Abstract:
Non-Governmental Organizations (NGOs) have been promoted in the development activities in Nepal since the restoration of democracy in 1990. NGOs have been recognized as one of the development facilitator institutions in Karnali Zone. The objective of this study was focused to identify the status of Non-Governmental Organizations (NGOs) on the basis of its structure, environment, values and Impact. The study had adopted the civil society index as a theoretical tool of study. Randomly in total 562 respondents were selected from five districts of Karnali zone. The findings of ANOVA showed that there was a significant difference between respondents in the structure of NGOs in P=0.007 significant level at 95% confidence interval. But other three components environment, values and impact were not significantly difference. It could be assumed that because of the geographical differences, involvement of human resources, basic infrastructure, access on communication and technologies and perception on NGOs activities are the major factors which made the perceptual difference among the respondents in structure of NGOs. Similarly, contribution of NGO in promotion of political awareness, transparency of their work and empowering citizenship were more or less in the same level in all five districts so response of participants became similar in environment, values and impact of NGOs. It is necessary to identify the locally reliable and related indicators of NGO to assess the NGO's status and their performance.

Abstract:
Teamwork was already utilized since the beginning of human history. Pressure of global competition, needs to align business models, and urgency to have continuous improvement have made many organizations and the majority of non-governmental organizations (NGOs) think of teamwork as one of their core competency. One way to improve NGO's competitive advantage was to enhance teamwork performance. The purpose of this research was to explore the relations between team characteristics, team effectiveness, organizational performance, organizational survival and competitiveness in the NGO context. A TEPS Model was created and analyzed by using Partial Least Squares (PLS) method. The findings indicated that team characteristics had a positive significant effect towards team effectiveness; team effectiveness also had positive significant effect towards innovation, customer's satisfaction, financial performance, as well as organizational survival and competitiveness of YCAB. Practical implications and suggestions were also proposed in order to improve overall teamwork performance in YCAB.

AbstractWhile much of the scholarly work on the development of non-governmental organizations (NGOs) in China focuses on their relations with the state, this paper adopts an anthropological approach to explore previously understudied peasant–NGO relations through the lens of a village-level post-earthquake recovery project in Sichuan. The findings highlight three main types of gaps between the NGO and local villagers: the gaps between the villagers’ immediate needs and the NGO's long-term development plan; the gaps between the villagers’ pragmatic concerns and the “building a new socialist countryside” campaign; and the gaps between the private and collective economies. In spite of the project's unsatisfactory outcome, the NGO did not consider the project a failure. We argue that these gaps were, to a great extent, attributable to the continuing development of the institutional values of NGOs, which guide the transition of Chinese NGOs from traditional charities to modern philanthropic organizations.

Vegetable gardening in The Gambia provides an important supplemental income for women farmers who grow tomato, onion, cabbage and other vegetables for sale on the local market, to restaurants and for export to Europe. Government and international agencies provide research and technical support, while non-governmental organizations (NGO's) provide production capital (such as wells) and marketing support. Production problems include pest management and the labor intensity of hand irrigation and harvesting. Growers cite low prices as their greatest constraint. Small local canning facilities may help alleviate market gluts and extend marketing and consumption opportunities beyond the fresh market production season.

Abstract:
Despite of the fact that numerous researches on the concept of soft power were conducted by Russian as well as by foreign scholars, negative aspects of soft power, especially concerning actors that implement it, were almost disregarded. This article focuses on possible adverse consequences for such actors and illustrates them with the example of Germany that intensively forms its attractive image in the international arena. The authors affirm in particular that actors should form their comprehensive positive image rather than attractiveness of distinct spheres and features. They should also consider side-effects of soft power and harmonize NGO's activities in implementation of this policy. The latter is becoming more relevant against the background of broader application of soft power through public diplomacy with the help of non-governmental organizations. In addition, the article emphasizes the necessity of further theoretical and empirical researches on the issue.

