Abstract:
In 1979, the New Jewel Movement (NJM), under the leadership of Maurice Bishop, took power in Grenada in a bloodless coup. With a political vision conjoining socialism and black power, the revolution in Grenada immediately drew the hostility of the US government, which began a programme of destabilisation. The leadership of the revolution sought to develop a highly participatory approach to political and economic decision-making that would enable the country’s workers and peasants to actively shape Grenada’s development. With popular education a priority, Chris Searle came to Grenada to teach. But he soon was invited to contribute to ministerial discussions, devising national education policy and creating a publishing house. He also helped to write Maurice Bishop’s speeches. In 1983, the US government took advantage of division and conflict in the leadership of the NJM to mount an invasion, ‘Operation Urgent Fury’, which restored to Grenada a regime more favourable to US interests.

In March 1979, the New Jewel Movement (NJM) transitioned into the People’s Revolu- tionary Government (PRG) through a bloodless coup that for a time revolutionized the structure of governments in the Com- mon-law Caribbean. This policy review seeks to consider the success of the revolution based on: its aim of developing and sustaining a grassroots democracy, emphasis on mass education and its expansion of agribusiness initiatives as a part of broader industrialization efforts. Through an investigation of some of the critical events, ideological frameworks and ambitious political objectives that briefly transformed Grenadian society from 1979 to 1983 this review illustrates the complexity of the political experiment undertaken by the People’s Revolutionary Government and argues that despite its short time span, the Grenada Revolution remains one of the most critical examples of revolutionary potential and radical self-rule in the twentieth-century Caribbean.

Abstract:
The new English translation of Paolo Rossi’s now classic study, Logic and the Art of Memory, presents a useful opportunity to examine contemporary efforts to understand what its subtitle calls “the quest for a universal language.” At the same time, an old seventeenth-century philosophical romance, Thomas Urquhart’s Jewel, affords a good test case for evaluating the success of those contemporary critical efforts — including Rossi’s own. First among contemporary scholars, Rossi made it possible to study seriously the seventeenth-century universal language movement by recovering the history of an idea — the pursuit of the so-called clavis universalis, the universal key to knowledge, from the ancient arts of memory to the Enlightenment’s philosophical language projects. While Rossi’s study has clearly withstood the test of time, since it still has much to teach us about the history of an idea — what Urquhart would call “pure eloquence” — his study has less utility in clarifying the status of that idea in history. Understanding Urquhart’s Jewel requires, I argue, two different forms of history whose interplay is always complicated: the history of ideas and the history of those politically charged engagements with ideas by authors whose situation at a specific time and a specific place brings meanings to their work that transcend epistemological concerns alone.

Abstract This paper explores the architecture of the Mount Sinai Sanatorium in Sainte-Agathe-des-Monts (Qc) to disentangle the role of religion in the treatment of tuberculosis. In particular, we analyze the design of Mount Sinai, the jewel in the crown of Jewish philanthropy in Montreal, in relation to that of the nearby Laurentian Sanatorium. While Mount Sinai offered free treatment to the poor in a stunning, Art Deco building of 1930, the Protestant hospital had by then served paying patients for more than two decades in a purposefully home-like, Tudor-revival setting. Using architectural historian Bernard Herman's concept of embedded landscapes, we show how the two hospitals differed in terms of their relationship to site, access, and, most importantly, to city, knowledge, and community. Architects Scopes & Feustmann, who designed the Laurentian hospital, operated an office at Saranac Lake, New York, America's premier destination for consumptives. The qualifications of Mount Sinai architects Spence & Goodman, however, derived from their experience with Jewish institutions in Montreal. Following Herman's approach to architecture through movement and context, how did notions of medical therapy and Judaism intersect in the plans of Mount Sinai?

The remains of non-native deer (Cervidae) have been sparsely recorded in Amerindian archaeological sites of the West Indies, but evidence indicates the presence of at least two genera, white-tailed deer (Odocoileus) and brocket deer (Mazama), during the precolumbian era known as the Ceramic Age (ca. 500 BC–AD 1500). Due to underreporting of finds and lack of regional integration of existing records, however, the West Indian distribution of cervid remains and their cultural importance are not well understood. Here, I synthesize records for unmodified and modified deer bone from 29 archaeological sites on seven islands in the precolumbian island Caribbean with descriptions for four new records of deer bone artifacts from Carriacou and Grenada. I discuss taxonomic attribution issues, evidence for manufacturing techniques, and the utilitarian and symbolic significance of deer bone artifacts. Particular attention is given to proportions of worked and unworked bone, element diversity, and skeletal part representation as a means to distinguish the introduction of living deer from the introduction of carcass products. The evidence presented here is consistent with island Amerindians importing cervid bone as finished artifacts or raw material for tool and ornament manufacture rather than live animals. This study enhances our understanding of the ways in which Amerindians were engaged in exchange networks based on the movement of exotic goods between the West Indies and continent. More broadly, it contributes to conceptual methods for distinguishing the transfer of body parts from the translocation of live animals in studies of exotic animal dispersal by humans.

Abstract:
Lechuguilla Cave, a complex three-dimensional cave with a single known entrance, is located in remote desert terrain in Carlsbad Caverns National Park, in southeastern New Mexico, USA. The Guadalupe Mountains there contain uplifted limestone and dolomite rock in the Permian-age Capitan Reef complex. Hundreds of caves have been found in this region, but Lechuguilla Cave greatly exceeds the size of all others known. It was only a small pit mined for bat guano in the early twentieth century. In the 1970s the Cave Research Foundation performed digs at the bottom, where profuse air movement had been noted in the debris. This work ceased but another team of cavers visited in 1984, hearing and feeling the significant air, and began a digging project approved by the Park. The cavers dug into continuing passage in 1986. It was explored in three major branches, generally trending west/southwest to east/northeast, parallel to the reef face, with north-south connections along deep rift features. Depositional and corrosional events during sulfuric-acid speleogenesis created remarkable speleothems and speleogenesis, and the cave has often been called “the Jewel of the Underground”. The rapidly growing cave passed 80 km of surveyed length by 1990. Within the first ten years of exploration, 28 large-scale expeditions led to the cave reaching 113 km in length. From 1997 to 2013, 109 additional kilometers were mapped with smaller teams of up to 12 cavers per expedition. Exploration and mapping is now done in three to five expeditions per year, and recent work has focused on climbs and smaller leads such as tight crawls and fissures that were previously passed. Significant discoveries continue to be found using these techniques. The cave reaches a depth of 475 m and has been mapped to over 222 km in length. Exploration to the extreme ends is efficiently done with multi-day expeditions, using established camps in each branch. Cavers from the United States and dozens of other countries have been involved in this mapping project. The cave now has more than 35,000 survey stations, and the complexity of the maze of passages creates significant challenges for cartographers. Based on ever-present airflow and porosity of the bedrock, it is expected that this cave will continue to surprise and delight explorers and speleo-scientists in the future.

Intellectual pursuits in general and in translation particularly cannot be conceptualized without resorting to metaphorical means relating this experience to more perceptible ones. In European languages the metaphor in question is TRANSLATION IS MOVEMENT / RELOCATION. The terms for translation in various European languages (translatio(n), traduction, perevod) all imply the idea of relocation of a physical object. Translatare and traducere, the latter introduced by Italian humanists, find parallels (prēlozhiti and prēvoditi respectively) in Slavic prologues of the period. Although its verbal realization is conventional and even trite now, this conceptual metaphor has survived in lexemes designating the agent, the process and the result of translation activity. The purpose of this paper is to discuss the terms used by several late antique, medieval, and modern translators in their prologues, epilogues, and metatexts on translation, and especially vivid metaphorical imagery that regularly appear in their texts. This fact must not be neglected by translation theory. All the constituents of translation process, namely, agents, source and target texts, translation method, the signifier (lesignifiant) and the signified (le signifié) in the translated text, the process of translation and the life of the translated text in a new culture are discussed metaphorically. The agent of the activity under study (translator) is mostly represented via the metaphor of a master’s (author’s) servant, although sometimes the relationship between the author and the translator is envisioned as a competition or even a conquest. The motivation behind translators’ endeavor is often discussed in terms of the monetary “talent” parable (where talentum is a unit of weight) quoted or alluded to by Aelfric in England and John the Exarch in Bulgaria in the 10th century and Marie de France and Theodosius from the Cave Monastery in Kiev two centuries later. The relationship between source and target texts is illustrated with an artistic metaphor, among others. The signified and the signifier in the text are often presented as a body and clothing or a jewel and its wrappings. The translation process is often shown as that of construction in medieval texts and work of machinery in modern ones. The life of the target text in its new surroundings is discussed through revitalizing the old metaphor of relocation (as the cargo of a ship unloaded onto a distant shore) or through various biological metaphors.

This article attempts to recover the antinomies and contradictions of the life and work of Grenada-born Samson Uriah Morris (1908−1976), an educationalist, anti-colonialist and Black political activist, whose life was dedicated to both the movement for civil rights in Britain and the broader anti-colonial and Pan-Africanist struggle. His life ranged from the Caribbean to the United Kingdom to Kwame Nkrumah’s Ghana and then back to Britain where he eventually became the deputy general secretary of the Community Relations Commission and Assistant High Commissioner for Grenada. Despite his role in the anti-racist struggles of the inter-war period he was seen as a somewhat conservative figure by a new generation of Black radicals in Britain by the late 1960s. The authors chart Morris’s biography, setting it against changing political forces, and suggest that he made an important contribution to the struggle against racism and imperialism and the project of ‘intellectual decolonisation’.

In a speech delivered September 16, 2009 in New York City, at the United Nations' special meeting on climate change hosted by the Caribbean island-country of Grenada, Riane Eisler proposed a new approach for prevention and mitigation of global warming. She placed our climate change crisis in its social and historical context. She highlighted the connection between high technology and an ethos of Domination in bringing on our current crises, and why successfully resolving them requires an understanding of the configurations of the Domination System and the Partnership System as two underlying social configurations. These social configurations transcend conventional categories such as right vs. left, religious vs. secular, or Eastern vs. Western, which fail to take into account the crucial interactions between the cultural construction of our basic childhood and gender relations and politics and economics. As a result, regressions to the Domination side of the Partnership/Domination continuum have punctuated our forward movement, including a disregard for both people and nature. She showed that going back to the old “normal” is not an option, and outlined how, together, we can build a new normal in which caring for people and nature is a top priority.

