Abstract:
The article discusses “local self-government”, a core concept in a charter of the Council of Europe, and departs from a debate in the Norwegian Parliament about constitutional protection of local self-government. Newly, such a change was voted down, and this serves as an opportunity to question the idea about local self-government in a time when there are claims about a shift from government to governance. The article provides examples of co-governance in Norway, and argues that the meaning given by “local self-government” is not obvious. Abstract:
Purpose – This study aims to examine determinants of the extent of sustainability reporting on Malaysian local council web sites using a disclosure index within an institutional theory framework. Design/methodology/approach – Adopting a simplified disclosure index to measure the extent of sustainability reporting, the unit of analysis for this research is Malaysian local council web sites. To reduce any subjectivity, the disclosure index is unweighted and consists of 57 items. Findings – Several findings were apparent including size, Local Agenda (LA) 21 and public sector award all being found to be significant predictors of disclosure. Overall, the findings indicate the presence of institutional isomorphism – particularly coercive pressure – in explaining the extent of sustainability reporting on web sites. Research limitations/implications – The research has multiple implications as it provides insights into web site sustainability reporting in a developing country. It also adds support to institutional isomorphism as a valid theoretical framework within this context. Based on there being no mandatory requirement for local authorities to produce annual reports, one limitation is that this paper assumes that the web sites of local authorities are the primary medium for communicating sustainability information. Practical implications – One of the most significant practical implications relates to LA 21 which has a significant impact on sustainability disclosure on Malaysian local council web sites. With 113 countries in total implementing LA 21 to some degree (ICLEI), Malaysia's recognition as a key (developing country) player in advancing sustainable development should be acknowledged. Originality/value – With an apparent lack of web site sustainability reporting research in developing country public sector organisations, this study is unique in that it appears to be the first research conducted in Malaysia analysing sustainability web site reporting using a disclosure index in a local government setting – all within an institutional theory framework. Not only can the disclosure index be used as a tool for future public sector corporate social responsibility related research, but the “new” disclosure instrument provides insights into the extent of sustainability reporting in local authorities.

Abstract:
In the modern world, public councils (councils) exist in almost every legal state. They are created in various forms and spheres of public life to achieve the political goals of the state. In general, councils widely exercise their powers in monitoring the activities of state bodies, public control, developing regulatory documents, and expressing the opinion of the population. In implementing the concept of a “hearing state”, councils effectively respond to constructive requests from citizens and are the most important link between the state and society, since problems in the state apparatus are caused by the lack of feedback from the population between local government and citizens. The article highlights the realities from the moment of adoption of the Law of the Republic of Kazakhstan “On public councils” to the present day, indicating the presence of a number of problems that bureaucratize and devalue the ideological basis. At the same time, practice shows real results that have a positive impact on building a dialogue and mandatory regulatory procedures that have no impact on society. The problems that have accumulated today, such as duplication of functions, lack of motivation, imperfect legislation, and others, require certain measures to be taken. This was preceded by the lack of practical experience of Kazakhstan at the time of adoption of the law, insufficient analysis of foreign practice and gaps in legislation. Solving these and other problems, as well as building the work of councils on a new principle, promotes openness and responsibility of the state to the population.

Failure of the central/provincial governments to adequately capture local preferences and provide basic services strengthened the case for a new local government system for delivery of public services along with the authority to impose fees, taxes, user charges, etc. to finance these services. The new System aims at transferring political, administrative and fiscal powers1 from higher tiers of the government to lower tiers (Figure 1) in order to bring governments closer to common citizens for greater accountability and better understanding of the needs and preferences of people. National Reconstruction Bureau (NRB) was entrusted the task of designing a local government system which presented its first blue print in the form of “Devolution Plan 2000”. As a result of this exercise a new Local Government System has been installed in Pakistan on 14th August 2001 after the promulgation of Local Government Ordinance 2001 by all the four Provinces. The new System comprises a District Government or a City District Government and Zila Council in a district, Tehsil Municipal Administration and Tehsil Council in a tehsil (a Town Municipal Administration and Town Council in a town in a city district) and Union Administration and Union Council in a union. Village/Neighbourhood councils provide an interface with the lowest tier of the Local Government (Union Administration) with the community.

