Abstract:
In the present study we dedicate ourselves to make an analysis of the Law of Essential Public Services, giving a special focus to the mechanisms of protection of the user of such services. If it is true that, on the one hand, it has not been doctrinally peaceful to qualify contracts for the provision of essential public services as public or private law agreements, on the other, and consequently, the question of where to bring legal action arising from disputes that oppose the provider and the user, therefore, we will try to answer that question. Having made a general analysis of the user protection mechanisms, we focus on issues related to the suspension of the service for non-payment, establishing a parallel between the regimes of the Essential Public Services Law and the Electronic Communications Law. Finally, we will address the issue of prescription and lapse periods related to the right to receive the price of the service provided. At this point we will try to give an adequate answer regarding which prescription period to resort whenever the service is provided by a local authority (8 years or 6 months).

L’arrivée en nombre d’étudiants en situation de handicap interroge l’université dans son fonctionnement et son organisation. Pour favoriser leur réussite, certains services sont mis en place. Nous étudions l’un d’entre eux concernant l’accessibilité aux contenus des cours, plus précisément la prise de notes. Notre recherche s’appuie sur l’analyse qualitative de vingt entretiens réalisés dans une université française auprès d’étudiants « preneurs de notes » et d’étudiants en situation de handicap qui ont fait appel à ce service. Nos résultats mettent en évidence les déterminants de l’activité « prise de notes » et la diversité des situations. En référence au concept de « genèse instrumentale » (Rabardel, 1995, 2005), nous examinons les facteurs permettant de faire de la prise de notes un véritable instrument d’apprentissage. Ils nous conduisent à la nécessité d’envisager la prise de notes dans la construction d’une relation entre le preneur de notes et son destinataire, de même qu’à la notion d’accompagnement. Nous tirons de notre travail quelques perspectives pour dégager des enseignements utiles pour optimiser l’efficacité du service « prise de notes », puis, plus généralement, pour interroger les pratiques inclusives.

Aims and MethodVery little research has been undertaken to characterise the service user groups served by the voluntary sector mental health services in Britain. In view of the high reported cases of dissatisfaction with the statutory mental health services in the population of Caribbean origin in Britain, we sought to compare the male service users attending a voluntary sector service in Brixton, South London with those attending a service run by the mental health hospital for that catchment area. The service users and their case workers were interviewed and their case notes reviewed to obtain demographic information such as employment and forensic history and contact with other services. They were also assessed using the Global Assessment of Functioning (GAF) and the Camberwell Assessment of Need (CAN).ResultsThe service users attending the voluntary sector were significantly more disadvantaged in the areas of unemployment and contact with other health services particularly general practitioners. They had significantly lower scores on the GAF and had more unmet needs on the CAN, including numeracy and literacy skills. Both patient groups, however, reported problems with intimate relationships.Clinical ImplicationsService users attending voluntary sector services are likely to be more socially and materially deprived than their counterparts attending statutory services and specific strategies are required to assist these organisations in meeting the many needs of the service users.

The sample consisted of 15 service users; 11(73%) male and 4(27%) female.Most individuals where of white British/Irish ethnicity, (14, 93%).Most (14, 93%) patients primary clinical psychiatric diagnosis based on the ICD10 category was F20–F29.Six (40%) individuals in the sample smoked, of which two (33%) were offered help with smoking cessation. There was evidence of diabetes in three case notes. In one (33%) case note it was Mental Health services that uncovered the diabetes. One service users file had evidence of a known diagnosis of Hypertension. This was not discovered by Mental Health services. Three service users had evidence of a disturbed lipid profile. In two (66%) of these notes it was Mental Health services that discovered the disturbed lipid profile.Lifestyle management pack: guidance and resources for staff and service users around diet, exercise, smoking cessation and other health lifestyle issues. Physical health check reminder cards: A patient-held card to record the results of physical health checks and due dates for new appointments.