The author identifies the major goals and achievements in the area of recognizing women as full subjects of human rights and eliminating impunity for gender crimes, highlighting the role of non-governmental organizations ("NGO's"). Until the 1990s sexual violence in war was largely invisible, a point illustrated by examples of the "comfort women" in Japan during the 1930s and 1940s and the initial failure to prosecute rape and sexual violence in the ad hoc international criminal tribunals for the former Yugoslavia and Rwanda. Due in a significant measure to the interventions by NGOs, the ad hoc international criminal tribunals have brought gender into mainstream international jurisprudence. For example, the Yugoslavia tribunal has devoted substantial resources to the prosecution of rape and explicitly recognized rape as torture, while the Rwanda tribunal has recognized rape as an act of genocide. Elsewhere, the Statute of the International Criminal Court is a landmark in codifying not only crimes of sexual and gender violence as part of the ICC's jurisdiction, but also in establishing procedures to ensure that these crimes and their victims are properly treated. Working towards this end the Women's Caucus for Gender Justice met with significant opposition. It persisted because of the imperative that sexual violence be seen as part of already recognized forms of violence, such as torture and genocide.

The partial results of a project from CYMMIT are presented in this article, whose objective is to determine the effects of the agricultural reforms of the corn seed industries in the developing countries, specially the role of the private and official sectors in the production of varieties and hybrids and the release of improved seeds. The analysis is based mainly on asurvey of the seed industries, conducted during 1993 and 1994. The results of the analysis of the total sale of improved seed in 1993, prices according to type and seed origin and the participation of the public and private sectors in developingimproved seed in the Central American countries and Mexico are shown here. The main result from the analysis is that the official sectors are withdrawing from the production and sale of seed, and aiming their efforts to wards breeding and germplasm development. Likewise, the private sectors are important factors of the seed production and sale. The private sector depends on the official materials for their seed sales, specially the small locally financed enterprises and cooperatives of seed producers, as well as Non-Governmental Organizations (NGO's).

<p>Despite their long-time physical presence in our country (Iran), non-governmental organizations (NGOs) have not been taken seriously by the government and public institutions, and play no effective role in criminal proceedings. An innovative by 2013 criminal procedure code is to realize doctrine of participatory criminal policy through NGOs participation in criminal proceedings, which has been provided for by legislator in Article 66 of mentioned code which was amended suddenly within a few days prior to being approved to come into effect on the basis of an interesting decision and which degraded NGOs’ right to litigate into the limit of that of indictors and viewers at proceedings.</p>During proceedings, NGOs play the role of indictors and viewers, regardless of the lack of legal, cultural and social grounds necessary for them to take an active part in criminal proceedings in our country; and, in effect, they face such limitations and ambiguities as criteria of the recognition of their qualifications to do so (Article 66, provision 3). In addition, it is not clear how to develop NGOs’ participation in criminal proceedings and how to monitor their activities. Present study is intended to examine grounds of and barriers to NGO’s activity in criminal proceedings and to address vital roles they can play in the crime prevention and their involvement with criminal proceedings.

Abstract:
China, as an authoritarian state, exerts tight control over society. Grassroots non-governmental organizations (NGOs) in China emerged in the context of top-down restrictions and lack of bottom-up social support. However, over the years, they have developed into a visible social force in various areas, such as environmental protection and women‘s rights protection. The policy environment has also become more favorable for NGOs. This research aims to investigate how this process happened. How did grassroots NGOs in China gradually gain legitimacy in the face of a hostile government and among an uninformed public? Adapting legitimacy studies in organizational theory to NGO studies, I developed a four-stage model to illustrate the legitimation process of Chinese grassroots NGOs involving embeddedness, diffusion, transition and validation. Using two in-depth case studies, the legitimation process and the dynamics between the state, NGOs and society are explored. I contend that grassroots NGOs initially embed themselves in existing institutions to attain a basic level of legitimacy, after which they diffuse their values and images through various channels to attain greater legitimacy. After a stage of transition, the legitimacy of grassroots NGOs is enhanced and they move into a stage of validation. In each stage, different types of legitimacy are attained through different sources. The interaction between the different dimensions of legitimacy reflects the dynamics between the state, NGOs and society.

