Social investment in Latin America is increasing in some countries but not others. Has social investment gained any traction in the region? If so, how does it vary across Latin America? Also, how salient are social investment reforms? To answer these questions empirically, this chapter maps welfare reform strategies across four countries: Colombia (1992–2017), Costa Rica (1986–2017), Nicaragua (1985–2017), and Uruguay (1985–2017).
