ENGLISH ABSTRACT: Achieving food security and reducing hunger requires comprehensive measurement for proper identification of the food insecure, the severity of food insecurity, its causes, and progress in reducing food insecurity. Measuring food security is challenging due to its multidimensional nature as all four dimensions (availability, access, utilisation, and stability) need to be achieved simultaneously. Comprehensive measurement has not been achieved as most existing indicators have a unidimensional focus and efforts to find a ‘composite indicator’ (a catch all measurement tool) have thus far been unsuccessful. This study therefore identified how the three most widely used indicators of food security, the Household Food Insecurity Access Scale (HFIAS), Dietary Diversity Score (DDS) and the Coping Strategies Index (CSI), can complement one other in capturing the multiple dimensions of food security. The study brought them together in one cross-sectional household survey of 409 randomly selected households in Taraba State, Nigeria. The results show that 69 percent of households in Taraba had a very low food security status, 23 percent had low food security, and 8 percent had high or marginal food security. About 34 percent of the households used very erosive coping strategies. Very low food security status was found to be associated with: a household head who is a farmer, less educated, or divorced; low household income and expenditure; large household size; and not owning large plots of land. The survey revealed that most households that obtain the greater proportion of their food from own production, and spend most of their income on the purchase of starchy staples were in the very low food security category. Those that sourced their food mainly through purchase, and spent more on fresh fruit and vegetables, meat, fish, eggs, and processed foods were in the high or marginal food security category. The study showed that the key indicators followed a clear complementary pattern. The bivariate analysis showed a significant difference (P<0.01) in DDS and CSI across HFIAS categories. The HFIAS very low food security category is characterised by the lowest food diversity and highest CSI, revealing that the depth of food insecurity is intense among the extreme group. The study demonstrated that these three indicators can be used together for a fuller understanding of the relationships between the different dimensions of food security, and recommended more studies in using complementary indicators to measure food security. This thesis is presented as the two academic articles option: the first article reviews the measurement of food security and complementarity of the three measures, while the second article discusses the findings of the survey.
AFRIKAANSE OPSOMMING: Die bereiking van voedselsekerheid en die bekamping van hongersnood vereis omvattende meting vir die korrekte identifikasie van voedselonsekerheid, die erns daarvan, die oorsake daarvan, en die proses van voedselonsekerheidvermindering. Die meting van voedselsekerheid is ʼn uitdaging as gevolg van die multidimensionele aard daarvan, aangesien die onderskeie dimensies (beskikbaarheid, toegang, benutting, en stabiliteit) tegelyktydig bereik moet word. Omvattende meting is nog nie bereik nie, aangesien bestaande aanwysers ʼn eendimensionele fokus het, en aangesien pogings om ʼn ‘saamgestelde aanwyser’ (‘n allesomvattende metingsinstrument) te vind, tot dusver onsuksesvol was. Diegene wat hulle voedsel hoofsaaklik deur aankope verkry het, en meer spandeer het op vars vrugte, groente, vleis, vis, eiers en geprosesseerde kosse, was in die hoë/ geringe voedselsekerheid kategorie. Die studie het bevind dat die sleutelaanwysers ʼn duidelike aanvullende patroon gevolg het. Die tweeveranderlike ontleding het ʼn beduidende verskil (P<0.01) in DDS en CSI oor HFIAS-kategorieë getoon. Die HIFIAS baie lae voedselsekerheidkategorie word gekenmerk deur die laagste voedseldiversiteit en hoogste CSI, wat openbaar dat die diepte van voedselonsekerheid intensief is onder die uiterste groep. Die studie het gedemonstreer dat hierdie drie aanwysers saam gebruik kan word om ʼn beter begrip van die verhoudings tussen die verskillende dimensies van voedselsekuriteit te verkry, en daar is aanbeveel dat meer navorsing onderneem word aangaande die gebruik van aanvullende aanwysers om voedselsekuriteit te meet. Abstract:
As an important tool of state- and nation- building, capital city relocation is a policy option that is currently considered in more than 30 states around the world, including South Africa. The project is especially appealing for post-colonial states. At its core, it involves a physical move of governing institutions to a new location a city that either already exists, or is constructed specifically for the purpose of serving as a capital. The relocation is likely to affect political, economic and societal status quo within a state including matters of national security. The latter is a sensitive matter for post-colonial states, but the link between capital city relocation and national security is not well understood. The study develops a framework that analyses the capital city relocation - national security nexus, to assess the overall impact of the project, as well as the specific benefits and drawbacks for security. The framework relies on Buzan's five-sector approach to security, and employs it to develop a list of indicators to track changes to national security of the post-colonial states post-relocation. Hence this study aims to contribute to the strand of the Security Studies literature and to fill (in part) an evident lacuna on capital city relocation, by exploring the cases of Nigeria (1991) and Kazakhstan (1997) from a security perspective.

