Abstract:
Se presenta una sociología de las representaciones de la violencia a partir del estudio de la novela policial. Tomando como base los comentarios frankfurtianos sobre el auge de la novela policial en la modernidad, se comparan dos escritores europeos (Andrea Camilleri y Henning Mankell) con un latinoamericano (Roberto Bolaño). 2666, la novela de Bolaño, se construye desde un tipo particular de violencia social relacionada con la impunidad y la impotencia del estado, o en definitiva, con la imposibilidad del proyecto moderno. Esta realidad da lugar a un tipo de representación que se aparta de los cánones de la novela policial, como se apreciará en la caracterización del detective. Investigando los violentos desafíos al frágil orden social, este nuevo tipo de novela policial latinoamericana pone en cuestión los mecanismos de representación de la muerte, esto es, la representación de lo irrepresentable.

La novela El caso Bonapelch, que Hugo Burel (Montevideo, 1951) publicó a mediados de 2014, representa el caso más significativo de incursión en el género policial del autor uruguayo. Sobre la base de una anécdota temática que conecta la ficción con la historia real del país durante los años treinta, Burel crea un personaje, el inspector Santini, que –en sus tentativas frustradas de resolver el entonces célebre caso policial– bascula entre la dimensión de la ficción y los sucesos históricos. En el relato se evidencia, por una parte, la intuición de utilizar el género policial como herramienta discursiva para la representación de elementos socio-históricos idiosincráticos de la cultura local; por otra parte, el texto narrativo reelabora los modelos canónicos del género policial.

Proponemos una lectura sobre los modos en que el género policial se presenta y representa en la novela El enigma de París (2007) de Pablo De Santis. Para esto, discutimos y ampliamos afirmaciones de otros trabajos críticos. En primer término, sostenemos que la novela consiste en un homenaje al amplio género policial (y no solo a la vertiente anglosajona). Luego nos detenemos en la combinación de esta literatura con el modelo de la novela de formación. También hacemos lo propio con la representación de cambios sociales en la novela y su subordinación al aspecto literario. Finalmente, concluimos con una idea respecto a tres modos diferentes de construcción de lo policial en esta novela, basadas en una suerte de poética del exceso, otra de la sutileza y una última vinculada a una perspectiva de totalización del género

Abstract:
El objeto del presente trabajo es analizar la relación existente entre memoria colectiva y la novela policial Sangre kosher (2010) de la autora argentina María Inés Krimer. Más precisamente, se hace foco en el diálogo que allí se establece entre un hecho de raíz socio-histórica (las operaciones de la asociación de proxenetas Zwi Migdal en Argentina a principios del siglo XX) y la construcción de esta ficción policial. En un primer momento, se introduce la noción de memoria colectiva en los estudios literarios; luego, se especifican las características genéricas de Sangre kosher para describir los elementos que toma prestados del subgénero de la novela policial histórica, en este caso el trabajo de archivo y la construcción del espacio. A partir de allí, se analiza cómo esta ficción policial se sirve de estos elementos para construir un relato netamente policial que relaciona el pasado y el presente a través de la voz narrativa de la primera detective mujer judía de la literatura local. De esta manera, el análisis rinde cuentas de cómo desde la ficción policial es posible contribuir a la memoria colectiva de una comunidad, en este caso, la judía.

El objeto de este informe es, en un primer acercamiento, dar cuenta de cómo ciertas prácticas escriturales, generadas en América del norte primero y en América Latina de los años setenta después, contaminan y cuestionan el proyecto moderno sustentado primeramente en la razón y fundamentalmente en la utopía. En el caso de América Latina revisaré, concretamente, la novela Los detectives salvajes de Roberto Bolaño, postulando que ésta obra establece la escritura a partir de una táctica que abisma lo policial, subvirtiendo y deslizando las categorías que, canónicamente, (con) forman el relato del crimen, sea en su versión clásica inglesa (novela de enigma) o en la versión estadounidense (novela negra).

