Full textThe public management reforms that have been under way over the past thirty years are based on the widely held belief that the welfare state is at least partially lacking in efficiency, both in its so-called bureaucratic organization and in its actions, which are considered to be unsuited to the user’s needs. Regularly disputed in its objectives, its methods but also in its results, the Civil Service is since subjected to a “crisis of legitimacy” which makes necessary an overall modernization of its organization and its way of operating. The recent introduction of PRP (Performance-Related Pay) in the public service hospital reflects the wish to reform human resources management practices carried out until now. The aim of this thesis is to question the foundation of this individualization of remunerations which are based, on a theoretical point of view, on the principles of the New Public Management. Our approach aims to show that work design is at least as important, and perhaps more, than the introduction of PRP as a mean to manage motivation and satisfaction of hospital doctors. Beyond, we show that PRP could contradict the intrinsic determinants of motivation and job satisfaction of the hospital doctors, which are, in reality, widely affected by the characteristic of their job. We propose a research model that we then validate on a sample of 2 502 hospital doctors

Full textThe present thesis' purpose is to offer, using a constructivist approach, a new budgeting method based on a consideration of the inherent complexity of the public-secotr's professionnal bureaucies. Firstly presenting the characteristics for the internal as well as external coordination mechanisms for the type of organization, we then provide the present state of the different budgeting process models and analyze this process as a decision-making process. Precisely, this three-level analysis, instrumental, political and cognitive, allowed us to view the budgeting process as a learning process revealing and or driving interpretation against a background of internal and external politicking. This action-based research at the chrr has indeed confirmed that working on the principal players' interpretation patterns is essential to understanding the dynamics of change within this organization, and also within the public-sector's professional bureaucracies in general

Full textSince the 70’, for structural, economic and ideologic reasons, the western democracies begun a cycle of administrative reforms to provide high quality services to citizens and to reduce at the same time the financial burden of the public services for the state. Synthesis of these reformer trends, the principles of the new public management (NPM) was progressively implemented in the Canadian institution, notably with the impulsion given by Brian Mulroney’s conservative government. The NPM transformed in a radical way the values framework which founded and structured the public administration. At the same time, to overcome the destruction of the heteroregulation mode, the ethic development emerges. It is particularly relevant for the public managers who benefit a growth in their autonomy and freedom of execution. Meanwhile, this new management model increases the multiplicity of loyalties that the actors have to refer and weakened at the same time their benchmarks and guides to resolve their ethical dilemmas that they encounter in their job. In this context, the NPM is weakening the integrity of the public managers and doesn’t help to eradicate the trust issue that strike the Canadian public institution.

Full textIn a neoliberal context, where financial logic and short-term profit are dominating, we see new management approaches emerging. The ministère de la santé et des services sociaux duQuébec (MSSS) makes no exception, two management approaches are presented and implemented in order to improve efficacy and efficiency: the «lean hospital» and the «magne thospital». Due to the rise of the organisational ethic, we questioned ourselves on the place that occupy the ethical leadership in these new management approaches. The goal of this research is to verify whether a link could be established between the ethical leadership and theses management approaches in a hospital environment. Based on a transverse and quantitative quote, this study first goal is to describe the managers’ ethical leadership who adopted these new management approaches (lean hospital and magnet hospital). The second goal is to explore the relationship between the ethical leadership and the preconized management approach. Lastly, the third goal is to explore the relationship between ethical leadership and some demographics characteristics (gender, age, schooling, work experience,and language). The Ethical Leadership Questionnaire (EQL) developed by Langlois (2010),comprising four ethical dimensions, such as solicitude, justice, critic, and ethical sensitivity,has been used to collect the data. The voluntary and non-probabilistic sample is composed of40 managerial staff from Quebec’s health facilities having adopted one of the two new managerial approaches: the lean hospital (n=16) and the magnet hospital (n=24). The descriptive analysis give a portrait of the population according to the managerial approach as well as their ethical scores. Univariate analyzes of variance (ANOVA) have been used to target significant variables regarding ethical dimensions. These variables were then incorporated into our multiple regression model. Multivariate analyzes of covariance(MANCOVA) have been used in order to verify the two assumptions. Our first hypothesis(H1) is that there is a relation between the managerial approach and ethical dimensions. Our second hypothesis (H2) is that a significant difference exists between some demographic variables and ethical dimensions. Univariate analyzes of variance (ANOVA) have been used to identify the significant differences. The quantitative results made it possible to highlight the variables that are more likely to influence the deployment of ethical leadership. These variables are schooling, experience in the current occupation and language. The study highlights the importance of deepening the results using data derived from a mixed method by integrating qualitative and quantitative data.