What is civil society? This term is no longer new to Hong Kong people in the past 10 years. Nowadays we learn about the conflicts between the HKSARG and civil society groups from time to time given the increasingly weak governance under Hong Kong’s political landscape. A new type of nonprofits (NGOs) formed after 2000 in Hong Kong is closely related to the development of civil society. This paper attempts to argue that the state-nonprofit relationship in Hong Kong can be classified as statist-corporatist, a term used by Lee (2005a) with reference to Salamon, Sokolowski, and Anheier’s Social Origins Theory (2000). The “statist” character refers to the authoritarianism undertaken by the government to grip the control of nonprofits in order to consolidate its ruling; on the other hand, the “corporatist” character is displayed by its consistently generous support to social welfare through funding the non-government service providers. This paper further argues that with the rise of civil society, the non-profit regime also displays a “liberal” character, a term used in Lee and Liu (2011), which has been taking shape in the past 10 years. Under the liberal regime, there is a sizeable civil society comprising smaller individual nonprofits with state financing only one of the possible funding sources. Then, how are the NGOs or civil society groups performing under the liberal regime with respect to their relationship with the state? The majority of these nonprofits work on policy advocacy to fight against the government. The current study will use the case of Hong Kong Unison, an influential nonprofit serving ethnic minorities, to demonstrate how a self-funded NGO, deficient in financial support from the government, carries out advocacy works to call for policy change to suit the need of ethnic residents in the areas of education, employment, and race discrimination. It is found that its size, composition and financing are evident to the features of a liberal regime. Furthermore, with reference to Lee and Liu’s (2011) paper on factors influencing network formation among Hong Kong nonprofits, the present study seeks to explore how this policy advocacy NGO makes use of networking as an effective strategy to form alliance with like-minded parties, given its limited resources. The interactions with different parties such as politicians, government officials, private donors, ethnic minority community, human rights groups, and the media have been discussed. Recommendations are made to call for further research on the development of policy advocacy NGOs following the establishment of the Fourth Term Government of the HKSAR on 1 July 2012.

This study was undertaken in the Limpopo province, South Africa. Its aim was to assess the capacity of the NGOs that benefitted from Masibambane which is a donor funded programme and to examine the contributions that they are making towards addressing the water and sanitation challenges. This programme made funding available to capacitate the NGOs with the hope that they will assist the sector. Five NGOs which are operating in various districts in the province were included in the study. This was a qualitative study. Purposive sampling was used to select participants from NGOs, municipalities, Department of Water Affairs and communities. Primary data were collected through interviews, focused groups and observations in the field while secondary data were obtained from NGO and Water Affairs documents. The findings of this study revealed that The Mvula Trust and Tsogang Water and Sanitation NGOs have the capacity to implement both water and sanitation infrastructure projects at a village level. Operation Hunger‟s expertise regarding water infrastructure projects is on digging boreholes and installing hand pipes even though it diversified to include water conservation. Akanani Rural Development Association has the expertise of building sanitation facilities while Thlavhama Training Initiative is still learning. It was also discovered that NGOs are good at mobilizing communities and also have the capacity to impart skills to the communities. Participants from NGOs confirmed that learning occurred through Masibambane programme even though some felt that the needs of the NGOs were not adequately addressed.

This study entails an examination of the extent of participation by non-governmental organisations (NGO’s) in the legislative process of the KwaZulu-Natal Legislature (KZN legislature). It aims to explore how far these NGO’s have taken advantage of the new South African policy based on transparency, openness and accountability. It is hypothesized that organised groups such as these have been very involved in government decision-making processes, since the start of the new democratic South Africa in 1994. This study, however, proves that there is minimal public participation and especially NGO participation in the KZN Legislature in particular and in government in general. It further uncovers various problems experienced by these NGO’s in trying to participate in the legislative process. The legislature’s inaccessibility was seen as one of the major inhibiting factors. Apathy and lack of interest in the legislative process were also identified as a problem amongst these NGO’s. This study has raised many issues that both the NGO sector and the KZN Legislature itself have to address in order that our newly founded democracy can be truly nurtured. This study is divided into two parts. The first part explores literature on democracy, that enables the policy making process and civil society to help give a clear indication on what various authors think should be the input of civil society in the policy making process of any democratic country. The second part looks at the South African situation and the findings of this study.