Purpose The purpose of this paper is to investigate how the complexity of the service offering (service complexity) affects the uncertainty during service operations in engineering services. Specifically, the authors compare the existence of organisational, relational, environmental and technological uncertainty in maintenance services and performance-based services. Design/methodology/approach The authors present insights from four cases – two each for maintenance services and performance-based services. The in-depth data were based on 56 semi-structured interviews, multiple site visits, meeting notes, service contracts and other secondary data. Findings The case findings indicate that organisational and relational uncertainty were not linked to service complexity, while observations of environmental and technological uncertainty were higher and more varied for performance-based services. Based on these findings, the authors formulate four propositions regarding the relationship between service complexity and uncertainty in service operations. Originality/value This research contributes to the OM literature by suggesting that external sources of uncertainty increase with increasing service complexity, while internal sources of uncertainty remain unchanged.

Research states that reflection is the foundation for improved teaching (Dewey, 1933). As a result, educators have used many methods to facilitate teacher reflections. Some of these methods include keeping reflective journals, conducting peer teaching sessions, providing written feedback, giving lesson critiques, conducting action research projects, and using reflective conferences (Cook, Young & Evenson, 2001). As video has become more accessible, educators have also become interested in using video analysis tools to facilitate teacher reflections. However, very little has been published on how the use of video analysis tools influences teacher reflections. If reflection is the foundation for improved teaching, it is important for educators and researchers to understand how the use of these tools impacts teacher reflections. Therefore, the focus of this study was to understand the experience of a supervisor and student teacher as they used a video analysis tool to reflect on teaching. The researcher included thick descriptions of participants' experiences, so researchers and educators interested in using video analysis tools to facilitate reflection will be able to transfer the findings to their individual circumstances. This study compared a student teacher's experience reflecting with a video analysis tool to her experience participating in her department's traditional reflection method, which was a post-lesson conference with her supervisor. The researcher investigated how these reflection methods influenced the student teacher's ability to collect data about her teaching, make judgments about her teaching, design intervention plans for future teaching situations, and evaluate her intervention plans. The participants indicated that both video analysis and the traditional reflection method were beneficial for reflection. Although both methods were beneficial, the student teacher felt that using video analysis to reflect was more useful than the department's traditional reflection method for helping her understand the changes she wanted to make in her teaching. The student teacher felt that video analysis was more useful than the traditional reflection method because it allowed her to notice things that she did not remember or attend to during her lesson, it helped her focus her reflections on specific aspects of her teaching, and the video clips provided evidence to support her discussions with her supervisor.

Abstract:
Latency is becoming a significant factor in many Internet applications such as P2P sharing and online gaming. Coupled with the fact that an increasing number of people are using online services for backup and replication purposes and it is clear that congestion increases exponentially on the network. One of the ways in which the latency problem can be solved is to remove core network congestion or to limit it in such a way that it does not pose a problem. In South Africa, Telkom rolled out MSAN cabinets as part of their Fibre-to-the-curb (FTTC) upgrades. This created an unique opportunity to provide new services, like BaRaaS, by implementing micro data centres within the MSAN to reduce congestion on the core network. It is important to have background knowledge on what exactly latency is and what causes it on a network. It is also essential to have an understanding of how congestion (and thus latency) can be avoided on a network. The background literature covered helps to determine which tools are available to do this, as well as to highlight any possible gaps that exist for new congestion control mechanisms. A simulation study was performed to determine whether implementing micro data centres inside the MSAN will in fact reduce latency. Simulations must be done as realistically as possible to ensure that the results can be correlated to a real-world problem. Two different simulations were performed to model the behaviour of the network when backup and replication data is sent to the Internet and when it is sent to a local MSAN. In both models the core network throughput as well as the Round Trip Times (RTTs) from the client to the Internet and the MSAN cabinets, were recorded. The RTT results were then used to determine whether latency had been reduced. Once it was established that micro data centres will indeed help in reducing congestion and latency on the network, the design of a storage server, for inclusion inside the MSAN cabinet, was done. A cost benefit analysis was also performed to ensure that the project will be financially viable in the long term. The cost analysis took into account all the costs associated with the project and then expanded them over a certain period of time to determine initial expenses. Extra information was then taken into consideration to determine the possible income per year as well as extra expenditure. It was found that the inclusion of a micro data centre reduces latency on the core network due to the removal of large backup data traffic from the core network, which reduces congestion and improves latency. From the Cost Benefit Analysis (CBA) it was found that the BaRaaS service is viable from a subscription point of view. Finally, the relevant conclusions with regard to the effects of data centres in MSAN cabinets on latency and services were drawn.