Abstract:
The study focused on the caretaker committee and performance of local Government Council in Nigeria: A study of Anambra State 2008 - 2013. In Nigeria federal structure, the three levels of government have legislative responsibility for various services and functions. The fourth schedule of the constitution outlines the functions and responsibilities of local government. The objective of the study is to: determine if the imposition of the caretaker committee system is a constitutional provision of the local government system in Nigeria especially Anambra State; to determine if the adoption of the caretaker committee by the state government affected the capacity of local government to perform its functions. The theoretical framework adopted focused on structural functional theory propounded by Gabriel Almond and J.S. Coleman in 1960. The study adopted descriptive research design and relied heavily on both primary and secondary data. Questionnaire was the major instrument for data collection and data were analyzed by the use of mean. Based on the data analysis, the following findings were made: the imposition of the caretaker committee system by state government to local governments is unconstitutional, the adoption of the caretaker committee by state government endangered the local government system capacity to perform its constitutional function. The study recommended amongst others that the use of or appointment of local government caretaker committee should be condemned, caretaker committee should be made to spend only three months to allow for a constitutionally elected local government executive. Abstract:
The Training and Development Scheme (TDS) is an affirmative action-based program located in the Greater Durban Area of Kwazulu-Natal. The program was conceived in 1992 to address the racial and gender disparities in the Durban Metropolitan Area. At the time the Scheme was introduced, the transition from an apartheid city council to a non-racial council had yet to take place, and the uneven racial and gender employment patterns were all too evident. The TDS would be one of the mechanisms to address the under-representation of Black (Indian, Colored, and African) employees in the management cadre of local and provincial government. The Training and Development Scheme has since evolved from a small affirmative action pilot project into a comprehensive human resource development program with additional objectives and partnerships. It is envisaged that at the end of the 1997–98 program, approximately 145 participants would have graduated from the Scheme. The participants would have been provided with education and training that complies with the requirements of the National Qualifications Framework and is dynamically linked to the broader institutional transformational issues of local and provincial government management. The Training and Development Scheme has since been upgraded and since 1998, has been offered as a Post-Graduate Diploma in Public Administration (Development Management) by the School of Public Policy and Development Management of the University of Durban-Westville.

Purpose The purpose of this paper is to consider the monetary valuation implications arising from local government tree trimming, by calculating the loss of local government authority’ monetary tree value arising from trimming trees under power lines. Design/methodology/approach A city council model of estimation of the monetary value of city trees in a sample of three streets in a suburb of the Perth Metropolitan Area in Western Australia is applied to ascertain the loss of monetary value to the local government authority arising from tree trimming. Findings Using a sample of 274 city trees, the results of the study show that 156 city trees did not get trimmed thus incurring no monetary loss. However, the average loss of monetary value from 118 city trees that were trimmed was AU$2,816 per tree, suggesting a substantial loss of value to the council. Research limitations/implications The use of monetary tree valuation should be treated with caution as there is a focus on monetary calculations rather than non-monetary evaluations of trees. Further, the analysis does not take into account increases in value of city trees resulting from their growth. Practical implications In trimming trees, monetary value and canopy cover of trees may be reduced. In terms of property management, it may be helpful for the city council to take into account loss of city tree value from tree trimming when considering a cost-benefit analysis of the above ground/underground trade-off of power line installation. Social implications With increasing populations and demand on services, local government authorities may use monetary valuation techniques of trees to provide an accountability to ratepayers. Originality/value The results highlight the value loss of trimming a tree. The study’s originality rests in providing local government authority a valuation.

