Abstract:
Based on the archival documents of the censorship committee, this article studies the factors that influenced the functioning and determined the suspension of the activities of the newspaper “Kavkazskie obyavleniya” (“Caucasian Advertisements”), as well as the policy and some characteristics of the newspaper.The development of advertising and reference newspapers in Tiflis in the second half of the 19th century had the following characteristics: discreteness, short publication time, broadening content, and frequent name change of newspapers. All newspapers of such type were published mainly in Russian, although when compiling the section of advertisements, the editorial boards, for the most part, gave preference to the principle of multilingualism. It was inherent for the vast majority of private periodicals in Tiflis.The newspaper “Kavkazskie obyavleniya” in some sense served as an accompaniment to the Tiflis newspapers and performed two functional roles: on the one hand, the newspaper work as an additional channel for the distribution of Tiflis press, on the other hand, the it accumulated advertising and reference information, and guaranteed the provision of this information to all readers of the Tiflis periodicals.In 1890, the censorship dismissed the publisher’s request to broaden the newspaper's content, and eventually this decision caused the closure of the newspaper.Despite the short period of existence, the newspaper “Kavkazskie obyavleniya” brought noticeable innovations to the advertising activities of the Tiflis periodicals: an endeavor to concentrate advertising and reference information in one information space and mutually beneficial cooperation with rival press.

Abstract:
One of the most interesting Spanish-language newspapers of the second half of the seventeenth century was published by a Jewish printer, David de Castro Tartas, and appeared in Amsterdam at least from 1672 and at least until 1702, allegedly with continuity, under the title Gazeta de Amsterdam. It was partially based in translations of news items from other Dutch-language newspapers of its time, but at the same time it included news items presumedly collected in Castro’s (and, in the latest years, Manuel Texeira’s) office and addressed to a community of Jewish who were born as Catholics in Portugal and Spain, emigrated to the Republic of the Netherlands due to religious tolerance. David de Castro Tartas launched another Italian-language newspaper, Gazzetta d'Amsterdam. Since new issues of both newspapers have been found recently, we propose to complete the history of Castro's activity as newspaper editor, not only printer. Using content analysis, we try to underline the importance of this Spanish (and Italian) language printer and editor in the reproduction of material translated and adapted from other newspapers and in the production of news items originally managed in his office.

Abstract:
Throughout Dostoevsky's life, reading newspapers was one of the most important sources of his inspiration. Reading newspapers, Dostoevsky drew on real factual material that reflected both the characteristic phenomens of the postreform Russian reality and the most incredible “adventures” of lost human souls and hearts. Daily acquaintance with the latest news from Russian and world life was an essential necessity for Dostoevsky. Even while abroad, he regularly visited libraries to read the most recent Russian newspapers. Journalism was inherent in his type of thinking and personality. He began his literary career as a newspaper feuilletonist; in 1873–1874, he edited the Grazhdanin (The Citizen) weekly; in1876–1877, his monojournal A Writer's Diary was focused on Russian and European periodicals. In 1881, having completed his novel The Brothers Karamazov, Dostoevsky decided to resume the publication of A Writer's Diary. He prepared only one issue which came out on the day of his funeral. The manuscript collection of the Vladimir Dahl State Museum of the History of Russian Literature contains Anna Dostoevskaya’s collection that includes a memorial copy of the last newspaper read by Dostoevsky on the eve of his fatal illness, the Novoe Vremya (The New Time) newspaper, No. 1764 dated January 25 (February 6) 1881. This item is a valuable biographical material and allows one to put additional touches on the picture of Dostoevsky's intellectual life of his last days. The article provides an overview of the newspaper’s contents contextualized within Dostoevsky's spiritual, political, and aesthetic interests and particularly within the articles included in the first issue of The Diary of a Writer for 1881 and the preparatory materials for it.