Objectives: To assess student perceptions of a student-initiated note-taking service (NTS) upon implementation of a NTS in the first professional year of the Doctor of Pharmacy curriculum in a college of pharmacy. Method: A survey instrument assessing perceptions of a NTS was developed and administered to first professional year students (N = 75, 92.6% response rate) prior to the conclusion of the first semester in which the student-initiated service was implemented. Topics addressed in the survey instrument included: service quality, perceived impact on course attendance, grades and student-faculty interaction, willingness to pay for services, and percent of time devoted to study materials, including NTS notes. Non-parametric tests were employed to examine student perceptions across demographic characteristics. Results: 41% of respondents indicated they use the NTS. Approximately 38% of respondents perceived the NTS would increase learning and positively influence grades. Overall, the students were divided in their perceptions with large percentages agreeing and disagreeing with a majority of instrument items. Males were more likely to use the service in P2 and P3 years (p = 0.002), more willing to pay for the service (p = 0.013), and less likely to take their own notes (p = 0.002). Students who used the service estimated lower semester GPAs than those who did not (p = 0.025). Implications: This exploratory study indicated significant variation in student perceptions regarding the NTS. Future research is warranted to better understand both positive and negative aspects of service implementation, particularly as they relate to student learning.

The number of users adopting cellular system technologies over the past years has been enormous. This rapid adoption is not comparable in any other technology. Additionally, this has meant that these users have (at least some of the time) the possibility of connectivity to others and to remote services (advanced data and voice services, such as video conferences, mobile TV, navigation, and location services). Increasingly there is no longer a clear boundary between the wide area cellular network and Internet services, as the wide area cellular network is evolving from circuit switched based technologies to an IP based system; hence these wide area cellular systems are simply becoming part of the Internet. This evolution has become a challenge for the telecommunication operators, who have been used to completely controlling their network services and billing. In an attempt to maintain this traditional role for telecommunication operators, telecommunication vendors have introduced the IP Multimedia Subsystem (IMS). A system designed to enable telecommunication operators to be able to bill the user for all of the different services accessed through the wide area cellular network. The goal of such a system is to prevent the telecommunication operators from becoming a "bit pipe" (i.e., simply providing "commodity priced" connectivity). Another relevant change that has direct impact upon this project is the role of mobile handsets as gateways between sensor networks and other networks (especially the wide area cellular networks or Internet). This has lead to integrated solutions, such as the smart house concept, mobile health monitoring, and others. This thesis project is a collaboration between Ericsson Research and SUUNTO, in which we have implemented a system for monitoring a user’s heart rate via IMS. The system (has a special focus on sports activities, but it could easily be adapted for health care) is based on internetworking sensor networks, specifically a heart rate belt that transmits data wirelessly, with the IMS network through a mobile phone or a PC. The implemented service runs on top of the SIP Presence service. This project examines two alternatives. The first is a mobile scenario, in which a person is jogging outdoors, in this setting the sensor node communicates via the person’s mobile phone, through the IMS network to a monitoring application. The second scenario is more fixed; such as a gym environment, where the sensor node communicates with a personal computer which in turn publishes the data via IMS. Once the data has been published to the Presence and group management sever, an application server subscribed to the athlete’s Presence service will be notified. The people interested in viewing this data will be able to see it through any web-browser. It will even be possible to archive, and download the data for later use by other applications. The system is not optimized yet for a truly real-time communication, as the Presence service does not offer this as other technologies (RTP, SRTP or XMPP) do. There is a big delay difference between the mobile and the fixed solution. We can say that the fixed solution is almost a real-time system for transmitting low frequency data as heart rate information. This project is a first approach to a final high performance system.