This research is an exploratory study of innovative communication channels, effective coordination strategy and integrated knowledge management in the UK local government planning system. The UK local government planning system at present suffers delays, which slow down or prevent people building new homes, creating new facilities and bringing disused or neglected land and buildings back into productive use. This study has been carried out in the subject area to explore enhanced efficiency and effectiveness in the UK local government planning system. An integrated knowledge-based planning system is considered as an appropriate solution to achieve smart and sustainable development in the local government planning system. This research study is based primarily upon fieldwork conducted in five participating local authorities in the South East Midlands (Bedford Borough Council, Central Bedfordshire Council, Luton Borough Council, Milton Keynes Council and Northampton Borough Council) and on literature drawn from many different disciplines. A mixed methods approach is chosen for the research fieldwork. The key data collection methods applied during the fieldwork include: structured questionnaires, semi-structured interviews, online group forums, email correspondence, prearranged observations, literature review, document analysis and reviews of the local government publications and their statistical reports. The key purpose of this study is to investigate how the planning system in the UK local government can be transformed from its current "As-Is" state towards a smart and sustainable development future "To-Be" state.

Solid waste collection is one of the roles of municipal councils in Tanzania stipulated by the local government Act of 1982. This study empirically examined the capacity of Morogoro Municipal Council in collecting solid waste generated from the two market centers of Mawenzi and Manzese. The study employed case study design and mixed research approaches of qualitative and quantitative. The data collection methods were in-depth interviews and questionnaire. The data obtained in this study were subjected to interpretative and content analysis for qualitative data and descriptive statistics for quantitative data. Findings revealed that the most dominant type of waste generated in the two markets were the biodegradable wastes generated from natural products such as vegetables, fruits and food remains in general. More findings show that the process of solid waste management needed the resources of different types including financial resources, physical resources and human resources. It was found that Morogoro Municipal Council had inadequate resources to manage the amounts of the generated wastes in the two markets. To improve capacity of collecting solid waste in the two markets the study recommends increasing number of staff, vehicles and containers for waste collection, increase budget for solid waste collection and collect the waste frequently according to the accumulation of waste.

Purpose – This paper aims to focus on corruption and misconduct evidenced from local government investigation reports in Australia, New Zealand and the UK. Design/methodology/approach – A corruption and misconduct taxonomy was developed and the audit committee’s role was empirically tested. Findings – The empirical findings exhibited low support for audit committees overseeing corruption and misconduct allegations. The respondents generally considered that the chief executive was the appropriate person to manage investigations. Practical implications – The findings from the local government investigations and the empirical research emphasises the significance of culture and ethical practices to mitigate against corruption and misconduct. A culture of zero tolerance of corruption and misconduct was one of the best ways of a council demonstrating its integrity. Originality/value – This paper offers a local government perspective on the behavioural factors which provide the organisational conditions for corruption and misconduct to become the norm.

The article explores the main stages and trends of reforming the local government of Ukraine and the Republic of Moldova, explores the functions and powers of local governments. In 1997, these countries ratified the European Charter of Local Self-Government, which affects the processes of reforming the local self-government system. However, decentralization in both countries is proceeding at a rather slow pace; at the same time as the new administrative entities, the previous system of administrative-territorial division of the country functions. There is a lack of political will of the countriesʼ elite to provide autonomy to local authorities. The aim of this research is to know the roles and the functions of Ulama Consultative Council in Government at Lhokseumawe, Aceh, Sumatera. The method is used qualitative research to get and to develop the data and result. The result is found that the role of the Ulama Consultative Council in government politics in Lhokseumawe City can be grouped into two forms, namely the role of consideration and function in establishing legal edicts. Ulama Consultative Council functions optimally in providing consideration / suggestions / suggestions to local governments. The function of determining legal edicts, where Ulama Consultative Council oversees the administration of government, development and community development, then the results of supervision can be issued in the form of legal edicts submitted to local governments and also disseminated to the public.