Abstract:
1992 marked a turning point in Nigeria’s broadcasting history as the country formally deregulated her broadcast space. However, it was not until March 2002 that the first commercial radio station was established in Rivers State, a broadcast environment hitherto monopolised by Radio Rivers. The coming of the first independent radio station in Rivers State in March 2002 was followed by the establishment of two other stations in October 2003 and November 2003 respectively. As important as these events in broadcasting in Rivers State are, however, media scholars have argued that in most societies where such change has taken place, public service broadcasters have tampered with their values of being an open space where individuals and groups can come together to be educated, informed, and entertained. This study investigates the extent to which the proliferation of commercial broadcasting outlets has affected Radio Rivers’ public service programming and scheduling. Using a combination of qualitative and quantitative research methods, through in-depth interviews and analysis of the mandate and programme schedules, the study established that while Radio Rivers still maintains some public service values, its current programming policy is driven by the need to compete with the commercial broadcasters. This is evidenced in the decrease in the programme space allocated to current affairs and educational programmes on the schedule, (the genre of public service broadcasting), and the increase in attention to advertisements and entertainment programmes, (the genre of commercial broadcasting). The study also confirms the adverse effects of dwindling financial resources as forcing public service radios to compromise on their public service values, as majority of programmes on Radio Rivers current programme schedules are now geared towards attracting advertisers rather than serving the public good and interests. However, the study proved that it is not in all cases that the entry of commercial broadcasters into Rivers State broadcast space has undermined Radio Rivers public service values. Indeed, in leading to the expansion of interactive, news, and the diversification of entertainment programmes spaces on Radio Rivers’ programming schedules, the proliferation of commercial broadcasters has yielded some positive effects on Radio Rivers public service values and contribution to the public sphere. The study further highlights the need for some policy reforms at Radio Rivers, such as the introduction of licence fees, increased government funding and loosening government’s current control over the station. In addition, there is the need for the edict establishing the station to be amended to reflect the current trends in broadcasting in Rivers State, and above all to reposition Radio Rivers to sustain public good and public interests in its programming.

The sustainable development goals aim to improve the lives of rural dwellers by ensuring the security of tenure of the rural poor. This led researchers and nongovernmental organisations to investigate the security of tenure of the urban and rural poor in developing countries. To improve the security of tenure of the rural poor, many developing countries have initiated programmes that encompass reform of land tenure and land administration systems. To provide a solution to the insecurity of tenure, researchers and non-governmental organisations developed pro-poor land tools to address the gap created by the formal land administration system. To test the developed land tools, researchers apply them in selected case study areas. This study investigates and analyses the tenure security of the rural poor of Itaji-Ekiti, Ekiti State, Nigeria. The New Continuum of Land Rights Model (NCLRM) and the Social Tenure Domain Model (STDM) were applied to land rights types found in the case study. Techniques, theories and tools used were based on a single case study methodology. The mixed methods approach was used to analyse and evaluate the tenure situation in Itaji-Ekiti. This yielded an in-depth understanding of the case. The research further examines critical areas of the Land Use Act of 1978 using the conceptual framework for understanding cadastral system development in customary land rights context. The mixed methodology approach was used in analysing the vital areas of the Act. Land professionals, civil servants and students were the target group that contributed to the study. The research findings showed that security of tenure is weak because every land rights types found in Itaji-Ekiti can be affected by conflicts with customary and informal tenure. The results of this research showed that the Land Use Act is effective in some areas and dysfunctional in others. This is attributed to the age of the Act and many sections of the Act that are not pro-poor. The implementation of the Act showed that it is effective in urban areas while it is not solving land-related problems in rural areas. The research further revealed that the use of case study methodology using mixed methods are suitable for measuring tenure security of the rural poor. The findings provide an understanding of the current land policy in Nigeria and as well as understanding land tenure insecurity in Itaji-Ekiti. The research also provides information for researchers in the field of cadastral system research on the use of propoor land tools as alternative approaches to recording land rights and measuring tenure security of the rural poor.