For our study, we applied the relevant elements of the terms of reference established by certain subsidiary bodies for new public financial governance in organizations of the United Nations system, in particular those that relate to the cycle from planning to establish reports being discussed more in detail in the two parts of the thesis. This framework applies to the new public financial governance as a whole. However, for some special activities, only the results-based budgeting is practiced. Some elements of the terms of reference do not therefore apply in the context of the present thesis, however, other aspects considered important for any new public financial governance process are taken into account

Full textThis PhD-thesis is an ethnographic study of the actors of the aid system and of their interactions within the humanitarian system in Haïti between 2010 and 2016. It is also a work based on the documentary review of the more global humanitarian reform dynamics, Haïti being a test zone for these dynamics. The objective of this dissertation is to make a political sociology of crisis management in this country. My study especially shows that the emergence of many juxtaposed sectors of specialization among these actors has led to the creation of a “bureaucracy of emergency management”, which works as a parallel governing force, away from the Haitian state, and thus leads to inconsistencies in crisis management and prevention. I analyze the work done by this bureaucracy to govern the humanitarian world as an art of government. My major argument here is to show that this art of government weighs on humanitarian actors as much as on aid beneficiaries, although in differing ways

Full textFor more than ten years, the development of management control practices inpublic sector gave rise to many researches which some, focus on role that accountants play.The aim of this paper is to understand the determinants of management accountants' legitimacy in professional bureaucracies and to define how individuals, who embody this function, had survived in this unfriendly environment. From a case study at the French Atomic Energy Commission, we highlight four profiles of management accountants: the young novice, the new convert, the chameleon and the king's advisor.The results show that the legitimacy of the controllers should not be studied through his generic definition. Instead, it must be considered as a polymorphic judgment based on manifold determinants. It also allows to replace the individual at the center of the study field of the new managerial practices in public organizations

Full textThis thesis shows how local social and educational policy, deployed at the crossroad of several public sectors (educative, social, health, leisure, ...) and representative of the current trends in social intervention paths (individualisation, activation, contracting, ...) is appropriate, constructed and transformed by actors on the field, as well as in the interaction with users. From the study of the Educational Success operation in Toulouse from 2006 to 2009, this research highlights the different phases that have marked the integration and structuring of this new local social public action. From a critical reception by the local socio-educative professionals to a progressive acceptance and mobilization, our investigations show how local actors contributed to transforming the operation into a "palliative" and presentist policy in answer to the deficiencies and malfunctions of the local Socio-educative system. We then observe a "relative" adherence to this new public policy, in the sense that the reluctances expressed by the actors at the outset do not disappear, but are set aside considering the existing needs and the situations priorities. The actors are not fooled by the attempts to change the system and continue to resist them seeking to manipulate the operation. However, even if the adherence is limited, it could end by gradually opening the path to change under the influence of the a series of operation creation, including the Educational Success operation, which tend to promote a new social paradigm

Full textAccording to Standish Group (“Chronicles CHAOS” – 2004) the rate of failure of the projects in various industries varies between 61 and 92%. Why a project can fail? … The historical approach of the project management based on a normative approach showed its limits. From the questions of effectiveness of the current normative approach of the project management, we carried out a review of literature which led us to conclude that the discipline needs a handing-over on epistemological and methodological level. The routine way of the interpretation of the current normative approach tends to darken the deontology of the discipline. Thus, through our first tudy, mobilizing the “grounded theory”, we wished to exceed this instrumentalist vision. Started from an observation on the limits of the current project management, we were brought to analyze a true project (the mission of tramway of Bordeaux) and discovered the importance of the duality for a project, built on dimensions of the structural theory. The research undertaken near the mission of the tram indeed allowed us to highlight the importance of an approach based on the process of the structuring. We thus saw emerging two poles evolving jointly: the structure and the actor. Thus we could, by the means of the grounded theory approach, distinguish some theories which potentially can bring additional options in the exploration, the exploitation and the project management: the theory of conventions; the neo-institutional theory and the structuration theory. The neo-institutional theory refers mainly to the structure, the conventions’ theory refers to the actor. However, the project management represents the management of a particular structure which is subjected to the contextual constraints (time and space). Our final choice was thus made on the structuration theory which we consider as more adapted for investigating the project management with its constraining and habilitating consequences. We then focused ourselves on the applicability of the theory of the structuring in a concrete situation of the management of the project. Our objective was to propose a structuralist approach while veloping the use of an abductive reasoning. Thus we went back again on the ground (Service “Payroll” of the accounting department - University Victor Ségalen Bordeaux 2) to create (and observe) a new service in the accounting department, following the passage of the universities to the responsibilities and widened competences (RCE). This ction-research approach fell under a scientific expedition dissimulated for reasons of objectivity in which our role was that of not-declared observer. By this work, we consolidate our idea that the classical approach (normative) of the project management restricts the analysis with parameters which do not take account of the context in which the project evolves. We lean towards a management of good sense which it calls upon the concept of reflexivity of the actors as evoked by Anthony Giddens in the structuration theory. That corresponds to faculties of the actors to position in a context and to act according to their knowledge and competences, and not necessarily according to the decided objectives. In the case of the project management this becomes a crucial factor

