Abstract:
The demise of Keynesianism and the advent of monetarism has had a profound impact on the Canadian 'welfare state'. In British Columbia, as in other provinces, monetarist policies have included a 'down-sizing' of government, and a resurrection of a strategy of privatization in the social service sector. In some instances, privatization has meant abandonment; that is, the government has both shed its responsibility for providing many public sector social services and either reduced or eliminated funds which were directed into the non-profit sector through the system of 'contracting-out'. With the loss of revenue, many non-profit social service agencies have been forced to seek alternative sources of funding. The contents of newspaper stories and other articles indicated that some had turned to gaming in order to raise funds. Therefore, recent developments in the gaming industry in British Columbia were explored in order to provide some insight into their relevance for, and impact on, the non-profit social service sector. In addition, a survey was undertaken in order to determine the impact of these developments on a sample of non-profit social service agencies in the Greater Vancouver area. The results indicate that certain trends are emerging across the non-profit sector. Agencies reported an increased demand for services and, for some, the proceeds from either bingos or casinos have been crucial in both maintaining current levels of services and providing other benefits. The implications of this development are explored; for example, in some agencies, fund-raising has reduced the staff hours spent in direct service while otherwise increasing workloads; some agencies are becoming more 'entrepreneurial' in order to provide necessary social services; and, it may be that certain client groups are paying for their own social service programs. While non-profit social service agencies are turning to gaming in order to provide programs and services which the government will no longer support, the government's public statements regarding the future of the gaming industry, and its actions in this area, have been ambiguous. On the one hand, policy-makers have made public statements to the effect that there will be no extension of legalized gambling beyond that which is provided by non-profit groups. On the other hand, the government is moving to increase its gaming revenues through direct means, such as establishing casinos, and indirect means, such as increasing licence fees levied on non-profit organizations wishing to conduct gaming events. It is contended that neither privatization nor gambling are 'immoral'. However, what is perhaps problematic is the recent marriage of the two phenomena. By reducing direct services, as well as curtailing funding to the non-profit sector, the government has restrained its expenditures. When non-profit organizations turn to gaming, they become a source of revenue for the government while simultaneously providing the vital social services which the government has abandoned.

ENGLISH ABSTRACT: Universally social welfare organisations are under considerable pressure to perform in new and demanding ways. Continual change in one form or another is an inescapable part of both social and organisational life. After the political transformation of 1994, all South African non-profit social welfare organisations were called upon to participate in the development of an equitable, people-centred, democratic and developmental social welfare system. The process of reconstruction and development which is currently underway in South Africa requires non-profit social welfare organisations to transform their governance structures and approach in keeping with the new social developmental approach to service delivery such as the White Paper for Social Welfare (1997), the Non-profit Organisations Act (1997), the Public Finance Management Act (1999), the Codes of Good Practice for South African Non-profit Organisations (2001) and the Code of Corporate Governance - King II Report (2002). The political reforms in South Africa and the dramatic change in socio-economic policies and legislation such as the promulgation of the White Paper for Social Welfare (1997) illustrates how the external environment could impact on the provisioning of social welfare services in the non-profit sector. Social welfare organisations are therefore challenged to transform their governance structures to reflect the legislative changes in the country. In order for social welfare service providers to implement a developmental approach to social welfare, management boards of non-profit social welfare organisations need to adopt a proactive role in facilitating the transformation process. The management board is a policy making body of the organisation with a legal duty to ensure that the organisation's actions are consistent with the its goals and objectives. The motivation for the research study is to explore whether management boards of non-profit social welfare organisations had transformed their governance structure and practice in keeping with the transformed social welfare legislation and codes of practice. The literature review demonstrates that management boards of social welfare organisations have clearly defined roles and responsibilities. A more progressive perspective on the roles and responsibilities is linked to the management board's ability to respond to changing environments. According to theorists on modern governance (Carver, 1990, Abels and Murphey, 1981, and Herman, 1989), management boards should initiate, plan and manage the change process in order to improve the operational effectiveness of the organisation and to strive towards what ought to be for the creation of a just society. The White Paper for Social Welfare (1997) describes a just society as being one that facilitates the development of human capacity and self-reliance within a caring and enabling environment. The findings of the study conclude that the majority of management boards of social welfare organisations have transformed their governance structure however, they should be more informed about contemporary governance practices and social welfare transformation processes. Management boards need to develop an agenda for social transformation in order to respond more proactively to the call for a transformed social welfare practice in the country. The legislative framework of the South African Government makes provision for the formulation of principles and regulations that guide transformation practices in the non-profit social welfare sector. In order to ensure that transformation takes place within the sector, the government has mandated the Department of Social Development with the responsibility to monitor the process. The challenge that exists for the Department of Social Development is to create a structure for dialogue and feedback between the various role players in order to share the responsibility for the transformation of social welfare practice.
AFRIKAANSE OPSOMMING: Oor die algemeen is daar 'n redelike mate van druk op welsynsorganisasies om op nuwe en uitdagende maniere dienste te lewer. Voortdurende verandering in die een of ander vorm is 'n onvermydelike deel van beide die sosiale en organisatoriese lewe. Na die politieke transformasie van 1994 is daar 'n beroep gedoen op alle nie-winsgewende maatskaplike welsynsorganisasies in Suid Afrika om deel te neem aan die ontwikkeling van 'n gelyke, mens-gesentreerde, demokratiese en ontwikkelende maatskaplike welsynsisteem . Die proses van rekonstruksie en ontwikkeling wat tans in Suid-Afrika aan die gang is, vereis van nie-winsgewende welsynsorganisasies om hulle bestuurstrukture en benadering in ooreenstemming te bring met die nuwe maatskaplike ontwikkkelingsbenadering tot dienslewering soos vervat in die Witskrif vir Maatskaplike Welsyn (1997), Die politieke hervorminge in Suid-Afrika en die dramatise veranderinge in sosio-ekonomiese beleid en wetgewing, soos byvoorbeeld die uitvaardiging van die Witskrif vir Maatkskaplike Welsyn (1997), Wet op Organisasies sonder Winsoogmerk (1997), Wet op Openbare Finansiële Bestuur (1999), Kodes vir Goeie Praktyk vir Suid Afrikaanse Nie-Winsgewende Organisasies (2001) en die Kode vir Korporatiewe Bestuur- King II Verslag (2002), illustreer hoe die eksterne omgewing die voorsiening van maatskaplike welsynsdienste in die nie-winsgewende sektor kan beïnvloed. Maatskaplike welsynsoganisasies staan daarom voor die uitdaging om hulle bestuurstrukture sodanig te verander, dat dit 'n weerspieëling sal wees van die wetgewende veranderinge in die land. Om die maatskaplike welsyns-voorsieners in staat te stelom 'n ontwikkelings -benadering te implimenteer, moet bestuursrade van nie-winsgewende organisasies 'n pro-aktiewe rol speel om die transformasie proses te fasiliteer. Die bestuursraad is die beleidmaker van die organisasie en het 'n wetlike verpligting om seker te maak dat die organisasie se optrede in ooreenstemming is met die organisasie se doelstellings. Die motivering vir die navorsing is om ondersoek in te stelof bestuursrade van nie-winsgewende maatskaplike welsynsorganisasies hulle bestuursstrukture en praktyk aangepas het om in ooreenstemming te wees met die veranderde maatskaplike welsynswetgewing en praktyk kodes. Die literatuurstudie toon aan dat bestuursrade van maatskaplike welsynsorganisasies duidelike gedefinieerde rolle en verantwoordelikhede het. 'n Meer progressiewe perspektief op die rolle en verantwoordelikhede is gekoppel aan die bestuursrade se vermoë om te reageer op veranderende omgewings. Volgens skrywers oor moderne bestuur (Carver, 1990, Abels en Murphey, 1981, en Herman, 1989), moet bestuursrade die veranderingsproses inisieer, beplan en bestuur ten einde die operasionele effektiwiteit van die organisasies te verbeter en om te streef na wat behoort te wees vir die totstandkoming van 'n regverdige samelewing. Die Wit Skrif vir Maatskaplike Welsyn (1997) beskryf 'n regverdige samelewing as een wat die ontwikkeling , van die kapasiteit van die mens en sy vermoë tot selfstandigheid fasiliteer binne 'n ondersteunende en bemagtigende omgewing. Die wetgewende raamwerk van die Suid Afrikaanse Regering maak voorsiening vir die formulering van beginsels en regulasies wat die transformasie proses in die nie-winsgewende maatskaplike welsyn sektor begelei. Om te verseker dat transformasie wel plaasvind binne hierdie sektor, het die regering 'n mandaat gegee aan die Departement van Maatskaplike Ontwikkeling om hierdie proses te monitor. Die uitdaging vir die Department van Maatskaplike Ontwikkeling lê daarin om 'n struktuur daar te stel vir dialoog en terugvoering tussen die verskillende rolspelers sodat hulle gesamentlik verantwoordelikheid kan neem vir die transformasie van die maatskaplike welsyn praktyk.