Abstract:
A DDoS attack is an attempt to bring down a machine connected to the Internet. This is done by having multiple computers repeatedly sending requests to tie up a server making it unable to answer legitimate requests. DDoS attacks are currently one of the biggest security threats on the internet according to security experts. We used a qualitative interview with experts in IT security to gather data to our research. We found that most companies are lacking both in knowledge and in their protection against DDoS attacks. The best way to minimize this threat would be to build a system with redundancy, do a risk analysis and revise security policies. Most of the technologies reviewed were found ineffective because of the massive amount of data amplification attacks can generate. Ingress filtering showed promising results in preventing DDoS attacks by blocking packages with spoofed IP addresses thus preventing amplification attacks.

Nigeria has over 100 million people living below the US$1.90 poverty line. Most of these poor people are rural smallholder farmers. Agricultural interventions are ongoing to alleviate poverty and food insecurity amongst smallholder farmers in Nigeria, but these interventions have been less successful when compared to similar interventions implemented by developed countries. One such intervention in Nigeria is the Fadama III project. It is against this background that this study evaluated the development impact of the Fadama III project on the agricultural yield, food security, and income of smallholder farmers. The aim was to draw lessons from the evaluated project that would guide the design of future agricultural projects that are more effective. Using primary data from 300 farmers, descriptive statistics, inferential statistics, probit regression, propensity score matching, and a quasi-experimental research design, this study found that the Fadama III project increases agricultural yield (rice yield), three dimensions of food security (food availability, food access, food utility), and some type of income (income from cassava production) of smallholder farmers in Ebonyi State. However, Fadama III does not significantly cause an increase in the food stability dimension of food security and other types of income like income from rice production. It also found that youth and female farmers are under-represented in Fadama III project. Also

There are approximately 65.3 million forcibly displaced people in the world. A large majority of these people are internally displaced. Of the 40.8 million internally displaced persons' (IDPs) worldwide, Nigeria had a total of 1,955,000 IDPs at the end of 2016. Consequently, Nigeria is among the countries with the highest number of displaced persons globally. A wide range of political, economic, social, and environmental factors, including poverty, corruption, and internal armed conflict, affect the population in Nigeria and contribute to internal instability. Thus, as Nigeria represents a complex and multi-layered situation of internal displacement, it makes for an interesting case study to understand international protection of IDPs. This dissertation asks whether the current protection of IDPs' right to physical security in Nigeria complies with international human rights standards. The current international legal framework in place for the protection of IDPs is relatively extensive, and undergoes continuous development. The United Nations Guiding Principles for the Protection of Internally Displaced People and the African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa (Kampala Convention), as well as general human rights mechanisms, comprehensively set out the rights and guarantees for the protection of the physical security of IDPs. Although there has been great improvement in recent years relating to the legal protection of and assistance to IDPs, the de facto implementation and enforcement of these frameworks in Nigeria is not in full compliance with international human rights standards.

