deductive method and empirical and analytical research as working technique. Regarding the type of research, the study was descriptive, while the procedures used consisted in a field research (survey), the problem approach was qualitative. Finally the methodology used was the Discourse of the Collective Subject (DCS) method. A questionnaire with 25 open questions was applied to 14 leaders of the organizations involved in pig farming. The organizations surveyed are located in 10 municipalities most effective in pig farming in Western of Paraná. The theoretical framework is based on the New Institutional Economics - NIE, reporting to the model proposed by Farina, 1999. The description of the western Paraná state was realized by exposing its data on pig production. It was also presented biogas system, its origin, and characteristics, how it appears in the Brazilian and world energy matrix, highlighting as it shows the environment, the institutional environments, competitive, business, organizational and technological of its system. After, the view of related organizations with pig production and the consequent production of biogas in western Paraná was exposed. The agro-industrial system of biogas in the Western of Paraná state is in its early stage, and it has a good way still to go. At the institutional scope can be highlighted the Resolução Normativa ANP nº 8/2015 (a Brazilian Normative Resolution presented by the National Agency of Petroleum, Natural Gas and Biofuels ANP), as the resource that will support the system. Organizations linked to biogas in Western Paraná state have few contributions with regard to biogas; they have not acted together, leaving to join forces to progress. In the technological environment it was found that there needs to develop advances for use in small farms, which are prevalent in the study environment, missing prove that this technology is sufficient and that can give some return for the activity. Regarding the competitive environment was found that biogas is still not a product it has market. The transactions do not exist, bringing many uncertainties and mistrust of information provided. With the environment there is a constant concern, even so the producer makes a logical connection, stating that there is a need for return on investment.
O objetivo deste trabalho foi identificar e analisar os fatores institucionais, organizacionais, tecnológicos, dos negócios, competitivos e do meio ambiente que estão influenciando o sistema agroindustrial do biogás na região Oeste do Paraná em função da atividade de reaproveitamento dos dejetos produzidos pelas atividades da suinocultura. O método foi o hipotético-dedutivo e como técnica de trabalho foi utilizada a pesquisa empírico-analítica. Pesquisa descritiva, em que foi realizada uma pesquisa de campo (survey), sendo que a abordagem do problema foi qualitativa. E, por fim, a metodologia utilizada foi a do Discurso do Sujeito Coletivo DSC. Foi utilizado um questionário com 25 questões abertas, aplicadas a 14 dirigentes das organizações envolvidas com a criação de suínos. As organizações pesquisadas estão situadas nos 10 municípios com maior efetivo de suínos do Oeste do Paraná. O referencial teórico utilizado se baseou na Nova Economia Institucional NEI, reportando a adaptação do modelo proposto de relações sistêmicas elaborado por Farina (1999). Foi realizada a descrição da região Oeste do Paraná, expondo seus principais indicadores e demonstrando dados sobre a produção de suínos. Foi apresentado, também, o biogás, sua origem, suas características e como ele se apresenta nas matrizes energéticas brasileira e mundial, destacando como se situam no meio ambiente, nos ambientes institucional, competitivo, dos negócios, organizacional e tecnológico de seu sistema agroindustrial. Na sequência, foi exposta a visão das organizações ligadas com a produção de suínos e a consequente produção de biogás no Oeste do Paraná. O sistema agroindustrial do biogás, no Oeste do Paraná, está em fase embrionária, tendo um bom caminho ainda a percorrer. No âmbito institucional pode-se destacar a Resolução Normativa ANP nº 8/2015, como o recurso que dará suporte ao sistema. As organizações ligadas ao biogás, no Oeste do Paraná, apresentam poucas contribuições no que diz respeito ao biogás e não têm atuado em conjunto, deixando de unir forças para progredir. No ambiente tecnológico verificou-se que há necessidade de desenvolver avanços para ser utilizado nas pequenas propriedades, as quais são predominantes no ambiente de estudo, faltando comprovar que esta tecnologia é suficiente e que pode dar retorno para a atividade. Em relação ao ambiente competitivo foi verificado que o biogás ainda não é um produto que possui mercado; as transações não existem, trazendo muitas incertezas e desconfianças em relação às informações fornecidas. Com o meio ambiente há uma preocupação constante, mas mesmo assim o produtor faz uma ligação lógica afirmando que há necessidade de obter retorno sobre o investimento realizado.