Abstract:
Women with young children are a growing population experiencing homelessness. Transitional housing services provide shelter and educational programming aimed at fostering the development of skills necessary to attain and maintain basic needs. Adagio Health’s transitional home, Healthy Start House (HSH) served as a case study in which to explore the intersection of design, service and social innovation. The metrics of success outlined by the county for HSH include attaining permanent housing and employment or education. Using a co-creative process, exploratory and generative research uncovered that the service had no clear route to assist the women to develop core competencies to meet the county’s metrics of success. Rather than create a new extension of the current service, this design solution focuses on amplifying the resources and infrastructure already in place to improve the current service delivery. The solution includes an ideal plan for the HSH staff to work with the clients to comprehensively develop their core competencies, and an expanded view of how a money management system helps the clients meet the county’s metrics. We hypothesize, through this system, clients will re-enter society smoothly, armed with the skills and knowledge needed to provide for themselves and their children. While the design generated much enthusiasm from all stakeholders, the concept would benefit from further testing and iterations over a longer length of time to understand if it can, indeed, improve learning and performance outcomes and create sustained behavior change.

The research study investigated the potential impact that organisational capacity assessments can have on the long-term sustainability of non-profit organisations (NPOs). The researcher employed longitudinal research design as the main instrument in the collection of data. Data was collected from four local non-profit organisations in the Cullinan and Bronkhorstspruit areas of South Africa. These organisations were evaluated by means of a questionnaire, which was developed by the researcher. NPOs can only play a pivotal role in community and social services if management, leadership, governance and other elements of organisational capacity are well developed and continuously strengthened. This is critical for attracting local and international donors who provide crucial running costs and relieve national, provincial and local government departments of the financial burden. Currently, the South African government supports NPOs in South Africa. The legislative and registration aspects of NPOs are regulated by the NPO Act (Act 71 of 1997) and the Income Tax Act (Act 58 of 1962). The State of South African Registered NPOs Report 2010/2011 indicated a growth of the number of registrations to have increased by 8.3%. However, in the same financial year a total number of 468 NPOs were deregistered; 98% of these lost their registration due to non-compliance of regulatory requirements. According to the State of South African Registered NPOs Report (2016) the total number of applications received for the financial year was 16 726 (53.7%), however 4 421 (46%) did not meet the requirements of sections 12-13 of the NPO Act, an issue that would definitely affect the existence of non-compliant institutions.

Syftet med denna studie var att belysa olika delar av prostitution och människohandel inom svensk socialtjänst och ideella organisationer. Dessutom kan denna studie bidra till att uppmärksamma samhället om fenomenet prostitution och människohandel samt bidra till vidare diskussion kring ämnet. För att uppnå syftet användes en kvalitativ metod där åtta intervjuer genomfördes med yrkesverksamma inom socialtjänst och ideella organisationer. Intersektionalitet, empowerment och social mobilisering var studiens teoretiska utgångspunkter. Den insamlade empirin analyserades med hjälp av en kvalitativ innehållsanalys. Resultatet av studien visade att det finns en begränsad kunskap kring prostitution och människohandel inom socialtjänst och samhället generellt. Det påvisades att det är ett komplext fenomen där det finns behov av att utöka resurser för att kunna bedriva ett effektivt arbete och ge utsatta bästa möjliga förutsättningar att få tillgång till rätt stöd och skydd. Vidare framkom att det krävs en ökad medvetenhet kring fenomenet då det förekommer i alla kontexter och grupper vilket föranleder att stödet behöver bli mer differentierat för att inkludera alla. Studiens slutsats visar att prostitution och människohandel är ett komplext fenomen som det finns en bristande kunskap och förståelse kring. Det är av vikt att arbetet mot fenomenet utvecklas samt att medvetenheten kring fenomenets förekomst ökas.
The purpose of this study was to shed light on various parts of prostitution and human trafficking within Swedish social service and non-profit organizations. In addition, this study can help to draw society’s attention to the phenomenon of prostitution and human trafficking, as well as contribute to further discussion on the subject. A qualitative method through interviews with eight workers within social service and non-profit organizations was used to reach the purpose of this study. The theoretical basis of the study was intersectionality, empowerment and social mobilization. A qualitative content analysis helped to analyze the collected data. The result of the study showed limited awareness about prostitution and human trafficking among social service and non-profit organizations. It also showed that this is a complex phenomenon where there is a need to expand the resources in order to conduct an effective work and provide vulnerable people with the best possible conditions for gaining access to the right support and protection. Furthermore, it shows that awareness needs to be greater about the phenomenon as it occurs in all contexts and groups which means that the support needs to be more adapted for each individual to include everyone. The conclusion of the study shows that prostitution and human trafficking is a complex phenomenon of which there is a lack of knowledge and understanding. It is important that the work against the phenomenon is developed and that awareness about the phenomenon's occurrence is increased.

Abstract:
This thesis focuses on Catholic Charities (Hereafter CC), a non-profit agency that provides pregnancy and adoption support to families in times of crisis. Research and agency data reflect a positive association between the amount of time clients engage in services and the resolution of crises. Both theoretically and empirically, a key determinant of the depth and breadth of clients' engagement with both for-profit and non-profit services is their satisfaction with such services. In 2009-2010, CC's in-house, client surveys reported a decreasing level of client engagement with services. One clear trend was that clients discontinued services after thirty days or less. Against this trend, CC aims to provide social services for an extended period of time (i.e. longer than thirty days) in order to insure that clients have fully recovered from crises. In order to understand possible reasons for clients' low or short engagement rates, this thesis analyzes clients' satisfaction with CC services. Using a grounded-theory approach, twenty semi-structured interviews with former and current CC clients were analyzed for communication-based themes involving clients' satisfaction with services. Four macro-themes emerged: (1) Positive Caseworker Personality, (2) Feeling Emotionally Supported, (3) Feeling Helped, and (4) Positive Counseling Environment. Findings have implications for both theories of satisfaction and the offering and practice of CC services.

Abstract:
This thesis concerns financing and development of the non-profit organization Jahoda. This organization was created as a civil association and it's main purpose is to help and protect by the social exclusion threatened children and young people. The first part of this thesis, called as a theoretical part, is formed by an analysis of specialized literature and related resources and findings. The second part of the thesis, called as a practical part, is focused on the analysis of non-profit organization's past financing and development. This chapter is devided into two periods (1999 -- 2003 and 2004 -- 2008). The special chapter is formed by an analysis of organization's fund-raising in the year 2009. The main purpose of all analyses is to research organizations's previous funding (e. g. finances from the public budget, philantropy of the companies, individual donators, foundation's allowances). This information is considered to be a backgroud for indicating some of foresighted changes and occasions in the future. The final part of the thesis is formed by the current fund-raising activities which are related to the particular projects. Some of actual project's application forms are described in this part of the thesis and completed applications forms are enclosed to the thesis.