Abstract:
Although Istanbul is the heart of the Ottoman press, İzmir is an important city for the Ottoman society to meet the "newspaper" phenomenon. The Turkish press in İzmir, where the press in foreign languages developed, started with the Aydın newspaper published in 1869. Aydın newspaper, which has the status of an official newspaper, was followed by the Devir newspaper published in 1872. The third Turkish newspaper published in İzmir, after Aydın and Devir newspapers is İntibah. Limited information is available about this newspaper, as no copies of it have survived. İntibah newspaper ordered new typeface and tools in order to eliminate the printing errors it experienced due to the typeface. In order not to leave the readers without a newspaper in the required time for the ordered material to reach İzmir, it decides to publish a copy named İlâve-i İntibah, printed with lithography. However, this initiative is not accepted by the official authorities. This study focuses on the copy named İlâve-i İntibah published by İntibah newspaper. The study aims to reveal that the İlâve-i İntibah copy is a humor magazine in terms of content and within this context, İzmir is the second Turkish humor magazine published after Kara Sinan, the first Turkish humor magazine. It is thought that the study will make a significant contribution to the literature on Turkish Press History, especially İzmir Press History.

Abstract:
T. Smykovskaya writes about a unique episode of Russian literary history: the development of so-called ‘labour-camp literature’, more specifically, lyrical poetry, published in the camps’ newspapers. The article focuses on BAMlag’s principal paper Stroitel BAMa, which saw publications of works by A. Alving, P. Florensky, A. Tsvetaeva, and other detainees. In her examination of the material, which so far has provoked little to no scholarly interest, the author highlights the key themes, images and subjects of labour-camp literature. Essentially, the article attempts to focus on the yet unknown history of the newspaper Stroitel BAMa, the main printed medium of BAMlag, as well as to describe the paper’s artistic and journalistic paradigm, which defined the literary activities of Svobodlag for a decade. Therefore, the article covers the newspaper’s history from the 1933 competition for its name until the emergence of the poetry section in the mid-1930s; from the Stakhanov theme, omnipresent in ‘free’ and labour-camp poetry alike in 1936, until eulogy of the Soviet leaders in pre-war years.

Abstract:
Purpose The Texas Digital Newspaper Program (TDNP) supports newspaper preservation and access for any title in Texas, from any date, any location and representing any community. As an active member of the Texas Press Association, TDNP also supports large-scale preservation of born-digital newspaper PDF issues for member publishers. This paper aims to explore how the early days of TDNP built a strong foundation of collaboration and support for large-scale preservation projects, including support for preserving a state press association PDF newspaper collection. Design/methodology/approach This paper is a case study of a collaborative endeavor to create a large-scale, statewide digital newspaper preservation hub in Texas. This paper details how individual partnerships led to new and larger partnerships. Figures and tables represent numbers of partner institutions served, numbers of newspapers preserved and screenshots of how these items appear within collections on the digital repository environment of The Portal to Texas History. This paper concludes with recommendations for groups interested in developing their own collaborative projects. Findings As a case study, the data explored include numbers of partnering institutions, materials contributed by partnering institutions and how these numbers help to forward the TDNP agenda. Practical Implications The final recommendations are lessons learned through collaboration, and the implications are real-world advice from the partners developed through the TDNP. Originality/value Hosting over 3.25 million pages of newspapers, the TDNP has become an enormous hub of newspaper preservation in Texas, and it is unique in the numbers of partners it supports and the numbers of pages it is able to host for free access via The Portal to Texas History. This paper is intended to help other groups across the world build their own collaborative preservation efforts, and it offers pragmatic advice derived from hands-on experience.

The French - local daily newspaper in Indochina appeared with the development of commerce and the presence of colonial capitalists (industrialists, miners, intellectuals, civil servants and traders) in the mid-1880s. French daily newspapers not only reflected the change of localities, but also played a role in promoting development through a focus on defending political views, providing economic information. Le Courrier d'Haiphong is a case of a local daily newspaper that balances factors such as operational objectives, publishing conditions, and is a “witness” of Hai Phong's urbanization process and plays a role as “participant factor” accelerating the modernization of one of the trade-industrial centers in the North of Vietnam during the colonial period. Out of the local sphere, Le Courrier d'Haiphong existed as a forum of French capitalists in Tonkin. As one of the very few newspapers that had not been suspended during its lifetime, Le Courrier d'Haiphong newspaper provided a way to publish newspapers in the early stages of journalism in Vietnam. At the same time, it is also a valuable resource for research on economic history, urban history, or cultural exchange and acculturation activities in the late nineteenth century and the first half of the twentieth century.