This paper presents three propositions about tax collection by local authorities in Tanzania. First, revenue performance depends on the degree of coercion involved in tax enforcement. Reciprocity does not seem to be an inherent component of the state–society relationship in connection with local government taxation. Second, the extent of coercion depends on the bargaining powers of the stakeholders involved in the tax enforcement process. In particular, coercive tax enforcement is facilitated when the ‘bargaining powers’ with respect to tax collection favour the council administration, and the elected councillors have no direct influence on collection. Third, the presence of donors in a local authority may be crucial by changing the ‘balance of power’ in favour of the council administration, with implications for accountability, responsiveness and democratic development. These results may explain why widespread differences in revenue performance between local authorities are observed.

Early 1990s governments across the South have embarked on democratic decentralization reforms aimed at introducing and strengthening local governance because of its assumed potential to improve the delivery of public services and alleviate poverty. To comply with that international practice, in early 2000 Tanzania government decide embarked on an ambitious Local Government Reform Program that addressed Political decentralization. Political decentralization signaled the government’s commitment to enhance the decision making authority of local government councils on matters affecting local development including determining priorities for local development, land use, finance, service delivery and human resource management. This paper sought to find out whether the selected local government council led by councilors enjoys the development planning, and service delivery authority as established in the local government law. The findings have confirmed that the case study council enjoyed modest decision making authority in the areas of local development planning, selecting local development strategy, and enjoyed even greater authority over service delivery powers.

Australian governments at all three levels—local (council), state, and federal—are beginning to exploit the massive amounts of data they collect through sensors and recording systems. Their aim is to enable Australian communities to benefit from “smart city” initiatives by providing greater efficiencies in their operations and strategic planning. Increasing numbers of datasets are being made freely available to the public. These so-called big data are amenable to data science analysis techniques including machine learning. While there are many cases of data use at the federal and state level, local councils are not taking full advantage of their data for a variety of reasons. This paper reviews the status of open datasets of Australian local governments and reports progress being made in several student and other projects to develop open data web services using machine learning for smart cities.

The primary reasons for creating the Nigerian local government system was grassroots mobilization and development. The Council has however, consistently failed to provide critical services to the rural poor ostensibly because of poor funding. The work examined the structure, functions and accountability mechanisms of the Council vis-à-vis its revenue generation capacity. The problem identified is that the Council contracts out services and its statutory revenue sources at ridiculous prices to patrons even in the face of fiscal cutback and burgeoning demand from the critical populace. Using the Local Government Discretion and Accountability Diagnostic Framework of Analysis and Financial Agency Theory, the paper found that lack of political, administrative and financial accountability mechanisms provides the leeway for unscrupulous Council officials to grossly enrich themselves and their patrons. The paper recommends that the Public Procurement Act which emphasizes Due Process in tendering should be institutionalized by the local government. The anti-graft agencies should be repositioned to deal with treasury looters while the electoral process should be reformed to make it more transparent and inclusive.

A Political Dimension In the article, I will discuss a model and a mechanism of the Council of Europe member states’ compliance with the European Charter of Local Self- Government, which was developed by the Congress of Local and Regional Authorities of the Council of Europe (CLRA). A case study analysis will be based upon investigation of three monitoring procedures launched on Poland so far. The main aim of my analysis is to examine a changing condition of local democracy in Poland as evidenced in periodical assessments carried out by CLRA’s Monitoring Committee. The conclusions resulting from both audit reports and recommendations of relevant Council of Europe bodies addressed to subsequent governments of the Republic of Poland will be assessed.

Based on Film Law (2008), the Government is obliged to promote the national film industry. But in reality, independent film industry in the local district needs more attention. The research purpose is to examine the role of local government in developing the film community and alternative screening spaces. This study uses a qualitative approach with explorative analysis, to map power relations between government, independent arts institutions, and independent film community. As results, there is a knowledge gap about the role, obligation and duties of local government, between central government, local government, local art council, indies film communities and society, in efforts to encourage the growing of film communities. Local Art Council doesn’t cover all of the film communities and tends to giving attention only for their members. All stakeholders in the development of indie films are not synergy which then becomes counterproductive to the existence of indies movie community. To address this gap, a discussion forum is needed to find the best solution to resolve the issue of independent filmmaking in the region.

