The author of the article proposes the concept of creating an operational theory of law, which is based on linguistic and legal analysis of data, i.e. complete sets of legal documents. By theory in this sense, we mean a conceptual structure that explicates data. It is clear from the studies to date that the normative concepts of classical theory of law cannot be operationalized.