Abstract:
Rare newspapers are one of the primary sources that can be used in historical research. Historians often use newspapers as a source of research. Therefore historians often come to the National Library of the Republic of Indonesia to conduct consultations on newspaper collections. Librarians should help historians find this main source. Thus, this research explains how the rare newspaper collection can be useful for historians in researching global history. The method used in this paper was descriptive qualitative. This method conducted a description and analysis to a research object, where the researcher a qualitative analysis of the research object. This study surveyed ten newspapers and sorted them into six papers, which were then analyzed. From the study results, the authors found that six rare newspapers in the National Library of the Republic of Indonesia could be used as a primary source in researching global history. The six papers were 'Oetoesan Hindia', 'Pancaran Warta', 'Keng Po', 'Warta Hindia', 'Pemandangan', and 'Soeara Oemoem.’ The conclusions of this research are; first, newspapers can be used as a primary source of global history because they contain writings that respond to global dynamics. Second, criteria for newspapers that can be used as a source of global history research are those that provide information and opinions on global developments.

The English newspaper history is one of the stages of the world's press history, and its origins go back centuries ago. Today, the tendency to media outlets, newspapers, magazines, television, etc. and great interest to "new media" (Internet, social media, etc.) by many of us is just one of the innovations that the internet brings with itself, and no doubt today's modern media are the next stage of the development of traditional media. English newspaper style may be defined as a system of interrelated lexical, phraseological and grammatical means that basically serves the purpose of informing and instructing the reader. It causes difficulties in the study and investigation of the English language, which is the language of mass media.It is important to focus on many details and differences when translating media samples into other languages (including the Azerbaijani language) published in many countries around the world. Only being aware of numerous details and peculiarities, which characterize a newspaper style, a translator will succeed to do a correct and adequate translation. Moreover, a translator must have not only a sound command of English, but also sense of language to cope with different kinds of problems he/ she faces during translation. Thus, the translation features of the English newspapers are being studied by worldwide linguists, researchers and translators. In this research we will review some sources of English newspapers and investigate grammatical, lexical, stylistic and phraseological difficulties of translation of English newspapers. Abstract:
This thesis explores the character, content and legacy of newspaper journalism in Belfast between 1855 and 1910. It locates Belfast's press at this time as the successor of more radical journalism in the eighteenth and early nineteenth centuries, and as a predecessor of the tabloid style or 'New Journalism ' which did not properly take hold in the North until the early twentieth century. Newspapers in Belfast at this time were sectarian, fragmented, overtly political, capitalist, decreasingly radical and highly competitive. Their coverage used an array of literary devices including language, layout, genre and rhetoric to convey meaning to their audiences. They not only reflected Belfast society but also acted as an influence on politics and publics order. They were a vital part of business and social aspects of the civic sphere. The key newspapers of the period of study were the Belfast News Letter, the Belfast Morning News/Irish News, and the Belfast Telegraph. These newspapers continue to exist as dailies and are still capable of providing insight into contemporary Belfast society. The legacy of the Belfast press between 1855 and 1910 can still be identified when it comes to understanding the same newspapers in a 21st Century setting. Until now, newspapers of this period have been used by historians as sources of factual information and historical detail rather than studied in their own right as important social, political, economic and cultural institutions in a developing Victorian city. This thesis provides a taxonomic survey of Belfast's newspapers before exploring newspaper content thematically in terms of sectarianism, business, constitutional and militant nationalism, and socialism. It references previous work by Anderson (1983), Conboy (2004, 2011), Palmegiano (2007), Wolff (1971), Pykett (1990) and others with a view to providing a strong theoretical framework which locates Belfast's press as part of a wider Irish press which must be understood fully before it can be compared to other nations' presses in the Victorian age. The thesis thus makes a major contribution to the field as it is the first rigorously academic document chronicling the history of the North of Ireland's foremost group of newspapers.