Abstract:
This thesis examines the processes of policymaking in South Africa, as expressed through the shifts in income maintenance policy. The thesis focuses on the processes leading to the establishment of the South African Social Security Agency (SASSA), as its case study. SASSA is the institutional framework for the delivery of social grants. Our intention is to test the efficacy of what we have called ‘state learning’ in the South African context. Therefore, the overall aim of the study is to assess the capacity of the ‘state to learn’ in the process of policymaking as expressed through the shifts in social grant administration and the institutional framework of social welfare in South Africa. The subsidiary goals of the research includes mapping changes in the system of social grants administration since 1994 in order to assess the sources of the shifts in its institutional framework; to assess processes and responses within the state that result in policy shifts and the extent to which these can be considered dimensions of state learning; to assess the power of ideas in the policymaking process and to assess the influence of non-state agencies/actors in policy contestation and learning processes. This is essential, because social policy, especially welfare policy research in post-apartheid South Africa, has focused on the economic value of policies and not the political processes in policymaking. For the framework of analysis the study draws on theories of learning, especially at the organizational or institutional level. We start from the perspective that policymaking and implementation cannot be reduced to a neatly ordered schema (Lamb: 1987:6). Further, that policy change and policymaking are “iterative, haphazard, and highly political processes, in which the apparently logical sequences of decision-making, may turn out to be the reverse” (Lamb, 1987:6). This is mainly because state building is a complex affair and a contested terrain; policy learning and making are neither benign nor do they involve the state working in isolation (Sabatier, 1998). To understand processes of policymaking in South Africa, we rely on content analysis of primary and secondary materials or documents and in-depth interviews with key informants involved in the policy process. The documentary sources include records of parliamentary debates, green and white papers on social welfare, ANC party documents, presidential task force reports, newspapers, magazines and court judgments. The study reveals that the establishment of SASSA lends itself to the idea of ‘state learning’. Learning is indicated in South Africa by the capacity and ability of the state to stimulate ideas, debate ideas to establish ideational matrixes as well as paradigms that have informed the development of policy, take ideas and implement them to try and solve mismatches between the intention of the state and the outcomes and the ability of the state to produce policy.

Abstract:
The education of children with various disabilities has attracted the attention of educational planners and curriculum developers in many countries of the world especially among the developed countries. Appropriate legislation, provision of facilities, and the training of specialist physical education teachers are some of the measures taken in some countries. In Nigeria as in most developing countries, the physical educational needs of children with disabilities has not received due attention, and the result is that Special Educational Needs children in schools are almost forgotten in the planning and implementation of school physical education programmes. The need to integrate them into school programmes is an important measure that should receive adequate consideration. The main purpose of this study is to evaluate forms of Inservice Education and Training (INSET) programmes for teachers and consider how these programmes can be improved to provide teachers with adequate knowledge and skills for the integration of children with physical disability into primary school physical education lessons. An experimental design was adopted for this study. In the design a sample of 100 teachers was drawn from the teachers' population in 5 primary schools in the Kaduna state of Nigeria. The same was divided into three groups of control (40), comparison (40) and experimental (20). All groups received the initial questionnaire, but the comparison and experimental groups received varying degrees of interventions by way of additional information on the practice of educational integration. The intervention for the comparison group was in the form of a booklet which contained an outline of SEN pupils' needs in physical education. Teachers in the experimental group received an intervention which included teaching demonstrations for children with physical disability in P. E. and the same booklets given to teachers in the comparison group. In addition, interviews and discussions with teachers were carried out as well as observation of physical education lessons in order to supplement data collection strategies. The purpose of these measures was to assess the impact of interventions introduced on attitudes, knowledge and skills of teachers regarding integration and to compare their opinions on these variables before and after the interventions. The questionnaire used for collecting information from teachers involved in the study was designed using a 5-point Likert type scale. Teachers' self-ratings on attitude, skills and knowledge of integration have been analysed using mean, standard deviation and student t- distribution test statistics using an SPSS PC computer analysis of data. Information gathered through observation and interviews have been analysed qualitatively. The main findings of the study related to the demographic characteristics of teachers working with SEN pupils in physical education who responded to the questionnaires, the attitude of the teachers to in-service training, their knowledge of the practice of integration, possession of relevant skills for working with Special Educational Needs children in a mainstream setting, awareness of the obstacles to mainstream education, and the need for collaborative efforts with parents and other professionals in order to achieve the objectives of programme of integration. Some of the conclusions reached were that there was an urgent need to recruit more qualified physical education teachers, and prepare them specifically for the role in catering for children with SEN so that, programmes of integration can be more effectively planned and implemented in Nigerian schools. Those responsible for teachers' education should be made aware of the need to provide further training to develop more knowledge and skills that may help them to cope with the new challenges of programmes of integration. Essentially, there is need to create a general awareness among educational planners, curriculum developers, policy makers, and physical education teachers of the importance of integrating children with physical disability into the mainstream physical education lessons so that educational provision in Nigeria can be seen to be fair and non-discriminatory to both able-bodied and disabled pupils. The focus of this study is also on providing teachers with the necessary knowledge and skills in order to enable them to cater for a wide range of children with special educational needs who may be attending ordinary schools in Nigeria and in the Kaduna state in particular. The term 'special educational needs' referred to in the thesis covers a wide range of children with disabilities including the amputees, moderate learning difficulties, movement difficulties, those with certain medical conditions(e. g. asthma, diabetes, epilepsy) and those with emotional and behavioural disorders. These are the types of children with special needs whom teachers in ordinary schools in the Kaduna state of Nigeria may have to provide for in their physical education lessons. Any reference to children with physical disability in particular is in relation to specific programmes of physical education designed specifically for those with physical handicaps or impairment. Reference to physical disability is therefore not used as an alternative term to special educational needs but when in particular referring to this specific form of special needs. Case studies of some of these children were carried out during the course of this study and reports shown in appendix S. Also, suggested programmes that would enable SEN children to participate in physical education lessons alongside their ablebodied peers have been provided in appendix 2.