Em um ambiente extremamente competitivo, baseado na globalização dos mercados, o Brasil reforça sua vocação no desenvolvimento dos agronegócios, como meio de melhor se inserir na economia mundial. Como as empresas brasileiras, ligadas a este setor, poderão continuar competindo, diante da atração de capitais e empresas internacionais em seus mercados tradicionais ? Parte-se da premissa que uma das possibilidades refere-se à formação de alianças estratégicas, do tipo consórcios de exportação, garantindo maiores oportunidades de sobrevivência, diante deste cenário. O estudo identifica quais os fatores estão presentes na formação destas alianças, a partir do acompanhamento da constituição de consórcios de exportação na cadeia de produção de suínos no Estado do Rio Grande do Sul. Definido como um estudo exploratório descritivo combinado, baseado em estudo de caso, o trabalho consistiu na revisão bibliográfica, pesquisa documental a fontes primárias, entrevistas de campo e pesquisa-ação. Analisando os resultados obtidos pela cadeia de produção de suínos, nos últimos anos, percebe-se que o desempenho do setor é bastante satisfatório no RS, principalmente com o aporte de investimentos internacionais recentes, utilizados na aquisição de empresas locais, tradicionalmente produtoras no Estado. Sendo assim, a pressão competitiva vem aumentando paulatinamente sobre as empresas nacionais remanescentes, sobretudo para as cooperativas de produção que, pouco a pouco, vêm perdendo posições nos mercados. A grande limitação do estudo foi não poder acompanhar a constituição formal do consórcio agroexportador, em função do ressurgimento da Febre Aftosa que impediu o fluxo internacional de carne suína e bovina procedente do Estado. Enfim, apesar dos entraves encontrados, verifica-se que a promoção dos consórcios poderá elevar a competitividade e a autonomia dos agronegócios do Brasil e do Rio Grande do Sul, principalmente naquelas cadeias de produção, cujos fatores críticos de sucesso são mais favoráveis.
Inside the competitive environment based on the market globalization, Brazil reinforces its capacity to develop agribusiness, as a better way to get in the world economy. But, how the Brazilian’s Agrifirms will be competitive in the future, when the international assets are arriving in its territory, nowadays? Its necessary to make good strategic alliances, like exportation’s consortia to guarantee better opportunities of business. This research reveals which factors are present in these alliances formations, studying the behavior of the pork’s chain in Rio Grande do Sul. This research is classified as an exploratory – descriptive combined study, based in a case methodology, distinguished in four sections: literature review; documental research; firm’s interview and action-research. The results showed that the pork chain in Rio Grande do Sul (South of Brazil) is globally competitive, mainly because of the improve of international assets, that are buying many local enterprises. However, for the traditional firm, including rural cooperatives, only through the strategic alliances constitution, keeping independent partners, it will be possible for the Brazilian’s firms to survive. The use of the international market, by these companies, reduce the transactional costs along this process. Because the return of foot and mouth disease fever contamination, in some regions in the south State, all meat exports were interrupted by the international markets. In spite of this situation, that caused a great damage to maintain the international flow of pork meat proceeded from Rio Grande do Sul, it was possible to observe that the consortia promotion can improve the competitivity, and autonomy, between the partners, specially for the Brazilian’s and south Brazilian’s Agribusiness.