Abstract:
The paths to homelessness are complex and attributable to a combination of structural issues associated with poverty that can magnify personal vulnerabilities. However, as homelessness became more prominent in news media during the 1980s, media discourse increasingly focused on personal characteristics within the homeless population which cast people as personally responsible for their plight. Simultaneously, media explanations for homelessness that called attention to structural conditions that contribute to homelessness decreased during the decade. Scholars explain this shift by situating it within the social and political climate of the time. This study extends the line of research on homelessness in news media in order to understand how coverage of homelessness has changed between the 1980s and the 2010s. A quantitative content analysis examines newspaper articles in two cities in the western United States -- Portland, Oregon, and San Diego, California -- where homelessness is a prominent and enduring social and political issue. News articles are examined for changes between two time periods (1988-1990 and 2014-2016) in mentions of personal and structural factors as well as changes in the discussion of solutions for homelessness. Results show an increase over time in portrayals of structural factors that contribute to homelessness as well as an increase in talk about permanent housing solutions. However, mentions of personal problems and behaviors, such as mental illness and substance abuse, have also increased. This suggests that, while news discourse may be moving toward more nuanced portrayals that acknowledge societal factors, news media still tend to focus on characteristics of homelessness that can cast people as personally culpable.

Abstract:
Both the Centinel and the Republican were publishing during a period when newspapers became increasingly partisan. Editors were changing from largely nonpartisan craftsman to advocates of party policy. Newspapers aligned with the two political parties of the day, the Federalists and the Democratic-Republicans. As statements of political ideology, these papers reveal not only partisan polarization, but also the parties’ shared ideological roots. Though the Federalists and Republicans responded to British aggression in very different ways (one wanting peace at any cost, the other militarization), their reactions paradoxically stem from a common Enlightenment theory of “universal peace,” which held republics to be inherently peaceful institutions. The patriotic poems of the Republican and the Centinel support the idea of a bipartisan reluctance to go to war that J.C.A. Stagg, George Daughan, and Alan Taylor allude to in their comprehensive histories of the war of 1812. The theory of “universal peace” made both Federalists and republicans felt that the belligerent empires were forcing the United States into a military conflict that ill-suited its republican form of government.

Abstract:
The Swedish newspaper industry was for many years characterized by geographically separated markets. This allowed for open discussions and learning. In addition, economic objectives were often not expressed by the owners of the newspaper companies. This dissertation analyzes two organizations which mirrored these distinctive traits of the industry. The Lindesberg Group (1956-2008) was a secretive group of CEOs. It is described how this group started in a time of crisis to share experiences, how it developed an intricate system of benchmarking, but later transformed into an exclusive personal network with a reputation of power and influence in the media industry. Centertidningar AB (1973-2005) was a group of newspapers owned by the Centre Party. The newspapers were originally acquired to promote a political message, but they soon turned into a profit generator. This dissertation shows that the orientation for profit came from the managers rather than from the owner, and how the managers took complete control from the politicians but made the Party rich. Comparisons to other organizational forms are made, such as the open price associations. Theories of interfirm cooperation and corporate governance are used. An inverse relation between hierarchical integration and open discussions is found. It is shown that many board functions can be replicated by managers. The dissertation is of interest to scholars in business history, media economics, governance, accounting, and organization studies. Christoffer Rydland is a researcher at the Department of Marketing and Strategy (MaST) and EHFF at the Stockholm School of Economics. He is also the illustrator of the cover. This thesis studies the relationship between the South China Morning Post and its audiences. To be viable and profitable in the Hong Kong media market, the SCMP had to meet the various needs of its Chinese and British readership. For example, British readers were serious sports fans and the SCMP endeavoured to be the best newspaper to target its wealthy British audience who was obsessed with the game of lawn bowls. Because playing fields were mainly granted to the British ex-pats over Chinese citizens, the sports pages of the SCMP mainly attracted British audiences. Chinese readers were generally merchants who were concerned about their businesses in China and Hong Kong. Hong Kong as an international trade and shipping centre provided both the SCMP and Chinese merchants an opportunity to grow through Chinese and British Imperial business networks. As a result, the SCMP represented the interests of Chinese merchants in its various reporting about China in the first half of the twentieth century. Although the Hong Kong government executed a strict censorship against the Chinese press, the SCMP was free from censorship most of the time; consequently, it could publish sensitive and important events that Chinese subscribers desired to read and comment upon. In particular, Chinese audiences could express their concerns and attempt to mould the opinions of other readers because of reports, editorials and correspondence published in the SCMP. While the Chinese had limited influence in the British colonial government, the SCMP played an important role in improving Chinese audience freedom of expression and its social position in the course of consensus building in Hong Kong. In this manner, the SCMP had an economic, political and social function in the making of Hong Kong in the first half of twentieth century.