In the mass media, the primacy of ever more intimate perspectives on violent confrontation, which has long been a staple of journalistic profit and practice, has undergone a crucial transformation over the last century. From an overt eagerness to take an active role in the experience of war to a coy, self-promoting emphasis on the risks of the trade, the representation of violent subjects has consistently been filtered through reportorial, yet tremendous change has befallen the role of professional interlocutors in the serving up the experience of war and violent conflict for domestic consumption. The triumph of a technologised perspective has eclipsed journalistic agency, collapsing the distinction between the pen and the sword in a way that reporters, for all their efforts to command the prestige of each, could never achieve. The focus on the fight, narrowed to the point of impact, strips away orienting discourses to produce a dehumanised perspective that is, if no more or less violent in its own right, unquestioning in its pursuit of the vivid sensation violence provides. In this essay, I hope to illuminate some of the relationships between pen and sword that have evolved from the time of my own historical period of specialisation, the Cuban-Spanish-American and Philippine-American wars, to the unfortunate juncture at which we find ourselves a century later. I will begin, however, in the middle, for it is in my own experience of looking for a fight, finding and reporting on it, and then, later, as a historian, reflecting upon the phenomenon in historical comparison with previous correspondents, that I arrived at the conclusions presented here. My work as a “front-line” correspondent took place in environments largely lacking front lines or sophisticated machinery. From skulking about in back alleys to avoid Duvalier’s secret police in Haiti, I had graduated to the “low intensity conflict” of the Philippines. Sporadic and isolated though such violence might be, it was nonetheless my mission to seek it out and capitalise upon it. I felt long past appreciating the news value of being in the line of fire, however, I was soon speeding madly from the scene of my first at-risk gunplay, on February 7, 1986, the day of the Marcos-Aquino election, prelude to the People Power revolution later that month. That violence begets violence, incidental and otherwise, was being made all too clear: as I listened to the thumps representing the likely ends of roadside dogs and cats unfortunate enough to be in the way of the speeding getaway car driven by my Filipino oppositionist hosts, I noted that my ostensibly peaceful guides were vigorously contemplating an armed response. There was news value in the scene, but I was sickened by their rapid descent into revenge mode. My disappointment was not entirely based on aversion to the addictive and infectious power of violence, however: in showing that they, too, were capable of bloodshed, my once-sympathetic guides were spoiling a clean story line. In the moment, knowing my market, I was, it must be admitted, every bit as inclined to value a sharp image over a nuanced portrait as the narrowly focused machine I at other times decry. My article presented the story in diverse detail, but the market logic of its genesis had directed it toward the singular, violent departure point on which I did, indeed, focus when, asked that morning where I wanted to go, I had responded, “Wherever there’s going to be fighting.” In addition to market considerations holding violence as the highest news value, though, my approach had roots in the aspiring war correspondent’s classic infatuation with getting a piece of the action. Just as soldiers need a war to amass the medals and experience necessary for rapid advancement, journalists can extract from exposure to the most arresting stories professional opportunity and, often, the thrill of a lifetime. The cultural capital offered by a role in a good fight is a currency subjected to official devaluation over the years, but in the marketplace of personal identity, war stories retain worth. My students appear to like hearing them; I must admit that I can revel in telling one. Like an accounting of scars and scares past, it celebrates triumph over threats large and small. Even a well-established reputation is no bar to glory-seeking on the basis of proximity to the fight. Top New York Times reporter R.W. Apple’s tale of a bullet passing through the loose folds of his trousers was undermined by the absence of evidence (other reporters could not believe he would throw out so treasured a souvenir), but it only serves to emphasise all the more the delicious appeal to reporters of a physical link to the fighting. Such anecdotes, and the ascendant prestige accorded photojournalists, who must place themselves closer to the action than those who only have to write about it, serve to emphasise the emergence of an informal pecking order based on proximity to peril. This emphasis on risk, with its evocation of potential sacrifice, represents a historical change. Where today facing danger is a featured facet of journalistic practice, a century ago the emphasis was on dishing it out. For example, I found in the Manuscript Division of the U.S. Library of Congress a letter from John Barrett, the first journalist to suggest military action in the Philippines to a national American audience, in which he wrote to his mother of having derived “great pleasure in firing five or six shots at the enemy.” Despite his former rank as consul to Siam and the position of power and distinction he enjoyed as correspondent for both the prestigious North American Review and the widely-read network of newspapers headed by William Randolph Hearst’s New York Journal, Barrett sought parity with simple soldiers whose institutional base more readily connoted glory. "[I] may not be an enlisted soldier but in my way as a correspondent of the greatest daily newspapers of the world—i.e., the most extensively read—bear a responsibility quite equal to a lesser officer unto those who are on the rank.” he wrote to his mother on June 26, 1898, adding, “I would not send any 'fake' account of the battle even if ordered to do so by the editor himself and if I do not send a 'fake' story I must be at the front where I can see what is actually done." Barrett’s location of the “actual” war at the front lines, where hot lead and blood were imagined to flow freely, adhered to a prevailing press perspective valorizing immersion in the fight. As the nineteenth century drew to a close, widespread acceptance was accorded to the notion of the superiority of “hard-won” knowledge, gained through exposure to combat (or perhaps, as in the case of a rival interlocutor of Philippine affairs, Dean Worcester, to alternative threats such head-hunters). In part a reflection of the rough-edged Social Darwinism holding up such survivors as the “fittest” and in part a simple testament to the universal power of warrior myths, battle-certified claims to a higher degree of both patriotism and veracity were an effective rhetorical trump card against the reasoned, impassioned pleas for caution and humanity emerging from the mostly older men of letters leading the anti-imperialist movement. Other reporters of the age also won fame for their activist roles. One of Hearst’s other minions, Karl Decker, engineered an 1897 jailbreak in Cuba that brought to a nationwide audience New York Journal’s tale of the “Cuban girl martyr,” Evangelina Cosio y Cisneros. Other reporters fought alongside the Cuban rebels, sweetening the romantic notion of siding with the underdog—which contributed mightily to the popularity of the “yellow” press’ sensational accounts of war. While the insertion of such blatant reportorial machismo into war reporting has diminished with time and the supposed rise of objectivity as a guiding standard, the interest of media audiences in intimate details of the experience of war has not diminished, and the technologies available to answer such demands have proliferated. From the “living room war” so roundly decried by those who mistakenly saw the seeds of defeat in enhanced public access to the details of war in Vietnam, we have “advanced” to a perspective on warfare that is funneled through the dispassionate gaze of the weapons themselves. The video game metaphor for war, popularised during and since the first Persian Gulf War, gave rise to a missile’s-eye-view that rendered apparently superfluous the role of the reporter. Government restrictions on press access to war zones, instituted in Grenada in 1983 and carried to new lengths in Iraq in 1991, further contributed to the marginalisation of the reportorial agency. It did not help that reporters did so poor and tardy a job of exposing as false the notions of technological infallibility promoted by officialdom. Their failure to question the Big Lie of reported Patriot missile accuracy in striking down Iraqi Scuds only served to support the notion that machines were more reliable than men. Meanwhile, the celebrity of “Scud Stud” Arthur Kent was largely based on his positioning before a pyrotechnic backdrop of flares, tracers, and the occasional missile, which helped keep alive the impression that a reporter’s importance is contingent upon close physical connection with the scene of the fight. Today, we see the new face of war through the lens of the Predator, an unmanned drone that can both gather and disseminate information and issue a deadly strike. The bomber-camera combo dissolves the dated dichotomy constructed as pen vs. sword. All too frequently a false construction in the first place, the “which is mightier?” question nonetheless offered value in its oppositional frame. Even if reporters understood the supremacy of arms, and tied their own identities to their use in diverse and sometimes contradictory fashion, their ability to wield words had a self-interested way of conveying the hazards of war, and thus at least some of its potential human consequences. Akin to the dashboard-cam that has pervaded consciousness in the age of “Cops” and other all-car-chase-all-the-time forms of television, the machine vision that orders and produces audience perceptions of distant fighting has sidelined the reportorial perspective, putting the viewer in the imaginary cockpit. Has the stripping away of reportorial mediation produced any more or less humane or accurate an impression? Despite the often pugnacious and self-glorifying approach of reporters seeking to validate their vitality and influence, the removal of journalistic agency has left the field open for manipulation by the controllers of the bomber-camera combo, and thus has impoverished public understanding of the deadly spiral violence inspires. There is historical precedent, or at least parallel, for this, and it is not encouraging. Public enthusiasm for taking the Philippines was stirred in 1898 by the ease with which the technologically superior new American gunboats destroyed the Spanish fleet in Manila Bay. Newspapers filled page after page with illustrations and descriptions of naval ordnance, inspiring a fusion of technophilia and war fever that helped prepare the way for the United States’ rapid conversion from an anti-imperialist polity into an expanding power with global ambitions and concomitant responsibilities and exposures. What began as an ostensibly diversionary military manoeuver designed to keep Spanish ships from playing a highly unlikely role in reinforcing the defense of Cuba—a preemptive strike, to use a currently popular term—grew, through an initial affinity for the new fighting machines, into an engagement that ended up portending a transoceanic American empire and altered national destinies to go with it. Not long after, bogged down in a grisly and unexpectedly lengthy land war against Filipino independence-seekers, Americans had reason to rethink their assumptions about the ease with which wars could be prosecuted. The Philippine-American war has been largely erased from American history, along with the accounts of the war correspondents who covered it. But the legacy of globalised imperial violence it initiated lives on, with the next installment coming soon. Check your local listings. Abstract:
In Australia the “intimacy” of citizenship (Berlant 2), is often used to reinforce subscription to heteronormative romantic and familial structures. Because this framing promotes discourses of moral failure, recent political attention to sexuality and same-sex couples can be filtered through insights into coalitional affiliations. This paper uses contemporary shifts in Australian politics and culture to think through the concept of coalition, and in particular to analyse connections between sexuality and governmentality (or more specifically normative bias and same-sex relationships) in what I’m calling post-coalitional Australia. Against the unpredictability of changing parties and governments, allegiances and alliances, this paper suggests the continuing adherence to a heteronormatively arranged public sphere. After the current Australian Prime Minister Julia Gillard deposed the previous leader, Kevin Rudd, she clung to power with the help of independents and the Greens, and clichés of a “rainbow coalition” and a “new paradigm” were invoked to describe the confused electorate and governmental configuration. Yet in 2007, a less confused Australia decisively threw out the Howard–led Liberal and National Party coalition government after eleven years, in favour of Rudd’s own rainbow coalition: a seemingly invigorated party focussed on gender equity, Indigenous Australians, multi-cultural visibility, workplace relations, Austral-Asian relations, humane refugee processing, the environment, and the rights and obligations of same-sex couples. A post-coalitional Australia invokes something akin to “aftermath culture” (Lambert and Simpson), referring not just to Rudd’s fall or Howard’s election loss, but to the broader shifting contexts within which most Australian citizens live, and within which they make sense of the terms “Australia” and “Australian”. Contemporary Australia is marked everywhere by cracks in coalitions and shifts in allegiances and belief systems – the Coalition of the Willing falling apart, the coalition government crushed by defeat, deposed leaders, and unlikely political shifts and (re)alignments in the face of a hung parliament and renewed pushes toward moral and cultural change. These breakdowns in allegiances are followed by swift symbolically charged