Opening part of this paper is dedicated to the ongoing shift in social communication paradigm. An introduction to the subject of new media, web 2.0 concepts and social network sites phenomenon is followed by a discussion of integration possibilities of particular web 2.0 services. Some concerns about privacy, security, legislative framework and general openness of such system are discussed afterwards. A real case study of community virtualization process is introduced in the second part of this thesis. The case takes place in community of local non-profit club of youth and children. First, it is carried out an analysis of the communication receiver groups and the message types. We also describe the ongoing project of launching a new web site (made from several integrated web 2.0 services) and partial results of pilot implementation. Finally, the plan of the next integration steps is designed.

Les activités de services à la personne incarnent un important potentiel de création d'emplois et de réponse à des besoins sociaux. Elles présentent comme principales caractéristiques une forte dimension relationnelle qui influence leur qualité, ainsi qu'une distance spatiale qui complique le contrôle de cette qualité. L'objectif de cette thèse est d'analyser les pratiques de contrôle de la qualité des organismes offreurs, ainsi que les représentations des différents acteurs en matière de qualité de service.L'approche qualitative retenue donne lieu à la réalisation de deux études empiriques, l'une concernant les services à destination de personnes dépendantes (SAD), l'autre ceux à destination des autres publics (SAP). Au total, 38 entretiens sont réalisés auprès de dirigeants et responsables qualité d'organismes offreurs, 169 avis de bénéficiaires et 318 avis d'intervenants sont collectés sur Internet, ce dispositif étant complété par une phase d'observation participante. Les données recueillies font l'objet d'une analyse de contenu.Ces études permettent d'identifier les critères de qualité perçue des bénéficiaires et des intervenants, trois approches de la qualité des organismes offreurs, sept étapes du processus de production associées aux trois phases du processus de contrôle, les objectifs assignés ainsi que les mécanismes de contrôle mobilisés lors de ces étapes. Les résultats montrent l'influence du régime juridique retenu (prestataire ou mandataire) sur les pratiques de contrôle de la qualité. Ils soulignent également la nécessaire cohérence entre la représentation de la qualité du manager et les mécanismes de contrôle mobilisés pour influencer la qualité.

Cette thèse étudie la manière dont l’État se reconfigure à travers le secteur associatif. Elle prend appui sur une étude de cas, celui du service public de l’emploi « Cap Emploi » destiné aux chômeurs en situation de handicap, créé en 2005 et déployé par des associations. Tirant partie de plusieurs méthodes (observations par monographies et par immersion dans trois Cap Emploi, entretiens, statistiques ethnographiques, travail documentaire), l’intérêt de cette thèse est d’étudier les pratiques professionnelles selon trois dimensions : l’organisation du travail, les propriétés des usagers et les caractéristiques des travailleurs. Une première partie de la thèse porte sur la « mise en gestion » progressive de ces associations dans le cadre de leur contractualisation avec l’État et à l’aune du référentiel du New public management. Une deuxième partie fait état de la difficile conciliation entre volonté de personnalisation des politiques sociales du handicap et logique gestionnaire qui sous-tend l’activité Cap Emploi. On y étudie le processus de catégorisation et de tri des chômeurs montrant un phénomène d’« éviction » et de « mise en flux » à l’égard des personnes souffrant de handicap psychique. Enfin, la troisième partie de la thèse est consacrée à l’étude de ces travailleuses et travailleurs associatifs en tant que « nouveaux visages du service public ». On y approfondie leur rapport au travail et à l’emploi, au regard d’une analyse en termes de trajectoire et de genre. On étudie notamment leur ajustement ou désajustement à la tension entre deux logiques de travail, relationnelle et gestionnaire, inhérentes au métier de conseiller lorsqu’il est exercé dans ce type de structure hybride
This thesis intends to show how the State reconfigures itself through the associative sector. It is based on the study of the public employment service “Cap Emploi” for unemployed and disabled people, created in 2005 and carried through associations. I conducted an ethnographic survey in three Cap Emploi, using several observation scales and ethnographer tools (observations, interviews, ethnographic statistics, documentary work). I studied different elements of variation in professional practices, in the light of work organization, properties of users, and properties of workers. The first part of the thesis deals with the progressive implementation of management tools imported from the private sector, in these non-profit organizations, as a result of their contractualization with the State. It shows how the “New Public Management” is carried out in this non-profit sector. A second part relates the uneasy conciliation between an effort to individualize and an effort to rationalize (following a managerial logic) social policies. It studies the unemployed ranking process according to their expected employability, and shows that the different types of sorting of the beneficiaries primarily concerns people suffering from a psychological handicap. Finally, the third part of the thesis is devoted to the study of these association workers, the “new face of public service”. It studies their position toward this kind of hybrid organization, combining an analysis in terms of trajectory and gender

A presente tese tem como objecto avaliar o fenómeno do stress e do burnout num grupo de sete assistentes sociais que trabalham com idosos em Instituições Particulares de Solidariedade Social (IPSS). Este trabalho é um estudo de caso, limitado geograficamente ao concelho de Oeiras. Este estudo também procurou identificar as percepções das Assistentes Sociais sobre o trabalho que desenvolvem, bem como os impactos do trabalho na vida pessoal e familiar. Foram utilizados como instrumentos de pesquisa e recolha de dados um guião de entrevista semi-estruturada e o Maslach Burnout Inventory (MBI). O tratamento das entrevistas foi feito com recurso à técnica de análise de conteúdo. Os resultados obtidos através do MBI revelam que as Assistentes Sociais sofrem de burnout sobretudo na dimensão de exaustão emocional e na fraca realização pessoal.
The aim of this study is to understand the phenomenon of stress and burnout in a sample of 7 Social Workers that works with old people in Non-Profit Organizations. This thesis is a case study in the Oeiras Municipality. This thesis also tries to identify the social workers perceptions about their jobs and the job impacts on their personal and familiar life. For the data research we used the interviews and the Maslach Burnout Inventory (MBI). We also used the content analysis for the interviews. Results obtained through the MBI, reveal that social workers experience burnout in the dimension of emotional exhaustion and personal accomplishment.