Abstract:
This thesis is motivated by a lack of studies on the history of mental illness in South Korea. It builds upon existing studies by historians Theodore Yoo and Bang Hyun Lee, who have also used newspapers to analyze the discourse surrounding mental illness during Colonial Korea (1910-1945). Specifically, I analyze newspapers in the decades following this period to revisit three themes that both Yoo and Lee noted about the colonial period: (1) the religious practice of hitting individuals with mental illnesses, (2) the strong support for the sterilization of people with mental illnesses, and (3) the association between crime and mental illness. Because the colonial period was when people with mental illnesses were increasingly treated as social outcasts, comparing shifts or continuances from the colonial period was useful in exploring the stigma attached to mental illness in Korea. The articles surrounding the first theme revealed that despite the stigma attached to Shamanistic practices of beating during the colonial period due to a growing biomedical understanding of mental illness, they surprisingly persisted. There were also new developments, in which people with mental illnesses were beaten, chained, and isolated in “treatment” institutions across the nation for no particular reason. Articles surrounding the second theme showed that though inflamed rhetoric surrounding sterilization operations were not found post-1950, rhetoric with eugenics undertones lingered. Newspapers reported on these inhumane practices until as late as 1999. For the third theme, this study finds that the press continued to strongly associate mental illness with crime. These associations that effectively equated individuals with mental illnesses to criminals still frequently occur in newspapers today, particularly with what the media calls “Don’t Ask” crimes. Based on these findings, this study discovers that the negative treatment and perception of people with mental illnesses persisted long beyond Colonial Korea. It also stresses the importance of examining the role the press plays in contributing to the stigma attached to mental illness and shaping the way mental illness is understood.

Abstract:
Few historians have examined the portrayals of China by British writers during the nineteenth century. Although Britain lead all other western powers in the penetration, exploration and exploitation of the Chinese Empire during the nineteenth century, British perceptions of China, particularly during the critical final decades of the century, have only been presented as small parts of larger comprehensive surveys of western images of China. Historians agree that as a result of Britain's active role in China, British writers were the leading transmitters of information about China to the West, especially after the formal 'opening' of China by treaty after 1860. However, no one has adequately addressed the question of what information was available to the British reading public during the period from 1860 to 1900. As source material for their conclusions about British perceptions of the Chinese, historians have relied exclusively on a small number of books about China published in the late nineteenth century. They have overlooked the tremendous amount of source material available in British magazines and newspapers from the late nineteenth century. The periodical and newspaper press was the leading source of information for nineteenth century British readers. Therefore, a complete examination of British perceptions of China requires some examination of this material. A survey of more than 200 articles in British magazines and journals from the period 1860 to 1900, revealed three major themes in the presentation of China to the late nineteenth century reading public. Two of these themes, the alien and incomprehensible nature of China and China' s refusal to modernize, have been discussed by other historians. While the books that they used as source material did reveal the negative aspects of these themes, the periodical press better demonstrates the relentlessly hostile presentation of information about China, the constant repetition of a narrow range of topics dealing with China and further, the subtle shift of writers' attitudes against China on an issue such as modernization. While the character of individual Chinese was not a major issue in the few books that historians of the period have examined, it emerged as a major theme in many articles published in the late nineteenth century. Finally, an examination of news reporting from China in the Times of London revealed the persistence of negative portrayals of China year after year. British hostility toward China was most clearly demonstrated through the course of regular Times coverage of events from China. The negative imagery remained consistent despite improving communications between Britain and China and despite the steadily increasing volume of information reaching Britain from China.