manoeuvres. Gillard moved quickly to repair relations with mining companies damaged by Rudd’s plans for a mining tax and to water down frustration with the lack of a sustainable Emissions Trading Scheme. And one of the first things Kevin Rudd did as Prime Minister was to change the fittings and furnishings in the Prime Ministerial office, of which Wright observed that “Mr Howard is gone and Prime Minister Kevin Rudd has moved in, the Parliament House bureaucracy has ensured all signs of the old-style gentlemen's club… have been banished” (The Age, 5 Dec. 2007). Some of these signs were soon replaced by Ms. Gillard herself, who filled the office in turn with memorabilia from her beloved Footscray, an Australian Rules football team. In post-coalitional Australia the exile of the old Menzies’ desk and a pair of Chesterfield sofas works alongside the withdrawal of troops from Iraq and renewed pledges for military presence in Afghanistan, apologising to stolen generations of Indigenous Australians, the first female Governor General, deputy Prime Minister and then Prime Minister (the last two both Gillard), the repealing of disadvantageous workplace reform, a focus on climate change and global warming (with limited success as stated), a public, mandatory paid maternity leave scheme, changes to the processing and visas of refugees, and the amendments to more than one hundred laws that discriminate against same sex couples by the pre-Gillard, Rudd-led Labor government. The context for these changes was encapsulated in an announcement from Rudd, made in March 2008: Our core organising principle as a Government is equality of opportunity. And advancing people and their opportunities in life, we are a Government which prides itself on being blind to gender, blind to economic background, blind to social background, blind to race, blind to sexuality. (Rudd, “International”) Noting the political possibilities and the political convenience of blindness, this paper navigates the confusing context of post-coalitional Australia, whilst proffering an understanding of some of the cultural forces at work in this age of shifting and unstable alliances. I begin by interrogating the coalitional impulse post 9/11. I do this by connecting public coalitional shifts to the steady withdrawal of support for John Howard’s coalition, and movement away from George Bush’s Coalition of the Willing and the War on Terror. I then draw out a relationship between the rise and fall of such affiliations and recent shifts within government policy affecting same-sex couples, from former Prime Minister Howard’s amendments to The Marriage Act 1961 to the Rudd-Gillard administration’s attention to the discrimination in many Australian laws. Sexual Citizenship and Coalitions Rights and entitlements have always been constructed and managed in ways that live out understandings of biopower and social death (Foucault History; Discipline). The disciplining of bodies, identities and pleasures is so deeply entrenched in government and law that any non-normative claim to rights requires the negotiation of existing structures. Sexual citizenship destabilises the post-coalitional paradigm of Australian politics (one of “equal opportunity” and consensus) by foregrounding the normative biases that similarly transcend partisan politics. Sexual citizenship has been well excavated in critical work from Evans, Berlant, Weeks, Richardson, and Bell and Binnie’s The Sexual Citizen which argues that “many of the current modes of the political articulation of sexual citizenship are marked by compromise; this is inherent in the very notion itself… the twinning of rights with responsibilities in the logic of citizenship is another way of expressing compromise… Every entitlement is freighted with a duty” (2-3). This logic extends to political and economic contexts, where “natural” coalition refers primarily to parties, and in particular those “who have powerful shared interests… make highly valuable trades, or who, as a unit, can extract significant value from others without much risk of being split” (Lax and Sebinius 158). Though the term is always in some way politicised, it need not refer only to partisan, multiparty or multilateral configurations. The subscription to the norms (or normativity) of a certain familial, social, religious, ethnic, or leisure groups is clearly coalitional (as in a home or a front, a club or a team, a committee or a congregation). Although coalition is interrogated in political and social sciences, it is examined frequently in mathematical game theory and behavioural psychology. In the former, as in Axelrod’s The Evolution of Cooperation, it refers to people (or players) who collaborate to successfully pursue their own self-interests, often in the absence of central authority. In behavioural psychology the focus is on group formations and their attendant strategies, biases and discriminations. Experimental psychologists have found “categorizing individuals into two social groups predisposes humans to discriminate… against the outgroup in both allocation of resources and evaluation of conduct” (Kurzban, Tooby and Cosmides 15387). The actions of social organisation (and not unseen individual, supposedly innate impulses) reflect the cultural norms in coalitional attachments – evidenced by the relationship between resources and conduct that unquestioningly grants and protects the rights and entitlements of the larger, heteronormatively aligned “ingroup”. Terror Management Particular attention has been paid to coalitional formations and discriminatory practices in America and the West since September 11, 2001. Terror Management Theory or TMT (Greenberg, Pyszczynski and Solomon) has been the main framework used to explain the post-9/11 reassertion of large group identities along ideological, religious, ethnic and violently nationalistic lines. Psychologists have used “death-related stimuli” to explain coalitional mentalities within the recent contexts of globalised terror. The fear of death that results in discriminatory excesses is referred to as “mortality salience”, with respect to the highly visible aspects of terror that expose people to the possibility of their own death or suffering. Naverette and Fessler find “participants… asked to contemplate their own deaths exhibit increases in positive evaluations of people whose attitudes and values are similar to their own, and derogation of those holding dissimilar views” (299). It was within the climate of post 9/11 “mortality salience” that then Prime Minister John Howard set out to change The Marriage Act 1961 and the Family Law Act 1975. In 2004, the Government modified the Marriage Act to eliminate flexibility with respect to the definition of marriage. Agitation for gay marriage was not as noticeable in Australia as it was in the U.S where Bush publicly rejected it, and the UK where the Civil Union Act 2004 had just been passed. Following Bush, Howard’s “queer moral panic” seemed the perfect decoy for the increased scrutiny of Australia’s involvement in the Iraq war. Howard’s changes included outlawing adoption for same-sex couples, and no recognition for legal same-sex marriages performed in other countries. The centrepiece was the wording of The Marriage Amendment Act 2004, with marriage now defined as a union “between a man and a woman to the exclusion of all others”. The legislation was referred to by the Australian Greens Senator Bob Brown as “hateful”, “the marriage discrimination act” and the “straight Australia policy” (Commonwealth 26556). The Labor Party, in opposition, allowed the changes to pass (in spite of vocal protests from one member) by concluding the legal status of same-sex relations was in no way affected, seemingly missing (in addition to the obvious symbolic and physical discrimination) the equation of same-sex recognition with terror, terrorism and death. Non-normative sexual citizenship was deployed as yet another form of “mortality salience”, made explicit in Howard’s description of the changes as necessary in protecting the sanctity of the “bedrock institution” of marriage and, wait for it, “providing for the survival of the species” (Knight, 5 Aug. 2003). So two things seem to be happening here: the first is that when confronted with the possibility of their own death (either through terrorism or gay marriage) people value those who are most like them, joining to devalue those who aren’t; the second is that the worldview (the larger religious, political, social perspectives to which people subscribe) becomes protection from the potential death that terror/queerness represents. Coalition of the (Un)willing Yet, if contemporary coalitions are formed through fear of death or species survival, how, for example, might these explain the various forms of risk-taking behaviours exhibited within Western democracies targeted by such terrors? Navarette and Fessler (309) argue that “affiliation defences are triggered by a wider variety of threats” than “existential anxiety” and that worldviews are “in turn are reliant on ‘normative conformity’” (308) or “normative bias” for social benefits and social inclusions, because “a normative orientation” demonstrates allegiance to the ingroup (308-9). Coalitions are founded in conformity to particular sets of norms, values, codes or belief systems. They are responses to adaptive challenges, particularly since September 11, not simply to death but more broadly to change. In troubled times, coalitions restore a shared sense of predictability. In Howard’s case, he seemed to say, “the War in Iraq is tricky but we have a bigger (same-sex) threat to deal with right now. So trust me on both fronts”. Coalitional change as reflective of adaptive responses thus serves the critical location of subsequent shifts in public support. Before and since September 11 Australians were beginning to distinguish between moderation and extremism, between Christian fundamentalism and productive forms of nationalism. Howard’s unwavering commitment to the American-led war in Iraq saw Australia become a member of another coalition: the Coalition of the Willing, a post 1990s term used to describe militaristic or humanitarian interventions in certain parts of the world by groups of countries. Howard (in Pauly and Lansford 70) committed Australia to America’s fight but also to “civilization's fight… of all who believe in progress and pluralism, tolerance and freedom”. Although Bush claimed an international balance of power and influence within the coalition (94), some countries refused to participate, many quickly withdrew, and many who signed did not even have troops. In Australia, the war was never particularly popular. In 2003, forty-two legal experts found the war contravened International Law as well as United Nations and Geneva conventions (Sydney Morning Herald 26 Feb. 2003). After the immeasurable loss of Iraqi life, and as the bodies of young American soldiers (and the occasional non-American) began to pile up, the official term “coalition of the willing” was quietly abandoned by the White House in January of 2005, replaced by a “smaller roster of 28 countries with troops in Iraq” (ABC News Online 22 Jan. 2005). The coalition and its larger war on terror placed John Howard within the context of coalitional confusion, that when combined with the domestic effects of economic and social policy, proved politically fatal. The problem was the unclear constitution of available coalitional configurations. Howard’s continued support of Bush and the war in Iraq compounded with rising interest rates, industrial relations reform and a seriously uncool approach to the environment and social inclusion, to shift perceptions of him from father of the nation to dangerous, dithery and disconnected old man. Post-Coalitional Change In contrast, before being elected Kevin Rudd sought to reframe Australian coalitional relationships. In 2006, he positions the Australian-United States alliance outside of the notion of military action and Western territorial integrity. In Rudd-speak the Howard-Bush-Blair “coalition of the willing” becomes F. Scott Fitzgerald’s “willingness of the heart”. The term coalition was replaced by terms such as dialogue and affiliation (Rudd, “Friends”). Since the 2007 election, Rudd moved quickly to distance himself from the agenda of the coalition government that preceded him, proposing changes in the spirit of “blindness” toward marginality and sexuality. “Fix-it-all” Rudd as he was christened (Sydney Morning Herald 29 Sep. 2008) and his Labor government began to confront the legacies of colonial history, industrial relations, refugee detention and climate change – by apologising to Aboriginal people, timetabling the withdrawal from Iraq, abolishing the employee bargaining system Workchoices, giving instant visas and lessening detention time for refugees, and signing the Kyoto Protocol agreeing (at least in principle) to reduce green house gas emissions. As stated earlier, post-coalitional Australia is not simply talking about sudden change but an extension and a confusion of what has gone on before (so that the term resembles postcolonial, poststructural and postmodern because it carries the practices and effects of the original term within it). The post-coalitional is still coalitional to the extent that we must ask: what remains the same in the midst of such visible changes? An American focus in international affairs, a Christian platform for social policy, an absence of financial compensation for the Aboriginal Australians who received such an eloquent apology, the lack of coherent and productive outcomes in the areas of asylum and climate change, and an impenetrable resistance to the idea of same-sex marriage are just some of the ways in which these new governments continue on from the previous one. The Rudd-Gillard government’s dealings with gay law reform and gay marriage exemplify the post-coalitional condition. Emulating Christ’s relationship to “the marginalised and the oppressed”, and with Gillard at his side, Rudd understandings of the Christian Gospel as a “social gospel” (Rudd, “Faith”; see also Randell-Moon) to table changes to laws discriminating against gay couples – guaranteeing hospital visits, social security benefits and access to superannuation, resembling de-facto hetero relationships but modelled on the administering and registration of relationships, or on tax laws that speak primarily to relations of financial dependence – with particular reference to children. The changes are based on the report, Same Sex, Same