Abstract:
The existing literature offers divergent perspectives on the intersection between organizational identity (OI) and institutional forces. Some studies suggest that OI is socially constructed by organizational members, while others describe OI as highly constrained by institutional forces. Still others imply that OI serves as a filter influencing how members interpret institutional forces. We review and strive to integrate these varied perspectives. To do so, we distinguish between the content and structure of both OI and institutional forces. We suggest that the degree to which the content of institutional forces influences the content of OI resides along a continuum between institutional constraint and member agency. Further, we suggest that structural features of OI and institutional forces may act as filters that influence where along this continuum OI construction falls. Beyond integrating existing literature, this approach opens up new directions for research at the intersection of OI and institutional theory.

This chapter focuses on Terry Moe’s 1984 paper “The New Economics of Organization”, which offers an in-depth analysis of Congressional and presidential influence on the bureaucracy and suggests that these institutions, as well as their officeholders, have the incentive to influence bureaucratic policy. Moe urges scholars of public bureaucracy to emulate economists who study why firms exist in the marketplace. This chapter examines Moe’s main ideas on topics ranging from principal-agent theory to agency losses, the ability of political principals to effectively employ contract design to specify sanctions for bureaucratic agents, and how Congress and the Presidency go about trying to take advantage of bureaucratic manpower and expertise in order to meet their goals.

In 1876, the superintendents of the six institutions for idiots formed the Association of Medical Officers of American Institutions for Idiotic and Feeble-Minded Persons. The Association elected Edward Seguin as its first president. With the forming of this organization, institutional treatment of idiots, imbeciles, and the feebleminded began to take on growth, organizational complexity, and a new purpose for the residential facility. By 1900, the institution had become merely a holding facility to free society from “the burden of the feebleminded.” In institutions, feeble minds were no longer seen as simple idiots ready for education and a return to the community, but as social burdens who needed permanent segregation because of their propensity to crime, immorality, and juvenile delinquency—all embodied in the “moral imbecile”.

Abstract:
This book explores the phenomenon of informal international organizations. These bodies are involved in governing many of the most important issues the world currently faces, and differ significantly from the highly legalized, formal organizations the world has traditionally relied on. But despite their evident importance, they remain poorly understood. This book develops a new approach to thinking about these puzzling institutions, presents new data revealing their extraordinary growth over time, and develops a novel theory about why states are creating them. The theory explains how states form preferences over the informality of international organization and how legal designs get chosen through often contentious bargaining processes. This theory of institutional design then informs a more dynamic account of the rise of informality. This account explains how major shifts occurring in the domestic political arenas of powerful states—especially growing polarization and the rise of the regulatory state—have been projected outward and reshaped the legal foundations of global governance. The book systematically tests this theory, quantitatively and qualitatively, and presents detailed accounts of the forces behind some of the most important institutions in the global economy. It concludes with an analysis of the effectiveness of informal organizations, finding that many are likely to be less capable of addressing the complex challenges the world presently confronts.