Ce doctorat en sociologie revient sur un parcours de vingt années de recherche. La première partie le décrit sous les trois angles : biographique, méthodologique et bibliographique. La seconde partie de la thèse présente un panorama des travaux de recherche (articles, chapitres, rapports) regroupés selon trois thématiques. La premier thème porte sur la dimension sociopolitique de l’économie solidaire et revient sur la définition de notions clés (initiatives locales, espaces publics de proximité, organisation en réseau, changement social) qui précisent son répertoire d’action politique. L’économie sociale et solidaire comme domaine spécifique de politiques publiques est ensuite étudiée aux échelles locale et européenne. Le deuxième thématique revient sur les recompositions de l’action associative. Les transformations des modes de contractualisation et de financement (subvention et commande publique) entre associations et pouvoirs publics ont fait l’objet d’études qualitatives et quantitatives. Les ambivalences conceptuelles des notions d’utilité sociale et d’innovation sociale sont mises en perspective historique. Mobilisées à l’origine par les acteurs associatifs pour faire valoir la singularité de leurs contributions, elles ont été progressivement utilisées pour légitimer l’élargissement du périmètre de l’ESS en France, notamment aux entreprises commerciales à finalité sociale. La dernière thématique porte sur l’accueil des jeunes enfants et l’aide aux personnes âgées en France et en Europe. Le passage de l’aide à domicile aux services à la personne est analysé comme un enchevêtrement de régulations qui rend problématique la construction d’un quasi-marché et interroge la place et les stratégies des associations comme acteurs historiques du secteur. This PhD in sociology through looks back onto a twenty-year professional research career. The first part describes my research journey, from three different angles : biographical, methodological, bibliographical. The second part of the thesis gives an overview of my research work (articles, chapters, studies) put into perspective with regard to the state of current knowledge. The first topic concerns the socio-political dimension of solidarity economy through an in-depth discussion of several concepts (local initiatives, local public spheres, the network organization of non-profit sector, conceptions of social change). In addition, social and solidarity economy as a specific object within public policies is studied at local and European levels. The second topic explores the transformations of the role of non-profit organizations in society. The current changes of contractualization and financing methods between associations and governments (public procurement and subsidies) have been the subject of qualitative and quantitative studies. The conceptual ambivalences of the notions of social utility and social innovation are highlighted. Historically claimed by non-profit representatives to emphasize the specificities of their economic activities, social utility has gradually become a criterion for extending the scope of social and solidarity economy in France. The last topic concerns early-years childcare and elderly care policies. The transition from home care for dependent elderly person to personal services is analyzed as a tangle of regulations that makes it problematic to build a quasi-market and questions the place and strategies of non-profit organizations as historical actors in the sector. The comparison, on a European scale, of local childcare systems provides additional insight into the typologies of care systems elaborated at a national level

In my thesis I am focusing on the issue of marketing communication tools in the area of non-profit organizations dealing with social services. The thesis is divided into two parts; the first one is theoretical and there are explained basic terms, legal framework and contemporary situation in the non-profit sector in the Czech Republic. Last but not least, in this part I am trying to evaluate the most suitable marketing communication strategies for the development of social services and the improvement of their quality through non-profit organizations. The second part is focused on a practical analysis of marketing activities of the citizen-action public Camino. Its goal is to arrange information and create special cultural and educational programs for aurally handicapped. The aim of the case study is to apply theoretical preconditions on a particular citizen-action public. This enables me to connect theoretical and practical knowledge relating to this issue. I am trying to suggest possible improvements and create a new marketing conception for this association.

Abstract:
The study aimed to investigate how homeless people in Gävle municipality experience the remedial actions to stop homelessness. Eight homeless individuals, four acutely homeless and four living in municipal shelters, were interviewed for the purpose of thisresearch. The results show that the experiences of remedial actions are linked to the situation of homelessness; the majority of the interviewees, however, do not consider they receive adequate help from the social services, although they feel satisfied with the actions from the non-profit organisations. The theoretical analysis shows that insufficient efforts or lack of actions can lead to homeless people experiencing social exclusion. Finally, the results show that the interviewees wish for remedial actions that result directly in housing and thus life change. This supports the previous research that showed that similar actions are compatible with the well-being and the possibility of reintegration into society.
Studien syftade till att undersöka hur hemlösa i Gävle kommun upplever att de åtgärdande insatserna mot hemlöshet fungerar. Åtta individer som lever i hemlöshet intervjuades, varav fyra akut hemlösa samt fyra som bor på kommunala stödboenden. Resultaten visar att upplevelser av insatser är kopplade till situation av hemlöshet, dock upplever majoriteten att de inte får adekvat hjälp av socialtjänst. Vidare uppgav samtliga hemlösa att de är nöjda över de ideella insatserna från den öppna verksamheten. Utifrån den teoretiska analysen visar det sig bland annat att brister och avsaknad av insatser kan leda till att hemlösa upplever social exklusion. Resultaten visar avslutningsvis att de hemlösa önskar insatser som direkt leder till eget boende för att kunna göra en livsförändring. Detta överensstämmer med tidigare forskning som visar på att liknande insatser är förenligt med välbefinnande och möjlighet till återintegrering i samhället.

The thesis deals with the evaluation of the quality of social services, particularly services Sheltered Housing. For this evaluation of quality were selected four non-profit organizations focused on service housing in the region of South Bohemia. In this thesis we determined comparative areas according to the criteria of qualitative standards of social welfare, in accordance with those standards organizations are compared mutually and evaluated. For comparison of those organizations, focusing on social services, I have used the benchmarking method. The aim of the thesis is,on the basis of the lesson learned in comparing those organizations, identify potential improvements of provided social welfare and processing specific proposals and recommendations. These recommendations, can be used by those organizations to improve and enhance the quality of social services.

Estas instituições desempenham também um papel bastante relevante em termos do bem-estar social, ao proporcionarem aos mais carenciados uma melhor qualidade de vida, pois o bem-estar não abrange apenas os bens materiais, mas também os imateriais. Sendo que o Estado apresenta algumas dificuldades em chegar a toda a população, estas instituições contribuem para diminuir essa distância entre o Estado e os cidadãos, ajudando-o a chegar a um maior número de indivíduos. As políticas públicas, ao agirem de forma direta ou indireta, são um conjunto de ações do Estado que intervêm na realidade social, através da implementação de programas e projetos, atendendo assim a toda a população. As políticas públicas sociais, ao garantirem aos indivíduos o direito de cidadania, educação, saúde, trabalho, assistência social, previdência social, justiça, saneamento, habitação e meio ambiente, tornam necessário que o Governo, com o intuito de desenvolver e realizar projetos sociais necessários à população, realize parcerias com as organizações não-governamentais e com a iniciativa privada, havendo, deste modo, uma repartição da sua função com outros setores económicos. Assim o terceiro setor dá suporte às políticas públicas sociais, indo ao encontro de todas as necessidades da população.
Particular Institutions of Social Solidarity (IPSS) play a fundamental role in the economic growth of a country, since, as our society grows older, these institutions help solve social problems and also create jobs. These institutions also play a very important role in terms of social welfare by providing the poorest with a better quality of life, since wellbeing does not only cover material but also intangible goods. Since the state presents some difficulties in reaching the entire population, these institutions contribute to reduce this distance between the State and the citizens, helping it to reach a greater number of individuals. Public policies when acting directly or indirectly, as they are a set of actions of the State, which intervene in social reality through the implementation of programs and projects serving the entire population. Social public policies guaranteeing individuals the right to citizenship, education, health, labor, social assistance, social security, justice, sanitation, housing and the environment, make it necessary for the Government to develop and carry out necessary social projects and non-governmental organizations, as well as with private initiative, thus providing a division of its function with other economic sectors, and so the third sector supports social public policies, meeting all the needs of the population.

ABSTRACT The primary purpose of the study was to explore how funding affected service delivery among Nonprofit Organizations (NPOs) in Johannesburg, given the important role these organizations play in contributing to social development in South Africa. The study was undertaken among 15 NPO organizations based in Johannesburg and located in various service fields. A semi-structured interview schedule comprising open-ended and close-ended questions was utilized to collect information. Descriptive statistics were employed to analyze closed-ended questions whilst thematic content analysis was used to analyze open-ended items. The main finding that emerged from the study was that NPOs that were surveyed suffered from a diversity of challenges emanating from insufficient and at times delayed funding, particularly by state departments such as the Department of Social Development. The problems faced by these NPOs were found to be predominantly human resources related. These organizations were unable to attract skilled professional staff because their funds did not permit them to offer market-related packages. In addition, these NPOs suffered from high labour turnover because employees tended to leave these organizations in pursuit of greener pastures in government departments and the private sector. The sector also experienced inadequately funded programmes and an inability to expand their services to the wider populations due to inadequate funding. The NPOs that were surveyed had not engaged in entrepreneurial activities on a scale sufficiently extensive to wean them off donor funding or over-reliance on such funding. Self-sustainability was found to be still in the embryonic stage. Moreover, the relationship between the sector and the state was found to be characterized by a lack of faith and confidence on the part of the NPOs surveyed, suggesting a ‘troubled’ partnership between the two. The findings of the study suggest the need for the research project to be replicated on a wider sample in different provinces. Since the study focused on formally registered NPOs in terms of the Nonprofit Organizations Act of 1997, future research needs to investigate the funding challenges faced by smaller mainly informal/ unregistered community-based organizations that form an integral part of the nonprofit sector in South Africa and offer an array of services to their communities. Furthermore, the findings of this study could potentially be used as a basis for policy formulation and analysis by policy makers as they appear to have implications for re-assessing funding policies in respect of NPOs.

