This thesis employs a discursive methodology to analyse the policy problem of cultural non-participation. In so doing it seeks to answer the questions of what the problem is, why a problem exists, and what the existence of the problem does ‘in the real’ (Bacchi, 2009). This thesis presents the findings from a study that explores the language and discourses of HIV/AIDS in India circulating at different levels of the policy process during the early years of the pandemic, with a particular focus upon the work of NGOs in Kolkata, West Bengal.