Entitlements (HREOC) that argues for the social competence of queer folk, with respect to money, property and reproduction. They speak the language of an equitable economics; one that still leaves healthy and childless couples with limited recognition and advantage but increased financial obligation. Unable to marry in Australia, same-sex couples are no longer single for taxation purposes, but are now simultaneously subject to forms of tax/income auditing and governmental revenue collection should either same-sex partner require assistance from social security as if they were married. Heteronormative Coalition Queer citizens can quietly stake their economic claims and in most states discreetly sign their names on a register before becoming invisible again. Mardi Gras happens but once a year after all. On the topic of gay marriage Rudd and Gillard have deferred to past policy and to the immoveable nature of the law (and to Howard’s particular changes to marriage law). That same respect is not extended to laws passed by Howard on industrial relations or border control. In spite of finding no gospel references to Jesus the Nazarene “expressly preaching against homosexuality” (Rudd, “Faith”), and pre-election promises that territories could govern themselves with respect to same sex partnerships, the Rudd-Gillard government in 2008 pressured the ACT to reduce its proposed partnership legislation to that of a relationship register like the ones in Tasmania and Victoria, and explicitly demanded that there be absolutely no ceremony – no mimicking of the real deal, of the larger, heterosexual citizens’ “ingroup”. Likewise, with respect to the reintroduction of same-sex marriage legislation by Greens senator Sarah Hanson Young in September 2010, Gillard has so far refused a conscience vote on the issue and restated the “marriage is between a man and a woman” rhetoric of her predecessors (Topsfield, 30 Sep. 2010). At the same time, she has agreed to conscience votes on euthanasia and openly declared bi-partisan (with the federal opposition) support for the war in Afghanistan. We see now, from Howard to Rudd and now Gillard, that there are some coalitions that override political differences. As psychologists have noted, “if the social benefits of norm adherence are the ultimate cause of the individual’s subscription to worldviews, then the focus and salience of a given individual’s ideology can be expected to vary as a function of their need to ally themselves with relevant others” (Navarette and Fessler 307). Where Howard invoked the “Judaeo-Christian tradition”, Rudd chose to cite a “Christian ethical framework” (Rudd, “Faith”), that saw him and Gillard end up in exactly the same place: same sex relationships should be reduced to that of medical care or financial dependence; that a public ceremony marking relationship recognition somehow equates to “mimicking” the already performative and symbolic heterosexual institution of marriage and the associated romantic and familial arrangements. Conclusion Post-coalitional Australia refers to the state of confusion borne of a new politics of equality and change. The shift in Australia from conservative to mildly socialist government(s) is not as sudden as Howard’s 2007 federal loss or as short-lived as Gillard’s hung parliament might respectively suggest. Whilst allegiance shifts, political parties find support is reliant on persistence as much as it is on change – they decide how to buffer and bolster the same coalitions (ones that continue to privilege white settlement, Christian belief systems, heteronormative familial and symbolic practices), but also how to practice policy and social responsibility in a different way. Rudd’s and Gillard’s arguments against the mimicry of heterosexual symbolism and the ceremonial validation of same-sex partnerships imply there is one originary form of conduct and an associated sacred set of symbols reserved for that larger ingroup. Like Howard before them, these post-coalitional leaders fail to recognise, as Butler eloquently argues, “gay is to straight not as copy is to original, but as copy is to copy” (31). To make claims to status and entitlements that invoke the messiness of non-normative sex acts and romantic attachments necessarily requires the negotiation of heteronormative coalitional bias (and in some ways a reinforcement of this social power). As Bell and Binnie have rightly observed, “that’s what the hard choices facing the sexual citizen are: the push towards rights claims that make dissident sexualities fit into heterosexual culture, by demanding equality and recognition, versus the demand to reject settling for heteronormativity” (141). The new Australian political “blindness” toward discrimination produces positive outcomes whilst it explicitly reanimates the histories of oppression it seeks to redress. The New South Wales parliament recently voted to allow same-sex adoption with the proviso that concerned parties could choose not to adopt to gay couples. The Tasmanian government voted to recognise same-sex marriages and unions from outside Australia, in the absence of same-sex marriage beyond the current registration arrangements in its own state. In post-coalitional Australia the issue of same-sex partnership recognition pits parties and allegiances against each other and against themselves from within (inside Gillard’s “rainbow coalition” the Rainbow ALP group now unites gay people within the government’s own party). Gillard has hinted any new proposed legislation regarding same-sex marriage may not even come before parliament for debate, as it deals with real business. Perhaps the answer lies over the rainbow (coalition). As the saying goes, “there are none so blind as those that will not see”. Abstract:
Introduction The Uluru Statement from the Heart (2017) offers an opportunity for the nation to cement the foundation for prosperous Indigenous futures and meaningful reconciliation between Indigenous and non-Indigenous peoples. In this article, we discuss the theme of uniformity in relation to the “From the Heart” campaign which seeks to enact the Uluru Statement by establishing a constitutionally enshrined First Nations’ Voice to Parliament via a referendum. It is important however that we first clarify our use of the word uniform as we do not wish to suggest that all supporters of the Uluru Statement from the Heart are homogenous in their views or positioning. Far from it, the campaign aims to generate support from all walks of life, and with this, it naturally conjures diverse opinions, and at times disagreement (Pearson). Whilst unification corresponds to different persons coming together to form a collective whole – and the From the Heart Campaign can certainly be characterised in this way – uniformity refers to the uncompromising stance needed to enact the reform proposed in the Statement. In this article, we discuss how a constitutionally enshrined First Nations’ Voice to Parliament is the heart of the Uluru Statement and how the push towards a referendum requires not just a unified and united response, but one that is uniformed in its resolve – that is unwavering, steadfast, and determined in delivering its vision of a constitutionally enshrined First Nations’ Voice to Parliament. We therefore consider how images, symbols, icons, and material objects – both digital and tangible – are used to unite the campaigns’ supporters by presenting a uniformed front that advocates for constitutional reform. The Heart as Uniform and Icon Bleiker argues that icons, particularly within the digital space, are effective means of communication due to their ability to quickly disseminate messages in succinct and memorising ways that are relevant and responsive to its users’ needs (Petray; Carlson et al. ‘They Got Filters’; Fredericks and Bradfield ‘Disrupting the Colonial’). The ability of digital media to spread messages over vast distances and in ways that compress time and space, however, also means that the icons communicated through media such as memes (Blackmore; Petray; Fredericks and Bradfield ‘Co-Designing Change’) are in danger of becoming fleeting, empty, or meaningless (Fredericks and Bradfield ‘Disrupting the Colonial’; Petray; Carlson and Frazer ‘Indigenous activism’). Bleiker (9) warns that “when images are produced and circulated with ever greater speed and reach, icons can emerge in a short period. But this very proliferation of images can also lead to a situation where icons are short-lived and soon become superseded from their original setting”. Due to the fluid and often fickle nature of online culture where symbols and images are quickly adopted, transformed, repurposed, disposed, and replaced, icons are most powerful when they reflect a uniformed message, for uniforms demonstrate stability, endurance, and longevity. Uniforms therefore share some affiliation with icons in their ability to transmit messages of social significance. In their sociological study of uniforms, Joseph and Alex (719) argue that the uniform is viewed as a device to resolve certain dilemmas of complex organizations – namely, to define their boundaries, to assure that members will conform to their goals, and to eliminate conflicts in the status sets of their members. The uniform serves several functions: it acts as a totem, reveals and conceals statuses, certifies legitimacy, and suppresses individuality. The interaction of these components and the acceptance or rejection of the uniform and its associated status by the wearer are described. The use of hearts during the Uluru Statement from the Heart campaign can be likened to icons that convey uniformed messages relating to the need for constitutional reform and the creation of a First Nations’ Voice to Parliament. Repeated imagery of hearts, particularly in the colours of the Aboriginal flag – black, red, and yellow – alongside images of Uluru – an unmistakable icon of Aboriginality – has the potential to provoke political and social discussion amongst those who witness them. Online media have provided fora where information and support for the campaign has been shared, creating some uniformity amongst diverse audiences (Fredericks and Bradfield ‘Seeking to be Heard’; ‘More than a thought’). Emoticons, symbols, and hashtags have formed a type of digital uniform that has congealed ideas and helped centralise messages (Grieve-Williams), in this case in relation to the importance of the constitutional enshrinement of a First Nations’ Voice to Parliament. A heart also describes a centralised location that drives action or is seen to represent the underlying ethos of a community, movement, or object. In terms of physiology, the heart is located at the centre of a body and sustains life by pumping blood throughout the cardiovascular system. Similarly, Uluru is physically located in Central Australia, with many considering it as symbolling the geographical and spiritual heart of the nation. Whilst Uluru will always remain a part of the sacred grounds of the Anangu People (Schultz), its iconography resonates with Indigenous and non-Indigenous peoples throughout the nation, acting as a beacon for Indigenous rights and sovereignty. For the Anangu People, Uluru is a site of conflict resolution and great power (Anandakugan), making it an appropriate icon of reconciliation, Makarrata, and healing relationships between Indigenous and non-Indigenous peoples. Wearing Our Hearts on Our Sleeves Amongst other things, jewelry, art, and material objects function as communicative tools which present agreed-upon symbols and codes that represent messages that are collectively decided upon by a particular social group (Geertz; Shaw). Writing on art as a cultural system, Geertz (1488) famously observed how “it is out of participation in the general system of symbolic forms we call culture that participation in the particular we call art, which is in fact but a sector of it, is possible. A theory of art is thus at the same time a theory of culture, not an autonomous enterprise”. Langley writes on how human societies have used beads in jewelry to disseminate social information for at least 100,000 years. Throughout history, jewelry and fashion accessories have been used as visual representations of uniformity amongst activists and protestors (Gulliver). These icons aim to communicate an unwavering front which at times of protest or social upheaval often counter the icons and uniforms of opposing camps, whether the police force, military, or political rivals. The umbrella movement in Hong Kong is one visually striking example of uniformity and civil disobedience where pro-democracy messages were communicated via yellow umbrellas that contrasted the pro-establishment camp who wore blue (Radio Free Asia). The t-shirt for the Uluru campaign depicts an image of Uluru which visibly sits on the land but is also embedded below the surface of Country. Both parts collectively form the shape of a red heart. The shirt reads “We Support the Uluru Statement”, emitting the words “From the Heart”. This clever form of marketing invokes a sense of communitas amongst those who can collectively interpolate and understand its meaning (Turner). It is the shared knowledge that the statement comes “from the heart” (even though it is not written on the t-shirt) amongst those who form the collective “we” that gives the shirt a function that can be likened to a uniform. It is a visual embodiment of the Statement that seeks to “certify its legitimacy” (Joseph and Alex). Brooches and jewelry have also been used as means to provoke conversation and add social or political commentary during public engagements; often in satirical and/or ironic ways (Shaw). Former US Secretary of State Madeleine Albright, for example, famously wore a brooch of a snake after being called an “unparalleled serpent” by Iraqi state media under the Saddam Hussein regime (Becker). For Albright, brooches complemented her political agenda and became part of her “diplomatic arsenal” (Becker), which she described as effective mnemic communication that helped generate greater understandings amongst the wider public (Albright). Whilst an expression of her individuality, the jewelry delivers a uniformed statement and commentary that defines boundaries, assures goals, and seeks to eliminate conflicts or ambiguity in the messages she seeks to deliver. In this respect, it functions as part of her uniform. Similarly, when Lady Hale, the president of the UK Supreme Court, claimed Boris Johnson’s decision to prorogue parliament was unlawful in 