Full textUne première partie traite de l'essor des critiques de l'administration comme justificatif des réformes actuelles ; c'est surtout un "survey" et des auteurs majeurs sont étudiés, tels que Weber, Downs, Leibenstein ou ceux du "public choice" comme Niskanen. Elle donne une approche générale des réformes de "nouvelle gestion publique" (NGP), mais aussi de la nouvelle architecture budgétaire publique en France à la lumière de la "loi organique relative aux lois de finances" (LOLF).
Une deuxième partie s'intéresse aux modélisations économiques du fonctionnement des administrations publiques, autour de la question des contrôles hiérarchiques et de celle des designs institutionnels optimaux de services administratifs interdépendants.
Une troisième partie se consacre exclusivement à l'évaluation empirique des réformes dans plusieurs domaines administratifs, notamment en faisant appel aux bases de données de l'organisation de coopération et de développement économiques (OCDE) et aux réformes françaises : décentralisation, recrutements, rémunération à la performance et "knowledge management" sont des thèmes majeurs. Enfin, ce travail met en relief les enjeux de l'administration électronique, en France mais aussi selon une approche comparée, sans omettre de considérer l'interdépendance des reformes de NGP.

Full textLike other capitalist democracies, Chile has implemented performance measurement instruments to improve the efficiency and effectiveness of public action. Under the influence of the New Public Management paradigm, the governments of the Centre-Left Coalition (1990-2010) have put in place tools from the private sector to ensure standards of objectivity, impartiality and performance in the public sector. Through the approach of government sciences and public action instrumentation and following the hypothesis put forward by Pierre Lascoumes and Patrick Le Galès questioning the neutrality of these tools, this PhD thesis work questions the political dimensions of the implementation of public management and performance measurement tools in Chile. As such, we will analyze the importance of the political context in the implementation and translation of these instruments to the Chilean reality, the challenges of their implementation, and their effects on the power and accountability relationships between the different actors who participated in their implementation. To achieve this, the research uses data from semi-directive interviews with stakeholders as secondary sources such as government speeches and official documents

Full textIn the last two decades Human Resource Management (HRM) has become one of the main concern of the French public sector. Indeed, for many years Human Resource Management was only focused on complying with the rules and headcount administration. Nowadays, due to public service evolutions, demographic challenges and organizational changes, strategic and technical evolutions, the burrowing of budgetary constraint, make Human Resources Management a strategic function. More than that in an international context of public sector modernization, based on New Public Management ideas, France wants to use a new logic in order to make the French administration more efficient. As a result the spreading of Strategic Workforce Planning is seen as an obligation in public organizations. In a context of demographic changes, resource sharing increase, decentralizations and control of public expenditures, Strategic Workforce Planning appears as an obligation to public sector executives. In the City of Lyon, we try to analyze how an administration is increasing its Human Resource Management by using Strategic Workforce Planning. Thanks to our work we want to better understand the current issues in French territorial civil service but also its evolution in terms of human resources management and production of public service. Strategic Workforce Planning in Lyon is an "hybrid" form of public HRM and private HRM : it mixes status (law and public rules) and private competencies and skills vision. This mix of practices of both private and public human resources management causes the emergence of a new model between tradition and renewal. Full textThe emergence of the logic of performance illustrates a major change in public or private human resources management strategies. The health care relation is exemplary of these evolutions. Historically, negotiations between the State and physicians exclusively focused on prices. However, since the beginning of the 90’s, public regulation is carried out through professional norms. The goal is to improve the quality of care and to control public spending (avoiding chronic diseases and encouraging the use of generic drugs). The introduction of pay-for-performance in France in 2011 is the ultimate stage in this metrological turning point defined by a numerically-based assessment of medical work. In an institutionalist viewpoint, our thesis seeks to question the relevance of this reform which aims at instituting performance.We show that this project is neither effective nor efficient. Leading to numerous perverse effects, it is implemented regardless of the patients’ interests and of the general practitioners. Contrary to what was proclaimed, this injunction for performance did not achieve the improvement of quality in medical care and the control of health expenditures. Yet, in the contemporary neoliberalism spirit, health is associated with a good as any other, surrounding which it is possible to generate competition among producers and consumers

