AbstractAfrica continues to experience the highest infectious disease burden despite an increase in investments. These include investments in malaria, HIV/AIDS, tuberculosis, as well as in communicable diseases. The global targets are to reduce the burden of these diseases through improved surveillance, prevention of outbreaks, effective case management, elimination and eventually, eradication. Achieving these targets, however, is limited by the poor geographic descriptions of the disease burden. Of the big five infectious disease burdens, malaria is the most advanced in terms of mapping its distribution. Malaria cartography has since formed the evidence-base for the design of many national malaria control programmes. This chapter focuses on malaria as an example, demonstrating its geographical descriptions. The availability of georeferenced malaria case data whether based on prevalence or incidence indicators has been used extensively in the mapping of geographical extents at national and sub-national scales. However, routine surveillance data is emerging as a valuable methodology of tracking burden in sub-Saharan Africa. A particular focus of this chapter is the use of routine national health systems surveillance data to describe, at a fine-scale, the distribution of malaria. However, routine data can be applied to the cartographic description of other diseases beyond malaria. The methodological aspects of burden estimation from routine surveillance platforms and cartography are highlighted.

AbstractThis chapter opens with a discussion about what a corpus is and proceeds with an introduction of the main types of textual resources: the Web as a corpus, electronic libraries, and linguistic corpora. Among the last-mentioned, two are of particular interest. The first is the Russian National Corpus, a deeply annotated and well-designed Russian-language resource ranging from early Old Russian chronicles up to modern internet communication. The second is Integrum, the largest resource by some margin, which covers most of the newspapers and journals published both abroad and domestically, as well as a significant amount of TV, radio, and internet media. The chapter includes two case studies that demonstrate how word choice reflects shared memory patterns and how changes in language usage reflect political and social mutations.

This chapter discusses Bolesław Prus's (1847–1912) coverage of the ‘Dreyfus affair’. Quite apart from its impact on French domestic politics at the turn of the century, the Dreyfus affair was a starting point for many significant intellectual and social processes, including the formation and consolidation of institutionalized Zionism. The name Dreyfus first appeared in Bolesław Prus's column ‘Weekly Chronicles’ (Kroniki Tygodniowe), which he contributed to the newspaper Kurier codzienny on 15 November 1896. Prus, one of the leading Polish prose-writers of the second half of the nineteenth century, wrote journalistic ‘chronicles’ of this type throughout his mature life from 1874 until 1911. They had a fixed place in the most well-known newspapers which appeared in Warsaw in the second half of the nineteenth century.

The genre of political cartoons purports to present a wittily critical visual or visual-plus-written-verbal commentary on politicians and states of affairs in the world. The genre is thereby of high interest for critical discourse analysts, as it lays bare a community’s ideological assumptions and does so in a pithy, easily accessible form. Moreover, the genre can get away with proposing ideas that, when presented in the verbal mode, would be unacceptably offensive or crude. From an RT perspective, it is clear that since cartoons typically appear in specific newspapers and magazine, cartoonists have a fairly precise idea of the target audience to whom they want to be optimally relevant. The chapter outlines the conventions of the cartoon genre in some detail, then examines four political and two non-political cartoons in the light of their communicative and informative intentions, aspects of reference assignment, implicated premises, and explicatures and implicatures. Other aspects that are briefly addressed are cartoons’ artist-dependent style, need for stereotypical depiction and caricaturization, deployment of metaphors, and loose use of visuals.

A literature review shows that worldwide most e-government initiatives at national and local government are associated with the creation of websites with the aim of enhancing access to information. Whilst most governments are at this stage, a few have moved on to the stage of providing personalised e-services. The chapter provides the physical context, e-government readiness status, including the legal framework, and the implementation of e-government in Namibia. It also looks at the public or citizens' awareness of e-government. Using desk research, the chapter presents indicators used in e-government readiness assessments from various studies to show the level of Namibia's e-government adoption. A number of the indicators reflect some of the factors that hinder Namibia's progress in e-government implementation. In Namibia's case, some of these include the low usage of ICTs and affordability. The study concludes that Namibia is still at level one of its four-phase e-government implementation strategy.

Academic studies that form the basis of critical paradigm are collected around the theme of “ideological mediation of texts in the media.” These studies focus on the news reports as the most influential products of the media. The aforementioned studies emphasize that objectivity, which is the leading notion in traditional journalism, is shaped in favor of the involved parties, and therefore examine the discourse of the news with the aim of revealing these aspects by utilizing a number of methods. This study analyzed how the week following the U.S. Presidential election held on November 8, 2016 and won by Donald Trump; and the week after Trump's inauguration and taking of office after President Barack Obama on January 20, 2017 were portrayed in Turkish newspapers holding different ideological stances. The study utilized van Dijk's Critical Discourse Analysis Method. The front pages of newspapers with different ideological stances such as Sözcü, Sabah and Hürriyet newspapers were taken as the samples of the study. The study results pointed that newspapers shaped their news in line with their ideological expectations as was the case in Sabah newspaper sample. It was also observed that Trump was reported as the boss of the world, the richest US president, racist, Islamophobic and nationalist in other two newspapers included in the study.

Poverty in America today is widely viewed through a racial lens. But that was not always the case. Throughout most of the nation’s history, public discussion of poverty ignored African Americans. In this chapter, the authors examine the racialization of poverty in the US news media. Building on previous research, they focus on the 1960s as the critical time in which the American media began to focus on Black poverty. Based on a collection of over twelve thousand news stories on poverty from four major daily newspapers, they find that both coverage of poverty and attention to Black poverty in local news largely paralleled the trends revealed in earlier studies of national newsmagazines. Specifically, they find that attention to poverty (irrespective of race) increased dramatically in the mid-1960s (a time when actual poverty rates were in decline); that poverty coverage became racialized during this same period, with a substantial increase in references to African Americans between the mid- and late 1960s; and that, for the most part, the racialization of poverty coverage followed similar patterns in newspapers with lower and higher proportions of African Americans in their metropolitan areas.

Complemented by tables summarizing key findings, the chapter identifies where and how the book’s studies of Benin, Burkina Faso, Ghana, Kenya, Malawi, Namibia, Uganda, and Zambia either uphold or contradict hypotheses from the existing literature. Building on this summary, the chapter presents an agenda for future research on women’s political participation in African countries focused on the importance of financial constraints for women’s candidacies, the role of violence in shaping women’s political options, and the impact women in power have on gendered institutions. The book ends on an optimistic note, arguing that despite these barriers, the case studies clearly demonstrate that women are adept at securing a place for themselves, and asserting their voice, in local and national politics.