L’Afrique est la région du monde, dans laquelle, existe le plus grand nombre de crises armées sanglantes. Depuis les indépendances, cette région n’a jamais véritablement connu de paix et de sécurité dans toutes ses entités régionales. Dans ce sombre tableau africain, l’Afrique centrale occupe une place peu enviable. Abandonnée à son triste sort à la fin de la Guerre Froide, des pays, tel que le Gabon, décidèrent de particulièrement orienter leur politique étrangère dans le but d’aider les États en crises, de son environnement immédiat, à recouvrir une certaine stabilité mais surtout dans une logique de sécurisation nationale. Petit pays d’Afrique centrale, le Gabon ressent les effets de l’instabilité régionale persistante. Cet engagement gabonais pour la paix n’est pas né avec son accession à la souveraineté. Il s’est construit au fil des années. Son action pour sa construction et sa sécurité nationale n’a jamais eu pour but de reproduire, exactement, le même modèle de stabilité qu’il connait mais, uniquement, d’arriver aux silences des armes. Il est évident que comme tout engagement politique, l’action r gabonaise présente certaines limites et l’État devrait prendre des mesures pour que l’objectif de sécurité nationale soit atteint sans ambages. Africa is the region of the world, in which, exists the largest number of bloody armed crises. Since the independences, this region has never really known peace and security in all its regional entities. In this somber african board, Central Africa occupies an unenviable place. Abandoned in its sad fate at the end of the Cold War, countries, such as the Gabon, decided to direct particularly their foreign policy with the aim of helping states in crises, of its immediate environment, to cover a certain stability But especially in a logic of national reassurance. Small country of Central Africa, the Gabon feels the effects of the persistent regional instability. This Gabonese commitment for the peace was not born with its entry in the sovereignty. It built itself over the years. Its action for its building and national security has never aimed at reproducing exactly the same model of stability which it can but only arrive at the silence of weapons. It is obvious that as any political commitment, the gabonese regional action presents certain limits and the state should take measures aiming at a better international assertion. Nevertheless, the action of such country is important because by prioritizing the dialogue, they supply a painstaking job which manages, all the same, to put an end to the bloodsheds and to their tendency to the overflowing