Under the trend of fast social changes and the condition of diverse demands, non-profit organization not only offers multiplex services but also shares responsibility for the neglected level of the government. When the government’s and market’s functions face the insufficiency, it elaborates the intermediary character and plays the role of bridge between the government and the market. As the development of the non-profit organization is closely relevant with the political and economic social pulse, hence, its importance and influence grows in modern society. It is much more in need to obtain various resources to maintain survival and operation than the profit one. In recent years, the concept of social capital is widely discussed in the management study field, it is regarded to strengthen the interaction and trust relationship among people, also, to advance profits from organizational sources. However, the research field mostly limits on issues of enterprise’s performance, but the research in non-profit organization is relevantly rare. Therefore, the research takes the non-profit organization of technical service type as research object. Its main purpose is to hope to understand the interaction and operation circumstances between non-profit organization and external environment in the aspect of social capital as future reference. The research adopts the case study method to proceed theoretical and practical discussion through three aspects of social capital :network, trust and norm from in-depth interview, relevant collection of domestic, foreign literature and secondary data. It is found in the research: 1.Difference of the source of the organization will influence its interaction with external environment. 2.The networking location varies due to the difference of sources. 3.The networking operation varies due to the different phase of organization development. 4.The overall trust helps the organization’s operation. 5.The organizational trust comes from professional image, sentiments and trust from the cooperative procedure and work approval. 6.Information transparency and communication frequency between organizations help the establishment of trust. 7.A cooperative agreement can regulate each other to behave for achieving the common goal, hence, further to bring coherence and assist the organizational operation. 8.Norm could have positive and negative influence on the organization. In addition, five practical suggestions are brought according to the research findings:1.Adjust the organization’s network relation in coordination with the different organizational development phase. 2.Value interaction relationship among organizational members. 3.Emphasize the transverse connection in the organization. 4.Strengthen the trust and reputation establishment of the organization through external environment. 5.Government shall set legislation in order to regulate non-profit organizations.

Organizational citizenship behavior (OCB) is defined as the spontaneous behavior of the employee that contributes to organizational performance, but that is not formally specified as an aspect of the job. OCB has been developed more than 20 years. The scholars expanded it to the field of customer service and defined as service-oriented organizational citizenship behavior (service-oriented OCB). It’s the extension of OCB, and means that customer-contact employees engage in enthusiasm and responsible behaviors to satisfy customers. Regarding many studies of service-oriented OCB, researchers have focused on and discussed profit organizations’ employee. However, these studies have paid relatively little attention to non-profit organizations’ social workers. Based on the perspectives of personality and social exchange theory, thus, the purpose of this study is to examine the relationship among public service motivation, psychology empowerment, organizational commitment, and service-oriented OCB. Furthermore, the mediating effect of organizational commitment on the relationship between public service motivation and service-oriented OCB as well as psychology empowerment and service-oriented OCB are also examined. This study used questionnaire and carried out in social welfare foundation. Survey data are collected from 209 social workers. Descriptive statistics and structural equation model are used to analyze and examine research models. The analytical results are indicated as follows: 1、Public service motivation has a positive effect on service-oriented OCB. 2、Organizational commitment has a positive effect on service-oriented OCB. 3、Psychology empowerment has a positive effect on service-oriented OCB. 4、Organizational commitment has the mediating effect between psychology empowerment and service-oriented OCB.

From the perspective of social capital, the purpose of my thesis is to analyze an existed network in performance between in the Non-Profit Organizations (NPOs) to have resources of maintaining their operation and in the Employment Service Center. In addition, discussing the benefits and problems over the network among the NPOs, Public Employment Services Centers, enterprises, and job-seekers reflect employment services in performance. According to research studies, the type of the NPOs’ existed network actually affects not only the number of retrieving resources but also the resources in operation. When they serve job-seeker actually, the network among National Employment Services Centers, for example, Public Employment Services Centers, Bureau of Employment & Vocational Training, Executive Yuan, job-seekers, and manufactories also affect their performance. For a further explanation, there are two negative factors for network resources, including formulas for current performance and the involvement in managerial organizations. Eventually, three factors that have vital influence are included in my thesis: information benefit, reputation benefit and organizations’ localization. Liver disease with high prevalence rate and mortality rate is known as the national disease in Taiwan. International Rotary club has long been actively promoting the "End Polio" program worldwide. The "End Polio" program has been quite successful in Taiwan. With the continuous effort over the years, polio is completely eradicated in Taiwan. Taiwan Rotary club need an "End Polio"-like program to fight the liver disease. This is an important and nationally important case for Rotary Clubs in Taiwan to make contributions to the well-being of the people of Taiwan and to enhance the public image of the Rotary Club. Taiwan Rotary Club will be based on the international Rotary Club spirit in the eradication of poliomyelitis, hoping to cooperate with the Foundation for the Prevention and Treatment of Liver Diseases. The long-term objective is to let the liver disease will be completely extinct, so that the people of Taiwan can stay away from the threat of liver disease. It is hoped that members of the local community and local communities will be participated in screening activities and publicize lectures. the rotary members are training to be the volunteers, to implement the feedback to the village, and take care of the health of the people and friends.

There is need of services in the society of Taiwan. Such services are unable to be completed by business corporations or the government. Therefore, in order to achieve their ideals and to meet social requests, people found non-profit organizations. Non-profit organizations must make best use of all resources to accomplish their missions; thus, they can apply management techniques of businesses to advance efficient and efficiency. This research means to find out the evaluation criteria suitable to access the services provided by mission-oriented non-profit organizations. Meanwhile, this research proposes the FuzzyVIKOR evaluation model, constructed out of the Fuzzy set theory and VIKOR evaluation method, to evaluate and analyze sixteen services of AA social welfare institution of Taiwan. By way of the first questionnaire, tweleve evaluation criteria are selected.Followed by the second questionnaire, this research undertakes to examine the performance values of the sixteen services. Finally, using the FuzzyVIKOR method, the research pursues the evaluation of priority of the sixteen services.According to the result of evaluation, the first priorities of the services are childyouth protection service.The result also shows that AA social welfare institution of Tainan should focus more on the prior services and continue to provide help.If the budget is not sufficient enough so that the services need to be reduced, the minor services shall be cut prior.

The researcher undertook exploratory research to see whether characteristics of visionary organizations, as discovered in research undertaken by Collins and Porras (2000), are present and applicable to non-profit organizations in Gauteng, South Africa. The characteristics are: - a core ideology (core purpose and core values) - big hairy audacious goals - a cult-like culture - purposeful evolution and continuous self improvement - management continuity - alignment. A schedule was used to interview directors of ten non-profit organizations. Some staff in each organization were given a questionnaire to see whether their answers correlated with the director responses. The research indicated that most characteristics are present, to some degree, in the non-profit organizations. These characteristics could however be explored more thoroughly in further research. The research includes recommendations for management of non-profit organizations to implement, to become visionary organizations.