This research was conducted with a group of 24 Health Care workers/trainers working for an NGO, teaching Life Skills and HIV/AIDS in 24 different township schools. These trainers have been trained in an Aligned programme including SAQA Unit Standards on facilitating learning, Life Skills issues as well as HIV/AIDS. The training was based on the fact that they facilitate learning during the Life Orientation lessons, hence the integration of Life Skills and HIV/AIDS into the Life Orientation Curriculum. This programme is not a loose standing programme, but forms part of the LO Curriculum. Not only were they trained, but the result of the training was a formulated product which led to the producing of lesson plans, learning activities and worksheets for Grade R to Grade 10 in their teaching. Through this there is now a training manual for each trainer, consisting of 320 different lessons. This will form the basis of their involvement and training in each respective school, but will also create consistency and uniformity in the actual presentation of the lessons. The learners will have specific work sheets for each lesson. Any time a new trainer has to start with a different group of learners, he/she can refer to the training manual and in doing so, not lose momentum in the process of actualisation of the learning. In training the NGO Health workers, the aim is to develop their teaching strategies, adding confidence to their lesson planning and presentation. With the formalisation of this programme the Life Orientation educator is aided in his/her assessment of the learners in his/her class. This training process and self-development of the trainers aims to become a model to other NGO’s involved in similar endeavours.

The Non-governmental organizations (NGOs) progressively expand and assume a relevant role in contemporary society. With NGOs expansion in Brazil and the rest of the world, also increases people interest to enter this universe, motivated by a strong sense of dedication to social causes, as well as to achieve personal and professional recognition through the exercise of a labor that could make sense to him or her. On the other hand, NGOs expansion brings some challenges, among them the adoption of managerial practices and procedures aiming to attract, develop and retain competent and dedicated professionals, in order to achieve effective results in its actions, especially in a context of intensive competition for financial resources. This study aims to investigate whether NGOs represent opportunity for professional investment, and was based on theoretical analysis of concepts such as people hiring, keeping and resigning, in the perspective of people employed with them and in NGOs own perspective, through a critical-reflexive approach of human management subsystems, eventually adopted. This is an explanatory and descriptive research, managed through a multiple case study, subsided by 12 (twelve) interviews and 19 (nineteen) questionnaires answered by managers and collaborators of 3 (three) most prominent NGO in Brazilian state of CearÃ. Data were treated qualitatively employing quantitative instruments. The research allowed to evidence that surveyed organizations assign importance to human management, nevertheless not adopting structured practices in order to promote the collaborators permanence, discerning that hiring and permanence of them proceeds from the desire of professional qualification, of joining in these organizations an space of identification with the social causes that he/she protect and believe, and by the work environment (organizational climate) provided.
As organizaÃÃes nÃo governamentais - ONGs cada vez mais se expandem e assumem papel relevante na sociedade contemporÃnea. Com o crescimento das ONGs no contexto brasileiro e mundial aumenta tambÃm o interesses das pessoas de ingressarem no universo de trabalho das ONGs, pressupÃe-se, movidas por um forte senso de dedicaÃÃo a causas sociais, mas tambÃm de obter reconhecimento pessoal e profissional pelo exercÃcio de um trabalho que lhes faÃa sentido. Por outro lado, a expansÃo das ONGs traz alguns desafios, dentre esses, a necessidade de adotarem prÃticas e procedimentos de gestÃo que visem a atrair, desenvolver e reter profissionais competentes e mobilizados, com fins a obter resultados efetivos em suas aÃÃes, sobretudo num contexto de intensa concorrÃncia por recursos financeiros. O presente estudo tem por objetivo investigar se as ONGs constituem espaÃo de investimento profissional, partindo-se da anÃlise teÃrica na perspectiva das pessoas que atuam nas ONGs e das organizaÃÃes, na qual se englobam conceitos sobre ingresso, permanÃncia e evasÃo de pessoas, mediante a anÃlise dos subsistemas de gestÃo de pessoas eventualmente adotados. Esta pesquisa se caracteriza como exploratÃria e descritiva, por meio de estudo de caso mÃltiplo, e valeu-se da aplicaÃÃo de 12 (doze) entrevistas e 19 (dezenove)questionÃrios, aplicados junto aos gestores e colaboradores, respectivamente, de 3 (trÃs) das maiores ONGs do Estado do CearÃ. As informaÃÃes foram tratadas qualitativamente com emprego de instrumentos quantitativos. A pesquisa permitiu constatar que as organizaÃÃes estudadas atribuem importÃncia à gestÃo de pessoas, entretanto nÃo adotam prÃticas estruturadas que visem a promover a permanÃncia de seus colaboradores, percebendo-se que o ingresso e permanÃncia desses colaboradores ocorrem a partir do desejo de se capacitarem profissionalmente, de encontrarem nessas organizaÃÃes um espaÃo de identificaÃÃo com as causas sociais que defendem e nos quais acreditam, e pelo ambiente de trabalho (clima organizacional) proporcionado.