2019, she strategically wore a spider brooch (Cochrane and Belam). The imagery was quickly seized upon by activists who interpreted it as a symbol of the government’s dysfunction, or venomous nature, and printed the design on t-shirts. The shirts sold out in less than 24 hours and presented a uniformed front that both critiqued the government and raised money for a homeless shelter (Butchart). A Gift Worth Sharing The Uluru Statement was gifted to the Australian people to affirm the campaign as one for and led by the Australian public (Synott; Appleby and Davis). The decision to disseminate the outcomes of the National Convention via a poetic and concise statement, rather than a formalised petition or legal declaration, emphasises its intent to remain accessible to the public (Davis ‘The Long Road’). The fact that it was gifted to the public instead of being “presented” or “submitted” to government signifies that it is a gesture of good faith that invites the Australian people to join the movement, whilst also placing onus on the public to accept or reject the gift that is offered and placing pressure on the government to call a referendum (Mayor). In the spirit of the Uluru Statement’s gifting, heart icons and paraphernalia are often exchanged amongst its supporters with aim of building awareness and provoking conversation. One of the authors of this paper, Professor Bronwyn Fredericks, is known for having accumulated an extensive collection of heart objects, many of which have been gifted to her. These objects range from brooches, earrings, necklaces, and other forms of jewelry to clothes, fabrics, and novelty glasses. Although the medium varies, the heart iconography and messages remain uniform. The Uluru from the Heart Campaign, however, has suffered many arrhythmias, at times speeding up whilst at others becoming really slow. After the reforms were presented to the Australian Government in 2017, the then prime minister Malcom Turnbull rejected them on account that an Indigenous Voice to Parliament was undesirable, too “radical” in nature, and unlikely to pass a referendum (Wahlquist; Brennan). A media release from the government published on 26 October 2017 declared that “the Government does not believe such a radical change to our constitution’s representative institutions has any realistic prospect of being supported by a majority of Australians in a majority of States” (Prime Minister et al.). The chief executive of the Victorian Community Controlled Health Organisation, Jill Gallagher, has commented that many politicians were too preemptive in their dismissal of the reforms; and in doing so, prevented the public from engaging in the critical discussion that is needed before a referendum (Brennan). Public discussion is now increasing after the Albanese-led Labor government announced that a referendum will be held during their first term of their government, which was formed in 2022 (Kunc). Turnbull’s rejection was also premised on the notion that the Uluru Statement, and its call for a First Nations Voice to Parliament, was too uniform in its “take it or leave it” positioning, which the government was unwilling to commit to (Prime Minister et al.). After years of having reforms and recommendations diluted or ignored by governments, and political promises and commitments dismissed (see Fredericks for an example), the Referendum Council were unapologetic in their stance that the Statement remain untouched and unmanipulated by politicians and political agendas (Referendum Council). The proposed reforms are the manifestation of Indigenous peoples’ will and desire as expressed during the regional dialogue (Anderson, Davis, and Pearson; Davis and Williams). The Final Report of the Referendum Council reads that “it is the Council’s view that there is no practical purpose to suggesting changes to the Constitution unless they are what Aboriginal and Torres Strait Islander peoples want” (Referendum Council, 5). It must be remembered that the Referendum Council was established by Malcom Turnbull in 2015, tasked with finding out what Indigenous peoples wanted to see in constitutional reform. Whilst the Turnbull government were willing to provide a forum in which Indigenous views on constitutional reform could be expressed, they were unwilling to honour their aspirations. After sharing deeply personal and at times traumatic stories of colonial harm and violence at the dialogues (Appleby and Davis), along with entertaining the idea of having greater input into parliamentary discussions, the flat-out rejection by the government was heartbreaking. Aboriginal lawyer, activist, and academic Noel Pearson spoke of the anguish caused by Malcolm Turnbull’s rejection in a Radio National interview, describing him as having “broken the hearts of the First Nations people of this country” (Brennan). Constitutional lawyer Megan Davis was with a young Indigenous law student who had participated in the regional dialogues when the interview aired (Davis ‘The Long Road’). Like many, this was the first she had heard of the Statement’s rejection. Davis recalls how “I could see her faith in the rule of law, fairness and equality – all the important characteristics of our public law system – drain from her face” (Davis, 2019). The impact of Turnbull’s rejection was described by some as “mean-spirited bastardry” (Wahlquist) and is articulated in a cartoon depicting a heart being surgically removed from Uluru (Grant). We wear heart icons as uniforms not only in support of the campaign but as a reminder of its fragility. Whilst hearts are prone to break, like all muscles it is through their tearing and growth that they become stronger. A Voice to Parliament The imagery of hearts aims to generate wider public recognition of the need to recognise First Nations’ peoples within Australia’s constitution via Voice, Truth, Treaty, and in that order (Davis and Williams; Fredericks and Bradfield ‘More than a Thought’; Larkin and Galloway). The need for a visible and uniformed campaign towards constitutional reform, however, is challenged when politicians including the former Indigenous Affairs minister Ken Wyatt (Anderson et al.) or former Greens and now independent senator Lidia Thorpe (Larkin and Maguire) question the premise that reforms such as a constitutionally enshrined First Nations’ Voice to Parliament are representative of Indigenous peoples’ will. Thorpe’s objection is based on the premise that Treaty should be sought first. Our criticism is not placed on their oppositional stance but rather on their false characterisation that it does not reflect the desire of the majority of Aboriginal and Torres Strait Islander peoples as expressed through the Uluru Dialogues. Despite seven delegates walking out on the convention in protest that it would hinder Indigenous sovereignty via a treaty (Hobbs), the 13 regional dialogues conducted by the Referendum Council and led by Indigenous leaders such as Megan Davis, Pat Anderson, and numerous others, as well as delegates at Uluru, clearly expressed a near unanimous and uniformed decision to establish an Indigenous representative body that was protected by the constitutional enshrinement (Davis ‘The Long Road’; Davis and Williams; Fredericks and Bradfield ‘We Don’t Want to’). Subsequent polling has shown strong continued majority support amongst the public for a constitutionally enshrined voice (Centre for Governance and Public Policy; Ford and Blumer; Zillman, Wellauer and Brennan; Reconciliation Australia). Past reconciliation movements have centred around the notion of restoring relationships between Indigenous and non-Indigenous peoples (Reynolds). This is problematic as colonisation in Australia was, and in many cases still is, dependent on the denial of Indigenous peoples and cultures, which was accompanied by epistemic and physical acts of violence (Moreton-Robinson; Lee, Richardson, and Ross). In 1999, then prime minister John Howard held a referendum on whether Australia should become a republic. Attached to the question was whether Aboriginal and Torres Strait Islander people should be recognised in the constitution’s preamble (Pearson, Davis, and Appleby ‘The Uluru Statement’). Despite this being rejected by Indigenous land councils and elected representatives, on account of its symbolism, Howard proceeded with the referendum which ultimately failed (Davis ‘The Status Quo’). The Recognise campaign ran from 2012 to 2017 and sought public awareness of questions relating to constitutional recognition of Indigenous peoples. This too was rejected by Indigenous communities (Maddison). Online polling conducted by Indigenous-controlled media forum IndigenousX showed that only 32.3% of its respondents supported the campaign, with many criticising what they saw as a top-down approach tailored towards the appeasement of non-Indigenous sensibilities (Latimore; Fredericks and Bradfield ‘Disrupting the Colonial’). Reconciliation Australia, the organisation that led the campaign, however, stated that it was successful in generating public awareness, which increased from 30% to 75% nationally (Reconciliation Australia). Conclusion What sets the Uluru campaign apart from its predecessors such as Recognise is that it is a grassroots initiative that emerged out of Indigenous-led consultations and dialogues with community members and stakeholders. It was conceived with awareness of the “limitations of the political class” (Davis, ‘The Long Road’) – illustrated by the ineptitude of Turnbull and other critics – and consciously spoke to the hearts of the Australian public. To ensure that different Indigenous perspectives and interest groups were represented during the National Conference, 60% of attendees were traditional owners, 20% came from Aboriginal community organisations, and 20% were individual community members (Lee, Richardson, and Ross; Davis ‘The Long Road'). The reforms of the Uluru Statement, including a First Nations’ Voice to Parliament, aim to create a framework and functioning mechanism that will help build and repair partnerships through which relationships between Indigenous and non-Indigenous peoples can improve, whilst “gaps” across a range of social outcomes can be redressed by policies led and informed by Indigenous people in accordance with national (Coalition of Peaks) and international (Synott ‘The Universal Declaration’) charters. Whilst Indigenous views are diverse, what remains uniform amongst them is that Aboriginal and Torres Strait Islander strength and power, which has always come from their voices, “are the most powerful of all” when they are together (Davis, ‘Together Our Voices’). Despite the campaigns’ critics and setbacks, our hearts continue to beat as one and our uniformed advance towards referendum remains steadfast. References Albright, Madlelaine. Abstract:
Why do politicians wear what they wear? Social conventions and parliamentary rules largely shape how politicians dress. Clothing is about power, especially if we think about clothing as uniforms. Uniforms of judges and police are easily recognised as symbols of power. Similarly, the business suit of a politician is recognised as a form of authority. But what if you are a female politician: what do you wear to work or in public? Why do we expect politicians to wear suits and ties? While we do expect a certain level of behaviour of our political leaders, why does the professionalised suit and tie signal this? And what happens if a politician challenges this convention? Female politicians, and largely any women in a position of power in the public sphere, are judged when they don’t conform to the social conventions of appropriate dress. Arguably, male politicians are largely not examined for their suit preferences (unless you are Paul Keating wearing Zenga suits or Anthony Albanese during an election make-over), so why are female politicians’ clothes so scrutinised and framed as reflective of their abilities or character? This article interrogates the political uniform and its gendered contestations. It does so via the ways female politicians are challenging gender norms and power relations in how they dress in public, political, and parliamentary contexts. It considers how rules and conventions around political clothing are political in themselves, through a discussion on how female politicians and political figures choose to adhere to or break these rules. Rules about what dress is worn by parliamentarians are often archaic, often drawn from rules set by parliaments largely made up of men. But even with more women sitting in parliaments, dress rules still reflect a very masculine idea of what is appropriate. Dress standards in the Australian federal parliament are described as a “matter for individual judgement”, however the Speaker of the House of Representatives can make rulings on members’ attire. In 1983, the Speaker ruled dress was to be neat, clean, and decent. In 1999, the Speaker considered dress to be “formal” and “similar to that generally accepted in business and professional circles”. This was articulated by the Speaker to be “good trousers, a jacket, collar and tie for men and a similar standard of formality for women”. In 2005, the Speaker reinforced this ruling that dress should be “formal” in keeping with business and professional standards, adding there was no “dignity of the House for Members to arrive in casual or sportswear” (“Dress”). Clothes with “printed slogans” are not considered acceptable and result in a warning from the Speaker for Australian MPs to “dress more appropriately”. Previous dress rulings also include that members should not remove their jackets in parliament, “tailored safari suits without a tie were acceptable, members could wear hats in parliament but had to remove them while entering or leaving the chamber and while speaking”. The safari suit rule likely refers to the former Foreign Affairs Minister Gareth Evans’s wearing of the garment during the 1980s and 1990s. The Speaker can also rule on what a member of the federal parliament can’t do. While in parliament, members can’t smoke, can’t read a newspaper, can’t distribute apples, may not climb over seats, and can’t hit or kick their desks. Members of parliament can however use their mobile phones for text messaging, and laptops can be used for emails (“Dress”). These examples suggest an almost old-fashioned type of school rules juxtaposed with modern sensibilities, positing the ad-hoc nature of parliamentary rules, with dress rules further evidence of this. While a business suit is considered the