Abstract:
The monograph is devoted to the study of the socio-psychological features of regional elections that influence the socio-political behavior of the electorate. The authors propose a new understanding of the psychological nature of the processes of forming the voting choice, which brings us closer to a more correct understanding of the complex political and psychological mechanisms of the strategy and tactics of regional election campaigns. The identified individual and personal indicators of the influence of the electoral characteristics of candidates on the voting of various categories of voters were developed and tested at the regional level. A number of practical recommendations on the organization of election campaigns, designed to take into account the psychological specifics of the behavior of the electorate in the framework of regional elections (elections with weak content), are empirically proved. It is intended for managers and specialists of regional election commissions, political scientists and psychologists who study issues related to the patterns of electoral behavior, graduate students and undergraduates engaged in research in the field of political psychology, as well as political strategists who ensure the effectiveness of election campaigns.

Early number competencies predict later mathematical learning. Weaknesses in number, number relations, and number operations can be reliably identified before school entry in first grade. Income status, associated early home and preschool opportunities, and general cognitive capacity all influence children’s level of numerical knowledge. Interventions based on a developmental progression and targeted to specific areas of number, such as the ability to count and sequence numbers, compare numerical quantities, and add and subtract small quantities, have shown positive, meaningful, and lasting effects on children’s achievement. Guided practice is effective when configured to support efficient counting strategies, frequent correct responding, and meta-cognitive behaviour and when contextualized with a strong focus on number knowledge tutoring.

The philosophical stakes of the conflict are spelled out in terms of the status of “social construction” as a theory of sexual difference. During the third wave, like most democratizing countries worldwide, Latin American countries replaced plurality rules for presidential election with runoff rules. To date, most scholars fear the proliferation of political parties under runoff and favor plurality. I argue, however, that Latin American leaders were correct to adopt runoff. Runoff established a virtuous circle: amid lower barriers to entry, opposition parties and new parties held greater respect for the democratic process and this respect was in turn important to elites’ toleration of their entry. By contrast, plurality often facilitated political exclusion by long-standing dominant parties and exacerbated cynicism and polarization. Although the larger number of parties under runoff was problematic, and measures for the amelioration of the problem are important, the number of parties was considerable under plurality; runoff enabled democracies to cope, increasing the legitimacy of their elected presidents.

“Physics avoidance” refers to the fact that we frequently cannot reason about nature in the straightforward manner we anticipate, but must seek alternate policies to address the questions we want answered in a tractable way. Within both science and everyday life, we find ourselves tacitly relying upon thought processes that reach useful answers in opaque and roundabout manners. Conceptual innovators are often puzzled by the techniques they develop, when they stumble across reasoning patterns that are easy to implement but difficult to justify. But simple techniques frequently rest upon complex foundations—a young magician learns how to execute a card guessing trick without understanding how its progressive steps squeeze in on a correct answer. As we collectively improve our inferential skills in this evolving manner, we often wander into unfamiliar explanatory landscapes in which simple words encode physical information in complex and unanticipated ways. We have learned how to reach better conclusions, but we have become baffled by our successes. At its best, philosophical reflection illuminates the natural developmental processes that generate these confusions. But a number of widely shared methodological presumptions currently operate to opposite effect—they obscure the very tactics that advance our descriptive capacities. To correct these misapprehensions, sharper diagnostic tools are wanted. The nine new essays within this collection illustrate this need for finer discriminations through a range of informative cases of historical and contemporary significance.

This chapter focuses on the first serious effort made within the medieval Latin Church to correct the calculation of Easter by legislative means. This effort took place at the court of Pope Clement VI in Avignon, who invited skilled astronomers such as Jean des Murs and Firmin de Beauval to assist him in a planned reform of the Golden Number. The chapter explores the background to this papal initiative and the contributions made by its various protagonists, focusing in particular on a recently discovered Expositio kalendarii novi written by the monk Johannes de Termis in 1345. It also takes a closer look at the parallel discussions that took place in the Byzantine East, where the prospect of a calendar reform was first raised by Nicephorus Gregoras in 1324.

