New Mexico is a rural state with unique barriers to health service delivery to homebound elderly. The University of New Mexico’s Visiting Physicians Program allows these patients to stay in their homes by bringing physicians to them. The physicians use community agencies to provide nursing, lab, X-ray, and physical therapy services. The University of New Mexico has also integrated home visits into the medical students, residents and geriatric fellows’ educational programs. By involving medical students, residents and fellows in home care, future physicians who practice in New Mexico will incorporate this valuable service into care for the homebound elderly in their practice communities.

Walter Lwowski was born in 1928 in Garmisch, Bavaria, Germany, and passed away in Las Cruces, New Mexico, USA in 2010. He received a doctorate in organic chemistry (Dr. Rer. Nat.) from the University of Heidelberg in 1955. He held faculty positions at Yale University and New Mexico State University. His main research activities dealt with nitrene chemistry and nitrogen heterocyclic chemistry. His wide and important contributions gained him national and international recognition and he may be rightfully considered New Mexico s greatest and most illustrious organic chemist.

A modified version of the Illinois Department of Public Health Smokeless Tobacco Survey was administered to 220 women and 134 men attending a state university in New Mexico. The respondents included 65 male and 83 female Mexican-Americans as well as 118 female and 59 male Anglo-Americans. All Mexican-American women identified themselves as nonusers of smokeless tobacco. Of the Anglo-American women, one indicated that she used snuff, and 3 disclosed that they chewed tobacco. 33% of the Anglo-American men and 18% of the Mexican-American men stated that they used smokeless tobacco products. A chi-squared analysis showed this difference was significant. Implications are discussed.

Richard Snyder's well-crafted study substantiates what most political scientists suspected all along: that neoliberal reforms lead to new institutions of market governance, rather than to unregulated markets. Snyder sheds light on this understudied topic by examining the reregulation of the coffee sector by four state governments after the Mexican government dismantled the Instituto Mexicano del Café (INMECAFE), the state-owned enterprise that dominated the coffee industry during the 1970s and 1980s. By the late 1980s, when deregulation began, INMECAFE was providing production supports, price controls, and government-managed marketing channels for nearly 200 thousand small coffee producers. Most of these producers were located among the poorest states in southern Mexico.

Oligocene landscapes of New Mexico were dominated by andesite stratovolcanoes and resurgent domes of ash-flow tuff (ignimbrite) cauldrons (Smith et al., 1985). This pervasive volcanism produced volcanic and volcaniclastic rocks that have been neglected by vertebrate paleontologists, so that, until now, no Oligocene vertebrate fossils have been discovered in New Mexico. This documents the initial results of vertebrate paleontological investigations of Oligocene rocks in New Mexico, a lower jaw of the oromerycid artiodactyl Montanatylopus matthewi, the first Oligocene mammal from the state. In this paper, CM = Carnegie Museum of Natural History and UNM = University of New Mexico.

This project will help me learn about different modulation techniques and give me real world experience testing a telemetry system. I will evaluate my results through a comparison of the error rates for the different modulation schemes and do statistical analysis to show the reliability of the data. The results will be useful to any future mission that implements the same satellite communication system including future missions at NMSU.

Abstract:
This dissertation examines the histories of the University of Arizona (UA) and the University of New Mexico (UNM) before 1910. This project brings a trans-hemispheric approach to composition history by developing a theory of "frontier rhetoric" as a lens for analysis. Used to describe the rhetorical strategies that emphasize narratives of progress to disenfranchise others, frontier rhetoric allows us to examine the ways in which colonialism is embedded within institutions and reproduced by curriculum and policies. In the case of UA, institutional stakeholders envisioned their university as an Americanization project that both opened up Arizona’s natural resources to profit, while creating a citizenry devoted to defending their country. In the case of UNM, we see a subtler manifestation of frontier rhetorics, such as in the way Spanish was emphasized for the purposes of sending multilingual teachers out into the primarily Spanish speaking regions of the territory. An analysis of the students' curricular and extra-curricular writing from this time shows that students had the opportunity to challenge and resist frontier rhetorics through newspaper writing. The curricular and extra-curricular use of public genres such as newspapers allows students to take a more active role in negotiating their own understandings of citizenship and community engagement. Finally, this dissertation connects these histories to the present by discussing the ways in which writing program administrators can use frontier rhetoric to assess the inclusivity of their programs and adopt a translingual orientation in an effort to combat monolingual mentalities. This history makes visible the ways in which colonial legacies are embedded within our educational institutions, challenges the Eurocentric tendencies of composition histories, and offers new perspectives on the ways in which rhetorical education can both reproduce and resist oppressive attitudes about language, race, and culture.