Informe de Seminario para optar al grado de Licenciado en Lengua y Literatura Hispánica mención Literatura.
El presente trabajo tiene como objetivo principal analizar la relación que se establece entre literatura y paraliteratura en la novela Rosaura a las Diez, del escritor argentino Marco Denevi, tomando en consideración las técnicas discursivas mediante las cuales el autor, a partir del canon novelesco contemporáneo, incluye el formato paraliterario de la novela policial en su creación. Para este efecto, se procedió a establecer un marco teórico que pretendió deslindar operativamente los campos de la literatura y la paraliteratura. Por otro lado, se particularizó la situación de la novela en Hispanoamérica durante la época contemporánea, junto con detallar el lugar que ocupa Rosaura a las Diez dentro de este período y los rasgos discursivos que tiene en común con las obras que comparten su contexto de producción. La parte principal del trabajo, se dedicó a confrontar el modelo de la novela policial al objeto de estudio, con el fin de establecer los modos a través de los cuales se entrelazan en una relación dialógica. Los resultados de este estudio, llevaron a caracterizar a Rosaura a las Diez como una novela provista de un discurso literario propiamente contemporáneo, que es permeable a la contaminación entre diversos géneros discursivos y que se abre a la inclusión de estructuras paraliterarias, las que adquieren una nueva significación dentro del engranaje narrativo de la novela contemporánea.

Este trabajo se propone desarrollar un análisis de la novela Estrella Distante de Roberto Bolaño, publicada el año 1996, la que se enmarca dentro de la denominada literatura postdictatorial chilena. Ésta es una novela escrita desde las fronteras, es decir, desde la lejanía de las tierras españolas que refugiaron al autor hasta en los últimos días de su vida, y que fue el lugar preciso que encontró para poder mirar desde una perspectiva diferente la realidad chilena. Bolaño, desde su singular forma escritural, desarrolla esta obra con miras al pasado democrático, la dictadura y el período de transición chileno, desde una distancia discursiva, pero también personal, que le permite cuestionar la verdad de los hechos, los valores de la justicia y, además, dar cuenta de la incertidumbre de lo relatado, la crisis de la experiencia de sujetos traumatizados, en fin, las (in)certezas de lo vivido. Características todas, que desembocan en una narrativa que, a mi parecer, se muestra transculturizada, pues se expresa a través de un particular tratamiento del género policial.

Abstract Proposing a novel framework of menstrual justice, the chapter argues that women’s health needs must be understood as the result of the complex interplay of their everyday gendered experiences of living, their biology, and their medical condition. The Indian state’s health policies fail women because they do not recognize that the marking of women as impure menstruating bodies is a cause of women’s health inequity from birth to death. This very denial by the state policy of women’s gendered experience of health is menstrual injustice. The chapter elaborates on this idea by establishing the links between women’s stigmatization as menstruating bodies, lack of control over their bodies, and ill-health, pointing to the high incidence of a variety of menstrual health problems in pre-menarche, during menstruation, perimenopause and postmenopause. The chapter then identifies the gender-specific biases, blind spots, gaps, and barriers in state policies that impede the security of women’s health across their life-cycles.

AbstractTo fully reap the benefits of digitisation and sustainably create value for their audiences, cultural heritage institutions (CHI) need to implement and monitor digital, data-driven strategies that touch upon all aspects of how organisations operate. This can range from staffing and skills development to adoption of metadata models, novel audience engagement approaches and methods for collecting and using user data. We introduce the concept for the CHI Self-Assessment Tool that enables institutions to assess their strategy and plan against several aspects of digital transformation. The tool proposes a novel approach on how CHIs can continuously gather data on their activities and use insights from this data to adjust their strategies and increase their digital maturity. Equally, this data can be used by policy-makers to implement more effective policies and support the sector with targeted capacity building.

AbstractAs significant policies are based on their expected outcome in computer simulations, literacy of such simulations is necessary for political participation. In this paper, we propose ways to increase such simulation literacy. We discuss simulation literacy from a theoretical perspective and argue for simulating evacuations as a simple and potent topic to increase simulation literacy. Additionally, we present , a novel educational tool to simulate the evacuating of buildings (not only) for classrooms. AbstractUniversality is one of the key novel characteristics of the 2030 Agenda for Sustainable Development. By applying a functional approach to external policies, this chapter challenges traditional notions of development cooperation and shows that the agenda’s means of implementation as well as their application are lopsided towards so-called developing countries. However, achieving the Sustainable Development Goals critically depends on the agenda’s implementation also within the so-called developed countries as well as between them. Therefore, the function of development cooperation to shape conditions within other countries by using cooperative and promotional instruments should be exerted also vis-à-vis “developed countries”. International cooperation for sustainable development needs to become universal, multimodal, mutual, and transformative if it wants to deliver change, not aid.