A variety of acquisition methods for arterial spin labeling (ASL) perfusion MRI exist, often with different names referring to broadly similar approaches. This chapter outlines the main flavors of ASL in common use, along with their strengths and weaknesses, before finally presenting the current consensus of the community on good acquisition parameters for general use. The chapter considers the choice of labeling (e.g. pseudo-continuous versus pulsed), readout (e.g. 2D versus 3D), the choice of post-label delay, and a number of other solutions to correct for artifacts such as arterial contamination. Avoiding extensive technical details, this chapter seeks to inform the ASL user when making choices about acquisition parameters for the use of ASL and also provides enough terminology to help a new user understand the key parameters that they need to know when presented with a new ASL dataset.

Several contemporary epistemologists have been intrigued by the discussion of the distinction between knowledge and correct opinion in Plato’s Meno (97a–98b); a number of them have suggested that Plato is appealing to the idea that to know a proposition one must be ‘safe from error’ regarding that proposition. In fact, although there is evidence that Plato assumes that knowledge requires something like safety, this passage in the Meno imposes a different requirement on knowledge—namely, what Robert Nozick called ‘adherence’, the requirement that knowledge must resiliently ‘adhere’ to the truth. Adherence is much more controversial than safety, but it seems that Plato accepted both, and it is argued that he was right to do so. Both adherence and safety can be understood in a ‘contextualist’ manner, but it seems that Plato rejects contextualism in favor of understanding both conditions in their most demanding form.

The semantics of good places strong constraints on the better-studied and near-synonymous items ought and should. I argue that comparative goodness fact constrain – but do not determine – the interpretation of ought, and propose “Sloman’s Principle”: ought p implies that p is better than all of its alternatives. This is not yet a semantics for ought, but it takes us surprisingly far, as I show by analysing a number of puzzles involving ought and probabilistic information. It is also incompatible with the classically valid inference patterns “agglomeration” and “deontic detachment”. Several examples and an experiment show that this consequence is correct. The account can be strengthened to enforce validities such as the “Smith argument” (Horty 2003) and Weakening (Cariani 2015). Finally, I provide data showing that ought and should are actually the positive forms of gradable verbs, and discuss prospects for deriving their behaviour from the structure of their scales.

The norms of rationality determine whether an act is irrational, rationally required, or rationally optional. It has seemed theoretically difficult to make significant room for the last category, because rational status is typically taken to be a function of reasons, and reasons are typically taken to have univocal strength values. But there is also a strong intuition that normal choice situations present us with many equally rational options. If this intuition is correct, two questions arise. The first is how it could be true, assuming that rational status is indeed a function of reasons. The second is whether and how we can act in a non-arbitrary way when we are faced with a choice between a number of equally rational options. This chapter examines four strategies for addressing these questions: incommensurability of reasons, parity, the ubiquity of ties, and a distinction between the justifying and requiring roles of practical reasons.

This chapter examines core tonal properties of Nata, a Lacustrine Bantu language (Guthrie E-45) spoken in the Mara region of Tanzania. In most instances, both in nouns and verbs, a Nata word exhibits a single high tone, which is restricted to a small number of locations. Though Nata’s tone system might appear simple, close examination of nouns and verbs uncovers considerable complexity in the system. Nouns exhibit lexically encoded distinctions; verb roots exhibit no lexical distinctions, but inflected verbs differ tonally depending on tense/aspect/mood. The sparse distribution of high tones follows from simple edge effects whereby tones are located relative to well-motivated morphosyntactic boundaries. The analysis, framed in a lexical allomorphy approach, crucially depends on correct identification of the macrostem, with a novel aspect being the extension of the macrostem to nouns. This extension is adopted on the grounds that nouns and verbs share similar surface patterns, captured by reference to a common domain.

