The analysis of impoliteness has mainly concentrated on the relation between text and context itself rather than on the differences between types of contexts. The aim of this study is to compare impoliteness in both institutional and non-institutional contexts. The institutional contexts to be dealt with are: A) face-to-face political debate and B) army recruit training. The selected non-institutional contexts are C) the Tango lyrics of the 1920’s and D) the interaction among lower middle-class people who speak River Plate Spanish. However, regions do not participate significantly in the decentralization process. The lack of federal insitutions in which regions are represented motivates non-cooperative behaviours and fosters competition between all levels of government. The consequence is that the provision of public goods and services is rather inefficient. We illustrate our argument using a very simple static model with externalities in which the normative recommendatio

The findings suggest that in aggregated sample, institutional determinants significantly reduce volatility in non-systematic discretionary public spending; nevertheless, non-institutional determinants promote such spending volatility. Seven essential sources of presidential power in the current era of party polarization were derived from the extant literature, and these factors were delineated into the institutional (formal) and non-institutional (informal) policymaking tools of the presidency. Variables that explain presidential legislative success include: intraparty support in Congress, the use of veto bargaining, executive orders and signing statements (institutional factors); as well as public approval, 'going public,' and strategic lobbying

Abstract In this essay, we outline some reasons why one should be cautious about grounding a theory of growth on institutions. We emphasize how very different institutional structures have often been found to be reasonable substitutes for each other, both in dissimilar, as well as similar, contexts. The historical record, therefore, does not seem to support the notion that any particular institution, narrowly defined, is indispensable for growth. Moreover, we discuss how the evidence that there are systematic patterns to the ways institutions evolve undercuts the idea that exogenous change in