Full textAnchored in a constructivist attitude, a theoretical foundation of public management and public organizations, this exploratory thesis in management sciences mobilizes the fields of bureaucracy and post-bureaucracy in order to decipher French public policy of exemplarity in sustainable development and to analyze its effects on public organization and public management. The desire to observe exemplary rhetoric and to understand what it can mean for a public organization leads us to question its content: "What is exemplarity for a public organization - networked": Is it a Weber bureaucracy? Is this new public management? Is it an organizational transformation that tends towards an emerging public organization? We will see that, in reality, exemplarity leads to public organizations that do not always fit into a particular paradigm. They exist in the form of "hybrid" systems whose characteristics of the different bureaucratic, post-bureaucratic paradigms overlap and describe a mix between organizational knowledge and fragmented governance that is neither that of Weberian centralization, nor that offocusing on "managerial voluntarism", at the centre of the logic of the post-bureaucratic organizational model" (De Rozario, Pesqueux, 2018)

Full textConsequently to the recent implementation of NPM-inspired reforms, cost accounting plays a key role in financing and governance of French hospitals. Calculating unit costs per hospital stay is indeed the first step in the elaboration of case-based tariffs. Moreover, unit costs are used to develop new management tools aimed at improving hospital efficiency. This study compared the current cost accounting method to an innovative activity-based one for the calculation of the unit costs of 2130 surgical procedures performed consecutively at the University Hospital of Montpellier in 2009. The results show a poor agreement between both methods. In addition, the current method fails to accurately reflect the real complexity of the management of patients in the operating room. New institutionalism suggests that the development of hospital cost accounting (a formal organizational structure) results from an isomorphic process by which health care institutions internalize the rationalized myth of unit cost calculation. In order to address the constraints and the complexity of reality, a certain degree of decoupling between the accounting and real activity occurs. Hence, cost accounting would not only be an efficiency improvement tool, but also a legitimating factor within a highly institutionalized environment. This raises the issue of the relevance of the tariffs and the management tools based on these unit costs

Full textThough Wasta, an Arabic word for “connections in the workplace”, is considered to be an integral part and an emblematic characteristic of HRM in the Middle Eastern and Jordanian public sectors alike, little is known about this intriguing and complex phenomenon. Till this day, Wasta remains a relatively obscure topic of research, insufficiently dealt with in academic papers. Therefore, this dissertation comes as an attempt to build a theoretical framework model for Wasta from the data grounded in the field, which seeks to offer a deep understanding of the factors and considerations that relate to its extent among various HRM practices in the Jordanian public sector. To do so, we illustrate the definition of the concept of Wasta and demonstrate its negative impacts on HRM and overall performance of public institutions. We also explore the realities in the Jordanian organizations in the post-public reform era. Furthermore, this dissertation aims to provide several propositions regarding the factors that determine Wasta’s extent in the public sector in Jordan. This work also offers insights for academics who are interested in HRM research in the Middle East and Jordan alike, for decision makers and HR specialists in the Middle East; as well as for global leaders who are interested in business potentials in Middle Eastern countries in general and in Jordan in particular by pointing out Wasta-related realities. In the end, through this newfound understanding, our dissertation aims to contribute to the rising understanding and the modernization of HRM principles and practices in the Middle Eastern and Jordanian contexts

