Water is forced from the paper sheet into the press felt due to a hydrodynamic pressure gradient between the sheet and felt. Most of them, however, have focussed on the role of provinces, and neglected the problems raised by municipalities. This paper tries to bridge this gap, and to suggest that stronger municipalities could contribute to produce stronger cities that would in turn foster economic development.