orthodoxy of the political uniform for male politicians, this largely governs rules about what female politicians wear. The business suit, the quasi-political uniform for male MPs, is implicit and has social consensus. The suit, which covers the body, is comprised of trousers to the ankle, well cut in muted colours of blue, grey, brown, and black, with contrasting shirts, often white or light colours, ties that may have a splash of colour, often demonstrating allegiances or political persuasions, mostly red or blue, as in the case of Labor and Liberal or Republicans and Democrats. The conventions of the suit are largely proscribed onto women, who wear a female version of the male suit, with some leeway in colour and pattern. Dress for female MPs should be modest, as with the suit, covering much of the body, and especially have a modest neckline and be at least knee length. In the American Congress, the dress code requires “men to wear suit jackets and ties ... and women are not supposed to wear sleeveless tops or dresses without a sweater or jacket” (Zengerle). In 2017, this prompted US Congresswomen to wear sleeveless dresses as a “right to bare arms” (Deutch and Karl). In these two Australian and American examples of a masculine parliamentary wear it is reasonable to suppose a seeming universality about politicians’ dress codes. But who decides what is the correct mode of political uniform? Sartorial rules about what are acceptable clothing choices are usually made by the dominant group, and this is the case when it comes to what politicians wear. Some rules about what is worn in parliament are archaic to our minds today, such as the British parliament law from 1313 which outlaws the wearing of armour and weaponry inside the chamber. More modern rulings from the UK include the banning of hats in the House of Commons (although not the Lords), and women being permitted handbags, but not men (Simm). This last rule reveals how clothing and its performance is gendered, as does the Australian parliament rule that a “Member may keep his hands in his pockets while speaking” (“Dress”), which assumes the speaker is likely a man wearing trousers. Political Dress as Uniform While political dress may be considered as a dress ‘code’ it can also be understood as a uniform because the dress reflects their job as public, political representatives. When dress code is considered as a uniform, homogenisation of dress occurs. Uniformity, somewhat ironically, can emphasise transgressions, as Jennifer Craik explains: “cultural transgression is a means of simultaneously undermining and reinforcing rules of uniforms since an effective transgressive performance relies on shared understandings of normative meanings, designated codes of conduct and connotations” (Craik 210). Codified work wear usually comes under the umbrella of uniforms. Official uniforms are the most obvious type of uniforms, clearly denoting the organisation of the wearer. Military, police, nurses, firefighters, and post-office workers often have recognisable uniforms. These uniforms are often accompanied by a set of rules that govern the “proper” wearing of these items. Uniforms rules do not just govern how the clothing is worn, they also govern the conduct of the person wearing the uniform. For example, a police officer in uniform, whether or not on duty, is expected to maintain certain codes of behaviour as well as dress standards. Yet dress, as Craik notes, can also be transgressive, allowing the wearer to challenge the underpinning conventions of the dress codes. Both Australian Senator Sarah Hanson-Young and US Congresswoman Alexandria Ocasio-Cortez, to name just two, leveraged social understandings of uniforms when they used their clothing to communicate political messages. Fashion as political communication or as ‘fashion politics’ is not a new phenomenon (Oh 374). Jennifer Craik argues that there are two other types of uniform; the unofficial and the quasi-uniform (17). Unofficial uniforms are generally adopted in lieu of official uniforms. They generally arise organically from group members and function in similar ways to official uniforms, and they tend to be identical in appearance, even if hierarchical. Examples of these include the yellow hi-vis jackets worn by the French Gilets Jaunes during the 2018 protests against rising costs of living and economic injustice (Coghlan). Quasi-uniforms work slightly differently. They exist where official and unofficial rules govern the wearing of clothes that are beyond the normal social rules of clothing. For example, the business suit is generally considered appropriate attire for those working in a conservative corporate environment: some workplaces restrict skirt, trouser, and jacket colours to navy, grey, or black, accompanied by a white shirt or blouse. In this way we can consider parliamentary dress to be a form of “quasi-uniform”, governed by both official and unofficial workplaces rules, but discretionary as to what the person chooses to wear in order to abide by these rules, which as described above are policed by the parliamentary Speaker. In the Australian House of Representatives, official rules are laid down in the policy “Dress and Conduct in the Chamber” which allows that “the standard of dress in the Chamber is a matter for the individual judgement of each Member, [but] the ultimate discretion rests with the Speaker” (“Dress”). Clothing rules within parliamentary chambers may establish order but also may seem counter-intuitive to the notions of democracy and free speech. However, when they are subverted, these rules can make clothing statements seem even more stark. Jennifer Craik argues that “wearing a uniform properly ... is more important that the items of clothing and decoration themselves” (4) and it is this very notion that makes transgressive use of the uniform so powerful. As noted by Coghlan, what we wear is a powerful tool of political struggle. French revolutionaries rejected the quasi-uniforms of the French nobility and their “gold-braided coat, white silk stockings, lace stock, plumed hat and sword” (Fairchilds 423), and replaced it with the wearing of the tricolour cockade, a badge of red, blue, and white ribbons which signalled wearers as revolutionaries. Uniforms in this sense can be understood to reinforce social hierarchies and demonstrate forms of power and control. Coghlan also reminds us that the quasi-uniform of women’s bloomers in the 1850s, often referred to as “reform dress”, challenged gender norms and demonstrated women’s agency. The wearing of pants by women came to “symbolize the movement for women’s rights” (Ladd Nelson 24). The wearing of quasi-political uniforms by those seeking social change has a long history, from the historical examples already noted to the Khadi Movement led by Gandhi’s “own sartorial choices of transformation from that of an Englishman to that of one representing India” (Jain), to the wearing of sharecropper overalls by African American civil rights activists to Washington to hear Martin Luther King in 1963, to the Aboriginal Long March to Freedom in 1988, the Tibetan Freedom Movement in 2008, and the 2017 Washington Pink Pussy Hat March, just to name a few (Coghlan). Here shared dress uniforms signal political allegiance, operating not that differently from the shared meanings of the old-school tie or tie in the colour of political membership. Political Fashion Clothing has been used by queens, female diplomats, and first ladies as signs of power. For members of early royal households, “rank, wealth, magnificence, and personal virtue was embodied in dress, and, as such, dress was inherently political, richly materialising the qualities associated with the wearer” (Griffey 15). Queen Elizabeth I (1558-1603), in order to subvert views that she was unfit to rule because of her sex, presented herself as a virgin to prove she was “morally worthy of holding the traditionally masculine office of monarch” (Howey 2009). To do this she dressed in ways projecting her virtue, meaning her thousands of gowns not only asserted her wealth, they asserted her power as each gown featured images and symbols visually reinforcing her standing as the Virgin Queen (Otnes and Maclaren 40). Not just images and symbols, but colour is an important part of political uniforms. Just as Queen Elizabeth I’s choice of white was an important communication tool to claim her right to rule, Queen Victoria used colour to indicate status and emotion, exclusively wearing black mourning clothes for the 41 years of her widowhood and thus “creating a solemn and pious image of the Queen” (Agnew). Dress as a sign of wealth is one aspect of these sartorial choices, the other is dress as a sign of power. Today, argues Mansel, royal dress is as much political as it is performative, embedded with a “transforming power” (Mansel xiiv). With the “right dress”, be it court dress, national dress, military or civil uniform, royals can encourage loyalty, satisfy vanity, impress the outside world, and help local industries (Mansel xiv). For Queen Elizabeth II, her uniform rendered her visible as The Queen; a brand rather than the person. Her clothes were not just “style choices”; they were “steeped with meaning and influence” that denoted her role as ambassador and figurehead (Atkinson). Her wardrobe of public uniforms was her “communication”, saying she was “prepared, reliable and traditional” (Atkinson). Queen Elizabeth’s other public uniform was that of the “tweed-skirted persona whose image served as cultural shorthand for conservative and correct manner and mode” (Otnes and Maclaren 19). For her royal tours, the foreign dress of Queen Elizabeth was carefully planned with a key “understanding of the political semantics of fashion … with garments and accessories … pay[ing] homage to the key symbols of the host countries” (Otnes and Maclaren 49). Madeline Albright, former US Secretary of State, engaged in sartorial diplomacy not with fashion but with jewellery, specifically pins (Albright). She is quoted as saying on good days, when I wanted to project prosperity and happiness, I'd put on suns, ladybugs, flowers, and hot-air balloons that signified high hopes. On bad days, I'd reach for spiders and carnivorous animals. If the progress was slower than I liked during a meeting in the Middle East, I'd wear a snail pin. And when I was dealing with crabby people, I put on a crab. Other ambassadors started to notice, and whenever they asked me what I was up to on any given day, I would tell them, “Read my pins”. (Burack) Two American first ladies, Hillary Rodham Clinton and Michelle Obama, demonstrate how their fashion acted as a political uniform to challenge the ideal notions of American womanhood that for generations were embedded in the first lady (Rall et al.). While modern first ladies are now more political in their championing of causes and play an important role in presidential election, there are lingering expectations that the first lady be the mother of the nation (Caroli). First Lady Hillary Rodham Clinton’s eclectic style challenged the more conservative tone set by prior Republican first ladies, notably Barbara Bush. Rodham Clinton is a feminist and lawyer more interested in policy that the domesticity of White House functions and décor. Her fashion reflects her “independence, individuality and agency”, providing a powerful message to American women (Rall et al. 274). This was not that much of a shift from her appearance as the wife of a Southern Governor who wouldn’t wear makeup and kept her maiden name (Anderson and Sheeler 26). More recently, as Democratic Presidential nominee, Rodham Clinton again used fashion to tell voters that a woman could wear a suit and become president. Rodham Clinton’s political fashion acted to contest the gender stereotypes about who could sit in the White House (Oh 374). Again, the pantsuit was not new for Rodham Clinton; “when I ran for Senate in 2000 and President in 2008, I basically had a uniform: a simple pantsuit, often black” (Mejia). Rodham Clinton says the “benefit to having a uniform is finding an easy way to fit in … to do what male politicians do and wear more or less the same thing every day”. As a woman running for president in 2016, the pantsuit acted as a “visual cue” that she was “different from the men but also familiar” (Mejia). Similarly, First Lady Michelle Obama adopted a political uniform to situate her role in American society. Gender but also race and class played a role in shaping her performance (Guerrero). As the first black First Lady, in the context of post-9/11 America which pushed a “Buy American” retail campaign, and perhaps in response to the novelty of a black First Lady, Obama expressed her political fashion by returning the First Lady narrative back to the confines of family and domesticity (Dillaway and Paré). To do this, she “presented a middle-class casualness by wearing mass retail items from popular chain stores and the use of emerging American designers for her formal political appearances” (Rall et al. 274). Although the number of women elected into politics has been increasing, gender stereotypes remain, and female representation in politics still remains low in most countries (Oh 376). Hyland argues that female politicians are subject to more intense scrutiny over their appearance … they are held to higher standards for their professional dress and expected to embody a number of paradoxes — powerful yet demure, covered-up but not too prim. They’re also expected to keep up with trends in a way that their male counterparts are not. Sexism can too easily encroach upon critiques of what they wear. How female politicians dress is often more reported than their political or parliamentary contributions. This was the case for Australia’s first female Prime Minister Julia Gillard. Jansens’s 2019 research well demonstrates the media preoccupation with political women’s fashion in a number of ways, be it the colours they choose to wear, how their clothing reveals their bodies, and judgements about the professionalism of their sartorial choices and the number of times certain items of clothing are worn. Jansens provides a number of informative examples noting the media’s obsession with Gillard’s choices of jackets that were re-worn and tops that showed her cleavage. One Australian Financial Review columnist reported, I don’t think it’s appropriate for a Prime Minister to be showing her cleavage in Parliament. It’s not something I want to see. It is inappropriate to be in Parliament, it is