This article presents an analysis of the Electricity Act (EA) 2023 in Nigeria, a pivotal legislation that repeals the Electric Power Sector Reform Act (EPSRA) 2005 and establishes a new framework for the Nigerian Electricity Supply Industry (NESI). The study delves into the historical context of Nigeria's power sector, the challenges it has faced, and the reforms undertaken to address these challenges. The EA 2023 is examined in detail, highlighting its key innovations such as the decentralisation and de-monopolisation of the power sector, the establishment of State electricity markets, and th

This paper probes the relationship between sources of Covid-19 information and adherence to preventive measures in Nigeria, a context characterised by fake news, hate speech, and other forms of disinformation. While this relationship in Nigeria is relatively well studied, little discrete analytical attention has been given to the actor and platform components of information sources. Yet, it is important to consider the platforms people use when seeking Covid-19 information, the actors they trust to provide reliable information, and their compliance with preventive measures. In this Insight Note, we explore how COVID-19 and related school closures impacted Nigerian schools, parents, and students. National data collected by the National Bureau of Statistics in 2020 through a monthly phone survey show that children had extremely limited contact with the education system during this time, and that families preferred low-cost alternatives such as in-home tutoring and increased parental involvement in education to e-learning tools. Additional data collected by the RISE Nigeria Team in a survey of 73 low-cost private schools in Abuja suggest that some schools did mainta

Nigeria’s socio-political and economic environment presents significant challenges for women’s rights and for lesbian, gay, bisexual, transgender, queer, intersex, and more (LGBTQI+) rights. Women also face discriminatory practices, such as in the northern Kano state, where civil service rules penalise women for pregnancy-related training interruptions. In March 2022, the National Assembly rejected five gender bills that sought to enhance women’s representation in politics by creating reserved seats and mandating significant female representation in political appointments. This country case study focuses on Nigeria and the specific challenge of conflict, violence, and insecurity. Using four waves of General Household Survey data covering the period 2010 to 2019, we analyse trends in poverty, food insecurity, shocks, and coping strategies among different population groups, differentiated according to where they reside in the country and the degree to which those areas are affected by violence, in particular as a result of the militant Islamist Boko Haram insurgency and conflicts between herders and farmers. Recently, there has been an expansion in the deployment of digital systems and digital IDs among taxing authorities. However, little is known about the extent to which such technologies are being adopted, or about whether the data from them is being used strategically to improve tax administration. Even less is known about this in the context of subnational tax administration, although this could be very relevant in some contexts, such as Nigeria. This study investigates the extent of the adoption and strategic usage of data from e-tax systems and digital IDs among state internal revenue servi