This chapter examines the experiences of Illinois Negro soldiers in the Union army that fought in the Civil War. According to George W. Williams, Illinois sent 1,811 soldiers during the Civil War, but Champaign's Union and Gazette states that “of the colored men enlisted in the war, Illinois raised one thousand one hundred and eleven.” The correct number was perhaps an average between the two figures; downstate Quincy alone is said to have raised 903 of these men. Congress was appealed to decide whether or not Negroes were to fight in the conflict; after long months of pro and con debate an act was passed requiring that Negroes be paid ten dollars per month, with three dollars deducted for clothing while white soldiers received thirteen dollars per month in addition to their uniforms. This chapter considers the role of H. O. Wagoner in leading the Negro personnel of Civil War forces in Illinois, as well as questions regarding the Negro's place in military affairs.

Nonlocality was discovered by John Bell in 1964, in the context of the debates about quantum theory, but is a phenomenon that can be studied in its own right. Its observation proves that measurements are not revealing pre-determined values, falsifying the idea of “local hidden variables” suggested by Einstein and others. One is then forced to make some radical choice: either nature is intrinsically statistical and individual events are unspeakable, or our familiar space-time cannot be the setting for the whole of physics. As phenomena, nonlocality and its consequences will have to be predicted by any future theory, and may possibly play the role of foundational principles in these developments. But nonlocality has found a role in applied physics too: it can be used for “device-independent” certification of the correct functioning of random number generators and other devices. After a self-contained introduction to the topic, this monograph on nonlocality presents the main tools and results following a logical, rather than a chronological, order.

This chapter discusses methodology problems arising in cases where similar federal and state constitutional rights claims are raised. Most federal constitutional rights have been incorporated into the federal Constitution's 14th Amendment so as to be applicable to the states. United States Supreme Court interpretations of federal constitutional rights are not binding on state court interpretation of identical or similar state constitutional rights, but state court divergence under these circumstances can raise questions about its legitimacy. A number of questions arise in this context, including for example the proper sequence of arguments, which constitution's rights guarantees should be argued first by counsel, and analyzed first by the state court. The most substantial methodology issue is whether state courts should develop criteria to guide them in deciding whether to interpret identical or similar state constitutional rights to be more protective than the federal analog. The criteria approach is analyzed in some depth, utilizing examples of the use of this methodology in a number of states. The chapter criticizes the use of the criteria approach based on a number of factors that make state court enforcement of state constitutional rights different from the United States Supreme Court's enforcement of the federal bill of rights. The United States Supreme Court's interpretation of federal constitutional rights guarantees is therefore not presumptively correct for the interpretation of state constitutions. The chapter also discusses briefly several other methodological problems, including the direct right of action for money damages under state constitutions, state action, and substantive due process and economic regulation.

Abstract:
The term Neurotansmitter disorder, in the area of metabolic disease, focuses particularly on inborn errors affecting monoamine (dopamine & serotonin), pyridoxal phosphate (B6) and folate metabolism. Whilst there has been considerable focus on these disorders with regards to the paediatric population, it is clear that an increasing number of adult patients are being identified. Adult neurologists need to be aware of the clinical presentation of such patients and the appropriate tests that need to be requested to ensure a correct diagnosis is achieved. CSF profiling, by a specialist laboratory, is often required. This has the ability to very often identify the nature of a primary defect with regards to implementation of appropriate treatment. For some of these disorders, treatment can be effective. This may be in the form of monoamine/vitamin replacement. However there are exceptions, e.g. aromatic amino acid decarboxylase and dopamine transporter deficiencies. There also needs also to be an awareness of the growing list of secondary factors that can cause impaired dopamine and serotonin metabolism.