Full textO setor público tem assistido a várias tentativas para avaliar o desempenho dos governos, como resultado da implementação das reformas administrativas diversas em diferentes partes do mundo. Um dos aspetos fulcrais destas reformas é o nível de qualidade dos serviços oferecidos, aspeto focado na noção de Nova Gestão Pública (abreviada NGP). Se os aspetos técnicos da NGP foram explorados, pouco tem sido feito para avaliar o seu impacto sobre as componentes mais vulneráveis da população. Este estudo explora o impacto das reformas que acompanham a NGP sobre grupos socialmente minorizados. O contexto estudado localiza-se essencialmente na Tanzânia, mas introduziu-se um elemento de comparação a realidade observada em Portugal. Usou-se essencialmente métodos qualitativos, e em particular questionários e entrevistas. Dados quantitativos foram igualmente recolhidos e analisados usando o programa Statistical Package for the Social Sciences. Os resultados revelaram que as reformas da NGP na Tanzânia e em Portugal melhoraram de forma modesta a qualidade da prestação de serviços à populações mais vulneráveis. Problemas de eficácia governativa demonstram que as melhorias são, na realidade, apenas marginais, especialmente na Tanzânia. Mais: os dados obtidos em na Tanzânia como em Portugal mostram que as reformas da NGP afetaram negativamente as minorias, entendidas como as populações mais vulneráveis nas sociedades estudadas. Na Tanzânia, os dados mostram que as comunidades pastorais e as mulheres foram prejudicadas mais do que beneficiadas pela NGP. Em Portugal, os estrangeiros residentes em Portugal foram igualmente negativamente afetados pelas reformas da NGP. Impõe-se, por isso, estudar medidas de retificação e ajustamento das reformas de NGP.
The public sector has witnessed several attempts to evaluate the performance of the Governments as a result of the implementation of the various administrative reforms in different parts of the world. These range from attempts to assess issues related to the cost of providing various services to the quality level of the services offered, included in the New Public Management (abbreviated NPM). Little has been done, however, to explore the impact of reforms in public administration on minorities, understood as the most vulnerable parts of the population. This study explores the impact of these reforms on minorities. The context of the study is essentially Tanzania, but it also used a comparative element with Portugal. It used essentially qualitative methods, and in particular questionnaires and interviews, to confirm the initial hypotheses. Although this study was primarily qualitative, quantitative data were collected and analyzed using the Statistical Package for the Social Sciences program. The results reveal that the NPM reforms in Tanzania and in Portugal have improved slightly the quality of the provision of services to the populations. However, the level of improvement is not significant for most of the population and especially the most vulnerable. Problems of corruption and Government effectiveness demonstrate that improvements are only marginal, especially in Tanzania. Finally, evidence obtained in Portugal and Tanzania shows that NPM reforms affected negatively the most vulnerable of the vulnerable populations and in particular the members of minority communities more than other sections of the society. In Portugal, migrants represent the far most affected populations, while in Tanzania the evidence gathered shows that the pastoral communities and other traditional minorities, and especially women, were suffering more than benefited by NPM. As a result, the NPM needs rectification and adjustment measures.
Le secteur public a connu plusieurs tentatives pour évaluer le rendement des gouvernements, suite de la mise en oeuvre des réformes administratives diverses dans différentes parties du monde. Celles-ci vont de la tentative d'évaluer les questions liées au coût de la fourniture de divers services, au niveau de la qualité des services offerts, toutes ce questions étant inclues dans la nouvelle gestion publique (abrégée NGP). Peu a été fait, cependant, afin d'explorer l'impact des réformes dans l'administration publique sur les minorités, entendues comme les parties les plus vulnérables de la population. L’étude se concentre sur le cas de la Tanzanie, mais introduit également un élément de comparaison avec le Portugal. Cette étude utilise essentiellement des méthodes qualitatives et en particulier le questionnaire et d'entretien, afin de confirmer les hypothèses initiales. Bien que cette étude ait été principalement qualitative, des données quantitatives ont été collectées et analysées à l'aide du programme Statistical Package for the Social Sciences. Les résultats révèlent que les réformes de la NGP en Tanzanie et au Portugal ont légèrement amélioré la qualité de la prestation de services aux populations les plus vulnérables. Toutefois, le niveau d'amélioration n'est pas significatif pour la majeure partie de la population. Les problèmes de la corruption et de l'efficacité gouvernementale démontrent que les améliorations ne sont que marginales, surtout en Tanzanie. Surtout, les résultats obtenus au Portugal et en Tanzanie montrent que les réformes de la NGP affectent négativement certaines des les populations vulnérables au sein des populations vulnérables, et en particulier les membres des communautés minoritaires plus que les autres sections de la société. Au Portugal, les migrants représentent les populations les plus touchées, tandis qu'en Tanzanie les données recueillies montrent que les communautés pastorales et autres minorités traditionnelles, et surtout les femmes dans ces groupes, sont plus des victimes que des bénéficiaires de la NGP. En conséquence, le NGP a besoin de rectifications et de mesures d'adaptation.

