AbstractFormal labour and affiliation to Ecuador’s social security system is the main gateway for access to social protection benefits, especially in the case of migrants. However, a large informal labour market and low levels on inclusion in the social security system forces large sectors of society to rely on family and community arrangements for the management of risk and economic uncertainty. The state provides some non-contributory benefits through cash transfer programs but, with the exception of health care, these only cover people living in conditions of extreme poverty. Universal, non-means tested programs are limited to the public health and education systems. Overall, migrants face several obstacles to access social protection benefits. Gaining the right to work legally is mostly reserved for white-collar and highly educated immigrants, excluding impoverished immigrants. Paired to the inability to access labour-related benefits and government programs for the so-called poor, immigrants lack the safety nets provided by extended family and a community setting. Nationals residing abroad have restricted access to social benefits, having access only to the contributory pension system on a voluntary basis. This chapter discusses the social protection system in Ecuador and focuses on eligibility criteria to show the extent of migrants’ access to the social benefits.

The development of pension provision in Britain since January 1909, when the first public old-age pension was paid, should be celebrated as one of the greatest achievements of collective action in the twentieth century. This chapter examines what has and has not changed in terms of demographic and economic knowledge of pension systems. It then considers the causes and consequences of this delusional consensus and offers some suggestions about how a more responsible set of political and popular attitudes to pensions might be created, beginning with a fundamental reform to the state pension system. The rationale advanced by the Pensions Commission for maintaining much of the complexity of the current state system is the cost and disruption that would be entailed by radical change. This chapter discusses the political economy of pension reform in Britain, focusing on the link between demography and pensions as well as between pensions and economics.

Understanding the politics of post-war British pensions in its broadest sense is imperative if we are to understand the nature of the pensions crisis that Britain faces, and essential too if we are to devise effective solutions to address that crisis. This chapter examines the development of Britain's overall system of pensions since the Beveridge Report. After discussing the current crisis of complexity in British pensions, it surveys recent work on path dependence in pensions and then analyses developments in British pensions after the publication of the Beveridge Report in 1942. The Pensions Commission, appointed by the government to review British pensions and to make recommendations on future policy, rightly decided that it must necessarily examine Britain's overall system of pensions provision, not just the crisis in voluntary pensions provision. The phenomenon of sub-system contractual lock-in lay behind the initial post-war shift to, and the subsequent rapid development of, occupational pensions in Britain. This chapter also discusses the Beveridge settlement, the growth of occupational pensions in the 1950s, and the adoption of a state graduated pension.

Abstract:
Occupational pensions are today a major ‘second tier’ in Anglo-Saxon retirement income systems, providing benefits to a significant portion of the elderly population atop the basic ‘first tier’ benefits provided by the state. In the United States, for example, employer plans provide one-fifth of the income of the elderly — one-quarter if earnings from work are excluded — half the amount provided by public plans. By the end of the 1930s, employer pension plans had become standard in governments and mature big businesses throughout the industrial world. They had become critical tools for strengthening, then severing, relationships with workers. Britain took a different tack to strengthening employer plans. It primarily leveraged the contracting-out provisions in the State Earnings-related Pension Scheme (SERPS), introduced in 1978.

Abstract:
This chapter details certain aspects of social provision for old age and, in particular, some of the issues raised by the report of the Phillips Committee. This involves consideration of five other important state documents which, in one way or another, bear on the question of standards of living for old people. All these reports exhibit in common a deep concern about future population trends. The chapter shows that it is difficult to understand why the gradual emergence in Britain of a more balanced age structure should be regarded as a ‘problem of ageing’. It argues that the present alarm is unjustified; that the demographic changes which are under way and are foreseeable have been exaggerated, and that unless saner views prevail harm may be done to the public welfare.

Abstract:
This chapter describes and details the wave of global real estate and vulture investment in distressed assets and loans, as the second wave of financialisation of residential property (housing), following the first wave of financial market and equity involvement in mortgage lending and securitisation from the late 1990s to 2008. It then defines and details a third wave of financialisation is evident in the post-2010 period as global institutional investors have increasingly invested in the private rental ‘build-to-rent’ sector. This third wave is a further development in the restructuring of the finance–real estate relationship through the increased role of large-scale corporate finance and global private equity funds (pension funds, hedge funds, wealth funds, shell funds, private equity) in the provision of rental residential property. It shows how housing and land is providing another important vehicle for investing the global ‘wall of money’ searching for higher returns in a context of reduced profitability and rising risk in the wider ‘real’ economy. It details how the Irish state’s strategy to overcome the global property and financial crash of 2008 and achieve the recovery of financial institutions and the wider economy was based on the sale of ‘toxic’ and ‘non-performing’ loans and associated land and property, at a considerable discount, to international ‘vulture funds’ and property investors via the National Asset Management Agency (NAMA) and domestic banks. The strategy was based on a deepening of the financialisation of the Irish housing (and wider property) system.