disrespectful to yourself and to the Australian community and to the parliament to present yourself in a manner that is unprofessional. (Jansens) The media preoccupation with female politicians’ clothing is noted elsewhere. In the 2012 Korean presidential election, Geun-hye Park became the first female president of Korea, yet media reports focussed largely on Park’s fashion: a 2013 newspaper published a four-page analysis titled “Park Geun-hye Fashion Project”. Another media outlet published a review of the 409 formal function outfits worn by Park (Oh 378). The larger focus, however, remains on Park’s choice to wear a suit, referred to as her “combat uniform” (Cho), for her daily parliamentary and political duties. This led Oh to argue that Korean female politicians, including Park, wear a “male suit as a means for benefit and survival”; however, with such media scrutiny “female politicians are left under constant surveillance” (382). As Jansens argues, clothing can act as a “communicative barrier between the body and society”, and a narrative that focusses on how clothes fit and look “illustrates women’s bodies as exceptional to the uniform of the political sphere, which is a masculine aesthetic” (212). Drawing on Entwistle, Jansens maintains that the the uniform “serves the purpose in policing the boundaries of sexual difference”, with “uniforms of gender, such as the suit, enabl[ing] the repetitious production of gender”. In this context, female politicians are in a double bind. Gillard, for example, in changing her aesthetic illustrates the “false dichotomy, or the ‘double bind’ of women’s competency and femininity that women can be presented with regarding their agency to conform, or their agency to deviate from the masculine aesthetic norm” (Jansens 212). This was likely also the experience of Jeannette Rankin, with media reports focusing on Rankin’s “looks and “personal habits,” and headlines such “Congresswoman Rankin Real Girl; Likes Nice Gowns and Tidy Hair” (“Masquerading”). In this article, however, the focus is not on the media preoccupation with female politicians’ political fashion; rather, it is on how female politicians, rather than conforming to masculine aesthetic norms of wearing suit-like attire, are increasingly contesting the political uniform and in doing so are challenging social and political boundaries As Yangzom puts it, how the “embodiment of dress itself alters political space and civic discourse is imperative to understanding how resistance is performed in creating social change” (623). This is a necessary socio-political activity because the “way the media talks about women affects the way women are perceived in society. If women’s appearances are consistently highlighted in the media, inequality of opportunity will follow from this inequality of treatment” (Jansens 215). Contesting the Political Uniform Breaking fashion norms, or as Entwistle argues, “bodies which flout the conventions of their culture and go without the appropriate clothes are subversive of the most basic social codes and risk exclusion, scorn and ridicule” (7), hence the price may be high to pay for a public figure. American Vice-President Kamala Harris’s penchant for comfy sneakers earned her the nickname “the Converse candidate”. Her choice to wear sneakers rather than a more conventional low-heel shoe didn’t necessarily bring about a backlash; rather, it framed her youthful image (possibly to contrast against Trump and Biden) and posited a “hit the ground running” approach (Hyland). Or, as Devaney puts it, “laced up and ready to win … [Harris] knew her classic American trainers signalled a can-do attitude and a sense of purpose”. Increasingly, political women, rather than being the subject of social judgments about their clothing, are actively using their dressed bodies to challenge and contest a range of political discourses. What a woman wears is a “language through which she can send any number of pointed messages” (Weiss). In 2021, US Congresswoman Alexandria Ocasio-Cortez wore a ‘Tax the rich’ dress to the Met Gala. The dress was designed by social activist designers Brother Vellies and loaned to Ocasio-Cortez to attend the $30,000 ticket event. For Ocasio-Cortez, who has an Instagram following of more than eight million people, the dress is “about having a real conversation about fairness and equity in our system, and I think this conversation is particularly relevant as we debate the budget” (“Alexandria”). For Badham, “in the blood-spattered garments of fighting class war” the “backlash to Alexandria Ocasio-Cortez’s … dress was instant and glorious”. At the same event, Congresswomen Carolyn Maloney wore an ‘Equal Rights for Women’ suffragette-themed floor length dress in the suffragette colours of purple, white, and gold. Maloney posted that she has “long used fashion as a force 4 change” (Chamlee). US Senator Kyrsten Sinema is known for her “eccentric hipster” look when sitting in the chamber, complete with “colourful wigs, funky glasses, gold knee-high boots, and a ring that reads ‘Fuck off”’ (Hyland). Simena has been called a “Prada Socialist” and a “fashion revolutionary” (Cauterucci). Similarly, UK politician Harriet Harmen received backlash for wearing a t-shirt which read “This is what a feminist looks like” when meeting PM David Cameron (Pilote and Montreuil). While these may be exceptions rather than the rule, the agency demonstrated by these politicians speaks to the patriarchal nature of masculine political environments and the conventions and rules that maintain gendered institutions, such as parliaments. When US Vice-President Kamala Harris was sworn in, she was “not only … the first woman, Black woman, and South Asian-American woman elected to the position, but also … the first to take the oath of office wearing something other than a suit and tie”, instead wearing a feminised suit consisting of a purple dress and coat designed by African-American designer Christopher John Rogers (Naer). Harris is often photographed wearing Converse sneakers, as already noted, and Timberland work boots, which for Naer is “quietly rebellious” because with them “Harris subverts expectations that women in politics should appear in certain clothing (sleek heels, for instance) in order to compete with men — who are, most often, in flats”. For Elan, the Vice-President’s sneakers may be a “small sartorial detail, but it is linked to the larger cultural moment in which we live. Sneakers are a form of footwear finding their way into many women’s closets as part of a larger challenge to outmoded concepts of femininity” as well as a nod to her multiracial heritage where the “progenitors of sneaker culture were predominantly kids of colour”. Her dress style can act to disrupt more than just gender meanings; it can be extended to examine class and race. In 2022, referencing the Alexandria Ocasio-Cortez 2021 Met dress, Claudia Perkins, the wife of Australian Greens leader Adam Bandt, wore a “white, full-length dress covered in red and black text” that read “coal kills” and “gas kills”, with slick, long black gloves. Bandt wore a “simple tux with a matching pocket square of the same statement fabric” to the federal parliament Midwinter Ball. Joining Perkins was Greens Senator Sarah Hanson-Young, wearing an “hourglass white dress with a statement on the back in black letters” that read: “end gas and coal”. The trim on the bottom was also covered in the same text. Hanson-Young posted on social media that the “dress is made from a 50-year-old damask table cloth, and the lettering is made from a fast fashion handbag that had fallen apart” (Bliszczyk). Federal MP Nicolle Flint posted a video on Twitter asking a political commentator what a woman in politics should wear. One commentator had taken aim at Flint’s sartorial choices which he described “pearl earrings and a pearly smile” and a “vast wardrobe of blazers, coats and tight, black, ankle-freezing trousers and stiletto heels”. Ending the video, Flint removes her black coat to reveal a “grey bin bag cinched with a black belt” (Norman). In 2018, Québec politician Catherine Dorian was criticised for wearing casual clothes, including Dr Marten boots, in parliament, and again in 2019 when Dorian wore an orange hoodie in the parliamentary chamber. The claim was that Dorian “did not respect decorum” (Pilote and Montreuil). Dorian’s response was “it’s supposed to be the people’s house, so why can’t we look like normal people” (Parrillo). Yet the Québec parliament only has dress rules for men — jacket, shirt and ties — and has no specifics for female attire, meaning a female politician can wear Dr Martens or a hoodie, or meaning that the orthodoxy is that only men will sit in the chamber. The issue of the hoodie, somewhat like Kamala Harris’s wearing of sneakers, is also a class and age issue. For Jo Turney, the hoodie is a “symbol of social disobedience” (23). The garment is mass-produced, ordinary, and democratic, as it can be worn by anyone. It is also a sign of “criminality, anti-social behaviour and out of control youth”. If the media are going to focus on what female politicians are wearing rather than their political actions, it is unsurprising some will use that platform to make social and political comments on issues relating to gender, but also to age, class, and policies. While this may maintain a focus on their sartorial choices, it does remind us of the double bind female politicians are in. With parliamentary rules and social conventions enamoured with the idea of a ‘suit and tie’ being the appropriate uniform for political figures, instances when this ‘rule’ is transgressed will risk public ridicule and social backlash. However, in instances were political women have chosen to wear garments that are not the conventional political uniform of the suit and tie, i.e. a dress or t-shirt with a political slogan, or a hoodie or sneakers reflecting youth, class, or race, they are challenging the customs of what a politician should look like. Politicians today are both men and women, different ages, abilities, sexualities, ethnicities, religions, and demographics. To narrowly suppose what a politician is by what they wear narrows public thinking about a person’s contribution or potential contribution to public life. While patriarchal social conventions and parliamentary rules stay in place, the political sphere is weaker for it. Abstract:
Black women are treated as though we are a box of chocolates presented to individual white women for their eating pleasure, so they can decide for themselves and others which pieces are most tasty (hooks 80). Introduction bell hooks equates African-American women with chocolates, which are picked out and selected for someone else’s pleasure. In her writing about white women who have historically dominated the feminist movement, hooks challenges the ways that people conceptualise the “self” and “other”. She uses a feminist lens to question widespread assumptions about the place of Black women in American society. hooks’s work has been applied to the Australian context by Bronwyn Fredericks, to explore the ways that Aboriginal women and men are perceived and “selected” by the broader Australian society. In this paper, we extend previous work about the metaphor of chocolate to discuss the themes underpinning an art exhibition—Hot Chocolate—which was curated by Troy-Anthony Baylis and Frances Wyld. Baylis and Wyld are Aboriginal Australians who are based in Adelaide and whose academic and creative work is centred within South Australia. The exhibition was launched on 14 November 2012 as part of Adelaide’s Visual Arts Program Feast Festival 2012 (CroftWarcon and Fredericks). It was curated in Adelaide’s SASA Gallery (which is associated with the School of Art, Architecture and Design at the University of South Australia). This paper focuses on the development of Hot Chocolate and the work produced by Aboriginal artists contained within it, and it includes a conversation about the work of Pamela CroftWarcon. Moreover, it discusses these works produced by the artists and links them back to the issues of identity and race, and how some Aboriginal people are selected like chocolates over and above others. In this, we are interested in exploring some of the issues around politics, desire, skin, and the fetishisation of race and bodies. The Metaphor of Chocolate This work will focus on how Aboriginal Australians are positioned as “chocolates” and how people of colour are viewed by the wider society, and about whether people have a pliable “soft centre” or a brittle “hard centre.” It uses hooks’s work as a point of reference to the power of the metaphor of chocolate in considering questions about who is “tasty.” In the Australian context, some Aboriginal people are deemed to be more “tasty” than others, in terms of what they say, write, and do (or what they avoid saying, writing, or doing). That is, they are seen as being sweeter chocolates and nicer chocolates than others. We understand that some people find it offensive to align bodies and races of people with chocolate. As Aboriginal women we do not support the use of the term ‘chocolate’ or use it when we are referring to other Aboriginal people. However, we both know of other Aboriginal people who use the metaphor of chocolate to talk about themselves, and it is a metaphor that other people of colour throughout the world similarly might use or find offensive. Historically, chocolate and skin colour have been linked, and some people now see these connections as something that reminds them of a colonial and imperial past (Gill). Some Aboriginal people are chosen ahead of others, perhaps because of their “complementary sweetness,” like an after-dinner mint that will do what the government and decision makers want them to do. They might be the ones who are offered key jobs and positions on government boards, decision-making committees, or advisory groups, or given priority of access to the media outlets (Fredericks). Through these people, the government can say, “Aboriginal people agree with us” or “this Aboriginal person agrees with us.” Aileen Moreton-Robinson is important to draw upon here in terms of her research focused on white possession (2005). Her work explains how, at times, non-Indigenous Anglo-Australians may act in their own interests to further invest in their white possession rather than exercise power and control to make changes. In these situations, they may select Aboriginal people who are more likely to agree with them, ether knowingly or in ignorance. This