In New York State, it is illegal to sell tobacco products to persons under the age of eighteen. A 1989 survey of 120 retail stores in Erie County, New York, found that 82 percent sold cigarettes illegally to fourteen and fifteen year olds. In an effort to address this problem, Project SCAN (Stop Children's Addiction to Nicotine) was launched by Roswell Park Cancer Institute in the Spring of 1990. Project SCAN had three objectives: 1) to increase public awareness of the problem of youth tobacco use; 2) to educate merchants about the tobacco access law to promote voluntary compliance; and 3) to

When signing into law the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (IIRIRA, or “the Act”), 1 President William J. Clinton asserted that the legislation strengthened “the rule of law by cracking down on illegal immigration at the border, in the workplace, and in the criminal justice system — without punishing those living in the United States legally” ( Clinton 1996 ). In fact, the Act has severely punished US citizens and noncitizens of all statuses. It has also eroded the rule of law by eliminating due process from the overwhelming majority of removal cases, curtail

From 2017 to early 2020, the US city of Burlington, Vermont led a county-wide effort to reduce opioid overdose deaths by concentrating on the widespread, low-barrier distribution of medications for opioid use disorder. As a small city without a public health staff, the initiative was led out of the police department—with an understanding that it would not be enforcement-oriented—and centered on a local adaptation of CompStat, a management and accountability program developed by the New York City Police Department that has been cited as both yielding improvements in public safety and overemphas

Decentralization has become a global norm that has changed the face of education governance in many countries since the late 1970s. This movement utterly swept up Indonesia in 2001 after the severe legitimacy crisis ended the three-decade-reigning centralist regime of the New Order. Using the analytical concepts of the new institutional theory and drawing upon data from documents and interviews with strategic informants, the thesis investigates how the institutional legitimacy of educational decentralization was garnered, manipulated, and then contested. Abstract Background The COVID-19 pandemic has amplified the need for wide deployment of effective harm reduction strategies in preventing opioid overdose mortality. Placing naloxone in the hands of key responders, including law enforcement officers who are often first on the scene of a suspected overdose, is one such strategy. New York State (NYS) was one of the first states to implement a statewide law enforcement naloxone administration program. The social determinants of health (SDOH) framework has been underutilized throughout the opioid overdose crisis, despite widespread acknowledgment that SDOH are contributors to the majority of health outcomes. Post Overdose Response Teams (PORTs) engage with individuals who have experienced 1 or more nonfatal overdoses and bear witness to the many ways in which overdose survivors experience instability with healthcare, housing, employment, and family structure. Instead, these laws have created a negative bias surrounding addiction and have negatively affected particularly vulnerable patient populations, including pregnant women with substance use disorder and newborns with neonatal abstinence syndrome.