Abstract:
Latvia was seriously hit by the economic crisis at the end of 2008. The national austerity measures introduced to combat the economic crisis were insufficient and the Republic of Latvia asked for the assistance of international donors. The International Monetary Fund, the EU, and Nordic countries lent an overall sum of €3.1 billion to the country during 2009–2011. After the reference to external aid, the Latvian government and parliament relied strongly on the argument that particular cuts and restrictions were dictated by international donors in order to defend national decisions for budget cuts. The cuts in the social security system concerned healthcare expenses and statutory social insurance allowances, including pensions. Parental allowances were also affected considerably, since, apart from the introduction of upper ceilings, the conditions of entitlement were also significantly altered. The provisions on cuts of old-age and service pensions as well as parental allowances were contested before the Constitutional Court. Based on fundamental rights and principles stemming from the Latvian Constitution, as well as on international human rights, the Constitutional Court ruled on the incompatibility of some of the measures with the Constitution.

Abstract:
The tax reliefs and related subsidies of fiscal welfare contribute significantly but virtually invisibly to maintaining and reinforcing inequality. This chapter examines their support to occupational and personal pensions, the largest area of social spending through the tax and National Insurance systems. The benefits go to less than half the working-age population and disproportionately to those paying higher rates of tax, their employers and the pensions industry. It is a major example of ‘means-enhancing’ redistribution as opposed to the means-testing of much welfare state provision. The particular and considerable value of National Insurance exemptions deserves far more attention than government or independent analysts have given it. Official statistics need to integrate fiscal with public spending and include the impact of fiscal welfare in their distributional analyses. Democratic policymaking needs to take account of it in tackling and reducing inequality across the whole society.

Abstract:
The purpose of the study is insurance in tourism in Ukraine on the example of a travel company that insures its customers when traveling. Ukraine’s transition to the market relations has dramatically changed former ways of doing business. In this perspective, organization of insurance business is becoming one of the significant factors influencing all sectors of the economy, including tourism. In modern conditions, insurance is an important and necessary tool that ensures overall economic and social stability and security, business development, effective protection against numerous risks, implementation of the state social policy in the field of tourism. Methodology. To achieve this goal, we use general and special research methods: a combination of historical and logical – in studying the stages of formation of pension insurance; theoretical generalization – in the formulation of scientific provisions, clarification of the conceptual apparatus of insurance in tourism; economic and statistical methods, statistical analysis, determination of factors of its development, research of foreign experience of insurance functioning in tourism abroad; comparison – when comparing the actual indicators of insurance in tourism; systemic and complex approaches – developed and substantiated proposals for the feasibility of developing an insurance system in the tourism industry. Results. According to the results of the study, it is necessary to pay deep attention to the analysis of tourist insurance when traveling abroad in the current environment. Practical consequences. Currently, the insurance system in Ukraine is being reformed. Value / originality.Some insurance companies do not define an accident, but list the events that are considered as the accident. This significantly reduces possibilities of real insurance coverage. Passengers of regular flights are mostly insured against accidents during their journey – the insurance fee is included in the ticket price.

Abstract:
This chapter analyzes Article 1-1, which is a key-provision of the American Convention on Human Rights (ACHR). It provides the main set of obligations borne by the States parties, that is, obligations to respect and to ensure, and defines the rights holders of the ACHR as all persons under the jurisdiction of the States Parties. The same provision further outlines the general principle of non-discrimination to be respected when the States Parties fulfill their general obligations to respect and ensure all the rights of the ACHR. That provision alone sets out the fundamental philosophical and legal conception of the inter-American system. It irradiates and determines the whole Convention; the enjoyment and exercise of the rights and freedoms enshrined in the treaty have a universal scope and shall be recognized in favor of all persons, regardless of their nationality and citizenship or any other conditions.

The provision for learners with disabilities has been part of a process and the development of an inclusive education system can be traced back to the nation’s founding document, the Constitution of the Republic of South Africa 108 of 1996. Creating an inclusive education environment is about celebrating diversity among learners and creating a welcoming culture where all learners are valued and made to feel that they belong. Inclusivity is about recognising that no two children are alike, and all children can learn. Most children with barriers to learning are accommodated in ordinary schools.