We consider the EXPTIME-hard problem of synthesising policies that almost-surely reach some goal state without ever visiting a bad state. In particular, we are interested in computing the winning region, that is, the set of system configurations from which a policy exists that satisfies the reachability specification. A direct application of such a winning region is the safe exploration of POMDPs by, for instance, restricting the behavior of a reinforcement learning agent to the region. We present two algorithms: A novel SAT-based iterative approach and a decision-diagram based alternative. The empirical evaluation demonstrates the feasibility and efficacy of the approaches.

Com o aumento exponencial da criminalidade, limitações de recursos orçamentários e de pessoal, as instituições de segurança pública necessitam otimizar recursos, tecnologias e informações. O policiamento orientado pela inteligência policial tem se apresentado muito eficiente neste sentido. Sendo objetivo desta pesquisa identificar a contribuição e a relação entre a Gestão do Conhecimento e o policiamento orientado pela inteligência. Tratou-se de uma pesquisa qualitativa, descritiva, través do “estado da arte”. Conclui-se que a Gestão do Conhecimento sempre foi utilizado de forma intuitiva, e poderá contribuir com uma nova forma de se trabalhar o ciclo de produção no modelo de policiamento orientado pela inteligência, gerandoexcelentes “produtos” para os gestores das organizações policiais, e consequentemente oferecer uma melhor resposta à sociedade.

Policijsko delo v skupnosti je razmeroma nova strategija preventivnega dela, v kateri policija s pomočjo lokalne skupnosti in drugih institucij, ki se ukvarjajo z varnostno problematiko, identificira in rešuje težave ter konflikte. Glavni nosilec takšnega preventivnega dela je vodja policijskega okoliša. Vodja policijskega okoliša med drugim tudi vzpostavlja stik z mladostniki v lokalnem okolju, prepoznava rizične skupine mladostnikov in vodi preventivne dejavnosti in programe. Pomembno je, da stik z mladostniki vzpostavi kar se da zgodaj in poskuša z njimi zgraditi pozitiven odnos. Poleg izvajanja izobraževalnih predavanj, usposabljanj in predstavitev na izobraževalnih institucijah, na katerih policisti podajajo ključne informacije o delu policije, varnostnih problematikah in samozaščiti, policija sama ali v sodelovanju z drugimi institucijami izvaja tudi število preventivnih programov in kampanj. Čeprav si policija prizadeva za čim boljše sodelovanje in predajanje ključnih informacij, pa pogosto prihaja do pomanjkljivega sodelovanja z določenimi institucijami in nevladnimi organizacijami.

Environmental policies are characterized by salient short-term costs and long-term benefits that are difficult to observe and to attribute to the government's efforts. These characteristics imply that citizens' support for environmental policies is highly dependent on their trust in the government's capability to implement solutions and commitment to investments in those policies. Using novel survey data from Mexico City, we show that trust in the government is positively correlated with citizens' willingness to support an additional tax approximately equal to a days minimum wage to improve air quality and greater preference for government retention of revenues from fees collected from polluting firms. We find similar correlations using the perceived quality of public goods as a measure of government competence. These results provide evidence that mistrust can be an obstacle to better environmental outcomes.

Stakeholder engagement is an important component in developing policies on critical issues such as the use and development of novel methods and technologies, including biotechnologies and nanotechnologies. Understanding the perspectives, needs, and concerns of stakeholder groups can facilitate the development of transparent and trusted policy recommendations. Innovative online research platforms have been developed as alternatives to typical stakeholder engagement methods such as in-person focus groups, interviews, and online and paper surveys. These platforms facilitate the engagement of geographically and linguistically (i.e., individuals who speak different languages) diverse stakeholders using a wide range of methods, from virtual focus groups to surveys. Stakeholders can participate at their own leisure and anonymously, which can facilitate more open interactions on issues where viewpoints may differ. In this work, we used an online stakeholder engagement platform (OSEP) to engage stakeholders and capture their perceptions and views about the application of nanotechnology in food and agriculture (nano-agrifood) and the role of responsible innovation in the development of nano-agrifood products. The OSEP provided a reliable and interactive environment for stakeholders to share their views and exchange ideas. Such OSEPs should be further explored as novel tools for engaging stakeholders on a range of issues from emerging technologies to public health.