Professionalization of social work in Taiwan is a controversial issue between social work scholars and practitioners. This study explores the impact of professionalization of social work on disability welfare service, through in-depth interviewing with manger of disability NPOs and social work practitioners. This study shows that compared to the official discourse of professionalism, social work practitioners in disability welfare service has a different interpretation of professionalism, the former focuses on academic knowledge and the later stresses on practical knowledge. In addition, the current certification system discourages people without social work background to take part in disability welfare service. The new regulation also forces the disability NPOs to recruit more certified social workers in order to apply for governmental funding. Finally, this study suggests the professionalization of social work should include the voices from social work practitioners and reconsiders the needs of customers of social welfare service and non-profit organizations.

The research purports that the early intervention social workers of non-profit organizations carry the labor control out and the subjectivity, which is focused on the case of Eden Social Welfare Foundation Central Service. The main purposes of this research are not only to understand how the early intervention social workers of non-profit organizations is under the control of non-profit organizations, but also to present the subjectivity while it’s facing the control of non-profit organizations. The methods used in the research include documentary analysis and in-depth interview. Besides, the early intervention social workers of Eden Social Welfare Foundation Central Service are chosen to be the objects of research. According to my research, the conclusion can be made into four aspects: I. Time Control during Labor Process.The employers of Eden Social Welfare Foundation Central Service adopt three different kinds of time control strategies, including the working time under obligation, the control of overtime pay under the deformed man-hour, and the impacts result from domesticity. II. Structure Control of Space and Social Relations.The employers of Eden Social Welfare Foundation Central Service adopt three different kinds of structure control strategies, including the control of office space, the control of space outside the office, and the control of weird and changeful benign competition. III. Behavior Control.The employers of Eden Social Welfare Foundation Central Service adopt four different kinds of behavior control strategies, including class and power suppression among organizations, the control of management system, the control of education training, organization culture and the control of last watch IV. The Aspects of Labor Subjectivity.By opposing the origin of capital standpoint, creativity, agreement, and other aspects of labor subjectivity, the early intervention social workers of Eden Social Welfare Foundation Central Service thus present four strategies about the early intervention social workers, including resisting stratum operation management-passive working attitude, last watch-hidden resistance, the tactics of funds application-“take from Peter to pay Paul”, and taking part in all routine jobs-compromise and coordination. Since Syinlu Social Welfare Foundation established in 1987, it has developed more than 30 service units throughout the country. To achieve the mission of “providing integrated services and promoting a friendly environment to help people with disabilities make biggest achievement in their life”, The Syinlu Foundation needs provide more professional services and expand service area continually so that people with disabilities and their families can receive immediate and appropriate support and assistance. However, under the pressure of the expanding service area and the growth of other social welfare organizations, the Syinlu Foundation is facing great challenges in managing internal resource allocation and getting the supporting of social resources. Therefore, it is imperative to promote the financial stability of various service units and their competitiveness of getting social resources to make sure the sustainable development of the Syinlu Social Welfare Foundation. This study takes the Hsinchu service unit of the Syinlu Foundation as an example. Through the annual financial analysis and the fundraising pyramid, we find out that the planned giving does not always happen and it makes the great variable of donations annually, and also causes the main reason of imbalance of revenue and expenditure. Take into account the cost and limited resource, this study introduces a new type of vortex theory and the strategy of online social media. With SWOT analysis, this study provides new marketing projects. Which are making professionals and people with disabilities to become the internet celebrity by series videos. Follow by the steps of the prerequisite tree, the team member made the first video in August, 2018. The video is one of the series of the professionals project, is about teaching parents how to choose the right spoon for their children. It takes great successfully response on Facebook and even contribute to the Mami News, which is the fan page on Facebook followed by 400,000 people. That is, the new marketing projects can really work. Hope the team member will continually follow the steps of the prerequisite tree and take actions to promote the positive brand awareness, in order to increase the annual and major donation until achieve the goal of independent operation.

The thesis compares funding of domiciliary services in the administration district of České Budějovice, the municipality with the extended scope of performance. In the theoretical part I focus on the history of the development of domiciliary social services provided on site and I define the social service at first. Then, I identify the different specifics of social services and their characteristics. Attention is also devoted to funding of social services in the Czech Republic and European countries. I also show the differences in management in the non-profit sector. The most important section of the thesis analyzes domiciliary service and gives its definition. Further, the thesis contains practical part, which compares the collected data on the domiciliary services. It specifies services provided within the domiciliary services, funds granted for the service, number of clients, basic information on providers and their pricelists. The data were collected as of the last quarter of 2011. The target of the thesis was to compare the income and expenditures of the domiciliary services provided in the administration district of České Budějovice, the municipality with the extended scope of performance. For the applied methodology I selected qualitative research and the secondary analysis of data as the applied method. The conducted research analysed four types of services provided in the administration district. The original hypothesis of the thesis that the assessed providers have identical average cost per 1 user proved to be invalid.

Organizational Citizenship Behavior (OCB) has been developed more than 30 years, and many studies on OCB are mainly based on the organs of the public sector. Therefore, this study examines whether public service motivations and work values have a positive effect on the OCB of non-profit organization social workers in Hong Kong. Moreover, the mediating effect of job satisfaction on the relationship between public service motivations and OCB as well as work values and OCB are also examined. This study used questionnaire and carried out in different service areas. This research collected 102 valid sample and proceeded with the descriptive statistics, reliability and validity analysis and regression analysis. The analytical results are indicated as follow: 1.The public service motives of social workers in non-profit organizations in Hong Kong has a positive effect on OCB. 2.The public service motivation of social workers in non-profit organizations in Hong Kong has a positive effect on job satisfaction. 3.The job satisfaction of the work of social workers in non-profit organizations in Hong Kong has a positive effect on OCB. 4.The job satisfaction of social workers in non-profit organizations in Hong Kong has a mediating effect between public service motivation and OCB. 5.The work values of social workers in non-profit organizations in Hong Kong has a positive effect on OCB. 6.The work values of social workers in non-profit organizations in Hong Kong has a positive effect on job satisfaction. 7.The job satisfaction of social workers in non-profit organizations in Hong Kong has a mediating effect between work values and OCB.

This study sought to explore the perceptions of stakeholders on the role and effectiveness of networking forums in promoting partnerships and integrated service delivery between government and non-profit sector organisations using the Nelmapius forum as a case study. The research adopted a qualitative research method and a case study research approach was utilized. The research population consisted of social workers and social work supervisors in both government and NGOs who participated in the Nelmapius forum. Purposive sampling which is a type of non-probability sampling was utilized to draw participants for the study. The sample consisted of 11 social workers and 4 social work supervisors who participated in the Nelmapius forum. Data was collected using semi-structured interviews. Thematic content analysis was used to analyze the data. The findings reveal that participants understood the primary reason behind the establishment of the Nelmapius forum as to strengthen the relationship between the government and the NGOs in Nelmapius. It was also revealed that the Nelmapius forum was a platform for NGOs and the DHSD to share service delivery information. Findings of the study show that the forum is an effective platform for enhancing partnerships’ among organisations which enhanced integrated service delivery. The forum created a platform which enabled organisations to work cooperatively. This led to capacity building among participant members and their organisations. The forum also enabled organisations to work together to share service delivery channels and processes as well as demarcation areas of service which benefitted the community members. The forum did experience few challenges in its later stages of functioning such as poor attendance, lack of new member integration, and failure to honour commitments by some organisations which led to low of morale amongst forum members. As a way of invigorating the forum participants suggested that: All stakeholders should participate actively in the forum, facilitation of the forum should rotate among members, the forum must be open to all stakeholders, the forum must be attended by senior officials, meeting venues should rotate in different organisations and that there should be monitoring and evaluation systems in place. It is hoped the study will have impact positively on the functioning of networking forums.