Denna examensarbetes projekt är ett samarbete mellan Ericsson Research och Suunto, där vi har implementerat ett system för övervakning av en användares hjärtslag genom IMS. Systemet (har en särskild inriktning på sport, men det kan lätt anpassas för hälso-och sjukvård) är baserad på Internetworking sensornätverk, särskilt en hjärtfrekvens bälte som överför data trådlöst till en mobiltelefon eller en dator, som sedan skickar ut datan via IMS-nätverket. Tjänsten genomförs ovan på SIP Presence service. Projektet undersöker två alternativ. Den första är en mobil scenario; exempelvis där en person joggar utomhus, vid ett sådant tillfälle kommunicerar sensorn noden genom personens mobiltelefon, via IMS-nätverk med en övervaknings application. Det andra scenariot är mer statiskt och ger inte samma rörlighet, denna lösning passar bättre in på gym activiteter eller liknande. I denna implementering kommunicerar sensorn noden med en persondator som i sin tur publicerar uppgifterna via IMS. När uppgifterna har publicerats hos Presence and group management (PGM) servern. En applikations server som är uppskriven på att få friidrottarens närvaro tjänst kommer att meddelas. De människor som intresserade av att se denna data kommer att kunna göra det via någon webbläsare. Det kommer även att vara möjligt att arkivera och hämta datan för senare en användning men andra tillämpningar. Systemet är inte optimerad ännu för en verkligt realtid, eftersom Presence service inte erbjuder detta ännu som andra tekniker (RTP, SRTP eller XMPP) gör. Det finns en stor fördröjning skillnad mellan den mobila och fasta lösningen. Vi kan säga att den fasta lösningen är nästan ett realtids-system för överföring av lågfrekventa uppgifter som hjärtslag information. Detta projekt är en första strategi för en slutlig högpresterande system.

In this report, the main Income Tax aspects related to the concessions of public infrastructure and of public services regulated by Supreme Decrete N° 059-96-PCM are analyzed. Hence, the applicable rules for investments made by the concessionaires and the treatment of self- sustained and co-financed concessions will be examined. To conclude this report, legislative changes that, in opinion of the authors would help provide greater security to the current regime on benefit of the Peruvian State and the investors, are suggested.
En este artículo se analiza el tratamiento para fines del Impuesto a la Renta de las concesiones de obras públicas de infraestructura y de servicios públicos regulados por el Decreto Supremo N° 059-96-PCM, que rige la entrega de las referidas concesiones. Así, se examina el régimen aplicable a las inversiones realizadas por los concesionarios, el tratamiento de las concesiones auto-sostenibles y las concesiones cofinanciadas. Para culminar este artículo, se proponen cambios legislativos que, en opinión de los autores, ayudarían a dotar de mayor seguridad al régimen actual en beneficio del Estado peruano y de los inversionistas.

Abstract:
The purpose of this study was to discover the impact of counselors' note-taking on their interview recall, clinical judgment, and general judgment of clients. The notes taken by the subjects were analyzed to discover the role that notes play in the counseling process. Thirteen master's students in the Rehabilitation Counseling program were recruited as participants. The results indicate that counselors' note-taking does not enhance their ability to recall but reviewing complete notes does. In addition, counselors' capability of clinical judgment is not different whether they take notes and review, take notes but do not review, do not take notes, or review complete notes. There is no evidence showing that note-taking helps or impedes counselors from making accurate clinical judgment. The qualitative analysis of the notes indicates that subjects do not take notes with observable organization and enough content. Thus, the result suggests that counselors do not spend much cognitive effort on taking notes and do not utilize note-taking as a strategy to manage information. Moreover, when subjects refrain from taking notes, they can perform on recall and clinical judgment as well as when they take notes in the session and when they review complete notes. Thus, it is suggested that novice counselors would be better off not taking notes if they cannot take complete notes. However, there is also some evidence suggesting that counselors may perceive the client differently when they do not take notes in the session. The results suggest that counselor educators can develop strategies for counselors-in-training to create complete notes. Future research can recruit experienced counselors as participants for comparison.