As with all public policy work, education policies are demanding. Policy workers need to ‘know’ a lot—about the problems they are addressing, the people who need to be engaged, the promises they can make in response, the context they are working in, and the processes they will follow to implement. Most policy workers answer questions about such issues within the structures of plan and control processes used to devise budgets and projects. These structures limit their knowledge gathering, organization and sense-making activities to up-front planning activities, and even though sophisticated tools like Theories of Change suggest planners ‘know’ all that is needed for policy success, they often do not. Policies are often fraught with ‘unknowns’ that cannot be captured in passive planning processes and thus repeatedly undermine even the best laid plans. Through a novel strategy that asks how much one knows about the answers to 25 essential policy questions, and an application to recent education policy interventions in Mozambique, this paper shows that it is possible to get real about unknowns in policy work. Just recognizing these unknowns exist—and understanding why they do and what kind of challenge they pose to policy workers—can help promote a more modest and realistic approach to doing complex policy work.

This paper examines the effects of management practices on effective tax rates (ETR) in a sample of medium and large manufacturing firms in Ecuador. We use a novel data set on management practice scores matched with administrative tax data from the Superintendence of Companies and the Internal Revenue Services of Ecuador based on firms' tax filings. We find that better management practices are positively associated with effective tax rates, defined as the share of tax obligations to profits. This result is robust under various specifications controlling for different covariates, and to different measures of effective tax rates. Furthermore, our findings indicate that the use of fiscal incentives is positively associated with higher effective tax rates. However, firms that use fiscal incentives are able to fatten or reduce their effective tax rates as management practices improved. Overall, our findings suggest that government-sponsored policies that seek to promote better management practices may be self-sustained, if the additional tax revenue expected from better management practices through higher profits is able to cover the cost of the programs.

Novel approaches are needed to support the creation of more open, inclusive, and self-sustaining R&I ecosystems in healthcare. This study analysed 3 European regions (Murcia ES), (Örebro SE), and (Republic of Cyprus CY), incorporating complementary approaches from Responsible Research and Innovation (RRI) and Research and Innovation Smart Specialisation Strategy (RIS3). The exercise entailed the identification of healthcare and innovation stakeholders and the characterisation of the policy landscape in each territory. Moreover, the strengths of the regional knowledge base was analysed by measuring the Revealed Comparative Advantage (RCA) indicator based on relatedness measurement, and by using micro-level fields analyses of scientific publications. This methodology allowed us to identify the fields and topics (strengths) that provide opportunities for innovation processes. Additional identification of social needs in the three territories showed profound differences regarding the alignment of the selected needs with respect to the regions’ capabilities. The results suggest that a timely direct interaction with territorial stakeholders can help in selecting the most promising innovation priorities that are based on local needs and knowledge. The process of interaction requires early engagement to support territorial ownership and is further reinforced by RRI policies in place.

The coordination of transportation and land use (also known as “smart growth”) has been a long-standing goal for planning and engineering professionals, but to this day it remains an elusive concept to realize. Leaving us with this central question -- how can we best achieve transportation and land use coordination at the corridor level? In response, this report provides a review of literature and practice related to sustainability, livability, and equity (SLE) with a focus on corridor-level planning. Using Caltrans’ Corridor Planning Process Guide and Smart Mobility Framework as guideposts, this report also reviews various principles, performance measures, and place typology frameworks, along with current mapping and planning support tools (PSTs). The aim being to serve as a guidebook that agency staff can use for reference, synergizing planning insights from various data sources that had not previously been brought together in a practical frame. With this knowledge and understanding, a key section provides a discussion of tools and metrics and how they can be used in corridor planning. For illustration purposes, this report uses the Smart Mobility Calculator (https://smartmobilitycalculator. netlify.app/), a novel online tool designed to make key data easily available for all stakeholders to make better decisions. For more information on this tool, see https://transweb.sjsu.edu/research/1899-Smart-Growth-Equity-Framework-Tool. The Smart Mobility Calculator is unique in that it incorporates statewide datasets on urban quality and livability which are then communicated through a straightforward visualization planners can readily use. Core sections of this report cover the framework and concepts upon which the Smart Mobility Calculator is built and provides examples of its functionality and implementation capabilities. The Calculator is designed to complement policies to help a variety of agencies (MPOs, DOTs, and local land use authorities) achieve coordination and balance between transportation and land use at the corridor level.