Availability of adequate financial resources are desirous for any organization to achieve the purposes for which it is established. Local government councils in Nigeria are created statutorily to perform clearly assigned functions. Experience has however demonstrated that these councils have fallen short of achieving the objectives for which they were indorsed. Some reasons have been espoused by scholars for the failing performances of most local government councils in Nigeria. Against this backdrop, this study seeks to posit that local government councils are likely to achieve their set objectives to a large extent if their internally generated revenue (IGR) are expanded. Also, the study seeks to postulate the capacity of local government councils in Nigeria to sustainably expand their internally generated revenue (IGR) is inhibited by the kind of strategies adopted and by some critical challenges facing them. To enable the explication of the assumption, the study adopts a conscious survey of relevant literature on our subject matter. The data generated are systematically analyzed to verify the validity of the above assumptions. The study maintains that apart from the fact that the fiscal federalism apparently seem unfavourable to the local government functional responsivities, it has nevertheless the provided for adequate source for their internally generated revenue to augment the federally allocated funds. Again, sundry factors hinders the expansion internally generate revenue have been identified and recommendations for boosting IGR in local government councils in Nigeria have also been articulated.

Local authorities are established to give the citizens of the town or city the opportunity to provide those services which are fundamental to community living. They provide essential services and it is therefore imperative that members of the legislative, governing and administrative components be effectively trained. The councilors are members of the political institution, namely the council.1 The councilors have to undertake legislative and governmental functions in addition to their supervision of the appointed officials who constitute the executive and administrative component. The council is the corporate body and is therefore the employer and the appointed officials are its employees. The Local Government Training Act is the first overall human resources strategy in South Africa that lays down the policy for the creation, development and maintenance of administrative structures and institutions to enable suitably trained people to undertake all the diverse functions of local government. In this paper the administrative structures and institutions for the implementation of the Act is described. This is followed by discussion of the problems' experienced in the implementation of the Act and finally an evaluation of the Act as an overall policy document for local government training in a democratic South Africa.

Security is a very important human need, which is addressed at all levels of local governance both by the central and local government bodies. As regards local government, the scope of tasks involving the provision of security on the local and regional levels has been adjusted to the capabilities (including financial) of individual local government units. Basic tasks are carried out at the municipal district level, supra-municipal tasks — at the county level, and regional tasks — at the provincial level, except that in the province there is a dualism of administration, meaning that administrative authority is shared between a central government-appointed governor, called the provincial governor, and an elected assembly called the regional council. In the case of the county, security-related tasks, as well as the competences relevant to this area, must be clearly defined in the act. At this level of public administration there is no presumption of competence for the benefit of the county authority. The county council performs the public tasks of a supra-municipal character set out by statute rather than the tasks not reserved for other entities. In order to ensure public order and safety of citizens, as well as fire and flood protection, the legislator authorises the county council to use technical means to record what is happening (CCTV cameras) in the area of public space, with the consent of the area manager or an entity holding a legal title to this area, or on the property and in civil structures constituting the property of the county or organisational units of the county, as well as in the area around such premises and structures, if it is necessary to ensure public order and the safety of citizens or provide fire and flood protection.

In this article the implications of the Labour Government's modernization agenda for departmentalism in local authorities are considered and assessed. In particular, the potential impact of the political management reforms, Best Value, the rise of the regulation agenda and community governance and partnership working is discussed. An analysis of executive committees, scrutiny committees and Best Value investigations in the shire counties and the London boroughs and a case study of Devon County Council are used to support this discussion. The article concludes that the modernization agenda is exerting pressure towards more cross-departmental models of working.