Au cours du XXème siècle, l'identité professionnelle des directeurs de prison a connu une évolution rapide autant que radicale. La période qui s'ouvre au cours des années 1970 est particulièrement significative de cette mutation, elle est marquée par une crise de cette identité professionnelle amorçant aussi son processus de reformation. Pour saisir la logique de cette phase adaptation, il est possible de la resituer dans le cadre d'une analyse plus large à partir du concept de gouvernementalité. La gouvernementalité étant ici comprise dans deux de ses dimensions telles qu'elles ont été définies par Michel Foucault. D'abord comme période, celle de l'époque contemporaine qui débute à compter de la Révolution française. Ensuite comme technique de pouvoir, celle de la biopolitique qui se réalise au travers de la régulation. Dans ce cadre, l'étude de l'évolution de l'identité professionnelle des directeurs de prison dans et par la gouvernementalité permet de saisir les mécanismes qui conduisent, tant au sein de l'appareil administratif qu'au sein de la pénalité, à l'affaiblissement du pouvoir disciplinaire et à la montée en puissance de la régulation. During the 20thcentury, the professional identity of prison directors has undergone a rapid and radical evolution. This evolution was caused by questioning the role and the functioning of the penal prison in the development of liberalism. The period, beginning in the 1970's, inaugurates the mutation of the identity crises and its reformation. To be able to comprehend the logical development of this proces of adaptation, one most place it in theframework of governmentality. The « governmentality » in this case is seen in two of its dimensions as defined by Michel Foucault. Firstly, as a phase of the contempory period beginning at the French Revolution. Secondly, as a technique of authority : the biopolitics realized by a process of regulation. In this framework, a study of the evolution of the professional identity of prisons directors, in and by « governmentality », explains the mechanisms leading to the weakening of the disciplinary authority, and the increased power of regulation systems, both on administrative and penal levels. Academic libraries are an integral part of higher educational institutions in Nigeria in order for them to achieve their mission of national development. Knowledge sharing has become a survival kit for academic libraries to improve service provision and remain relevant in today’s information world. This study explores the roles of knowledge sharing among staff at the Delta State University (DELSU) library, Abraka for improved service provision and also suggests strategies to enhance knowledge sharing among staff for improved service provision. The theory of organisational knowledge creation (SECI) and the Social Exchange Theory (SET) underpinned this study. The study adopted a mixed method research approach and case study research design. While questionnaires were the main data collection instruments, interviews were the supplementary instruments. The entire staff at the DELSU library, Abraka was the target population for this study. A census was taken on the entire staff of the library to collect data using the questionnaires while the heads of the different library sections were purposively sampled for the collection of data through interviews. The quantitative data collected using questionnaires was analysed with the Statistical Package for Social Science (SPSS) software and the results were presented in tables and simple descriptive statistics. The interview data was analysed and interpreted using thematic analysis and was presented in predetermined themes according to the research objectives. A total of 60 out of the 63 copies of the questionnaire administered were retrieved and interviews were conducted on all seven participants sampled. The study revealed that knowledge sharing among staff members play an important role in improving service provision in the library in terms of the provision of accurate and in time services, learning best library practices, avoidance of mistake repetition and solving problems encountered on the job. However, knowledge sharing is not formalised in the library. Therefore, effective knowledge sharing for service provision has not been achieved. The greatest barriers to knowledge sharing for improved service provision in the library are the lack of a knowledge sharing culture, information and communication technological tools and infrastructures and motivation as well as the inferiority and superiority complex among staff. The greatest motivation for the library staff to share knowledge is to improve service provision. The study suggests strategies to encourage knowledge sharing among the staff members in order to improve service provision. These strategies include an adequate reward system, as well as a continuous awareness and appraisal of knowledge sharing.