An interpretive, qualitative approach and narrative strategy with purposive sampling was used. The tutor narrative accounts of tutoring the Research and Service-Learning module in Biological Science Education were compiled from a reflective diary, coordinator - tutor discussions and tutor notes. The qualitative data were analysed using descriptive content analysis. The tutor’s self-confidence, language competence, understanding and application of research and Service-Learning and engagements with students were greatly improved. The first installation of Grade 2 titanium condenser tubing in a US powerplant occurred in the fall of 1971 as a partial retube of the then, PG&E Moss Landing Unit No. 7 generating station. At the time of this partial retube, “Mighty Moss” was the largest fossil powerplant in the USA generating 750 MWe. Conversely, the first complete titanium-tubed surface condenser installation occurred in 1972 at the 490 MWe ConEdison - Arthur Kill Unit #3. Following comparative testing of competing tube materials, a partial titanium retube, followed by a complete replacement of the remaining aluminum bronze (C608800) tubes, eliminated severe corrosion problems after only 17 months of operation. Thirty years later, both the Moss Landing Unit No. 7 (Duke Energy) and Arthur Kill Unit #3 (an NRG holding) remain fully operational units and a growing fleet of nearly 300 new, modularized and retubed titanium surface condensers have been installed worldwide. These units have provided powerplant operators with three decades of corrosion-free operation — indeed a new industry hallmark of availability and capability. Citing the outstanding performance of titanium over the past 30 years as historical precedent, this paper will provide a brief overview of prior art, investigate new and relevant data, highlight recent process improvements, predict future applications and of course, identify the inevitable cautionary notes.

Pipeline dents are common occurrences that have a potential integrity threat to the system. Dents are typically found through in-line inspections, and historically, low-resolution in-line inspection geometry tools were used to find the locations of dents. These tools gave little information about shape, orientation or other dent features. Newer ‘high-resolution’ tools give a much clearer picture of the dent shape, location, orientation and location of welds. This information has been previously unavailable and has enabled dent integrity assessment with much greater accuracy and confidence. However this still leaves the question of how to best address the information from older, low-resolution inspection tools. In the past, CSA Z662 required that all dents with a deflection greater than 6% or that contained stress concentrators, including welds, had to be repaired. In the newly published 2003 edition of CSA Z662, dents can be assessed by an engineering assessment to determine their acceptability. Historical evidence has shown that dents less than 6% can also be subject to failure under certain conditions, and is indicated in the notes of CSA Z662-03 10.8.2.4.2. Dents that contain stress concentrators, including corrosion, welds and cracks must be given special consideration, however often little information is available for the dent from solely a geometry tool. TransCanada PipeLines Limited has been involved in the development of a dent assessment methodology for several years. Based on the 2003 revisions to CSA Z662, TransCanada has started to implement a dent integrity management program. This paper discusses the approach taken by TransCanada: to create a database of dent features, classification of dents, finite element analysis (FEA) to determine cyclic stress spectra, fatigue analysis, validation through dig programs, and the management of these features from a system integrity standpoint.

In a service-oriented networked manufacturing (SONM) environment, geographically distributed manufacturing resources are encapsulated as various manufacturing services. These manufacturing services release via the Internet and can provide services on the demand of manufacturing tasks. Usually one manufacturing task needs several different services belonged to different organizers to work together. Hence, effective cooperation among services is the foundation of the efficient operation of SONM. In this paper, a bipartite network model is presented to describe the relationship of two different kinds of nodes in SONM, and also is projected as a weighed network for further exploring the behaviors of service nodes. Furthermore, an agent-based model is built for modeling the interactive behaviors of service nodes in a cooperative network and an agent-based simulating system is developed with Repast. The simulation results show that the emergence of cooperative behaviors among service nodes is related to both the cost of cooperation and initial trust of services in the SONM environment.