Integrated marketing communication (IMC) is a concept which has been explored in commercial contexts by numerous studies. Numerous scholars in the literature highlight the benefits of adopting an IMC approach which creates message consistency, amongst others. However, there is still limited literature on the adoption and use of IMC in the context of non-profit organisations involved in social marketing campaigns to support their behavioural change messages. Insight into the adoption and use of an IMC approach could be useful to non-profit organisations involved in social marketing as it could increase the success of behavioural change messages. This study aims to explore the use of IMC by one non-profit organisation within a social marketing context. By doing so the study proposes and refines IMC criteria for social marketing to support behavioural change messages and thus contributes to the existing body of knowledge on using IMC in social marketing. The study uses a single case study approach which includes using three data collection methods to collect data from the South Africa National Blood Service (SANBS) to evaluate its social marketing campaigns according to proposed IMC criteria for social marketing. Based on the findings revised IMC criteria which are more tailor-made for social marketing to support behavioural change messages are proposed. It became evident that non-profit organisations need to be sensitive to the complexities of communicating messages aimed at behavioural change. A proper understanding and application of more tailor-made IMC criteria for social marketing can thus benefit non-profit organisations to effectively communicate behavioural change messages through their social marketing campaigns

I described topics related to the title of the thesis in its theoretical part and in that way I made a comprehensive survey focused on the social fieldwork in families. The first target of the thesis was - to learn the experience of some chosen non-profit-making organizations which deliver socially activating services to families with children. The qualitative research, the method of questioning and the technique of semi-standardized interview were used for achieving my objective. The same kinds of research, method and technique were used for achieving my second objective, i.e. - to map the status of delivering socially activating services to families with children in the South Bohemia region which realize saving of families. I carried out two kinds of interviews; the first one - in non-profit-making organizations; the second one - with some OSPOD{\crq}s women-workers in České Budějovice. The set aims were fulfilled. Then, on the base of the detected data, I formulated my findings. My findings confirmed that the experience of organizations which deliver socially activating services to families with children is consistent. Employees of non-governmental non-profit-making organizations indicated that the functioning of their organizations is successful and that they cope with their purposes and aims. The women-workers of OSPOD concurred in their statements that the kind of work with families seemed beneficial and the women-workers were open for cooperation with organizations in that field, which is an important aspect for those organizations. The current situation in delivering socially activating services to families with children in the South Bohemia region is not unsatisfactory, but it is not fully cowered yet. There is no organization fully focused on the saving of families, especially in some border areas of the region. My interviews contributed to the creation of my project design of a non-governmental, non-profit-making organization. On the base of the project design socially activating services (fieldwork form) for families with children in the South Bohemia region could be realized (under the law No. 108/2008 of Collection of Law {--} Social Services Act). In this way the project is the practical output of my thesis and it can be used for the creating of an organization focused on the saving of families in the South Bohemia region. The project and its implementation expect cooperation with experts qualified in that field. If the project is realized, the number of socially activating services in the South Bohemia region will increase and the only organization focused wholly on the saving of families will be created.

Financial management is commonly regarded to be the field of financial managers. In the case of non-profit or voluntary organisations it often becomes the responsibility of non-financial personnel or members of management from other educational backgrounds. Social workers involved in non-profit organisations rendering welfare services do not necessarily have the required financial management skills. This study can provide social workers and other non-financial personnel with information to better their understanding on key issues concerning financial management. It can also sensitise financial managers towards the uniquely complicated demands on financial management in the non-profit environment, where the focus falls on service delivery rather than on financial gain. It conceptualises management principles as well as financial risk factors in the distinct context of non-profitable financial management. This knowledge could probably aid in bridging the gap between the management skills of financial and non-financial managers and thus promote the success and sustainabUity of non-profit organisations by improving the quality of input by management.

Throughout the human history, religions play a pivotal role in the development of social services. Social work originated from the Western Christian churches. Therefore, research on social service practice of non-profit organizations can be well based on religious groups or religious non-profit organizations. This case study examined the social service programs under the Taichung Banner Church. Interviews and questionaaires were used for data colletion. The research aims to gain an understanding of the motivation behind the social services provided by religious groups, current development, effectiveness and prospective challenges. The research found that the primary reason for the Taichung Banner Church to be involved in social service work is to obey the biblical teaching, the Great Commandment, which is to love God and love others, and the Great Commission, which is to share the gospel, and to follow the example set by Jesus. The altruistic behavior is based on the Christian faith. With the development of the church itself, the scope of services is expanding as well. The most important issues hence lie in how to elevate the service to a more professional level, and how to keep the service alive and expanded while maintaining the service quality at the same time. The Banner Church believes that only through talent cultivation programs and development of operating mechanism can the church address the above issues. The research also found that the Banner Church and the social service programs under it both developed training systems for talents and volunteers. In actual practice, they both follow the SOP. Two of the social service programs applied for ISO: 9001 certification to pursue sustainability of the social service work.

From the 18th century to the 1970s, humanitarian and religious charitable organizations in society have paid attention to relevant issues, but they are unable to respond to the needs of social change. They can only provide charity assistance. For the industrial society, the risk sharing of the labor population is even more Innate limitations. The provision of social services by religious organizations also seems to ease the economic and financial crisis on the surface of the country and avoid the inefficiency of the national bureaucracy. Religion has the function of calming people's hearts and purifying the society. In addition to the worship of God and the pursuit of personal spirituality, most religions also advocate persuading people to be good and encourage believers to actively participate in national social services. Among the religious beliefs in Taiwan, there are the largest number of believers in Taoism, Buddhism, Christianity and Catholicism. All religions have various social service programs, institutional charitable relief, cultural education, medical care or other related Welfare services, but there are considerable differences in the way we practice our faith. It is not difficult for various religious groups to establish a non-profit organization based on religion in Taiwan. However, it is not easy to maintain and develop forever. Sometimes it is not easy to maintain the organization with a passionate service. Organizations survive, but need to have strategies and ways to manage and operate, in order to enable the organization to provide services in a stable and long-term way. In order to better understand the status of social service projects initiated by religious groups, this study collects the research objects of the top four religious non-profit organizations in the statistics of the internal statistics of the Ministry of the Interior. (Taoism, Buddhism, Catholicism, and Christianity). Based on the above, the objectives of this study are expected to include: 1. Understand the motivation of religious groups to Input in social services in society. 2. Under rapid changes of today's complex economic and social environment, non-profit organizations are increasingly flourishing. Non-profit and for-profit organizations both face many competitors and resource sharing. Therefore, the non-profit organizations have to pay more attention to the organizations’ performance management, and to emphasize the purposes and mission of their establishment in order to gain more recognition and assistance from the public and subsidies from the government and enterprises to achieve sustainability. Managers and members of the non-profit organizations often regard all their own actions as good and correct, but forget the purpose of the organization’s establishment and the original mission. Sometimes this will cause scandals such as abuse of the donations. That might be due to the malfunction of non-profit organizations’ management system and the failure of the third party supervision. Many people believe that the management system of non-profit organizations to be much better than non-profit foundations, besides, there is the supervision system of government for non-profit organizations. Therefore, public and the government seldom pay much attention and supervision to them. But what exactly the management system of non-profit organization is? What is the correlation between the management system and the performance? This study took the non-profit organizations as research samples, by literature review, questionnaires, empirical analysis to explore the governance, internal management system and performance measurement of the domestic non-profit organizations, and used Balanced Scorecard to assess the overall performance indicators, explore the correlation between the governance model and performance. This study outcomes include that to the social service, charities and farmers’ group of non-profit organization, in the governance model of non-profit organization in farmers’ systems and non-farmers’ systems, directors’ low frequency of in-office-service (less than five times in a year), the limitation of directors’ qualification (usually the minimum required length of joining the organization), the term of directors is over two years, the operation patterns led by general directors and convening meeting more than four times in a year. Besides, due to the special regulations to farmers’ organizations, the internal control regulations, and periodical performance evaluation, farmers’ organizations have better governance performance.

