Utility viability is a significant issue for utilities in the water sector where service providers are expected to operate utilities in a way that ensures clean drinking water, adequate sanitation, consistent reliable service, and long-term sustainability, while also charging affordable rates and implementing efficient processes that conserve limited water resources. In this paper, we develop a quantitative viability index using multiple data sets for water utilities in North Carolina: socioeconomic, demographic, technical managerial financial (TMF), and climatic dimensions. A key issue facing U.S. water utilities is that while costs are generally fixed and increasing over time, the revenue is typically variable and has generally been decreasing/dampening over time, making it harder to maintain fiscal sustainability. Based on a comprehensive review of the relevant literature, we highlight the major factors that can potentially impact the fiscal sustainability of a water utility from an economic perspective. Furthermore, using numerical examples and data from North Carolina, we critically examine which of these factors actually contribute to the fiscal unsustainabi

We examine the willingness and ability of water utility leaders to implement WSPs in the US state of North Carolina. Abstract.-This paper presents a case study of a collaborative, watershed approach among hydroelectric utilities and natural resource agencies to restore diadromous fish stocks in the Santee River basin, a large Atlantic coast river. The basin once supported large populations of diadromous fish prior to the era of dam construction. A series of hydroelectric dams now block fish spawning migrations from the majority of the Santee River basin. The chapter then details the change in interpretation of both the assassination and North Carolina’s Reconstruction experience that came with a wave of revisionist historians in the 1960s. Attempts to regulate such discounts have been unable to stop such miscarriages of justice in part because of charge bargaining. The second part of the chapter examines how Criminal Cases Review Commissions (CCRCs) in England and Wales, Scotland, and New Zealand have exercised their jurisdiction to refer sentences back to appeal courts.