Abstract:
Gold and Silver mining was begun in Mexico within fifty years of the Spanish conquest. The Mining Engineering and the Chemical Engineering needed to extract those valuable metals from the ore have been taught in Mexico from those early colonial days. To meet the colony’s needs for roads and structures, Civil Engineering followed as an academic discipline. Textiles and much later petroleum extraction and refining followed as important industries and they too were included in several Mexican university programs. The gradual industrialization of what is now Mexico brought with it a critical need for engineering education on a broader scale than was traditionally available. Less than forty years ago there was no Mechanical Engineering program in the State of Guanajuato, Mexico. The immediate needs of a Federal Oil Refinery and a Fossil Fuel Power Plant led to the establishment of a modest program utilizing practicing engineers as faculty, on loan part time, from the refinery. The evolution of the program from its earliest days is traced to the present program which includes a doctoral program which is rated among the top three public programs in Mexico.

&lt;p&gt;Ultra-high performance concrete (UHPC) provides superior properties compared to conventional concretes. However, due to the high cost of materials and lack of familiarity and design codes, the use of UHPC is still limited in structural applications. Research at New Mexico State University (NMSU) has developed nonproprietary UHPC using materials local to New Mexico, USA. The mixture proportions reduce costs while improving sustainability and maintaining the advanced mechanical and durability properties characteristic of UHPC. The superstructure of Bridge 9706, a two-span bridge near Anthony, New Mexico, was recently constructed to incorporate one span using nonproprietary UHPC and one span using high-performance concrete (HPC). To investigate the behavior of the bridge, load tests were conducted. External sensors were attached to the girders of both spans to measure strains during testing. Additionally, digital image correlation (DIC) was used on the sides of the exterior girders to measure deflections and strains. Loaded trucks were used to apply a load to the bridge through different load paths and configurations. Results of the load tests are presented and the behavior of the UHPC and HPC span under similar load conditions are compared.&lt;/p&gt;

Abstract:
This paper analyzes recent changes in teacher assessment policies in higher education institutions in Mexico. Procedures for faculty assessment in a typical Mexican state University are analyzed with the purpose of generating insights helpful to construct a fair, pertinent and expedite assessment system. We review guidelines to assess teachers, specifically those with the purpose of keeping or firing the teacher even after tenure is achieved. These new regulations are seen as a key policy to improve quality in higher education. However, implications to faculty moral, organization climate and conflict with existing labor laws have not been fully considered. It is argued that excessive federal and local regulations are, in fact, unable to ponder the complexities of academic life. We conclude that instead of more regulations and complicated normative, focus on qualitative peer assessment should be considered as means of effective faculty assessment.

Abstract:
In the context of public and private universities, research in Industrial Design has not excelled at the level of other disciplines, in the particular case of the Autonomous University of the State of Mexico and its schools where the Industrial Design course is taught: Toluca, Zumpango and Valle de Chalco, the research area is below the institutional standards and other disciplines (UAEMéx University Statistics Agenda, 2015). According to the statistics of several accredited, certified and recognized evaluating bodies for the Industrial Design Area in Mexico, such as the ANUIES, CIEES and COMAPROD, among the factors that most influence not to improve the performance of design research are: the lack of an organized research process; lack of digital tools for resource management; and ignorance of the research process. Among several researchers on the subject, highlight the contributions of Margolin (2005) mentions that one of the particular challenges facing the community of researchers on design is to accept and include specialists who are located within different disciplinary traditions, this does not allow to follow advancing in finding new forms of design representation, so the area remains submerged in projects, forms and aspects already existing when trying to design new objects, without generating greater contributions / contributions to the design and much less to the research process .

Abstract:
This paper describes the integration and test work of a small unmanned aerial vehicle (UAV) with autopilot capability, which is currently being developed at New Mexico State University. The UAV is an integration of a commercially available autopilot system (Micropilot’s MP2128HELI) with an RC helicopter (Raptor 90). It has been found quite challenging to integrate an autopilot system with a hobby RC helicopter for research purpose because hobby airframes, as low-cost and manually operated toys, were not designed readily for working with delicate and sensitive autopilot electronics. In our case, the strong vibration disturbances from the gas engine and other moving parts of the airframe significantly corrupted the signals from the avionics hardware. Innovative vibration isolation technique has been developed to mechanically isolate the vibrations from affecting the autopilot system. Several other key problems related to electromagnetic interference shielding and safe flight test were also effectively solved on the project. The integration work has been completed and the UAV is currently being tested.

Abstract:
This paper presents the grasping analysis of a bio-inspired UAV/MAV perching mechanism designed at New Mexico State University. The mechanism is composed of a cable-driven leg mechanism and two cable-driven underactuated three-digit feet. The mechanical design was based on the analysis of the anatomy of bird legs and feet. In this paper, the grasping stable condition of the mechanical foot is studied through a quasi-static analysis, which models the relationship between the actuated forces of a digit and the contact forces on each phalanx. Using this model, we can understand the foot’s stable grasping configuration regions. Furthermore, the contact behavior between each foot and the perched object is evaluated using the Hertz contact force model on SimMechanics. The static analysis conclusion and the contact analysis show that this paper has given a fundamental contribution for the designed artificial foot used in developing UAV/MAV perching technology.