Heritage creates people’s memory as well as their existence. The Knooz Syria archive represents the history of the press and printing in Syria from the mid-nineteenth century up to the 1970s. When its founders began collecting materials, they did not predict the crisis that wrecked Syria beginning in 2011. Forced to flee Damascus, they left behind tens of thousands of newspapers, books and documents representing more than 200 years of extended history. With the help of the Prince Claus Fund in the Netherlands, they were able to move an important part of the collection to a safe place. Work continues to move the remaining parts and to archive it electronically. This essay examines the creation of that archive, the threats it faces and the possibilities for its future.

Data on historic floods along the Danube River exist since the year 1012. In the Middle Ages, floods were estimated based on historical documents, including original handwritten notes, newspaper articles, chronicles, formal letters, books, maps and photographs. From 1500 until the beginning of organized water regime observations, floods were hydraulically reconstructed based on water marks on old buildings in cities along the Danube (Passau, Melk, Emmersdorf an der Donau, Spilz, Schonbuhen and Bratislava). The paper presents a procedure for assessing the statistical significance of registered historic floods using a comprehensive method for defining theoretical flood hydrographs at hydrological stations. The approach is based on correlation analysis of two basic flood hydrograph parameters – maximum hydrograph ordinate (peak) and flood wave volume. The PROIL model is used to define the probability of simultaneous occurrence of these parameters. It defines the exceedance probability of two random variables, in the specific case two hydrograph parameters of the form: P{Qmax more equal to qmax,p)∩(Wmax more equal to wmax,p)} = P (1) where: Qmax – maximum hydrograph ordinate (peak); qmax,p – maximum discharge of the probability of occurrence p; Wmax – maximum hydrograph volume; wmax,p – maximum flood wave volume of the probability of occurrence p; P – exceedance probability. Spatial positions of the lines of exceedance of two flood hydrograph parameters and the empirical points of the corresponding parameters of the considered historic flood in the correlation field Qmax - Wmax, allow direct assessment of the exceedance probability of a historic flood, or its statistical significance. The proposed procedure was applied in practice to assess the statistical significance of the biggest floods registered along the Danube in the sector from its mouth to the Djerdap 1 Dam. The linear trend in the time-series of maximum annual flows at a representative hydrological station and the frequency of historic floods in the considered sector of the Danube are discussed at the end of the paper.

