New York City’s Rikers jail complex is gripped by a crisis of legitimacy. Following a series of investigations, it has been denounced as a major symbol of criminal justice dysfunction, with calls for its closure and replacement with new smaller “state of the art” jails. Yet, when it opened, Rikers was hailed as a “model” facility, at the cutting edge of prison design and prisoner rehabilitation. Abstract Fifty randomly selected concrete bridge decks in New York State, overlaid with low-slump concrete, were studied in 1985 after 5 years of service. The study included recording surface defects, measuring delamination and halfcell potentials, and sampling and testing for deck chloride profile. Conclusions are drawn with regard to the nature and significance of the observed damage, and estimates are made of service life expectancy. Policy implications for the New York State Department of Transportation are discussed.

Based on shipping-cost data from industry sources, we assumed that the technology would result in a 35% decrease in shipping costs for goods shipped by truck.