Moses Hayim Luzzatto (1707–1746) gathered around him an inner circle of devout Jews who shared his belief in the imminent arrival of the messianic age and who privately identified members of their circle as divinely ordained to usher in the Redemption. To the rabbis of Venice and Frankfurt, however, Luzzatto was a heretic, whose claims to have written works at the dictation of a messenger from heaven could not be genuine. Under pressure from them he was obliged to withdraw a number of such works, and the manuscripts were either lost or destroyed. Yet his known works came to earn him admiration: as a literary figure among the adherents of the Enlightenment, as a great kabbalist and profound mystic by hasidim and even by some of their leading opponents, and as a great ethical teacher by all religious streams. The author of this book spent many years in the study of Luzzatto and his group, and succeeded in tracing a number of the lost manuscripts. In the essays translated in this volume, the author described and annotated the manuscripts which he found, giving the full text of some of the prose works and of all the poems. He was able to correct and add detail to the incomplete picture of Luzzatto and his mystical world. One of the most illuminating documents reproduced here is Luzzatto's version of his ketubah or marriage contract. A second key document is the personal, mystical diary which Luzzatto's second-in-command, Rabbi Moses David Valle, wrote in the margins of his own commentary on the Bible.

The atmospheric circulation in the mid-latitudes of both hemispheres is usually dominated by westerly winds and by planetary-scale and shorter-scale synoptic waves, moving mostly from west to east. A remarkable and frequent exception to this “usual” behavior is atmospheric blocking. Blocking occurs when the usual zonal flow is hindered by the establishment of a large-amplitude, quasi-stationary, high-pressure meridional circulation structure which “blocks” the flow of the westerlies and the progression of the atmospheric waves and disturbances embedded in them. Such blocking structures can have lifetimes varying from a few days to several weeks in the most extreme cases. Their presence can strongly affect the weather of large portions of the mid-latitudes, leading to the establishment of anomalous meteorological conditions. These can take the form of strong precipitation episodes or persistent anticyclonic regimes, leading in turn to floods, extreme cold spells, heat waves, or short-lived droughts. Even air quality can be strongly influenced by the establishment of atmospheric blocking, with episodes of high concentrations of low-level ozone in summer and of particulate matter and other air pollutants in winter, particularly in highly populated urban areas.Atmospheric blocking has the tendency to occur more often in winter and in certain longitudinal quadrants, notably the Euro-Atlantic and the Pacific sectors of the Northern Hemisphere. In the Southern Hemisphere, blocking episodes are generally less frequent, and the longitudinal localization is less pronounced than in the Northern Hemisphere.Blocking has aroused the interest of atmospheric scientists since the middle of the last century, with the pioneering observational works of Berggren, Bolin, Rossby, and Rex, and has become the subject of innumerable observational and theoretical studies. The purpose of such studies was originally to find a commonly accepted structural and phenomenological definition of atmospheric blocking. The investigations went on to study blocking climatology in terms of the geographical distribution of its frequency of occurrence and the associated seasonal and inter-annual variability. Well into the second half of the 20th century, a large number of theoretical dynamic works on blocking formation and maintenance started appearing in the literature. Such theoretical studies explored a wide range of possible dynamic mechanisms, including large-amplitude planetary-scale wave dynamics, including Rossby wave breaking, multiple equilibria circulation regimes, large-scale forcing of anticyclones by synoptic-scale eddies, finite-amplitude non-linear instability theory, and influence of sea surface temperature anomalies, to name but a few. However, to date no unique theoretical model of atmospheric blocking has been formulated that can account for all of its observational characteristics.When numerical, global short- and medium-range weather predictions started being produced operationally, and with the establishment, in the late 1970s and early 1980s, of the European Centre for Medium-Range Weather Forecasts, it quickly became of relevance to assess the capability of numerical models to predict blocking with the correct space-time characteristics (e.g., location, time of onset, life span, and decay). Early studies showed that models had difficulties in correctly representing blocking as well as in connection with their large systematic (mean) errors.Despite enormous improvements in the ability of numerical models to represent atmospheric dynamics, blocking remains a challenge for global weather prediction and climate simulation models. Such modeling deficiencies have negative consequences not only for our ability to represent the observed climate but also for the possibility of producing high-quality seasonal-to-decadal predictions. For such predictions, representing the correct space-time statistics of blocking occurrence is, especially for certain geographical areas, extremely important.