The National Photography Prize 2004, Ramón Masats Tartera (Caldes de Montbui, 1931), has traditionally been considered an intuitive photographer. However, a careful study of his photographs and photographic essays published in illustrated magazines unveils another aspect of his craft completely unknown until now: his work as a layout artist. Throughout his career Masats pays great attention to photographic edition: from the lonely image published besides the news in a newspaper, to the photographic essay, understood from E. Smith’s point of view as “a greater set of images that deepen and transcend leading the viewers to a more detailed reflection of the story that is being told; until reaching the photo book, which is considered an expressive unit, a whole with a complete meaning: definitely the most complex format of all. A sophisticated and academic Masats reveals a whole new aspect of his personality, showing his awareness of the layout, the rhythm and the dialogue between images, so that the sum and disposition of the images alter the perception of the whole. A language that will finally lead him to explore the world of filmmaking and the direction of audiovisual documentaries. In an age in which the Spanish photobook is at its peak, it is good to look back and give credit, remember and learn from our background, from those teachers in the art of storytelling. In the article investigational three magazines which went out after Second World war in Germany and Austria in the environment of the Ukrainian emigrants, is «Theater» (edition of association of artists of the Ukrainian stage), «Student flag» (a magazine of the Ukrainian academic young people is in Austria), «Young friends» (a plastoviy magazine is for senior children and youth). The thematic structure of magazines, which is inferior the association of different on age, is considered, by vital experience and professional orientation of people in the conditions of the forced emigration, paid regard to graphic registration of magazines, which, without regard to absence of the proper publisher-polydiene bases, marked structuralness and expressiveness. A repertoire of periodicals of Ukrainian migration is in the American, English and French areas of occupation of Germany and Austria after Second world war, which consists of 200 names, strikes the tipologichnoy vseokhopnistyu and testifies to the high intellectual level of the moved persons, desire of yaknaynovishe, to realize the considerable potential in new terms with hope on transference of the purchased experience to Ukraine. On ruins of Europe for two-three years the network of the press, which could be proud of the European state is separately taken, is created. Different was a period of their appearance: from odnogo-dvokh there are to a few hundred numbers, that it is related to intensive migration of Ukrainians to the USA, Canada, countries of South America, Australia. Abstract:
The subject of the study is the cooperation of S. Efremov with Western Ukrainian periodicals as a page in the history of Ukrainian journalism which covers the relationship of journalists and scientists of Eastern and Western Ukraine at the turn of the XIX-XX centuries. Research methods (biographical, historical, comparative, axiological, statistical, discursive) develop the comprehensive disclosure of the article. As a result of scientific research, the origins of Ukrainocentrism in the personality of S. Efremov were clarified; his person as a public figure, journalist, publisher, literary critic is multifaceted; taking into account the specifics of the memoir genre and with the involvement of the historical context, the turning points in the destiny of the author of memoirs are interpreted, revealing cooperation with Western Ukrainian magazines and newspapers. The publications ‘Zoria’, ‘Narod’, ‘Pravda’, ‘Bukovyna’, ‘Dzvinok’, are secretly got into sub-Russian Ukraine, became for S. Efremov a spiritual basis in understanding the specifics of the national (Ukrainian) mass media, ideas of education in culture of Ukraine at the end of XIX century, its territorial integrity, and state independence. Memoirs of S. Efremov on cooperation with the iconic Galician journals ‘Notes of the Scientific Society after the name Shevchenko’ and ‘Literary-Scientific Bulletin’, testify to an important stage in the formation of the author’s worldview, the expansion of the genre boundaries of his journalism, active development as a literary critic. S. Yefremov collaborated most fruitfully and for a long time with the Literary-Scientific Bulletin, and he was impressed by the democratic position of this publication. The author’s comments reveal a long-running controversy over the publication of a review of the new edition of Kobzar and thematically related discussions around his other literary criticism, in which the talent of the demanding critic was forged. S. Efremov steadfastly defended the main principles of literary criticism: objectivity and freedom of author’s thought. The names of the allies of the Ukrainian idea L. Skochkovskyi, O. Lototskyi, O. Konyskyi, P. Zhytskyi, M. Hrushevskyi in S. Efremov’s memoirs unfold in multifaceted portrait descriptions and function as historical and cultural facts that document the pages of the author’s biography, record his activities in space and time. The results of the study give grounds to characterize S. Efremov as the first professional Ukrainian-speaking journalist.

Abstract:
At their most basic level taxes carry, in the words of Schumpeter ([1918] 1991), “the thunder of history” (p. 101). They say something about the ever-changing structures of social, economic, and political life. Taxes offer a blueprint, in both symbolic and concrete terms, for uncovering the most fundamental arrangements in society – stratification included. The historical retellings captured within these data highlight the politics of taxation in Alabama from 1856 to 1901, including conflicts over whom money is expended upon as well as struggles over who carries their fair share of the tax burden. The selected timeline overlaps with the formation of five of six constitutions adopted in the State of Alabama, including 1861, 1865, 1868, 1875, and 1901. Having these years as the focal point makes for an especially meaningful case study, given how much these constitutional formations made the state a site for much political debate. These data contain 5,121 pages of periodicals from newspapers throughout the state, including: Alabama Sentinel, Alabama State Intelligencer, Alabama State Journal, Athens Herald, Daily Alabama Journal, Daily Confederation, Elyton Herald, Mobile Daily Tribune, Mobile Tribune, Mobile Weekly Tribune, Morning Herald, Nationalist, New Era, Observer, Tuscaloosa Observer, Tuskegee News, Universalist Herald, and Wilcox News and Pacificator. The contemporary relevance of these historical debates manifests in Alabama’s current constitution which was adopted in 1901. This constitution departs from well-established conventions of treating the document as a legal framework that specifies a general role of governance but is firm enough to protect the civil rights and liberties of the population. Instead, it stands more as a legislative document, or procedural straightjacket, that preempts through statutory material what regulatory action is possible by the state. These barriers included a refusal to establish a state board of education and enact a tax structure for local education in addition to debt and tax limitations that constrained government capacity more broadly. Prohibitive features like these are among the reasons that, by 2020, the 1901 Constitution has been amended nearly 1,000 times since its adoption.
