Abstract:
Nippon Kaigi is an influential right-wing pressure group in Japan. Its membership is not only among the ordinary people but also influential politicians, professionals, businessmen, religious groups, academics and chief justices. Their goal is to build a nation whose people are proud to be citizens (nationalism). The article discusses the movement by Nippon Kaigi to nurture nationalism in Japan and how it achieved its goals. The article is divided into several parts, namely the introduction of Nippon Kaigi, the oddity of current Japanese society which led to the need for a spirit of nationalism and the movement in Japan. The study found that the activities of this organization are not through violence but by political propaganda activities. In order to disseminate its ideology among the citizens, it holds assemblies, collecting signatures and calls for local assembly approval across the country. In other words, Nippon Kaigi has employed a new approach to advance right-wing movements.

Abstract:
Japan is often regarded by scholarship as an example of what a healthy East Asian liberal democracy ought to look like. Despite its reputation for pacifism and liberal democracy, Japan has demonstrated a remarkable shift in political culture in the last decade, as successive governments have embraced decidedly nationalist policy choices. As the Abe Administration continues to push ahead with its plan for Constitutional Revision, a goal long advocated for by nationalist groups, Japan seems poised to enter a period of renewed nationalist discourses and policymaking. Existing scholarship presents these shifting political trends as having been facilitated by the political elite, and many scholars argue that elite driven, or top-down nationalism, is the driving force of political change in the modern Japanese political system. This paper challenges these assertions, instead arguing that resurgent nationalism in Japanese politics can be traced to the grassroots of society. Through a study of two non-government organizations, Nippon Kaigi 日本会議and Jinja Honchō 神社本庁, this paper clearly demonstrates the critical impact that grassroots organizing through non-government organizations has had on driving nationalist policymaking at the national level. The political success of these lobbying groups has been clearly evidenced in their presence at the highest level of Japanese government, as well as the remarkable similarities between their organizational goals and the political goals of the ruling Liberal Democratic Party. This paper demonstrates that the relationship between grassroots nationalist organizations and the Japanese government is one of influence and pressure, rather than a coincidental alignment of political ideals.

Abstract:
This paper summarizes the results of extensive research on the design loads used for strength assessment of merchant ship structures such as tankers, bulk carriers, and container ships. The main aim of the research was to develop practical estimation methods of design loads having rational technical backgrounds acting on primary structural members of tankers, bulk carriers, and container ships. During this study we will do the following. (1) The design sea states that closely resemble the actual sea states which are considered as the most severe for hull structures are proposed. (2) The practical estimation methods of the design sea states are proposed by parametric studies using the results of series calculation of representative merchant ships. (3) The practical estimation methods of design regular waves resulting in the same level of stresses as that induced in irregular waves under the design sea states are proposed. (4) The practical estimation methods of the design loads such as ship motions, accelerations, hull-girder bending moments, and hydrodynamic pressures that are induced under design regular waves are briefly introduced. The findings in this study have been summarized and implemented in the new design standards for tanker, bulk carrier, and container ship structures (“Guidelines for Tanker Structures,” 2001, Nippon Kaiji Kyokai; “Guidelines for Bulk Carrier Structures,” 2002, Nippon Kaiji Kyokai; “Guidelines for Container Carrier Structures,” 2003, Nippon Kaiji Kyokai).

Abstract:
A disaster happened in a nuclear power plant in Japan in August 2004, which was caused by failure of condensation water pipe in the secondary line. Shipping industries were concerned for possibility of occurrence of such a disaster in ships due to its construction similarity to marine boiler plant in steam, feed water and condensation piping for main or auxiliary boilers. Nippon Kaiji Kyokai has therefore investigated and gathered data of piping lines corrosion in ships collaborated with major Japanese ship owners right after the disaster. The results show that similar corrosion failure as in the nuclear power plant has occurred in shipboard steam/feed water/condensation water pipes for main and auxiliary boiler plants without causing severe consequences. The wall thickness measurements on actual pipe lines of steam, feed water and condensation water at bend parts, at T-junction, behind orifices, behind valves and at diffusers/reducers with a ultrasonic thickness gauge show a very definite evidence of a reduction in wall thickness of carbone steel pipes. It was confirmed that the amount of actual reduction in wall thickness could be well predicted by Kastner Equation [2–3].