Describing Canada's security intelligence practice, historians have identified 1945as a watershed. In September of that year Igor Gouzenko defected from the embassy of the Soviet Union in Ottawa, carrying with him evidence that the Soviets operated an espionage ring in this country. According to historical canon, Gouzenko's defection and the investigations which resulted from it forced the Canadian government to initiate a security screening program for civil servants and armed forces personnel. This program was an attempt to discern the political opinions, behaviour and trustworthiness of people in positions of trust both inside the state and outside. This thesis rewrites the conventional history of state security screening in Canada. By reexamining existing evidence and making use of records uncovered through the Access to Information Act, this work demonstrates that security screening of civil servants, military personnel and naturalization applicants began in the years between the First and Second World Wars. Revising the point at which security screening began also forces a reevaluation of the motivation for security screening. Security screening was not launched to detect and neutralize foreign espionage agents. Rather, it was borne out of a deep fear of communists among the Canadian people. Concern about internal dissent, not about foreign spying, was responsible for this new security intelligence development. This work also reexamines the Canadian government's supervision of its primary security intelligence agency, the Royal Canadian Mounted Police. Contrary to the widely held view that the Canadian cabinet initiated and supervised the screening system, this thesis shows that the RCMP operated a program for at least fifteen years without political authorization and guidance. In doing so, it committed acts which can only be regarded as civil liberties violations. Nevertheless, abuses were relatively minor. One reason why they were was the dubious legality of the program. Carrying out a program which lacked political approval, the RCMP kept a tight rein on the security screening system, fearing a controversy which could be embarrassing and damaging to its own security intelligence capacity.

In a traditional business environment, companies set up their organisation’s IT data infrastructure, install their applications and carry out the maintenance and management of their infrastructures. Whereas Cloud computing removes the need for companies to set up own data centers and run enterprise applications. Cloud computing technology provides businesses with the advantage of on-demand access, agility, scalability, flexibility and reduced cost of computing. An appreciable increase is being observed in the acceptance and migration to this new IT model in developing economies. In Nigeria, it has been observed that there is a somewhat unimpressive rate of adoption of Cloud computing by the microfinance operators. This research investigates the reason for the slow adoption of Cloud computing by SMEs in Nigeria with special consideration to the Microfinance subsector and to develop a model for improving the adoption of cloud computing by microfinance organisations. The research was conducted using a qualitative research design method. Interview was the main data collection instrument and data collected was analysed using thematic content analysis method. The analysis of the study revealed that SMEs in Nigeria, with particular reference to microfinance subsector in Akwa Ibom State are yet fully to embrace cloud technology. It was discovered that most of the SMEs studied, has some level of reservation about cloud computing arising from not having appropriate education and enlightenment about the cloud economic offerings and potentials. From the outcome of the research, the researcher identified that most people’s concerns are as a result of lack of knowledge about cloud computing and so the researcher concluded that appropriate enlightenment by industry stakeholders, cloud service providers, cloud enthusiasts and even the government on the risks and overwhelming economic incentives of cloud computing as well as the provision of a monitored free trial services will encourage the adoption of cloud computing by SMEs.

Abstract:
Agricultural production has contributed over time to food security and rural economic development in developing countries particularly supporting the countryside. Evidence show that crop yields are declining in the Lower River Benue Basin of Nigeria. This study conducted a land use evaluation and suitability mapping for production of yam, cassava and also assessed the possible socioeconomic impediments that may hinder or enhance sustainable agricultural development in the Lower River Benue Basin. The study adopted physical assessments and socioeconomic approach coupled with mapping which incorporated processing of satellite imagery. Statistical methods were used to measure the status, trends, level of dispersion, and relationships between the variables of physical and socioeconomic parameters. Modelling techniques for determining potential impacts assessment, agricultural suitability index, adaptive capacity index, finally producing suitability maps. Geo-informatics processes were used to produce a digital elevation model, land use and land cover map, and normalised difference vegetation index map. The results were thematic maps, weighted percentages of attribute data, and suitability maps produced through weighted overlay. An intensive analysis of climatological data depicted a progressive intensity of rainfall, and a decreasing trend in the number of rain days; a gradual temperature rise; and high relative humidity during the planting season which is about 168 days. Laboratory analysis show that soils in the study area require fertility enhancement with inorganic fertilisers to encourage better crop yield. Results show that the Lower River Benue Basin is suitable for yam, cassava, and rice cultivation as classified on maps of suitable areas. Rice had the highest suitability percentages (38.30%). The study area was found to be moderately suitable for each of the crops examined by more than 40% for each crop. Cassava had the least suitability percentages (34.47%). Evidence suggests that agricultural development in the Lower River Benue Basin is under threat from potential impacts of climate variability and change, population growth, and infectious diseases. The agricultural suitability index of the study area regards the study area as suitable (70.5%) and the adaptive capacity index of the study area was moderate (50.83%), but it was found that serious attention need to be given to farm technology and infrastructure. Mitigation strategies and recommendations which are beneficial to the sustainable development of agriculture have been provided in line with the established characteristics of the Lower River Benue Basin.

