This article provides a conclusion to the EJSS Special Issue ‘Discussing strategies for Social Europe: The potential role of EU law in contributing to the Union’s policy objective of fighting poverty and social exclusion’. The contributions to this Special Issue raise a fundamental question: why did European governments fail to deliver on their promise, proclaimed with so much emphasis twenty years ago, to reduce poverty in Europe? It is too easy to say that the one and only problem was the non-binding nature of the social objectives of Lisbon and the antipoverty targets of Europe 2020. There

Executive turnovers during September 2003 and September 2004 were moderate, as was the case the preceding year. The reason for this is that Prime Minister Junichiro Koizumi has made it a rule to limit change of cabinet members (Inoguchi, 2004). The Liberal Democratic Party's Presidential election took place in September 2003, giving approval to Koizumi to continue without rival candidates. Koizumi reshuffled his cabinet on September 22, with key cabinet ministers kept intact. A choice experiment has been conducted to quantify in monetary terms the social costs associated with two key aspects of degradation of the marine ecosystem: (i) the loss of critical habitats, and (ii) the risk of jellyfish outbreaks. We apply choice models to analyse the preference structure of residents and visitors for alternative ecosystem resilience scenarios. The focus of the modelling approach is on inference about wel

Collaborative machine learning (CML) provides a promising paradigm for democratizing advanced technologies by enabling cost-sharing among participants. However, the potential for rent-seeking behaviors among parties can undermine such collaborations. Contract theory presents a viable solution by rewarding participants with models of varying accuracy based on their contributions. However, unlike monetary compensation, using models as rewards introduces unique challenges, particularly due to the stochastic nature of these rewards when contribution costs are privately held information. The TMVHL equals the sum of monetary values of human lives lost (MVHL) across nine age groups.