The article deals with the Slovenian non-governmental organisations (NGO), NGO classification in Slovenian legislation and stresses the specific task of human resource management of the non-governmental organisations, namely for the work processes to be executed managers have to engage the volunteers at hand not only their employees. The employees in the Slovenian NGO sector are scarce, even though the European average (EU-28) of NGO paid employment compared to total paid employment is five times higher than in Slovenia. The text therefore presents the comparison of paid employment to total employment and total worth of voluntary work in Slovenian and EU NGOs. The Slovenian human resource management research in NGO is overviewed to argue why NGO leaders’ competency modelling would be the right step forward for Slovenian NGOs.

Human endeavors can be understood at the levels of evaluating what is good (values identification) and judging what is right (norms identification). These ethical considerations ideally find expression by becoming embedded in daily activity, with the ideal often buttressed by formal laws and regulations. Commitments to a strategy of sustainable management remain principally an ethical (rather than a regulatory) issue and are addressed primarily by non-governmental organizations (NGOs) rather than states. The United Nations’ 17 Sustainable Development Goals (SDGs) offer a blueprint for a more sustainable future. Faced with the consequences of climate change, natural disasters, environmental degradation, armed conflicts, and mass migration, NGOs’ commitments to the SDGs may be expressed in their engagement with meeting the immediate basic needs of present generations (e.g., for clean air, clean water, food, clothing, and shelter) and by humanitarian or developmental actions (which are part and parcel of sustainability development strategy and its implementation). In the present paper, I will offer a preliminary exploration of the question, to what extent do NGOs’ ethical commitments encompass strategy-led sustainable development capable of contributing to improving the likelihood of survival of a vulnerable population?

In the last quarter of the century, there has been a steady increase in the number and scope of organizations operating under the so-called third sector. These organizations implement a wide range of activities, from social services to recreational activities, from political pressure groups to groups that promote art or history. Foundations and associations are an important arena of social, economic and political activity, alongside the state and the private sector, they feature an increasingly important role in today's world. European public funds provide a plentiful supply of financing for these activities. It has been shown that European funds change the statutory objectives of foundations and associations as public funds determine their operational priorities and directions of development. Active civil society supports the creative processes of social capital, and the most important function of NGOs is precise to strengthen social capital. Participation in NGOs is a determinant of civic maturity for citizens. On the other hand, due to the active participation of citizens in such organizations, societies have changed. This is the reason why the direction of the third sector development and the phenomena of its growth is so crucial for every European State.

The degree of enforcement of political accountability at all levels of government affects the level of corruption. Active civil society shaping public opinion puts pressure on politicians to act responsibly and thus reduces the risk of corrupt practices. Increasing political responsibility at the municipal level is possible through the operation of non-governmental organizations as subjects / actors of municipal policy. The aim of the study is to point out the possibilities of solving the problem of corruption at the local level through the activities of anti-anticorruption NGOs as subjects of municipal policy. The research issue is anticorruption NGOs activities in corruption problem solving at the local level government. The research subject is NGO Against Corruption. The key methods of scientific research are the methods of classification analysis, comparison and abstraction in the creation of a theoretical and methodological framework for solving the problem; methods of causal analysis in the application part of the study and methods of synthesis and partial induction in drawing conclusions. Secondary data collection will take place through a constructive method and their processing and evaluation through the case study method. The methods applied to the civic association Against Corruption will be effective in mapping their complex activities and activities at the municipal level.