The payment is not just to give feedback to the employees who provide labor, but a function to stimulate and manage their behavior to reach the ultimate goal. Therefore, an organization has to consider multiple facets while designing a pay system. The thesis conducts a case study that analyzes the feasibility of pay system for a non-profit organization (C case organization). The study adopts the four-factor model as the analysis base. Research findings indicate that (1) the case organization also uses the four-factor model as the main concept while designing the pay system, (2) the position factor obtains the highest score, health factor is the second, performance factor is the next, and final factor is the technique factor. This implies that a non-profit organization should follow the importance order in their pay system, because doing this will enhance pay satisfaction, and in consequence enhance their job involvement, and (3) the more attention to the position factor and health factor will reduce the turnover rate and the absence, and labor relations can be improved.

This research tracks the emergence of ‘soft’ workfare in Toronto. This refers to a set of attitudes and practices apparent in the delivery of welfare-to-work programs through the Ontario Works framework, which use compulsion to push people towards employment while simultaneously encouraging limited and specific practices of individual choice. Research findings are derived from eight interviews and relevant policy reports, focusing on the experiences of three non-profit agencies and the City of Toronto, who provide employment assistance and financial assistance through Ontario Works, respectively. These findings indicate that grassroots organizations pioneered employment services for social assistance recipients, and, alongside the municipal government, had been calling for active employment programs. They made use of the distance between policy rules and their own programs to alleviate the most punitive features of OW, but judge compulsion as a means to meet a necessary end. This demonstrates how disciplinary tendencies reside within liberal governmentalities.

With the advent of information society, the information technology (IT) has been one of the most important technologies that affect human life. Both profit and non-profit organizations have been trying to obtain competitive advantages by adopting IT. In this regard, management computerization is one of the solutions that can help enhance an organization’s competitiveness. The thesis conducts an case study that analyzes the feasibility of management computerization for a non-profit organization (C case organization). The benefit of management computerization is also addressed. Based on the questionnaire and interview survey, the research findings indicate that (1) in the facet of finance, most subjects positively support the policy of management computerization, (2) in the facet of technology, most subjects suggest that management computerization can entirely stimulate employees to learn new technology and to change operation processes for better efficiency by using the strategy of step-by-step to avoid resistance, (3) in the facet of organization, most subjects convince the policy of management computerization to change the organizational behavior for organization learning, and (4) in the facet of information needs, subjects indicate the case organization should provide more information to catch up with the non-profit industries. Implications are also addressed.

To understand the interactions between the Homecare Project and the Non-Profit Organizations (NPOs) in the recent years of implementation. 2. To understand the interactions between the homecare project and the central government, the local government, and the NPOs, under the policy of the Social Welfare Privatization. 3. To discuss the problems and difficulties encountered by the NPO’s under a system where homecare project policies are ruled by the central government while the executions are done by the local governments. 4. Find the ways to tackle the difficulties based on the problems encountered by the NPOs and propose recommendations for problem solving in order to improve the efficiency on the execution of the homecare services. This research is an exploration research processed with qualitative research methods. Research tools used in this study are in-depth interviews for collecting data. Purposive sampling is used for the selection of samples where the owners, chiefs, supervisors, and volunteers of 12 NPOs in the homecare service business were chosen for in-depth interviews. Analyses were made on the data collected in the process of the interviews from which we tried to understand the difficulties encountered by the NPOs in the business of homecare services. It was found in the research results that the NPOs in the business of homecare services were experiencing 13 types of difficulties: 1.The contradiction between “mission” vs. “market competition”. 2. An illusion on the purchasing methods. 3.Risks on the violations of the laws. 4.Financial difficulties and risk assessments. 5.Risks of financial loss. 6.Blurred employer /worker relationship. 7.Prejudice and discrimination from the society against homecare services. 8.Sexual harassments imposed on the homecare practitioners. 9.The exploited new minority group. 10.A lost assessment system. 11.City/Township difference in the areas served. 12.Questions on the policies. 13.The conflicts between the homecare provider and the foreign home helper. Based on the research outcomes, the government was discussed and analyzed in two levels which were the policies and the executions, while the NPOs were discussed and analyzed in five levels which were the mission, financial resources, management and systems, manpower, and service qualities. Finally, we suggest the following to the government: 1. Study the Mixture Social welfare 2. An overall dialogue should be established between the central and the local government, and the NPOs. 3. Improve the guarantee of the labor conditions for the homecare practitioners. 4. Establish an integrated policy for the homecare practitioners and the foreign helpers for the families. And the following are recommended to the NPOs: 1. Improve the market competitiveness of the NPOs with the spirits of the missions. 2. Improve the controlling abilities for financial risks. 3. Improve management systems. 4. Improve on the training of professional abilities 5. care for the base level staffs. We hope that the above could be considered by the government and the NPOs as future references in order to help improve the execution efficiencies for homecare services. The ways of the study are thorough interview in quality and analyzing the information contents. To discuss the evolution of interaction between Goodshepherd Social Welfare Services at Hualien Guangfu and government (i.e. central and local governments)There are four purposes on this study. 1. By collecting the empirical data. To analyze the development history from 1997 to 2009 of Goodshepherd Hualien Guangfu resident center promoted aboriginal countries resident social welfare services. 2. In the view of service history, to discuss the development of interaction between FBO and central government and evolution. 3. In the view of service history, to discuss the development of interaction between FBO and local government and evolution. 4. Thoroughly understand the characteristic, roe, function and influence of interaction between FBO and government(i.e. central and local governments), to provide good information for government in counseling, management and planning affairs of running NPO resident agency welfare services in the future in the future. According to the analyzing of my research. There are three important discoveries: (1) resident center carried outaboriginal countries resident social welfare services from 1997 to 2009. At initial stage, resident center tried its best to get any kind of support and resource from government. At developing stage, the situation of host and guest was change (i.e. government gave support and resource to resident center initiatively, and authorized social welfare services to resident center.) Finally, at growth stage, resident center and government moved towards to cooperate and plan social welfare services. (2) In the view of service history, development of interaction between central government and resident center. At initial stane, it’s a vertical relationship. (i.e. government gave support and resource to resident center. Just like the master and slave relationship.) to blend to fuse to merge (intergration ; fusion) At developing stage, government and resident center exchanged resources cach other. At growth stage, it’s an equal and integrated relationship. (3) In the view of service history, development of interaction between local government and resident center. At initial stage, it started the development of resource establishment, and then developed into horizontal and complementary relationship. Finally, at growth stage, it’s a mutual benefit and symbiosis relationship.According to the analysis of study result. There are three suggestions for government and resident agency. For government: (1)To counsel the district civil NPO in a planned way to expand outsourcing source, and implement the delivery of service. (2)Plan to involve the evaluation of practice field. (3)To trust and respect the localization working mode and culture ability. For organization: (1)Future services should emphasize the mission of organization. (2)observe and expand the social resource network from time to time. Maintain the autonomy of organization. (3)Clearly understand the legal risk. Enhance the contract management. Hopefully, my research is helpful to promote and develop aboriginal countries resident social welfare services, and can be a good reference.

The thesis offers and systematizes the knowledge of the social services provided by the Law Digest, number 108/2006. This thesis is focused primarily on the most significant conceptual changes. In particular, the provision of new social benefits - care allowance, contract for the provision of social services, registration of providers, social services inspection, defining of required qualified assumptions for the work in social services and, of course, financing the entire region. Main shortcomings of these institutes are solved separately. Of the many services offered the thesis deals with one particular - personal assistance, its treatment in the Czech Republic and Slovak Republic. The thesis brings information concerning the non-profit organizations, primarily because they belong to one of the leading providers of social services.
