Full textThis thesis examines the appropriation of digital technologies by Québec civil society organizations (CSOs) in the context of the New Public Management (NPM). Based on study of four environmental groups (Conseil régional de l’environnement de Montréal : CREMTL, ENvironnement JEUnesse : ENJEU, Équiterre and Nature Québec), the research involved at first an on-line questionnaire, then a structural analysis of the web technology pages launched by this groups, and finally in-depth interviews with representatives of these associations, in order to describe, examine and analyze under a critical perspective, in the foucaldian sense, the process of appropriation of the Internet and Web technology. The main findings show that the appropriation of the digital technologies depends less on « intrinsic » technical potentialities of the Internet and Web than on the sense (meanings of uses) which allowed it the users. In this sense, the appropriation of Web technology by environmental associations stems from a process of negotiated construction uses. The differences noticed in the process of appropriation of the Internet and Web technology by these environmental associations, according to the mission of the association, the working social relationships (mainly to the hierarchical structures, the reports of power, the strategic management method) and of their share social capital as together relations in network « carriers of resources », are considered as categories of analysis of appropriation of the digital technologies by the associative groups of the civil society towards certain social problems, in particular those related to the environment, and to the underlying interests. Similarly, the findings of this study show, in the cases being examined, the small role on the one hand, of the expectations of the organizations’ members related to web technology; and, on the other hand, of the « creativity » and practices of the « holders » of Web sites (webmasters, agents and communication officers, directors and officers, etc.) in differentiated methods of appropriation of these associations.

Full textIn a neoliberal context, where financial logic and short-term profit are dominating, we see new management approaches emerging. The ministère de la santé et des services sociaux duQuébec (MSSS) makes no exception, two management approaches are presented and implemented in order to improve efficacy and efficiency: the «lean hospital» and the «magne thospital». Due to the rise of the organisational ethic, we questioned ourselves on the place that occupy the ethical leadership in these new management approaches. The goal of this research is to verify whether a link could be established between the ethical leadership and theses management approaches in a hospital environment. Based on a transverse and quantitative quote, this study first goal is to describe the managers’ ethical leadership who adopted these new management approaches (lean hospital and magnet hospital). The second goal is to explore the relationship between the ethical leadership and the preconized management approach. Lastly, the third goal is to explore the relationship between ethical leadership and some demographics characteristics (gender, age, schooling, work experience,and language). The Ethical Leadership Questionnaire (EQL) developed by Langlois (2010),comprising four ethical dimensions, such as solicitude, justice, critic, and ethical sensitivity,has been used to collect the data. The voluntary and non-probabilistic sample is composed of40 managerial staff from Quebec’s health facilities having adopted one of the two new managerial approaches: the lean hospital (n=16) and the magnet hospital (n=24). The descriptive analysis give a portrait of the population according to the managerial approach as well as their ethical scores. Univariate analyzes of variance (ANOVA) have been used to target significant variables regarding ethical dimensions. These variables were then incorporated into our multiple regression model. Multivariate analyzes of covariance(MANCOVA) have been used in order to verify the two assumptions. Our first hypothesis(H1) is that there is a relation between the managerial approach and ethical dimensions. Our second hypothesis (H2) is that a significant difference exists between some demographic variables and ethical dimensions. Univariate analyzes of variance (ANOVA) have been used to identify the significant differences. The quantitative results made it possible to highlight the variables that are more likely to influence the deployment of ethical leadership. These variables are schooling, experience in the current occupation and language. The study highlights the importance of deepening the results using data derived from a mixed method by integrating qualitative and quantitative data.

Full textThe Canadian forest sector has gone through major transformations in the last decades. As a result, new practices have emerged among which public participation (PP) processes are particularly important. These are today a given in the sector, at every decisional level and for all actors. The growing importance of PP is said to reflect a major governance change in the management of forests. It is also seen as a practice which has many benefits: PP processes would improve the quality of decisions, ensure that a diversity of social values is considered, and increase trust in public authorities, for example. Despite the growing interest in PP, many knowledge gaps remain. To what point do PP processes reflect a governance change? What are their “real” impacts? Do they allow for the integration of a diversity of participants, as usually postulated? Our research aims to answer these questions based on the example of Québec forest sector. Firstly, based on an analysis of 693 cases of PP which happened over a period of more than three decades, the study provides with a high-level portrait of the evolution of PP processes in Québec forest sector. While the results prevent us from concluding that a real governance shift has happened, they clearly indicate that PP practices contribute to some key modifications in the conduct of forest management. Secondly, based on the perspective of 137 individuals having been involved in forest-related PP processes, the study identifies ten types of potential impacts of PP mechanisms as well as their significance from the point of view of the respondents. It also reveals key challenges related to the achievement of these impacts. Finally, one of the impacts of PP is measured empirically. To that end, the lists of participants to 27 public hearings were analyzed. The results reveal that, while PP opens decision-making to a wider range of participants, some forest actors tend to be favoured to the detriment of others. Overall, the key considerations raised by the study’s results allow important recommendations with regards to future PP practices and studies.
