Abstract: The notion of the ‘average consumer’ is a vital concept in EU consumer law. It functions as an anchor point for the standards of protection that can be justified under the free movements regulation, and also sets the standard for the level of protection pursued by harmonising legislation. It is surprising, therefore, that little attention is paid to this concept in the creation of new EU consumer legislation. This paper considers whether the review of the consumer acquis, in particular the proposal for a Consumer Rights Directive, should open the way for aligning the ‘average consume

Abstract In periodic homogenization problems, one considers a sequence ( u η ) η {(u^{\eta})_{\eta}} of solutions to periodic problems and derives a homogenized equation for an effective quantity u ^ {\hat{u}} . In many applications, u ^ {\hat{u}} is the weak limit of ( u η ) η {(u^{\eta})_{\eta}} , but in some applications u ^ {\hat{u}} must be defined differently. In the homogenization of Maxwell’s equations in periodic media, the effective magnetic field is given by the geometric average of the two-scale limit. The Collatz (or 3m+1) problem is examined in terms of a free semigroup on which suitable diophantine and rational functions are defined. The elements of the semigroup, called T-words, comprise the information about the Collatz operations which relate an odd start number to an odd end number, the group operation being the concatenation of T-words. This view puts the concept of encoding vectors, first introduced in 1976 by Terras, in the proper mathematical context. A method is described which allows to determine a one-parameter family of start numbers compatible with any given T-word. The resul

Rényi entropy was originally introduced in the field of information theory as a parametric relaxation of Shannon (in physics, Boltzmann–Gibbs) entropy. However, as we will show, modifications to the theory of statistical mechanics are needless to see how Rényi entropy automatically arises as the average rate of change of free energy over an ensemble at different temperatures. Cognitive science research on the ways people ordinarily make sense of the world suggests that, instead of using a purely statistical notion of the average, people tend to use a value-laden notion of the normal. Abstract:
Evidence about the effectiveness of entrepreneurship public programs in Latin America on beneficiary startups across the region has shown average positive impacts on survival rates, attraction of investments, sales, profits, hiring, wages paid, taxes paid, etc. Yet, for those beneficiaries whose startups fail to succeed under these metrics (either due to failure to launch or failure to survive and grow), there is a commonly accepted notion that such a failure brings in social value as the likelihood of founding future successful startups should increase after learning from failure.