Full textThe starting point of this PhD research is the growing interest in the ethics of public servants since the 1990s and the widespread recognition of the work done by the Organization for economic co-operation and development on that matter. Based on archives, interviews and participatory observation, this research analyzes the circulation of the OECD’s repertoire regarding public administration ethics. The latter refers to what good conduct of public servants means and how it should be managed according to the Organization which promotes various frameworks, standards, and instruments in this regard. The dissertation falls into three parts regarding the genesis of the OECD’s repertoire, the boundaries of the transnational circulation of knowledge fuelling this repertoire, and its reception in Québec and France. The first part studies the development of activities dedicated to public service ethics in the OECD since the 1990s. It shows that taking into account the ethical issue curbs the rise in New Public Management reforms. The second part highlights the language, national, disciplinary, cultural, geostrategic, geographical and professional barriers that hinder transnational scientific exchanges in the field of public ethics. The third part emphasizes the limited convergence between ethics policies in Québec and France since they depend mainly on the national context in which they are formulated. The study of public ethics’ circulations finally outlines the hybridization of good government in OECD countries in the 21ft century

Full textOur research work brings together sociology of institutional change, studies of administrative work and studies of environmental policies. Drawing on a six years ethnographical study, we document the daily activities of directors of national parks (i.e. middle managers in French administration) in charge of implementing in new law to reform this nature conservation policy. We address the issue of reformer’s autonomy. We demonstrate empirically, then theoretically, that national parks, and more generally nature conservation policies, features high institutional inertia. Then we argue that, even in a context including strong constraints, reformers have autonomy. Yet autonomy is never pre-given nor can be taken for granted. It closely depends on reformers’ daily practices. Reformers need to build and to maintain their autonomy. Certain stages in institutional change linked to the implementation of the reform are critical to achieve this : the beginning of the reform process and then short periods when reformers can work to ensure that the dynamics of the reform process itself depart strongly from the usual inertia mechanisms of the public policy. Thus, the management of the reform process, more than its substance, is at the heart of the building of reformers’ autonomy and opens up a space for institutional innovation. We document the practical modalities of reformers’ work of interpretation, of composition and of modeling which contribute to the fact that ongoing action is increasingly being considered through the lens of the recent collective experience (since the beginning of the reform) rather than through the lens of the distant history on which institutional inertia is based

Full text"Educational Success" is a political device that was set up in 2005. It aims at helping children between two and sixteen years who are labelled as "weak" in the local territories where urban policies are set up. Far from being only a help to the children’s education, it is also a tool of reform. This thesis answers two questions: how does a device that is external to the national system of education reform the politics of education, and what are the implications of the reform it implements. Through a sociology of the instruments of public action, we will present the ambiguities of "Educational Success", its expansion, and its career. We will explain how this tool of reform was established locally and how it evolved according to various elements of context. Educational Success reconfigures educational policies through an approach based on local authorities and associative organisations. This implies changes in the terms of employment of its actors and, namely, a process of making their work "invisible". At the crossroad between public action sociology, sociology of work and sociology of associations, this thesis contributes to the analysis of the New Public Management in the educative field

Full textThis thesis examines the appropriation of digital technologies by Québec civil society organizations (CSOs) in the context of the New Public Management (NPM). Based on study of four environmental groups (Conseil régional de l’environnement de Montréal : CREMTL, ENvironnement JEUnesse : ENJEU, Équiterre and Nature Québec), the research involved at first an on-line questionnaire, then a structural analysis of the web technology pages launched by this groups, and finally in-depth interviews with representatives of these associations, in order to describe, examine and analyze under a critical perspective, in the foucaldian sense, the process of appropriation of the Internet and Web technology. The main findings show that the appropriation of the digital technologies depends less on « intrinsic » technical potentialities of the Internet and Web than on the sense (meanings of uses) which allowed it the users. In this sense, the appropriation of Web technology by environmental associations stems from a process of negotiated construction uses. The differences noticed in the process of appropriation of the Internet and Web technology by these environmental associations, according to the mission of the association, the working social relationships (mainly to the hierarchical structures, the reports of power, the strategic management method) and of their share social capital as together relations in network « carriers of resources », are considered as categories of analysis of appropriation of the digital technologies by the associative groups of the civil society towards certain social problems, in particular those related to the environment, and to the underlying interests. Similarly, the findings of this study show, in the cases being examined, the small role on the one hand, of the expectations of the organizations’ members related to web technology; and, on the other hand, of the « creativity » and practices of the « holders » of Web sites (webmasters, agents and communication officers, directors and officers, etc.) in differentiated methods of appropriation of these associations.