The present article refers to the construction of a web application named Doai, capable of managing and promoting donations for non-governmental organizations (NGOs) and charities in the Piemonte Norte do Itapicuru - Bahia. From interviews with institutions’ managers, it became evident the lack of basic resources to maintain the continuity of the performed activities, It was also found that in many cases donations do not reflect your real needs. This demonstrates the lack of information between donors and these institutions. The problems experienced in these organizations was motivate the development this proposal, which aims to promote existing institutions in the region, with the modernization of dissemination actions, with the simplification of the donation process and with the resources available to leverage the contributions. After construction, the tool was submitted to analysis, with the participation of 73 (seventy-three) people from the region. In this research it was possible to realize that few people are involved with philanthropic activities. On the other hand, a large part of the public are motivated to donate using the tool, showing out how it offers good usability. In addition, much of the public also shows interest in virtual payment methods. From a technical point of view, the tool has a good user acceptance and meets the proposed requirements.

In 2009 and 2010, the Institute for Nuclear Safety and Radiation Protection (IRSN) lead a pilot action dealing with the decommissioning of a workshop located on the site of Areva’s La Hague fuel-reprocessing plant site in Northwestern France. The purpose of the pilot program was to test ways for IRSN and a few local stakeholders (Non-Governmental Organizations (NGOs) members, local elected officials, etc.) to engage in technical discussions. The discussions were intended to enable the local stakeholders to review the operator’s decommissioning application and provide input. The pilot program confirmed there is a definite challenge in successfully opening a meaningful dialogue to discuss technical issues. Three factors influence the extent of the challenge: the knowledge gap between experts and local stakeholders, the conflict between transparency and confidentiality which is inherent with technical topics, and the difficulty for an official expertise institute to hold a dialogue with “outsiders” during an ongoing reviewing process in which it is participating. The pilot program, given its mixed results, also provided valuable lessons for further improvement of stakeholders’ involvement.

Through our professional team of academics, scholars, researchers and students we aim to serve as the world's leading independent source of information on members' compliance to UN resolutions and guidelines. Our scope of activity is broad, including assessing the compliance of member states to UN resolutions and plan of actions, adherence to judgments of the International Court of Justice (ICJ), World Health Organization (WHO) guidelines and commitments made at UN pledging conferences. We’re proud to present the international community and global governments with our native research findings on states’ annual compliance with the commitments of the UN and its affiliated agencies. Our goal as world citizens is to foster a global change towards a sustainable future; one which starts with ensuring that the words of delegates are transformed into action and that UN initiatives don’t remain ink on paper. Abstract:
This rapid review focuses on Global Health Diplomacy and defines it as a method of interaction between the different stakeholders of the public health sector in a bid to promote representation, cooperation, promotion of the right to health and improvement of health systems for vulnerable populations on a global scale. It is the link between health and international relations. GHD has various actors including states, intergovernmental organizations, private companies, public-private partnerships and non-governmental organizations. Foreign policies can be integrated into national health in various ways i.e., designing institutions to govern practices regarding health diplomacy (i.e., health and foreign affairs ministries), creating and promoting norms and ideas that support foreign policy integration and promoting policies that deal with specific issues affecting the different actors in the GHD arena to encourage states to integrate them into their national health strategies. GHD is classified into core diplomacy – where there are bilateral and multilateral negotiations which may lead to binding agreements, multistakeholder diplomacy – where there are multilateral and bilateral negotiations which do not lead to binding agreements and informal diplomacy – which are interactions between other actors in the public health sector i.e., NGOs and Intergovernmental Organizations. The US National Security Strategy of 2010 highlighted the matters to be considered while drafting a health strategy as: the prevalence of the disease, the potential of the state to treat the disease and the value of affected areas. The UK Government Strategy found the drivers of health strategies to be self-interest (protecting security and economic interests of the state), enhancing the UK’s reputation, and focusing on global health to help others. The report views health diplomacy as a field which requires expertise from different disciplines, especially in the field of foreign policy and public health. The lack of diplomatic expertise and health expertise have been cited as barriers to integrating health into foreign policies. States and other actors should collaborate to promote the right to health globally.