STEM education has increasingly drawn attention internationally in recent years. In Malaysia, efforts to encourage students to take up STEM subjects have risen, but student enrolments in almost every STEM subject area have continued to fall over the last decade. The situation is even more challenging in Sabah, an East Malaysian state where 72 percent of its schools are located in rural areas with basic utilities and limited infrastructures. Therefore, a STEM Mentor-Mentee outreach program through university-school partnership was developed to address the gap in STEM education attainment. The program targeted tenth graders (aged 16 years) from rural secondary schools to help them learn STEM by relating it explicitly to their local environment. STEM activities were guided by the engineering design process while harnessing their 21st century skills. Mentors consisting of in-service and pre-service teachers who provided guidance, support and assistance to mentees. Data were captured through mentees’ responses to open-ended questions, mentors’ field notes, focus group observation and interviews. A total of 732 students, 342 in-service and 99 pre-service teachers were involved in the programs from 2015 to 2019. Findings suggest that the program was able to develop creativity, problem solving, critical thinking and teamwork skills among rural secondary school students. Recent coronavirus lockdowns have had a significant impact on how students study. As states shut down schools, millions of students are now required to study at home with pre-recorded videos. This, however, proves challenging, as teachers have no way of knowing whether or not students are paying attention to the videos, and students may be easily distracted from important parts of the videos. Currently, there is virtually no research and development of applications revolving specifically around the subject of effectively taking digital notes from videos. This paper introduces the web application we developed for streamlined, video-focused auto-schematic note-taking. We applied our application to school-related video lectures and conducted a qualitative evaluation of the approach. The results show that the tools increase productivity when taking notes from a video, and are more effective and informational than conventional paper notes.

Abstract:
We consider the problem of minimizing the the delay of jobs moving through a directed graph of service nodes. In this problem, each node may have several links and is constrained to serve one link at a time. As jobs move through the network, they can pass through a node only after they have been serviced by that node. The objective is to minimize the delay jobs incur sitting on queues waiting to be serviced. Two popular approaches to this problem are backpressure algorithm and schedule-driven control. In this paper, we present a hybrid approach of those two methods that incorporates the stability of queuing theory into the schedule-driven control. We then demonstrate how this hybrid method outperforms the other two in a real-time traffic signal control problem, where the nodes are traffic lights, the links are roads, and the jobs are vehicles. We show through simulations that, in scenarios with heavy congestion, the hybrid method results in 50% and 15% reductions in delay over schedule-driven control and backpressure respectively. A theoretical analysis also justifies our results.

The COVID-19 pandemic has had a tremendous negative impact on economies of most countries around the world. COVID-19 has disrupted the ability of health systems to deliver on essential health services and has also exposed pre-existing vulnerabilities and inequities in public health systems. According to a key informant survey conducted by WHO, over one year into the COVID-19 pandemic, there still exist substantial disruptions to essential health services. This rapid review examines evidence on successful interventions that could enable adaptive approaches to help manage and respond future pandemics and mitigate the risk of collapse of the public health systems. Countries must use the opportunity provided by the deployment of COVID-19 vaccines to strengthen health services and health systems and find long-lasting solutions for similar future challenges. The review notes that there still exist gaps in preparedness and response to the Covid-19 pandemic. New variants of concern threaten the effectiveness of existing COVID-19 vaccines, vaccine hesitancy slowing rollout, including in Africa, and interrupted and limited supply of COVID-19 tools. More funding is required though to scale up adaptive measures which are working, accelerating new approaches and innovations to improve service delivery. This review also highlights briefly the plight of marginalised social groups, people living with disabilities, women and children during the pandemic. According to estimates by Global Fund, Gavi, Global Financing Facility, access to life-saving health interventions for women, children and adolescents in 36 of the world’s poorest countries has dropped by as much as 25% due to COVID-19. Countries must build on the momentum of health innovations during the COVID-19 crisis to build more resilient health systems that can withstand disruptions by future pandemics.

This study attempted to examine user perspectives regarding the desirability of the diaphragm as a contraceptive method when included among other methods distributed freely through a family planning (FP) clinic. It sought to introduce on an experimental basis, the diaphragm into an ongoing and well-established FP clinic to increase contraceptive choice. This was primarily a qualitative study aimed at understanding women's perceptions about the risks and benefits, the reasons for use of the diaphragm, and the practical difficulties of using it effectively. It also studied the influence of service delivery factors in acceptance of this method. The study was part of a larger project of the Gender, Reproductive Health, and Population Policies research program. Information dissemination on diaphragms and other contraceptive methods was part of a comprehensive community outreach program on reproductive health education. Based on the information provided and use of the diaphragm over a month women perceived the key advantages to be the absence of side effects and the facility of need-based use. In addition, as this report notes, the diaphragm answered the needs of women who wished to space as well those who wished to limit the number of children.