Abstract:
O objetivo deste estudo foi estudar as performances socioeconômicas dos assentamentos de reforma agrária do estado do Rio Grande do Sul por meio da análise dos indicadores de capital social e de suas instituições. O problema de pesquisa foi exposto com a seguinte questão: Em que medida as abordagens da Nova Economia Institucional e do Capital Social explicam as distintas performances dos assentamentos de reforma agrária? Tratou-se de estudar as relações entre os assentados e entre esses e os demais atores envolvidos no processo de desenvolvimento dos assentamentos para conhecer o tipo de capital social que é gerado e acumulado internamente. As áreas de estudos compreenderam três assentamentos da região metropolitana de Porto Alegre, a saber: Capela, 19 de Setembro e Integração Gaúcha localizados nos municípios de Nova Santa Rita, Guaíba e Eldorado do Sul, respectivamente. A metodologia utilizada foi a de corte qualitativo fazendo-se uso do método histórico, do comparativo, do survey de questionários e entrevistas pessoais semi-estruturadas. A base de dados foi organizada utilizando o software Statistical Package for the Social Sciences (SPSS) e cotejada por meio da análise de Variância, Crosstabulation e Regressão Linear. O estudo foi dividido em sete capítulos. O primeiro, a introdução, expõe o problema de pesquisa, os objetivos e hipóteses, os procedimentos metodológicos e a área de estudo. O segundo apresenta o referencial teórico metodológico abordando as teorias do Capital Social e da Nova Economia Institucional. O terceiro capítulo trata da discussão e análise dos resultados. Começam com a caracterização dos assentamentos e exposição da trajetória de luta dos assentados desde o acampamento até a criação dos assentamentos, período muito difícil para aquelas famílias, mesmo depois de assentadas. Inicialmente os assentamentos se organizaram em cooperativas. A única que continua em operação é a Coopan do assentamento Capela. A falta de orientação e o desconhecimento sobre como gerir uma cooperativa foram as causas da liquidação das outras. A continuidade da Coopan pode ser atribuída ao estoque de capital social que vinha se acumulando antes mesmo dos acampamentos. O quarto capítulo identifica e caracteriza as organizações que atuam nos assentamentos. Observou-se que as relações entre assentados e outras organizações se restringem ao Movimento Social de Trabalhadores sem Terra (MST). O quinto capítulo investiga a percepção dos assentados sobre a confiança e a honestidade dentro do grupo (assentamento) e nas relações com outros agentes. Observou-se que o MST é a organização em que eles mais confiam e consideram a mais honesta. O governo federal aparece em segundo lugar. Apesar do MST ser uma organização não formal é ele quem estabelece as regras a serem seguidas dentro dos assentamentos. No sexto capítulo são analisadas as dimensões do capital social, relacionando-as com as performances dos assentamentos. As análises estatísticas mostraram não haver diferenças significativas com relação às dimensões do capital social, analisadas entre os três assentamentos. No entanto as informações socioeconômicas coletadas permitem afirmar que o grupo Coopan do assentamento Capela é o que apresenta melhor performance socioeconômica. O sétimo capítulo apresenta as conclusões.
This study had the aim of studying the socioeconomic performances of settlements of the agrarian reform in the Rio Grande do Sul state (southerm Brazil), through the analysis of indicators of social capital and their institutions. The research problem is exposed by means of the following question: in what extent the approach of the New Institutional Economy and the Social Capital can explain the different performances of the settlements of agrarian reform? The attempt was to study the relationships among the different settlements and among them and other actors involved in the process of development of settlement to know the type of social capital which is created and accumulated inside the settlements. The areas of this study included three settlements of the Metropolitan Region of Porto Alegre, as follows: "Capela", "19 de Setembro" and "Integração Gaúcha", located in the municipalities of Nova Santa Rita, Guaíba and Eldorado do Sul, respectively. The used methods were of qualitative type that employs historical and comparative methods, survey inquiries and semi-structured personal interviews. The data base was organized utilizing the Statistical Package for the Social Sciences (SPSS) software and compared through analysis of variance, cross tabulation and linear regression. The study was divided in seven chapters. The first chapter, which is the introduction, expounds the research problem, the objectives, the hypothesis, the methodological procedures and the area of study. The second chapter presents the theoretical reference with the approaching theories of the Social Capital and the New Institutional Economy. The third chapter tackles the discussion and analysis of the results. It begins with the characterization of the settlements and the presentation of the path of struggle of the settled people from the occupation camp until the settlement formation that was very hard even after the settlement formation. Initially the settled people were organized in cooperatives. The only cooperative currently in activity is that from the settlement "Capela" (Coopan). Lack of orientation and knowledge about managing were the causes of the liquidation of the cooperatives. The continuity of the Coopan may be attributed to the social capital stoking accumulated before the settlement was established. The fourth chapter identifies and characterizes the organizations that act inside the settlements. It was observed that the relationships maintained between the settlements and organizations are restricted to the MST (landless movement). The fifth chapter investigates the perception of the settled people concerning the confidence and honesty inside the group (settlement) and the relationships with other agents. It was observed that the MST is the organization in which they have more confidence and that consider to be more honest. The federal government appears in the second place. In spite of the MST being a non formal organization, the settlement follows the rules established by that organization. The sixth chapter analyses the dimensions of the social capital in relation to the performances of the settlements. Statistical analysis showed no significant differences in relation to the dimensions and the social capital in the three settlements. However the socioeconomic information that was collected let state that the Coopan group from "Capela" settlement was that of the best socioeconomic performance. The seventh chapter presents the conclusion.