The diploma thesis "The German way of putting up with the communist past in view of the Office for study of STASI dossiers" deals with balancing the communist past in Germany, it analyses the Office for study of STASI dossiers' (Gauck office) conception. The question of balancing the past is in German milieu oriented primarily towards the National Socialist era. In case of the Communist past Gauck office arose in 1992. This institution looks after the chancery of communist State security, simultaneously gives information from the dossiers to victims of the former regime. Balancing with totalitarian past is not a single- but a continual process and the Gauck office should reach the point by analyzing of materials it holds. Exceptionality of this institution lies in the fact that it serves as a model for other middle European countries. This project will focus on an analysis of historical preconditions for genesis of this institute. Also, it won't avoid the political debates influencing the final shape of Gauck office, including the future of its incorporating into the National Chancery.

The resource curse is a defining feature of the African content. Despite vast resource wealth, Africa remains the poorest and most underdeveloped continent in the world. The aim of this study is to conduct a comparative analysis of the primary laws regulating of oil and gas exploration and product activities in Angola, Nigeria and South Africa in order to determine their effectiveness in protecting the continent's depleting petroleum resources. Different regulatory models apply to Angola, following the Norwegian carried-interest model, Nigeria, where a British discretionary model has been retained, an a South africa, where a unique model has been developed. The comparison is conducted by analysing and comparing these different regulatory systems in terms of legal frameworks; the legal nature of the regulatory systems; ownership of the oil and gas resources; legal nature of licenses; organisational or institutional structures; fiscal systems; local communities benefits from these proceeds of oil and gas resources; local content; state/government participation arrangements; and environmental challenges. The study evaluates the effectiveness of these regimes by examining the extent to which they recognise and enforce state ownership of he oil and gas resourcs in situ; recognise and enforce the doctrine of Permanent Sovereignty over Natural Resources (PSNR); protect the environment; how they provide for institutional capacities for the management of resources; and the protection of local communities from exploitation and abuse by recognising their rights to benefit from revenues derived from these resources. An overall assessment of the three systems reveals that there is no ideal model for oil and gas regulation in Africa. The Norwegian model might well be considered an ideal model if it was applied with care and correctly in Angola. The study hopes to gain practical importance for the proper regulationof the oil and gas industries' upstream activities in Africa and assist governments of the selected jurisdictions in their policy revisions, as some recommendations are made.

The disertation is focused on development and importance of the Czechoslovak desk of the Radio Free Europe in period between 1950 and 1994. This broadcasting have gained in time of strong censorship significant and till now unresearched importance. In February 1948 the Communist party took power in the Czechoslovakia. After that Czech and Slovak democratic politicians had left country to the West. They wanted to break the isolation of people living behind the Iron Curtain and promote restoration of democracy in their homeland. In 1949 was in the USA established the National Committee for Free Europe as fomally independent citizens association. As its most known activity had became the Radio Free Europe (RFE). This radio station had became an important tool for political strugle between two blocks in time of the Cold War. The basic qestion is what real position RFE broadcasting have reached in this struggle. The estabilishing of foreign broadcasting to the Czechoslovakia was very difficult task. RFE started its activity as exiles platform for purpose of liberation the Czechoslovakia from rule of the Communistic Party regime.