Quality of services is playing an increasingly important role in many family planning (FP) programs. In 1995, a national Situation Analysis Study of 254 health facilities was conducted in Kenya to assess the status and quality of FP services in the country. An in-depth survey of a subsample of 28 health facilities was conducted the following year. From these facilities, 1,834 women were interviewed about their experiences with services at facilities when they sought antenatal, child health, and FP services. The goal of the survey was to examine the links between quality of care in FP services and contraceptive behavior. A key focus was directed at information and counseling as elements of service quality. Further, the subject of quality was explored in the context of how women switched facilities for the same and different services of antenatal care, child health, and FP. As noted in this report, this study highlights the gap that exists in the provision of quality reproductive health services. Despite the call for client-centered services, there is evidence that a wide gap still remains in providing relevant information to clients.

Abstract:
This review is largely based on grey literature, in particular policy documents and reports by international development organizations. While there was substantial literature on approaches and principles to GBV documentation, there was less on remote service delivery such as helplines – much of this only in the wake of the COVID-19 pandemic. In addition, very little was found on actual examples of GBV documentation in developing contexts. By definition, gender featured strongly in the available literature; the particular needs of persons with disabilities were also addressed in discussions of overall GBV responses, but far less in GBV documentation. GBV documentation refers to the recording of data on individual GBV incidents in order to provide/refer survivors with/to appropriate support, and the collection of data of GBV incidents for analysis and to improve GBV responses. The literature notes that there are significant risks associated with GBV documentation, in relation to data protection. Failure to ensure information security can expose survivors, in particular, to harm, e.g. reprisal attacks by perpetrators, stigma, and ostracism by their families/ communities. This means that GBV documentation must be carried out with great care. A number of principles should always be applied when documenting GBV cases in order to protect survivors and prevent potential negative effects: do no harm, survivor-centered approach, survivor autonomy, informed consent, non-discrimination, confidentiality, and data protection (information security).

Abstract:
This policy note outlines core findings from a case study of the experiences of approximately 200 Rwandans as they left prison or community service camp and returned to their communities. Specifically, it relies upon interviews with each of these individuals before, 6 months after, and again 1 year after their release—as well as interviews with over 100 community members. Although reentry and reintegration are multifaceted processes, this policy note focuses on identity, rituals, and narratives with an emphasis on initial reentry, which sets the stage for broader reintegration. In doing so, the note highlights insights that are relevant to reentry and reintegration following not only genocide but also mass violence, war, insurgency, violent extremism, and other forms of political violence. It simultaneously recognizes, however, that the case of Rwanda has exceptional elements and addresses these elements throughout.

Abstract:
This technical note documents the Continuous Payroll Audit Initiative within Brazils Court of Accounts (Tribunal de Contas da Unio, or TCU), presents its lessons learned, and makes recommendations that could improve its results. This initiative uses digital tools such as data analytics to proactively identify and address incorrect and/or illicit payments in the federal civil service and pension payroll. As of 2021, the initiative had led to savings close to $R 2 billion (US$515 million). The study demonstrates that a small team using the right technology can be very effective in rooting out irregularities in a complex system. However, technological innovation is not sufficient to address these issues. Broader systemic reforms in information collection and compliance are required for the system to fully achieve its goals. Given these results, this case could serve as reference for other supreme audit institutions around the world that are seeking to combat fraud and corruption.

In this note, we leverage data from a nationwide survey conducted in 2019 in Ethiopia to shed light on what Ward Education Officers do, their understanding of their own role, and the constraints they face in executing their responsibilities. We interviewed 397 WEOs responsible for primary schools across 23 districts and six regions of Tanzania as part of a baseline survey conducted between February and May 2019. This note contributes to a growing literature on the activities, self-perceptions, and motivation of public sector officials in charge of “last mile” service delivery. For example, Aiyar and Bhattacharya (2016) use time-use diaries, in-depth interviews, and quantitative data to understand the views, attitudes, and activities of sub-district education sector officials, called block education officers, in India.