Abstract:
In recent years, higher safety and reliability of steel welded structures have been required as it shows growing concern about environmental problems. To prevent fatigue fracture is one of the most important challenges to improve the safety and reliability. A lot of studies how reduce stress concentration at critical areas have been carried out from the viewpoint of structural design as prevention measures while nothing has been studied from the viewpoint of material because fatigue strength of welded joints converges in limited range regardless of material strength. On the other hand, it was found that an appropriate dual phase microstructure could reduce the fatigue crack growth rate remarkably. The newly developed steel plate with high resistance to fatigue crack growth could extend the fatigue life of structures. The developed steels have already been applied to some ships and vessels, and a new bulk carrier applied the developed steels acquired the notation and descriptive note as the valuable ship with resistance to fatigue fracture by Nippon Kaiji Kyokai for the first time in the world. From further studies, it was found the developed steels had also high resistance to fatigue crack initiation as well as the growth even in welded structure. In this study, it was clarified that the fatigue strength of HAZ, where fatigue crack generally initiates, in the developed steel was higher than that in conventional steel and the stress concentration at toe of weld in the developed steel was smaller than in the conventional steel. It was considered the mechanism of suppression of fatigue crack initiation with FEM analysis and fatigue test. The newly developed steel can effectively extend fatigue fracture life of welded structure from the viewpoint of material.

Abstract:
As world trade grows, fuel prices increase, and International Maritime Organization (IMO) emissions requirements tighten, there is more demand for the marine industry to employ innovative means of reducing the fuel consumption and emissions of shipping vessels. The main engines of large shipping vessels produce a large quantity of low temperature heat, but this valuable heat energy is transferred to cooling systems and rejected to the oceans as waste. At the same time, the electrical needs of shipping vessels are sustained by burning diesel fuel to run generators. Calnetix Technologies, in partnership with Mitsubishi Heavy Industries, has developed the Hydrocurrent™ 125EJW Organic Rankine Cycle (ORC), a modularized system capable of absorbing the waste heat of main engine jacket water and converting it into grid-quality electric power. By combining this renewable source with the existing non-renewable source (engine gensets) a unique renewable-non-renewable hybrid power system is realized with minimal changes to overall ship power train. This novel hybrid system can be applied to all new and existing ships and allow for further integration into ship systems with available waste heat. Shipping vessels such as tankers, bulk carriers, and container vessels are typically equipped with a category 3 marine diesel engine for main propulsion. A 30 MW engine, a most common engine size, utilizes 200–300 m3/hr of jacket water regulated to a heated temperature of 80–95 C. When integrated into the jacket water and sea water loops, the ORC can produce up to 125 kW of gross grid-quality electric power. This adds an immense benefit to the ship. To produce the same amount of power, a diesel generator consumes as much as 250 metric tons of diesel fuel per year, generates emissions, and requires significant maintenance. Calnetix Technologies has leveraged its core technologies to develop the ORC into a reliable, high efficiency, compact and modular design. The turbo-generator or Integrated Power Module (IPM) is a hermetically sealed, high speed radial turbine coupled to a permanent magnet generator supported by magnetic bearings. Power from the IPM is converted by a high efficiency power converter supplying the ship with reliable power. The integrated design of the ORC along with the sophistication of its controls systems ensures essential ship functions are undisturbed under all conditions. The ORC is designed to comply with Nippon Kaiji Kyokai and Lloyd’s Register marine regulations and sea trials are anticipated to take place in 2015.