recycles the colonial power gained through colonisation and maintains the difference between those with privilege and those without. Moreover, Aboriginal people are further objectified and reproduced within this context. The flip side of this is that some Aboriginal people are deemed to be the “hard centres” (who are not pliable about certain issues), the “less tasty” chocolates (who do not quite take the path that others expect), or the “brittle” types that stick in your teeth and make you question whether you made the right choice (who perhaps challenge others and question the status quo). These Aboriginal people may not be offered the same access to power, despite their qualifications and experience, or the depth of their on-the-ground, community support. They may be seen as stirrers, radicals, or trouble makers. These perceptions are relevant to many current issues in Australia, including notions of Aboriginality. Of course, some people do not think about the chocolate they choose. They just take one from the box and see what comes out. Perhaps they get surprised, perhaps they are disappointed, and perhaps their perceptions about chocolates are reinforced by their choice. In 2011, Cadbury was forced to apologise to Naomi Campbell after the supermodel claimed that an advertisement was racist in comparing her to a chocolate bar (Sweney). Cadbury was established in 1824 by John Cadbury in Birmingham, England. It is now a large international corporation, which sells chocolate throughout the world. The advertisement for Cadbury’s Bliss range of Dairy Milk chocolate bars used the strapline, “Move over Naomi, there's a new diva in town” (Moss). Campbell (quoted in Moss) said she was “shocked” by the ad, which was intended as a tongue-in-cheek play on Campbell's reputation for diva-style tantrums and behaviour. “It's upsetting to be described as chocolate, not just for me but for all black women and black people,” she said. “I do not find any humour in this. It is insulting and hurtful” (quoted in Moss). This is in opposition to the Aboriginal artists in the exhibition who, although as individuals might find it insulting and hurtful, are using the chocolate reference to push the boundaries and challenge the audience’s perceptions. We agree that the metaphor of chocolate can take us to the edge of acceptable discussion. But we also believe that being at the edge of acceptability allows us to explore issues that are uncomfortable. We are interested in using the metaphor of chocolate to explore the ways that non-Indigenous people view Aboriginal Australians, and especially, discussions around the politics of identity, desire, skin, and the fetishisation of race and bodies. Developing the Exhibition The Hot Chocolate exhibition connected chocolate (the food) and Hot Chocolate (the band) with chocolate-coloured people. It was developed by Troy-Anthony Baylis and Frances Wyld, who invited nine artists to participate in the exhibition. The invited artists were: Troy-Anthony Baylis, Bianca Beetson, Pamela CroftWarcon, Cary Leibowitz, Yves Netzhammer + Ralph Schraivogel, Nat Paton, Andrew Putter and Dieter Roth (CroftWarcon and Fredericks). The exhibition was built around questions of what hot chocolate is and what it means to individuals. For some people, hot chocolate is a desirable, tasty drink. For others, hot chocolate brings back memories of music from the British pop band popular during the 1970s and early 1980s. For people with “chocolate-coloured skin”, chocolate can be linked to a range of questions about desirability, place, and power. Hot Chocolate, the band, was based in Britain, and was an inter-racial group of British-born musicians and immigrants from Jamaica, the Bahamas, Trinidad and Grenada. The title and ethnic diversity of the group and some of their song lyrics connected with themes for curatorial exploration in the Hot Chocolate exhibition. For example: I believe in miracles. Where you from, you sexy thing? … Where did you come from baby? ... Touch me. Kiss me darling… — You Sexy Thing (1975). It started with a kiss. I didn’t know it would come to this… — It Started With A Kiss (1983). When you can't take anymore, when you feel your life is over, put down your tablets and pick up your pen and I'll put you together again… — I’ll Put You Together Again (1978). All nine artists agreed to use lyrics by Hot Chocolate to chart their journeys in creating artworks for the exhibition. They all started with the lyrics from It Started With A Kiss (1983) to explore ways to be tellers of their own love stories, juxtaposed with the possibility of not being chosen or not being memorable. Their early work explored themes of identity and desirability. As the artists collaborated they made many references to both Hot Chocolate song lyrics and to hooks’s discussion about different “types” of chocolate. For example, Troy-Anthony Baylis’s Emotional Landscape (1997-2010) series of paintings is constructed with multiple “x” marks that represent “a kiss” and function as markers for creating imaginings of Country. The works blow “air kisses” in the face of modernity toward histories of the colonial Australian landscape and art that wielded power and control over Aboriginal subjects. Each of the nine artists linked chocolate with categorisations and constructions of Aboriginality in Australia, and explored the ways in which they, as both Aboriginal peoples and artists, seemed to be “boxed” (packaged) for others to select. For some, the idea that they could be positioned as “hot chocolate”—as highly desirable—was novel and something that they never expected at the beginning of their art careers. Others felt that they would need a miracle to move from their early “box” into something more desirable, or that their art might be “boxed” into a category that would be difficult to escape. These metaphors helped the artists to explore the categories that are applied to them as artists and as Aboriginal people and, particularly, the categories that are applied by non-Indigenous people. The song lyrics provided unifying themes. I’ll Put You Together Again (1978) is used to name the solidarity between creative people who are often described as “other”; the lyrics point the way to find the joy in life and “do some tastin'.” You Sexy Thing (1975) is an anthem for those who have found the tastiness of life and the believing in miracles. In You Sexy Thing, Hot Chocolate ask “Where you from?”, which is a question that many Aboriginal people use to identify each others’ mobs and whom they belong to; this question allows for a place of belonging and identity, and it is addressed right throughout the exhibition’s works. The final section of the exhibition uses the positive Everyone’s A Winner (1978) to describe a place that satisfies. This exhibition is a winner, and “that’s no lie.” Pamela CroftWarcon’s Works In a conversation between this paper’s authors on 25 November 2013, Dr Pamela CroftWarcon reflected on her contributions to the Hot Chocolate exhibition. In this summary of the conversation, CroftWarcon tells the story of her artwork, her concepts and ideas, and her contribution to the exhibition. Dr Pamela CroftWarcon (PC): I am of the Kooma clan, of the Uralarai people, from south-west Queensland. I now live at Keppel Sands, Central Queensland. I have practised as a visual artist since the mid-1980s and have worked as an artist and academic regionally, nationally, and internationally. Bronwyn Fredericks (BF): How did you get involved in the development of Hot Chocolate? PC: I was attending a writing workshop in Brisbane, and I reconnected with you, Bronwyn, and with Francis Wyld. We began to yarn about how our lives had been, both personally and professionally, since the last time we linked up. Francis began to talk about an idea for an exhibition that she and Troy wanted to bring together, which was all about Hot Chocolate. As we talked about the idea for a Hot Chocolate exhibition, I recalled a past discussion about the writing of bell hooks. For me, hooks’s work was like an awakening of the sense and spirit, and I have shared hooks’s work with many others. I love her comment about Black women being “like a box of chocolates”. I can understand what she is saying. Her work speaks to me; I can make sense of it and use it in my arts practice. I thus jumped at the chance to be involved. BF: How do you understand the concepts that frame the exhibition? PC: Many of the conversations I have had with other Aboriginal people over the years have included issues about the politics of living in mixed-race skin. My art, academic papers, and doctoral studies (Croft) have all focused on these issues and their associated politics. I call myself a “fair-skinned Murri”. Many non-Indigenous Australians still associate the colour of skin with authentic Aboriginal identity: you have to be dark skinned to be authentic. I think that humour is often used by Aboriginal people to hide or brush away the trauma that this kind of classification can cause and I wanted to address these issues in the exhibition. Many of the exhibition’s artworks also emphasise the politics of desire and difference, as this is something that we as Indigenous people continually face. BF: How does your work connect with the theme and concepts of the exhibition? PC: My art explores the conceptual themes of identity, place and Country. I have previously created a large body of work that used found boxes, so it was quite natural for me to think about “a box of chocolates”! My idea was to depict bell hooks’s ideas about people of colour and explore ways that we, as Aboriginal people in Australia, might be similar to a box of chocolates with soft centres and hard centres. BF: What mediums do you use in your works for the exhibition? PC: I love working with found boxes. For this work, I chose an antique “Winning Post” chocolate box from Nestlé. I was giving new life to the box of chocolates, just with a different kind of chocolate. The “Winning Post” name also fitted with the Hot Chocolate song, Everyone’s A Winner (1978). I kept the “Winning Post” branding and added “Dark Delicacies” as the text along the side (see Figure 1). Figure 1.Nestle’s “Winning Post” Chocolate Box. Photograph by Pamela CroftWarcon 2012. PC: I bought some chocolate jelly babies, chocolates and a plastic chocolate tray – the kind that are normally inserted into a chocolate box to hold the chocolates, or that you use to mould chocolates. I put chocolates in the bottom of the tray, and put chocolate jelly babies on the top. Then I placed them into casting resin. I had a whole tray of little chocolate people standing up in the tray that fitted into the “Winning Post” box (see Figures 2 and 3). Figure 2. Dark Delicacies by Pamela CroftWarcon, 2012. PC: The chocolate jelly babies in the artwork depict Aboriginal people, who are symbolised as “dark delicacies”. The “centres” of the people are unknown and waiting to be picked: maybe they are sweet; maybe they are soft centres; maybe they are hard centres. The people are presented so that others can decide who is “tasty”─maybe politicians or government officers, or maybe “individual white women for their eating pleasure” (hooks) (see Figures 4 and 5). BF: What do you hope the viewers gained from your works in the exhibition? PC: I want viewers to think about the power relationship between Indigenous and non-Indigenous Australians. I want people to listen with their ears, heart, mind, and body, and accept the challenges and changes that Indigenous people identify as being necessary. Icould have put names on the chocolates to symbolise which Aboriginal people tend to be selected ahead of others, but that would have made it too easy, and maybe too provocative. I didn’t want to place the issue with Aboriginal people, because it is mostly non-Indigenous people who do the “picking”, and who hope they get a “soft centre” rather than a “peanut brittle.” I acknowledge that some Aboriginal people also doing the picking, but it is not within the same context. BF: How do you respond to claims that some people might find the work offensive? PC: I believe that we can all tag something as offensive and it seems to be an easy way out. What really matters is to reflect on the concepts behind an artist’s work and consider whether we should make changes to our own ways of thinking and doing. I know some people will think that I have gone too far, but I’m interested in whether it has made them think about the issues. I think that I am often perceived as a “hard-centred chocolate”. Some people see me as “trouble,” “problematic,” and “too hard,” because I question, challenge, and don’t let the dominant white culture just simply ride over me or others. I am actually quite proud of being thought of as a hard-centred chocolate, because I want to make people stop and think. And, where necessary, I want to encourage people to change the ways they react to and construct “self” and “other.” Conclusion The Hot Chocolate exhibition included representations that were desirable and “tasty”: a celebration of declaring the self as “hot chocolate.” Through the connections with the food chocolate and the band Hot Chocolate, the exhibition sought to raise questions about the human experience of art and the artist as a memorable, tasty, and chosen commodity. For the artists, the exhibition enabled the juxtaposition of being a tasty individual chocolate against the concern of being part of a “box” but not being selected from the collection or not being memorable enough. It also sought to challenge people’s thinking about Aboriginal identity, by encouraging visitors to ask questions about how Aboriginal people are represented, how they are chosen to participate in politics and decision making, and whether some Aboriginal people are seen as being more “soft” or more “acceptable” than others. Through the metaphor of chocolate, the Hot Chocolate exhibition provided both a tasty delight and a conceptual challenge. It delivered an eclectic assortment and delivered the message that we are always tasty, regardless of what anyone thinks of us. It links back to the work of bell hooks, who aligned African American women with chocolates, which are picked out and selected for someone else’s pleasure. We know that Aboriginal Australians are sometimes conceptualised and selected in the same way. We have explored this conceptualisation and seek to challenge the imaginations of others around the issues of politics, desire, skin, and fetishisation of race and bodies. References Croft, Pamela.