As an organizational objective and social value, job satisfaction is important in itself. Various studies have investigated job satisfaction of government employees at the federal, state, and local government levels. This study focuses on job satisfaction of city managers. In particular, it develops Herzberg’s motivator-hygiene theory in the context of local government to identify distinct sets of motivators and hygiene factors for city managers. Using survey data collected from city managers in Georgia, this study suggests that performance of city government and managers’ community influence are important motivators for city managers. Salary and city population are hygiene factors, whereas managers’ policy-making influence, relationship with the council, and effectiveness of council exert significant impact on both satisfaction and frustration. Implications and suggestions are provided.

It was noted that in order to ensure the implementation of the provisions of the Concept for the reform of local self-government and the territorial organiza- tion of power in Ukraine, a district council of representatives of OTG should be formed in such a structural unit, which will provide the main powers of lo- cal government bodies at the district level. The district council should establish its own executive body, which should be under its control and accountable. The system of central executive authorities in the newly created administrative unit (rayon) may be represented by the relevant body set up by the Cabinet of Minis- ters of Ukraine, whose functions should include the coordination of the activities of the territorial units of the executive power on the ground and control over the targeted and effective use of the State budget funds that will be received on the development of the respective territories. It has been determined that local authorities, which are one of the main sub- jects of public administration at the local level and, in particular, the develop- ment of territories, most in their activity take into account the traditions of the people, their mentality, the level of development of civil society and its ability.

Local democracy is a popular concept that is most applicable at the grassroots level. If the local government has a strong standing in local democracy, it can legitimately claim to play a significant and distinctive role in the central government. Against this backdrop, this study attempts to analyse the function of local democracy in Kalmunai Municipality in Eastern Sri Lanka. This study is based on a descriptive method of inquiry. The data were collected from both primary and secondary sources of information. In the collection of primary data, the tools and techniques of qualitative research, such as observation, interviews, structured questionnaire, focus group discussions, and field visits were employed. The qualitative interviews were conducted with representatives, voters, and civil society members. Secondary sources such as published and unpublished records, both from different levels of government and from non-governmental organizations, were perused to collect relevant data. The findings of the study show that Kalmunai Municipal Council is struggling to establish a well-built democracy in its territory through people participation at a broader level. The major reason for the declining standard of democratic governance appears to be a distinct drop in the perceived efficiency and effectiveness of the council, issues that have not been addressed by the council. The grossly inadequate powers and resources available to it have made the council incapable of tackling even the underlying day-to-day problems of the local communities.

This paper examines the impact of social accountability mechanisms on the fiscal management challenges facing local government bodies in Zimbabwe. The paper hypothesises that there is a positive relationship between the use of social accountability mechanisms or tools by local authorities and the effectiveness of their fiscal management policies to mobilize more revenue for service delivery. In this study, both quantitative and qualitative methods are adopted in gathering and analysing data from central government officials, Goromonzi Rural District Council employees and members of the public. The results of the study reveal that the local government body faces a number of fiscal management challenges that include a shrinking tax base, non-payment of taxes, resistance to successive budgets; lack of implementation; lack of monitoring and evaluation. Council has implemented participatory budgeting to deal with some of these challenges. While results show a significant improvement in tax collection, some of the challenges have persisted. The paper proposes some recommendations useful to central government, policy makers, civil society organisations, local government officials and the general public. The paper manages to demonstrate that the implementation of social accountability tools can have positive impacts on the fiscal management challenges facing local governments.

The need to remove nutrients from wastewater by biological means and dispose of sludge by-products in an efficient manner has prompted the Greater Johannesburg Metropolitan Council to adopt a new approach to the management of industrial discharges. Giving a rebate on the normal discharge tariff will encourage the discharge of industrial effluents having a high readily biodegradable concentration (which would assist the BNR process). Those effluents having high concentrations of heavy metals (which would degrade the reuse value of sludge by-products) would be discouraged by means of an additional penalty above the normal discharge tariff.
